All photos: SAGAR BUDHATHOKI</figcaption></figure>Konjyosom Rural Municpality is just 30km south of the Ring Road, but it might as well be the remotest village in the mountains of far-western Nepal.Schools are dilapidated, the health post has no staff. Despite its proximity to the capital, Southern Lalitpur’s development indicators are much lower than the national average.Jets fly overhead one after another on their final approach into Kathmandu airport, but here on the ground the road disappears in a pall of dust. In the rainy season the road is so muddy it is safer just to walk. “We have a choice of breathing dust or being knee-deep in mud, it takes nearly four hours to reach the city,” says resident Pitambar Humagain, pointing out into the haze in the general direction of Kathmandu.There is just one health post, but it has no doctor and no equipment. It has no patients either — they have to be carried to Patan Hospital for even minor ailments. Schools are in such a poor state that parents have migrated to the city so their children get a proper education. The villages are emptying, more than 150 families from just Sankhu village have moved out in recent years, leaving locked up houses and fallow terrace fields.“Life is so difficult, there are no jobs and we are not educated, so families are migrating out because they do not want their children to suffer the same fate,” says Manju Ghimire, weeding her maize patch.Fifteen years ago, the only school in the village of Silinge had 65 students in a primary class. In fact the candidates for mayor and chairs are in the city, and are not even campaigning in their constituencies.Since the 2017 election, the municipal council has built just one trail bridge, and the budget allocated to blacktop 14 km from Ikudol to Dahchok has vanished without trace. Guruprasad Gautam of Bhatte Danda shakes his head in disgust: “Candidates buy their election tickets from the party leadership, and when elected they bulldoze the whole village to the ground.”Indeed, the rural municipalities of southern Lalitpur have become notorious for elected businessmen who have awarded themselves quarry and sand-mining contracts, allowed mountains to be carved for housing colonies and built random roads that have scarred the slopes.Rampant ‘plotting’ has destroyed the landscape of scenic Lele Valley and Godavari. Community forests have been privatised under the guise of ‘road expansion’. Locals whisper about the ‘sand mafia’ working in collusion with local officials.“Local dons have so much influence they now have got permission to mine river boulders and their crushers have made our community unliveable,” complains Subhash Bista, holding a cloth to his face. “At this rate, southern Lalitpur will be buried in landslides.”It is not just the rural outskirts of Lalitpur that have suffered in the past five years. Some of Patan’s ancient stone spouts and monuments destroyed in the earthquake have been restored, but many ponds have been built over.“There are no public parks for children, no open spaces and greenery at all,” says Kupondole resident Pradip Baidya. “There is only dust and traffic.” Lalitpur district has one metropolis, two municipalities and three rural municipalities, and they all share common concerns which should have been addressed by <a href="https://www.nepalitimes.com/editorial/think-nationally-vote-locally/" target="_blank" rel="noopener noreferrer">local governments</a> in the past five years. Still, incumbent mayors, chairs and council members want to run for office again. She says, “My five-year term as the deputy has given me the necessary experience and confidence to run for mayor.”Meanwhile, UML has already selected district central committee members Harikrishna Vyanjankar and Manjari Shrestha as mayoral and deputy mayoral candidates for Lalitpur.In Bagmati Rural Municipality, chair Bir Bahadur Lopchan is planning to run for the post again. But his deputy Ranjana Ghimire and ward-chair Bishnu Timilsina are also running for the mayor post.Mayor Rameswar Shrestha of Mahalaxmi Municipality boasts that he has fulfilled most of his 2017 campaign promises and spent 80% of his constituency’s budget on infrastructure. He is contesting again, but so are Ram Chandra Dahal and Kamala Tamang of the neighbouring Mahankal rural Municipality.As in other parts of Nepal, in Lalitpur too many elected officials are competing against members of their own parties as well as from the opposition. The list of hopefuls include runners-up of the 2017 state-assembly, joint secretaries and central committee members of local party chapters, as well as contractors, educators, and members of local financial institutions.Time is running out for elections on 13 May, and political parties are now unveiling their election strategies. For Lalitpur, the Nepali Congress is set to focus on cultural and heritage preservation, traffic management and the environment. Even as many voters have become disillusioned with local government, many also want their concerns taken seriously this time. Keshav KC of Thecho wants his elected officials to stop illegal mining and improve roads that have been in a dilapidated condition for years.  