For most Nepalis, the arrival of the emir of Qatar to Kathmandu in four jets on Tuesday was marked by just one matter of importance: the government declared it a holiday. The decision was greeted by howls of ridicule in the Nepali cybersphere with posts poking fun at a former monarchy pulling all stops to give a lavish welcome to a foreign monarch. To be sure, Qatar is economically important because there are an estimated 400,000 Nepalis working in the Gulf emirate and an important source of remittance to families back home.&nbsp; However, working conditions for Nepalis in the Gulf in general and <a href="https://nepalitimes.com/here-now/rights-referees-blow-whistle-on-world-cup-fouls">Qatar in particular</a> are said to be poor with few safeguards on labour rights. Migrant worker welfare was said to be high on the agenda in meetings between Sheikh Tamim bin Hamad Al Thani and Nepal’s Prime Minister Pushpa Kamal Dahal. Dahal is also said to have brought up the issue of <a href="https://nepalitimes.com/news/hamas-releases-thais-but-where-is-bipin">Nepali student Bipin Joshi</a> believed to have been among those abducted by Hamas in its 7 October attack on southern Israel in which 10 other Nepalis were killed. It is not clear how effective this will be since Qatar’s mediation in the Israel-Hamas conflict has been deadlocked as Israel disregards international pressure to stop killing Palestinian civilians. Sheikh Hamad al-Thani arrived in Kathmandu from a visit to <a href="https://www.dhakatribune.com/bangladesh/foreign-affairs/342874/ministry-qatar-emir%E2%80%99s-visit-to-strengthen" target="_blank">Bangladesh</a>, another country with a sizeable migrant worker population in Qatar.&nbsp; In a statement prior to the Qatar emir’s visit to the two countries, the New York-based group Human Rights Watch (HRW) urged Qatar to take labour rights and welfare more seriously. ‘It is important for Qatar, Bangladesh, and Nepal to go beyond exchanging diplomatic pleasantries over their longstanding labour ties and seize this moment to publicly commit to concrete, enforceable protections that address the serious abuses that migrant workers in Qatar continue to face,’ said <a href="https://www.hrw.org/about/people/michael-page" target="_blank">Michael Page</a> of HRW.&nbsp; He added: ‘The Qatari emir should not just meet heads of state, but also visit dialysis centres filled with migrant worker returnees from Qatar and speak with the families of workers who died in Qatar to see the grave consequences of inadequate Qatari labour protections.’  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024042322044_22180746f870255db298aec402e8ec0da6bdbaeacf50649a98ffb0c4b7472aef.jpg" data-media-id="editor_4" data-image-id="2024042322044_22180746f870255db298aec402e8ec0da6bdbaeacf50649a98ffb0c4b7472aef" data-rendition-name="original" width="1800" height="1200" loading="lazy" alt="Qatari leader in Nepal reminded of workers’ rights NT"> <figcaption>Emir of Qatar Sheikh Tamim bin Hamad Al-Thani arrived in Kathmandu on Tuesday on a two-day state visit. Photo RSS</figcaption> </figure>  Migrant workers from Bangladesh, Nepal and other labour-exporting countries play a vital role in Qatar’s economy and were instrumental in the construction of the 2022 World Cup.&nbsp; ‘The Qatar-to-Nepal and Bangladesh routes that the Qatari leader is taking are well-trodden, with thousands of workers making this journey daily,’ the HRW statement said. Although Nepali workers send back remittances from Qatar, many end up deeper in debt to pay back unscrupulous recruiters and employers who cheat them of promised salaries. Heat stress from global warming has also made working conditions impossible, and many Nepali workers <a href="https://nepalitimes.com/editorial/too-hot-to-work">return with kidney failures</a>. HRW says some workers also have been deported for <a href="https://www.hrw.org/news/2022/10/12/qatar/fifa-address-demands-migrant-worker-strikes" target="_blank">demanding</a> wages and benefits promised by contractors, and there have been thousands of <a href="https://www.hrw.org/news/2019/10/10/qatar-urgently-investigate-migrant-worker-deaths" target="_blank">unexplained deaths</a> of young, healthy migrant workers in Qatar. Nepal ends up paying compensation to the families of many migrant workers who have lost their lives, not Qatar. HRW says it has documented cases of <a href="https://nepalitimes.com/banner/world-cup-ending-without-migrant-relief">Nepali families who received no support </a>from Qatari authorities or employers after losing the worker supporting them.&nbsp; Only some Qatari companies complied with a directive making contractors provide life insurance for migrant workers, even during the construction spree for the 2022 World Cup.&nbsp; The climate crisis is increasing outmigration from Nepal at a time when it is also making Qatar too hot to work in.&nbsp; HRW said the Qatari authorities have <a href="https://www.hrw.org/news/2020/09/24/qatar-significant-labor-and-kafala-reforms" target="_blank">introduced</a> labour reforms, but they came too late and were too little and too narrow in scope. “The labour agreement to be signed during the emir’s visit should incorporate concrete provisions to <a href="https://www.hrw.org/sites/default/files/related_material/Protecting%20Asian%20Migrants%27%20Rights.pdf" target="_blank">address</a> these issues,' the HRW statement read, adding that the best way for the emir to mark his trip would be to guarantee migrant worker welfare. Meanwhile, an <a href="https://thediplomat.com/2022/11/nepalis-feel-the-human-toll-of-qatars-world-cup/">investigative story by Nepali journalists Samik Kharel and Roshan Sedhai</a> on widows of Nepali workers who died during the construction of facilities for the 2022 World Cup was runner-up for best story in the civil rights category of the Fetisov Awards given in Istanbul on Tuesday.

Qatari leader in Nepal reminded of workers’ rights

But knowing about the <a href="https://www.nepalitimes.com/banner/pay-qatars-world-cup-workers-2/" target="_blank" rel="noopener noreferrer">abuse and death of migrant workers</a>, including from Nepal, the artist in him was bursting to come out.Gurung felt that a world infatuated with ‘beautiful game’ does not know enough of what went on behind the scenes in building the stadiums in the desert.“The 90 minutes of a matchbreaks barriers, brings players from various backgrounds, nationalities, race and ethnicity together on the same field, playing for the same goal,” explains Gurung. “But people have no idea of what it took to have those games. We pretend not to notice and go on with our lives.”Gurung expresses this frustration through gigantic wall murals in Kathmandu under the title Chyatiyeko Yatartha ('torn reality') in which the artist uses torn clippings, with song lyrics and three-storey high messages addressing government apathy. It is at once discomforting and revealing."The abuse faced by migrant workers is intolerable, but I am neither a public speaker, nor do I protest in the streets," he says. With it, he wanted to raise the concern through gigantic street graffiti to reach the public, especially Nepal’s youth.His first series, Buda Paka, in February drew attention to preserving the heritage and culture of Nepal. Drawn on the wall of a building in Asan, the artwork showed a man carrying a kharpan on his shoulders as he walks through an old street as brick walls, carved windows, doors and shop fronts curve before him. The idea here was to remind the youth to preserve and promote the hard work of the older generation, so that the culture and heritage may survive into the future.His affinity to layers of meanings, that viewers slowly unravel one at a time, is reflected also in his chosen name, which he picked in 2017. For him, green is more than just the colour of nature. "Green is life and positivity which I relate to," he explains. A fluorescent green hue is present in all his work, which also relate to the local heritage, culture and activism."As for the Brain in my name," he adds, "that's because I am fascinated by people's thoughts, and how we become our thought."<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710128/639058cc9c7e80680e0ce1bejpeg.jpg" alt="" width="3895" height="5842">Gurung's love for art goes all the way back to Grade 2 in school when he would draw patterns on the margins of notebooks, often competing with friends to see who would draw better, faster."I always had an inkling for art," he recalls, and when he completed his SLC, he went to a tattoo artist to see if he could train under them for three months before +2 classes kicked in."But the artist said I was a little too young then," Gurung adds, "saying I should wait until I had completed high school."He realised he was not made for jobs, and entertained the idea of leaving Nepal. His brothers are based in France and he has a few friends in Australia, and he thought he ought to do the same. Go somewhere, just anywhere.But because he did not have the grades, he did not want to limit himself to menial jobs just for survival abroad. So he returned to open a tattoo shop with a friend. At first he practiced on close friends who allowed him to gain some practice on their skin.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710128/639058d09c7e80680e0ce1bfjpeg.jpg" alt="" width="1500" height="1000">When his friend left for Australia two years later, Gurung closed the shop and started teaching himself other different forms of art, including digital."I did not want to rush overseas because it was evident that I would not get the space and freedom to be creative, as I would have to worry about working hard just for survival," he explains. "At least here in Nepal I have my family for support. More importantly, Nepal is quite magical, so I threw myself into art."He participated in various commercial art projects in this time, including the work of French-Tunisian artist eL Seed, who is famous for championing the art of ‘calligraffiti’, a mixture of Arabic calligraphy and graffiti. Titled 'Like Her', the project in Giranchaur in Sindhupalchok was unveiled in 2021 and depicted the words of Yogmaya Neupane (“There is nothing between us, nothing at all. Your eyes have tears, just like my own.”), a pioneer poet and revolutionary who spoke against the Rana regime and committed jal-samadhi by jumping together with 67 disciples into the Arun River in 1941.'Like Her' explored the role of women in rebuilding villages destroyed by the 2015 earthquake. The 170m long installation covered the rooftops and connected each house to another, linking the voices of the women, sharing their wisdom, strength and resilience.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710128/639058d49c7e80680e0ce1c0jpeg.jpg" alt="" width="2048" height="1149">Chyatiyeko Yatartha too is richly detailed, and a call to attention. The centre-piece is the World Cup trophy and Lusail Stadium, where the final match will take place on 18 December. They drip at one corner under the scorching desert heat, like beads of sweat and tears of the tens of thousands of migrant workers who toiled to build them."The Government also hopefully will take this more seriously and ensure their protection such that abuses are minimised in the future," he adds. "If we don’t raise our voices for our fellow citizens, what incentive will there be for the host country governments to act?"While Human Rights Watch (HRW) and other activist groups launched a global campaign #PayUpFIFA in May, calling on FIFA to compensate migrant workers involved in building stadiums and other infrastructure and to avoid the legacy of what they call a ‘World Cup of Shame’, Qatari Labour Minister on 2 November rejected such calls, calling them publicity stunts and accusing Qatar’s critics of racism.Read also: <a href="https://www.nepalitimes.com/banner/qatar-refuses-payoffs-to-world-cup-stadium-workers/" target="_blank" rel="noopener noreferrer">Qatar refuses payoffs to World Cup</a> <a href="https://www.nepalitimes.com/banner/qatar-refuses-payoffs-to-world-cup-stadium-workers/" target="_blank" rel="noopener noreferrer">workers</a><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710128/639058d79c7e80680e0ce1c1jpeg.jpg" alt="" width="6000" height="4000">Chyatiyeko Yathartha is Gurung’s way of protesting abuse and deaths of workers in Qatar and how the families are still not compensated, and he is working with a Scottish colleague on a 8x10m art piece that has taken six months to complete.He says, "This is how we channel our rage. What has happened cannot be undone, but in the future, hopefully, migrant workers can have a better experience abroad."The project was not without hiccups. Gurung had initially wanted to set up the artwork at the busy Sorha Khutte junction near Thamel. But the neighbor of a multi-storeyed building refused the graffiti to be painted. A friend in Lalitpur offered the wall of their house.A <a href="https://youtu.be/6IC22EfiQFw" target="_blank" rel="noopener noreferrer">documentary on the painting</a> process will take the mural to a wider audience and raise awareness of the reality of migrant workers, and was launched on Green Brain’s YouTube channel on 18 November."Imagine if a worker from the West had died in Qatar, the outrage it would spark, the investigations that would take place,” says Gurung. "So many Asians have died over the years in Qatar but no one cares. Art as a call to action

