Despite lack of resources, war and instability, Nepal’s conservation achievements have won acclaim worldwide. From community forestry, our unique approach to conservation areas in fragile mountain regions, to integrating environmental protection with indigenous knowledge, Nepal has been a model.&nbsp;
As <a href="https://nepalitimes.com/here-now/conservation-vs-conservatives">our page 1 story in this edition shows</a>, Nepal has doubled its forest area in the past 30 years, 25% of the land area is protected, tiger numbers have tripled.&nbsp;
But now, Nepal has a forest minister hell-bent on undermining these gains. Forest and Environment Minister Birendra Prasad Mahato has proposed to auction <a href="https://nepalitimes.com/here-now/nepal-s-tiger-conservation-too-successful">Nepali tigers</a> through global bidding so they can be trophy hunted to generate revenue because, as he put it, “Nepal now has too many tigers and license to hunt will reduce human-animal conflict”.
Nepal was the first tiger-range country to nearly triple the population of its big cats from 121 in 2010 to 355 in 2022. This increase has indeed led to tigers coming out of parks to hunt livestock, but the solution lies in better management and setting up rescue centres for problematic tigers.&nbsp;
Mahato’s proposal violates international norms and treaties including the International Convention on Trade in Endangered Species of Wild Flora and Fauna (CITES) of which Nepal is a party. <a href="https://nepalitimes.com/banner/its-a-jungle-out-there">Tigers</a> are on Appendix 1 of CITES which includes species threatened with extinction. Nepal’s own National Parks and Wildlife Conservation Act has listed tigers as fully protected species.
Nepal’s conservation pioneer, Hemanta Mishra, who helped convert Chitwan from a royal hunting reserve to a national park 50 years ago, told us: “The proposal is not just unethical and unscientific, it is irrational, illegal, illogical and unimplementable.”
Mahato claims to have received offers from American and Japanese hunters to pay millions of dollars to shoot a tiger and believes Nepal can finance the entire annual cost of his ministry with that money.
“I fear this kind of loose statement makes Nepal a laughing stock in the global conservation community,” Mishra told us. “It also dilutes the country’s unparalleled achievements in bringing endangered species such as the rhino and the tiger back from the brink of extinction.”
Mahato is from the Tarai-based Janata Samajwadi Party (JSP) and has been pushing for other anti-conservation activities including amending EIA laws to allow infrastructure inside parks, the trade of restricted lichens with medical properties to favour businesses, <a href="https://nepalitimes.com/banner/who-now-owns-nepals-forests">‘management’ of community forests</a> and the <a href="https://nepalitimes.com/opinion/guest-editorial/fight-or-flight">Nijgad airport project</a> that would destroy the last remaining native forests of the eastern Tarai.&nbsp;
The government is amending regulations to allow <a href="https://nepalitimes.com/news/balance-of-power">major hydropower plants</a>, hotels, resorts, paragliding and cable cars to be constructed within the national parks and reserves. The National Parks and Wildlife Conservation Manual 2030 (Fifth Amendment 076) and the regulations of six parks are being repealed and new regulations are being issued.
Now that poaching has been reduced, the biggest threat to Nepal’s national parks and other forests are <a href="https://nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet">new roads, railways, transmission lines and irrigation canals crisscrossing them</a>. And a greedy government.
Nepal's protected areas are the main <a href="https://nepalitimes.com/here-now/wildlife-people-coexistence-in-nepal-national-park">attraction for nearly half the tourists visiting Nepal</a>. Domestic tourism has lifted the economy of villages outside parks, and 90% of the revenue of national parks come from tourism.&nbsp;
Any move to undermine the biodiversity of protected areas will not just hurt tourism jobs and incomes, but also damage the ecosystem. Head of World Wildlife Fund Nepal (WWF Nepal) Ghana Gurung has this to say: “Nepal stands as one of the models for conservation, and any sudden and drastic change will undermine those successes as well as hurt tourism.”&nbsp;
Allowing hotels and resorts inside parks could be an option if Nepal’s regulatory mechanisms were transparent and clean. But given the climate of corruption, poor governance and impunity in Nepal today, it would open the floodgates to the <a href="https://nepalitimes.com/editorial/naturally-nepal">commercialisation of nature</a>, and destroy hard-earned conservation achievements of the past five decades.
Tiger culling is such a ridiculous proposal that it does not even need refuting. Despite our successes, we are not out of the woods yet in conservation in Nepal. Population pressure in the Tarai, climate change, infrastructure, corruption and incompetent decision-making could unravel everything very quickly.
If it ain’t broke, don’t fix it.

Neighbours heard her cries, and rushed out to help.“When we heard the screaming we ran to where the sound was coming from, but she was nowhere to be found,” recalls mother-in-law Kaushila Sunar. “Later the police found her, but she was dead.”At 60, Kaushila has been living in Kathariya for more than four decades but has never before experienced such increased frequency of <a href="https://www.nepalitimes.com/here-now/close-encounters-with-tigers-in-nepal/" target="_blank" rel="noopener noreferrer">tiger attacks</a>. There was another close shave last month.“I suddenly saw a tiger read to pounce on my grandchild, I screamed and managed to scare it away. The corridor is used by endangered mammals like tigers, elephants and rhinos, and the wildlife in the two-country sanctuary frequently move back and forth across the border.There were a total of 87 tigers in Bardia National Park and buffer zone in the 2018 census. Another 28 big cats were recorded in Katarniyaghat in India. Similarly, a 2021 census registered a total of 120 wild elephants in Bardia and Katarniyaghat. There are also <a href="https://www.nepalitimes.com/here-now/where-have-bardias-rhinos-gone/" target="_blank" rel="noopener noreferrer">four rhinos translocated to Bardia</a> from Chitwan which have moved over to the Indian side.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01959c7e80680e0a3636jpeg.jpg" alt="" width="1500" height="1000"><figcaption>A route frequented by tigers in the Khata Wildlife Corridor.</figcaption></figure>“We have installed a camera trap in the Khata corridor to monitor wildlife movement,” says Rabin Kadaria of National Trust for Nature Conservation (NTNC) Bardia. “The corridor has made mating between the wildlife across the border possible, resulting in new offspring, and preventing genetic degradation, which means biological diversification and healthier newborns.