<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12c19c7e80680e0a98eejpeg.jpg" alt="" width="2500" height="1000"/><figcaption></figcaption></figure>Geopolitical and economic <a href="https://www.nepalitimes.com/opinion/sino-nepal-ties-in-the-post-afghan-era/" target="_blank" rel="noopener noreferrer">rivalry between China and the United States</a>, the world’s two largest carbon emitters, distracted delegates at the COP26 Climate Summit from finding ways to help poorer countries address the climate crisis.The needs of countries like Nepal, which are trying to adapt to <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">melting mountains</a>, erratic monsoons, droughts and floods, were therefore sidelined.With the Friday deadline looming, and ministers in closed door meetings all night, there are fears that the countries that have been least responsible for the climate crisis will continue to bear most of the burden from its impact.“In every session in Glasgow we saw China vs America,” said Harjeet Singh of Climate Action South Asia. Except for some high income countries pledging limited resources for climate adaptation, <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/" target="_blank" rel="noopener noreferrer">there was very little progress till Friday morning in Glasgow</a>.The tone for the war of words between the US and China was set by President Joe Biden’s speech to the summit on 3 November in which he slammed the Russian and Chinese leaders for skipping the conference.Indeed, even former US president Barak Obama used his speech on Thursday to target China and Russia. He said: “It was particularly discouraging to see the leaders of two of the world’s largest emitters, China and Russia, declined to even attend the proceedings … their national plans so far reflect what appears to be a dangerous lack of urgency and willingness to maintain the status quo on the part of those governments, and that’s a shame.”Although there has been an attempt to patch up differences with an unexpected announcement on Tuesday of a Sino-US agreement on climate cooperation, the overall mood here is of doom and gloom that <a href="https://www.nepalitimes.com/banner/copout-at-cop26/" target="_blank" rel="noopener noreferrer">COP26 will not yield the kind of urgent emission cuts needed</a> to keep global average temperatures below 1.5 Celsius by 2050.Obama’s statement sent sparks flying, with Chinese Foreign Ministry spokesman Wang Wenbin hitting back, saying: “Actions speak louder than words. What we need in order to deal with climate change is concrete action rather than empty words. China’s actions in response to climate change are real.”With hours to go for the closing of <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">the COP26 in Glasgow</a>, most delegates here are not optimistic that the emission cut commitments by countries with the largest carbon footprints will be enough to keep temperature rise within safe limits.Meanwhile UN General Secretary António Guterres has welcomed the joint agreement between China and the United States, calling it a step in the right direction in tackling the climate crisis. Climate experts are skeptical, however.“Similar agreements have been made between these two countries previously, this is nothing new. What matters is their implementation,” says Nabin Singh Khadka of the BBC World Service.In fact, 2015’s landmark Paris Agreement was a result of 30 rounds of talks between Obama and Chinese President Xi Jinping. But in 2020, Donald Trump withdrew the United States from the accord. This misstep only made it easier for the next big emitters, China and India, to continue with their carbon-based economies.Only a year later <a href="https://www.nepalitimes.com/banner/a-biden-presidency-climate-and-the-himalaya/" target="_blank" rel="noopener noreferrer">Biden reinducted the United States to the global pact</a> but his attempt to lead the climate action has failed with more immediate geopolitical turmoil taking precedence.The United States and China are at each other’s throat in <a href="https://www.nepalitimes.com/latest/nepal-stuck-between-rock-and-hard-place/" target="_blank" rel="noopener noreferrer">the race to the global superpower</a> and the each is trying to get as many European and Asian countries under their alliance.Less than two months ago, the US signed the ‘Aukus’ security pact with Australia and the UK. The US had previously formed the Quadrilateral Security Dialogue with Japan, India, South Korea and Australia back in 2007.China is not happy with these alliances and had been rebuffing the US’s offer in climate cooperation. The US is vocal about China needing to cut down its emissions as one of the main emitters, whereas China is of the opinion that historical emissions by developed countries should also be taken into account.The US was the biggest emitter of GHG from 1950-2005. When it emitted 19.79 million tons of GHG in 1950, China was not even in the list of emitters. It was only since 2006 that China started to overtake the US in emissions. The figure for the US in 2005 was 6.13 billion ton and for China was 5.88 billion ton. This has soared to 10.67 billion tons for China in 2020 and down to 4.71 billion tons for the US.India, Brazil, Malaysia, Indonesia among other countries are backing China in its argument. The resulting debate has further delayed the implementation of the climate agreements. Developed countries did pledge $100 billion to the Green Climate Fund in 2015 but only $70 billion has been deposited so far.Ahmed Kamruzzaman Majumdar of the Stamford University in Dhaka says the geopolitical interests of the countries are reflected in <a href="https://www.nepalitimes.com/editorial/women-and-water/" target="_blank" rel="noopener noreferrer">climate summits</a>, further endangering the health of the planet. “The United States and other developed countries are trying to get away by highlighting China’s contribution. But they also have to be serious about reducing their emissions.”Harjit Singh of the South Asia Climate Action agrees. "The US, Australia and Canada have a historic and important role in emissions but China, Phillipines, Indonesia and India where industrialistion has only recently picked up should lead with green economy,” he says.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" target="_blank" rel="noopener noreferrer">Raju Pandit</a>, a climate expert who has been participating in climate conferences from Nepal for over a decade, says that climate change is also a political and economic issue, and should be treated accordingly."We have to put the plant at the centre of our decision making. If the climate issue is not addressed and there is no cooperation, there is no alternative but to face more difficult times ahead,” he says.Least developed countries like Nepal <a href="https://www.nepalitimes.com/banner/how-the-climate-crisis-adds-to-child-marriage-in-nepal/" target="_blank" rel="noopener noreferrer">are most impacted by the climate crisis</a>. The reluctance of big economies to be held responsible has added to the problem. “We have to continue pressuring them. Compensation for loss and damage in our part of the world is a matter of justice,” adds Majumdar.In the meantime, Nepal must prepare for more extreme weather events and deploy mitigation measures available at home. Says Khadka: “We have to start working with the resources we have, we can’t just keep waiting for others to help us.”