Many migrants have suffered injuries or lost lives to unexplained causes, and many more have been victims of wage theft and illegal recruitment fees.On 20 September, Human Rights Watch, Amnesty International and FairSquare called on all of FIFA’s corporate <a href="https://www.fifa.com/about-fifa/commercial/partners">partners and sponsors</a> of the World Cup to press the football association and the <a href="https://www.hrw.org/middle-east/north-africa/qatar">Qatari</a> government to compensate migrant workers and their families who suffered while preparing for the tournament.Read also: <a href="https://www.nepalitimes.com/banner/payupfifa-campaign-launched/">#PayUpFIFA campaign launched</a>, Nepali TimesThis call, uniting players, fans, workers and activists, comes as a new global opinion poll shows that 66% of those surveyed, and 72% of those likely to watch at least one World Cup match, said that corporate partners and sponsors should publicly call on FIFA to compensate workers.The poll was commissioned by Amnesty International, carried out by YouGov, and surveyed 17,477 adults in 15 countries including Argentina, Germany, Kenya, Mexico, Morocco, UK and the USA.Human Rights Watch, Amnesty International and FairSquare wrote to FIFA's 14 corporate partners and World Cup Sponsors in July, urging them to call on the football body to compensate workers whose wages were stolen, who were injured, and to families of those who died building stadiums and hotels, roads and the metro rail necessary for the world’s largest sporting event.Four partners -- ABInBev/Budweiser, Adidas, Coca-Cola and McDonald’s -- have stated their support for financial compensation and to explore how best to build upon the progress being made in Qatar to further expand access to effective remedies for migrant workers.Read also: <a href="https://www.nepalitimes.com/opinion/the-workers-football/">The workers’ football</a>, Upasana KhadkaThe other ten, including Visa, Hyundai-Kia and Qatar Airways, have offered no public support and have not responded to written requests to discuss tournament-related abuses, despite their policies to respect human rights and environmental, social, and governance standards in their operations and business relationships, says the statement.“Brands buy rights to sponsor the World Cup because they want to be associated with joy, fair competition and spectacular human achievement on the playing field — not rampant wage theft and the deaths of workers who made the World Cup possible,” says <a href="https://www.hrw.org/about/people/minky-worden">Minky Worden</a>, director of global initiatives at Human Rights Watch (HRW).But with only two months until the tournament, she adds sponsors should use their considerable leverage to press FIFA and Qatari authorities to fulfill their human rights responsibilities. FIFA has not yet committed to remedy abuses maintaining that it is still considering the proposal.“It is clear what the public and their customers want the corporate sponsors to do," says Stephen Cockburn, head of economic and social justice at Amnesty International. But many more thousands have also lost their lives during construction of other infrastructure for the World Cup. In fact, at Kathmandu airport the coffins of migrants arrive on flights from Doha, and the same planes take off with more workers.In recent years, Qatar has introduced a series of important <a href="https://www.hrw.org/news/2021/08/02/migrant-workers-and-qatar-world-cup">reforms</a> following a <a href="https://www.ilo.org/gb/GBSessions/previous-sessions/GB326/WCMS_459148/lang--en/index.htm">forced labour complaint</a> at the International Labour Organisation. These include lifting the abusive exit permit requirement for most workers, allowing migrant workers to change jobs before the end of their contracts without first obtaining their employer’s consent, and a new law establishing a non-discriminatory basic minimum wage for all workers.Read also: <a href="https://www.nepalitimes.com/here-now/fifa-a-chance-to-improve-welfare-of-nepali-workers-in-qatar/">FIFA a chance to improve welfare of Nepali workers in Qatar</a>, Upasana KhadkaNonetheless, human rights experts note, serious labour exploitation persist and past abuses have not been adequately remedied. Significant implementation and enforcement gaps remain. For example, workers who have already left Qatar cannot access the <a href="https://www.amnesty.org/en/documents/mde22/0793/2019/en/">labour committees</a> or a fund established to pay them when their employers fail to do so.In awarding the 2022 World Cup without imposing any conditions to avoid foreseeable labour rights abuses and subsequently failing to take timely and effective preventive measures, FIFA is accused of contributing to the widespread abuse of migrant workers on World Cup-related projects that followed.Compensation can have far-reaching benefits to migrant workers and their families. “Pay Qatar's World Cup workers”