Shiva Shrestha of Tikathali is concerned about air and water pollution, and wants a municipality head to solve those.  Rajesh Darlami of Bhatte Danda village wants the chronic lack of irrigation and fertiliser facilities as well as an efficient market delivery system of fresh produce. Pema Lama of Lakuri Bhanjyang expects his local leader to expand tourism in the area. “Better roads and other facilities to attract tourists would vastly benefit the local economy,” he says.Prakash Raut of Lamatar sees the need to control rampant use of excavators to level slopes in his neighbourhood for new housing colonies. “If unchecked plotting does not stop, there will be nothing but houses here in a few years,” he adds.Suraj Bajgain of Gotikhel wants elected candidates to improve health and education services so that people do not have to move to an expensive city, and live hand-to-mouth. Kishor Bista of Sunakothi believes that elected officials should be responsible for the preservation of local culture and heritage. “Our public spaces, community forests and heritage are disappearing. Photos: ANNE GOLDIE</figcaption></figure>All around is green and lush, with beautiful jacaranda and laburnum trees, bushes of gardenia and jasmine, petals of rose and marigold, seats in the shade, the blue of a pool, the sounds of birds and the wings of butterflies, a mongoose in the undergrowth.  Where am I? Take a deep breath. Relax. In a city of crowds and houses, green spaces are <a href="https://www.nepalitimes.com/here-now/kathmandu-loses-its-open-spaces/" target="_blank" rel="noopener noreferrer">shrinking fast</a>. <a href="https://www.nepalitimes.com/here-now/protecting-kathmandus-historic-roofscape/" target="_blank" rel="noopener noreferrer">Temple roofs </a> re lost amidst concrete high rises of apartments and hotels. The air is becoming difficult to breathe, and the remaining trees are crying out for help as yet another is taken down to be replaced by a pillar of steel. I am in Kathmandu, but for a moment I am transported into the old magic: the most wonderful hotel in the Valley. The <a href="http://archive.nepalitimes.com/news.php?id=7740#.YQsVNC1w3OQ" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D7740%23.YQsVNC1w3OQ&amp;source=gmail&amp;ust=1628217739384000&amp;usg=AFQjCNGaxArXWLEXuI5F0jJJGumRxg_tvA">Summit Hotel in Sanepa</a> has always been a haven of beauty and tradition, a place representing all that is magical about this land, a combination of old and new, of history and culture, of beautiful bedrooms overlooking gardens tended with loving care that soften the hearts of all who spend restful nights there.  <img width="1125" height="1500" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc099c7e80680e0a0b65jpeg.jpg" alt=""><img width="1125" height="1500" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc0c9c7e80680e0a0b66jpeg.jpg" alt=""><img width="2016" height="1512" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc0f9c7e80680e0a0b67jpeg.jpg" alt="">I lived at the Summit in the 1980’s as a Scottish VSO volunteer and then again a decade later when my family was young, and we would come to Kathmandu from the mountains and stay in the annexe of what used to be Holland House. We enjoyed spending time in the gardens and restaurant. I also brought tours to Nepal from the UK, and their time at the Summit Hotel was cherished, remembered, and never forgotten.Since my 20s, I have loved this country, lived mainly in eastern Nepal, and later in Pokhara and Kathmandu. Things change continually, and they should of course, but hearing about the Summit Hotel being replaced by a new high-rise ‘boutique five-star hotel’ broke my heart. It will have three 11-storey (perhaps 15, if approved) apartment buildings on what used to be its beautiful gardens. The jacaranda will be dust, and Kathmandu will be deprived of yet another serene oasis, another <a