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01999c7e80680e0a3637jpeg.jpg" alt="" width="640" height="427"><figcaption>Bardia National Park office</figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d019d9c7e80680e0a3638jpeg.jpg" alt="" width="640" height="427"><figcaption>Rabin Kadaria of National Trust for Nature Conservation (NTNC) Bardia</figcaption></figure>The Khata Corridor actually lies outside Bardia National Park and beyond its buffer zone, but is a protected area under the Forest Act 1993 but Nepal’s law doesn’t recognise it as a separate entity. Presently, it is managed by the Division Forest Office, and local communities have established a conservation committee for the corridor.But the corridor is suffering from encroachment and human disturbance. It has been bifurcated by the Postal Highway, which has disrupted the north-south movement of wildlife. Though a 45m-wide wildlife bridge has been proposed in Madhuban to allow animals to cross, construction work has not started yet.Khata Corridor has contributed to wildlife conservation, but increased frequency of animal attacks have added to the <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener noreferrer">conservation challenges </a>of endangered species in Nepal.In the past two years, 23 people (20 in Bardia, two in Banke and one in Kailali districts) have lost their lives to tiger attack, according to Bardia National Park. Of the 20 in Bardia, seven were from the Khata Corridor."The human-tiger contact has become a bigger challenge than poaching. Conservation programs should look into reducing such conflicts," adds Kadaria of the NTNC Bardia.Moreover, indigenous people and local communities rely on the forest for firewood, fodder and food, and it is impossible to prohibit them from entering the forest."Indigenous peoples have a right to forest food in the national parks, they should not be deprived of it. It is unacceptable that 23 people have been killed by wildlife in the past three years,” says Bharti Pathak of the Federation of Community Forestry Users.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01a19c7e80680e0a3639jpeg.jpg" alt="" width="1500" height="1000">The Chief Conservation Officer of Bardia National Park Bishnu Prasad Shrestha agrees, and is seeking federal government support for local communities with alternative livelihood options instead of barring them from the forest."Conservation efforts will be incomplete and unsuccessful unless <a href="https://www.nepalitimes.com/latest/the-unsung-heroes-of-conservation/" target="_blank" rel="noopener noreferrer">people living near the protected areas</a> take ownership for their protection," he says.Nepal is <a href="https://www.nepalitimes.com/editorial/fixing-what-aint-broke/" target="_blank" rel="noopener noreferrer">an international model for wildlife conservation</a>. It is the first tiger range country to meet the target of doubling its big cat population and is well on its way to achieving its commitment to <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/" target="_blank" rel="noopener noreferrer">increase that number</a> to 250 by 2022, up from 121 in 2009. But this also means an increase in the frequency of tiger attacks, especially along the Khata Corridor.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01a49c7e80680e0a363ajpeg.jpg" alt="" width="640" height="427"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01a79c7e80680e0a363bjpeg.jpg" alt="" width="640" height="427">In fact one-third of all wildlife attacks in the Banke-Bardia area have occurred in the municipality alongside the corridor, increasing from only three between 1993-2013 to seven since 2019.In the 2021 <a href="https://bit.ly/2UA9fx8">journal article</a>, 'Complex Consequences of Conservation Success: Emerging Human-Tiger Conflict in Nepal', conservationists have warned that the current level of human-wildlife contact in the Bardia-Banke complex will pose a <a href="https://www.nepalitimes.com/opinion/villagers-step-up-to-protect-nepals-tigers/" target="_blank" rel="noopener noreferrer">serious risk to tiger conservation </a>if not addressed on time.However, <a href="https://bit.ly/3zl8dEF">another article</a> published in the journal Oryx in 2016, 'Are Corridor Good for Tiger But Bad for People? An assessment of the Khata Corridor in Low Land Nepal', concluded that wildlife route was not any more problematic for <a href="https://www.nepalitimes.com/latest/rise-in-tiger-numbers-make-leopards-raid-livestock/" target="_blank" rel="noopener noreferrer">locals and their livestock </a>than in other national park buffer zones in Nepal.But the recent attacks and deaths in the corridor have raised questions locally about the modality of <a href="https://www.nepalitimes.com/banner/unsung-heroes-of-nepals-tiger-recovery/" target="_blank" rel="noopener noreferrer">tiger conservation</a>. Kaushila Sunar, who lost her daughter-in-law to a tiger attack in March, says, "The government is only concerned about <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/">saving tigers</a>. No one cares how we survive."(Translated by Sonia Awale from the Nepali language original in Himal Khabar.)<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01aa9c7e80680e0a363cjpeg.jpg" alt="" width="1500" height="1000"><h2>Corridors of (nature's) power</h2>If not for the pandemic and successive lockdowns, Bardia National Park this time of the year would be crowded with national and international visitors. The homestays along the Khata Wildlife Corridor that connects wilderness areas in India and Nepal used to be packed.But in the absence of tourists, wild animals have reclaimed nature and their space. Villagers have reported coming across a <a href="https://www.nepalitimes.com/here-now/nepals-wild-elephants-are-also-on-the-move/" target="_blank" rel="noopener noreferrer">large herd of elephants on the move</a> and some have even sighted tigers in the wildlife corridor.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01ad9c7e80680e0a363djpeg.jpg" alt="" width="640" height="537">Salik Ram Chaudhary of the Khata Wildlife Corridor Homestay Management Committee grew up roaming these forests near his home. Every season, he used to guide tourists and organise safaris and wildlife excursions in Bardia National Park.On 10 June, Chaudhary was on his way into the forest when he saw a herd of about 40 elephants, ranging from calves to adults, on the move just half a kilometre from the village.<iframe style="border: none; overflow: hidden;" src="https://www.facebook.com/plugins/video.php?href=https%3A%2F%2Fwww.facebook.com%2Fsalikram.chaudhary.71%2Fvideos%2F492020552133087%2F&amp;show_text=0&amp;width=560" width="560" height="315" frameborder="0" scrolling="no" allowfullscreen="allowfullscreen"></iframe>“To say it was a sight to behold is an understatement — it is extremely rare to see such a large herd of elephants this close to human settlements,” he said.Every year during September and October, Bardia elephants travel through the Shiva Community Forest in Madhuban Municipality to the Katerniaghat Wildlife Sanctuary in India’s Uttar Pradesh. They return to Nepal when the monsoon approaches. Ancestors of these great herds have been taking this annual migratory route for tens of thousands of years.But because of lack of human movement, the herd this year did not bother to stay within the jungle corridor, and instead marched right through the village, lumbering peacefully past farms and stopping to graze along the way.<iframe style="border: none; overflow: hidden;" src="https://www.facebook.com/plugins/video.php?href=https%3A%2F%2Fwww.facebook.com%2Fsalikram.chaudhary.71%2Fvideos%2F471588867509589%2F&amp;show_text=0&amp;width=560" width="560" height="315" frameborder="0" scrolling="no" allowfullscreen="allowfullscreen"></iframe>The elephants, however, were not the only wildlife sightings that Chaudhary had. On 28 May, the wildlife guide came across a tiger 400m away in the outskirts of the village.