The Gulf states are rich because of their oil reserves, but as an employee for many years in this sector with direct experience, I was able to develop a unique understanding of this business.The company I worked for produced 500,000 barrels of crude oil per day. I was stationed on an off-shore rig in the Persian Gulf, and this was a high-risk, high-reward job. Offshore assignment is organised around a unique work-leave schedule in which I was on duty for six weeks, and got paid home leave for six weeks after that.During the 54 days of work on the rig, we did not even have a single day off, and being in the middle of the sea was mentally taxing at times. We did not get to see the land at all, except on very clear days when we could make out the brown hills of the Iranian coast far away. Gazing at land through binoculars was a source of entertainment and comfort during those six sea-bound weeks.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721e6b9c7e80680e0bd547jpeg.jpg" alt="" width="2448" height="3264">Despite the risks, the job was a sweet deal because it gave me the best of both worlds: to work in Qatar with higher pay but without losing touch with my family whom I got to be with every other month.This was a blessing because I knew my Nepali compatriots in Qatar were unable to see their families for years on end, and missed all important milestones in their children’s lives.As safety adviser, my job was to ensure that workers on the offshore rig were safe. The safety protocols in the oil drilling business are very strict, since even a small mistake can cost lives and cause damage worth millions of dollars.Read also: <a href="https://www.nepalitimes.com/here-now/diaspora-diaries-1/">Diaspora Diaries 1</a>, Nepali TimesJust as an example, we were required to wear H2S gas detectors at all times in case there was a leakage, which could be instantly lethal. There were many other precautions that always kept us on our toes. And we had a persistent and gnawing fear about things that could possibly go wrong. It is a kind of fear that I was not used to, and had never felt before.When you are on land, there are many escape routes in case of fire. But in case of an emergency in an off-shore rig, with only the horizon in all directions, our sole option is to jump off the rig into the shark infested sea.Thankfully, there were life boats, rafts and helicopters on standby for rescue if something did go wrong.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721e6f9c7e80680e0bd548jpeg.jpg" alt="" width="4000" height="3000"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721e739c7e80680e0bd549jpeg.jpg" alt="" width="640" height="520"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721e779c7e80680e0bd54ajpeg.jpg" alt="" width="640" height="480">Even then, I cannot explain the rush of relief I used to feel at the end of every six weeks when we were choppered out of the helipad to shore, and on to Nepal to be with the family. Six weeks later, we had to be back, and I used to whisper a little prayer before boarding the helicopter that would drop me back on the rig again.For 13 long years, my life was a cycle every 54 days that alternated between the longest six weeks on the oil rig that felt like eternity, and the shortest six weeks in Nepal that went by in the blink of an eye.A big part of my job entailed training workers to be safe, but it was difficult to guarantee that they implemented all that was being taught. As workers, it is natural for many to look for shortcuts, but in this sector, shortcuts can cost lives.So, I tried to use as many personal stories as possible to humanise the consequence of such accidents that are common in the oil business. Showing a picture of someone’s daughter unable to hold her father’s fingers who lost them during a workplace injury communicated the need for precautions more than me giving a dry lecture, for example.The kind of risks rig workers including Nepalis had to take such as balancing high on off-shore scaffolding were beyond comprehension. I had dreams of going to a Western country, until I got cheated by an agent who had promised to send me to America and fleeced me of Rs700,000.It was completely by chance that I was interviewed for a safety officer job in the Gulf by a European company that showed promise for professional growth and good earnings. That was what led me down this career path.That is when I realised that I had misunderstood that earnings in the West would be more. I was actually paid more in Qatar than I would have been able to earn elsewhere, and I could also save more because accommodation and food were covered, and there were no taxes.Read also: <a href="https://www.nepalitimes.com/here-now/diaspora-diaries-3/">Diaspora Diaries 3</a>, Nepali TimesWe Nepalis have still not been able to take up the higher paying jobs in the Gulf which are dominated by Filipinos and Indians, among others. We see the Gulf just as a place offering low-salaried jobs and start primarily as helpers.There are many missed opportunities we could be benefiting from. But there are increasing numbers of Nepalis who are earning handsome amounts and serve in key positions in the Gulf.  Over the course of my stay abroad, I must have remitted back to Nepal Rs50 million or more. I am really proud of this, especially given my humble beginnings in Lamjung.However, I have not been able to use my skills and experience after I returned, although I am sure it would have a lot of use in Nepal. As someone who has amassed so much experience as a safety officer, I saw  red flags everywhere on my return -- at Kathmandu airport, along the roads, at construction sites, in ongoing infrastructure projects, and even within homes.Read also: <a href="https://www.nepalitimes.com/here-now/the-qatar-job-mirage/">The Qatar job mirage</a>, Nepali TimesAnd yet, there is no space for those of us with the Occupational Health and Safety (OHS) skills to use the knowledge we have gained to address these lapses. I have seen my friends who have similar experience as me from the Gulf in occupational safety and health topics fail in their attempts to do something in this sector both individually and collectively in Nepal after their return.There is a clear need for these skills and knowledge in our country but the recognition and ability to utilise them are missing. Meanwhile, these very skills have been instrumental in contributing to the rapid transformation of countries like the UAE and Qatar.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721e819c7e80680e0bd54djpeg.jpg" alt="" width="468" height="727">I have instead resorted to starting an agriculture business in Nepal where there is space to intervene even though it is not exactly my area of expertise -- I have started a cold storage with a capacity of 18 tonnes.I buy produce from farmers in Dolakha, Ramechhap, Bhaktapur and sell the produce at better market rates during the off season. I also provide higher prices to farmers who otherwise are compelled to sell their produce at lower rates out of fear of them getting spoiled.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721e839c7e80680e0bd54ejpeg.jpg" alt="" width="640" height="480"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721e879c7e80680e0bd54fjpeg.jpg" alt="" width="640" height="480">Back home in Nepal after 13 years, Gurung has not been able to use the skills and experience he gained in the Gulf, but has invested his savings in an agriculture business and refrigerated warehouse on the outskirts of Kathmandu. Both my experiences here and in the Gulf allowed me to directly interact with workers engaged in back-breaking work and to look for ways to minimise the risks they face, albeit very different kinds of dangers. The financial rewards are indeed better abroad than here where many struggle to even make ends meet.But I cannot also help notice the overall contentment in the faces of farmers here in Nepal, which they seem to lose when we are in the Gulf away from family, toiling in the heat. We turn ourselves into income generating machines with a singular purpose of maximising our earnings during our stay abroad.It is as if the desert heat sucks the life out of the workers, many of whom lack proper nutrition and adequate sleep. Between home and the deep blue sea

In fact, I might be one of Messi's biggest fans in the world.Someday, after he retires and when I am convinced that a tattoo will not affect my employment prospects, I am going to ink Messi on my arm. I have even selected a picture which captures a very iconic moment in football history (see pic) when he scored a goal in the very last minute against Real Madrid.He has inspired me through and through. Not just with his sportsmanship and genius on the football field, but as a wholesome, likeable individual.When I applied for this job in the Qatar Police in 2020, it was of course for a better salary than I am getting in Nepal. But a small part of me also relished the possibility of seeing Messi in Qatar during <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/&amp;source=gmail&amp;ust=1648613052044000&amp;usg=AOvVaw1UZUxHLQMGPT0RGuOayrlK">the FIFA World Cup</a>.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f1d9c7e80680e0b7957jpeg.jpg" alt="" width="937" height="421">During one of my flights of fancy, I would picture myself taking a selfie with him. I know that is far-fetched, but just watching him play in one of the stadiums that our Nepali brothers helped build did not seem impossible. You never know, I used to tell myself.A friend with ties to a manpower company approached me and told me about the job openings for Qatar Police. At first, I was not interested because I did not just want to go to the Gulf or Malaysia. I had my sights set on Australia or Canada, where I could also migrate with my wife and children.But the friend convinced me that this was not like any other job in the Gulf. It was with the Qatar Police and I could earn up to Rs300,000 a month with other perks, including a pension. It was of course going to come at a cost. The recruiters wanted Rs1 million.As someone who is familiar with the inner workings of foreign employment, I was aware of two things: not paying the recruiter fee was not an option, and paying too early also carried the risk of losing both the money and the job.Not paying could mean the job could go to someone else, since the craze for this job in particular was very high. And there was the prospect of being cheated by the manpower company.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f1f9c7e80680e0b7958jpeg.jpg" alt="" width="521" height="523">So, I made an arrangement with the recruitment agency via my friend that I would only pay once I had the tickets in my hands. Silently, in my mind, I thought I would pay the fee right at the airport before my flight so there would be no room for any hanky-panky.Others who were on the same boat as me did not think the way I did. I do not know if it is because they did not know any better, or because they were scared of losing the offer. But they paid a large portion of the fee the recruiters demanded upfront. They took out loans long before their paperwork was done. This meant that the interest rate was already adding up even before they got the job.When I appeared for my interview, it was evident that the Qatari evaluators liked me instantly. I am pretty well built, and can look strong and athletic, just what they were looking for. As someone who has appeared in multiple interviews in the past, both successfully and otherwise, I have a good knack for sensing when luck is in my favour.This time, I could tell from their nods at my responses, or when I flexed my arm muscles, that I was the kind of candidate they had in mind. They had smiles on their faces as they looked at each other, and spoke with their eyes. My hunch was indeed correct. I was offered the job the same day.This was not something that I had planned all along. My wife and I planned to go overseas together if we were ever to leave, so she started crying even before I got my visa. With the kind of salary that came with this job, I assured her that I would take her and my family with me to Qatar. My wife could also easily get a job there. We are young and active, what was there to lose? A few years and the savings would set us up for life.I completed all required paperwork, including the medical exam. With every successful step, I felt closer to a better future and if I was fortunate, to watch Messi play. Just a glimpse to cheer for him, possibly in one of his last games ever, I would think.But as luck would have it, just when everything was close to completion we found out that the process would not move forward. I was gutted.The fact that people were being charged very high, especially for a police job, <a href="https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/&amp;source=gmail&amp;ust=1648613052044000&amp;usg=AOvVaw3-xw8WfPXCkoDEZBOllQtA">came out in the media</a>. The whole process was then under heavy scrutiny. We were told high level government officials and politicians were involved. The Qataris were also said to be in it. People with insider knowledge including my friend said that up to 40% of what we paid as fee for the jobs were cuts for politicians.The exposure and scrutiny meant the safer route for all crooks involved was to cancel the whole deal. No one really thought of those of us who had already been selected, and how we felt.I am well aware that the manpower company, including my friend, were cheating me. But when it all blew up, it did not solve the problem did it?The solution would have been if I would have got to Qatar as per the fee-visa free-ticket policy, and be currently employed. Forget free-visa free-ticket, even half the market rate in recruiter fee for this job would have helped.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f219c7e80680e0b7959jpeg.jpg" alt="" width="1280" height="959"><figcaption></figcaption></figure>I did not get to go. Am I better off here without that job? Surely not. I am earning a tenth of the salary I could have earned in the Qatar Police. In fact, by now I would have already paid back the loans I would have taken to pay the recruitment costs, and started saving.Have you ever wondered why those of us who made it through the process are not out in the streets protesting about the high costs we were being demanded, or how devastated we were when the job order got canceled even after all our paperwork was complete?Because deep inside, we are still hopeful that it will work out. We have not given up the hope that the visas will come. This hope got further strengthened when we heard that Nepal’s new Labour Minister went to Qatar. Perhaps this deadlock will be addressed.I know a few fellow aspirants who have paid the recruitment company a fee for the jobs that never materialised. Asking for all of it back makes them fear that they will lose the offer if it ever does come.Leaving a small portion of the money as a security deposit gives them an assurance, perhaps a false one, that they will be in the priority list if the job offer is ever revived.Sometimes, I feel <a href="https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/&amp;source=gmail&amp;ust=1648613052044000&amp;usg=AOvVaw1EyVMqL0EyK1ss_EuGHaiX">cheated by the state</a> when I think about all that happened. Politicians at the highest level are not just failing in their duty as protectors of us citizens, they are snatching away even the few opportunities from us. Just so they can fulfill their own greed.They are not fixing the high recruitment cost problem, but trying to benefit from it.  Or the Qatari authorities who were allegedly trying to get a cut too. The amount of profit that they lost because of the job cancellation, and because people like me could not go, did not make even the slightest dent in their wealth, but imagine how much we lost.The job orders got cancelled. It was not the cost that got canceled, but the job itself. And who lost? We did. Not those in power. Not the manpower companies. Not Qataris. Just us, who were willing to work hard and do everything it took to improve our lives.Many of us who go through the interviews were former police and army folks.When the recruiters asked for payment in exchange for jobs, we were being cheated. We know that. We are not naive, we weighed our options. Against all odds stacked against us – our poverty, low salaries that make living in Kathmandu challenging — we decided to take the risk. The Rs1 million that the manpower agent, who represented all the powers that be, asked for the job seemed like our only way out.I agreed to pay what was demanded. Only a fool would be willing to pay, if not paying was also an option. I know I deserved the job. The Qataris were impressed with my credentials. The fee I was paying was not to buy myself into a job that I was unqualified for, but simply to get a foothold for an interview to prove my worth.I still have hopes of joining the Qatar Police. The Qatar job mirage

