A few months later, on 4 Februrary 1996, he ignored a Maoist ultimatum and flew off to India on a state visit.The Maoists did not even wait for an answer on their <a href="https://archive.nepalitimes.com/article/nation/revisiting-maoist-demands,2860" target="_blank" rel="noopener noreferrer">40 demands</a>, and by the time Deuba returned home, Nepal was already embroiled in a war <a href="https://www.nepalitimes.com/here-now/from-the-frontlines-of-nepals-war/" target="_blank" rel="noopener noreferrer">that was to last another 10 years</a>.In New Delhi, Deuba signed the Mahakali Treaty on the border river that became such a political hot potato that his Nepali Congress (NC) government fell within a year. Deuba has gone on to <a href="https://www.nepalitimes.com/latest/deuba-5/" target="_blank" rel="noopener noreferrer">become prime minister four more times</a> since then -- through the war, <a href="https://www.nepalitimes.com/here-now/if-birendra-was-alive-nepal-would-still-be-a-monarchy/" target="_blank" rel="noopener noreferrer">royal massacre</a>, the royal military coup, and the peace process.Now, at age 75, he is embarking on yet another ritual visit to New Delhi.In the 36 years since his first trip as prime minister, Deuba has been greeted in New Delhi by four Indian prime ministers: P V Narasimha Rao, Atal Behari Vajpayee, Manmohan Singh and Narendra Modi. Visits to the <a href="https://www.nepalitimes.com/here-now/new-delhis-new-dealings-in-nepal/" target="_blank" rel="noopener noreferrer">Delhi Darbar</a> have become mandatory rites of passage for every Nepali prime minister.No one expects any substantial outcome from this trip, coming as it does during an <a href="https://www.nepalitimes.com/banner/local-government-by-the-people-for-the-people-of-the-people/" target="_blank" rel="noopener noreferrer">election year in Nepal</a> in which the NC is in a coalition with its former arch enemy, the Maoists.But the timing of the visit does carry geopolitical significance — it is happening two months after Nepal <a href="https://www.nepalitimes.com/here-now/mcc-gets-green-light-in-nepal/" target="_blank" rel="noopener noreferrer">ratified the US-funded Millennium Challenge Corporation</a> (MCC) project, and barely a week after a <a href="https://www.nepalitimes.com/banner/fixing-the-broken-parts-in-nepal-china-ties/" target="_blank" rel="noopener noreferrer">visit by China’s Foreign Minister Wang Yi</a> to Kathmandu. <img width="219" height="265" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f4f9c7e80680e0b7969jpeg.jpg" alt="">Deuba’s NC strongly backed the MCC, which the <a href="https://www.nepalitimes.com/here-now/china-lobbying-against-mcc/" target="_blank" rel="noopener noreferrer">Chinese lobbied quite openly</a> with Nepal’s Communists to try to block. New Delhi stayed out of this row that had polarised Nepal’s politics for years, but it was wary of Chinese inroads into Nepal if the MCC did not go through.Deuba’s main goal in New Delhi this time will be to restore Nepal-India relations to a more even keel. The high point in bilateral ties was <a href="http://archive.nepalitimes.com/article/editorial/narendra-modi-nepal-india-ties,1792" target="_blank" rel="noopener noreferrer">Narendra Modi’s visit to Nepal</a> soon after his election in 2014, during which he addressed Parliament in Nepali, and was warmly welcomed.But the <a href="https://archive.nepalitimes.com/article/editorial/autopsy-of-a-blockade%20,2863" target="_blank" rel="noopener noreferrer">five-month Indian Blockade in 2015</a> undid the bonhomie, and rival <a href="https://www.nepalitimes.com/latest/there-is-precedent-to-settling-kalapani/" target="_blank" rel="noopener noreferrer">territorial claims over Kalapani and Limpiyadhura</a> in 2020 kept relations strained. Jingoistic talking heads on Indian tv channels throughout this period did not help matters.With India’s traditional micro-management of Kathmandu politics replaced by more overt Chinese meddling in the past five years, Nepal-India bilateral relations have calmed down a bit.But there are still recurring irritants: lack of agreement on two-way air routes, conditions on export of <a href="https://www.nepalitimes.com/banner/nepals-precious-electricity-going-waste/" target="_blank" rel="noopener noreferrer">surplus hydropower</a>, border embankments that flood the Tarai.Despite this, there is more that binds Nepal and India than divides. <a href="https://www.nepalitimes.com/latest/gorkhas-on-the-frontline-between-india-and-china/" target="_blank" rel="noopener noreferrer">Nepali citizens are enlisted in the Indian Army</a>, there are an estimated 3 million Nepali workers in India, and Nepal is the seventh largest source of remittances for India's own migrant workers.Deuba leads a 48-member delegation to New Delhi on Friday, and will make a quick side pilgrimage to Banaras. Just as Wang Yi handed over <a href="https://www.nepalitimes.com/banner/cleared-to-land/" target="_blank" rel="noopener noreferrer">Pokhara Airport</a> to Nepal earlier this week, Modi and Deuba will virtually inaugurate the mothballed 35km Kurtha-Jayanagar border railway. The visit is therefore expected to be largely ceremonial.Deuba has been getting sympathetic coverage in the Indian press, supposedly for standing up to China. Commentators there want Modi and Deuba to get over ‘temporary setbacks’ and ‘reboot’ <a href="https://www.nepalitimes.com/latest/india-nepal-ties-must-move-beyond-1950-treaty/" target="_blank" rel="noopener noreferrer">bilateral ties</a>.Some Indian experts have urged Deuba to carry on where he left off in 1996 to ‘pick the low-hanging fruit’ of <a href="https://archive.nepalitimes.com/article/nation/reservoirs-of-suspicion/hydropower-geopolitics%20,3991" target="_blank" rel="noopener noreferrer">the Mahakali Treaty</a>. India has long proposed a grandiose scheme to build a cascade of dams on the border river for inter-basin transfer of water to the Yamuna, and on to Gujarat, in exchange for electricity for Nepal. Deuba will try to avoid this sensitive topic since his party faces <a href="https://www.nepalitimes.com/editorial/feudalism-to-federalism/" target="_blank" rel="noopener noreferrer">three levels of elections</a> this year.Four decades later, Prime Minister Deuba will come a full circle on this trip to India. His Nepali Congress was in power for most of <a href="https://www.nepalitimes.com/editorial/13-february/" target="_blank" rel="noopener noreferrer">the Maoist insurgency</a> from 1996-2006. Maoist leader Pushpa Kamal Dahal (on whose head Deuba had placed a dead-or-alive ransom) spent most of those war years in a safe house in New Delhi, and is now principal partner in his governing coalition.