Sino-American rift impacts climate action

It was key concern because of what the election outcome meant for <a href="https://www.nepalitimes.com/latest/us-visa-rule-leaves-nepali-students-in-lurch/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/us-visa-rule-leaves-nepali-students-in-lurch/&amp;source=gmail&amp;ust=1605672375567000&amp;usg=AFQjCNESwYk7XrlbmaCtZPcDNUoEb5rZvw">immigration policies</a>.<a href="https://www.nepalitimes.com/latest/ununited-states-of-america/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/ununited-states-of-america/&amp;source=gmail&amp;ust=1605672375567000&amp;usg=AFQjCNErl8GT5h9cLJymZTecev7sb3DekQ">Donald Trump was bad news for immigrants</a>, including many Nepalis -- responsible for over 400 executive actions since he took office.“I did not care about the US election at all in 2016, but I followed the 2020 election very closely, refreshing my phone past midnight to check the results,” says 2020 Diversity Visa <a href="https://archive.nepalitimes.com/news.php?id=17620" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/news.php?id%3D17620&amp;source=gmail&amp;ust=1605672375567000&amp;usg=AFQjCNH2jo75hteDaaM_R131Rcsdnic2WQ">(DV) lottery</a> winner Archana KC, who received news about her successful DV-outcome in May 2019. But on 22 June Trump banned migration to the US.Every year, some 55,000 winners from over 14 million applicants are selected for permanent residency from underrepresented countries, including Nepal. The number of  applicants from Nepal exceeds 600,000 annually. In 2018, 4,097 Nepalis were awarded permanent residency in the US through this program (see figure).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be16e9c7e80680e083e4ajpeg.jpg" alt="" width="1616" height="950"><figcaption> </figcaption></figure>On 22 April, Trump signed a proclamation suspending migrants who pose a threat to the US labour market during the economic recovery following the pandemic, which was further extended on 22 June till the end of the year. This was bad news for the 2020 DV lottery winners, as they lose their spot if they are not vetted for and receive their visas by end of September.The DV lottery program has been one of Trump’s target programs. He has said it brings the “worst of the worst to the US”. In September, the US District Court Judge ordered the Trump administration to resume processing of DVs for 2020 winners. Prior to the ban, 12,000 diversity visas had already been issued.Taking into account Covid-19 and its impact on the State Department's visa and consular processing capacity, the judge ordered a total of 9,095 slots to be reserved past the end of 30 September deadline, but it is unsure which of the 43,000 remaining winners will fall in that group.Stranded Nepali DV winners have built an online community and joke among themselves: ‘It is ironic that DV losers will never understand the pain of DV winners.’Many have given up hope, but KC is confident it will all work out with the Biden win. “We have come this far and all the effort and energy that has gone into this will not go to waste,” she says, recalling how she had to go around with her one week old daughter to get her a passport. “But just to be on the safe side, I have also applied for the 2022 lottery.”The other Nepalis impacted by the uncertainty are <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/temporary-protection-nepalis-in-trumps-us,4067" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/Nepali-Times-Buzz/temporary-protection-nepalis-in-trumps-us,4067&amp;source=gmail&amp;ust=1605672375568000&amp;usg=AFQjCNE_VFpTUVNMdFzqGJmh7_ex6Xrj-g">Temporary Protection Status (TPS) </a>beneficiaries, a humanitarian program that allows those affected by war or disasters to temporarily live and work in the US. Over 411,000 individuals from 10 countries are eligible, including 14,549 Nepalis who benefited from the program after the 2015 earthquake. They include students and those overstaying their visas.Donald Trump has <a href="https://www.nepalitimes.com/latest/us-extends-tps-for-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/us-extends-tps-for-nepal/&amp;source=gmail&amp;ust=1605672375568000&amp;usg=AFQjCNHGKMLISrssmF0RTSzMUwm6--ITXg">tried to end this program since 2017</a>, citing countries have recovered from the natural disasters or violent conflicts that caused people to flee. He has faced a number of lawsuits including, one filed by a group of Nepalis and Hondurans. The TPS designation for Nepal is currently expected to be valid till 4 January, 2021.A recent survey by the group Adhikaar of 324 TPS Nepalis showed that 68.7% reported thinking about this issue once a day or more, 54.3% of respondents think about being deported once a day or more, and 45.9% reported thinking about how TPS would mean not being able to see their children grow up.Biden’s immigration plan includes protection of TPS from being returned to countries that are deemed unsafe, and to offer a path to citizenship to those who have been in the country for an extended period of time and built lives in the US.Ramesh is one such Nepali protected under TPS whose future hinges on these decisions. He says: “There is still a lot of uncertainty even under Biden, but we are hopeful that it will be extended given the positive signals from his campaign.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1709c7e80680e083e4bjpeg.jpg" alt="" width="1000" height="1500">Things are especially difficult for those with young children who are US citizens, because they may have to leave children behind or stay on undocumented.Another prominent policy priority for Biden is to reinstate the Dreamers Program on his first day in office, that will allow children of undocumented immigrants to remain in the country. There are only 60 Nepalis under DACA (Deferred Action for Childhood Arrivals) out of the 643,560 active ‘dreamers’. Trump’s attempts to dismantle the program in 2017 was blocked by US Supreme Court.Aalok is one of the 60 Nepali DACA recipients, who has lived in the US since he was six. “I grew up thinking I am a US citizen as my parents did a very good job of hiding this from my sister and I,” Aalok told us on the phone.But once he found out, Aalok recalls the traumatic experience because of the constant uncertainty. “I am grateful for this program, but I disliked the term dreamers because it was anything but a dream, it was a nightmare, because your identity was often used as a political bargaining tool. It was particularly difficult when I had to get into college because I could not apply for any federal and state funding, but was lucky to get a merit-based scholarship.”When the networks called Biden’s win last week, Aalok was part of the car honking and dancing celebrations in New York. He says: “It was as if the whole world was breathing a collective sigh of relief.”Joe Biden also has a positive stance on skilled-visas like the H-1B, which has been contentious under Trump. Nepalis make up only 0.4% of H1B visa holders annually, which is dominated by Indians who make up three-fourths of the visa holders.The June proclamation also suspended the H-1B and other employment related visas, and  in October the Trump administration announced further restrictions including narrowing the definition of ‘specialty occupations’ to ensure applicants have the degree specific to the job they are applying for, and increasing the salary threshold.A Nepali with highly specialised programming skills in the Nepal branch of a small software development company says that he wrote the core platform and his managers considered him irreplaceable. He was offered a position  under the L1B specialised worker visa, where his work was appreciated and he moved to a wider role.