<figure><img width="1876" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121148/636b93859c7e80680e06f1acjpeg.jpg" alt=""/><figcaption>Photo: JANAK KAPALI</figcaption></figure>Just before all flights were grounded during the Covid-19 lockdown last year, dog trainer Janak Kapali was at Kathmandu airport to see off a street dog being adopted by a family in Canada, when he was surrounded by a pack of hungry strays. One of them stood out, a snow-white one that was calm, gentle and unlike the rest of the pack that lived in the pre-departure area. She sat quietly next to the red kennel with the rescued dog being sent off (photos, above).  Kapali noticed her at the airport whenever he came to arrange for the departure of one of the rescued dogs, and she always sat next to the pet carriers -- as if to say her own farewells to the dogs that were leaving. “Every time I came to the airport, she was there, guarding the kennel while we waited for the dogs to be put on their flights,” says <a href="https://www.facebook.com/jkapali" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/jkapali&amp;source=gmail&amp;ust=1624247192791000&amp;usg=AFQjCNEOyX-lNgro8IyCjXIIdKnsY-1BDg">Kapali, 45</a>, who shelters 14 rescued dogs in his <a href="https://www.facebook.com/Rambo-Abbie-Dog-Training-Center-112532196981120" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/Rambo-Abbie-Dog-Training-Center-112532196981120&amp;source=gmail&amp;ust=1624247192792000&amp;usg=AFQjCNGFz3ugeZLKIJu__Hkly0wlUS0bqg">Rambo Abbie Dog Training Centre</a> (named after his own pets) in Kathmandu.  Kapali noticed that with flights mostly cancelled during the lockdown, the unowned dogs at the airport had become emaciated because there were no humans to feed them. So, he took to offering the white dog snacks every time he was at the airport. The white dog now has a name, Angel. And she is at the <a href="http://katcentre.org.np">KAT Centre</a> which works for animal welfare in the Valley. Angel has already got her shots, and her travel documents sorted out before departure.   Akash Dahal at KAT Centre was struck by Angel's calm demeanour three months ago at the airport when he was seeing off another batch of rescued dogs. “I have never before come across a street dog like Angel, she is just so well behaved and intelligent, as if she has been trained, she got along with the other dogs and she understood me,” says Dahal. Lesley Mapstone, founder of <a href="https://www.facebook.com/groups/214415339708747" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/groups/214415339708747&amp;source=gmail&amp;ust=1624247192792000&amp;usg=AFQjCNFy0y4URGyr0JCcizpvTKxpQqfpyg">Temple Dog Rescue</a> in Canada, who supports animal welfare organisations in Nepal, also noticed Angel in airport photos taken by Kapali, and in videos posted by KAT Centre. It was she who named the dog 'Angel of Tribhuvan'.Mapstone has been a frequent visitor to Nepal and was always moved by street dogs huddled in cardboard boxes at street-side garbage piles near Swayambhu.  One afternoon three years ago, she followed a puppy to its mother and siblings living on a sidewalk. She started feeding them daily, but the mother and litter were in bad shape. She took them for treatment at the KAT Centre, but the vets were only able to save a female puppy.    Mapstone named the pup Dawa, and adopted her. With Dawa by her side in Canada, Mapstone’s Temple Dog Rescue has been helping KAT Centre with fundraising to carry on with its work in feeding and sheltering <a href="https://www.nepalitimes.com/banner/bhaktapurs-dog-catchers/" target="_blank" rel="noopener noreferrer">Kathmandu’s community dogs</a>, which have been going hungry during the long lockdown.  