<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161144/636d1c5d9c7e80680e0af355jpeg.jpg" alt="" width="1985" height="900"/><figcaption>Photo: RUBY KHAN/FACEBOOK</figcaption></figure>Nepal’s Constitution envisions a society where women are liberated from the <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/" target="_blank" rel="noopener noreferrer">bounds of tradition and patriarchy</a>. A society where all women are free to live dignified lives on their own terms, a society where violence and discrimination have no place.The Constitution envisioned a dream of a new Nepal, and laws have been enacted, policies formulated, commissions formed, to make this dream a reality and ensure security and justice for women.But <a href="https://www.nepalitimes.com/editorial/everyday-as-if-it-is-womens-day/" target="_blank" rel="noopener noreferrer">women’s rights</a> have been reduced to mere words, and the journey to justice for women who have been wronged stops at the threshold of their homes, never to reach the police or courts.Indeed, girls continue to be barred from attending school, wives are beaten to within an inch of their lives by husbands who are never punished, young women are burned alive because their families did not provide enough dowry. <a href="https://www.nepalitimes.com/latest/justice-eludes-many-rape-survivors/" target="_blank" rel="noopener noreferrer">Rapists go free to rape again</a>.That is why we marched for three weeks all the way from Nepalganj to Nepal’s capital. We are back here this week, at a sit-in to demand justice for the death of two women in Banke district which the local administration is refusing to prosecute.Why did we have to <a href="https://www.nepalitimes.com/banner/non-government-of-nepal/">walk all the way to Kathmandu</a>? Because we were given the runaround in Nepalganj, officials in Kathmandu assured us last month that they would look into the cases, and we returned. But nothing happened. So we are back.It is as if in Nepal justice is a luxury, a showpiece for those who can afford it.We women are <a href="https://www.nepalitimes.com/opinion/perpetuating-patriarchy-in-nepal/" target="_blank" rel="noopener noreferrer">still treated like sub-citizens</a>, limited to taking care of the home, hearth and children. Patriarchy dictates that women have no place in society, and have to silently suffer abuse and mistreatment even within their homes. Or be silenced when we speak out for justice.Not a day goes by without a news item of <a href="https://www.nepalitimes.com/editorial/republic-of-rape/" target="_blank" rel="noopener noreferrer">a woman somewhere in Nepal being raped</a>, yet there are many more cases which never make it to the media. And even fewer where the perpetrators are caught, tried and punished.Physical, mental, or emotional violence against women is so commonplace in Nepali society that the public is desensitised. Nepali women themselves have been conditioned into believing that they must tolerate abuse, and accept it as their lot in life.<a href="https://www.nepalitimes.com/editorial/corrosive-conduct/" target="_blank" rel="noopener noreferrer">Corrosive Conduct</a>, EditorialAnd even if women do seek justice, they are faced with countless <a href="https://www.nepalitimes.com/editorial/republic-of-rape/" target="_blank" rel="noopener noreferrer">societal and bureaucratic challenges</a> along the way. The process is familiar by now. It begins with blaming the victim, with accusations of lies and provocation. After that, if they manage to get through, police ask women to recount their traumatic experience again and again, they poke holes in their story while male policemen look on in amusement.Victims are “strongly advised” to stop trying to get justice because the men they are going against are “powerful” members of society. Indeed, the police and judges get phones from these high-up men to dismiss the cases.The <a href="https://www.nepalitimes.com/opinion/rape-rulings-in-nepal-follow-letter-not-spirit-of-the-law/" target="_blank" rel="noopener noreferrer">Nepali justice mechanism</a>, with its complicated channels, has made it all but impossible for women victims to report abuse. They are now directed from the local government to provincial government, then to Kathmandu. If, by a stroke of luck, they do manage to get into Singha Darbar, they are referred right back to the local government.The chain of command is a vicious cycle which ensures that victims are so tangled in red tape that it becomes impossible to move the case on. The entire process is designed to hammer at a victim’s self-esteem and dignity until they finally give up.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/justice-delayed-justice-denied/" target="_blank" rel="noopener noreferrer">Impunity in Nepal</a> is now so entrenched that if a victim’s family does reach the police station to complain about an abuser, perpetrator have got there first to deflect it. The politics of justice is such that power and money prevail over the rule of law. The gap between the oppressor and oppressed has never been wider.All the while, women must think of their <a href="https://www.nepalitimes.com/here-now/saving-one-nepali-mother-at-a-time/" target="_blank" rel="noopener noreferrer">children, household responsibilities</a>, and families they have left behind in their journey for justice. Even while they are denied justice, women are judged by the media in the court of public opinion.This is why we are sitting on a street near Singha Darbar. Even though the incident occurred so long ago, it has been stuck inside me all this time—the way you feel when you swallow something you do not like the taste of and the distaste clings to your throat long after.I am about to re-tell you something I had told a local newspaper some 17 years ago.It was October. It was nearly time for Dasain-Tihar break. Before we closed, the students hung out in empty classes. We talked about bhogatey. I said grapefruits were important items for Kija puja and Mhaa puja.Katuwal, who had just finished his lecture, had lingered for a while, listening to our conversation, smiled and left after wishing us all a happy Dasain.In this all-girls’ institution at the heart of Kathmandu, teachers would sometimes hang out with students in the canteen and drink tea. They would exchange numbers in case students had questions and conduct open-air lectures on the lawn or in the canteen, and sometimes at the teacher’s home. Teachers were our deities.It was just ahead of Tihar when I received a call from Katuwal, saying he had some bhogatey for me and that I should come with a big bag to Bhatbhateni. In those days, Bhatbhateni was a place known for its temple and not a department store.I asked my mother if I should go collect the fruits. She gave me big sling bag to put the fruits in. This was a time when I still had not learned to ‘dress like a girl’. I would always wear jeans, t-shirts, sneakers and wore my hair really short. Some friends called me ‘tom boy’, an expression which I now consider a slur.As instructed, I waited outside the temple. Katuwal showed up and said I should follow him to his house to collect the fruits. Some five minutes’ walk from the temple and we were in a yard with some trees and a house. I followed him up the staircase into a room with pale yellow walls, with a small bed by the window. There was a stack of books in one corner. He offered me black tea