She was 95, and spent her last days in an ICU bed at a hospital in Kathmandu where we saw her only for a few minutes each day.The doctors briefed us outside, some days were good some days were bad. It was a time of stress and anxiety, as we sensed her slipping away. Despite her age, it was difficult to accept that a woman with such warmth and vitality was gone.But life moves on, and I waited for a new beginning. Things were looking up in Nepal as the daily Covid-19 case count went down to the double digits in March, and there were days without a single fatality. I started making plans to visit Delhi, to meet my mother and sister whom I had not seen for two years, and also to report on stories.Even the best-laid plans go awry. I was negative, but my father, step-mother and three-year-old step sister were positive.They showed symptoms, and the <a href="https://www.nepalitimes.com/editorial/the-covid-tsunami/" target="_blank" rel="noopener noreferrer">disaster was unfolding</a> in front me. The pressure was getting too much to handle. I had no choice but to become a guardian to my family, ensuring medicines, home isolation, finances and groceries before I flew off to Delhi the next day.The flight is a blur. The departure area at Kathmandu airport was crammed with Indian nationals -- not flying to New Delhi as I first thought, but to Saudi Arabia and Hong Kong. Direct flights from India were suspended, so <a href="https://www.nepalitimes.com/latest/indians-use-nepal-to-circumvent-travel-bans/" target="_blank" rel="noopener noreferrer">Indians were flying there via Kathmandu</a>. This was also why my Delhi air fare was three times higher than normal.I landed in Delhi to discover that my mother and sister were running high fever, and had all the Covid-19 symptoms. I could not go home to join them, and checked into a guest house nearby.Cases were surging in New Delhi, hospitals were running out of beds and oxygen, and the crematoria were packed. PCR results took five days. I tried reading books, but all kinds of scenarios kept playing out in my mind, and I could not concentrate. I just stared at the ceiling fan blowing hot air, as the temperature outside touched 42 degrees.The news from Kathmandu was not good. My father’s oxygen level had gone down because of Covid-19 pneumonia, and he had to be admitted to hospital. I was always the one boosting my family’s morale, assuring them that things would be all right, but here in this hotel room, I broke down.My father was in hospital in Kathmandu, my mother was alone in her room in New Delhi with high fever, my sisters were both sick, separated by 1,000km. And I was helpless in a hotel. I listened to them sob on the phone. I remembered my grandmother’s suffering, and it scared me to think that the worst might yet come.Delhi’s online stores were overwhelmed, and could not deliver medicines and groceries. I put on a double mask and went out into the oven-like heat to buy provisions, and deliver them to my mother’s doorstep.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7a49c7e80680e0967d5jpeg.jpg" alt="" width="1500" height="1125"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7a89c7e80680e0967d6jpeg.jpg" alt="" width="1500" height="1125"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7ab9c7e80680e0967d7jpeg.jpg" alt="" width="816" height="612">Today, 29 April, is two weeks since I arrived in Delhi. There are other British and American Indians in the hotel, also stranded. Their parents are also Covid-19 positive and they cannot visit them, nor can they fly back to the UK and America.We talk every day, keeping our morale up. We have developed a special bond, the grief and uncertainty uniting us.I try to think about the hundreds of thousands of families whose lives have been turned upside down by this emergency. We mentally prepare ourselves to lose our loved ones, but we must also celebrate their lives and accept that there is no reality harsher than death.There is a call from Kathmandu. Thankfully, my father is discharged. His oxygen levels are up, he is weak but at least he is home. My mother is also doing better, but her fever has not gone down.I report a story about the plight of Nepalis in India, interviewing them in Goa, Maharashtra and elsewhere. Compared to what the <a href="https://www.nepalitimes.com/here-now/indias-covid-catastrophe-hits-nepalis-hard/" target="_blank" rel="noopener noreferrer">Tiruva family is going through in Goa</a>, we are not so badly off. I interviewed Nepalis in Delhi who hired taxis to the Nepal border because they cannot find hospital beds here. Three Masters’ students went back to Nepal after their hostel was closed, as the virus spread among students.I quiz Nepal’s ambassador to India Nilambar Acharya about why Kathmandu is asking New Delhi for oxygen and medical support when things are so bad in India itself. <img width="828" height="501" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd1179c7e80680e08f894jpeg.jpg" alt="Air pollution in Kathmandu"/>Winter inversion, vehicular emission, wildfires, and cross-border industrial pollution have combined to give Kathmandu Valley the worst air quality among cities in the world this week, adding to the risk of respiratory complications for Covid-19 patients.On Monday night, the Air Quality Index (AQI) in parts of Kathmandu crossed 500, according to measurements at the <a href="https://www.nepalitimes.com/" target="_blank" rel="noopener noreferrer">US Embassy measuring station</a> at Phora Darbar. It remained at above 500 from 10PM till 5AM, falling to 480 at 7AM on Tuesday. <figure><img width="2156" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd1199c7e80680e08f895jpeg.jpg" alt="NASA Worldview image of Nepal wildfires"><figcaption>A NASA Worldview satellite image of Nepal on 3 January showing the spread of smoke from wildfires in Kaski, Lamjung, and Dhading. Combined with vehicle and crossborder pollution,Kathmandu's AQI count hovered at 500 for the second straight day.