Temple Dog Rescue also helps place dogs up for adoption with new families, and has helped find homes for dozens of strays from Nepal and Egypt. And it has found Angel a home. The four-year-old is being adopted by an award-winning Canadian activist against domestic violence, and will soon have a large 20 hectare property to explore in Ontario. Through GoFundMe, Angel now also has a one-way ticket and is waiting for her own flight from Kathmandu airport, where she said goodbye to so many of her canine friends. “Angel’s story about being an airport dog was so compelling that she was very popular during the fundraising, and soon she will have a loving home and lots of space to roam around and play,” Mapstone told Nepali Times by phone. Meanwhile in Kathmandu, animal welfare activists are busier than ever <a href="https://www.nepalitimes.com/banner/singha-darbar-dogs-go-hungry-in-lockdown/" target="_blank" rel="noopener noreferrer">caring for street animals during the lockdown</a>. KAT Centre and <a href="https://www.facebook.com/snehazcare" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/snehazcare&amp;source=gmail&amp;ust=1624247192792000&amp;usg=AFQjCNGELN3xdPdAsgIISxhMLTB4jUg3Pw">Sneha’s Care</a> have been feeding dogs, cows and even temple monkeys which have been deprived of their usual source of food. The empty roads also mean that there has been a horrendous rise in dogs and cows sitting on the asphalt being hit by speeding cars. Sneha’s Care last week signed an MoU with Lalitpur Municipality to turn the city into an ‘animal friendly metro’, in the hope that it will be a model for other municipalities in Nepal to better care for street animals with <a href="https://www.nepalitimes.com/banner/dog-bites-man-is-still-news-in-nepal/" target="_blank" rel="noopener noreferrer">anti-rabies</a> vaccination campaigns, sterilisations, and control mistreatment.  Animal welfare organisations are often asked why they pay so much attention to dogs when people are also suffering during the pandemic. Sneha Shreshta of Shena's Care answer to them is: “Looking after suffering animals is also a part of what it means to be a human being.”Not all street dogs in Kathmandu are abandoned, many are community dogs. But many of these neighbourhood animals are also going hungry because of the lockdown, and have to forage in garbage piles to survive. Janak Kapali says he has noticed growing awareness in communities about the need to <a href="https://www.nepalitimes.com/banner/every-day-is-dog-day/" target="_blank" rel="noopener noreferrer">take care of dogs all year around</a>, and not just worship them during Kukur Tihar. Nepal’s animal care organisations have increased their profile, and there is now better response when abandoned dogs are put up for adoption. “Unlike in the past, we now get inquiries about street dogs for adoption, although many more still prefer popular dog breeds,” says Dahal of KAT Centre. “Having people to volunteer with us is more important than donations because once people work closely with these animals, they have better empathy for them.” It is difficult to find Nepali families wanting to adopt older, or disabled dogs and those that are not pure breeds. Which is where foreign adoptions have helped with finding homes for dogs that have been injured in acid attacks, or wounded in traffic accidents.  Adds Mapstone of the Temple Dog Rescue: “<a href="https://www.nepalitimes.com/here-now/wanting-nothing-in-return-but-love/" target="_blank" rel="noopener noreferrer">Street dogs</a> can be just as gentle and loyal and as willing to please as any other breed, they just need a chance and that is what we are doing.” <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121148/636b93889c7e80680e06f1adjpeg.jpg" alt=""><figcaption> </figcaption></figure>US suspends dog importsThe US Centre for Disease Control (CDC) has banned dogs being brought into the country from 100 countries for one year because of an increase in the number of dogs with fake anti-rabies vaccine certificates.The ban has been criticised by animal welfare agencies, and will affect dozens of dogs who have been delayed in joining families that have adopted them because of the lockdown. The US has seen a sharp increase in pet adoptions from abroad during the pandemic as lonely families cooped up at home needed companionship. However, the CDC says that more than 450 dogs arriving at US airports were found to have fake rabies certificates in 2020.This is a small proportion of the nearly 1 million dogs that are adopted and imported in the US every year, but the CDC says it is taking no chances. The ban on imports will go into effect from 14 July, and there is a rush to take dogs to the US where the authorities have become extra-strict in checking rabies papers.Among the 100 countries from which dog imports are suspended are China, North Korea, Vietnam, Nepal, Brazil, Kenya, Uganda, Colombia, Russia and others. Most European countries are not on the list.