with sugar. I still had not seen the grapefruits yet. I sat on a chair near the door.When I was done drinking my tea, I started getting fidgety. I wanted to ask him where the bhotageys were. But he was sitting on his bed reading a weekly Nepali magazine. He asked me if I liked photography. I said I liked photos. He motioned me to go over and look at what he was reading. I knelt down on the floor, looking at the photos. There were old photos of Kathmandu. But their preciseness blurs from my memory because he leaned down and put his mouth on mine as I looked at them. “Ke garnu bhako!” I shouted, pushing him away, my palms applying force on his chest. What was he doing!I stood by the chair for a few seconds, fuming. Risako? He asked me. As though anger was not the response he had hoped to elicit. I said nothing. I picked my back and left, walking all the way home. The only thing I can recall from that walk were my ears--they felt like they were on fire.My mother asked me what had happened to the fruits. I lied. I told her I could not find his house.I did not know what I should have done after that. If I reported him to the Principal, they would also ask me why I had gone to his place to begin with. It occurred to me that I could write about it.So, I wrote about it. As honestly as I could. Then I called up a reporter I had met at some poetry reading event and asked her if their newspaper would publish my experience. I also briefly told her what had happened.I remember my voice breaking as I confided in her. She was the first person I was talking to it about. This was in the time of landlines and I had to lock myself up in my parents’ room to call her up.The day my piece was published, however, I felt like my humiliation had been taken to a different level. An illustration, showing a man in a Nepali cap seated on the floor wearing a smirk, poking his girl student with a pen, had been used.The size of the illustration was generous, and so was the degree of humiliation it inflicted on me. It mocked my experience, because it made it look like a joke, completely eclipsing the gravity of my experience.I suppose, when people picture harassment or assault, they imagine serious crime scenes and not subtle events leading up to them. I suppose the mention of bhogatey made my experience sound like a joke. What kind of an idiot goes to her teacher to up grapefruit? Perhaps my experience had become just an article that filled the columns on a weekend supplement.When classes resumed, some students who had read the article said: nice story. They thought it was a fabricated tale. For me, the rest of the year was woven tightly around bunking Katuwal’s classes. Fortunately for me (or so I thought then) Katuwal received a scholarship and soon left for the US.My rage and discomfort spilled over to the newspaper reporter. I complained about how insensitively the publication had been handled. I told her the illustration had made fun of my experience instead of raising an issue. I asked if there would be a corrigendum. She said it did not qualify for one, and that it was the cartoonist I should talk to. I let it go.I hated myself for sending the article for publication. I hated myself for writing it. And I hated myself for showing up greedily for bhogatey. I felt stupid and decided it was my fault. I had gone there on my own two feet and had knelt by the bed and then gave Katuwal a chance to stick his mouth on mine. It filled me with self-loathing and I wanted to scrape the feeling off of me.It took me years to realise it was not my fault.I’ve tried to write about Katuwal many times. I try to rewrite my experience to undo the self-flagellation I put myself through. And in all of those rewrites, my humiliation stares back at me in the form of the cartoon in the newspaper.I cannot rewrite it enough to undo the sickening feeling of Katuwal’s mouth on mine. However, 40% of Nepali households are at risk of falling back into poverty with earnings less than Rs10,000 per month.The recovery however is uneven, families where members have lost jobs, that have persons with disabilities and <a href="https://www.nepalitimes.com/latest/nepali-women-survive-pandemic-economy/" target="_blank" rel="noopener noreferrer">headed by the females</a> are earning none or less than 10K. <figure><img width="1318" height="1070" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7439c7e80680e0967b3jpeg.jpg" alt=""><figcaption>All graphs: UNICEF and SHARECAST INITIATIVE</figcaption></figure><img width="2194" height="1078" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7469c7e80680e0967b4jpeg.jpg" alt="">This was the sixth in a series of periodic household surveys conducted by Sharecast Initiative Nepal on behalf of UNICEF to track the socio-economic multi-sectoral impact of Covid-19 on children and families in Nepal, and was conducted before the current surge. Nepali Times has been tracking the outcomes of these surveys which were previously conducted in May, July, August and October and December.The latest survey in December also found out that 97% of the children were going to school with 89% of them taking classes online. Only 5% were being homeschooled. Bagmati and Gandaki provinces had most schools offering distance learning facilities.  Even as more parents gain confidence to send their children back to physical classrooms, up to 61% from as low as 38% back in October, <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/" target="_blank" rel="noopener noreferrer">remote learning will continue to be the norm</a> as schools close again following the latest surge in new cases and the new lockdowns from Thursday in 10 of the most populous districts, including Kathmandu, Lalitpur, and Bhaktapur.  <figure><img width="856" height="1054" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7499c7e80680e0967b5jpeg.jpg" alt=""><figcaption>Increase in parents' confidence levels to send their children back to physical classrooms.</figcaption></figure>In another decreasing tread, only 8% of households reported not getting <a href="https://www.nepalitimes.com/latest/quarter-of-nepalis-still-hungry-during-pandemic/" target="_blank" rel="noopener noreferrer">sufficient food</a> in January down from 19% back in<a href="https://www.nepalitimes.com/latest/1-in-5-nepal-families-lack-food/" target="_blank" rel="noopener noreferrer"> August 2020</a>. The improvement is visible across all income groups, but less so for those in lower quantiles.On the nutrition front, 6% of respondents reported that their children were eating only 2 meals a day. These are mainly families struggling for food, with job losses, or from lower-income groups.Another 70% said their children were eating three meals a day, and a quarter of families said they could afford more than 3 meals a day. <img width="2398" height="1056" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce74c9c7e80680e0967b6jpeg.jpg" alt=""><img width="980" height="968" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce74f9c7e80680e0967b7jpeg.jpg" alt="">How are Nepali families doing in terms of <a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/free-soap-to-fight-covid-19/" target="_blank" rel="noopener noreferrer">safety measures against Covid-19?</a>The survey showed that 52% practised handwashing for 20 seconds or more all the time. Only 37% wore a mask in public at all times while only 10% practised 2m safe distancing every time they were out. Province 2 respondents scored lowest on all the fronts.There is a decreasing trend in the share of respondents reporting all the time or most of the time, with increases in those saying 'rarely' and 'never'. Lack of infrastructure and jobs were the main reasons given for not being able to practise protective measures. <img width="1050" height="970" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7519c7e80680e0967b8jpeg.jpg" alt=""><a href="https://www.nepalitimes.com/latest/in-nepal-lockdown-a-domestic-violence-spike/" target="_blank" rel="noopener noreferrer">Violence against women and children</a> on the other hand has steadily picked up with 6% witnessing violence against women and/or children in January.Interestingly, the top income group is the most likely to witness domestic violence against women while the lowest two income groups are more prone to abandon a child.Some 6%of respondents also noticed or heard of children being trafficked, the number went up to 26% with regards to child marriage and 6% for child labour or migration. New Nepal lockdown may cancel gains