href="https://www.nepalitimes.com/here-now/a-green-city-is-a-smart-city/" target="_blank" rel="noopener noreferrer">green space</a> erased. Why is this happening? Where is the thought for the environment at this critically sensitive time for the planet and for Nepal? Are the city’s planners and the hotel promoters in total denial of the most urgent issue of our times: the <a href="https://www.nepalitimes.com/banner/tourism-that-treads-lightly-on-the-land/" target="_blank" rel="noopener noreferrer">preservation of as much of the natural environment as possible</a> within an over-built urban setting so as to make it liveable. There are many other high-rise hotels in Kathmandu. They are all empty. Do we need another? CG Hospitality has hotels in Dubai, Maldives, India and other properties in Nepal, including another one up the road in Jhamsikhel. Why cannot the Summit be similar to Meghauli Serai, its other hotel in the Tarai that accents nature and cultural preservation?Can the Summit not be upgraded and the ambience made even more tranquil, preserving the traditional style and craftsmanship, and the gardens left to grow even more beautiful each year? What is the motivation behind this? Who will come to visit and stay here? Why buy a hotel with such history and beauty only to destroy it? It is indeed sad to see what is left of the beauty and greenery of Kathmandu being replaced by an ersatz culture that makes it indistinguishable from any other place in the world. This is not just a ‘colonial’ or ‘bideshi’ speaking, I am now in my 60s and have lived most of my adult life in Kathmandu. I had my first child here in Patan Hospital in 1986. I have witnessed many of the changes and troubles this amazing country has faced, and the way in which each crisis has brought out the best in the Nepali people. It has always humbled me, and my attachment is strong. Despite all that has happened here, I have always felt optimistic about Nepal’s future, and this is because of my admiration and trust for the Nepali people, especially the youth: their enthusiasm, creativity, and intelligence. The skilful <a href="https://www.nepalitimes.com/banner/learning-from-nepals-past-to-rebuild-its-future/" target="_blank" rel="noopener noreferrer">rebuilding of some of Kathmandu Valley’s iconic landmarks</a> has taken my breath away.   Still, many of the old buildings have been torn down, the remaining open spaces are being built over, but the planned destruction of the Summit Hotel has spurred me to speak out. It is a place of memories for me for sure, and it is where the footsteps of many like me have fallen. Nepal has always welcomed its tourists, and over the decades the Summit Hotel has had many repeat visitors. Guests just kept coming back. What a huge loss for Lalitpur, and the Valley’s communities.  It may not be too late for the promoters to rethink their ‘development’, stop the bulldozers and preserve the quiet beauty of the Summit Hotel for posterity. Losing the Summit is not just the loss of a hotel

Market-times have also been shortened to 7-9AM only.All domestic flights in Nepal have been suspended, although helicopter rescues and some charter flights were allowed to operate on Tuesday.From Wednesday midnight, the government has also suspended all international flights till 14 May, allowing only two flights a week between Kathmandu and Delhi.This last decision has come under intense criticism on Nepal's cybersphere, with many ridiculing the rationale for continuing flights to the world's biggest coronavirus hotspot while stopping flights to the rest of the world.Others have railed against the decision to stop outbound flights, even before other countries have banned flights from Nepal. So far, only Hong Kong and Singapore have stopped direct flights from Kathmandu. Altogether 1775 people recovered from the disease on Tuesday, with the number of active cases reaching almost 60,000 nationwide.Meanwhile, in Kathmandu the city's only electric crematorium at Pashupati that had been designated for Covid-19 patients could not handle bodies even while running round the clock. It has had to arrange pyres for coronavirus dead on the banks of the Bagmati.The crematorium can only take 16 funerals a day, and the number of daily fatalities in Kathmandu have been 20 every day for the past week. In addition, one of the two incinerators at the crematory has broken down.Families of the dead are not allowed inside, and have to watch the group cremation from the other side of the Bagmati River, and often cannot tell which one is the body of their loved ones.