“But after two years when it was time to get my visa renewed, it was rejected as my job description was deemed different than the original one,” he says. “The lawyers have filed a green card application, and hopefully things will move quicker under the Biden administration so I can go back to the US.”Another student, an OPT intern who was working for a multi-billion dollar e-commerce retailer applied for an H1-B, had his visa rejected and had to move back to Nepal.“The application was rejected over minor points regarding my salary, even though it was above the market rate, and because my area of study was not exactly computer science even though I had the programming skills,” he says.Biden’s plans regarding skilled visas include reforming the temporary visa system to establish a wage-based allocation process so H1-B allocations are linked to prevailing wages and establish enforcement mechanisms. He also plans to expand the number of high-skilled visas, currently capped at 85,000,  and elimination of the limits on employment-based visas by country.Last year, 7,409 Nepalis got naturalised in the US whereas 10,201 received permanent residency. The top five states hosting Nepalis are Texas, New York, California, Virginia and Ohio (see figures below). In addition, a significant number of Nepalis also take circuitous paths to reach the US when they do not have access to the legal routes like H1B and DV.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1739c7e80680e083e4cjpeg.jpg" alt="" width="1392" height="900"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1769c7e80680e083e4djpeg.jpg" alt="" width="1414" height="1294"><figcaption> </figcaption></figure>Ramesh went <a href="http://archive.nepalitimes.com/article/nation/nepalis-enter-US-through-central-america,3083" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/nation/nepalis-enter-US-through-central-america,3083&amp;source=gmail&amp;ust=1605672375568000&amp;usg=AFQjCNEKCwKVFc0zpyIcYQWcduClKW5iGg">through multiple countries</a> to make it to America. Before he took on the journey, he did not know much about Donald Trump except his obsession with the wall and increased enforcement at the border that would make his journey from Mexico difficult.It did not deter him. His journey to the US took 2.5 months, which is relatively short to other migrants taking this circuitous path from Kathmandu via Dubai-Russia-Spain-Bolivia-Colombia-Panama-Honduras-Nicaragua-Guatamela-Mexico-US. The trek through the forest in Colombia was harsh when they even passed bodies of migrants who had not made it.Ramesh and his friends took along six cans of Red Bull for energy during the forest trek. “It would make us feel energized to plod for another few hours,” he recalls. Besides the dangers of the jungle, they were also robbed, had nothing to eat and survived on bananas and water.He reached Tijuana in Mexico, but soon after jumping over a wall and entering the US, he was detained. “After the torture we had gone through, we did not have much to complain about the detention centre where we were given food, hygiene kits and clothes,” Ramesh recalls.After spending two months in detention, he was released on a bond of $14,000 as he waits for his asylum case. After over five months, he was eligible to apply for his work permit and social security card. Now, he dreams of bringing his family to the US someday if he is granted asylum. Nepalis form one of the top ten nationalities receiving asylum grants. In 2019, 627 Nepalis were granted asylum, placing it in the 9th highest nationality. (See figure below)<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1799c7e80680e083e4ejpeg.jpg" alt="" width="1486" height="908"><figcaption> </figcaption></figure>“I don’t really have an opinion on Trump or Biden,” says Ramesh. “As a royalist who was vocal against politicians of the current ruling party, I often got into trouble in my village back home. I came here to earn. The good thing about US is that if you are willing to work hard, you can earn and that is all I am focused on now. And as long as I can work, it doesn’t matter who is President.”But the work authorisation that Ramesh enjoys as he waits for his asylum hearing has been targeted by Trump who issued two new rules effective August requiring asylum-seekers to wait 365 days before applying for work authorisation instead of the 150 that Ramesh got, and removing the 30 day limit for the work authorisation applications to be processed. These rules were blocked by a judge in September.Between 2010-2019, there were 4,511unauthorised Nepalis who have been apprehended.  Of them, 1,124 were deemed inadmissible, while 951 Nepalis were returned or removed. Removals involve a formal court order, whereas returns are those who voluntarily go back to Nepal.Particularly notable is the removal of 169 Nepalis in 2019, a significantly higher number than previous years. (See figure below) Biden has committed to a 100-day freeze on deportations of unauthorised foreigners in the US after he takes office.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be17b9c7e80680e083e4fjpeg.jpg" alt="" width="1542" height="1060"><figcaption> </figcaption></figure>Hari is from the same village as Ramesh, and returned last year from the US. He spent six months in a detention center, and unsuccessfully fought his case with support from a Nepali lawyer.“When they were taking me to the airport, I thought that I was being transferred to another detention center, it was a surprise when I found out I was flying home but there was no other option,” he says.While in immigration detention, Hari wrote a diary with painful details of his journey to handle his emotions, but he decided to throw it away. “The plan was to turn the diary into a book, that I wanted to title ‘My Journey to America’ to dissuade other Nepalis from repeating my mistake, but no one wanted to listen to my advice in the village,” he explains.Hari sold his house to pay back the Rs5 million loan he took for his failed journey to the US, and says he is not surprised that his journey was unsuccessful. He says: “I am not sure if having Trump as President versus Biden would have made a difference, but had I landed in another state and not Louisiana, or got a more lenient judge, I may have been released.”Surya works in a California-based law firm and specialises in asylum cases, and confirms Hari’s hunch: “To get migrants out on bail from states like Louisiana and Georgia is very difficult. California, Arizona, Nevada, Colorado and DC have it slightly easier. But it also depends on the judges.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be17f9c7e80680e083e50jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>The <a href="https://trac.syr.edu/immigration/reports/judge2020/denialrates.html" data-saferedirecturl="https://www.google.com/url?q=https://trac.syr.edu/immigration/reports/judge2020/denialrates.html&amp;source=gmail&amp;ust=1605672375568000&amp;usg=AFQjCNEb5n1geHBnQ2sbNkVzckR9nrWmJA">TRAC project</a> maintained by Syracuse University shows the variation within and across immigration courts in judge denial rates, with a judge in New York who has a denial rate of 3%, and a judge in Houston with a denial rate of 100%.TRAC data shows that the median bond amount for Nepalis was $15,000 in 2018/2019 and $12,000 in 2020. Research shows that detained immigrants from Nepal have higher odds of being granted bond, but also pay more compared to other nationalities. In 2018, 79% of the 593 detained Nepalis were released on bonds, higher than the national average of 48%.Joe Biden has big plans from legalising 11 million undocumented workers in the US to expanding the skilled visa program, from reinstating DACA to protecting TPS beneficiaries. Many of these will impact Nepalis.But a lot hinges on the two Georgia senate runoffs in January, and the health and economic crises that have taken precedence over other topics. Many Nepalis, in America and in Nepal, however, remain hopeful of a kinder America under Biden.Some names have been changed.