Since then, it has become a huge social movement against sexual harassment and sexual abuse, with people publicly speaking out about similar experiences.Then in 2017, #MeToo became a viral hashtag when celebrities started sharing experiences about the sexual misconduct of Hollywood producer, Harvey Weinstein. It encouraged people all over the world to speak out against sexism, harassment, and discrimination.The kidnapping and murder of Sarah Everard in London on 3 March, has led to a global movement regarding the safety of women in public. Sarah was walking home at 9PM, in a well-lit neighborhood wearing bright clothing and sneakers while speaking to her boyfriend on the phone, taking every safety precaution a woman could take. However, she did not make it home.On 12 March, her remains were found and a police officer, Wayne Couzens was arrested and charged with kidnapping and murder. Women across the UK and the world are enraged by the incident caused by a law enforcement officer who is supposed to protect. How can women feel safe if police are committing such acts?Incidents of this nature have given rise to a social movement because of the rage and frustration. How can the government and law enforcement keep women safe from the violence committed by men?The brutal rape and murder of 13-year-old Nirmala Pant is an example of how higher up officials can influence justice from being served as the perpetrators continue to walk freely. The recent rape and murder of 17-year-old Bhagirathi Bhatta is another example of how women continue to get the short end of the stick and pay for the inhumane acts committed by men.How is it possible for women to feel safe and protected when men continue getting away after committing such acts? How can the country keep its daughters safe?Many women experience daily sexual harassment in public and it is the women who feel more embarrassed than the perpetrators who do not seem to feel any shame and remorse regarding their behavior. And it is the women who are ashamed to come forward and speak up because of the stigma attached. It is the men who commit the shameful act, and it is the women who pay for it, as we have also seen in Bhatta’s case.In many societies, victim-blaming is the immediate reaction. Speaking up about sexual harassment is important, so we can fight against all forms of violence against everyone.Despite having laws against gender-based violence in Nepal, very few cases are reported in the excuse of protecting the family’s name and honour.The victims and survivors often end up dealing with a lifetime of stigma if they choose to report such crimes. There is no guarantee of safety and protection once someone speaks up, which is one of the main reasons women silently suffer.https://www.youtube.com/watch?v=LlNQL5S4XTsWomen who have experienced sexual abuse and harassment experience lifelong depression and anxiety. Experience of harassment at work for women, is often stalked by male bosses threatening the security of their jobs.Most women are not even aware of their own rights, which puts them at a disadvantage and education is the first step to address such issues.Keshav Sthapit, former mayor of Kathmandu, was accused of sexually harassing a female reporter from My Republica daily, and another female employee at Kathmandu municipality. Although he eventually stepped down for other reasons, he was able to dismiss the allegations at that time.Many women grow up internalising sexist behavior as a part of their lives and continue to silently suffer and tolerate all forms of harassment because they are vulnerable. Also, the potential threat to their family is another concern that keeps them from speaking up. How can we encourage women to speak up if their perpetrators always go unpunished?Men, women and people of all genders need to be trained and educated about what is sexual harassment and how they can be helped if they experience it. Every day thousands, if not more, of people, are victims of sexual harassment. Girls and women are at the highest risk of sexual assault, but it does not mean that boys and men cannot be victims either.Sexual violence can have long-term effects on people, and it is likely that they might have suicidal and depressive thoughts after the incident. Victims and survivors of sexual violence are likely to experience post-traumatic stress disorder, contemplate or attempt suicide or abuse substances.Victims and survivors of sexual violence experience problems in school or work and it can negatively affect their relationships with their family and friends.To end all sexual violence, the first step is to educate sons so that every family can have a serious conversation with them to tell them how to treat other genders. It should begin at home.There needs to be stricter punishments for perpetrators so women can feel safer in their neighborhoods and in public. Girls and women practice safety more than men do, but we need to create an environment where they can feel safe and stop living in fear of the worst.If you have never had a conversation with the men in your life, talk to them. Many girls and women live their lives afraid of how it will be when they walk to school or to work.Unfortunately, it is not limited to the time to get to the destination but also the possibility of how the teachers, coworkers or bosses stare at their chests, make inappropriate comments, or offer unwanted touch.