The city, slowly returning to <a href="https://www.nepalitimes.com/editorial/preparing-for-a-no-normal/">pre-Covid</a> levels of activity and <a href="https://www.nepalitimes.com/banner/biska-celebrations-begin-in-bhaktapur/">festivity</a>, has once again ground to a halt with empty streets and centers in scenes similar to those of last year’s shutdown.All public and private cars will be off the roads for a week. Exceptions will be vehicles for food, water supply, ambulances and other essential services, medical personnel, journalists with press passes.  Everyone entering Kathmandu by air or road will have to go into mandatory quarantine.Restaurants, bars, pubs and public functions are suspended. Marriage ceremonies cannot have more than 15 guests. The three district administrations in Kathmandu Valley announced a two week-long prohibitory order from 29 April as the country confronts a rising trajectory of Covid-19 cases and deaths. However, domestic flights will not be affected by the restrictions.A similar <a href="https://www.nepalitimes.com/banner/nepal-goes-into-lockdown-for-a-week/" target="_blank" rel="noopener noreferrer">announcement of a lockdown on 24 March 2020</a> saw an exodus of an estimated one-third of Kathmandu Valley's population. Many who could not find transport walked for weeks from Kathmandu to remote districts.Nepal recorded 4,364 new Covid-19 cases from 14,672 PCR tests on Tuesday, of which 1966 were in Kathmandu Valley--with 1,602 in Kathmandu, 240 in Lalitpur, and 124 in Bhaktapur. There were 18 additional deaths, bringing the official total to 3,194. Meanwhile, the positivity rate has risen more steeply in the second wave to more than 30%, compared to less than 4% in February, while there are more than 25,000 active cases.These photos taken at the Bus Park in Gongabu on Tuesday afternoon show people not caring about keeping physical distance to crowd around ticket counters, potentially risking a community spread of the virus. Another Kathmandu exodus

As a child, he played along the edge of Kamal Pokhari, named after the lotus that once grew profusely on it.The lotus does not grow anymore, the pond has shrunk, and in the past months its water has been drained to make way for commercial development. Wild grass has taken over the dry bed where a fisherman used to take his boat out to catch fish to sell in the market.“We would ask him to pick us some lotus flowers from the middle of the pond,” recalls Rajkarnikar, now 80, and whose family owns <a href="https://archive.nepalitimes.com/news.php?id=19879">Krishna Pauroti Bhandar</a>, one of the oldest bakeries in town.Ever since Mayor Bidhya Sundar Shakya of Kathmandu Metropolitan City (KMC) tried to repeat what he tried to do in <a href="http://archive.nepalitimes.com/article/nation/on-queens-pond-rani-pokhari,4092">Rani Pokhari</a>, heritage conservationists have been up in arms to stop the use of concrete to ‘beautify’ a water body that served to recharge Kathmandu’s groundwater and had cultural significance.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3709c7e80680e096654jpeg.jpg" alt="" width="1024" height="569"/><figcaption>Kamal Pokhari in 1950. But activists have been up in arms about the use of concrete, and the construction of a ferro-cement lotus in the middle of the pond.“If you do not allow aquatic plants and animals to grow naturally, they will die and that is why the use against concrete is dangerous for biodiversity,” says land and water management engineer P S Joshi.There have been previous efforts to revive <a href="https://www.nepalitimes.com/opinion/be-water/">Kamal Pokhari</a>. In 2017, Nepali Congress MP Gagan Thapa worked with environmentalists to revive the pond and to stop garbage dumping.But by 2019, Kamal Pokhari had turned into a wasteland, and the KMC announced plans to develop the area into a recreational space with an artificial lotus. The plan has been met with stiff resistance from activists.“Currently, the swampy soil bed is the lifeline of the pond, it retains water," says architect and activist, Susan Vaidya.  He explains that in situations when a pond is left dry for a long time, it loses its ability to retain water.