“I threw caution to the winds and followed the tiger from a distance, taking photographs. The tiger knew I was there, but left me alone — both of us were at peace with the world,” says Chaudhary, who had never before seen a big cat from up close despite being a wildlife tracker and guide.Half a kilometre away from the Dalla Homestay village, the tiger stopped at a watering hole in the buffer zone of Bardia National Park. It drank deeply.During the hot summers, the water sources within the Bardia National Park that fill the natural watering holes dry up, forcing many wild animals into rivers and ponds near towns and villages.Nepal’s <a href="https://www.nepalitimes.com/here-now/nepals-tiger-conservation-too-successful/" target="_blank" rel="noopener noreferrer">conservation success</a> has also led to overcrowding of big mammals in protected areas and national parks, in turn resulting in scarcity of prey populations. This has compelled tigers and elephants to <a href="https://www.nepalitimes.com/here-now/how-humans-can-live-with-wild-elephants/" target="_blank" rel="noopener noreferrer">venture into human settlement</a>.There has been an increase in human-animal confrontation. This is more prevalent in Khata Wildlife Corridor (read the report above) compared to other parts of western Nepal.Conservation models need to include strategies to<a href="https://www.nepalitimes.com/here-now/remembering-nepals-conservation-heroes/" target="_blank" rel="noopener noreferrer"> reduce human-animal conflict</a> and local governments should introduce alternative livelihood options for the communities living near the protected areas to reduce their dependence on the forest. Similarly, infrastructure, new and those being upgraded need to include <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/opinion/nepal-needs-wildlife-friendly-highways/" target="_blank" rel="noopener noreferrer">wildlife passes to reduce road kill.</a>On the flipside, the proximity of endangered species to human settlements has made frequent sightings quite common, boosting local eco-tourism and providing indigenous communities engaged in homestay business with extra income.This was possible with the <a href="https://www.nepalitimes.com/here-now/empowering-nepalis-during-covid-19-crisis/">combined conservation effort</a> of communities, local governments and environmentalists, and there are lessons to be learned.Says Salik Ram Chaudhary: “As in Bardia, we need to ramp up conservation efforts across Nepal so that we can use the lockdown to share space and live with Nepal’s rich biodiversity.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01b19c7e80680e0a363ejpeg.jpg" alt="" width="810" height="540">Read Also: <a href="https://www.nepalitimes.com/latest/nepali-women-at-forefront-of-saving-tigers/">"</a><a href="https://www.nepalitimes.com/latest/nepali-women-at-forefront-of-saving-tigers/">Nepali women at forefront of saving tigers",</a> Kanchan Thapa

Photo: MUNA THAPA/WWF NEPAL</figcaption></figure>Indigenous people and local communities provide the best long-term outcomes for conservation at a time when environmentalists debate strategies best suited for the world experiencing increasingly drastic impact of climate change, according to new research from the University of East Anglia (UEA) and partners in France.The study, published today in the journal <a href="https://www.ecologyandsociety.org" target="_blank" rel="noopener noreferrer">Ecology and Society</a>, found that conservation success is “the exception rather than the rule” but suggests the answer could be equitable conservation, which empowers and supports the environmental stewardship of indigenous people and local communities.The research team studied the outcomes of 169 conservation projects around the world –from restoring national forests in Taiwan and community forests in Nepal, to watershed restoration in the Congo, sustainable fisheries in Norway, game management in Zambia, and preserving wetlands in Ghana. They investigated how governance - the arrangements and decision making behind conservation efforts - affects both nature and the well-being of <a href="https://www.nepalitimes.com/banner/chitwans-bote-people-in-a-changing-world/" target="_blank" rel="noopener noreferrer">indigenous people and local communities</a>.“This study shows it is time to focus on who conserves nature and how, instead of what percentage of the Earth to fence off,” says Neil Dawson, UEA’s School of International Development and lead author of the study.Dawson adds: “Conservation led by Indigenous Peoples and local communities, based on their own knowledge and tenure systems, is far more likely to deliver positive outcomes for nature. In fact, conservation very often fails because it excludes and undervalues local knowledge and this often infringes on rights and cultural diversity along the way.”Here in Nepal, everything that has worked well since the 1990s has the word <a href="https://www.nepalitimes.com/editorial/fixing-what-aint-broke/" target="_blank" rel="noopener noreferrer">‘community’ attached to it</a> and it’s truer in conservation. Nepal’s model community forestry program has restored canopy cover in the country and has nearly doubled forest area in the past 40 years.Similarly, indigenous people living near the national parks in the southern plains of Tarai are the <a href="https://www.nepalitimes.com/banner/unsung-heroes-of-nepals-tiger-recovery/" target="_blank" rel="noopener noreferrer">unsung heroes of Nepal’s wildlife successes</a>. They played a central role in doubling the number of tigers before the 2022 target as well as in minimising rhino poaching, all despite a decade-long civil war, floods and earthquakes, and now the Covid-19 pandemic.International conservation organisations and governments often lead the charge on conservation projects, excluding or controlling local practices, most prominently through strict protected areas.But the study, which is a part of the <a href="https://justconservation.org" target="_blank" rel="noopener noreferrer">JustConservation</a> research project funded by the French Foundation for Research on Biodiversity (FRB) recommends indigenous peoples and local communities at the helm of conservation efforts, with appropriate support from outside, including policies and laws that recognise their knowledge systems.“Current policy negotiations, especially the forthcoming UN climate and biodiversity summits, must embrace and be accountable for ensuring the central role of Indigenous Peoples and local communities in mainstream climate and conservation programs. Otherwise, they will likely set in stone another decade of well-meaning practices that result in both ecological decline and social harms,” explains Dawson.The authors of the study found that 56% of the studies investigating conservation under 'local' control reported positive outcomes for both human well-being and conservation.For 'externally' controlled conservation, only 16% reported positive outcomes and more than a third of cases resulted in ineffective conservation and negative social outcomes, in large part due to the conflicts arising with local communities.However, simply granting control to <a href="https://www.nepalitimes.com/opinion/villagers-step-up-to-protect-nepals-tigers/" target="_blank" rel="noopener noreferrer">local communities</a> does not automatically guarantee conservation success. Community cohesion, shared knowledge and values, social inclusion, effective leadership and legitimate authority are important ingredients that are often disrupted through processes of globalisation, modernisation or insecurity, and can take many years to re-establish.Additionally, factors beyond the local community can greatly impede local stewardship, such as laws and policies that discriminate against local customs and systems in favour of commercial activities. Moving towards more equitable and effective conservation can therefore be seen as a continuous and collaborative process.Indigenous Peoples’ and local communities’ knowledge systems and actions are the main resource that can generate <a href="https://www.nepalitimes.com/here-now/nepals-tiger-conservation-too-successful/" target="_blank" rel="noopener noreferrer">successful conservation</a>. To try to override them is counterproductive, but it continues, and the current international policy negotiations and resulting pledges to greatly increase the global area of land and sea set aside for conservation are neglecting this key point.Adds Dawson: “Conservation strategies need to change, to recognise that the most important factor in achieving positive conservation outcomes is not the level of restrictions or magnitude of benefits provided to local communities, but rather recognising local cultural practices and decision-making.”