‘Eve- teasing’ is the term referred to public acts of sexual harassment that includes and may not be limited to whistling, making explicit comments and touching inappropriately. It embarrasses and humiliates women in varying degrees and forms. It is a violation of women’s rights and can give rise to violence against women. Yet, it is taken lightly majority of the time.Every form of harassment towards women is a form of objectifying women and shows lack of respect. Many justify such acts as ‘natural tendency’ for men to behave, but it should never be an excuse. Most women pretend it never happened because of the fear of the consequences associated with confronting the perpetrator.A shopkeeper touched my arm in Thamel, once. I continued to walk as if nothing had happened, but my sister who was with me confronted the man, who only kept smiling. The discomfort felt by women who experience such incidences can be intense and can leave one without the ability to instantly react. What is actually problematic is that the men who commit such acts feel no shame or remorse.The daily occurrence of ‘eve- teasing’ often leads to many girls and women avoiding going to school or work because they do not feel safe. The term, ‘eve-teasing’ rooted in biblical reference, is bothersome as it places the blame on women, portraying them as the agent of seduction. Also, the term ‘teasing’ means to tempt someone. Therefore, even the term ‘eve-teasing’ tends to put the blame on women as being responsible for what unfolds.The negative connotation implies that the woman is a ‘seductive temptress’ who tantalises men and thereby tries to justify men’s actions as if men have no control over it. How often have we heard at the heels of sexual assault that the women were dressed in a way that they were ‘asking for it’?The society tends to downplay the severity of ‘eve-teasing’ if there has been no physical harm to the women saying ‘boys will be boys’, but such acts need to be addressed and have consequences for the perpetrator. No one should have to be physically harmed or killed for this intolerable act to be taken seriously. Harassment of women is a despicable and brutal violation of human rights.‘Eve-teasing’ is a big problem in South Asia that needs more attention. ‘India’s Daughter’ documented the horrific rape case in Delhi in 2012 and that is but one example of how sexual harassment and assault towards women can take a turn for the worst.Teasing and harassment of women is a significant problem in Nepal and sadly it is accepted as a normal in our society. Boys and men need to be made aware and educated about the severity of such crimes and subjected to punishment if guilty.The Government of Nepal has laws to address violence against women, but there is a gap when it comes to their implementation.Anu, 17, on her way to school gets whistled at by construction workers. She walks silently, looking down, cringing at the thought of her daily route. There are many others who share her experience.Sita, 25, was groped on the bus one day: “He continued to look at me after he did that, and I continued to feel ashamed.”Violence against women causes trauma and can lead to feelings of distress, helplessness, and other mental health issues such as anxiety, depression and thoughts of suicide. What may seem like a harmless dirty glance, offensive comment can often lead to rape and death.Some men act that way to prove their manliness to their friends. It is important for all parents to have a conversation with their sons on the proper way to treat women, and it is a difficult conversation to have but they are usually the most important. Parents need to raise their sons, so they are never the reason a girl’s reputation is scarred or she feels used or afraid.Men will never understand the fear women experience daily. Men do not understand the struggles women experience everyday regarding their safety. A male friend of mine says he never wants to have a daughter, not because he discriminates between men and women, but he would be scared for her.We need to create a safe environment for all genders so one does not live in fear of the other. The silence of women should not be perceived as weakness. Men need to acknowledge that when they are disrespecting women, they are disrespecting their own creators.It is time, we stopped making excuses and men start learning to respect themselves so they can respect women. ‘Boys will be boys’ is never an excuse

Women’s involvement in the economy feeds the family and reduces state responsibility. And the latest move, even after the clarification they have given, insults women’s contribution,” said Koyu.The Department of Immigration issued a press release after widespread condemnation on social media, clarifying that the provision of women needing permission was only applicable to those travelling alone for the first time to the Gulf or Africa. But that did not satisfy protestors, who said the government had only ‘backtracked’ in the face of opposition, and in any case it violated a woman's right to travel freely. The constitution is in crisis now. It wasn’t like things were great before KP Oli dissolved the parliament, either. But, I’m here to protest because the unfair laws against women need to be rewritten and the parliament has to be reinstated.”Nepal entered a new phase of political turmoil after Prime Minister Oli had dissolved the lower house of the Parliament on 20 December. Snap polls have been called for 30 April and 10 May. But with the recent series of <a href="https://www.nepalitimes.com/banner/nepali-women-protest-proposed-travel-provisions/" target="_blank" rel="noopener noreferrer">street protests</a>,  political uncertainty has grown. This week, the government came under criticism for the brief arrest of Ram Kumari Jhankri, a leader from a rival faction of the ruling NCP, after she made controversial remarks about President Bidya Devi Bhandari.“I think of the many structural problems, one that needs addressing is the patriarchal order. It overpowers so much of our socio-political dynamics. Coming from both ethnic and gender privilege, the onus is on us to support any cause that goes against the patriarchy,” said Nayan P Sindhuliya, researcher and translator.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011110/636ccbbc9c7e80680e08bbdcjpeg.jpg" alt="" width="1440" height="960"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011110/636ccbbf9c7e80680e08bbddjpeg.jpg" alt="" width="1500" height="1000"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011110/636ccbc39c7e80680e08bbdejpeg.jpg" alt="" width="1440" height="960"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011110/636ccbc59c7e80680e08bbdfjpeg.jpg" alt="" width="1440" height="960">Although Friday's rallies had more to do with the rights of women, and against gender-based violence, they add pressure on the government of Prime Minister Oli, even as the Supreme Court debates his move and is expected to give a decision later this month.“We can protect women from violence and rape, but we don’t do anything about it, just because it is not someone in our life. We have deep fear inside us that the women in our lives—sister, mother and others might face similar violence. There is no option to ending all kinds of violence against women,” said Shamsad Adil, who read a poem written by his sister at the event.Nepali migrant workers have faced numerous problems in their work place over the years, ranging from being underpaid to getting laid off illegally, not to mention them dying on the job and families going without proper redress. The current provision is also being termed a negation of sensitivity to male migrant workers’ plight.“Why is the government targeting women in the lowest rung? Also, if they’re saying they want to protect female migrant workers from being trafficked, what about men? Male migrants are equally vulnerable to trafficking,” said Koyu.Koyu, who has written prose and poetry on gender and migration, added: “As an adult, you have every right to self-determination, individually. Putting travel restrictions on migrant women workers makes them more vulnerable, because they will resort to third country routes. It means women will be at the mercy of agents who will extort and seek sexual favours. But any woman travelling under those provisions will be more vulnerable to harassment.”

