<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/6372055c9c7e80680e0b28b0jpeg.jpg" alt="" width="1500" height="986"/><figcaption>Photo: SHANKAR DAHAL</figcaption></figure>Nepal’s Department of Foreign Employment (DoFE) issued more than 240,000 labour permits for migrant workers in 2021, even as the country reeled under the Covid-19 pandemic.Since 2008, the DoFE has issued<a href="https://www.nepalitimes.com/latest/the-long-wait-before-flight/" target="_blank" rel="noopener noreferrer"> labour permits</a> to more than 4 million Nepali migrant workers. But this figure does not include Nepalis living and working across the border in India, which does not require labour approvals as per the <a href="https://mea.gov.in/bilateral-documents.htm?dtl/6295/Treaty+of+Peace+and+Friendship" target="_blank" rel="noopener noreferrer">1950 Nepal-India bilateral treaty</a>. Nor does it include workers who travel overseas through backchannels.Even the <a href="https://www.nepalitimes.com/opinion/nepali-migration-in-the-2020s/" target="_blank" rel="noopener noreferrer">2020 migration report</a> from the Ministry shows that the number of Nepali workers seeking labour approvals has steadily declined since 2013, with <a href="https://www.nepalitimes.com/banner/kleptocrats-of-kathmandu-and-kualalampur/" target="_blank" rel="noopener noreferrer">Malaysia</a> followed by countries of the Gulf Cooperation Council (GCC) Qatar, UAE and Saudi Arabia being the primary destinations.Conversely, <a href="https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/" target="_blank" rel="noopener noreferrer">remittances</a> sent by migrant workers are now worth over a quarter of Nepal’s annual GDP, and the conversation is shifting to the varying degrees of access of Nepalis from different backgrounds to destination countries.‘The tendency is for the better-off to earn higher wages and to be able to send back remittances of a higher value, and for the poor to earn lower wages and to be less able to send back remittances to the family members remaining in Nepal,’ write researchers David Seddon, Jagannath Adhikari, and Ganesh Gurung in their book The New Lahures: Foreign Employment and the Remittance Economy of Nepal.‘Those from the more affluent backgrounds are in a better position to gain access to higher pay and more secure employment, while those from less affluent backgrounds are in a relatively poor position in this regard.’The book includes findings of research conducted by the authors from 1997 to 1999 on <a href="https://www.nepalitimes.com/opinion/south-asias-migrants-shared-problems-share-solutions/" target="_blank" rel="noopener noreferrer">Nepal’s foreign labour migration</a> and remittance economy, and later studies into the labour migration sector. A new edition of the 2001 book has been updated to include the changing dynamics of migration and the remittance economy in the last 20 years, especially <a href="https://www.nepalitimes.com/here-now/nepals-economy-already-weak-takes-direct-hit/" target="_blank" rel="noopener noreferrer">during the Covid-19 pandemic</a>.The abuse and death of a Nepali domestic worker at the hands of employers in Kuwait in 1998 prompted the Nepal government to <a href="http://archive.nepalitimes.com/news.php?id=16350#.YfIiTeNBzOR" target="_blank" rel="noopener noreferrer">ban women from going to the Gulf to work as domestics</a>. The ban was eventually lifted, but similar immigration policies that limit female mobility have been introduced in the years between, including <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/">a 2021 proposal requiring Nepali women under 40 travelling to the Gulf or Africa to present consent from a guardian and local government</a>.In August 2004, 12 Nepali labour migrants led to Iraq for work under false pretences <a href="http://archive.nepalitimes.com/news.php?id=1872#.YfIi4eNBzOQ" target="_blank" rel="noopener noreferrer">were abducted and killed by insurgents</a>, their execution filmed and released by the extremists for the world to see. Thirteen Nepali security contractors were killed and five injured by a suicide bombing in 2016 while en route to their jobs at the Canadian embassy.A July 2021 mobile video of a Nepali security guard in Malaysia getting beaten up by his supervisor prompted Nepalis to share their own experiences of violence against migrant workers in Malaysia.The <a href="https://www.nepalitimes.com/here-now/afghanistan-abandoned/" target="_blank" rel="noopener noreferrer">Taliban takeover of Kabul</a> in August 2021 brought to light the plights of potentially<a href="https://www.nepalitimes.com/latest/who-will-rescue-nepalis-from-afghanistan/" target="_blank" rel="noopener noreferrer"> thousands of stranded Nepalis</a> working to protect embassies of US and NATO countries, as well as undocumented migrants in Afghanistan.In Qatar, as many as 1,600 Nepali workers are believed to have died in the past decade <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer">after the country won the bid to host the FIFA World Cup 2022</a>.Read also: <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/">The Days of International Migration</a>These incidents are only the highlights of Nepal’s tragic migrant history that made it to the media. Yet, there are many more success stories of workers who have done well for themselves and supported families back home, while at the same time keeping Nepal’s economy afloat.Yet, over the years, the Nepal government’s treatment of the labour export sector, whether in terms of policy-making or bilateral discussions, have not brought long-term benefits to workers. On the contrary, many Nepalis have had to resort to taking illegal channels and routes to travel and work overseas, further risking their lives.This has also made it impossible for Nepal’s authorities to pinpoint the number of undocumented Nepali migrants across Asia and the Gulf, let alone ensure their rights and safety. Preliminary data of the 2021 census released this week shows that there are only 2.6 million Nepali workers abroad, which seems to be a gross undercount (see box, below).“While economic diplomacy has been incorporated into our foreign policy, discussions about labour diplomacy have not moved forward,” said migration expert Ganesh Gurung, co-author of The New Lahures, in his keynote address at the Kantipur Migration and Remit Summit 2021.Indeed, in recent years experts have pointed out the need to diversify out-migration destinations to include better, higher paying jobs for Nepali workers seeking employment abroad. The need to ensure access to safer and better-paying labour destinations for Nepalis of all socio-economic as well as socio-cultural backgrounds have also been highlighted.Added Gurung: “We are sending Nepalis to the Gulf, Malaysia, and India —countries that earn them the least amount of income but with some of the worst human rights records in the world … We have the strength of the Gurkha reputation in the security sector, but we have not been able to use it to tap the market in Europe, or North America.”The Ministry of Labour’s 2020 Migration Report prioritised the diversification of labour destinations and employment sectors. The report read: ‘More flexible approaches such as revised time limits on employment contracts for short-term opportunities, employment in emerging sectors … and innovations in joint partnerships … should be considered.’However, into the third year of the pandemic and the third Covid wave, Nepal’s government does not seem to have learnt its lesson and has no clear short-term plans to manage Nepalis leaving for overseas jobs, even as it continues to issue labour permits. Nor has it been able to integrate returning migrants in Nepal with support.As the highly contagious variant spreads across the world, there is no clear information about when and where migrants can receive booster shots. The paperwork for workers is laborious, confusing and ridden with corruption. Recruiters blatantly exploit workers, and <a href="https://www.nepalitimes.com/here-now/diaspora-diaries-1/" target="_blank" rel="noopener noreferrer">mislead them about jobs and earnings overseas</a>.