The unsung heroes of conservation

A male was spotted in northern Kapilvastu, about 40km west of the female.  Nepal's five Tarai national parks (Parsa and Chitwan in the east and Banke, Bardia and Shuklaphanta in the west) are considered the traditional habitats of the big cats in Nepal. Kapilvastu, Rupandehi and Palpa districts in Central Nepal are equidistant from Chitwan-Parsa in the east and Banke-Bardia in the west.  Individual tigers can be identified by signature stripes on their bodies, and researchers compared camera trap images of the newly discovered tigers with those previously spotted in Chitwan, Parsa, Banke, Bardia and Shuklaphanta during the censuses in 2009, 2014 and 2018, but there were no matches in the tiger data base. Nine months ago, a newly-identified female tiger was reported to have attacked a villager 25km away from the area where it was spotted. Since these two locations are connected via a forest corridor, conservationists speculate that it may be the same tiger.  Seven conservationists including Lamichhane and Naresh Subedi have tried to find out whether the recently detected male and female tigers have crossed paths and mated. They do not know for sure yet.  Another study carried out by NTNC and the Zoological Society of London (ZSL) spotted four tigers this year in a forest in Rautahat bordering Parsa National Park. Apart from these, the big cats have been seen roaming the Brahmadev-Laljhadi corridor of Kanchanpur district in the far-western plains. Another strip of forest in Kailali connecting Shuklaphanta and Bardia National Parks has also recorded tigers. The Kamdi Corridor, which connects Banke National Park with India’s Sohelwa Wildlife Sanctuary and facilitates the movement of wildlife between the two countries, is also home to abundant tigers. They have also started appearing in the hill forests north of Chitwan National Park. In the last census in 2018, Nepal counted 235 tigers in five national parks, becoming the first country to double the population of its big cats, from 121 in 2009. Chitwan National Park had the highest number of tigers at 93, followed by Bardia that registered 87 individuals and Banke 21. There were 18 more in Parsa and 16 in Shuklaphanta.  <img width="1000" height="566" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151120/636d08d59c7e80680e0a603ejpeg.jpg" alt="">However, the census did not cover areas outside national parks, and the real total number of tigers could therefore be more. Nepal is an international model for tiger conservation but its successes in increasing the big cat population mean protected areas are getting crowded, in turn leading to a sharp decline in prey density. Tigers are now venturing outside of forests in search of food. Researchers have also cited other reasons for tigers venturing up the Himalaya: climate change and the success of Nepal’s community forestry efforts in the mountains.“Tigers do not leave their territory unless it must, so they are out looking for new habitats,” explains Haribhadra Acharya of the Department of National Parks and Wildlife Conservation (DNPWC). “While their sightings are proof of our conservation success, it also adds to the challenge. Contact with people outside parks has increased, which is worrying.”The good news is that recent studies have shown the possibility of linking the protected areas in eastern and western Tarai. An article published in the Journal of Animal Diversity recommends expanding conservation efforts outside national parts, and spreading it throughout the country.  In December 2020, Nepal recorded its highest ever tiger sighting at 3,165m in Ilam district. Last April, a Royal Bengal tiger was caught on a camera trap roaming the forested mountains of Dadeldhura at 2,500m. Given that this forest is connected to Shuklaphanta National Park in the Tarai, the tiger may have climbed to the higher elevation from the plains. <figure><img width="796" height="444" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151120/636d08d99c7e80680e0a603fjpeg.jpg" alt=""><figcaption>Records of tigers in Chure during this study in relation to tiger distribution in Nepal based on National Study in 2018.</figcaption></figure><figure><img width="796" height="469" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151120/636d08db9c7e80680e0a6040jpeg.jpg" alt=""><figcaption>Close-up of the locations where tigers were camera-trapped in Kapilvastu and Rupandehi.</figcaption></figure>But the tiger found in Ilam is unlikely to have come from the Parsa-Rautahat forest in the eastern Tarai because it is too far, and the stretch in between has dense human habitation.  However, the forest in Ilam is connected with India’s Singhalila National Park, the Neura Valley National Park in Sikkim and protected areas of Bhutan – all of which have forest corridors and have also recently sighted tigers. This has led experts to speculate that the tiger in Ilam may have ventured in from Sikkim, or even Bhutan. Baburam Lamichhane of NTNC however says that the increased sightings should not be understood as habitat expansion: "We are seeing tigers in new places but it doesn’t mean they are permanently moving there. It does mean we have to protect their habitats.”  The sightings of tigers outside parks and in the mountains has also raised the need for cross-border cooperation in tiger and nature conservation.  Says Acharya of DNPWC: “These sightings do indicate tigers have chosen to be in the highlands because they like it there. Tigers move up the Himalaya

It was difficult to say how it died, but four missing canines gave a clue.</li><li>Last September, a tiger was found dead inside Bardia National Park, and it looked like it had been hurt in a territorial fight with another tiger.</li><li>Three years ago in Bardia, a tiger had been electrocuted in a fence set up by villagers to prevent predators from killing livestock.  </li><li>Two tigers have been killed in the past two years after being hit by speeding trucks on a highway that cuts through Bardia. </li><li>A tiger drowned in 2018 in an irrigation canal that also goes through the park, bringing the total number of tigers lost in Bardia to six. </li></ul>Nepal’s <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/" target="_blank" rel="noopener noreferrer">tiger conservation efforts</a> in the past decades appear to have been too successful. Overcrowding within national parks is driving tigers out of sanctuaries in search of territory, leading to increasing contact with humans. With fewer ranger patrols during the Covid-19 lockdown, there has also been a worrying increase in poaching of wild animals inside parks, including tigers. Former guerrillas from Nepal’s Maoist conflict who have not surrendered their arms are also found to be involved. In March, a wounded tiger was found dead near the Indian border in Suklaphanta National Park with a wire trap embedded deep into its neck.  Since 2015, the Wildlife Crime Division of Nepal Police’s Central Investigation Bureau (CIB) has apprehended <a href="https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/" target="_blank" rel="noopener noreferrer">smugglers</a> and seized 37 tiger pelts and other body parts (31 new and six old). Although most of them are believed to be from Indian tigers being trafficked via Nepal to China, some of them could be tigers from Nepal. Earlier this year, two poachers, Chakra Bahadur Bista, 34 and Ganesh Tiwari, 24 of Surkhet district were arrested within the Bardia park premises when they shot at Nepal Army soldiers on patrol.They had set up a tent 6km northwest of the park where officials found three loaded guns, 17 rounds of ammunition, slingshots, nets and sickles. The two are awaiting trial. “Tigers are known to prey on livestock here. Villages must have poised the carcass anticipating the tiger to return to feed on its kill and fearing an attack on humans in the process,” says Ramesh Budathoki of the Division Forest Office in Banke. Unlike Chitwan National Park, where there are relatively fewer cases of tiger-human contact, Banke and Bardia districts in Nepal’s western plains have reported an increasing number of tiger attacks, and a spike in retaliation killings of the cats. "Poaching is still rare, but tigers are being killed in electrified fences and traps by villagers trying to prevent tiger attacks,” says Asim Thapa of Bardia National Park. “Nonetheless this is a setback in our conservation efforts.”Nepal is the first tiger range country to attain the international target of doubling the number of its tigers by 2022. A census three years ago counted 235 tigers in parks across the country, up from 121 in 2009. But Nepal may now be a victim of its own success -- overcrowding in protected areas and a decrease in prey density means the tigers are venturing out of the forests for food and coming into contact with humans.  