</figcaption></figure> The Department of Environment’s own measuring station in parts of Kathmandu showed the AQI staying above 400 all day on Monday. Other global AQI measurement sites like <a href="https://support.iqair.com/en/" target="_blank" rel="noopener noreferrer">IQAir</a> put Kathmandu’s pollution level at 487 – the highest among cities in the region. <img width="746" height="512" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd11c9c7e80680e08f896jpeg.jpg" alt="AQI Kathmandu">New Delhi’s AQI levels, which have been consistently high all winter because of crop residue burning as well as vehicular and industrial pollution, got a respite on Monday because of rainfall. At a time when Kathmandu’s <a href="https://waqi.info/#/c/26.725/78.758/6.2z" target="_blank" rel="noopener noreferrer">AQI was hitting record highs on Tuesday morning</a> with 438, the New Delhi suburb of Noida recorded less than 151 (<a href="https://aqicn.org/map/#@g/24.4264/86.8579/5z">AQI World map, below).</a> <figure><img width="2234" height="1346" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd11e9c7e80680e08f897jpeg.jpg" alt="New Delhi and Kathmandu AQI levels"><figcaption>AQI levels in north India and Nepal on 5 January at 8AM showing Kathmandu's much higher pollution levels compared to New Delhi.</figcaption></figure>AQI is a composite measurement of the concentration of particulate matter below 10 and 2.5 microns, carbon monoxide, sulphur and nitrogen dioxide and ground ozone. AQI level between 0-50 is ‘Good’, 51-100 is ‘Moderate’, 101-150 is ‘Unhealthy for Sensitive Groups’, 151-200 is ‘Unhealthy’, 201-300 is 'Very Unhealthy', and anything above 301 is regarded as 'Hazardous'. Kathmandu's AQI has remained at the Maroon 'Hazardous' level for two days in a row. The US Environment Protection Agency (EPA) has also colour coded various AQI levels at Green, Yellow, Orange, Red, Purple, and Maroon. The World Health Organisation (WHO)’s guidelines state that AQI should be below 35, and the concentration of particles below 2.5 microns should be below 25 μg/m³over a 24 hour period. This means Kathmandu's pollution has been 15 times higher than the WHO standard. <img width="2172" height="760" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd1219c7e80680e08f898jpeg.jpg" alt="AQI measurement guide">In Nepal, a Cabinet decision last year adopted the Department of Environment’s guidelines for air pollution to declare a health emergency if AQI exceeded 300 – meaning the government can ban open burning, close factories, and take measures to reduce vehicles on the roads. The government, which has been engulfed in a crisis within the ruling party after Prime Minister K P Oli dissolved the Lower House and called for snap polls in April-May, seems to be too distracted to pay attention to the converging crises of Covid-19 and air pollution. <img width="1202" height="1064" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd1249c7e80680e08f899jpeg.jpg" alt="Bhushan Tuladhar tweet">“This is a grave threat to public health, the government should have declared an emergency and taken urgent measures to curb pollution,” says environmental expert Bhushan Tuladhar. (left)The air pollution emergency in Kathmandu puts the elderly, those with asthma and other respiratory ailments at high risk, and would be especially dangerous to those with Covid-19.  <img width="756" height="1286" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd1279c7e80680e08f89ajpeg.jpg" alt="AQI Ratnapark"><img width="660" height="1346" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd1299c7e80680e08f89bjpeg.jpg" alt="AQI rank by city">Poor air quality in Kathmandu and inside rural homes due to smoky kitchen fires kill far more people across South Asia than SARS-CoV-2. However, the record-breaking pollution this winter will add to the risk of the coronavirus.  Even before Covid-19, the World Health Organisation (WHO) had warned that poor <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">air quality</a> in northern India and the Tarai was already the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/air-pollution-decreases-life-span,3999" target="_blank" rel="noopener noreferrer">reducing average lifespan</a> of tens of millions of people by 3.7 years.“Long-term exposure to air pollution can cause many of the health conditions associated with increased vulnerability to Covid-19, such as diabetes and chronic heart and lung diseases,” said the <a href="https://www.stateofglobalair.org/sites/default/files/documents/2020-10/soga-2020-report.pdf" target="_blank" rel="noopener noreferrer">State of Global Air 2020</a> released last October.  <figure><img width="1920" height="1080" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd12b9c7e80680e08f89cjpeg.jpg" alt="Patan School Lalitpur clock tower"><figcaption>The clock is ticking for Kathmandu to act on reducing the health hazards of air pollution.</figcaption></figure>The <a href="https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/" target="_blank" rel="noopener noreferrer">report</a> says that 100% of the population in India lives in areas where PM2.5 levels are higher than the WHO Air Quality Guideline. Nepal is not far behind with 98% of its people living in such areas. More than 65% of all deaths due to chronic obstructive pulmonary disorder (COPD) in 2019 were linked to air pollution in Nepal.Says Pallavi Pant, air quality scientist at the Health Effects Institute: “Exposures to air pollution have been shown to affect the human body’s immune defence, making an individual more susceptible to respiratory infections such as pneumonia.”