“I was told that I could get the <a href="https://www.nepalitimes.com/here-now/boosting-booster-jabs-against-omicron/" target="_blank" rel="noopener noreferrer">booster shot</a> here,” says a man waiting near a crowd of people registering for their first and second doses in front of Shahid Memorial Hospital in Kalanki this week. “I have to leave the country soon, but no one seems to know about it.”The security guard at the vaccination booth asks him what kind of frontline worker he is. He is then promptly told that booster shots are not available for those going overseas.Reading The New Lahures puts the individual everyday hassle of Nepal’s desperate migrant workers into perspective and historical context. How the government benefits by shifting responsibility for finding work for its citizens at home by driving them away, and then props up the economy with the money they send back.Yet the same government invests so little in making life easier for those very workers, ensure that they are not abused and exploited by recruiters, and getting Nepal’s embassies to look after <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/" target="_blank" rel="noopener noreferrer">their welfare while abroad</a>.The New Lahures: Foreign Employment and the Remittance Economy of NepalAdroit Publishers, 2021219 pages<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/6372055f9c7e80680e0b28b1jpeg.jpg" alt="" width="686" height="1096">Census undercount?The <a href="https://cbs.gov.np/wp-content/upLoads/2022/01/Preliminary-report-2021-final.pdf" target="_blank" rel="noopener noreferrer">preliminary date of the 2021 Census</a> that was released this week has interesting new revelations that all point to the country having defused its <a href="https://www.nepalitimes.com/latest/nepal-holding-census-despite-covid-and-boycott/" target="_blank" rel="noopener noreferrer">demographic bomb</a>. However, some of the growth is uneven and there are indications of possible problems in future with an ageing population.<ul><li>Nepal’s annual population growth rate dropped to only 0.93% from 1.34% ten years ago</li> <li>The proportion of Nepalis living in the Tarai grew to nearly 54%</li> <li>Two-thirds of Nepalis live in urban areas</li> <li>The male-female ratio is 95.9:100, meaning there are 600,000 more women than men in Nepal</li> <li>The fertility rate is now approaching replacement level: 2.3 children per mother</li> <li>67% of the population is made up of working-age youth, which is Nepal’s ‘demographic dividend’</li> <li>Madhes Province has the most people, making up 21% of the population</li> <li>Kathmandu district’s population is now 2.02 million</li></ul><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/637205619c7e80680e0b28b2jpeg.jpg" alt="" width="1500" height="1000">However, the census data shows that there are 2,169,478 Nepalis living abroad, and experts say this is a gross undercount. There are said to be at least 3 million Nepalis working just in India, and the figure for labour permits show at least 2 million in the Gulf, Malaysia, Korea and Japan. And this does not even include the number of students who have gone abroad.Even the head of the Central Bureau of Statistic Nebin Lal Shrestha said in media interviews that he was personally surprised by the low figure. He said there could have been an undercount because households where all members were abroad were not counted.However, among those abroad, the proportion of women has increased from 12% to nearly 19%. The reason for this could be greater <a href="https://www.nepalitimes.com/editorial/3-4th-of-the-sky/" target="_blank" rel="noopener noreferrer">gender equality in Nepal</a>, increase in female literacy, overseas demand for domestic and caregivers.

Authentic and original entries can be sent to <a href="mailto:editors@nepalitimes.com" target="_blank" rel="noopener noreferrer">editors@nepalitimes.com</a> with Diaspora Diaries in the subject line. It has not even been three months since I said my goodbyes to my family, but I am already back in Nepal from <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer">Qatar</a>.I was promised a job in housekeeping in a five star hotel, but ended up in a construction site where they wanted me to carry around heavy stuff all day. I paid over Rs100,000 for this job, including with loans and selling my sisters’ jewelry. But it was not what I signed up for.Even then, I had no choice but to accept my fate. But after a month of physical labour, I fell ill and realised I was not cut out for this work. My company never once asked about my <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/" target="_blank" rel="noopener noreferrer">health</a> while I was in hospital, or recovering in my room.I wanted to come home, but my employer was unwilling to let me go, and ultimately I had to escape without letting them know. Employers have been known to file cases falsely accusing people like me of stealing so workers cannot leave the country.I only made it out because I had the support of some helpful Nepali brothers in <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/" target="_blank" rel="noopener noreferrer">Qatar</a>. Not the embassy. Not the employer. Not the recruiter. Just some Nepalis with big hearts.They were generous with their advice about what to do, and provided me with taxi fare.  They pitched in for my ticket. They called me to remind me to keep my spirits high. Even now, in Kathmandu, my stay at this hotel has been financed by a fellow Nepali in Qatar.In a foreign land, just being Nepali bonds people together and people go out of their way to help strangers — it is an inexplicable kind of brotherhood that I will never be able to forget, or repay.Despite my bad luck, I have been lucky in many other ways. I am young, I sought help and help came spontaneously from many people. But I know it for a fact that there are many like me who have it even worse, are <a href="https://www.nepalitimes.com/opinion/nepali-migration-in-the-2020s/" target="_blank" rel="noopener noreferrer">suffering silently, and struggling</a>.It is not bad for everyone. I know other Nepalis who have been in Qatar for years, and are happy with their jobs. It is like a lottery, and I was dealt a bad hand this time. The company I was posted in happened to be the worst of the lot.I have been lucky previously. I worked in <a href="http://archive.nepalitimes.com/article/nation/disproportionate-number-of-deaths-of-Nepali-workers-in-Malaysia,2812" target="_blank" rel="noopener noreferrer">Malaysia</a> in a hotel for three years starting 2011, and earned $480 a month, which at the time was a huge amount for me. After returning, I worked in a hotel in Nepal. But I needed to earn more, and that would only happen if I found a job overseas again. I chose the Gulf this time, but was unlucky.As I sat in my room alone in Qatar when I was recovering and my roommates were at work, I used to reflect on many things, as I had so much time in my hand. You leave home for a few extra thousand rupees to a foreign land, but what all do you lose in the process?<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/6372051d9c7e80680e0b289bjpeg.jpg" alt="" width="640" height="459">My work in Qatar required me to get up at 4AM for the bus that came to pick us up. We packed food that we cooked the previous night, but sometimes it went bad because there was no fridge at the construction site. You also cannot eat when you feel hungry, you can only eat when you are told to eat.I even had to ask my supervisor to go to the toilet at the construction site. Our work would end at around 6PM, but by the time we reached our camp, it would be 8PM. We would then have to cook dinner and our meal for the next day. By the time we were done and ready to wind down, it would be past midnight only to wake up at four the next day.It went on and on like this. We were moved three times in the short period I was there. You don’t have a say in any of this, you just do as told to do as they say.I remember looking at fancy buildings in the past and wishing I could work in those. But it took me a terrible overseas experience in Qatar to realize that it is the people inside those buildings that matter. A Nepali in what they call a wakala (small shop) was much happier than me.When I was recovering alone in my room desperate to come home, I told myself I would never consider migrating overseas again. That I would do something in Nepal itself. I cannot explain the rush I felt when I finally held my boarding card in my hand at Doha airport. It was a well-planned escape that could have gone terribly wrong.But reality hit soon after I came to Nepal. <a href="https://www.nepalitimes.com/here-now/workers-return-to-jobless-nepal/" target="_blank" rel="noopener noreferrer">Where are the jobs?</a> What will I do here? What will I earn? I have to feed my family, and have loans to repay. You make a lot of sacrifices for a job abroad — even your dignity at times. But we also need those jobs.I am sharing my story so others can learn about my experience. I prefer to remain anonymous. Besides my wife, no one in my family knows about what I faced abroad. I was in so much pain and stress, what is the point getting my ailing mother all worried?I am beginning a battle with my <a href="https://www.nepalitimes.com/opinion/a-few-good-agents/" target="_blank" rel="noopener noreferrer">recruiter</a> to get back my money, and he has shown some willingness to cooperate. I might eventually have to go back overseas one day, and coming public with my story may hurt my chances since I will be viewed as a ‘troublemaker’.A fellow Nepali in Qatar who had not been paid for months was transferred and accused of being a ‘ring leader’ among camp workers — just because he asked the manager for overdue food allowance.That is our reality. They want the quiet ones. The ones who can be silenced.Translated from a conversation in Nepali.