Wildlife poachers have also <a href="https://www.nepalitimes.com/latest/wildlife-poachers-active-during-lockdown/">used pandemic-induced lockdowns</a> to actively smuggle endangered animals. Collectively, they are undermining Nepal's success in <a href="https://www.nepalitimes.com/banner/unsung-heroes-of-nepals-tiger-recovery/">tiger conservation</a>. “Whether it’s a case of wildlife smuggling or locals poisoning the tiger, it adds challenges all the same in our efforts to protect the endangered species,” says the head of National Nature Conservation Fund Bardia Rabin Kadaria. In July 2020, the Regional Investigation Bureau of Lumbini Province posed as buyers to arrest three poachers who were in possession of tiger pelts and 10kgs of bones.Based on their statements, the Division Forest Office Banke filed a case against them in the district court. It emerged that Prakash Lamichhane with his brother Manoj had shot one of the tigers in the Banke National Park on 2 April 2020. Manoj confessed to skinning the tiger right after the kill, and implicated seven others.The crime came into light only three months later when one of the culprits, Nawaraj Ghartimagar, was jailed in another wildlife crime. The CIB then analysed his cellphone call details and found out that he was in touch with Surjit Ramja Budha. The CIB had earlier arrested Budha in 2020 from a hotel in Tulsipur with Um Bahadur Rana and Ramit Sunar for trading in tiger pelts. Rana and Sunar are former Maoist guerrillas and have confessed to killing a tiger in Banke. "Wherever a tiger is killed, it is a matter of great concern because these are endangered species. Earlier we used to nab poachers smuggling tigers from India, but there has been a worrying rise in tigers killed in Nepal’s parks also," says ecologist Haribhadra Acharya with the Department of National Parks and Wildlife Conservation.Nepal is on the traditional route for wildlife trafficking from India to China but most of the smugglers arrested are lowly traders transporting the contraband across the border. The big fish are usually never caught.Leaders of organised crime often go unpunished or use legal loopholes and judicial corruption to escape. However, the prosecution and <a href="https://www.nepalitimes.com/latest/tiger-poacher-gets-7-years-jail/" target="_blank" rel="noopener noreferrer">sentence of the notorious smuggler Konjuk Lama</a> earlier last month by a Nepali court has set a precedent.The CIB suspects the involvement of Indian smugglers behind the recent deaths of tigers in western Nepal. An illegal trader named Fariyad ‘Lambu’ of Sampurnanagar in India’s Bihar state is known to be active in national parks along the Nepal border. Fariyad has time and again escaped the CIB and has been named in several seizures in Nepal. He is also accused in four cases on trial in Kailali and Kanchanpur district courts.  “Two tigers were shot dead. But smugglers also use poison and traps so we shouldn’t stop the investigation assuming that the locals killed them in retaliation,” says a CIB official.Recent tiger sightings at 2,500m and 3,165m in Dadeldhura and Ilam mean that tiger protection should not be restricted to national parks. The sightings at such high altitudes could be an effect of climate change, and tigers seeking territory outside crowded parks. Says Dil Bahadur Purja, warden of Shuklaphanta National Park: "We are regularly coordinating with national parks in India on joint patrols against transboundary poachers.” <figure><img width="1340" height="894" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d077d9c7e80680e0a5fc3jpeg.jpg" alt=""><figcaption>Photo: KUNDA DIXIT</figcaption></figure>Crime and punishment A High Court in Hetauda recently ordered the release of three people charged with hunting and selling rhinoceros horns from animals killed in Chitwan National Park. Justices Raj Kumar Wan and Hari Pratap KC ordered the release of Kailash Ale Magar, Som Bahadur Gurung and Mekh Bahadur Nepali on bail of Rs500,000, stating that the accused denied any involvement even though all three confessed to their crimes during CIB investigation.  Chitwan National park had marked zero rhino poaching for nearly four years, until last August when a rhino was found killed. Since then there have been four additional kills, <a href="https://www.nepalitimes.com/banner/climate-change-new-threat-to-nepals-rhinos/" target="_blank" rel="noopener noreferrer">all of them during the Covid-19 lockdown last year</a>. An adult rhino was found shot dead in Bandarjhula area on 2 September, but with its horns and hooves intact. This was the first poaching incident of a rhino since 2017.  On 4 November, two more rhinos were found dead, an adult female and a three-year-old baby in the Narayani River. This was followed by another kill on 6 November when a hornless skeleton of the animal was recovered from Chitwan National Park.  The news of these poaching incidents shocked Nepal's conservationists, who had been proud of the <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener noreferrer">zero-poaching record</a>  Even more discouraging has been that the smugglers use political clout or judicial corruption to get themselves released.   A case in point is the arrest of 14 people in February from across the country involved in the poaching incidents during the lockdown.   Jit Bahadur Kumal alias Rana, his wife Indra Kumal, Hari Magar, Hari Tharu, his wife Vishnu Mayalu, Shiv Narayan Mahato, Birman Singh Praja and Shuk Bahadur Gurung alias Ashok Kale were arrested for selling rhino horns to two traders in Humla for transport across the border to China. Six members of another group from Mugu active in smuggling rhino horns to Tibet were also detained: Mekh Bahadur Nepali, Som Bahadur Gurung, Durga Harijan Sarki, Kailash Ale, Yongdan Tamang and Nanche Tamang. The Chitwan National Park then filed cases against them in the District Court where judge Gayatri Prasad Regmi remanded them in custody for trial on charges of poaching, assisting with hunting and transport of the horns.  But Regmi also ordered their release on bail. Karma Tamang, considered to be the main trader, however, is on the run. The district court remanded Nange Tamang, Yonden Tamang and Ram Kumar Shrestha alias Kavi to Rs500,000 bail on 9 March. Similarly, on 23 April, Gyan Bahadur Rumba alias Jwala and Sudip Giri were released on bail. Yonden is also the main accused in a sandalwood case pending in the Patan High Court. The police had seized 73 kg of red sandalwood from his residence in Kathmandu on 28 August 2019.  The Hetauda bench of the Patan High Court also ordered the release of three more middlemen implicated in the poaching. Of them, one had earlier served two years for gold smuggling from China. Jit Bahadur Kumal, considered the main hunter, had been sentenced twice before for 15 years, also for killing rhinos. Another poacher, Birman Singh Praja, was in jail for four years. His parents are also serving their 15-year sentence for killing rhinos. The court released them all on bail.

Nepal’s tiger conservation ‘too successful’?