Angel meets an angel

I had started a new job, got an apartment in Lincoln Park, Chicago and joined a yoga studio. I made plans to come to Nepal in the spring, and I was ready to start a new chapter in life.Then <a href="https://www.nepalitimes.com/editorial/fear-goes-viral/" target="_blank" rel="noopener noreferrer">Covid-19</a> took over the world.My yoga studio shut down. My plans to come home was shelved, and I spent many hours staring at the walls of my apartment, while working from home.<a href="https://www.nepalitimes.com/opinion/yoga-in-the-time-of-covid-19/">Yoga in the time of Covid-19</a>, Anjana RajbhandaryEvery state and city in the United States came up with its own set of restrictions regarding Covid-19. Chicago went back and forth between closing and re-opening businesses, depending on the number of people who tested positive. Many establishments had to shut down permanently and millions lost their jobs.Most countries around the world were under lockdown. Nepal had also <a href="https://www.nepalitimes.com/latest/domestic-flight-resumption-put-off/" target="_blank" rel="noopener noreferrer">suspended</a> most international flights from March 2020.Fast forward to <a href="https://www.nepalitimes.com/banner/nepal-has-decided-to-live-with-covid-19/" target="_blank" rel="noopener noreferrer">September</a> when flights resumed in Nepal, but with the new protocols in place, I would first need to do my research on the new rules and precautions.When I bought my tickets, only Nepali citizens, ex-pats, and mountaineers were being allowed to fly in. No one else. Everyone had to submit a negative PCR test result, done within the last 72 hours before boarding.I also had to complete the Covid-19 Crisis Management Center (CMCC) form, in which I had to explain who I was visiting and where I was planning on staying during my visit. The form would have to show a 14-day reservation at the hotel if one did not present a negative PCR test. One would not be allowed to meet their family without a negative PCR test.I bought travel insurance for unforeseen emergencies. In life, you never know. I was aware that some people would think me irresponsible for travelling during this time, and that my action would be met with anger and resentment.I was prepared for it mentally because I really wanted to see my family. I took every safety measure, because I did not want to risk infecting anyone, including myself.Due to the increase in people testing positive in the US in <a href="https://www.nepalitimes.com/editorial/covid-19-and-the-new-great-game/" target="_blank" rel="noopener noreferrer">October</a>, results for tests were taking 24 hours to 7 days. I decided to get tested at three different places to make sure that I would have at least one result before my flight. This meant that I got my test results a day before my flight, on the day of my flight, and the last one a week after my arrival in Kathmandu. I tested negative in all three.The Chicago O’Hare International Airport was quieter than I remembered. It took me just 15 minutes to get past security, so I had three hours of wait. Sipping a favourite beverage at the airport lounge, I toyed with countless thoughts that crossed my mind. The next 36 hours of my life was going to be a long stretch.I was ready with multiple little bottles of hand sanitisers and moisturisers as security provisions for three flights and two layovers. The flight from Chicago to Frankfurt was practically empty.Frankfurt airport was busier than O’Hare, and travellers appeared confused. There were lines at almost every information counter. Also, they did not allow any eating or drinking, but it wasn’t like people were going to listen. Fly, eat, failed attempt to sleep, and repeat.On my 29-hour long flight (excluding the layovers), I was asked to keep my mask on always, except during brief meal times. I was nervous and excited. Thanks to wifi at airports and onboard, I was able to keep myself distracted with social media and podcasts. I also discovered that since the start of the pandemic, my usage of social media had gone up by over two hours a day.The <a href="https://www.nepalitimes.com/editorial/lockdown-may-be-over-but-pandemic-is-not/" target="_blank" rel="noopener noreferrer">flight to Istanbul</a> was empty, too, even though Istanbul airport was busy. It was as if the pandemic had never hit. There were so many people there and all the duty-free shops were filled with people buying Turkish delights and souvenirs. I got myself an evil eye pendant.The flight to Kathmandu, in contrast, was packed. It looked like the diaspora was all headed home.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181156/636bea2b9c7e80680e087902jpeg.jpg" alt="" width="916" height="516">Once we landed, the staff from Bir Hospital checked our PCR test reports. At immigration, they collected the CMCC form and revised it with me. They stamped my passport and threw it at me, and I knew I was back in Nepal.Anjana Rajbhandary lives and works in Chicago. Flying home in a pandemic

Eight of the nine domestic airlines in Nepal restarted services within the country after 180 days. Domestic and international flights had been stopped with just a few days' notice on 24 March, and although there were international repatriation flights, only helicopters and some cargo flights had been operating within the country since then.“We have allowed domestic airlines to operate under strict protocols set out by ICAO (the International Civil Aviation Organisation) and the World Health Organization (WHO),” the head of Kathmandu airport Devendra KC said. <img width="857" height="572" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151112/636bb59a9c7e80680e07bc11jpeg.jpg" alt="">Domestic airlines have been allowed to operate only a quarter of the number of flights they used to conduct before the pandemic. The flights resumed after the government gave in to the demand of domestic carriers to allow them to carry the full load of passengers. Earlier, the government had said they could only carry half their capacity.  However, the guidelines for passengers have been tightened. Although they do not need PCR negative reports, they need to fill out a personal health declaration form, have to be at the airport two hours before departure, and need to wear masks and visors at all times.As soon as the flights are announced, passengers will clear security and board without waiting in the crowded departure concourse at various airports around Nepal. However, some of these flights were cancelled due to bad weather in the afternoon. Nepal’s domestic flights resume