<a href="https://www.nepalitimes.com/here-now/deconstructing-reconstruction/">Deconstruction reconstruction</a>, Alok Siddhi Tuladhar<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3769c7e80680e096656jpeg.jpg" alt="" width="1200" height="754"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce37a9c7e80680e096657jpeg.jpg" alt="" width="4000" height="3000"><figcaption> </figcaption></figure>“It is not about how much concrete is being used, it is about destroying the natural water levels,” says Vaidya, who, along with other activists, has met Mayor Shakya to try to make him understand local sentiments.Nepali Times asked Shakya to respond to the criticism. He said, “Kamal Pokhari was already a lost case, sewage and garbage was being dumped. As soon as the contractors finish their work we will fill it up with water.”The KMC says it will “beautify” Kamal Pokhari and will retain its originality. The water will be recycled so that it does not gather algae.Engineer Prem B Shrestha Ranjit is coordinator of the Kamal Pokhari Restoration Project, and says, “There will be smaller ponds at the four corners of the pond where lotus flowers will be grown to ensure that the pond retains its identity.”Ranjit disclosed that the pond will be first filled with 25 million litres of <a href="https://www.nepalitimes.com/here-now/light-at-the-end-of-the-melamchi-tunnel/">Melamchi water</a>, and topped off with water pumped from a deep well.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce37d9c7e80680e096658jpeg.jpg" alt="" width="1200" height="800"><figcaption> </figcaption></figure>Activists say all this is proof that the KMC has no idea about the ecological and cultural importance of Kathmandu Valley’s network of ponds like Kamal Pokhari and <a href="https://www.nepalitimes.com/banner/resurrecting-rani-pokhari-right/">Rani Pokhari</a>. They point to Gahana Pokhari in Handigaon which was also lined with concrete in the name of ‘renovation’.According to the Ancient Monument Preservation Act of 2043, using concrete in a historical monument is prohibited and is subject to penalty. When approached, Ram Bahadur Kunwar of the Department of Archaeology refused to comment.Sanjay Adhikari of the non-profit group Pro-Public has filed a petition at the Supreme Court to stop reconstruction at Kamal Pokhari. But three months have passed since, and there have been no hearings.As the struggle between the city and heritage activists drags on, Kamal Pokhari is dusty and overgrown with weed. Stray dogs roam about, and neighbourhood children play in the dry bed.“Ponds act as diaphragms, they allow the intake of rainwater into the groundwater which helps maintain the groundwater table,” says Joshi. “When the surface is sealed with concrete, rainwater cannot reach the ground and the groundwater table drops.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3809c7e80680e096659jpeg.jpg" alt="" width="1200" height="804"><figcaption> </figcaption></figure>Without <a href="https://www.nepalitimes.com/opinion/nepal-must-keep-water-on-its-land/">ponds and open fields</a> to ensure that Kathmandu Valley’s groundwater is recharged, there is the danger of sinkholes and land subsidence. The valley’s early inhabitants had created a network of ponds to recharge aquifers, so water would be stored underground for use in the dry season through wells.While most big cities in the world are located on a sea coast or alongside rivers, Kathmandu Valley had its own unique system. Beginning from the Kirat period, people settled on elevated land and the fertile river banks were strictly for agriculture, and for flood control. This knowledge was passed down to the Lichhavi and Malla periods.The ancient kingdoms built an elaborate network of rajkulo canals that channeled water from springs on the Valley rim to ponds, hiti water spouts, and wells. The Newa people of the valley created three types of ponds with varying functions too maintain the hydrological balance.Ponds upstream from towns acted as buffer reservoirs that stored rainwater, and recharged the aquifers. They also helped reduce the risk of floods in the settlement during the monsoon, and in the dry season provided water for irrigation and household use.