Nepalis hopeful about Biden presidency

But it is such a momentous day of brightness in hope. For the first time in almost four years I breathe with ease and comfort , a deep soothing sigh of gratitude and emotional relief for myself, my family and our country.Today, a good man and a good woman won. Deservedly. Faith in the substance of character and decency, ethics, integrity and sincerity of purpose for public service, true patriotism and dignity in the office of our highest house is rekindled. Hopefully, we have exorcised the demons of negativity that saturated our daily air these torturous four years. It’s done now and we all have to heal.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/ununited-states-of-america/" target="_blank" rel="noopener noreferrer">(Un)United States of America</a>, Kunda DixitWe are still in the midst of the worst pandemic of our lifetime. Daily infections are raging to unprecedented levels and sees no end. This is what Joe Biden has inherited. Along with severe economic recession and political and social rancour, the likes of which we never have seen.But for now, there is jubilation in the streets, even in the knowledge that the road ahead is challenging and paved with distrust, chaos, conflict and division. We have placed our destiny in the hands of someone steady, someone who has survived the long odyssey of death and defeat, the loneliness and pain of separation from his loved ones and the humiliation of public scrutiny.He is here because he never gave up and takes this pedestal as a position of grave responsibility and not as an entitlement. He will not give up on us and nor will he cast blame or make excuses.There is much anger and frustration and rightly so. America seems to have changed in so many ways these past four years and we seemed to have seen an agitated shift in our nation’s demeanour. It felt for so long that we’d lost our moral moorings in a vile invasion of all our democratic values of social inclusion, compassion and empathy for the less fortunate and a return to extreme tribalism.We are a deeply wounded giant but we will recover quickly, revive and regain. For that is how the great heroes and great champions bounce back from aberrations and anomalies. This is an important warning for Nepal and countries in the region which are grappling with making their own electoral systems free and fair, and deliver accountability.Foreign policy experts say that the chaos that has followed this election is more reminiscent of the banana republics to which America used to lecture about freedom, democracy and human rights.America has projected hard power through its global military might, but also its value system through technology and US cultural products. But four years of Trump has cost America this moral high ground globally.“The US is divided like never before. This will have far-reaching consequences for the rest of the world and for South Asia that looks up to the United States as a beacon of democracy with proper separation of powers and moral authority to guide other countries on matters of electoral politics,” says Nishchal Pandey, Director of the Centre for South Asian Studies in Kathmandu. “Despite his poor handling of the pandemic and several erroneous decisions, President Trump has shown that his policies were admired by a substantial chunk of the population.”Indeed, the US election results so far prove how little facts matter even in a democracy in which the media has been relentlessly investigating Donald Trump’s wrongdoings. Even if Joe Biden wins, the results have shown that Trumpist disenchantment with the establishment is strong and he has managed to successfully convince his base that the ‘liberal press’ is out to get him with ‘fake news’. <figure><img width="640" height="969" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181112/636be0319c7e80680e083ddfjpeg.jpg" alt=""><figcaption> </figcaption></figure>Pandey adds that US voters have repeatedly shown that very few understand how electoral colleges work, and why the popular vote does not determine the winner.He told Nepali Times: “It is high time that the US introspects on the shortcomings of how its elections are conducted because its democracy instead of becoming an element of its soft power is becoming a travesty of sorts to telecast live all over the world.”For many Nepalis there is a strong sense of irony about an America that has been supporting human rights, inclusion and democracy in the country's post-conflict transition. Many remember former <a href="https://archive.nepalitimes.com/article/from-nepali-press/Hopeful,299" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/from-nepali-press/Hopeful,299&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNFGrC8Q-KWicSzjuisoDwqtEONOTw">US president Jimmy Carter’s</a> multiple visits to observe elections here. It seems the services of his Carter Centre are now required more in his own home state of Georgia where the race is neck-to-neck, and there is deep disagreement about counting methods. <img width="1667" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181112/636be0339c7e80680e083de0jpeg.jpg" alt="">A possible Biden victory may also be good news to those applying for <a href="https://archive.nepalitimes.com/article/editorial/The-ugly-american-donald-trump,3520" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/editorial/The-ugly-american-donald-trump,3520&amp;source=gmail&amp;ust=1604712623216000&amp;usg=AFQjCNHogGNpB4R8t2Pmk0RwO7w1KXx0TA">H-1B visas</a> who were barred from entry into America by Trump in June, which would affect up to 50,000 Indian professionals, and some Nepalis. A US court subsequently overturned the decision last month. Trump also banned the US <a href="https://archive.nepalitimes.com/news.php?id=17620" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/news.php?id%3D17620&amp;source=gmail&amp;ust=1604712623216000&amp;usg=AFQjCNH57Yz28UPfsuHkPQowQQafbtrFdQ">Diversity Visa (DV)</a> lottery, and interviews for 2021 winners were suspended, citing Covid-19. Applications, however, have reopened for 2022. Many undocumented Nepalis in the US were also affected by Trump trying to end the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/temporary-protection-nepalis-in-trumps-us,4067" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/Nepali-Times-Buzz/temporary-protection-nepalis-in-trumps-us,4067&amp;source=gmail&amp;ust=1604712623216000&amp;usg=AFQjCNE03jjUg8BD1eDQVV2xg-ONACLy7A">Temporary Protected Status (TPS). </a>On Wednesday, even as Americans were voting, the United States formally left the Paris Climate Agreement signed in 2015. In the past four years, Trump has <a href="https://www.nepalitimes.com/banner/bypassing-trump-on-climate-action/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/bypassing-trump-on-climate-action/&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNHdelwmaAN_gDopS7otGmQzDhf8XA">delayed action on the climate emergency</a>, and overturned other environmental legislation, appointed an oil lobbyist to head the Environment Protection Agency (EPA). Biden has said he would get the US back into the Paris accord the day after he is inaugurated, if elected. <figure><img width="640" height="638" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181112/636be0379c7e80680e083de1jpeg.jpg" alt=""><figcaption> </figcaption></figure>Four more years of Trump would unleash so much damage to the Planet, environmentalists say, that it would take decades to undo. Nepal's Himalayan mountains, which are already melting rapidly, will bear the direct impact of accelerated climate heating -- endangering the water supply to millions of people living downstream in India and Bangladesh as well.Geopolitically, the only difference for Nepal between Trump or Biden would be that at least Biden knows where Nepal is, and will not <a href="https://www.nepalitimes.com/opinion/classified-top-secret/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/classified-top-secret/&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNFcGXBYk_4UZySIq8M8DujULx1LLA">pronounce it “Nipple”.</a> Neither president is going to stomach China extending its military, economic and political clout in Asia – even though Biden’s approach may be less aggressive. Last week in New Delhi, American and Indian foreign and defence officials signed a Basic Exchange and Cooperation Agreement (BECA) <a href="https://www.nepalitimes.com/editorial/covid-19-and-the-new-great-game/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/covid-19-and-the-new-great-game/&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNEwdb3kIPFD0yxuFBj-IRElTAUupw">pact </a>seen by many as <a href="https://www.nepalitimes.com/editorial/covid-19-and-the-new-great-game/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/covid-19-and-the-new-great-game/&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNEwdb3kIPFD0yxuFBj-IRElTAUupw">a military alliance</a> aimed at containing China. A Biden presidency would likely give continuity to this strategic alliance that has <a href="https://www.nepalitimes.com/latest/from-mt-everest-to-the-indian-ocean/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/from-mt-everest-to-the-indian-ocean/&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNH6ws6_4UtO66t386Uyh9kjDfEr3g">caught Asian countries like Nepal in a bind</a>. Biden will also likely stay the course on the Indo-Pacific strategy and QUAD naval exercises in the Indian Ocean this week. “It appears that Biden will largely follow the Trump approach to China and therefore to the Indo-Pacific in as much as this is a structural feature of current international politics and therefore has garnered bipartisan support in the United States,” says <a href="https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/Repeating%20,110" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/Repeating%2520,110&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNGxjUh4EKyVRxx-HKtIwWMWV9DGbw">Bhaskar Koirala</a> of the <a href="http://www.niiss.org.np/" data-saferedirecturl="https://www.google.com/url?q=http://www.niiss.org.np/&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNGOP3CNXeRaQ_p-YwPWbhrrYMZziA">Nepal Institute of International and Strategic Studies</a>. “Under a Biden administration, the US can be expected to play an increasing role as an off-shore balancer in Asia.”For Nepal, a Biden administration may place a greater emphasis on development and programs such as the MCC (Millennium Challenge Corporation) infrastructure project as a counter to China’s BRI (Belt Road Initiative). Koirala adds: "Biden may have a more general foreign policy objective to ensure that Nepal is stable politically and that it retains its independent identity."