New Delhi’s new dealings in Nepal

Photo: PAWAN PAUDEL</figcaption></figure>The Covid-19 crisis has dominated news bulletins in Nepal for the last six months, and in the past week the headlines are about rising cases and fatalities. But what is missing from the news is that the pandemic has also helped save lives.Police statistics show that about 1,400 people were killed in Nepal in road traffic accidents between March-August 2019. This year, the figure dropped to 707 in the same period. Meanwhile, 390 people have died with Covid-19 across the country since the lockdowns began. In those six months last year, more than 5,000 people were seriously injured in highway accidents. This year, the number of wounded was down to 1,978 between March-August. Because of the pandemic, there are therefore far fewer trauma patients in hospitals, and many of them have been saved from lifelong physical disabilities.Besides lives saved in road traffic accidents studies have shown that improved air quality in the cities of north India during the lockdown has saved many thousands of lives.The <a href="https://energyandcleanair.org/wp/wp-content/uploads/2020/04/CREA-Europe-COVID-impacts.pdf" data-saferedirecturl="https://www.google.com/url?q=https://energyandcleanair.org/wp/wp-content/uploads/2020/04/CREA-Europe-COVID-impacts.pdf&amp;source=gmail&amp;ust=1600526831303000&amp;usg=AFQjCNEaep49FFrKVnsBp1buzFoFhtJbtQ">Centre for Research on Energy and Clean Air (CREA)</a> estimates that improved air quality since Covid-19 has saved 15,000 lives in 12 of India’s big cities. In New Delhi alone, 4,600 people who may have died of acute respiratory distress have lived because of the cleaner air. A similar study in Nepal is not available, but since Kathmandu Valley’s air quality at certain times of day is as bad as New Delhi, and much of the suspended particulates from north India is carried by prevailing winds into Nepal in winter, there could also be a correlation here between improved health and better air quality during the lockdown. <img width="1402" height="780" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915118/636bb51d9c7e80680e07bbe4jpeg.jpg" alt="">To be sure, the pandemic has led to other hardships, often adding to unnecessary fatalities. Many more women have died this year than in 2019 during the lockdown because they have not been able to get to hospital for delivery. Child mortality is similarly up 30% compared to pre-lockdown months because of delayed vaccinations, and parents unable to get sick children to hospital in time. Patients with chronic ailments have also been deprived of treatment. Jobs losses have increased hunger and susceptibility to disease.The dramatic drop in highway fatalities, however, reveals just how dangerous Nepal’s roads are, and has provided the government an opportunity to take concrete steps to improve road safety even as the government decided to allow long-distance buses to resume their services this week.The fact that 707 people were killed on Nepal’s roads even despite an almost complete ban on vehicular traffic in cities as well as on inter-district highways between March till August this year shows just goes on to show how deadly Nepal’s highways are. A paper in the <a href="https://injuryprevention.bmj.com/content/early/2020/02/18/injuryprev-2019-043309" data-saferedirecturl="https://www.google.com/url?q=https://injuryprevention.bmj.com/content/early/2020/02/18/injuryprev-2019-043309&amp;source=gmail&amp;ust=1600526831303000&amp;usg=AFQjCNFw67kURQsjGTpdjwgy0yMJObRYPg">British Medical Journal</a> shows that even before the pandemic in 2017, transport injuries killed more young people in Nepal than from tuberculosis, malaria and HIV combined. Seven Nepalis died every day in road and highway accidents in Nepal before the lockdowns, and on average, 40 people were injured. Last year, there were nearly 13,000 road accidents in which 2,736 people lost their lives and 10,731 were seriously injured.But at the same time, Covid-19 has seen rapid spread in the past weeks. Nepal registered the highest number of confirmed coronavirus cases on Friday with 2,020 new cases out of 11,158 PCR tests conducted across the country, Kathmandu Valley alone accounted for 859 positive SARS-CoV-2 cases, also the highest so far. But the last 24 hours also saw 871 people returning home after a successful treatment, bringing the total recoveries to 43,820 and the recovery rate to 71%, up from 55% in August. Nepal now has 17,383 active cases.While the government has decided to further relax the lockdown by allowing domestic airlines to operate, hotels and restaurants to reopen and intercity bus services to resume, the odd-even rule for vehicles is still in force. <figure><img width="640" height="480" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915118/636bb51f9c7e80680e07bbe5jpeg.jpg" alt=""><figcaption>Wreckage of the bus accident in Dhankuta in 2016 that killed 15 people, including ex-Minister of State for Finance Hari Khewa.</figcaption></figure>This could help contain the spread of Covid-19 somewhat, but it will keep traffic accidents and fatalities low -- especially during the monsoon when roads are even more treacherous in the mountains with additional risk of landslides and flash floods.  Highway accidents are now among the biggest killer in Nepal, right after heart diseases, diabetes, tuberculosis and renal ailments. Age-adjusted death rate at 21% is among some of the highest in the world.The cause of accidents in Nepal is usually carelessness and speeding, and poorly-maintained roads and vehicles. The number of accidents is rising faster than the increase in the number of vehicles.Those who survive often have traumatic brain and spinal cord injuries, requiring long-term or life-long expensive rehabilitative care, available in only few institutions in Nepal and in limited capacity.