Authentic and original entries can be sent to <a href="mailto:editors@nepalitimes.com" target="_blank" rel="noopener noreferrer">editors@nepalitimes.com</a> with Diaspora Diaries in the subject line. It has not even been three months since I said my goodbyes to my family, but I am already back in Nepal from <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer">Qatar</a>.I was promised a job in housekeeping in a five star hotel, but ended up in a construction site where they wanted me to carry around heavy stuff all day. I paid over Rs100,000 for this job, including with loans and selling my sisters’ jewelry. But it was not what I signed up for.Even then, I had no choice but to accept my fate. But after a month of physical labour, I fell ill and realised I was not cut out for this work. My company never once asked about my <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/" target="_blank" rel="noopener noreferrer">health</a> while I was in hospital, or recovering in my room.I wanted to come home, but my employer was unwilling to let me go, and ultimately I had to escape without letting them know. Employers have been known to file cases falsely accusing people like me of stealing so workers cannot leave the country.I only made it out because I had the support of some helpful Nepali brothers in <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/" target="_blank" rel="noopener noreferrer">Qatar</a>. Not the embassy. Not the employer. Not the recruiter. Just some Nepalis with big hearts.They were generous with their advice about what to do, and provided me with taxi fare.  They pitched in for my ticket. They called me to remind me to keep my spirits high. Even now, in Kathmandu, my stay at this hotel has been financed by a fellow Nepali in Qatar.In a foreign land, just being Nepali bonds people together and people go out of their way to help strangers — it is an inexplicable kind of brotherhood that I will never be able to forget, or repay.Despite my bad luck, I have been lucky in many other ways. I am young, I sought help and help came spontaneously from many people. But I know it for a fact that there are many like me who have it even worse, are <a href="https://www.nepalitimes.com/opinion/nepali-migration-in-the-2020s/" target="_blank" rel="noopener noreferrer">suffering silently, and struggling</a>.It is not bad for everyone. I know other Nepalis who have been in Qatar for years, and are happy with their jobs. It is like a lottery, and I was dealt a bad hand this time. The company I was posted in happened to be the worst of the lot.I have been lucky previously. I worked in <a href="http://archive.nepalitimes.com/article/nation/disproportionate-number-of-deaths-of-Nepali-workers-in-Malaysia,2812" target="_blank" rel="noopener noreferrer">Malaysia</a> in a hotel for three years starting 2011, and earned $480 a month, which at the time was a huge amount for me. After returning, I worked in a hotel in Nepal. But I needed to earn more, and that would only happen if I found a job overseas again. I chose the Gulf this time, but was unlucky.As I sat in my room alone in Qatar when I was recovering and my roommates were at work, I used to reflect on many things, as I had so much time in my hand. You leave home for a few extra thousand rupees to a foreign land, but what all do you lose in the process?<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/6372051d9c7e80680e0b289bjpeg.jpg" alt="" width="640" height="459">My work in Qatar required me to get up at 4AM for the bus that came to pick us up. We packed food that we cooked the previous night, but sometimes it went bad because there was no fridge at the construction site. You also cannot eat when you feel hungry, you can only eat when you are told to eat.I even had to ask my supervisor to go to the toilet at the construction site. Our work would end at around 6PM, but by the time we reached our camp, it would be 8PM. We would then have to cook dinner and our meal for the next day. By the time we were done and ready to wind down, it would be past midnight only to wake up at four the next day.It went on and on like this. We were moved three times in the short period I was there. You don’t have a say in any of this, you just do as told to do as they say.I remember looking at fancy buildings in the past and wishing I could work in those. But it took me a terrible overseas experience in Qatar to realize that it is the people inside those buildings that matter. A Nepali in what they call a wakala (small shop) was much happier than me.When I was recovering alone in my room desperate to come home, I told myself I would never consider migrating overseas again. That I would do something in Nepal itself. I cannot explain the rush I felt when I finally held my boarding card in my hand at Doha airport. It was a well-planned escape that could have gone terribly wrong.But reality hit soon after I came to Nepal. <a href="https://www.nepalitimes.com/here-now/workers-return-to-jobless-nepal/" target="_blank" rel="noopener noreferrer">Where are the jobs?</a> What will I do here? What will I earn? I have to feed my family, and have loans to repay. You make a lot of sacrifices for a job abroad — even your dignity at times. But we also need those jobs.I am sharing my story so others can learn about my experience. I prefer to remain anonymous. Besides my wife, no one in my family knows about what I faced abroad. I was in so much pain and stress, what is the point getting my ailing mother all worried?I am beginning a battle with my <a href="https://www.nepalitimes.com/opinion/a-few-good-agents/" target="_blank" rel="noopener noreferrer">recruiter</a> to get back my money, and he has shown some willingness to cooperate. I might eventually have to go back overseas one day, and coming public with my story may hurt my chances since I will be viewed as a ‘troublemaker’.A fellow Nepali in Qatar who had not been paid for months was transferred and accused of being a ‘ring leader’ among camp workers — just because he asked the manager for overdue food allowance.That is our reality. <img width="1280" height="911" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1e1c9c7e80680e0af3f1jpeg.jpg" alt=""/>International Migrants Day on 18 December is a fitting time to take another long hard look at the migrant labour that sustains Nepal’s economy. Remittances from overseas workers make up nearly a quarter of Nepal’s GDP, placing it seventh among countries most dependant on migrants after Tonga, Lebanon, Kyrgyz Republic, Tajikistan, Honduras and El Salvador.This economic mainstay was impacted by the Covid-19 crisis. Nepalis lost their jobs and were stranded abroad, their repatriation was chaotic, others were trapped in Nepal.This year, the closed doors have partially re-opened, but migrant workers have to navigate complicated, costly and confusing requirements in Nepal and at their destinations. Despite this, overseas employment is showing signs of recovery. In October-November 55,000 Nepalis took labour approvals, the majority to go to the Gulf countries like Qatar (19,000), Saudi Arabia (17,000) and the UAE (13,500). In the whole of 2020, only 7,797 permits were issued. The Gulf dominates the overseas market because Malaysia, which has traditionally been one of the major destinations for Nepali workers, banned incoming foreign workers since March 2020. The Malaysian are taking foreign workers again, mainly in agriculture and manufacturing.The <a href="https://www.theedgemarkets.com/article/fmm-msia-needs-replenish-over-600000-foreign-workers-2022-overcome-current-acute-manpower">Federation of Malaysian Manufacturers</a> has predicted a demand of 600,000 migrant workers for domestic production to rebound to pre-pandemic levels next year. Korea bound EPS workers have started flying out in small numbers after being completely closed for the past  almost two years. Despite reasons to be optimistic, uncertainties remain. The market is recovering but because of new strains of the virus, there is still a fear that things may unravel again.  In August, thousands of workers waited all night at Teku Hospital to get their vaccination cards certified. This issue has been largely sorted out, but new variant related restrictions have come up. Some 1,000 <a href="https://www.nepalitimes.com/latest/booster-lack-strands-israel-bound">Israel-bound caregivers</a> are waiting impatiently because they cannot get booster shots that they need to fly to Tel Aviv.  <img width="455" height="286" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1e1e9c7e80680e0af3f2jpeg.jpg" alt="">Read also: <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/">Rights referees blow whistle on World Cup fouls</a>, Kunda Dixit<a href="https://www.nepalitimes.com/here-now/long-wait-over-nepalis-return-to-korea/">Long wait over, Nepalis return to Korea</a>, Nepali TimesPaying lip service to migrant workers is not enough. As we said last year on International Migrants Day <a href="https://www.nepalitimes.com/editorial/the-year-of-migrant-workers/">in this space</a>, their contribution in keeping this country afloat is too important.  Since decades, Nepali migrant workers have left, worked and returned quietly on their own – first to India and then further afield. Covid-19 has disrupted that flow by creating administrative hurdles, uncertainty and even curtailed demand. This means they require a lot more support and facilitation to ensure minimum disruption. The main hurdle is political apathy. There have been five labour ministers in the past two years ministers in the past two years, and they have set the bar very low for any proactive initiatives. They were either AWOL when workers were stranded, or left immediately after being appointed. When workers had <a href="https://www.nepalitimes.com/editorial/2am-is-too-late/">to stand in line for a night and day</a> just for a piece of paper there was no one paying attention. While it is too early to judge, the newly appointed Minister for Labour, Employment and Social Security Krishna Kumar Shrestha is showing some interest. The government is set to renew the labour agreement with Qatar which <a href="http://mfasia.org/asianparliamentarians/wp-content/uploads/2017/08/nepal-and-qatar-2005.pdf">was signed in 2005</a>. But past experience has shown that we need proof of the pudding. There is a ritualistic approach to labour agreements: the signing itself is seen as an end and not the beginning for bilateral cooperation. The emphasis needs to be on enforcement of existing agreements and on signing new ones with major destination countries like Saudi Arabia. But proactive engagement must not mean unnecessary hurdles for migrants, of which there are plenty. Why the <a href="https://www.nepalitimes.com/here-now/nepalis-queueing-up-all-night-for-proof-of-jab/">unnecessary delays</a> by Nepal’s embassies in the job demand attestation process without which employers cannot hire workers?  The <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/">ban on domestic workers</a> in the name of ‘protection’ has still not been lifted despite public outcry. The government was quick to recall ambassadors from key destination countries including those who were performing well, <a href="https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/">without sending replacements</a>. If you cannot help, at least do not harm should be the motto for Nepal’s policymakers.Every muddle and mistake affects large numbers of migrants and their families. Case in point is the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/">Qatar police recruitment fiasco</a> because of which 200 high paying jobs for Nepalis went to waste. Such cancellations not only <a href="https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/">harm migrants and their families</a> but also future job openings.On the home front, the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/">reintegration program</a> and the Prime Minister's Employment Program back home have been disappointing. <a href="https://www.nepalitimes.com/latest/where-have-we-heard-that-one-before/">Programs for returnees</a> are just announcements with little action.Qatar will be under the spotlight in 2022 because of the FIFA World Cup in November-December. This marks the end of an era for Nepali workers who were indispensable in Qatar’s construction boom. The World Cup will be personal in a bitter way given the human cost of the game that engaged hundreds of thousands of Nepalis.  Nepalis were dying in Qatar but Nepalis were also dying to work in Qatar, and therein lies the conundrum. There are both good and bad aspects of migrating to places such as the Gulf that have limited rights for foreign workers, but plenty of jobs.On the next International Migrants Day on 18 December 2022 is also the finals of the World Cup at the Lusail Stadium in Doha that Nepali workers helped construct. There is a wall at the stadium to honour the migrant workers. Both 18 December and the wall may feel like empty displays of gratitude unless accompanied by concrete action that actually make a difference to the workers they intend to honour.