Rohit is from Bihar and drives an auto rickshaw in Mumbai. Life has been a struggle ever since he lost his parents in a car crash. Like many young men from Bihar in this big city, he migrated here to make a living.Then came the pandemic in 2020, and the lockdown meant that Rohit had no income at all. He and his family had to rely on the municpality’s two free meals a day.   “Mumbai belongs to the rich, except during elections,” says the 23-year-old as he negotiates the city’s dreary traffic, recalling how his wife and young son were evicted from their room for unpaid rent.But one day a miracle happened. A Nepali caregiver named Manjeela, whom Rohit knew, came to the rescue and along with her two daughters offering his family shelter and food for a few weeks.Rohit says he and his wife struggled to comprehend Manjeela’s generosity. Why was she going out of her way to help a poor family when their own family in Bihar had refused to help them?“I am so used to people turning their back on me that I just did not understand Manjeela’s kindness. It felt uncomfortable to accept such a genuine gesture,” he adds.Manjeela then found out from the media that the popular Bollywood actor Sonu Sood was helping migrant workers like Rohit with transportation to their homes. She coordinated with Sood’s team and registered Rohit and his family so they could travel back to Bihar.“Sonu Sir came to see us off and I even got to shake his hands,” smiles Rohit. Had it not been for Manjeela and Sonu Sood, Rohit knows he would have been one of the hundreds of thousands walking home to their villages along train tracks, evicted and penniless -- an iconic image during India’s first lockdown in early 2020. “What other option did we have? Even thinking about the possibility of walking back brings tears to my eyes,” he says. <img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203159c7e80680e0b27ecjpeg.jpg" alt=""/>Adds Rohit: “For tens of thousands like me, Sonu was a real-life hero. But for my family specifically, Manjeela was an angel. I will never be able to forget what they did for me and my family.” --AmitA quiet man with a wide smile, 45-year old Amit spent a decade in Saudi Arabia taking care of a family of 7, alongside three <a href="https://www.nepalitimes.com/opinion/south-asias-migrants-shared-problems-share-solutions/">other South Asian migrants</a> including a Nepali housemaid.He had come home to India for his nephew’s wedding when Covid-19 hit, and he was stuck because of a Saudi ban on flights because of the Delta outbreak. Two years later, it finally looks like he can <a href="https://www.nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers/">rejoin his employment</a>, but only by making a <a href="https://www.nepalitimes.com/latest/indians-use-nepal-to-circumvent-travel-bans/">convoluted journey through Kathmandu</a> for a flight to Riyadh. India has finally been lifted off the Saudi red list, but direct flights from Mumbai are unaffordable for Amit. That is why he is flying from Delhi to Kathmandu along with three other stranded Indian migrant workers. This is a less expensive option – at least that is what his agent told him.Agents are skillful at finding loopholes around flight bans and restrictions, and provide options for desperate workers like Amit. But the Kathmandu option is also expensive for him: he had to pay the agent ₹85,000, including costs for a two-week quarantine in Nepal.It was not an ideal arrangement, given pre-Covid flights were a fraction of what he is paying now, but Amit says at least he will start earning again soon. The <a href="https://www.nepalitimes.com/here-now/living-with-covid-in-2022/" target="_blank" rel="noopener noreferrer">uncertainties brought by Omicorn</a> might trap him for extended periods once again, but he cannot afford to take any more chances.“For now, the priority is my daughter’s wedding,” says Amit who will have to pay the groom up to ₹400,000 (Rs640,000) in dowry. This is over 15 months of his wages, even if he were to save every paisa. There are other regular costs to take care of back home -- for food, medicine, loans for the ticket and his children’s education, making it difficult to save even a small portion of his earnings.Amit looks out of the plane’s window (pictured right) at Himalayan peaks as the plane begins its descent into Kathmandu. He says: “The work in Saudi is not easy. What work is easy? But it pays, and that’s what matters. I can save ₹25,000 a month, and that’s more than double of what I can earn in India.” <img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203189c7e80680e0b27edjpeg.jpg" alt="">Dhana Dhana is from Gulmi district in Nepal, and is finally flying home from Delhi after the pandemic hit two years ago.“Nepal is so close, yet I have not seen my family for two-and-half years,” he says.For many Nepalis, a work stint in India is a stepping stone to go to Malaysia or the Gulf. They can save enough in India to afford to pay recruiters for the overseas jobs.But Dhana’s work history is unique. He has been to India before, then to Malaysia, Saudi Arabia, UAE and he has come right back to India after his boss in the UAE transferred him to look after his home in India. <img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/6372031b9c7e80680e0b27eejpeg.jpg" alt="">Older Nepali migrant workers find the culture and familiarity of India more appealing, even though the earnings may not be as much as elsewhere. Many others are here for seasonal work as drivers or security guards because they cannot afford to pay recruiters for jobs in the Gulf. Younger Nepalis, however, do not find India as appealing.Despite being one of the largest destination countries for Nepali workers, India seldom gets the attention it deserves and is treated akin to internal migration. There is no precise count of Nepali workers in India because of the open border and no requirement for permits. But this migrant workforce <a href="https://www.nepalitimes.com/here-now/indias-covid-catastrophe-hits-nepalis-hard/">suddenly became visible during India’s Covid lockdowns</a> as Nepalis <a href="https://www.nepalitimes.com/latest/nepal-braces-for-its-2nd-covid-wave/">streamed back</a> in the hundreds of thousands.Dhana himself works at an Indian household, so was spared during Covid-19. But he knows of many Nepalis who suffered. Four of his acquaintances who lived close by lost their lives during the 2021 Delta peak.Deaths of Nepali workers in India also go largely unnoticed -- with or without Covid-19. There is no count, no compensation to families of the deceased, and no government help with repatriation as happened from the Gulf or Malaysia.“The only consolation is that here you can expect that full procedures will be followed during funerals according to Hindu rituals which you probably cannot expect elsewhere,” says Dhana. “The Nepal government should compensate families of the deceased as they are from the poorest families.”But he is quick to note the privileges of being a migrant in India versus other countries where he has lived and worked. “You don’t become undocumented in India. You are not obliged to stay with the same employer,” he says.Dhana should know: he has spent months hiding in the jungles of Johor Baru in Malaysia with 19 other Nepalis to avoid raids when he became undocumented because his employer went bankrupt.He quit his job in Saudi Arabia after three months despite having paid Rs100,000 to a recruiter. In both cases, he felt trapped as he wasn’t able to exit the countries without incurring fees, and was <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/">mentally stressed.</a>After making a full circle back to India where he had spent over a decade in his early twenties before venturing to Malaysia and the Gulf, he values the freedom for <a href="https://www.nepalitimes.com/latest/people-to-people-at-india-nepal-border/">Nepali workers like him in India. </a>Some names have been changed.