How Covid-19 saves lives in Nepal

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101140/636b75829c7e80680e0623f2jpeg.jpg" alt="" width="2048" height="1365"/>Nepal’s Communist Party leaders must take note of two events that unfolded in India this week: <a href="https://www.bbc.com/news/world-south-asia-51638345" target="_blank" rel="noopener">the roaring welcome to US President Donald Trump</a> and the ongoing communal riots in Delhi’s northeastern suburb.That the Narendra Modi government was able to put up a great two-day show to woo Trump, who repeatedly praised Modi and said “America loves India” has been somewhat overshadowed by the violence that has claimed over 20 lives in Delhi.The two events depict contrasting pictures: one of a new emerging India eager to engage with superpowers, even taking lead in issues of international concern. And the other of an India engulfed in violence between some Hindus and Muslims. The ruling BJP and Modi, supported by the right-wing groups like RSS and VHP, find themselves in the vortex of this violence.Trump reached India on Monday and along with Modi addressed the ‘Namaste Trump’ rally in Ahmedabad’s Motera Stadium, the largest cricket stadium in the world, attended by over 100,000 people. The two presented their visions for the next phase of Indo-US strategic partnership.Although the much-awaited trade deal did not happen, the two sides pulled together a $3billion military deal, sought commitments to fight terrorism, narco-terrorism and organised crime and signed three MoUs in the health and oil sectors. Trump even discussed the importance of a secure 5G network in India, ahead of trials involving China’s Huawei which he said must be “a tool for freedom, progress, prosperity, not a conduit for suppression and censorship”.Important for Nepal to note is their dialogue in security cooperation. Besides reiterating that the two countries will work to combat “radical Islamic terrorism” which will dearly affect the functioning of SAARC, Trump praised the military cooperation and said that the US and India, along with Japan and Australia, should work together for security of the Indo-Pacific region as the Quad (Quadrilateral Security Dialogue) grouping.The diplomatic and military arrangements of the Quad are widely viewed as a response to the rapidly increasing economic and military power of China in the region. Sandwiched and landlocked between India and China, Nepal will have to <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/" target="_blank" rel="noopener">balance its relations between China and a US-backed India</a>.As it is, a $500 million US-funded <a href="https://www.nepalitimes.com/latest/mcc-row-damages-nepals-credibility/" target="_blank" rel="noopener">Millennium Challenge Corporation</a> (MCC) deal to improve Nepal’s connectivity <a href="https://www.nepalitimes.com/editorial/a-millennium-challenge/" target="_blank" rel="noopener">is in limbo</a> because of opposition from a faction of the ruling Communist Party that sees it as a part of the American Indo-Pacific Strategy. Parliamentary ratification of the project has been delayed.The MCC is viewed with much interest by India’s civil society and academia lately, and is seen as a direct counter to China’s Belt Road Initiative (BRI). Sections of the Nepali establishment views India as an obstructionist power, and are trying to develop closer ties with China.But India is finding more grounds of convergence with the US, which now views South Asia as a vital part of its <a href="https://www.nepalitimes.com/editorial/between-two-oceans/" target="_blank" rel="noopener">Indo-Pacific Strategy</a>. Smaller countries in India’s periphery are bound to be trapped in this rivalry. With pressing domestic concerns at home over opposition to <a href="https://www.nepalitimes.com/latest/indian-nepalis-alarmed-by-citizenship-amendment-bill/" target="_blank" rel="noopener">the Constitution Amendment Act (CAA) India </a>may play silent and quiet diplomacy leaving the US and China to compete for influence in India’s neighborhood.Trump and Modi are said to have discussed developments in South Asia at length during this visit, meaning they will collaborate and closely consult each other on regional matters. Nepal must gear up to deal with a more forceful America in the near future even when it is already grappling with <a href="https://www.nepalitimes.com/banner/what-is-xi-jinpings-big-surprise/" target="_blank" rel="noopener">a dominant China</a>.It is in India’s advantage if the US temporarily fills the vacuum in Nepal, which New Delhi feels is its traditional sphere of influence. So, the <a href="https://www.nepalitimes.com/editorial/a-yam-between-3-boulders/" target="_blank" rel="noopener">foreign policy challenge for Nepal</a> will not be to balance between India and China so much anymore, but getting into meaningful dialogue with China and the US to protect its national interest.India considers the US as its ‘natural ally’. The Modi-Trump equation seen in Gujarat and Delhi this week speaks volumes of their friendship and desire to foster closer ties between the world’s oldest and largest democracies. Even in midst of communal riots in Delhi, Trump stated at a press conference “it is up to India” to deal with the CAA matter, quickly adding that Modi is committed to “religious freedom in India.”Most analysts conclude that if Trump is re-elected in November elections, India’s relations with the United States could be further strengthened.The author is a Nepali journalist and researcher based in New Delhi.

The India, US, Nepal, China quadrangle

But there was a different kind of disaster in store in Kathmandu.It was on Christmas Eve of 24 December 1999, and an Airbus300 of Indian  Airlines had just taken off from Kathmandu for New Delhi. Twenty minutes into the flight five gunmen stormed the cockpit and forced the plane to divert first to Amritsar. It was refused landing in Lahore by turning off runway lights, then to Dubai, and on to Kandahar in Afghanistan. The gunmen demanded the release of fellow-militants, including Maulana Masood Azhar, in an Indian jail. Read also: <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/news.php?id=8241#.Xgs0pVUzaUl" target="_blank" rel="noopener">Hijack diary</a>Among the 171 passengers was Sanjay Dhital, who had just got married to Rosina, and worked with Afghan refugees for AMDA (Association of Medical Doctor of Asia) based in Peshawar in Pakistan and ran clinics in Afghanistan. The couple spent eight harrowing days inside the plane, not knowing whether they would get out of the ordeal alive.“The worst part of life is the long wait to die,” Dhital recalls, 20 years later in his Bhaisepati home where he lives with his parents, wife and two children. “But time heals, and many of the details get blurred with the passage of the years.”However, he does remember a few things he had not revealed during his <a href="http://archive.nepalitimes.com/news.php?id=8241#.XgsyO9Iza70">first interview with Nepali Times on the first anniversary of the hijacking in 2000</a>. He had come to Nepal on a month’s leave to get married, and the newly married couple were going to fly out on Pakistan International Airlines. But due to the new year rush they did not get ticket, so the travel agent routed them to Peshawar via Delhi and Lahore.https://www.youtube.com/watch?v=HYEY9xjzcxo&amp;feature=youtu.be“There were many other Indian honeymooners on the flight,” Dhital remembers, “The flight attendants had just started serving food when someone shouted ‘head down, don’t move’. There was commotion on the plane.”There were masked men with knives and pistols threatening passengers in English and Hindi. The pilot then announced that the plane was being hijacked. Night fell, and the passengers felt the plane circling, landing and taking off, they did not know they were already in Kandahar.The hijackers announced that they were Kashmiris, and if the Indian government did not release their friends, they would kill all the passengers one by one. But passengers were relieved to hear that a UN team was flying in from Islamabad to negotiate.