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3839c7e80680e09665ajpeg.jpg" alt="" width="1680" height="1075"><figcaption> </figcaption></figure>The ponds built within settlements were smaller and used mainly to recharge aquifers and for rainwater harvesting. The recently restored Pim Bahal Pukhu in Patan, Purna Chandi, Khicha Pokhari and Byasi Pokhari are examples of these local ponds.Ponds downstream from settlements had flood and landslide control functions, with Chaysal Pokhari in Patan being an example.Kathmandu Valley was hydrological civilisation that understood the value of water conservation, and had an intricately engineered water management system suited to the topography. It dated back to the Kirat and Lichhavi era, 1,500-2,400 years ago, and passed down to the more recent Malla period.Hitis and dug wells in the towns were fed through aquifers, and to ensure that there was flow of water even during the dry season, ponds were built as reservoirs to recharge the groundwater. These ponds were in turn fed through rajkulo canals.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3869c7e80680e09665bjpeg.jpg" alt="" width="1200" height="800"><figcaption> </figcaption></figure>In the 1800s, the Ranas introduced piped water, replacing the traditional water system. But the modern systems were not able to cope with the rapid urbanisation of Kathmandu, especially in the past 50 years.“One of the reasons Kathmandu Valley civilisation thrived in the past was because of its intricate water system, of which ponds were an important part,” explains Joshi.Much of this network of canals and ponds are now destroyed. The stone spouts are mostly dry. The Ring Road expansion destroyed much of Patan’s underground rajkulo canals. And the ponds started going dry because of the loss of replenishment through the water channels, and encroachment.Heritage conservationists say that Kamal Pokhari and other ponds in Kathmandu Valley need to be revived, not just reconstructed. This means restoring their original water channels and the natural soil characteristics with an understanding of their ecological and cultural importance.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce38a9c7e80680e09665cjpeg.jpg" alt="" width="1200" height="751"><figcaption> </figcaption></figure><h2>Lost lotus ponds</h2>The sky is overcast. Bhaktapur’s Kamal Binayak is dotted with people enjoying the serenity of this ancient pond (above). Sixty-year-old Chandra Bir Prajapati walks past them, pushing a trash trolley, collecting litter.He has been the sole caretaker here for decades, employed by the Kamal Binayak Sudhar Samiti to ensure the lotus pond is clean. In the next few months, this historic pond will be handed over to the Bhaktapur Metropolitan City by the Nepal Army, and it wants to draw more visitors and augment local income.Heritage activists, historians and water heritage conservationists have hailed Bhaktapur as an example of how heritage should be preserved amidst rapid urban expansion. The city’s efforts to revive its ponds and cultural sites has important lessons for Kathmandu, Patan, Thimi and Kirtipur.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce38d9c7e80680e09665djpeg.jpg" alt="" width="1200" height="800"><figcaption> </figcaption></figure>Patan’s Kamal Pokhari, for example, was buried under a parking lot by the  Lalitpur Metropolitan City itself. And its idea of beautification is to line the remaining pond with glazed tiles and a fountain in the middle.The Kamal Pokhari in Bode, Thimi is embroiled in a legal battle between the public and one Gyalpo Sherpa, who claims that he had bought the pond from a woman called Kanchi Podini. The locals argue that she had been contracted the pond for fish-farming during the Panchayat years, and would have no legitimacy for its sale.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3909c7e80680e09665ejpeg.jpg" alt="" width="1024" height="575"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3939c7e80680e09665fjpeg.jpg" alt="" width="600" height="397"><figcaption> </figcaption></figure>Elsewhere in Kathmandu, there are only memories of extinct ponds. Few know that the <a href="http://nepalihimal.com/article/3603">Dasrath Stadium is built over a vast lotus pond</a>. Other ponds now have structures like the Chhaya Centre built over them, with the locals still protesting. With the ponds gone, so have the rituals, festivals and folklore that were associated with them.Kathmandu’s ponds were not just woven in the sentiments of the local Newa people, they were a well-thought-out plan by people of the past, who understood the valley’s ecology. The loss of these ponds is the effacement of indigenous knowledge in a world, that is fast being lost to invasive urban development.