The Days of International Migration

December 18 will also be <a href="https://www.un.org/en/observances/migrants-day" target="_blank" rel="noopener noreferrer">International Migrants Day</a> as well as Qatar’s National Day.For Nepalis, the 2022 World Cup is personal. The eight stadiums in Qatar where the games will be held are built on the blood, sweat and tears of tens of thousands of migrant workers, including from Nepal.“There is lots of excitement here in Doha with the FIFA Arab Cup that is going on,” says Ram, a Nepali construction worker from Dang district who worked on the impressive Lusail Stadium where the finals will be played on 18 December next year. “It seems these structures have come up virtually overnight, it is unbelievable. But I have come to realise it is all about money.”Ram himself makes $274 per month. Although it is a raise from the $206 he earned when he first started four years ago, he had to pay $1,000 to a recruiter in Nepal for the job. There are hundreds of thousands of Nepalis like Ram, the unknown builders of the impressive infrastructure. Lusail Stadium does have a wall full of photographs of some of the workers who helped build the stadium.Read also: <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/">The Days of International Migration</a>, EditorialBut Ram and migrants from other countries may have perhaps felt a deeper sense of pride to be associated with the World Cup had they been treated with more dignity, paid on time and in conditions free of <a href="http://archive.nepalitimes.com/article/nation/home-workers-dead,3229" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/nation/home-workers-dead,3229&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw0UO_qQXo_rc9m3mSCaKu3r">exploitation and abuse</a>.In an online media briefing on Wednesday organised by Human Rights Watch (HRW), researchers said that although labour laws are relatively better in Qatar, things have not improved on the ground, and there is pushback from construction contractors working on World Cup infrastructure.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1e079c7e80680e0af3eajpeg.jpg" alt="" width="455" height="286">"Qatar's legal framework is better than other countries' in the region, but the conditions on the ground are still bad. In Kathmandu, the coffins arrived on flights from Doha, and the same planes took more migrant workers to Qatar.‘Died in his sleep’ (सुत्दा सुत्दै मर्यो) has become a colloquial Nepali term and the fatalities were attributed to ‘natural causes’. Mostly, there was nothing natural about them – they were a result of overwork, heat stroke and official apathy.Nepali workers were dying in Qatar, but they were also dying to work in Qatar. And therein was the conundrum. The money they earned building stadiums in Qatar, helped them build homes for their families back in Nepal."At least 70% of the deaths are unexplained which is not acceptable, especially in a country with such an advanced health system,” said Nicholas McGeehan of the rights group FairSquare. “Being a migrant worker in Qatar today is really bad for your health, and can kill you."Rameshwar is from Sarlahi district and works as an electrician in Qatar. He supports a Brazilian football team, works at a labour supply company. Like many other Nepali workers, he is worried that he will be sent home in 2022 before the FIFA games begin.“They mostly want to keep the maintenance workers, and might send everyone else back,” he says on the phone from Doha. “I am worried I will lose my job. How will I provide for my family after I return?”To be sure, Qatar cannot be singled out for blame. The exploitation of workers by unscrupulous recruiters and harassment by officials starts back in Nepal, even before workers leave home.At a time when construction for the World Cup was going full swing in Qatar, the ambassadorial post in Doha was vacant from 2013-17 when migrant abuses, including sudden deaths of Nepali workers, was at its peak and getting worldwide attention.Then, Prime Minister Deuba’s government recalled <a href="https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/" target="_blank" rel="noopener noreferrer">Narad Nath Bharadwaj </a>without naming his replacement, at a time when the need for labour diplomacy in Doha was most critical.And this year, Nepal and Qatar <a href="https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/)" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/)&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw1BlPr22LANN53NlkWnrTNk">bungled a lucrative employment deal</a> to supply the Qatar Police with 200 Nepalis. They would have earned Rs180,000 a month, excluding overtime pay and end-of-service benefits. Unscrupulous authorities and recruiters knew that desperate Nepalis would be willing to pay under the table. But things got so messy that all 200 job orders were cancelled.“Everyone wanted a piece of the pie until there was no pie left at all,” said one activist.Nepal has also failed to fulfil its promise of reintegrating workers who had to return due to the Covid-19 pandemic. Schemes like the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw1ZBnwLE_9JIp2B10Q7kd7h">Prime Minister's Employment Program</a> introduced with much fanfare have failed to deliver.There are reports that Qatar could be planning to send back many construction workers on extended leaves, including Nepalis, before the games begin in the stadiums and facilities they helped build.“Even if they let me stay, it is not like I could afford the tickets to go watch the games in the stadium,” says Rameshwor. “I will watch it on the TV screen.”There will be many Nepalis in the hospitality sector who will look after players and visitors in Doha during the World Cup, and workers are hopeful that there will be future projects they can engage in.But international rights watchdogs say the world’s attention is going to wane once the games are over and the media glare shifts. They say not a single worker died during construction of stadiums in London for the 2012 Olympics, and there is no reason why Qatar with its resources could not adhere to similar safety standards.“Despite Qatar’s PR offensive and sportswash, there is an urgent need for real and durable reforms because workers continue to suffer <a href="https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw271Oj55fgeZRSvzESgOBPb">wage abuse</a>, employers avoid accountability, complaints are ignored,” said Hiba Zayadin of Human Rights Watch.Meanwhile, back in Nepal, politicians are already in election mode, and will be too preoccupied with their campaigns during 2022 to pay attention to migrant welfare. There are already lofty claims about how in the next five years, if they are elected, they will curb migration and create jobs back home.Most Nepalis have heard all that before, and the trust deficit is so high that out-migration to Qatar and elsewhere seems like the more reliable – and for many, the only – alternative.The government should immediately ensure that Nepal’s embassies in destination countries for migrants are adequately staffed and funded. It could diversify out-migration towards better, higher paying jobs, and use bilateral labour agreements like the one with Qatar that is currently being renewed for better worker protection.