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915114/636bb3929c7e80680e07bb4bjpeg.jpg" alt="" width="1280" height="960"/><figcaption>A Turkish Airlines flight to Istanbul on 3 September was the first scheduled departure in nearly six months from Kathmandu.</figcaption></figure>Ten international airlines have restarted scheduled flights to Kathmandu after nearly six months, and although there is high passenger demand, the flight capacity is limited because of the government’s threshold of only 800 passengers allowed disembark per day.The first week of flights saw airlines operating with limited frequency and restricted number of passengers per flight. For the moment, only Nepali nationals, diplomats and employees of aid agencies and their families are allowed in.All passengers need to have a RT PCR negative test done 72 hours before departure, and that requirement has now been extended to passengers also on charter flights from the Gulf bringing Nepali workers home. Those with PCR negative reports are allowed to go home for a 7-day self-quarantine.Other foreigners, including from India, are not allowed. And neither are there any Indian carriers among the 10 that will be flying in and out of Kathmandu during September. This means many Nepalis who are stuck in India, and Indians in Nepal, will have to wait longer to reach home.For outgoing passengers, there are no restrictions leaving Nepal, but they will have to check about the rules in the destination countries. They also need a PCR negative report before flying out.International operators say they can easily add flights to meet the suppressed demand of travellers to and from Kathmandu, but they are bound by the daily quota. They also complain about continued confusion and chaos at the airport.For example, when four flights from Chengdu, Riyadh, Doha and Kuala Lumpur landed within two hours of each other on Sunday morning there was bedlam at Kathmandu airport. Even though airlines follow health protocols strictly on board, once passengers land in Kathmandu they are crammed into ramp buses, which are not disinfected properly, and although there are marks on the floor for physical separation in the arrival concourse, not many were seen to be following it.Lack of signage, contradictory advice from airport staff, and confusion about queues were some of the major complaints of arriving passengers. Airline executives say besides the daily quota of passengers, it may also be important to space out the flights throughout the day sop they do not arrive together.There are about 100 flights for the rest of the month, and CAAN has released a timetable for the arrival and departure dates and times. (See table below).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915114/636bb3959c7e80680e07bb4cjpeg.jpg" alt="" width="1000" height="625"><figcaption></figcaption></figure>International airlines are taking very strict measures for passengers flying out from Kathmandu airport checking, on board, in transit and in flights to onward destinations.Turkish Airlines, which marked the seventh  anniversary of its first flight between Istanbul and Kathmandu last week,  restarted its weekly flights last Thursdays with most of its passengers transiting on to Europe and North America.Turkish has resumed flights to most of its destinations, but with limited frequency. It has <a href="https://www.turkishairlines.com/en-int/guidelines-for-safe-travel" data-saferedirecturl="https://www.google.com/url?q=https://www.turkishairlines.com/en-int/guidelines-for-safe-travel&amp;source=gmail&amp;ust=1599492432793000&amp;usg=AFQjCNEUyHSXD_VYs2mQ0eAjKsxdkLPZNA">one of the strictest on board hygiene protocols</a> among airlines flying to Kathmandu, and this includes disinfection by special teams after every flight of all contact points on aircraft including tray tables, seats, touch screens, windows, side panels, overhead lockers. All planes also undergo two-stage disinfection upon arrival in Istanbul with fogging before the next flight.Turkish has also produced a <a href="https://www.istairport.com/en/covid19" data-saferedirecturl="https://www.google.com/url?q=https://www.istairport.com/en/covid19&amp;source=gmail&amp;ust=1599492432794000&amp;usg=AFQjCNGQyTnH-ClqP0Fdn-aDWg9QYHDYAQ">special safety video</a>, and has RT PCR tests on arrival in Istanbul. All aircraft also use HEPA (High-Efficiency Particulate Air) filters of the kind used in surgeries that remove most all particles up to 0.3 microns in the air. The air in the cabins are also renewed every three minutes.Other international airlines also have strict health protocols especially on  narrow-body aircraft on long and medium-haul flights to and from Kathmandu at full capacity.Of the international airlines that have resumed flights, Qatar has the highest number with 12 flights in September using Boeing 787 Dreamliners. Air Arabia and Fly Dubai have 6 flights each for the rest of the month. Cathay Dragon from Hong Kong, China Southern from Guangzhou, Air China from Chengdu all use widebody Airbus 330 for their weekly flights. Korean Airlines from Incheon also has four Friday flights in September with Boeing 777.Nepal’s two international airlines Nepal Airlines and Himalaya Airlines are mostly operating repatriation flights for Nepali workers from the Gulf and Malaysia. Although Nepali Airlines also has weekly flights to Hong Kong and two to Tokyo Narita this month.