But there are hotspots within this hotbed.A map released by the government on Friday shows where the flare-ups are most pronounced, and it is not surprising that they are in the most densely packed parts of Kathmandu Valley.With the Dasain festival two weeks away, Kathmandu residents appear to be  forgoing safety measures as they crowd at markets to shop, but the mpas provide a sobering reminder of how extensive the spread is.According to the Covid-19 Crisis Management Center (CCMC), Kathmandu’s Maharajgunj, Balaju, Lanchaur, Thamel, Bagbazar, New Baneswor, Kalimati, Jadibuti, Hadigaun, Boudha, Teku and Thapagaun are the major hotspots of the virus.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171148/636bda169c7e80680e080248jpeg.jpg" alt="" width="1080" height="763"><figcaption></figcaption></figure>Maps released by the CCMC also show a higher number of infections among residents of Kalanki, Koteswor, Pulchok, Sinamangal, Chabahil, Narayan Tole, Naya Bazar and Bansatpur Dabar Square. The maps were prepared from data a week ago, and experts say the red areas would be even more extensive if the latest data was used.On Friday Nepal crossed the 100,000 Covid-19 confirmed cases with 2,051 new positives, and the 10 additional deaths in the last 24 hours have brought the total fatalities to 600.Of the total cases on Friday, Kathmandu Valley accounted for 1,409 (1,116 in Kathmandu, 163 in Lalitpur and 130 in Bhaktapur districts) cases. The numbers were alarmingly higher on Thursday, when the three districts reported a combined total of 2,540 cases.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171148/636bda189c7e80680e080249jpeg.jpg" alt="" width="1423" height="720"><figcaption></figcaption></figure>Over 60% of the 27,053 active cases across the country are now in Kathmandu Valley, where one third of total deaths have occurred despite all the resources and facilities at its disposal.Covid-19 infection is spreading at an explosive rate in the capital, making it also the <a href="https://www.nepalitimes.com/here-now/declare-a-health-emergency/" target="_blank" rel="noopener noreferrer">capital of Covid-19 in Nepal</a>.As per the data compiled by ward offices to Kathmandu metropolis, 14 people tested PCR positive in Ward 3 of Maharajganj on Thursday and 15 each in ward 11 of Tripureswor and Ward 13 of Kalimati. Hotspots within Kathmandu’s Covid-19 hotbed

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915114/636bb3779c7e80680e07bb42jpeg.jpg" alt="" width="2048" height="1365"/><figcaption>All photos: BIKRAM RAI</figcaption></figure>The rain god Machindranath’s chariot procession that was stopped following a <a href="https://www.nepalitimes.com/banner/police-stop-patan-chariot-pulling-citing-covid-19/" target="_blank" rel="noopener noreferrer">clash between locals and police</a> on Thursday resumed on Sunday, but with restriciton on gatherings of people and enforcement of separataion of pullers and devotees.The local administration, Guthi Sansthan trust and local groups involved in the festival decided over the weekend to re-commence the centuries old jatra with safety measures. On Friday, Chyama Puja rituals were conducted amidst a curfew imposed to ensure that there was no more violence.The chariot pullers were wearing face shields, gloves and masks, maintaining distance on the ropes and devotees were not allowed to gather to watch. The festival, which was suppsoed to take place in May had to be postponed repeatedly because of the Covid-19 lockdown.The procession site starting from Pulchok where the chariot had stopped on Thursday was heavily patrolled by Armed Police Force in riot gear. Usually, the god is ceremonially installed on the chariot in mid-May and devotees believe that the chariot pulling will appease the rain god before the monsoon. This year, the festival has been delayed by five months due to the coronavirus crisis.The chariot festival is often linked to the fate of the nation, and in fact the years in which the Machindranath chariot has keeled over or caught fire have been closely followed by major political upheavals and natural calamities in Nepal.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915114/636bb38f9c7e80680e07bb4ajpeg.jpg" alt="" width="938" height="625"><figcaption></figcaption></figure>Many of the faithful at the chariot this year will be praying for a speedy end to the pandemic, and a return to normalcy for the country.As if answering those prayers, Nepal has now started to register more recoveries than new cases for the second day in a row. On Sunday, a total of 1,814 people recovered from Covid-19 against 980 new cases across the country. There were 354 new cases in Kathmandu Valley of which 32 were in Lalitpur district, significantly lower than the 458 on Sunday. The recovery rate has also increased from 55% in August to 62.6%.