Many might attribute the dismantling of what once was America to Donald Trump’s election, but, truth be told, this has been in the making for quite some time.The long-standing problems plaguing the US system of governance and its economy, along with its growing social injustice and inequality have all exploded into plain view because of Covid and, more specifically, because of the way that the federal government led by the president’s team has mishandled the pandemic and its devastating impacts.Political indecision, conflicting messages (mixed with disinformation and falsehoods), a blatant lack of empathy for the dying and unemployed, the absence of tangible concrete planning for all Americans that might have reassured the public – all were on display day after day during the White House briefings and subsequent follow-up tweets that only exacerbated fears, resentment and confusion.If it hadn’t been for governors and mayors, the country might have fallen into full-fledged chaos.At the height of the pandemic in April, urban dwellers realised in the most concrete way possible that they were entirely dependent on essential workers that included nurses and doctors, ambulance drivers, firefighters, the police, post office workers, but also the delivery personnel that kept their refrigerators and pantries full of food to weather the storm.These people maintained the flow of the most vital goods and services that were once taken for granted. The culmination of this disfunction and the outbreak of anger has now led to riots all across America.People – most of them young and passionate (older ones who have been activists their entire lives have been more careful because of their vulnerability to the virus) – are demonstrating with conviction. They see the inequality that has engulfed America; they have witnessed the millions lining up for food while farmers – who once supplied markets and restaurants – are now destroying their surplus production, unable to switch the direction of their supply chains.Americans can no longer ignore the fact that public schools were not able to immediately close at the start of the pandemic because millions of children relied on free school meals to eat each day. The rich lamented quarantining in their estates, while the poor struggled with unemployment, employment with high-risk exposure to Covid, and months of quarantining in difficult surroundings.One cannot begin to cover all the revelations that Covid has made public. Now years of unresolved racial tensions and a society that has learned to rely on force as the principal instrument to ensure peace and order is outraged. Hundreds of thousands of Americans are taking to the streets day after day to voice their objections to a system that is broken on every conceivable level.Importantly, the disintegration of the image of America in the eyes of the world is especially painful, particularly for those who have stood with America, believed in the American dream of opportunity and excellence, in the right to free speech, and in the progressiveness that social mobility ensured. Moreover, it is particularly troubling as this is happening during a period of significant global power realignments.That the United States has been recoiling from world affairs and will continue to do so has been evident for quite some time. What is now highly problematic is the realisation that this no longer constitutes a temporary retreat.While Trump’s disregard for positive global engagement dealt the death blow to the world order created after WWII, countries across the globe can no longer look to the United States as a place for inspiration, hope, freedom, norms and values. It is a country that will for years need to turn inward to solve its long-standing problems, and the ensuing period is likely not only to be fraught but violent.What might such developments mean for the rest of the world and for the global order? How and by whom will the power vacuum be filled?There are those who have long lamented the inequality in global affairs as traditional industrial powers that have included the US, Europe and Japan asserted themselves as exclusive drivers of global engagement, finance and trade. To them, the demise of American hegemony and all it has meant on different levels and for different people across the world might actually be a good thing. It may, in fact, help democratise multilateralism and lead to truer partnerships among the developed and the developing world.Caution, however, is warranted in optimistically embracing this sort of narrative. On the one hand, unimaginable as it may seem to many American scholars, analysts and policymakers, clearly a world in which the United States is no longer the guarantor of a post-World War II order is already in the making.China has indicated that it would like to lead the developing world through comprehensive partnerships, regional multilateral institutions, new trade corridors and connectivity as envisioned by the Belt and Road Initiative. And of course there is the European Union that has for years been underestimated because it has often failed to act with one voice and one resolve.For Europeans, the unraveling of the United States poses an existential threat. The US has been its closest ally and its greatest trading partner. Americans and Europeans shared liberal and democratic norms and values, and until the beginning of the 21st century were, more often than not, on the same page vis-a-vis the global order.This is no longer the case and because it is not it requires a dramatic recalibration by the EU during a particularly difficult time. (At least Trump says he has left the WHO, as with many of the president’s statements — remember the wall with Mexico? — reality can play out differently.)But even if this time Trump has accurately predicted what he will do, the global order did not just die. The pandemic might be stretching it like never before but many examples show that it is intact.For every confrontation that makes headlines, there are acts of cooperation that go unnoticed: the US prevents 3M from exporting masks, Washington and Ottawa agree to extend an agreement to keep their border closed till 21 June, when Trump <a href="https://www.nepalitimes.com/latest/pompeo-accuses-who-of-failing-in-basic-duty/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/pompeo-accuses-who-of-failing-in-basic-duty/&amp;source=gmail&amp;ust=1591492305679000&amp;usg=AFQjCNGnM-BCJh0YtceNmtprsPQrb_GjyA">froze funds to the WHO</a> before announcing the US’ withdrawal, Finland boosted its contribution.Of course, you can argue that such acts of cooperation are motivated by self-interest, but what is not in global relations? Governments create multinational organisations and sign treaties in the expectation that together they will be stronger – better able to prevent annihilation via wars, more effective at preventing the hole in the ozone layer from growing — and that individual nations and citizens will benefit.Development assistance is pledged in the hope that its recipients one day will become players in the global, wealth-generating trading system, which, at least in theory, benefits all participants. (More cynically, donor countries ‘tie’ aid to receiving countries doing business with their own manufacturers).Trump has also announced that the US will withdraw from the Open Skies treaty, which permits governments to conduct unarmed surveillance flights over 35 states, including Russia. Are you seeing a theme here? A huge chunk