“One of the passengers was a large man named Gajendra Tamrakar, and the hijackers would make him imitate Bollywood hero Amjad Khan, and make us all laugh, and we would for a moment forget our own predicament,” Dhital remembers. <figure><img width="640" height="693" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151128/636a67fe9c7e80680e059a09jpeg.jpg" alt=""><figcaption>Sanjay Dhital and his wife Rosina immediately after being released. Photo: NT ARCHIVE</figcaption></figure>The negotiations failed, and the hijackers asked all passengers to raise their hands for their last meal because they were all going to be killed. No one raised their hand, Dhital recalls, only Tamrakar did, and he ate an entire chicken. A Japanese passenger was so stressed she kept smoking and taking pictures, and the hijackers confiscated all cameras.Dhital went to the business class area to deposit his camera, when the hijackers found Pakistani money in his bag. They asked him if he was Pakistani, and when they found out he had an Afghan visa, he was taken to the head hijacker in the cockpit. Dhital’s wife was convinced he was being led off to be executed, and started crying. But all the hijacker wanted to do was to talk to him, and thank him for his service in Pakistan. He told his comrades to treat the Nepali passenger well.“Human beings can go without food, but they cannot do without water. We were always thirsty in the plane. Fellow passengers would ask me what I would do once I was released, and I remember thinking I will drink an entire bottle of water,” Dhital says.The five hijackers all had code names: Manager, Shankar, Bhola, Burger and Doctor. Of the lot, Doctor seemed the nicest, but his job was to lecture to us about the inevitability of death, and to be prepared for it.On the seventh day, there was panic. The hijackers went through the cabin and said the talks had failed and the Indian government did not want to save the lives of their nationals on board. “We will now start executing you one by one, no one should cry, just take Allah’s name,” he said.Two of the hijackers appeared with AK-47s. Dhital wondered whether they would start killing the passengers from the front or back, and when their turn would come because they were in the middle. The newly-wed couple hugged each other and wept, waiting for certain death. They also asked for a memento and passengers raised Rs71,000 for a model of an Airbus300, and Dhital was asked to donate the rest to the hospital in Kandahar.The couple returned to Kathmandu with the other Nepali passengers to a tumultuous welcome. After two weeks the couple flew on PIA to Peshawar, and Dhital had a model of an Airbus made in Lahore  and gave it to his staff to pass it on to the Taliban, and he gave the Rs23,000 to the Peshawar Hospital.   “I am often asked what did it feellike. I cannot put it in words, you have to live it yourself to know,” says Dhital, who is now 52 and his wife is 41. “I was convinced we were not going to make it out alive. But the experience made me less selfish, less ambitious. After that I decided to return to Nepal and work here.”

The NDA (National Democratic Alliance) led by BJP has mustered 349 seats, which is up from 336 in 2014. The opposition Indian National Congress mustered barely 51 seats, with its United Progressive Alliance obtaining 91.The saffron wave not only swept through the Hindi heartland and Gujarat, but also rippled through West Bengal, Odisha, Maharashtra and Karnataka. It has gained nearly 50% vote share in North and West India and broken its own 2014 record.By pursuing an inward-looking growth, India has also failed to economically integrate the region. But it is more than concerned about the rising footprints of China in Nepal and elsewhere, which were traditionally seen as within its sphere of influence.The results clearly indicate that Modi is and will remain an uncontested leader in India. Voters seem to like his assertive leadership, and think it will secure national interest, deliver on governance and lift the poor. They have voted for Modi despite massive unemployment, rural distress and the highly divisive nature of BJP campaigns.India may now be headed towards a presidential-style of government with every constituency having voted for just one person: Modi. This is unprecedented as no single politician has emerged the centre of an entire election exercise since Indira Gandhi in 1971. Critics say this will concentrate power and centralise decision-making, as the election was fought solely on the issue of national leadership.The results also indicate that ideological battles are different from electoral contests as India has voted as a block despite caste dynamics, regional traditions and social structures embedded in Indian political system.Consensus coalition politics is now a thing of the past with powerful regional satraps holding sway. Except for Tamil Nadu, Kerala and Andhra Pradesh, the BJP has made huge inroads in states it was weak earlier in like West Bengal and Odisha which were dominated by strong regional leaders. It has managed to even thwart the threats from BSP-SP super-coalition ‘mahagathbandan’ in Uttar Pradesh.How did the juggernaut of Modi and BJP President Amit Shah manage such a victory? The BJP is a well-organised, cadre-based party with deep penetration right to the electoral booth. Over the past five years Amit Shah built an extraordinary party machinery with millions of new members who reached out to voters.During the campaign, BJP deployed enormous financial resources, dominated the media, and did not allow dissenting voice in the party to emerge in public. There has been micro-management from the top thereby maintaining the flow of command and discipline among cadres.The opposition Congress, on the other hand, was disorganised. Although it talked of delivering justice through ‘love and unity’, that did not resonate with the upper class and first-time voters in India. The fact that the President of Congress party Rahul Gandhi lost to BJP’s Smriti Irani in Amethi in Uttar Pradesh, which was considered a stronghold of Gandhi family, goes to show that the opposition’s criticism of Modi’s policies on demonetisation and slogans like ‘chowikar chor hai’ did not have support because voters were looking for decisive leadership. The only state that Congress gained in was Punjab under Capt Amarinder Singh.The Modi government’s welfare schemes like building toilets, cooking gas connections, housing and rural electrification benefitted recipients who have in turn rewarded him abundantly. Some 48 million people received Mudra loans totaling crore in last four years. The underprivileged see in Modi a person who can deliver on his promises.The 100 million first time voters seem to be Modi-worshippers: rich or poor, these voters they have known only one name in national politics, someone who believes in digitalising India and is often seen hugging foreign dignitaries. They like Modi’s extrovert style, his oratory and they believe in his dream of a modern India. They felt Rahul Gandhi is no alternative.“India has won, democracy has won, and people have won,” Modi told supporters, calling his victory one of ‘hope and desires for a new India’. But unlike elsewhere, that awareness has not created the public opinion pressure to <a href="https://www.nepalitimes.com/here-now/open-air/" target="_blank" rel="noopener">force politicians to act</a>.Up to 35,000 Nepalis lose their lives annually due to diseases caused by air pollution. One in every 10 people in Kathmandu suffers from chronic lung diseases like COPD, bronchitis and emphysema. The average life expectancy of Nepalis <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/air-pollution-decreases-life-span,3999" target="_blank" rel="noopener">is reduced</a> by over two and one-half years because of air pollution.