More anti-government rallies in Nepal

Photo: Himal Khabarpatrika</figcaption></figure>Teenage survivors of acid attacks, nearly all of them young women, say regulating the over-the-counter sale of acid and life imprisonment for perpetrators are the only ways to stop the kind of attacks that disfigured them for life.Some of these women attended a hearing convened by Parliament’s Women and Social Committee in Singha Durbar last week, just after news came in of another horrific attack on a young woman in Kathmandu by an employer who reportedly sought revenge for having his advances spurned.Among those at the hearing was <a href="https://www.nepalitimes.com/opinion/using-numbers-to-fight-gender-based-violence/">Muskaan Khatun</a>, 14, who survived an acid attack last year in the street while on her way to school, scarring her right ear, cheek and neck. Two suspects were detained by the police.Images of Muskaan Khatun went viral on social media, and coincided with the release of the  Bollywood film Chhapaak on acid attacks on women in India. Khatun went on to use her high media profile to raise awareness about acid attacks.Khatun came for the hearing wearing a black scarf last week with her parents, which she took off once inside the room, revealing the scarred right side of her face. She burst into tears while recalling the attack and the pain and suffering afterwards during the many operations at a hospital in Kirtipur that treats burn victims.“Doctors recommend that I apply medicine on my wounds five times a day, but I can only afford to do it once a day because it is so expensive,” Khatun said as the masked committee members listened. “I have another nine years of treatment, how am I going to complete it? My parents have no work.”Also at the hearing were other survivors like Jenny Khadka and <a href="https://www.nepalitimes.com/banner/sangita-magar-from-survivor-to-champion/">Sangita Thapa Magar</a> who shared their pain from acid attacks.Khadka used to be beaten often by her husband, and one day she had enough and went to a police station in her torn clothes to report an assault. The police sent her away and told her to sort out her domestic problems herself.Her husband then poured acid on her, burning her hand, neck and body. Now, a year later, she has to be careful while dressing, her skin is often dry and painful.“Throughout my life, I was never sick. Now I need life-long medication, and I am deeply in debt,” says Khadka. “People take pity on me, and that makes me feel even more helpless.”Khadka is livid that while her life has been ruined, she has lost her job, and her mother became ill with stress her husband is not suffering much. The hospital where she was treated refused to discharge her because she did not have the money to clear her bills, and she was only allowed to leave after her friends raised money through Facebook.“Those who attacked us are clothed and fed in jail and are looking forward to the day that they will be released, while we suffer endless pain,” Khadka says. “I am against the death penalty because that would end it all in a second for them. They should have to bear prolonged suffering like us.”Sangita Thapa Magar was 16 in 2015 when she was attacked by a young Dalit man who had been trying to have a relationship with her. Magar’s parents had told him to stop pursuing their daughter, and in revenge he bought Rs125 worth of acid in a shop in New Road and splashed it across her face while she was taking tuition.She has since had 17 surgical procedures on her face, her hopes of one day making it to Nepal’s national karate team now dashed. Magar is now determined to be an activist against acid attacks, and to help other victims like her cope with the physical and mental scars. Magar is now afraid because her attacker has been released from jail."It may be a feeling of revenge, but we would like our attackers to also suffer like us, maybe that will reduce the number of attacks,” she told the Parliament committee. “If stricter laws had been enacted as soon as I was attacked, maybe Jenny and Muskaan would not have to suffer.”Khatun, Khadka and Magar were attacked by different men, but they have been joined by fate and vow to continue their work to help other like them, including Pabitra Karki the latest victim whom they all went to see in hospital last month.Karki, 22, was attacked in Kathmandu by her by a man hired by her employer who had taken fancy to her, and has severe burns in her face and hands. Police have arrested both men, while Karki is getting help from charities and good Samaritans like Ujjwal Bikram Thapa who also helped Khatun.According to a police study, nearly all acid attacks are perpetrated by men who act in revenge because the young women rejected their advances. But this is the first time lawmakers have called acid attack survivors for a hearing to understand their struggles and discuss the existing laws that allow the crime to happen.The committee has directed the Office of the Prime Minister and Council of Ministers. the Ministry of Women, Children and Senior Citizens, and the National Commission for Women to provide education, health treatment, employment, and social rehabilitation to the victims of acid attacks.It also says that the punishment in the existing law is not enough of a deterrence and has instructed the Ministry of Home Affairs to start the process of amending the law to make way for stricter sentencing. The Office of the Attorney General under Agni Kharel on 2 August formed a committee headed by Deputy Attorney General Bishwaraj Koirala to look into the laws and submit a report within a month.<a href="http://archive.nepalitimes.com/news.php?id=13549#.XyoPTBMzbRY">Many cases</a> of women suffering acid attacks have surfaced over the past two decades, every time there is yet another horrific crime there are calls for stricter laws and control in acid sales. This time, the survivors want their voices heard and action taken to deter future attacks.

The prolonged trauma of acid attack survivors

What is not so clear is whether gender-based violence is becoming more common in this plains province, or that better educated women are now taking complaints to the police.The number of complaints of violence against women in the eight districts of Province 2 surged dramatically from 602 three years ago to 10,243 in the past year. Most of the complaints involved dowry-related violence, polygamy, physical domestic violence against women, trafficking, rape and attempted rape. There were 125 murders of women in the past three years, mostly by drunk husbands or in-laws.Read also:<a href="https://www.nepalitimes.com/opinion/using-numbers-to-fight-gender-based-violence/" target="_blank" rel="noopener"> Using numbers to fight gender-based violence</a>, Lisa HonanProvince 2 police statistics show women are more unsafe outside of homes than inside. In the past five months, 50 women who were driven out of their homes due to domestic violence sought refuge in a shelter run by the Women’s Rehabilitation Centre (WOREC) in Janakpur. “Women are unsafe everywhere, but the statistics for Province 2 look alarming,” says Gyankumar Mahato of the provincial police office. However, DIG Pradyumna Karki, chief of Province 2 police, thinks the number of crimes has increased because more people are reporting them. “Previously, people used to try and hush up crimes like rapes. But now more people are aware of the presence of the police, and we get all sorts of complaints,” Karki says. Advocate Rekha Jha agrees: “Women have tried to hide these incidents in the past but are now coming forward with their testimonies. That is the reason the numbers look higher.”Others, however, say that while there may be an increase in complaints, the number of incidents has also shot up because of new factors like the spread of social