of the ‘COVID has killed cooperation’ thinking is based on events originating in Washington, and while the US president is undoubtedly influencing fellow leaders from Orban to Bolsanaro, as with many Trump-related issues, bombast overpowers behaviour.Here in Nepal, the US was one of the first governments to provide aid to Kathmandu, in March, to fight the outbreak. Many others have followed: China, <a href="https://www.nepalitimes.com/latest/uk-support-to-help-strengthen-nepals-response-to-covid-19/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/uk-support-to-help-strengthen-nepals-response-to-covid-19/&amp;source=gmail&amp;ust=1591492305679000&amp;usg=AFQjCNGgvaCgocoaHlFxd1vxJZNNQUWkeQ">Britain</a>, Germany, India, Qatar, <a href="https://www.nepalitimes.com/latest/10000-covid-19-test-kits-to-nepal-from-singapore/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/10000-covid-19-test-kits-to-nepal-from-singapore/&amp;source=gmail&amp;ust=1591492305679000&amp;usg=AFQjCNEdpD4HEu6SqdPPUQ4x__WapVM0vQ">Singapore</a>, <a href="https://www.nepalitimes.com/latest/swiss-pcrs-for-nepal-covid-19-testing/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/swiss-pcrs-for-nepal-covid-19-testing/&amp;source=gmail&amp;ust=1591492305679000&amp;usg=AFQjCNGWnIC4n8J6DhbVOCs7aq_2AZbb7g">Switzerland</a>, UAE, even Burma. Yes, Nepal’s powerful neighbours India and China are both continually vying for influence here, and Switzerland and Germany are long-time donors, but if these governments were motivated solely by self-interest would they not be retreating into their own crisis-ridden states rather than assisting Nepal, where only 11 people have died to date of the coronavirus?France and Germany have proposed a €500 billion European Union rescue fund that would benefit mainly southern EU states like Spain, Greece and Italy, which have been devastated by the virus. Those governments would not have to repay the money. Of course the move, which still needs to be agreed by all members, is also motivated by self-interest — any failing nation will drag down all EU members — but if agreed the deal would mark a major response that belies the prevailing ‘charity begins at home’ narrative popular in these times.The international response to the pandemic includes $44 million deposited by governments into the United Nations COVID-19 Response and Recovery Fund, $217 million into the WHO Solidarity Fund, and €7.4 billion pledged for vaccine research. Even USAID has announced $99 million in global emergency health funding. Countries have anted up to finance a global response to the pandemic but as usual in times of crisis it's, not enough. WHO has reported it is $900 million short of the $1.7 billion it will need to respond to the virus in 2020.The WHO has become another flashpoint in US-China relations, which have soured in a trade war since Trump took office in 2017. President Xi Jinping used the recent meeting of the World Health Association, the decision-making body of the WHO, as a platform to pledge $2 billion over two years to help nations fight COVID-19, which dwarfs the roughly $500-million US contribution to the global health body.More than 100 countries are participating in <a href="https://www.nepalitimes.com/opinion/countries-cooperating-to-find-covid-19-cure/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/countries-cooperating-to-find-covid-19-cure/&amp;source=gmail&amp;ust=1591492305679000&amp;usg=AFQjCNE5Gy3XfqxCIHQpT1qL_fZJbCIp-Q">WHO’s Solidarity Trial</a> to speed up development of a vaccine, and in May 140 world leaders, including South African President Cyril Ramaphosa and former UK Prime Minister Gordon Brown, signed a letter calling for all virus vaccines, treatments and tests to be patent-free, mass produced and distributed fairly.These actions seem to signify that much of the world agrees that just as the virus threat is global, the response too must be international.

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101140/636b75829c7e80680e0623f2jpeg.jpg" alt="" width="2048" height="1365"/>Nepal’s Communist Party leaders must take note of two events that unfolded in India this week: <a href="https://www.bbc.com/news/world-south-asia-51638345" target="_blank" rel="noopener">the roaring welcome to US President Donald Trump</a> and the ongoing communal riots in Delhi’s northeastern suburb.That the Narendra Modi government was able to put up a great two-day show to woo Trump, who repeatedly praised Modi and said “America loves India” has been somewhat overshadowed by the violence that has claimed over 20 lives in Delhi.The two events depict contrasting pictures: one of a new emerging India eager to engage with superpowers, even taking lead in issues of international concern. And the other of an India engulfed in violence between some Hindus and Muslims. The ruling BJP and Modi, supported by the right-wing groups like RSS and VHP, find themselves in the vortex of this violence.Trump reached India on Monday and along with Modi addressed the ‘Namaste Trump’ rally in Ahmedabad’s Motera Stadium, the largest cricket stadium in the world, attended by over 100,000 people. The two presented their visions for the next phase of Indo-US strategic partnership.Although the much-awaited trade deal did not happen, the two sides pulled together a $3billion military deal, sought commitments to fight terrorism, narco-terrorism and organised crime and signed three MoUs in the health and oil sectors. Trump even discussed the importance of a secure 5G network in India, ahead of trials involving China’s Huawei which he said must be “a tool for freedom, progress, prosperity, not a conduit for suppression and censorship”.Important for Nepal to note is their dialogue in security cooperation. Besides reiterating that the two countries will work to combat “radical Islamic terrorism” which will dearly affect the functioning of SAARC, Trump praised the military cooperation and said that the US and India, along with Japan and Australia, should work together for security of the Indo-Pacific region as the Quad (Quadrilateral Security Dialogue) grouping.The diplomatic and military arrangements of the Quad are widely viewed as a response to the rapidly increasing economic and military power of China in the region. Sandwiched and landlocked between India and China, Nepal will have to <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/" target="_blank" rel="noopener">balance its relations between China and a US-backed India</a>.As it is, a $500 million US-funded <a href="https://www.nepalitimes.com/latest/mcc-row-damages-nepals-credibility/" target="_blank" rel="noopener">Millennium Challenge Corporation</a> (MCC) deal to improve Nepal’s connectivity <a href="https://www.nepalitimes.com/editorial/a-millennium-challenge/" target="_blank" rel="noopener">is in limbo</a> because of opposition from a faction of the ruling Communist Party that sees it as a part of the American Indo-Pacific Strategy. Parliamentary ratification of the project has been delayed.The MCC is viewed with much interest by India’s civil society and academia lately, and is seen as a direct counter to China’s Belt Road Initiative (BRI). Sections of the Nepali establishment views India as an obstructionist power, and are trying to develop closer ties with China.But India is finding more grounds of convergence with the US, which now views South Asia as a vital part of its <a href="https://www.nepalitimes.com/editorial/between-two-oceans/" target="_blank" rel="noopener">Indo-Pacific