Photo: AAKASH KC</figcaption></figure>When Aakash KC flew to Kathmandu from Seoul in February 2020, he was looking forward to a three-month break in Nepal from his job in South Korea. Little did he know that he would be stranded for almost two agonising years in Nepal due to the pandemic. KC finally flew back to Seoul on Monday after months of uncertainty because of confusing information on Covid, flip-flopping rules. “As per Korean law, I had to come to Nepal for three months before resuming with same employer for another five years,” KC said as he prepared to leave. KC is part of the much-coveted <a href="https://archive.nepalitimes.com/article/nation/Korea-treating-Nepali-migrant-workers-right,2813" target="_blank" rel="noopener noreferrer">Employment Permit Scheme (EPS)</a>, a government-to-government partnership between Nepal and Korea to supply workers, and is luckier than most other Nepali migrants because he had an employer who waited to have him back. KC had to renew his Certificate for Confirmation of Visa Issuance (CCVI) multiple times with help from his Korean employer. He said: “I used to feel anxious when co-workers from Sri Lanka had returned to their jobs in Korea whereas my future was uncertain.” KC’s employer was not just patient, he even sent him financial help during the early months of the pandemic. It is a testament to the hard work and trust that Nepali workers like KC have built with their Korean employers that they are willing to do that.  <img width="455" height="286" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1df89c7e80680e0af3e4jpeg.jpg" alt="">KC did not look for any other options during the past two years, although he was tempted to prepare for Nepal’s civil service exams. He has retained his language skills, and earlier this week was excited about returning to Korea. To be sure, not everyone is as lucky as KC. Sunita Gurung worked on a farm in Korea, and received her CCVI for continued employment. But her employer cancelled because the process dragged on for too long, leaving her heartbroken and helpless. “I understand why he did that,” Gurung said. “How long can an employer wait when I could not confirm when I could return?” For over 10,000 other Nepalis who passed the competitive Korean language and skills exams, the <a href="https://www.nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers/" target="_blank" rel="noopener noreferrer">pandemic has been a roller coaster ride</a>. They were too far along the process to let go of lucrative job opportunities in Korea that guarantees high wages and a secure future.  <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dfa9c7e80680e0af3e5jpeg.jpg" alt=""><figcaption>Nepali workers boarding a Korean Air flight in Kathmandu this week after being stuck for nearly two years. Photo: AAKASH KC</figcaption></figure>The workers saw the Gulf and Malaysia opening up after the lockdowns, and could not understand why Korea was still closed. Some workers were under pressure from their families to take up whatever overseas job was available. “When my family saw others from the community headed to Gulf, they asked why I could not do the same. They don’t understand,” said one worker. All the uncertainty and false alarms over the past year and a half has taken a toll on the mental health of <a href="https://archive.nepalitimes.com/article/nation/Korean-kafala-migrants-in-Korea,4025" target="_blank" rel="noopener noreferrer">aspirants for Korea</a>. The lack of clear information also means confusion about whether the delay was due to Covid-19 restrictions in Nepal or Korea, vaccine status, or the result of insufficient diplomatic lobbying by the Nepal government.It has not helped that for almost three years, there has not been a Nepali ambassador in Seoul. Junior embassy staff do not have the same access and influence as an ambassador, and the country’s labour diplomacy has suffered as a result.“We knew it was due to public health concerns and the Korea government was using similar criteria to all EPS partner countries to assess whether to allow workers or not, but our government was also not being proactive,” said Askash KC who <a href="https://www.nepalitimes.com/here-now/delayed-dreams-for-korea-bound-nepalis/">took to the streets</a> earlier this year to put pressure on the Nepal government to lobby with the Koreans.  <figure><img width="2048" height="1536" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dfc9c7e80680e0af3e6jpeg.jpg" alt=""><figcaption>Trilok Pant finally flew to Korea in October after waiting for nearly two years and is back at his job. A running joke within the Struggle Committee was that one labour minister who lasted only a few days in office earlier this year asked the members who had gone to appeal to him: “What is EPS?”The South Koreans had set three criteria for the corridors to resume: the presence of direct, regular flights to Incheon, all migrants buy Covid-19 insurance, and workers pay for ten-day quarantines on arrival in Korea. All these criteria were met, and despite the added cost to the workers, Nepalis finally started flying to Korea in October. Trilok Pant was among the first lot that went to <a href="https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/" target="_blank" rel="noopener noreferrer">Korea</a> in October after spending 22 months here. “There was so much excitement among the 48 Nepalis who went on the first flight,” he said on the phone from Korea. “Work has started in full swing now.”Like KC, Pant was also lucky to have a kind employer who sent him money during the pandemic, and waited for him as he renewed his CCVI four times because it only had six-month validity. “On my first day out of quarantine, he took us out for dinner,” Pant recalled. “It was a happy reunion.” <figure><img width="2048" height="1536" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dff9c7e80680e0af3e7jpeg.jpg" alt=""><figcaption>Trilok Pant with his co-workers, including Nepalis, in Korea pre-pandemic. Photo: TRILOK PANT</figcaption></figure>In the 22 months that he was stranded in Nepal, Pant did not do any work because of the uncertainty about Korea. But Korean employers, too, have faced problems because their workers could not get back. Nepalis mostly are on jobs that locals will not do, especially not for the salaries for migrant workers. “Nepalis have a reputation for hard work and honesty, which worked to our advantage this time as our employers waited for us patiently amid all the uncertainty and inconvenience,” Pant added. For now, only a small proportion of those waiting have been <a href="https://www.nepalitimes.com/latest/the-long-wait-before-flight/" target="_blank" rel="noopener noreferrer">able to rejoin jobs</a>, and the Koreans appear to opening up cautiously to see if there is a Covid surge. Only if all goes well in the coming months will more workers be let in. And there are thousands of Nepalis waiting to fly out.