media, unregulated sale of alcohol, drugs and entrenched patriarchy in the still largely conservative region.Read also: <a href="https://archive.nepalitimes.com/regular-columns/Here-We-Go/2013-jun-21-here-we-go-gender-violence,122" target="_blank" rel="noopener">#Genderviolence</a>, Trishna Rana “The misuse of social media is contributing to violence against women,” says Rekha Dutt of the National Human Rights Council, Janakpur Office. “Weak implementation of laws further encourages criminal tendencies. When perpetrators go free because of political pressure, it raises the confidence of those who prey on women.”Yagya Prasad Acharya of the district court in Dhanusha district has a different take on the problem: “Now, men also have the right to file for divorce. In the past when only women could file for divorce, men hesitated to commit violence. Now that fear is gone.” Court records show that abuse of social media was a cause in increasing numbers of violence against women in the province. With the rise in female literacy, young women are now also more assertive, refusing to get married early, or if they do, brides are not as submissive towards in-laws as in the past.Another reason for the rise in violence against women is mismatched marriages, activists say. Poor families still try to marry their daughters into rich families by offering dowry, even by incurring large debts. Dowry-related violence against young women is still a major cause of domestic violence -- police records show that the number of incidents rose from 3,609 last year to 4,671 this year. Read also:<a href="https://www.nepalitimes.com/editorial/corrosive-conduct/" target="_blank" rel="noopener"> Corrosive Conduct</a>, EditorialIn the past three years the highest number of complaints about gender-based violence was from Bara and Parsa districts, and rape cases were most prevalent in Siraha, Saptari and Sarlahi.  Politicians at all three levels of government underline that ending violence against women and establishing gender equality is their priority. Province 2 Chief Minister Lalbabu Raut had even announced the ‘Chief Minister Educate Daughter, Save Daughter’ campaign amidst much fanfare. Padam Prasad Pokharel, information officer in the province’s cabinet office, says the campaign is mainly focused on education. “The campaign aims to end child marriage through education -- it is also working on women's safety,” he says. The province's Ministry of Social Development is imparting self-defence training to girl students of public schools, aiming to protect them from abuse, violence, and rape. “The schools wrote to us saying the program was effective, so we are continuing it this year,” Pokharel says. In the past year the ministry spent Rs11 million on self-defence training at schools, but it has taken no other initiative to reduce violence and crimes against women. 			<h2>Violence against women in Province 2</h2>		
		<ul><li>Usha Devi Das of Janakpur has been enduring torture and abuse from her in-laws for not delivering enough dowry when she got married. She complained to the police twice, but law enforcement only forced the couple to sign a pledge and sent them home. The abuse did not stop. Das complained again, but her in-laws got a stay order from the district court. </li></ul><ul><li>Rita Devi Yadav of Bhangaha of Mahottari district registered a complaint against her husband and his family at the District Police Office, Dhanusha on 4 September, accusing them of physical and mental torture and of throwing her out of the house. Yadav then started living with her parents. She accuses her father-in-law and brothers-in-law of mistreatment. Yadav's husband has gone into hiding after the complaint was filed. The couple has a 21/2 –year-old son. </li></ul><ul><li>Shyam Mahara of Shahidnagar of Dhanusha beat his pregnant wife Rinadevi until she fainted, and left her alone at the provincial hospital in Janakpur. Mahara filed a complaint against her husband 5 days later on 8 September. Her father-in-law then took her home a week later. Mahara was again admitted to the hospital this month when her baby was due. The baby was delivered with a caesarean section, but was in poor health. Her in-laws disappeared after they admitted her, leaving her with Rs1,700 in hospital charges per day. Alarming rise in violence against women

Says Sangita’s mother Chameli Magar: “We take his threat very seriously. He is unrepentant and could do it again.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36c49c7e80680e048326jpeg.jpg" alt="" width="354" height="94"/>In 2015 Sangita Magar was 16, taking tutorials for her high school exam and dreaming of one day making it to Nepal’s national karate team. On the bedside table sit various shades of nail polish, and beside them is a birthday greeting card urging the receiver to ‘appreciate the moments that have filled your life with laughter and joy’.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36c59c7e80680e048327jpeg.jpg" alt="" width="1000" height="1447"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36c89c7e80680e048328jpeg.jpg" alt="" width="1400" height="786"><figcaption> </figcaption></figure>Sangita and her friend Sima Basnet were at a tuition centre in the Basantapur neighbourhood of Kathmandu when a boy in a hoodie entered the room, splashed a fiery liquid on them and fled.Sangita first thought someone had thrown a balloon filled with hot water at her, but she felt her face, hands and body burn. Instinctively, she rushed out into the street and ran all the way home to her mother.When she arrived, her skin was peeling off, and Sangita was screaming in pain. Chameli Magar, poured water on her daughter, and with the help of neighbours rushed her to Bir Hospital. That is all Sangita remembers of the day.Due to her critical condition, Sangita was referred to KMC Hospital, where doctors managed to save her life but not her face. After many surgical procedures in the past four years, despite bouts of depression and fear of facing people, Sangita is now an undergraduate and has become a social activist supporting other survivors of acid attacks in Nepal.Unlike most victims who are reclusive and unwilling to talk, Sangita is confident and forthright. The more outspoken she is in public, the more Sangita feels she can be effective in exposing the misogyny and violence that lies at the root of the crime committed against her.She also wants to set the media right for how unfairly reporters treated her and her family after the acid attack. She breaks down in tears as she recalls reporters bombarding her with personal questions and forcing her to relive her trauma, even blaming her for the attack.“So many journalists came to interview me, and they all asked questions in a very insensitive manner that were difficult to answer,” she recalls. “I could feel my pain and suffering get worse.”A few days after the attack, <a href="http://archive.nepalitimes.com/blogs/thebrief/2015/03/20/police-nab-acid-attacker/" target="_blank" rel="noopener">police tracked down Sangita's attacker Jiwan B K</a> and produced him before the media. B K was unrepentant, telling reporters he carried out the acid attack to seek revenge against the Magar family for having mistreated him <a href="https://archive.nepalitimes.com/regular-columns/on-the-road/acid-attacks-caste-discrimination,463" target="_blank" rel="noopener">because he was a Dalit</a>. Some in the media insinuated that Sangita and Jiwan were having an affair and that she had rejected him because of his caste.Sangita has had four years to analyse Jiwan’s motive, and thinks it all started with a dispute over a toilet shared by several families living in her neighbourhood. Jiwan B K had an altercation with Sangita’s brother Santosh over the use of the bathroom, and the dispute escalated, leading Jiwan to take revenge on the girl.Sangita’s friend Sima Basnet, who was slightly injured in the attack, is now in India and will soon graduate in political science. Both the girls now want to devote their lives to helping victims of acid attacks by providing counselling, ensuring justice is done, and by addressing the roots of the crime in Nepal’s patriarchal mores.Meanwhile, Chameli Magar blames herself for perhaps not doing enough to protect her daughter that fateful morning four years ago. She was told she should have poured milk on Sangita instead of water to neutralise the acid, which she did not know then.Chameli was initially worried that Sangita would give up studies and work as a cleaner like herself. She supported her daughter as she overcame bouts of depression during her recovery, and encouraged her to go out more.