But the pandemic has meant empty homestays along the Khata Wildlife Corridor that connects wilderness areas in India and Nepal.Local villages may have lost their income from eco-tourism, but the absence of people during the lockdown means that wild animals have reclaimed their space. Even with the restrictions on travel and scorching pre-monsoon heat of the plains of western Nepal, I cannot bring myself to stay indoors.I am involved with the Khata Wildlife Corridor Homestay Management Committee, which means I used to organise jungle safaris and wildlife excursions, showing visitors what Bardia has to offer. But it is not merely a job for me — I have been roaming these forests near my home since childhood and been passionately involved in nature conservation.On 10 June, I was on my way into the forest when I saw a herd of about 40 elephants, ranging from calves to adults, moving just half a kilometre from the village. To say it was a sight to behold is an understatement — it is extremely rare to see such a large herd of <a href="https://www.nepalitimes.com/here-now/how-humans-can-live-with-wild-elephants/" target="_blank" rel="noopener noreferrer">elephants</a> this close to human settlements. Just as rare as it has been to see the closely-watched herds moving across Yunnan Province in China.<iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Fsalikram.chaudhary.71%2Fvideos%2F492020552133087%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameborder="0" allowfullscreen="true" allow="autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share"></iframe>Elephants in Bardia usually migrate through the Shiva Community Forest in Madhuban Municipality to the Katerniaghat Wildlife Sanctuary in India’s Uttar Pradesh during September and October, and return to Nepal as the monsoon approaches. It is a rhythm dictated by tens of thousands of years of migration of the ancestors of these great herds.And although this group was the largest I have ever seen, it is quite common to see smaller elephant herds within the Shiva Community Forest. This year, possibly because of the lack of human movement, the herd didn’t bother to stay within the jungle corridor in their annual migration back into Nepal, but marched right through the villages.  <img width="640" height="517" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121140/636b926f9c7e80680e06f14ajpeg.jpg" alt="">I followed the elephants along the village roads for quite some time, taking many photographs and videos along the way. I was so excited, there was no time to be afraid. These matriarchal herds can be nasty if they feel their calves are threatened. The herd sliced right though roads and grasslands, stopping to graze before lumbering peacefully past farms. Had there been a lack of fodder, they might have broken into the fields of maize.  <img width="810" height="540" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121140/636b92729c7e80680e06f14bjpeg.jpg" alt="">I posted the photos and videos I had taken on Facebook, tagging my friends so that I could share my experience and these animals with the world. The elephants, however, were not the only bonus <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/" target="_blank" rel="noopener noreferrer">wildlife sighting</a> I have had in the past two weeks. On 28 May, I came across a tiger 400m away in the outskirts of the village. This was so unusual that I threw caution to the winds and tracked the tiger from a distance, following it, taking photographs. The tiger knew I was there, but left me alone — both of us were at peace with the world. I followed the tiger to a watering hole in the buffer zone of Bardia National Park, half a kilometre away from the Dalla Homestay village that we had built with help from the World Wildlife Fund (WWF) Nepal a decade ago. It drank deeply, raised its head, looked around, and then drank some more.  Despite being a wildlife tracker and guide, I had never seen a tiger that close before. In fact, it is quite rare to see these elusive cats. I was trembling with sheer excitement and delight at being given this opportunity. <iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Fsalikram.chaudhary.71%2Fvideos%2F471588867509589%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameborder="0" allowfullscreen="true" allow="autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share"></iframe>During the hot summers, the water resources within the Bardia National Park that fill the  natural watering holes for wildlife begin to dry up, forcing many wild animals to rivers and ponds near towns and villages. And as the numbers of wild animals rise because of Nepal’s conservation successes, there has also been an increase in animal-human contact. The elephants and the tiger that I had encountered during these two weeks had not veered off their usual routes or lost their way. Rasuwa District Court Judge Rajendra Nepal handed the order this week after his bench of justice convicted Lama on 25 April.
<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/" target="_blank" rel="noopener noreferrer">Kunjok Lama</a>, real name Kunjok Tsering Tamang, was lodged in Rasuwa District Jail following a district court order. He was accused of smuggling endangered wildlife parts, including tiger and leopard pelt and bone from India, through Nepal to China.
After the Criminal Code came into force in 2018, in cases that would serve more than three years, the court has to decide whether a person convicted of a criminal offense is guilty or not. If found guilty, a separate hearing is held within a month to determine the sentence period.
Lama’s name appeared in all major seizures of wildlife parts in Nepal and India and he had been in the crosshairs of law enforcers in both the countries as well as Interpol, which had issued a red corner notice until the Central Investigation Bureau (CIB) of Nepal Police arrested him from Kathmandu last June.

Since his arrest, Lama’s lawyers have been trying to get all three levels of Nepal’s court system to rule in his favour. First, they accused the CIB of trying to frame him and claimed that the ‘Kunjok Lama’ named in the 2005 seizure was not him as he was illiterate and could not have written any of the incriminating documents.
He reiterated the same claim in both the Rasuwa District Court's remand trial and the final settlement of the case.
Lama then filed a petition in the Patan High Court seeking a stay on the date after the Rasuwa District Court remanded him in custody for trial. The high court also refused to release him.
Lama’s lawyer then took a habeas corpus petition to the Supreme Court, claiming that he had been detained illegally. However, Supreme Court Justices Ananda Mohan Bhattarai and Kumar Regmi also refused to release him.
His detention was ruled not illegal by the Supreme Court, which also left the verdict in the hand of the Rasuwa Court which was assessing the evidence as to whether he was the same person as the one accused.

But the Himalayan nation is on the traditional route for wildlife smuggling from India to China, and traffickers use it to smuggle tiger parts, among other wildlife contraband items.
Oftentimes, convicted ringleaders of these smuggling networks <a href="https://www.nepalitimes.com/banner/lax-laws-make-nepal-haven-for-tiger-poachers/" target="_blank" rel="noopener noreferrer">buy their way out of freedom</a>, get light sentences or jump nominal bail using political connection and rampant corruption in the legal system.
Lama’s sentence, however, sets a precedent for future wildlife crime cases.
For their years of investigation leading to the arrest of Lama, Sudarshan Panthee and Birendra Singh Johari of the CIB were given the United Nations Environment Program Asia Enforcement Award earlier this year.

The past year will go down in history as one great global disaster with the coronavirus pandemic leading the pack of calamities from fires to floods that have left their stamp on a world sadly lacking in informed and enlightened leadership. It was therefore great pleasure to escape from Kathmandu in search of clean air and adventure in the wilderness of West Nepal.Road works leaving the capital and between Narayanghat and Butwal meant that a journey that I normally reckon to take seven hours, instead took nine and could have been worse if we had not had a fairly clear run, over the Chure Pahar at Daunne. To be fair to the Department of Roads, the work in progress will improve matters greatly in the long term and the absence of foreign tourists has provided an opportunity to do so with less disruption than might otherwise be the case. Hotels, meanwhile, are taking the opportunity to work on upgrades that will, hopefully make for a better future. We spent the night at an old favourite, Club de Novo, which is currently undergoing renovation.Life looked up as we continued to head West along the Mahendra Highway, making for <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/" target="_blank" rel="noopener noreferrer">Bardia National Park</a>. We made good time and, on a whim, stopped at the headquarters of Banke National Park in search of information on this, the newest of Nepal’s National Parks.Covering an area of 550 square kilometers, Banke adjoins Bardia National Park to the West and the two are connected through a system of wildlife corridors comprising community and national forests to Suhelwa and Katarniaghat Wildlife Sanctuaries in neighbouring India. In its entirety, it forms one vast protected area for which both governments deserve credit. The Chief Warden, Shyam Kumar Saha, and his staff were most helpful and offered to provide a Game Scout as guide, should we wish to visit the Park on our return.