Long wait over, Nepalis return to Korea

Photo: KUNDA DIXIT</figcaption></figure>Narad Nath Bharadwaj was till recently Nepal’s ambassador to Qatar, and <a href="https://www.nepalitimes.com/editorial/swapping-ambassadors-midway/" target="_blank" rel="noopener noreferrer">was among envoys recalled</a> by Prime Minister Sher Bahadur Deuba’s governing coalition. At a time when labour diplomacy is critical as overseas recruitment resumes and Qatar gears up for FIFA World Cup in December 2022 in which hundreds of thousands of Nepalis are directly or indirectly involved, the country does not have a new ambassador in Doha. Bharadwaj spoke to Nepali Times about his tenure in the most popular destination for Nepali migrant workers. Excerpts: Nepali Times: Your tenure in Qatar coincided with the blockade of the country and the Covid crisis. What were your observations?Ambassador Bharadwaj: Yes, Qatar had been under blockade by Saudi Arabia, the UAE, Egypt and Bahrain since 2017. Of Qatar’s population of 2.6 million, 2.2 million are migrants, of which 350,000 are Nepalis – in fact, more than the local population. One of my first impressions was how a geographically small and thinly populated country with just one visible revenue source can stand up against such powerful neighbours. The blockade forced Qatar to be self-sufficient and independent, and it increased its global diplomatic outreach, made allies with countries like Iran and Turkey and also prioritised economic sustainability. Unable to produce its own milk, it flew in 5,000 cows, started a dairy called Baladana, which has expanded to become a food company. Baladana is also among the larger recruiters of Nepali workers in Qatar.Then came Covid. Initially, Nepali and other workers went into panic mode. People wanted to rush home. We did not know the trajectory Covid-19 would take, but we had to try to reassure them. Panic would have meant that with our meagre resources the embassy would have been overwhelmed with people seeking shelter and flights home. We had to reassure our workers that we were working closely with the Qatar government and would look after them and arrange repatriation flights if needed. Despite this, companies went bankrupt and started<a href="https://www.nepalitimes.com/latest/nepalis-quarantined-in-qatar/" target="_blank" rel="noopener noreferrer"> laying off workers right and left</a>. Many Nepalis were jobless. This was March and it was getting unbearably hot. Initially we had asked the Qatar government to help provide shelter in Qatar itself since Nepal did not have the infrastructure to manage such a high volume of returnees. Ultimately, we managed 52 repatriation flights for 12,000 Nepalis. As things normalised and regular flights resumed, an additional 28,000 Nepalis left. I believe we managed this process without much chaos as was seen in other countries where stranded workers went on strike.The Qatar government has instituted labour <a href="https://www.nepalitimes.com/latest/nepal-welcomes-qatar-labour-reform/">reforms</a>. Have they actually benefitted <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/" target="_blank" rel="noopener noreferrer">migrant workers</a>? We were insistent about the need for higher minimum wages which they agreed in principle, but it took time for implementation. The basic minimum wage has been raised to 1000 Riyal, along with 300 Riyal for food and 500 Riyal for accommodation. Compared to other Gulf countries, wages and labour laws are relatively better.Initially, the government removed the NOC (no-objection certificate) requirement and made it easy for workers to change jobs legally. But so many workers changed jobs that employers like large construction companies objected. The government then required resignation letters which employers were not always willing to provide, and so many Nepalis sought help from the embassy. Though far-sighted, the removal of NOC was not effectively implemented. Employers have influence and can pressure the government, but are also under pressure to complete projects for<a href="https://www.nepalitimes.com/here-now/fifa-a-chance-to-improve-welfare-of-nepali-workers-in-qatar/" target="_blank" rel="noopener noreferrer"> the FIFA World Cup</a>.Are there going to be job openings in the service sector during FIFA? Will they be short-term? What can Nepal do to ensure workers have well-paying jobs after the World Cup? Yes, I have raised this issue numerous times in the past. The attestation process of the embassy to approve job demand requests makes it mandatory for the duration of employment contract to be two years but hiring during FIFA will be for short term work. Outside FIFA, there are also other short term, lucrative opportunities for workers, and Nepal’s Labour Ministry can change its policy to facilitate high-paying short-term work with zero cost fees. Workers on short-term work for low salaries will be at risk because recruiters can further game the system and leave them stranded and debt-burdened. This needs to be done very carefully.Infrastructure development was the biggest priority in Qatar till now, but the nature of hiring will likely shift to more skilled workers in maintenance and other technical jobs. There are only 600 Nepali engineers, 40-50 medical doctors and a few nurses. We should now prepare to send skilled workers. Nepalis have a good reputation in the <a href="https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/" target="_blank" rel="noopener noreferrer">service and hospitality sectors</a>, so there will be opportunities there too. We should really focus on language skills so Nepali workers are not shortchanged abroad.The 2005 Labour Agreement between Qatar and Nepal is being revised. What do you think it should include to benefit Nepali migrants? Periodic revision of minimum wages as per inflation and living expenses need to be prioritised. We need to be more proactive and have regular dialogue to facilitate investment in technical training institutes in Nepal which the Qataris are open about. Qatari employers also want to be directly involved in the recruitment of workers so we need to think about facilitating that to address malpractices in recruitment, especially to make sure workers do not have to take big loans. Qatar has a nationalisation policy to gradually reduce over-reliance on the expat population, and it wants to become self-sufficient in sectors like agriculture. With careful planning, we can be the source of such manpower and design technical training programs accordingly that will also help Nepal. It is up to us to be strategic and proactive about skills and language training programs.There are reports that Qatar will send back migrant workers before the FIFA games?The Qatari authorities had shared with us that new recruitment will be restricted temporarily in the runup for FIFA. But they had not said anything about repatriating workers. Qatar is expecting about 2 million fans, players and delegations and they have invested massively in additional accommodation, but even then it may not be enough. Larger employers will not lay off or deport workers, but there has to be paid or half-paid leaves for those sent back. Migrant workers are indispensable and employers will again need them after the games. Qatar is planning for a post-petroleum era, and has projects planned that requires migrant workers even after the World Cup.How are Nepalis perceived in Qatar, and how can Nepal build on bilateral ties?In my meetings with Qatari authorities including the Emir, they have always been very appreciative about Nepalis, and have consistently expressed their gratitude for their contribution towards Qatar’s development a reality. In Qatar and the Gulf region, the authorities are more focused on top level dialogue and relationships and not procedural details as part of their diplomatic outreach, whereas we Nepalis are too entangled on procedure and view day to day activities of embassies as sufficient for diplomacy. Relationship building relies on dialogue and goodwill exchange between the top leadership of the two countries and high-level country visits. We do not prioritise this enough.