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914118/636ba6839c7e80680e073727jpeg.jpg" alt="" width="1030" height="643"/><figcaption>Photo: MANISH PAUDEL</figcaption></figure>After Nepal registered 1,016 new cases of <a href="https://www.nepalitimes.com/latest/dont-take-covid-19-lightly/" target="_blank" rel="noopener noreferrer">Covid-19</a>, its biggest daily rise so far, the authorities have decided to re-impose lockdown for a week in Kathmandu Valley starting midnight Wednesday.The three Chief District Officers of Kathmandu, Lalitpur and Bhaktapur decided after a meeting on Tuesday to restrict all movement except essential services. Other cities and districts across the country, mainly in the Tarai, have had local shutdowns for the past week. Pokhara has also announced a curfew till Friday.Nepal had been under strict nationwide lockdown from 24 March, but it was <a href="https://www.nepalitimes.com/latest/nepal-ends-covid-19-lockdown/" target="_blank" rel="noopener noreferrer">eased on 21 June</a> allowing limited local public transport, opening of shops and restaurants. However, the announcement also saw a <a href="https://www.nepalitimes.com/latest/heightened-covid-19-risk-at-india-nepal-border/" target="_blank" rel="noopener noreferrer">surge of people entering Nepal from India</a>. After the Tarai cities started reporting spikes, the <a href="https://www.nepalitimes.com/latest/covid-19-spreads-closer-to-nepals-ruling-circle/" target="_blank" rel="noopener noreferrer">infection also spread to Kathmandu</a>.The steepest daily rise brought Nepal’s total confirmed cases to 28,257, and the seven <a href="https://www.nepalitimes.com/latest/nepal-covid-19-deaths-cross-100/" target="_blank" rel="noopener noreferrer">more fatalities</a> brought the number of dead so far from SARS-CoV-2 to 114. The number of dead has doubled in the past two weeks.Kathmandu Valley alone saw 205 new cases – also the highest daily rise so far. The difference from the first months of the pandemic is that many more of the infected patients are <a href="https://www.nepalitimes.com/banner/nepals-virus-vortex/" target="_blank" rel="noopener noreferrer">symptomatic, or are seriously ill</a>. Nationwide, there are said to be 110 Covid-19 patients in ICU, and eight are in ventilators, all of them in Bagmati Province.Although the numbers are alarming, some public health experts stress that the rise in cases may be related to the fact that the over 13,000 PCR tests in the last 24 hours was the highest daily rate so far. It could also be that results of some of the 3,000 swab samples from earlier this week that could not be tested because machines were out of order, could have bunched up on Tuesday.Either way, they say the restriction in movement is the government’s desperate attempt to bring the rising numbers under control. The government also appears to have been prompted to declare lockdowns in <a href="https://www.nepalitimes.com/banner/nepali-folk-songs-move-beyond-love-and-loss/" target="_blank" rel="noopener noreferrer">view of Tij</a> and other festivals in the coming week.The number of seriously ill patients prompted the government this week to order private hospitals in Kathmandu to set aside 20% of their beds for coronavirus treatment wards. However, few of the hospitals have complied, saying this would lead to mixing of patients and may actually spread the disease even more. They have urged that the government designate one big hospital just for Covid-19 patients.On Monday night, the Covid-19 Crisis Management Committee of the government <a href="https://www.nepalitimes.com/latest/chaos-as-nepal-bans-repatriation-flights/" target="_blank" rel="noopener noreferrer">put on hold the next phase of repatriation flights</a> that was supposed to bring home 7,000 workers from Gulf and other Asian countries by 31 August. There are still about 250,000 overseas Nepali workers who have registered with embassies to return and have been waiting for over five months. They may have to wait some more time.The restrictions in Kathmandu Valley means that no government, private or public transport will be allowed on the streets. However, food distribution, health services and security vehicles will be allowed. Pedestrians will also not be allowed into the streets except at specified times in the morning to buy provisions.