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7769c7e80680e092ddfjpeg.jpg" alt="" width="1500" height="924"/><figcaption>Golden Mahseer, Babai Bridge, Bardia National Park</figcaption></figure>We continued to Bardia, with a brief stop at the Babai Bridge to <a href="https://www.nepalitimes.com/banner/nepalis-go-salmon-fishing-in-kamchatka/" target="_blank" rel="noopener noreferrer">look at the fish</a> and crocodiles in the pool below the barrage. We stayed at Bardia Jungle Cottage, just outside the Park gates at Thakurdwara and enjoyed a pleasant day exploring the Park’s buffer zones and taking note of the changes in progress since my last visit eighteen months ago.From Bardia we progressed westwards, visiting the garden built as a memorial to the late King Mahendra at Tikapur, also popularly known as Tikapur Park. The park has a historical connection to King Mahendra, who was taken ill there whilst on a hunting trip, and is now sanctified in the form of a beautiful, well- maintained lush garden.There is also a viewing platform adjoining the Park, where, in the past, I have observed Gangetic dolphins frolicking in the Mohana River. On this visit, the river was full and the current too strong for the dolphins to show themselves, but with luck, the waters may subside and return to their past tranquil state and we may once again be able to enjoy the company of these beautiful creatures.Our next stop was at Ghodaghodi Tal, a Ramsar listed wetland comprising a series of interconnected lakes that provide habitat for many species of both resident and migrant waterfowl. The small temple on the site has now expanded into a religious school and the increased human activity seems to have driven many of the birds away from the new view tower constructed for the purpose of watching them.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7799c7e80680e092de0jpeg.jpg" alt="" width="1500" height="3086"><figcaption>Tikapur Park, Kailali</figcaption></figure>There is also a gate nowadays in front of the lake and a ticket counter where one has to buy a ticket in order to see the site. Legend has it that a hermit cursed the Hindu god, Shiva and goddess Parvati and turned them into horses, leaving them to encircle the lake, and so a temple dedicated to them appears by the lake.Another story relates how, a great flood once inundated several villages in the area. The raja sent out his trusted advisor mounted on his best Ghoda stallion to investigate. They never returned. The raja then sent another of his men mounted on his best Ghodi mare to find out what had happened. They too, never returned. And that is how the lake came to receive its name. It is said that, on still nights, one can still hear the sounds of the ghosts of the villagers who were drowned in the flood. I have never stayed to test this story out!<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd77c9c7e80680e092de1jpeg.jpg" alt="" width="864" height="399"><figcaption>Godaghodi Tal</figcaption></figure>Three kilometers East of Mahendranagar, we stopped to check in to Suda Farm Sanctum, a very pleasant little hotel with a garden and fish pond that attracted several species of waterbirds. In the evening we drove to the gate of Suklaphanta National Park to buy tickets for the next morning. The staff on duty seemed a little reluctant to sell us the tickets, saying that we would not be able to get a refund if our plans changed – which they very nearly did.The next morning, after an early breakfast we drove out onto the Highway only to be stopped immediately by the police who informed us that the road was closed due to a bundh! After explaining our plans they very kindly provided us with an escort to the Park gates, where we were met by our guide for the day, Mahananda Joshi. Once inside the Park, we were in a different world. Away from burning tyres and shouting mobs, we were able to enjoy the peace and quiet of the jungle, the only sounds being bird calls and the occasional alarm of a the Chital deer.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd77e9c7e80680e092de2jpeg.jpg" alt="" width="1500" height="932"><figcaption>Hikmat Bhist’s former Silent Safari campsite, Suklaphanta National Park</figcaption></figure>A visit to Hikmat Bhist’s former camp site reminded me of the many pleasant evenings spent in that place listening to Hikmat’s tales of the past around a blazing fire, cupping our glasses while food would be prepared by chef Mangal, who we sadly lost Mangal to a tiger attack. I remembered, too, Peter Byrne, who had been given permission by Prince Basundhara to hunt in the forests of West Nepal with his high paying clients and who did much to contribute to the development of the Park. Many of the friends with whom I enjoyed Hikmat’s hospitality have now passed on, as has Hikmat himself, but they will always be remembered in that very special place.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7829c7e80680e092de3jpeg.jpg" alt="" width="1498" height="928"><figcaption>Barasingha, Suklaphanta National Park</figcaption></figure>We pressed on to the grass plains that give the Park its name and enjoyed the sight of herds of not only Barasingha (Swamp deer), for which <a href="https://www.nepalitimes.com/banner/nepal-villages-learn-to-cope-with-climate-crisis/" target="_blank" rel="noopener noreferrer">Suklaphanta</a> is famous, but also Laguna (Hog deer), Chital (Spotted deer), Ratuwa (Barking deer) and the occasional Bandel Wild boar. We drove to boundary pillar 26, that marks Nepal’s border with India.I recall that Hikmat had once asked me to come to photograph squatters who were encroaching on the Park from the Indian side. He wanted evidence to produce to the concerned authorities. Whether or not my photographs had any effect I have no idea, but the squatters are now gone and the Indian side is also protected as the Philibit Tiger Reserve.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7859c7e80680e092de4jpeg.jpg" alt="" width="1500" height="937"><figcaption>Boundary Pillar, Nepal – India border, Suklaphanta National Park</figcaption></figure>On our return to Suda Farm through the bazaar, we could see signs of the protests that had taken place during the day. The highway was still blocked in one place, but a short detour took us around this and back to the sanctuary of the hotel.The following day, we started our return journey by driving to Nepalgunj, where we spent a very comfortable three nights’ stay at the new Soaltee Westend Premier Hotel. The next day, we decided to go exploring East of Nepalgunj, where the Rapti River disgorges itself into India, in search of ruins from the 4th Century BC. We did not find any ruins, but did stumble across Kanchanpur Forest, a beautiful patch of greenery amidst picturesque villages. We returned early to the hotel to enjoy a sauna and a plunge in the very cold swimming pool.The next morning we left after an early breakfast and drove to the Kohalpur office of Banke National Park. There we purchased our tickets, samosas and pakoras before continuing to Obari, the Park Headquarters, where we picked up Game Scout, Gopal Chand, who was to be our guide for the day. He proved to be an excellent guide and was very knowledgeable about the Park and related conservation issues. Infrastructure is still a work in progress, but there were sufficient roads to cover a lot of ground and appreciate the beauty of this lovely wildlife sanctuary.We did not see many mammals, but mainly monkeys (Rhesus macaque and Grey Langur) and deer and quite a variety of birds and came across fresh leopard tracks on a river bank. What animals we did see had not yet become accustomed to seeing vehicles and fled at our approach, but this will change over time and the park looks set to become one of the finest wildlife tourism destinations in Nepal. There are a number of waterholes under construction and several machan towers have been built throughout the area. We thoroughly enjoyed our day out.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7889c7e80680e092de5jpeg.jpg" alt="" width="1500" height="729"><figcaption>Banke National Park</figcaption></figure>Next morning we enjoyed a slightly later breakfast before checking out of the hotel and heading for Butwal. We stayed at D’Arcy’s Hotel, next to the bus park, but were given a quiet room at the back where we were able to spend an undisturbed night after a pizza dinner at the appropriately named, Lavish Lounge.In order to avoid the highway construction works, we decided to drive South to Bhairahawa and take the Postal Road via Parasi to Bardaghat, just short of Daunne. This also allowed us to visit Ramagrama, the site of the only undisturbed <a href="https://www.nepalitimes.com/banner/buddhist-relics-in-western-nepal/" target="_blank" rel="noopener noreferrer">Buddha relic</a> stupa. The other seven stupas where the ashes of Gautam Buddha were interred after his Mahaparinirvana and cremation, all in India, were opened by the Emperor Ashoka in the 3rd Century BC to coincide with the spread of Buddhism to countries such as Sri Lanka and Thailand.According to folklore, when Ashoka went to open the stupa at Ramagrama, he was prevented from doing so by a Nag cobra that was protecting the site. It is only relatively recently that the site has started to be investigated by the Department of Archaeology and it receives few visitors. A raised wooden walkway has been placed around the stupa in an attempt to prevent people from walking on the remains.