Nepal must now send skilled workers to Qatar

The unmet need to generate enough jobs for the 500,000 young Nepalis who enter the labour market every year, and the state’s responsibility in facilitating safe and affordable migration for those who want to work abroad.The Constitution says: ‘The State shall pursue a policy of ensuring the right to work of the labor force, which remains as the major social and economic strength of the country, by providing them with employment and raising their participation in the management of enterprises, while at the same time protecting their rights and interests.’<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111136/636b83639c7e80680e067731jpeg.jpg" alt="" width="400" height="235">Employment and migration are <a href="https://www.nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers/" target="_blank" rel="noopener noreferrer">directly linked to the pandemic</a>, and as parts of the country go back into lockdown again, we have seen that the crisis will continue to have a direct impact on jobs, earnings and remittances in coming years.The state has the unenviable task of balancing lives with livelihoods. Compared to the first wave, this one is a tsunami, and we witness in India the kind of havoc it can wreak. For the poorest Nepalis without savings and social safety nets, the pandemic is as much an economic crisis as a health emergency.Even pre-pandemic, the lives of millions of Nepalis was precarious given the uncertainties of daily wages, and the inadequacy of subsistence agriculture.This is where the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/" target="_blank" rel="noopener noreferrer">Prime Minister’s Employment Program</a> (PMEP) that was launched with much fanfare in February 2019 held much promise. It planned a nationwide social protection program aimed at the poorest and jobless, guaranteeing them 100 days of employment annually. Those who registered but did not get jobs were to be provided unemployment allowance for 50 days a year.Last year’s budget promised jobs for 200,000 most vulnerable Nepalis affected by the lockdowns under this scheme.As we report, the outcome is discouraging: of the 750,000 who registered as jobless, only a little over 10% got jobs—not for 100 days, but an average of 11.The lesson is clear: local governments need to be empowered for decision-making and well-resourced and coordinate seamlessly with the federal government. Not learning this will lead to endemic complacency.Everyone agrees that the PMEP is a great idea. But as usual, the proof of the pudding in Nepal is always in the eating. Proper implementation could have helped the poorest Nepalis during this crisis. It is a missed opportunity.The PMEP was designed as a safety net for the poorest. During the Covid-19 crisis it is even more important to provide jobs for  families who need the income the most.A highly informal workforce also means a highly disposable workforce without social safety nets. Due to the drop in tourism, transport and retail trade, Nepal’s service sector growth is at an 18 year low. Two out of every five workers lost their jobs with women, the young workers most affected.Internal migration has also been hit by lockdowns, and we are once more seeing an <a href="https://www.nepalitimes.com/banner/another-kathmandu-exodus/" target="_blank" rel="noopener noreferrer">exodus of Nepalis</a> to their districts. Foreign employment is recovering, but slowly. Nepali workers are fleeing a devastating <a href="https://www.nepalitimes.com/here-now/indias-covid-catastrophe-hits-nepalis-hard/" target="_blank" rel="noopener noreferrer">Covid-19 surge in India</a>. The impact will be felt by the poorest Nepalis, especially from western Nepal who opt for seasonal work.The PMEP targets only the most vulnerable segment of the labour market. There are skilled, higher income groups who have also lost jobs.The labour market is under enormous pressure to absorb Nepalis who have been displaced from jobs, who would have migrated, the returnees, and new entrants. Many migrants see their own lifetime as solely that of sacrifice for their children, spending two to three decades in the Gulf just so the generation after them can break out of the cycle they have been stuck in.When parents are not able to work, children’s education suffers, and it is impacted by new school closures. <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">Online education</a> is not an option for the poorest.The upcoming budget, just like last year’s, is sure to include lofty promises about employment priorities. There will again be pledges to <a href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">mobilise skills of returnees</a>, even though past reintegration programs never even remotely met targets.A more hopeful and helpful strategy would be to under-promise and over-deliver. That would be the honest way to mark this year’s Labour Day. More work and less talk.

Amid the uncertainty and financial distress, <a href="https://www.nepalitimes.com/banner/another-kathmandu-exodus/">Kathmandu saw an exodus</a> of tens of thousands of Nepalis fleeing back to their villages, a familiar scene from last year.The 2020 budget set an ambitious target of creating 700,000 jobs and raised public expectation. Some 200,000 of these jobs were to be created through the <a href="https://www.nepalitimes.com/banner/few-jobs-created-by-nepal-employment-drive/">Prime Minister’s Employment Program</a> (PMEP), a work guarantee scheme launched in February 2019 that promises 100 days of employment to the jobless.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb6b9c7e80680e09ad02jpeg.jpg" alt="" width="400" height="235">The numbers, however, paint a bleak picture. A whopping 752,976 jobseekers registered themselves as unemployed in the past year, of which 42% were women (see Figure 1). However, only 78,678 of them landed jobs for a combined 843,042 days so far this fiscal year. This translates into an average of 11 days of employment (see Figure 2). For the unemployed who are skilled and educated such as returnee migrants, there are self- and wage-employment programs run by other line agencies. We have prioritized strengthening the capacity of ESCs to play a strong coordination and referral role because the various programs are scattered and potential beneficiaries may not necessarily be aware of these schemes,” he says.Those we spoke to, from Mayors to ECs, express the enormous potential of PMEP to help the poorest of the poor. This further increases the demand for programs like PMEP to provide temporary respite to individuals so they can better cope with the widespread economic shock.According to the World Bank Covid-19 monitoring survey, two out of five economically active workers reported incidence of job loss or prolonged work absence.  Internal migrants are returning back to their villages en masse. Seasonal migrant workers from India <a href="https://www.nepalitimes.com/here-now/indias-covid-catastrophe-hits-nepalis-hard/">are reeling under the second wave</a>. Emigration to third countries beyond India is picking up, but slowly and unevenly. The macro-picture of remittance may have defied predictions so far but many have lost their overseas jobs, and with it an important income source that has served as the only reliable safety net. Disbursement of the government’s soft loan programs to encourage self-employment initiatives have shown modest improvement but are far from the desired targets. (See Figure 6)<a href="https://www.nepalitimes.com/editorial/the-year-of-migrant-workers/">The story of Hari </a>whose journey we have covered over the months shows how helpless migrants are in the face of the crisis. In May, Hari made an arduous journey back to Banke from Ahmedabad despite the risks of traveling.