Rights referees blow whistle on World Cup fouls

Photo: KUNDA DIXIT</figcaption></figure>Narad Nath Bharadwaj was till recently Nepal’s ambassador to Qatar, and <a href="https://www.nepalitimes.com/editorial/swapping-ambassadors-midway/" target="_blank" rel="noopener noreferrer">was among envoys recalled</a> by Prime Minister Sher Bahadur Deuba’s governing coalition. At a time when labour diplomacy is critical as overseas recruitment resumes and Qatar gears up for FIFA World Cup in December 2022 in which hundreds of thousands of Nepalis are directly or indirectly involved, the country does not have a new ambassador in Doha. Bharadwaj spoke to Nepali Times about his tenure in the most popular destination for Nepali migrant workers. Excerpts: Nepali Times: Your tenure in Qatar coincided with the blockade of the country and the Covid crisis. What were your observations?Ambassador Bharadwaj: Yes, Qatar had been under blockade by Saudi Arabia, the UAE, Egypt and Bahrain since 2017. Of Qatar’s population of 2.6 million, 2.2 million are migrants, of which 350,000 are Nepalis – in fact, more than the local population. One of my first impressions was how a geographically small and thinly populated country with just one visible revenue source can stand up against such powerful neighbours. The blockade forced Qatar to be self-sufficient and independent, and it increased its global diplomatic outreach, made allies with countries like Iran and Turkey and also prioritised economic sustainability. Unable to produce its own milk, it flew in 5,000 cows, started a dairy called Baladana, which has expanded to become a food company. Baladana is also among the larger recruiters of Nepali workers in Qatar.Then came Covid. Initially, Nepali and other workers went into panic mode. People wanted to rush home. We did not know the trajectory Covid-19 would take, but we had to try to reassure them. Panic would have meant that with our meagre resources the embassy would have been overwhelmed with people seeking shelter and flights home. We had to reassure our workers that we were working closely with the Qatar government and would look after them and arrange repatriation flights if needed. Despite this, companies went bankrupt and started<a href="https://www.nepalitimes.com/latest/nepalis-quarantined-in-qatar/" target="_blank" rel="noopener noreferrer"> laying off workers right and left</a>. Many Nepalis were jobless. This was March and it was getting unbearably hot. Initially we had asked the Qatar government to help provide shelter in Qatar itself since Nepal did not have the infrastructure to manage such a high volume of returnees. Ultimately, we managed 52 repatriation flights for 12,000 Nepalis. As things normalised and regular flights resumed, an additional 28,000 Nepalis left. I believe we managed this process without much chaos as was seen in other countries where stranded workers went on strike.The Qatar government has instituted labour <a href="https://www.nepalitimes.com/latest/nepal-welcomes-qatar-labour-reform/">reforms</a>. Have they actually benefitted <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/" target="_blank" rel="noopener noreferrer">migrant workers</a>? We were insistent about the need for higher minimum wages which they agreed in principle, but it took time for implementation. The basic minimum wage has been raised to 1000 Riyal, along with 300 Riyal for food and 500 Riyal for accommodation. Compared to other Gulf countries, wages and labour laws are relatively better.Initially, the government removed the NOC (no-objection certificate) requirement and made it easy for workers to change jobs legally. But so many workers changed jobs that employers like large construction companies objected. The government then required resignation letters which employers were not always willing to provide, and so many Nepalis sought help from the embassy. Though far-sighted, the removal of NOC was not effectively implemented. Employers have influence and can pressure the government, but are also under pressure to complete projects for<a href="https://www.nepalitimes.com/here-now/fifa-a-chance-to-improve-welfare-of-nepali-workers-in-qatar/" target="_blank" rel="noopener noreferrer"> the FIFA World Cup</a>.Are there going to be job openings in the service sector during FIFA? Will they be short-term? What can Nepal do to ensure workers have well-paying jobs after the World Cup? Yes, I have raised this issue numerous times in the past. The attestation process of the embassy to approve job demand requests makes it mandatory for the duration of employment contract to be two years but hiring during FIFA will be for short term work. Outside FIFA, there are also other short term, lucrative opportunities for workers, and Nepal’s Labour Ministry can change its policy to facilitate high-paying short-term work with zero cost fees. Workers on short-term work for low salaries will be at risk because recruiters can further game the system and leave them stranded and debt-burdened. This needs to be done very carefully.Infrastructure development was the biggest priority in Qatar till now, but the nature of hiring will likely shift to more skilled workers in maintenance and other technical jobs. There are only 600 Nepali engineers, 40-50 medical doctors and a few nurses. We should now prepare to send skilled workers. Nepalis have a good reputation in the <a href="https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/" target="_blank" rel="noopener noreferrer">service and hospitality sectors</a>, so there will be opportunities there too. We should really focus on language skills so Nepali workers are not shortchanged abroad.The 2005 Labour Agreement between Qatar and Nepal is being revised. What do you think it should include to benefit Nepali migrants? Periodic revision of minimum wages as per inflation and living expenses need to be prioritised. We need to be more proactive and have regular dialogue to facilitate investment in technical training institutes in Nepal which the Qataris are open about. Qatari employers also want to be directly involved in the recruitment of workers so we need to think about facilitating that to address malpractices in recruitment, especially to make sure workers do not have to take big loans. Qatar has a nationalisation policy to gradually reduce over-reliance on the expat population, and it wants to become self-sufficient in sectors like agriculture. With careful planning, we can be the source of such manpower and design technical training programs accordingly that will also help Nepal. It is up to us to be strategic and proactive about skills and language training programs.There are reports that Qatar will send back migrant workers before the FIFA games?The Qatari authorities had shared with us that new recruitment will be restricted temporarily in the runup for FIFA. But they had not said anything about repatriating workers. Qatar is expecting about 2 million fans, players and delegations and they have invested massively in additional accommodation, but even then it may not be enough. Larger employers will not lay off or deport workers, but there has to be paid or half-paid leaves for those sent back. Migrant workers are indispensable and employers will again need them after the games. Qatar is planning for a post-petroleum era, and has projects planned that requires migrant workers even after the World Cup.How are Nepalis perceived in Qatar, and how can Nepal build on bilateral ties?In my meetings with Qatari authorities including the Emir, they have always been very appreciative about Nepalis, and have consistently expressed their gratitude for their contribution towards Qatar’s development a reality. In Qatar and the Gulf region, the authorities are more focused on top level dialogue and relationships and not procedural details as part of their diplomatic outreach, whereas we Nepalis are too entangled on procedure and view day to day activities of embassies as sufficient for diplomacy. Relationship building relies on dialogue and goodwill exchange between the top leadership of the two countries and high-level country visits. We do not prioritise this enough.