“We have seen that electric public transportation <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/public-transport-is-equal-to-public-health,844" target="_blank" rel="noopener">can improve public health by reducing pollution</a>,” says Sajha Yatayat Executive Director Bhushan Tuladhar. “Recent advances in electric transport provide the solution. The Delhi Metro is now powered by solar energy and plans to go fully solar by 2021.All 16,000 public buses in Shenzhen are electric. China has replaced all its petrol two-wheelers with electric motorcycles and scooters.Global demand for electric vehicles is rising rapidly, and manufacturers are having a hard time meeting demand, mainly because of the shortage of lithium ion batteries. The Korean car-maker listed Nepal as a top priority market in the Asia- Pacific because of tax breaks for electric vehicles here.“We were able to convince the manufacturers that Nepal was ready to go electric because of our hydropower potential and the tax difference between electric and non-electric vehicles that showed a strong government commitment,” explained Nirakar Shrestha of Laxmi InterContinental, which represents Hyundai in Nepal.While the retail price of petrol and diesel reaches up to 261% above the cost price, electric vehicles carry just a 10% tax on the purchase price.  Electric cars are exempt from road tax, which can be Rs30-50,000 per year for fossil-fuel cars. A fast-charge electric station costs a minimum of $30,000 and can charge only 25 vehicles a day. Establishing one requires a government subsidy as well as a regulator to permit the charging of different EV models.Kathmandu Valley alone has <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener">750,000 motorcycles</a>, which are a major source of toxic gases like carbon monoxide and ozone. Introducing tax incentives for bikes and scooters similar to those for private cars could be a pivotal move. Also, at the moment there is no registration policy on electric two-wheelers, discouraging buyers.In October last year, Prime Minister KP Oli unveiled an <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/" target="_blank" rel="noopener">electric mobility action plan</a>, proposed to transform at least 20% of the fleet of public vehicles into battery-operated ones by 2020. Amidst much fanfare he inaugurated the first five Chinese, BYD electric buses inducted by Sajha Yatayat. President Bidya Devi Bhandari herself has a BYD electric limousine.Last year, <a href="https://www.nepalitimes.com/here-now/mayoral-airs/" target="_blank" rel="noopener">Kathmandu Valley’s 18 mayors gathered for a workshop</a> organised by ICIMOD to discuss an air pollution reduction strategy. Since then, beyond lip service little has been done to establish electric public transport and make emission tests for fossil vehicles more effective.Local and provincial governments have shown an interest in providing financial support to develop electric public transport, but the plans are sketchy and ad hoc. A case in point is the confusing and conflicting proposals for electric bus rapid transit, monorail and light rail transit along the Ring Road. The proposals are restricted to speeches and slogans, but nothing concrete has been done.One reason is the high investment cost of electric public transport, which requires government to step in with subsidies.Over the years, revenue from the Petroleum Tax has grown to a whopping Rs5.2 billion. Some of this could be invested in a clean-energy electric transportation strategy.The Seoul-based Global Green Growth Institute (<a href="http://gggi.org/" target="_blank" rel="noopener">GGGI</a>) has been helping the central government with just such a strategy on electric mobility, and to find potential investors. General Director Frank Rijsberman was in Kathmandu last week to sign an agreement to implement e-mobility in Nepal. GGGI is keen to help Nepal with its first purchase of 300 electric buses for cities across Nepal.  (See interview below)“Operating an electric transport fleet is more complex, requires higher initial investment and more infrastructure than traditional buses, but in the longer-term, renewable energy sources are not only ecologically but also economically viable,” said Rijsberman. “We believe that it is not only the right thing to do but also the best way of growing in the 21st century. In the coming years we hope to see a breakthrough and electric buses on the streets of Kathmandu.”Electric vehicles are now a necessity, not just an environmental statement. Neighbouring India and China have committed to manufacturing only electric automobiles by the year 2030. This means Nepal will be forced to go electric since most vehicle imports are from those two countries.Said Bhushan Tuladhar of Sajha Yatayat: “Like it or not, Nepal will have to go all electric in about a decade. So we may as well start planning for it. That way, the transition will be much smoother, efficient and advantageous.”<h2>Investing in renewables</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36a29c7e80680e04831cjpeg.jpg" alt="" width="1400" height="799"><figcaption> </figcaption></figure>Frank Rijsberman of the Korea-based <a href="http://gggi.org/" target="_blank" rel="noopener">Global Green Growth Institute</a> was recently in town to sign an agreement with the government and Sajha Yatayat on electric mobility. Nepali Times asked him about the future of electric public transport globally and in Nepal.Nepali Times: Why is your Global Green Growth Institute so involved in electric mobility around the world?Frank Rijsberman: We are a young intergovernmental organisation set up in 2012 with 32 member countries and 20 more in the process of becoming members, like Nepal. We help governments plan green growth, a model of economic development that is both more environmentally sustainable and socially inclusive. In Nepal, we helped the government develop a national electric mobility strategy, and we have also helped members mobilise $1 billion in climate finance.We are also working to make cities greener by managing water, sanitation and solid waste. I met with Nepal’s minister of forests and environment and he asked us if we could start working on forests as our next priority. We have done similar work in Indonesia and Myanmar, and that is likely to be our next priority here.Do you see Asian countries moving towards renewable energy?It is challenging to switch from big investments in coal and nuclear energy, because all those investments have become stranded assets. China and India are making enormous progress in renewable energy. Many other Asian countries are a bit behind — Vietnam is still planning to build 25 new coal fire power plants. We are working with governments to introduce large-scale renewable energy sources. This is now the cheapest form of energy and decentralised solar energy is a much easier way to reach remote communities that were very poorly served by a centralised grid.So I would call it adaptation with mitigation co-benefits. It may well be possible to trade those emissions with countries that should reduce more but cannot on their own. You can have mitigation measures too, but the first priority for countries like Nepal that rely on agriculture is to make sure that society is no longer vulnerable and is more resilient to climate change.Also, many governments still want growth. But the quality of growth really matters; it should be environmentally sustainable. It used to be the right thing to do, but being sustainable is also commercially attractive.What progress are other Asian countries making to become low-carbon economies?China has become a real leader in electric transport. Shenzhen is the first city in the world with an all-electric fleet of buses. Beijing has also taken big steps in curbing air pollution. India has also made considerable progress in renewable energy. The next big thing will be energy efficiency in buildings.What are the prospects for electric public transport in Nepal?We have done electric bus projects in a number of countries and while it is more expensive initially, and also for infrastructure like charging stations and batteries, its operational cost is much cheaper. We are helping the Nepal Government find interested investors, and hope to see a breakthrough in coming years with electric buses on the streets of Kathmandu.