“It is better to die in my own country,” he told us then, as he trudged to the Nepal border on India’s Shramik train. Five months later, he went back to Ahmedabad to work with the same employer, a hotel, despite the COVID-19 crisis in India. On the phone in December, he asked us rhetorically: “How will my family survive if I don’t migrate?”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131116/636ceb809c7e80680e09ad0bjpeg.jpg" alt="" width="1926" height="1284"><figcaption> </figcaption></figure>A few weeks back, as the crisis gripped India, he again escaped to Nepal, wary that things were quickly spiraling out of control and wanting to avoid the border and quarantine complications he faced the first time back.  The back and forth and uncertainty has worn him down.“I am lucky to be alive. Two of my Nepali friends in Gujarat, a few hours from where I worked, died of Covid-19. It could have very well been me. At least I managed to escape and am alive and safe,” he says.But this recognition does not take away the financial stress back home as his family is already struggling to make ends meet and as a sole bread winner, his job prospects are dim. His is not an isolated story, of families in dire need of temporary safety nets to fall back on till the situation allows them to get back on their feet.Now more than ever, social protection programs are needed to provide a lifeline to the poorest. With the second wave, local governments are once again overwhelmed with flooded hospitals, <a href="https://www.nepalitimes.com/here-now/indias-covid-catastrophe-hits-nepalis-hard/" target="_blank" rel="noopener noreferrer">returnee migrant</a> management, and shortages of all kinds. As pointed out in the 2019-20 PMEP report, in the context of the pandemic, the PMEP needs to be adapted to address local needs to help fight the crisis including building of temporary structures for isolation, contact tracing, sanitation drives, social awareness programs under Covid-19 safety protocols.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/editorial/the-covid-tsunami/" target="_blank" rel="noopener noreferrer">The second wave</a> and the quickly unfolding crisis further underscores the need to leverage this program for such activities. Given the current situation, the immediate need of the hour is also to cast the safety net wider by providing traditional emergency cash- or food-based assistance to help the poorest cope with food insecurity so families who have lost their livelihoods can ride out the crisis.Over the last three years PMEP has had a checkered reputation because of allegations of wasteful spending, unproductive work and improper targeting of the unemployed.“We are best placed to give critical feedback on implementation challenges,” says one EC. “It would be helpful if they came to monitor our work from the center, to understand the ground realities. As ECs, for example, we are still under-resourced as we do not have allowances for transportation to travel to the wards that we are in charge of, some of which are quite distant from where we are based. Sometimes, it is simple challenges and small kinks, if sorted, could go a long way.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131116/636ceb839c7e80680e09ad0cjpeg.jpg" alt="" width="990" height="370"><figcaption> </figcaption></figure>The federal government has been receptive to some other feedback from local governments and ECs, especially the current daily wage of Rs517 being too low by local standards, and are considering to readjust it for next fiscal year. This, however, is a tricky task.On one hand, the wages need to be high enough to make a meaningful difference to the poor. But on the other, low-wage setting aids with proper targeting by ensuring the intended beneficiaries i.e., the poorest self-select into the program and those who are not poor or have alternate income sources are not attracted to PMEP.To be fair, at just its third year, PMEP is still at its nascent stages and it will take a while for this massive undertaking to take off smoothly, further complicated by the pandemic.Comparator programs like India’s Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), for example, celebrated its 15 years this year. In 2020-21, one hundred ten million jobseekers benefited from MNREGS, a 39% jump from the previous year, proving to be critical for distressed workers during the pandemic despite implementation challenges such as payment delays and job rationing.But as promised in the last budget, the expectation from the Nepal government’s flagship employment program during this unprecedented time was for swift and bold action, both because of and in spite of Covid-19.

Amid the uncertainty and financial distress, <a href="https://www.nepalitimes.com/banner/another-kathmandu-exodus/">Kathmandu saw an exodus</a> of tens of thousands of Nepalis fleeing back to their villages, a familiar scene from last year.The 2020 budget set an ambitious target of creating 700,000 jobs and raised public expectation. As pointed out in the 2019-20 PMEP report, in the context of the pandemic, the PMEP needs to be adapted to address local needs to help fight the crisis including building of temporary structures for isolation, contact tracing, sanitation drives, social awareness programs under Covid-19 safety protocols.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/editorial/the-covid-tsunami/" target="_blank" rel="noopener noreferrer">The second wave</a> and the quickly unfolding crisis further underscores the need to leverage this program for such activities. Given the current situation, the immediate need of the hour is also to cast the safety net wider by providing traditional emergency cash- or food-based assistance to help the poorest cope with food insecurity so families who have lost their livelihoods can ride out the crisis.Over the last three years PMEP has had a checkered reputation because of allegations of wasteful spending, unproductive work and improper targeting of the unemployed.“We are best placed to give critical feedback on implementation challenges,” says one EC. “It would be helpful if they came to monitor our work from the center, to understand the ground realities. As ECs, for example, we are still under-resourced as we do not have allowances for transportation to travel to the wards that we are in charge of, some of which are quite distant from where we are based. Sometimes, it is simple challenges and small kinks, if sorted, could go a long way.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111136/636b835f9c7e80680e06772fjpeg.jpg" alt="" width="990" height="370"><figcaption> </figcaption></figure>The federal government has been receptive to some other feedback from local governments and ECs, especially the current daily wage of Rs517 being too low by local standards, and are considering to readjust it for next fiscal year. This, however, is a tricky task.On one hand, the wages need to be high enough to make a meaningful difference to the poor. But on the other, low-wage setting aids with proper targeting by ensuring the intended beneficiaries i.e., the poorest self-select into the program and those who are not poor or have alternate income sources are not attracted to PMEP.To be fair, at just its third year, PMEP is still at its nascent stages and it will take a while for this massive undertaking to take off smoothly, further complicated by the pandemic.Comparator programs like India’s Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), for example, celebrated its 15 years this year. In 2020-21, one hundred ten million jobseekers benefited from MNREGS, a 39% jump from the previous year, proving to be critical for distressed workers during the pandemic despite implementation challenges such as payment delays and job rationing.But as promised in the last budget, the expectation from the Nepal government’s flagship employment program during this unprecedented time was for swift and bold action, both because of and in spite of Covid-19.