Nepal must now send skilled workers to Qatar

More than a year later, he is still here, due to a Covid-19 travel ban by Kuwait.  He could have returned by taking an indirect route via the UAE since there were no direct flights from Nepal. But since quarantining in the UAE was too costly, he decided to wait for travel restrictions in Kuwait to be lifted. “Now it looks like new rules regarding mandatory vaccination in Kuwait will further delay my return,” says Min.Another worker in Kuwait is Lila from Chitwan. He had spent 15 years there, but has been stuck ever since he came home for a break. Lila’s employer in Kuwait is getting impatient.Stories of stranded migrants are common, but with new vaccination requirements by destination countries, the situation has only become even more uncertain. “From 1 August, Kuwait will allow entry of non-citizens <a href="https://www.khaleejtimes.com/coronavirus-pandemic/covid-19-kuwait-to-allow-fully-vaccinated-non-citizens-entry-from-august-1" data-saferedirecturl="https://www.google.com/url?q=https://www.khaleejtimes.com/coronavirus-pandemic/covid-19-kuwait-to-allow-fully-vaccinated-non-citizens-entry-from-august-1&amp;source=gmail&amp;ust=1625121388603000&amp;usg=AFQjCNGRqFuLUOQyHv8xigeCvXBJcBO4MA">only if they are fully vaccinated</a> by one of the four vaccines: Pfizer BioNTech, Oxford/AstraZeneca, Moderna and Johnson &amp; Johnson,” says Nepal’s ambassador to Kuwait, Durga Bhandari. None of these vaccines are currently available in Nepal, and other countries that send workers to the Gulf also face the same problem. Saudi Arabia is also set to impose similar vaccination requirements from 1 August. Until then, those who are not vaccinated have to undergo quarantine for a week. While Qatar is allowing Nepali passengers with mandatory institutional quarantine, there has been no announcement regarding vaccines yet. Nepal is currently banned <a href="https://www.hindustantimes.com/business/uae-ban-on-flights-from-india-pakistan-and-12-other-countries-to-continue-101624791232360.html" data-saferedirecturl="https://www.google.com/url?q=https://www.hindustantimes.com/business/uae-ban-on-flights-from-india-pakistan-and-12-other-countries-to-continue-101624791232360.html&amp;source=gmail&amp;ust=1625121388603000&amp;usg=AFQjCNGNiLYfuDmDxMx29zavs0qeaH_35w">by the UAE</a> and <a href="https://www.arabianbusiness.com/culture-society/463675-bahrain-to-ban-travellers-from-india-pakistan-sri-lanka-bangladesh-nepal" data-saferedirecturl="https://www.google.com/url?q=https://www.arabianbusiness.com/culture-society/463675-bahrain-to-ban-travellers-from-india-pakistan-sri-lanka-bangladesh-nepal&amp;source=gmail&amp;ust=1625121388603000&amp;usg=AFQjCNEAlpu8KOlC-kc1Zsa4tH4PqRrmLg">Bahrain</a> for public health reasons. The UAE has approved Sinopharm, Pfizer, Sputnik V and Oxford-AstraZeneca, and has imposed double vaccination mandate to South Africa, Nigeria and India, which will likely be applied to Nepalis as well once the ban is lifted, according to UAE-based travel entrepreneur Krishna Bhusal. As the Gulf countries ramp up their vaccination drives and set ambitious targets for universal vaccination, they have started to <a href="https://gulfnews.com/world/gulf/saudi/saudi-arabia-bans-access-to-shopping-malls-for-unvaccinated-1.79888953" data-saferedirecturl="https://www.google.com/url?q=https://gulfnews.com/world/gulf/saudi/saudi-arabia-bans-access-to-shopping-malls-for-unvaccinated-1.79888953&amp;source=gmail&amp;ust=1625121388604000&amp;usg=AFQjCNGatchZ14YZDxeTeuO6gYsybD3TyQ">require proof of full vaccination</a> for all activities including workplace visits, public events, restaurants and malls. Nepal, on the other hand, is bearing the brunt of the global vaccine inequality with a dismal vaccination rate of 2.6%. It is uncertain when outgoing migrants will get their turn, and as they wait, how many will lose lucrative opportunities or have visas or contracts expire. “Even without these flight bans and the new vaccination requirements, it has been difficult for workers with expensive quarantine and testing costs,” says labour recruiter Saroj Pokharel.  <figure><img width="1280" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121152/636b952d9c7e80680e06f241jpeg.jpg" alt=""><figcaption> </figcaption></figure>It can cost from $800-$2,000 for institutional quarantine in Qatar depending on the standard of facilities, and many employers are reluctant to cover these expenses which get passed down to workers.  “The only way out is widespread vaccination, but at the rate we are progressing, I do not see the foreign employment sector recovering anytime soon,” Pokharel says. Quarantine costs are about $1,000 in Saudi Arabia as well. “Employers <a href="https://www.facebook.com/nepalembassysaudiarabia/photos/pcb.4383977018335352/4383976668335387/" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/nepalembassysaudiarabia/photos/pcb.4383977018335352/4383976668335387/&amp;source=gmail&amp;ust=1625121388604000&amp;usg=AFQjCNEmtN1gYwebB1uttNn6azamjkR9Ew">are required to foot the bill</a> and have to commit in writing in the job demand approval letter that they will bear the costs of quarantine. The Saudi authorities will also notify employers regarding this rule,”  says Nepali Labour Attaché Prem Upadhaya at the Consulate in Jeddah. However, given that workers are desperate it is likely that they will pay for it covertly, no matter how high the cost, or how inconvenient.  The rules on quarantine and vaccines do not just involve Nepali workers, and other countries face the same problem. In response, <a href="https://www.khaleejtimes.com/coronavirus-pandemic/covid-overseas-filipino-workers-now-priority-for-vaccinations-in-philippines" data-saferedirecturl="https://www.google.com/url?q=https://www.khaleejtimes.com/coronavirus-pandemic/covid-overseas-filipino-workers-now-priority-for-vaccinations-in-philippines&amp;source=gmail&amp;ust=1625121388604000&amp;usg=AFQjCNHnyJI2Ct6KhHvrodMix3HHdQo45A">the Philippines</a> has put its overseas contract workers in the ‘essential’ category alongside health staff which moves them up in the vaccination priority list.  <a href="https://www.thedailystar.net/bangladesh/news/migrant-get-pfizer-moderna-vaccines-2119989" data-saferedirecturl="https://www.google.com/url?q=https://www.thedailystar.net/bangladesh/news/migrant-get-pfizer-moderna-vaccines-2119989&amp;source=gmail&amp;ust=1625121388604000&amp;usg=AFQjCNELsJNafXsHgtlEvgStbVvrBX2UQQ">Bangladesh</a> will prioritise workers heading to Kuwait and Saudi Arabia for the Pfizer vaccines that it received as part of the global COVAX initiative. However, Saudi Arabia finally recognised Covishield as equivalent to AstraZeneca after diplomatic dialogue. Vaccination camps have been set up for outgoing students and workers, although <a href="https://www.thehindu.com/news/cities/Tiruchirapalli/vaccination-camp-for-people-with-plans-to-go-abroad/article34889852.ece" data-saferedirecturl="https://www.google.com/url?q=https://www.thehindu.com/news/cities/Tiruchirapalli/vaccination-camp-for-people-with-plans-to-go-abroad/article34889852.ece&amp;source=gmail&amp;ust=1625121388604000&amp;usg=AFQjCNHEBvKQtQVlQtUD1cKoW-dlOYF1RA">demand far outweighs supply</a>. In Nepal, however, there is growing frustration with the lack of progress in sourcing vaccines. Says Sujit Shrestha of NAFEA (Nepal Association of Foreign Employment Agencies): “We need a way out because there is demand in these countries for Nepali workers. The government should get vaccines and prioritise outgoing workers, or coordinate with destination countries to provide quarantine and vaccines for workers. For many Nepali families, foreign employment is the only source of income.” After a few months of slow and uneven recovery of emigration, the second wave impacted both new and current Nepali workers. But even with cases falling and limited flights allowed, there is uncertainty because of the vaccines.  It is not just about whether Nepal can inoculate outgoing workers soon, but also whether the vaccination provided is accepted by the destination country.  Saudi Arabia has a demand for 40,000 Nepali workers that are waiting to be filled. In Kuwait, employers are struggling with labour shortages. This is in addition to thousands stranded in Nepal while on holiday like Min and Lila, who are at risk of losing their jobs overseas. Says Kuwait-based Nepali Ram Bahadur Basnet: “If flights normalise and the issue of vaccinations gets sorted out, Nepalis will be able to find attractive opportunities here.”  Some names have been changed. Job-seekers now also jab-seekers