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd78b9c7e80680e092de6jpeg.jpg" alt="" width="1500" height="729"><figcaption>Ramagrama Relic Stupa, Nawalparasi</figcaption></figure>We were fortunate to have a relatively clear run over the hills at Daunne and arrived in Narayanghat just after midday and continued on to Jagatpur Lodge, where we had reserved accommodation. This was my third visit to Jagatpur and only reconfirmed my opinion that it is the finest wildlife lodge in Nepal. Our accommodation was in a spacious safari tent, complete with air conditioning and bathroom with hot and cold running water and a deck overlooking the watercourse in front of the lodge. This pool is a remnant of the former course of the Rapti River, which now runs further to the South, but gives onto community forest that is the habitat of many wild animals.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd78e9c7e80680e092de7jpeg.jpg" alt="" width="1500" height="946"><figcaption>The view in front of Jagatpur Lodge</figcaption></figure>Hog Deer (Laguna) were an almost constant presence at the water, together with resident mugger crocodile, as well as many species of waterbirds. We also saw Chital, Ratuwa and on our last evening, a female rhino with a calf, come down to drink water. A member of the lodge staff once also saw a tiger right in front of the lodge. I have been most impressed, on recent visits to Jagatpur, with the network of community forests that form a buffer zone bordering the core National Park. Owned and managed by the local communities, from which they derive revenue, one’s chances of spotting many species are as good nowadays in the community forests as in the park itself.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7929c7e80680e092de8jpeg.jpg" alt="" width="640" height="821"><figcaption>Dhurbe, the wild bull elephant</figcaption></figure>Our stay at Jagatpur was not planned in advance, but a last minute reaction to an announcement of political rallies across the country. Instead, we were able to enjoy a full morning in Chitwan National Park with guide Saran Darai and driver Resham, both of whom were excellent. Here, we were able to add Sambar to the list of deer species we encountered on our journey and were entertained by many dancing peacocks as a backdrop, while a rhino crossed the road. I also had my first wild elephant encounter in Chitwan in the form of Dhurbe, a wild bull, so named because he had killed a Nepal Army soldier of that name at a nearby outpost. Since then, I had always wanted to grow up to be a cop and arrest the real bad guys,” recalls Johari, now 40, and Sub-Inspector at the Central Investigation Bureau (CIB) Wildlife Pillar 4 of the Nepal Police.Now, Johari and his colleague Inspector Sudarshan Panthee are proud recipients of the the UN’s <a href="https://www.unep.org/regions/asia-and-pacific/2020-asia-environmental-enforcement-awards" target="_blank" rel="noopener noreferrer">Asia Environmental Enforcement Awards</a> for arresting the notorious ringleader of a smuggling network accused of transporting pelts and bones of tigers from India via Nepal to China.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/" target="_blank" rel="noopener noreferrer">Kunjok Lama</a> (real name Kunjok Tsering Tamang) had been in the crosshairs of police in India and Nepal as well as Interpol for two decades. His name appeared in every major seizure of wildlife parts in the region before his arrest by the CIB in June last year. <img width="606" height="580" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636ccd239c7e80680e08bc5cjpeg.jpg" alt="">In 2005, in one of the biggest hauls of wildlife contraband in South Asia, a Nepal Army patrol in the Langtang National Park in Rasuwa caught four people with 5 tiger pelts, 36 leopard skins and 113kg of tiger bones on their way to <a href="https://www.nepalitimes.com/latest/better-nepal-china-connectivity-helps-wildlife-smugglers/" target="_blank" rel="noopener noreferrer">the Chinese border</a>. Every one of them mentioned Kunjok during the investigation, but it was not until his real identity was verified that the case came to its climax.“We led this investigation for years, we analysed his property, companies, citizenship and passports, and we found a clue: the personal number he was using at the time was in one of the documents,” explains Panthee. “We then found that Kunjok Lama and Kunjok Tsering Tamang was the same person.” <figure><img width="1500" height="717" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636ccd259c7e80680e08bc5djpeg.jpg" alt=""><figcaption> </figcaption></figure>Tamang is now in custody at the Rasuwa Prison, after his failed attempt to challenge the Rasuwa District Court’s order at the Patan High Court and a writ of habeas corpus petition in the Supreme Court.Nepal Police has been often criticised for catching only the small fry in organised crime operations, but with the prosecution of Tamang, the officers say they are closing in on other ring leaders involved in the case in Tibet and New York, aided by new technology to analyse digital footprints and paper trails.However, a reliable central data system and proper coordination between the police and the forestry and national park officials will further assist in wildlife crime investigation, they say.But even then, smugglers caught by investigators use <a href="https://www.nepalitimes.com/banner/lax-laws-make-nepal-haven-for-tiger-poachers/" target="_blank" rel="noopener noreferrer">legal loopholes, political connections and judicial corruption</a> to get light sentences, jump nominal bail or altogether escape.“It happens more often than we can count, we dedicate all our time and effort in these investigations but they find one loophole or the other to escape, it is frustrating,” admits Johari. “But we don’t let that dishearten us, we learn from each case, we build more evidence and a stronger case for the next time.”Wildlife crime investigators also face personal security threats. Recently, some men who are believed to be involved in wildlife contraband trade visited the school where Johari’s young daughter is enrolled. They claimed that the parents were out of town for work and were sent to pick up the girl. Luckily, Johari’s daughter was back from school half an hour earlier that day.With the global coronavirus crisis, there has been a sharp rise in wildlife poaching. In April, <a href="https://www.nepalitimes.com/latest/7-musk-deer-killed-by-poachers-during-lockdown/" target="_blank" rel="noopener noreferrer">six musk deer were found dead</a> in traps laid by poachers during Covid-19 lockdown in Sagarmatha National Park. <img width="1002" height="1500" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636ccd289c7e80680e08bc5ejpeg.jpg" alt="">For the first time in over half a decade, Nepal wasn’t able to celebrate zero rhino poaching this year when four adult rhinos were found dead in Chitwan National Park—shot dead for their horns. Recently, the CIB has seized two tiger pelts in Dang. So far, 14 people involved in the crimes have been arrested, 12 individuals are on the run. <figure><img width="640" height="856" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636ccd2a9c7e80680e08bc5fjpeg.jpg" alt=""><figcaption> </figcaption></figure>Police investigations reveal that the big fish are using social media networks to recruit locals who have lost their jobs during the pandemic for killing rhinos, tigers and other wildlife in return for quick cash.Despite Nepal’s successes in wildlife protection, law enforcement agencies cannot afford to be complacent. And conservationists say recognitions like the <a href="https://www.unep.org/regions/asia-and-pacific/2020-asia-environmental-enforcement-awards?fbclid=IwAR3-6e7vOWwJw5ZPKJgd4eqhlHO7ceBIwNrDkzEPhOe0AVz0No3aWcNU1WE" target="_blank" rel="noopener noreferrer">Asia Environmental Enforcement Award</a> provide a morale boost for these hard-working officers.“This award is an international acknowledgment of the Central Investigation Bureau’s role in controlling wildlife crime in Nepal,” says Sahakul Bahadur Thapa, chief of the CIB of the Nepal Police.Johari, who was also the recipient of the Abraham Conservation Award in 2015: “This award is a reminder that hard work pays off,  and for me personally it is a fulfilment of my childhood dream in Darchula. Our job is to catch the culprits, but it is much better if wildlife is so well protected by local people themselves that they are not killed and smuggled in the first place.”