Strategy</a>. Smaller countries in India’s periphery are bound to be trapped in this rivalry. With pressing domestic concerns at home over opposition to <a href="https://www.nepalitimes.com/latest/indian-nepalis-alarmed-by-citizenship-amendment-bill/" target="_blank" rel="noopener">the Constitution Amendment Act (CAA) India </a>may play silent and quiet diplomacy leaving the US and China to compete for influence in India’s neighborhood.Trump and Modi are said to have discussed developments in South Asia at length during this visit, meaning they will collaborate and closely consult each other on regional matters. Nepal must gear up to deal with a more forceful America in the near future even when it is already grappling with <a href="https://www.nepalitimes.com/banner/what-is-xi-jinpings-big-surprise/" target="_blank" rel="noopener">a dominant China</a>.It is in India’s advantage if the US temporarily fills the vacuum in Nepal, which New Delhi feels is its traditional sphere of influence. So, the <a href="https://www.nepalitimes.com/editorial/a-yam-between-3-boulders/" target="_blank" rel="noopener">foreign policy challenge for Nepal</a> will not be to balance between India and China so much anymore, but getting into meaningful dialogue with China and the US to protect its national interest.India considers the US as its ‘natural ally’. The Modi-Trump equation seen in Gujarat and Delhi this week speaks volumes of their friendship and desire to foster closer ties between the world’s oldest and largest democracies. In the rarified atmosphere in which Himalayan geopolitics is conducted, however, symbols do matter.President Bhandari is attending the Second Belt and Road Initiative (BRI) Forum in Beijing on 27 April, and by sending a ceremonial Head of State instead of the chief executive, Nepal has tried to soothe Indian sensitivities, given that Delhi takes a dim view of the initiative.At the same time, Beijing has accorded the trip's importance by elevating it to a state visit, and one in which President Bhandari and President Xi Jinping will officially sign the Transit and Transportation Protocol allowing Nepal <a href="http://archive.nepalitimes.com/blogs/thebrief/2016/03/21/nepal-gains-access-to-ports/">access to ports</a> on China’s eastern seaboard.Ever since the transit agreement was first mooted, and after China’s symbolic supply of 1,000 tons of petroleum during the 2015 Indian Blockade, Nepal has been chomping at the bit to find alternative routes to the sea.Although President Bhandari will be among 40 other world leaders and representatives from 150 countries, bilateral talks will focus on the proposal for multi-modal China-Nepal telecommunication, road, railway and air connectivity.For most of its history, Nepal was protected from the south by thick malarial jungles, and from the north by the great barrier of the Himalaya. The jungles were cleared and malaria eradicated in the 1960s. Meanwhile, the first trans-Himalayan highway was built in the 1960s through Kodari, and the Tibet Railroad will arrive in Kerung 70km north of Kathmandu by next year. There are now motorable roads to the Chinese border from the south at Hilsa, Korala, Rasuwa, Kodari, and soon <a href="http://archive.nepalitimes.com/blogs/thebrief/2015/11/05/nepal-china-deal/">many more will be added</a>. There are more trans-Himalayan flights per week from Kathmandu to Chinese cities now, than there are to Indian airports.This will help Nepal capitalise on its location between two of the world’s economic powers. Nepal will benefit from trade, will have more transit options, and smoother transport will boost tourism. However, this closer connectivity coincides with a <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/">sharper geopolitical polarisation</a> between the United States and China on the one hand, and between China and India on the other. To paraphrase our founding king, Nepal is now <a href="https://www.nepalitimes.com/editorial/a-yam-between-3-boulders/">a yam between three boulders</a>.Some of the shadow boxing has been playing out in Kathmandu with the <a href="https://kathmandupost.ekantipur.com/news/2019-04-15/america-would-never-ask-a-friend-or-partner-to-choose-between-itself-and-another-country-us-ambassador-to-nepal.html" target="_blank" rel="noopener">American Ambassador publicly urging Nepal</a> to avoid the ‘debt trap’ (without naming China). The <a href="https://myrepublica.nagariknetwork.com/news/new-era-new-opportunities/" target="_blank" rel="noopener">Chinese ambassador countered this week</a> with op-eds in English and Nepali newspapers in which she categorically denied that the BRI was a geo-strategic tool for China to push its interest.    Three recent books about geopolitics in the region, while dealing only tangentially with Nepal, throw some lessons for Kathmandu’s foreign policy establishment about how to conduct this triangular balancing act between India, China and the United States.Former State Department India experts Teresita and Howard Schaffer's book India at the Global High Table is a must-read for anyone trying to understand and cope with Indian diplomats whose characteristic haughtiness and ultra-sensitivity about sovereignty come out of the need to be taken seriously despite the country’s persistent and pervasive poverty.Nepal has to understand India’s quest for regional primacy in South Asia and its ambition to be at the global high table. China is India’s largest trading partner in goods, and we have seen that while Beijing will use Nepal’s mistrust about India to its advantage, it will not jeopardise its economic ties with India over Nepal. As long as India does not side with Western backers of free Tibet in Nepal, Beijing is willing to let Kathmandu be in New Delhi’s orbit.Nepal’s policy-makers may also want to read B M Jain’s China's Soft Power Diplomacy in South Asia: Myth Or Reality?  which looks at how Beijing has turned the overwhelming dependence on India of South Asia’s smaller countries to its advantage by using economic clout, and socio-cultural linkages. The conclusion is that as far as Beijing is concerned, soft and hard power are one and the same thing.For an introduction to how BRI dovetails into China’s longterm global strategy, Portuguese academic Bruno Maçães’ book Belt and Road: A Chinese World Order is essential reading. The fact that India does not figure much in the book shows just how little importance Beijing attaches to whether India joins or refuses to join the BRI. But it also makes clear that BRI is just a branding exercise for President Xi for pipelines that were already in the pipeline, as it were.Since everyone is essentially looking out for themselves, Nepal also needs to put its own national interest first and not be swayed by outside pressure to join this or that club. Will we really benefit from the Tibet Railroad being extended to Kathmandu, or through Nepal to India? We will see in a subsequent issue how this led to Dahal’s downfall. Ten years later, Dahal is headed for resurrection after PM Oli’s promise to step down. Excerpt:  President Ram Baran Yadav’s stern advice to Purshpa Kamal Dahal to work for political consensus played a part in the Maoists taking a step back from an escalating row with the army chief. Yadav is said to have warned of the consequences if an ethnic candidate for the chief’s position is bypassed. General Chhatraman Singh Gurung would head the army if Katawal retires on schedule in September. If he is sacked, General Kul Bahadur