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The three realised they shared the same dream, and over the past five years have travelled across Nepal to research their menu, collecting ingredients and ideas from homestays, food carts, and nature. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Midway along the stretch of the ancient trade route between Tibet and India lies the Kel Tol neighbourhood. The name is derived from the original Koligrām, and it is believed the Koli people, who were originally from Rāmagrām in present-day southern Nepal near the Indian border, settled here. The Koli were the maternal ancestors of none other than the Buddha. Kel Tol is famous for the Buddhist monastic complex of Kanak Chaitya Mahāvihar, featuring the majestic two-tiered gilded temple of the white god Karunāmaya.&nbsp; This elaborately decorated courtyard is a bustling centre of the Vajrayāna sect of Buddhism, practised widely by the indigenous Newā people of Kathmandu Valley. Karunāmaya, also known as Ārya Avalokiteshwor, is defined in great detail in the 1st century CE Buddhist text Sadharmapundarikā where he liberates all sentient beings from suffering. He helps rid the eight external fears metaphorically equated with their equivalent internal states of mind: lions (pride), wild elephants (ignorance), fire (anger), snakes (jealousy), floods (attachment), imprisonment (miserliness), thieves (wrong views) and cannibals (doubt).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c.jpg" data-media-id="editor_0" data-image-id="20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c" data-rendition-name="original" width="1338" height="2000" loading="lazy" alt="Seto Machhindranath"> </figure>  In the Pancha Rakshyā Sutra, a Buddhist scripture from 200 CE, Ārya Avalokiteshwor was counted among the eight major deities. Followers of the Brāhminical god Shiva worship Ārya Avalokiteshwor as Seto Machhindranāth. For Shaivites, Machhindranāth is the Indian saint who founded the Nāth cult in the 10th century CE. He is the guru of saint Gorakhnāth. During the reign of Yakshya Malla (1428–1482 CE), a beautiful image of Ārya Avalokiteshwor was dug up by a farmer in present-day Jamal, which was then a cultivated area outside the city. The farmer, known as a Jamami (meaning the one from Jamal) took the image home for safekeeping. That night, Ārya Avalokiteshwor appeared in the farmer’s dream and told him that the proper place for him to reside is at the confluence of two rivers. The nearest confluence was at present-day Wongha (Indrachok) and the image was installed in the Kanak Chaitya Mahāvihar complex in Kel Tol near Wongha. This made it easier for city residents to pay homage to Ārya Avalokiteshwor and spread compassion. Soon, the deity came to be revered highly as Jamaleshwor, the one found in Jamal. Eventually, the name got corrupted, as happens often in Nepāl Bhāsā, to Janabahā Dyo. The courtyard where his temple is located is now popularly known as Janabahā.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e.jpg" data-media-id="editor_1" data-image-id="20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e" data-rendition-name="original" width="2500" height="1668" loading="lazy" alt="Seto Machhindranath"> </figure>  The gilded temple of Janabahā Dyo, first built in the early 16th century CE, is adorned with wooden and metal artefacts that symbolise 108 forms of Ārya Avalokiteshwor. It stands out as the most decorated temple of its kind in Kathmandu. Today, Janabahā is a living heritage site where many ancient customs and rituals are widely practised as per Vajrayāna Buddhist tradition. Devotees throng the Janabahā Dyo shrine for daily worship and to receive Karunāmaya’s blessings. Being the compassionate one, Ārya Avalokiteshwor goes around town every year in his tall wooden chariot to allow sick and physically disabled devotees to pay homage to him from the comfort of their homes. One could say it is a door-to-door visit by the Compassionate One.&nbsp; For the pragmatic minded, the chariot festival is an annual renewal of communal harmony, validation of our ancient mathematical supremacy and demonstration of the need to keep practical skills alive, including the craft of building earthquake resilient houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c.jpg" data-media-id="editor_2" data-image-id="20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  The Janabahā Dyo chariot is pulled from Jamal, where his image was found by the farmer, through the historic heart of Kathmandu in a gala parade every year. The procession, accompanied by folk music ensembles and revellers, starts on the eighth day of the bright half of the month of Chaitra, and lasts up to a week (ending on Saturday this year). Hundreds of devotees pull the chariot along the streets as a way of expressing their gratitude to lord Karunāmaya for blessing them with compassion and well-being. Purna Ratna Vajrāchārya is an ordained priest who belongs to the clan responsible for taking care of Janabahā Dyo. He has been studying the design and architecture of the chariot for the past 40 years, and overseeing its construction for the past 15. He has learnt that the engineering principles of building the chariot are based on the mathematical system in which Buddhism is taught. For example, 365 pieces of wood are used in the chariot, each representing a day of the year. Each of the four wheels consist of 25 pieces of wood, totalling 100, representing completeness or fulfilment. The height and length of the chariot is 32 arm’s length (hāt in Sanskrit), 14.8m. The number 32 represents the maximum number of auspicious and physical qualities one could possess to be considered an outstanding human being.&nbsp; Says Vajrācharya, “Observing how the chariot is built helps one learn the fundamental pillars of the Buddha’s teachings, and find an easier path to Nirvana.” The structural design of the nearly 15m wooden chariot is not only awe-inspiring but also gravity-defying. It leverages the pliancy of the materials used in its construction -- flexible joints tied with cane soaked in water for several days. But this has been achieved year after year, despite the fact that the devotees who tug wildly at the ropes lassoed to the two front wheels, are most likely in high-spirits (pun intended). Sanjay Manandhar, a US-based technology entrepreneur, recounts how his high school physics teacher from Canada asked his students to go observe the locals build the chariots of Karunāmaya if they were interested in becoming engineers in the future.&nbsp; “That made no sense to me then, but, after all these decades, I now see clearly how the structural design of the chariot, adopted early on by our ancestors is full of earthquake-resilient properties that need to be applied in building houses in an earthquake-prone zone like Nepal,” says Manandhar. A highlight of the chariot festival is that human goddess Kumari makes an appearance at the final destination in Lagan, usually on the third day. For close to four centuries, the construction of the chariot and its operation has proven to be a phenomenal engineering feat, and the people’s faith in divinity means the tradition is alive.&nbsp; The essence of the colourful rituals and the religious beliefs of this ancient chariot festival is now all but lost. The logic, technology and practicality must be brought back to light, as they reflect the high civilisation and wisdom of our ancestors that we can leverage in modern times and into the future. &nbsp; Alok Tuladhar is a culture and heritage documentarian.

In the run-up to the third Nepal Investment Summit this weekend, there have been seminars, conferences and workshops where the discourse has revolved around the economy and the investment climate.
The consensus that Nepal needs foreign direct investments (FDI) to grow was repeated, and the familiar litany of reasons about why it has not been able to was discussed.&nbsp;
Policy advocates and regulators have understood that the lack of urgency is compounded by procedural inconsistencies, on top of the already deficient investment environment in the country.
It is a welcome change from what used to be flippantly accepting matters as given. There now seems to be a sense of urgency, with procedural inconsistencies and lack of harmonisation between various Acts and regulations openly discussed.&nbsp;
Government stakeholders also appear more willing to learn and attempt to be part of the solution. Whatever policy changes have been introduced in the past have been piecemeal and address the few rather than the entire industry. This left dual regulatory approaches aimed at similar players.&nbsp;

This time, unlike in the past two Summits, the government seems to be committed to amending 9 Acts, a positive step towards showing commitment to change. However, the deadline to do so during the winter session of Parliament is over. The option mooted has been to have it passed through ordinance, a lesser appealing step; albeit, a positive one moving forward.&nbsp;
To attract FDI in a competitive global market means that Nepal has to demonstrate that it is serious about bringing in investments with a more consultative and collaborative approach with investors. A departure from procedural to a result-oriented focus is needed.&nbsp;
To put issues in perspective, Nepal needs US$20 billion in investments to meet the UN’s Sustainable Development Goals (SDG) targets by 2030. If net-zero decarbonisation targets are to be met by 2045, another US$7 billion will be required annually.&nbsp;
Looking at our investment history and poor government capital expenditure, the gap is long and wide. In fiscal year 2022-23 Nepal booked a lamentable ~$59 million in FDI (equity). Nepal is in fact the lowest market in South Asia for FDI with 0.3% of the regional average.&nbsp;
What is it that we can do to fill the gap?&nbsp;
First, we need to move away from the notion that Nepal only needs large investments. This has proven to be a mistake, and time series data have proven that smaller investments, in aggregate, make a larger impact on economies.&nbsp;

We talk about an ‘enabling environment’ but without the right tools. We place restrictions on interest on debt ceiling (SOFR +5.5), without risk premium adjustments, we do not have an active secondary market for bond trading, nor do we have a yield curve, an integral part of the bond market, which is inhibiting us from tapping into the trillion dollar green bond market.&nbsp;
In order to attract green financing, Nepal needs to develop its bond market. Sovereign risk rating has been mooted and was expected to be operationalised before the Investment Summit.&nbsp;
However, to be rated in an adverse economic environment could further deteriorate investment potential due to a lesser-than-expected rating.&nbsp;
Hedging is another instrument that needs further research on. A commercial bank last year showcased the first risk-hedging mechanism for an investment of $8 million. This can be the beginning to expand on its modality. &nbsp;
Subordinated debt instruments have been introduced, but on a special nod basis, this now needs to be institutionalised as it is the most applicable form of investment after equity in a market that has volatile forex reserves.&nbsp;

Viability Gap Funding has been introduced by multilateral development agencies implemented in solar installations. It is a tool to incentivise the private sector to invest in projects that are not financially lucrative initially, but have potential for profitability in the long run. This needs to be scaled up and replicated in sectors like infrastructure, where returns may not be immediate.
Moving forward, to attract FDI, Nepal needs to tap into the funds that are available for the growth of small and medium enterprises (SMEs) and climate change. Alternative investments such as Private Equity Venture Capital (PEVC) have been around in a structured manner in Nepal for nearly a decade now.
These funds have blended finance components and have attracted climate funding as well. PEVC is a new asset class and can address the issues of penetrating into SME financing by incorporating environment, social and governance issues into their investment process.&nbsp;
SMEs are the backbone of any economy, PEVC comes with the ability not only to scale up the enterprise with risk capital, but with the ability to bring technical knowhow to enhance not only the enterprise but also the entrepreneur.&nbsp;

A differentiator from all other forms of financing available till date in Nepal. Blended finance is a way of de-risking investments, especially in frontier markets. Business Oxygen (BO2) is an example of blended finance with subordinated debt investments of IFC (World Bank Group) taking the lead and Climate Investment Funds along with FCDO as co-investors.&nbsp;
On a larger scale, the 216MW Upper Trisuli 1 is another example of blended finance with IFC, a Korean consortium and local investments. So far, we see that development finance Institutions have been taking the lead in Nepal as their risk appetite is greater than commercial investors and they are eager to help develop the financial markets.&nbsp;
In order to be sustainable, we need to step on this and attract commercial capital from all over the world. To do this there has to be political will to make that pivot.&nbsp;
Instead of being a means to an end, the two previous Investment Summits turned out to be intermittent and cosmetic, providing hardly any results. The third one’s success will depend on how the event will be implemented as a platform for continuous marketing for the country and facilitation for investors in future.&nbsp;
Nepal has outdone many countries in its macro-economic indicators, with sound forex reserves and a stellar history of debt payments to its creditors. This story needs to be propagated along with the drive for change to attract potential investors.