“I never got a chance to learn how to read and write,” says Chameli. “I now clean other people’s homes for a living, I don’t want my daughter to end up like me. I am proud of her for <a href="http://archive.nepalitimes.com/news.php?id=13549#.XMGTLzAzbIW" target="_blank" rel="noopener">supporting other victims</a>, in the same way that many of us provided her with emotional support after the attack.”Thanks to her mother, Sangita has gained confidence to venture out, return to school and advocate for change. She wants the sale of acid in shops to be strictly controlled and is lobbying the health ministry to create a separate facility for acid burn patients, so they get specialised care.Sangita’s activism has inspired many people in Nepal and abroad, and has turned her into a role model. Many <a href="https://www.nepalitimes.com/banner/daughter-slaughter/" target="_blank" rel="noopener">acid attack survivors</a> have reached out to her. Sangita says she does not want people’s pity but to join her struggle for justice.Section 193 of the <a href="http://archive.nepalitimes.com/article/nation/lenient-punishment-not-a-deterrent-for-acid-attacks,2077" target="_blank" rel="noopener">Criminal Code</a>, which came into effect in August 2018, states that acid attackers will be fined up to Rs300,000 and/or be jailed 5-8 years depending on the seriousness of the attack. <a href="https://www.nepalitimes.com/editorial/corrosive-conduct/" target="_blank" rel="noopener">If the victim dies</a>, the culprit faces a murder charge.Sangita wants the punishment to be more stringent, and the law to be amended to include payment for the victim’s treatment as well as compensation. For now, her family’s main worry is that Jiwan is getting out of jail soon, and that he may attack again.<h2>Acid is a weapon​</h2><a href="https://www.bvsnepal.org.np/" target="_blank" rel="noopener">Burns Violence Survivors (BVS)</a> Nepal has been helping an average of 250 patients with burns caused by fire and acid every year. Many are women burnt by in-laws for not providing enough dowry, but the organisation has also been helping victims (almost all young women) who have been subjected to acid attacks by husbands, jealous and spurned men or in-laws. Acid is corrosive and damages human tissue by eating through the skin into the muscles and bone. The healing process is also longer than for survivors burned by fire, and acid attack survivors need specialised care.<a href="http://www.bvsnepal.org.np" target="_blank" rel="noopener">www.bvsnepal.org.np</a><h2>The Interrogation</h2>The acid attack on Sangita Magar was all over the news that week in February 2015. I used to live near the Magar residence, and knew the family, so I followed the news with interest. One morning a week after the attack, I received a phone call from Hanuman Dhoka Police.I felt a chill run down my spine since I had done nothing wrong, and wondered how the police found my number. They wanted to talk to me about a phone call I had received that morning.When I arrived, many other people were waiting to be questioned, so I felt less nervous. The police wanted to know who had called me. I told them it was my friend who lived in the neighbourhood where the attack occurred, calling to wake me up to go to my high school class.I was impressed that the police had the ability to check every number by geolocation. It was two weeks later that they tracked down Jiwan B K and arrested him.Animesh Shrestha<h2>The Das Sisters</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36cb9c7e80680e048329jpeg.jpg" alt="" width="1400" height="933"><figcaption> </figcaption></figure>It has been eight months since the rainy night when a neighbour splashed acid on the <a href="https://www.nepalitimes.com/banner/daughter-slaughter/" target="_blank" rel="noopener">Das sisters</a> as they slept in their home in Chandrapur of Rautahat.Samjhana Das, 18, had burns to 35% of her body and was rushed to a hospital in Kathmandu, where she died an agonising death 12 days later. Her sister Sushmita, 16, survived but wears high-neck, full sleeve clothes to hide the burn scars.“I miss my sister a lot. I don’t want to go back to my village: there are too many bad memories and the same old questions that I am not ready for from people,” says Sushmita softly while waiting for a surgeon's appointment (right). She now lives with her aunt in Kathmandu because her mother is separated from her father and works in Malaysia.It was Samjhana’s testimony from her hospital bed that led to the arrest of the family’s neighbour, Rambabu Paswan, who she said used to stalk and repeatedly proposition her.After the attack, Paswan had helped the sisters’ father rush the girls to Kathmandu for treatment. At the hospital he even told Nepali Times (#929, pictured above, left) that the girls “are like daughters to me”. It was all an act.<a href="https://www.nepalitimes.com/e-paper-new/929-28-sep-4-oct/" data-elementor-open-lightbox=""></a><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36ce9c7e80680e04832ajpeg.jpg" alt="" width="640" height="959">Paswan is now behind bars in Rautahat Jail. Government lawyer Khadindra Raj Katuwal, who has been handling the case, said that paperwork is taking time but added: “Paswan will be in jail for life as this case is being tried as a murder.”Sushmita is in Grade 8 in a Kathmandu school, and is hoping for a better life and future.Monika Deupala<h2>Acid attack makes it to Bollywood</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36d19c7e80680e04832bjpeg.jpg" alt="" width="1000" height="974">Laxmi Agarwal was just 15 in New Delhi when an acid attack disfigured her entire face. Since then she has become an activist, leading the Stop Sale Acid campaign to end the easy availability of acid in roadside shops. However, very few people knew about her story before Bollywood’s celebrity actress Deepika Padukone decided to make a biopic about her journey.Chhapak (Splash) is releasing in January 2020 but has already created a stir in the media, with every post Padukone shares about the shoot on social media going viral. The actress wears shocking prosthetic makeup reproducing the damaged skin on Agarwal’s face.“I never imagined that one day people would recreate the look of an acid victim, or even make a biopic on my life,” Agarwal told an interviewer, crediting the movie, and especially Padukone, for her fame. Agarwal hopes the movie will be “a tight slap on the face of my attacker, who thought he had destroyed my life”.Nepal’s own Rekha Thapa also produced a movie, Rudrapriya, focusing on acid attacks, but Bollywood’s wider reach will give the crime much more publicity. Agarwal’s story shares many similarities with the case in Nepal of Samjhana and Sushmita Das last year (see above). Like Samjhana, Agarwal was attacked as a teenager by a man twice her age for rejecting her advances. Samjhana succumbed to her injuries, while her sister Sushmita survived.Chhapak is expected to help efforts in both India and Nepal to regulate the sale of acid.