Khadka, who is understood to be lobbying hard for the job, would take over.As expected, there is pressure from India to leave the army alone. Delhi had assured the army that its chain of command, structure and interests would be protected in return for support during the peace process in the last three years. When will America learn to pick someone its size?But Dahal made a boo-boo by aligning his party, and by association Nepal, needlessly in a power struggle reminiscent of the Cold War.There were two problems with the NCP statement. First was the timing: why would Dahal want to issue it while his party co-chair Prime Minister K P Oli was in Davos trying hard to make a good impression on foreign investors?Oli had admitted before he left that his job was to convince the international community and multinational companies that his government was ‘Communist’ only in name, and that Nepal was open for business. Even if Oli had been only partially successful in removing the stigma, Dahal’s communique firmly identified Nepal as an adherent of an obsolete ideology and a relic of the past.The only explanation we can give to this juvenile behaviour is that Dahal has a sad case of FOMO. By launching a heat-seeking missile aimed at no one in particular, Dahal may also have been trying to re-establish his rather frayed Communist credentials. But the unnecessarily strong language denouncing American 'imperialism' which was creating 'chaos and violence’ was inappropriate, undiplomatic and counterproductive.Oli looked uncharacteristically flummoxed when asked about Dahal's missive when he returned from Davos. The statement also came less than a month after Foreign Minister Pradeep Gyawali’s meeting with US Secretary of State Mike Pompeo in Washington DC during which the two discussed implementation of America’s $500 million assistance through the Millennium Challenge Corporation (MCC) Nepal Compact for road and power connectivity.The two are also understood to have discussed America’s <a href="https://www.nepalitimes.com/editorial/between-two-oceans/" target="_blank" rel="noopener">Indo-Pacific Strategy</a> which, together with the MCC, are seen as a counter by China as a challenge to its Belt Road Initiative (BRI) which Nepal has signed on to. Gyawali trod a tightrope to balance the geostrategic interests of the two global powers, and clarified that Nepal was not going to join any US-led alliance in the Indo-Pacific.The renaming of the US Pacific Command into Indo-Pacific Command last year, designating India as a <a href="http://archive.nepalitimes.com/regular-columns/del-ktm /obor-or-not-obor-china-india,1051" target="_blank" rel="noopener">Major Defence Partner</a>, the joint Malabar 2017 exercise in the Indian Ocean involving the navies of India, Japan and the US, the revival of the Quad Alliance of Japan, Australia, the US and India as an effort to 'contain' China, are all indications that Sino-US competition is heating up in the region.Asian countries may be nervous about <a href="https://www.nepalitimes.com/editorial/what-china-really-wants/" target="_blank" rel="noopener">China’s growing economic and political clout</a>, but Beijing feels it is being encircled by America and its allies. Still, many Southeast and South Asian countries do not want to be forced to choose between America and China.Which is what makes Dahal’s statement on Venezuela so damaging for Nepal at a time when the Foreign Ministry is trying to steer a <a href="https://archive.nepalitimes.com/article/editorial/Equidistance-or-asymmetry-nepal-geopolitics,3850" target="_blank" rel="noopener">neutral course</a> that would benefit Nepal’s trade, investment and infrastructure. The Ministry's damage control this week was with a much more balanced statement saying Nepal respected the democratic will of the people of Venezuela, and opposed foreign interference.During the war, as Chairman Prachanda Dahal famously paraphrased King Prithvi Narayan Shah to say that Nepal was “a dynamite between two boulders”. It seems he has not outgrown his penchant for hyperbole.There was a time when Nepal just had to worry about balancing its giant northern and southern neighbours, but the world is now multi-polar and getting to be a much more complicated place. Our neighbours are drawn into a global power struggle, and being <a href="http://archive.nepalitimes.com/article/nation/the-triangular-relationship,3332" target="_blank" rel="noopener">a yam between three boulders</a>, Nepal has to be careful about how <a href="http://archive.nepalitimes.com/article/nation/a-trump-world-us-nepal,3359" target="_blank" rel="noopener">America’s increasingly erratic behaviour </a>will affect its precarious equidistance between India and China.A place to start would be to forge a united and coherent foreign policy strategy that prevents outside powers from using one or other party or faction in Nepal to push their strategic agenda.<h2>10 years ago this week</h2>Just as issue of Nepali Times deals with Nepal’s geopolitical dilemma, ten years ago in <a href="http://archive.nepalitimes.com/issue/436" target="_blank" rel="noopener">issue #436 of 30 January - 5 February  2009</a> Prashant Jha <a href="http://archive.nepalitimes.com/news.php?id=15620" target="_blank" rel="noopener">reported from New Delhi</a> about how India had a ‘wait-and-watch’ policy towards the newly-elected Maoist government led by Prime Minister Pushpa Kamal Dahal. Excerpt:'India is getting increasingly concerned about the slide in Nepal, but doesn't think it warrants a policy shift just yet. Indian officials admit that they are unhappy with the Maoists: "They have not delivered on their promises,"one official told us, "their commitment to democracy seems doubtful. They are warming up to China. Not good signs."            But sources insist India continues to support the peace and constitution writing process and will not destabilise the present arrangement. "It will be good if non-Maoist actors add pressure on the Maoists. It will be showcased at Welt Museum, which used to be the Hofburg Imperial Palace.The project was conceived in 2016, by the <a href="https://archive.nepalitimes.com/regular-columns/On-the-way-up/complete-projects-of-Dina-Bangdel,977" target="_blank" rel="noopener">late Dina Bangdel</a>, and was co-curated by Swosti Rajbhandari Kayastha from the Nepal Art Council Council. The project was coordinated by Sagar SJB Rana, Vice-President of the Council.“The exhibition will include original art works by the premier artists dating from the 1950s, the senior and the young emerging artists of today will compliment and enrich the collection,” Rana said.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171148/636936f29c7e80680e03fe09jpeg.jpg" alt="" width="1500" height="1125">Some of the art were commissioned especially for the Vienna exhibition, while others were borrowed from collectors and the artists directly. The art works are embedded in the culture and traditions of Nepal but also discuss and probe into current international issues and social concerns, giving them a global relevance.Art historians emphasise the overriding influence of the art of the European masters in the evolution of contemporary art in Asia. The exhibition will demonstrate this cultural cross-pollination and and serve to highlight Nepali talent that builds on the country’s <a href="https://www.nepalitimes.com/banner/the-craft-of-art/" target="_blank" rel="noopener">traditional art-forms fused to modern influences and techniques</a>.