The reality is that it has remained just that: a principle.Only a negligible number of Nepali workers have benefited from the free visa and free ticket policy – even under bilateral agreements with some Gulf countries and Malaysia that require employers to pay the costs.The issue of recruitment costs has resurfaced with the <a href="https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/&amp;source=gmail&amp;ust=1601892756901000&amp;usg=AFQjCNF4sMxqHE6wL_TK2WWv0yxqKiRe8w">Israel-Nepal agreement</a> for caregivers signed last week. Early indications are that the recruitment fees may not be zero, and workers will have to bear costs such as air travel and pre-departure training.Nepal has bilateral agreements with other countries which do not have the employer pays model. Korea has signed Employment Permit Scheme (EPS) with 15 countries for employment in five sectors. Japan has Specialised Skilled Worker program with 10 countries for employment in 14 specific sectors. The agreement between Israel for 500 more Nepali caregivers is similar to the ones it has with Georgia and the Philippines.<a href="https://www.nepalitimes.com/here-now/nepali-workers-stuck-in-no-mans-land/">Nepali workers stuck in no-man's land</a>, Nepali TimesIn all cases workers have to bear some of the cost of recruitment, all countries have specific quotas. And they are often the only legal pathway for Nepalis to get jobs in those countries. The criteria of these overseas worker programs uniformly apply to the sending countries.Nepal’s agreements with the Gulf states and Malaysia, however, are different. They are generic and not part of any specific overseas worker employment program with criteria that apply to all sending countries. The provision in the agreements are outcomes of country-specific negotiations, there are no quotas, and jobs are not tied to any sector. With or without MoUs, Nepali workers continue to migrate legally to those countries.While there is more leeway in the negotiations of such generic agreements, it is difficult for Nepal to be a sole fighter for the employer pays principle in specific bilateral labour programs such as those with South Korea and Japan.Average recruitment costs also vary widely across sending countries (see figure). For example, the Philippines allows an equivalence of one month’s salary as recruitment fee. South Korea is not going to have a flagship bilateral labour scheme for Nepal that says ‘workers from 14 countries will pay $700 but Nepalis will pay 0’.There are therefore limitations to what labour diplomacy and negotiations can achieve. A zero-cost or bust strategy may deprive Nepali workers from benefiting from the most attractive opportunities overseas with guaranteed returns.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171144/636bd93e9c7e80680e080201jpeg.jpg" alt="" width="954" height="551"><figcaption>Average recruitment costs and monthly earnings (2016) of Nepali workers. SOURCE: IOM/KOICA</figcaption></figure>It would help if all sending countries adopted a single voice on common issues such as recruitment costs. Regional platforms like the Colombo Process for cooperation between sending countries have very little to show for now. Instead, each sending country’s priority is the size of the quota it can bag for its workers in South Korea or Japan.Recruitment costs also need to be considered not just on their face value but in terms of their equivalence to wages. There is a vast difference in the returns to employment across countries. Some are more attractive than others in terms of returns and in our case, Japan, Israel and South Korea are relatively better despite room for improvement in worker treatment.The difference between job opportunities in Israel/South Korea versus the Gulf/Malaysia may be an inter-generational social mobility jump versus just sending enough remittances to make ends meet.EPS workers in South Korea have three advantages: they are charged the same amount, there is a transparent breakdown of costs involved that apply equally to all, and they will be able to recoup this cost within a month.On the other hand, workers headed to Malaysia face a completely different reality, even if there is a zero cost pact between the two countries: they are arbitrarily charged <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/brokers-going-for-broke/&amp;source=gmail&amp;ust=1601892756901000&amp;usg=AFQjCNGVwF9oATSp2EVcyePLm9CY65x_2A">as per the recruiter’s demand</a>. There is no certainty when they can recoup costs, usually it will take many months.  If workers headed to Malaysia knew that they would be able to recoup recruitment cost within a month of arrival, as in the case of South Korea, they would likely see it as a blessing considering the status quo.<a href="http://nepalitimes.com/opinion/zero-sum-game-in-zero-cost-migration/">Zero-sum game in zero-cost migration</a>, Upasana KhadkaNepal’s bilateral schemes with Korea, Japan and Israel have evolved to address high recruitment costs. The EPS itself is remodeled after its predecessor, the Industrial Trainee Scheme, under which workers paid as much as $10,000 for their jobs, and the process was rife with malpractice and exploitation.The Israel market was shut down for Nepali caregivers in 2012 when recruiters started charging up to $8,000 each. Removing intermediaries in these programs is an attempt to reduce costs for workers. In the quest for the ideal ‘employer pays’ model in which workers pay nothing, we disregard the achievable progress in government-to-government schemes like the most recent Israel-Nepal agreement.While Nepal may have signed agreements with employer pays provisions for visa fee and air tickets, there are no mechanisms to ensure its implementation. These principles are only as good as the impact they bring to migrants.In the past few years since it was set up, the <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/brokers-going-for-broke/&amp;source=gmail&amp;ust=1601892756901000&amp;usg=AFQjCNGVwF9oATSp2EVcyePLm9CY65x_2A">Ethics Practitioners Association of Nepal (EPAN),</a> an umbrella organisation of recruiters committed to ethical recruitment including no cost for workers, has been able to mobilise zero workers. The only reason they are surviving is because they have alternate businesses in other sectors.There are some positive signs. Glove factories in Malaysia are <a href="https://www.nepalitimes.com/latest/global-glove-makers-compensate-nepali-workers/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/global-glove-makers-compensate-nepali-workers/&amp;source=gmail&amp;ust=1601892756901000&amp;usg=AFQjCNE4L3qB7b5YW3AoiKNQQl9UGlYvCw">reimbursing recruitment fees of workers</a> from all nationalities – not just workers from Nepal with which Malaysia has signed a zero-cost pact (see figure). This move was not due to the goodwill of employers or the Malaysian Government, but pressure from the United States after their exports faced a ban from CBP (Customs and Border Protection) and a potential damage to their reputation from profiting during the pandemic.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171144/636bd9419c7e80680e080202jpeg.jpg" alt="" width="965" height="472"><figcaption>Recruitment costs (Months of earnings at destination) SOURCE: World Bank</figcaption></figure>This calls for a more strategic approach to bring real change alongside non-binding, soft commitments, or moral agreements on zero-cost migration that get all the media attention. Another unintended consequence of focusing only on the principle of no-cost migration is that more practical solutions may be disregarded.One of the biggest downsides of financing recruitment costs for Nepali workers is that they are slapped hefty interests by informal lenders that add up significantly. Financing collateral free, low interest loans, as was <a href="https://www.nepalitimes.com/opinion/zero-sum-game-in-zero-cost-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/zero-sum-game-in-zero-cost-migration/&amp;source=gmail&amp;ust=1601892756901000&amp;usg=AFQjCNGtkqeNW-PNxTlOIsFKLrrB3Sp62A">implemented by DfID in Province 2</a> before the lockdown, is an example of a more practical short-term approach to ease the burden on migrants.Is it fair to deprive them of low cost financing solutions knowing that workers are paying to go abroad regardless of whether it is to a country with which we have signed a zero-cost pact or not,Nepal’s well-intentioned policies have failed to deliver, but anyone who cares about migrant welfare will champion the employer pays principle. The bosses of migrants, often migrants themselves but referred to as ‘expats’ for being in a higher position, are not only exempted from recruitment costs but also get compensated for relocation. It is counterintuitive that those in the lowest rungs of the ladder who cannot afford the costs are being made to borrow to pay exorbitant fees just to get the jobs.Nepal’s implementation capability and whether policies are practical in the current context, the incentives for those involved, regional dynamics, and the diverse situation of worker treatment across countries, all have to be taken into account.Turning this aspiration to reality is a long game, and we would be remiss to disregard a whole range of shorter-term, practical alternatives en route.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171144/636bd9449c7e80680e080203jpeg.jpg" alt="" width="95" height="105">Upasana Khadka writes the column Labour Mobility every month in Nepali Times analysing trends affecting Nepal’s workers abroad.