Nepal’s electric transport future is here

Photo: RSS</figcaption></figure>This is the season for windstorms, and even though the <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">whirlwind</a> that hit the central Tarai on 31 March killing 28 people was a freak event, it was not the first to touch down in our part of the world.Novelist Amitabh Ghosh begins his 2016 non-fiction book, <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/book-reviews-new-year-2074,3654" target="_blank" rel="noopener">The Great Derangement: Climate Change and the Unthinkable</a>, with his personal encounter with a funnel-shaped tornado that struck New Delhi on 17 March 1978. It killed 70 and injured 700 in just 2 minutes.Ghosh writes that the Indian Meterological Service said at the time: ‘This was, in effect, the first tornado to hit Delhi—and indeed the entire region—in recorded meteorological history.’Birganj-based journalist Chandra Kishore remembers a similar devastating vortex that destroyed parts of his Tarai village in the mid-1980s. <a href="https://www.nepalitimes.com/latest/toll-expected-to-double-to-50-in-tornado/" target="_blank" rel="noopener">In Pheta</a> on the night of 31 March, most of the deaths were due to poorly built structures, not the actual tornado, proving once again that it is shoddily-built houses that kill people not natural events.When Ghosh encountered the tornado in 1978 in New Delhi, the Earth’s atmosphere had 334ppm (parts per million) of carbon dioxide. In the 19th century, before the industrial age, it was 280ppm. By 2019, the CO2 concentration in the atmosphere has increased to 411ppm, most of it because of fossil fuel emissions.With so much carbon in the atmosphere, climate change is no longer something that will happen in a distant future — <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">it is happening now</a>. Events like the Tarai tornado are <a href="https://www.nepalitimes.com/editorial/the-new-normal-2/" target="_blank" rel="noopener">our new normal</a> and highlight the growing impacts of an erratic climate and its rising social and economic cost. No country is immune, all countries have to adapt and also cut their emissions by switching to renewable energy.Read also: <a href="https://www.nepalitimes.com/?p=25490&amp;preview=true" target="_blank" rel="noopener">Nepal's electric transport future is here</a>, Sonia AwaleNepal’s Department of Hydrology and Meteorology (DHM) collects wind speed data at the airport to assist flight operations, for academic assessment of wind energy potentials and for designing buildings and infrastructure. Wind hazards have always been there, but death and destruction of the scale that Pheta witnessed has not been part of our understanding.As an under-budgeted and under-staffed entity, the DHM has the lowest priority from the Nepali state, preventing it from becoming a repository of climate knowledge. As one of the countries most vulnerable to the impacts of climate change, Nepal needs to upgrade its weather forecasting and early warning.The Pheta tragedy revealed a major gap in the DHM’s ability to ‘nowcast’ weather, the process of warning people about what is likely to happen in the next few hours at a spatial resolution of a few square kilometres. The department needs to be able to provide local, short-term forecasting, perhaps by collaborating with others like Tribhuvan University’s Physics Department.The twister also exposed gaps in our <a href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">disaster management institutions</a>. Nepal’s 2017 Disaster Risk Reduction and Management Act has replaced the 1982 Natural Calamity Relief Act, so there are now 15 legal tools and guidelines covering the entire disaster cycle. However, these have not been contextualised for our local situation, where the understanding of national policies and laws is still limited.The Ministry of Home Affairs held a meeting of the Disaster Risk Reduction and Management Committee on 5 April, chaired by the Home Affairs Minister himself. It issued a 13-point decision to expedite relief and increase preparedness for the coming monsoon season.Province 2 has also taken a number of decisions including one to build prefabricated houses for the Pheta victims within four months. The government in Kathmandu, however, decided to assign the Nepal Army to rebuild the damaged houses. The army played a commendable role in rescue and relief efforts during the 2015 earthquake and in other disasters, but it is worth asking why it needs to be involved in reconstruction of private homes.The Nepal Army is there to defend our borders and be the first responder in a disaster; building houses is not its job. Reconstruction requires working iteratively with local governments to support victims in self-recovery and building back safer without reproducing past vulnerabilities. The National Reconstruction Authority (NRA) already has a track record of helping earthquake-affected families build houses, and it could have easily been assigned that responsibility in Pheta.Such complex institutional dynamics often create more constraints than solutions, at a time when there are new challenges due to climate change-induced disasters. Nepal’s national, provincial and local governments, and society by and large, do not have the necessary wherewithal to adapt and are the least prepared. The poor are the most vulnerable, and as Pheta proved, are likely going to pay the highest price.Ajaya Dixit is Executive Director of Kathmandu based ISET-Nepal.