Sangita Magar: from survivor to champion

In the Das family home, teenage sisters Samjhana and Sushmita told their parents they were going to bed.The thatched roof, single-storey house had three rooms, one where the two sisters slept and another for their step-mother and younger sister. Their father, Jadolal Das, and his son walked to the family's pool room that they rented to locals.Sushmita remembers being woken up about midnight by her sister’s screams. Then she felt a burning pain in her own hands and body. The girls were rushed to Kirtipur Hospital in Kathmandu after a local hospital said treatment was not possible.Both sisters writhed in pain throughout the bumpy seven hour ride all night to reach Kathmandu at 9AM. Sushmita was at the corner of the ward with bandages on her right hand and neck. Her sister lay bandaged and covered in a blanket in the Intensive Care Unit nearby.The heart monitor was beeping, and there was the sound of rough breathing. A visitor called out her name. She replied “hajur” in a trembling voice. It was too painful for her to talk. She had burns over 35% of her body, including her head, chest, back and face.Plastic surgeon Surendra Basnet had already performed one operation on Samjhana that morning, but warned the prognosis was not good.The nurses were dressing Sushmita’s wounds, which were not as serious. She was crying, praying for her sister. “I did not even know what acid was, I did not know it could burn you like that,” she said, in a weak voice.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161124/636923119c7e80680e03a161jpeg.jpg" alt="" width="500" height="584"/><figcaption>Pahilopost.com</figcaption></figure>Outside, in the corridor was the girls’ father Jadolal Das. But also hovering around making phone calls and holding hospital bills was a neighbour, Rambabu Paswan. When quizzed about his relation with the family he said: “I am a neighbour, but I am like a father to the girls. I watched them grow up.”Asked if he suspected anyone, Paswan told us Jadolal Das had a long-standing feud about property with his elder brother. Samjhana had dropped out of Grade 10, and Sushmita was in Grade 8. The family had some savings, but friends in Chandrapur raised money for the sisters’ treatment.A few days after Nepali Times visited the hospital, police arrested Rambabu Paswan, the neighbour who had told us the sisters were “like daughters to me”. Police found that he had made 180 calls to Samjhana over the fortnight prior to the attack. Samjhana confirmed to her father that Paswan was the attacker, and he would call her often to propose sex. (See box.)On Monday 24 September, at the age of 18, Samjhana died of multiple organ failure. Doctors had performed three surgeries, and although they tried their best, they could not save her life. The mother of two was set upon by her neighbour, Bimal Sripali, 37, and she is being treated at Bharatpur Hospital for stab wounds in her abdomen and head and acid burn injuries in her face, chest and hands.Police said Sripali had started divorce proceedings against his wife, and may have been making advances on Pariyar, 26, which she rejected. Basanti was with her sister and another woman when they passed Sripali, who grabbed her by the hair and poured acid on her face. Sripali has confessed to the crime, and said he went to Birganj to buy the acid.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161124/6369231c9c7e80680e03a165jpeg.jpg" alt="" width="1500" height="1107">On the same day in Pokhara, Shriya Sunar, 10, was found dead in Kodi village. She had gone to the market to buy biscuits. The post-mortem report states that the girl was raped, choked and hit on the head with stones. A Kusum Poudel, 27, and four other suspects have been arrested. Poudel confessed to the crime, and said he was drunk and stoned. Two days earlier, in faraway Jumla, a teenage girl was raped while returning home from festival. The police caught two teenage suspects.A Nepali Times investigation shows 479 girls and women have been attacked or raped in less than three months all over Nepal (see map, above). My son and I sleep there because there isn’t enough room at home. That night, I said bye to my family after dinner and left for the pool room with my son. It was raining heavily and I could barely sleep because of the noise on the roof. At midnight, I got a frantic call from my wife and all I could hear were her cries. I woke up my son and we rushed home.The room was full of a smoky, stinky smell. I saw the dread in the faces of my daughters. I had no idea what had happened there. The neighbours had already called an ambulance, but it was late so I took my injured daughters in a borrowed scooter to nearest Chakor Hospital.For two hours, the doctors applied medicines and bandages on the burns, but then suggested that I take them to Kathmandu. An ambulance driver helped me out. The doctors gave my daughters painkillers and we drove off at 3AM.Rambabu Paswan, my neighbour insisted that he come along. It took us seven hours to reach Kathmandu and my daughters were finally sent to the operating rooms. Sushmita had suffered 4% burns in her body, but Samjhana had 35% and was kept in the ICU. I wept when I saw her there.The Rautahat police called me up after a few days and asked me about the relationship of my daughter with Rambabu Paswan. I said we were neighbours, but the police sounded suspicious. They told me he had called her 180 times in the 15 days before the attack, but that his phone was now switched off. So, in the hospital in Kathmandu, I asked Paswan where his phone was, and he said he had lost it while sleeping outside the ICU.The next day, detectives found acid burn marks on Paswan's  fingers. I went to the ICU and asked Samjhana if Paswan was the culprit. She nodded, “Yes.” She told me haltingly how Paswan used to stalk her, and call repeatedly to proposition her.Paswan was arrested from the premises of the hospital in Kathmandu the next day, but that was no consolation for us. Samjhana died. We took her back to her hometown for her funeral so her friends could say their last goodbye. All I want now is for Paswan to be punished.