Because of terrain, Kathmandu is a one-way-in-one-way-out for bigger jets, and taxiway extension would have allowed planes to land and takeoff more frequently, shortening the holding time.When the airport opens, passengers will have to get in three hours before their flights because of the delays caused by the new COVID-19 prevention procedures. The airport will also have a quarantine centre for incoming passengers who have a temperature or symptoms.

Jobs are being lost, companies collapsing, rents unpaid, loans and mortgages reneged.In Nepal we are familiar with political shutdowns closing the roads and shuttering the shops, strikes that never lasted more than a day or two. In theory, now is the chance to read, watch movies, wallow in Netflix, <a href="https://www.nepalitimes.com/opinion/music-is-my-aeroplane-too/" target="_blank" rel="noopener noreferrer">listen to music</a>  sort photos, fix the house, and call friends but in reality I struggle with the focus and motivation to do any of it.I have learned to value every cup of coffee, waste no food, and prize the <a href="https://www.nepalitimes.com/here-now/nepal-lockdown-chance-for-self-sufficiency-in-veggies/" target="_blank" rel="noopener noreferrer">fresh vegetables</a> bought from the end of the lane. How sweet is that first mango of the season, and with what difficulties must it have travelled to arrive whole and perfect green and gold on our kitchen table.None of us has seen anything on this scale before and emerging the other side of it will have its own unknown shocks and challenges. But when we do, and when we are asked in some future virus-free era: ‘What was it like during the time of Covid-19, the great pandemic of 2020?’, these are the moments and memories I do not want to forget.

Coronavirus Nepal Lockdown Month 2

Instead, we seem to be witnessing the Mao-fication of the Nepal Communist Party.Evident proof of this was the first Central Committee meeting of the unified party last week — nearly two years after it was formed. The meeting of the 445-member jumbo Committee at the City Hall happened even as divisions sharpened between the party's two top leaders: Prime Minister K P Oli and his co-chair, former Maoist leader Pushpa Kamal Dahal.Read also: <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/?p=40191&amp;preview_nonce=4843c358ff&amp;preview=true" target="_blank" rel="noopener">Own goal,</a> Kunda Dixit<a href="https://www.nepalitimes.com/here-now/which-way-nepali-politics-in-2020/">Which way Nepali politics in 2020?,</a> Saindra RaiDahal and Oli have tried to hide their power struggle, but their one-upmanship is on full public display in just about every noteworthy issue these days, from the selection of Parliament Speaker to the controversy over the <a href="https://www.nepalitimes.com/latest/mcc-row-damages-nepals-credibility/">Millennium Challenge Corporation</a> (MCC). The Central Committee gathering itself was structured like an NGO annual general meeting, complete with a review paper and 15 thematic breakout sessions from which hand-picked spokespersons reported on conclusions to the plenary. This allowed the leaders to keep a tight lid on dissent. The merits of issues and problems of internal party decision-making were therefore sidestepped, and the discussion reflected the party’s deep polarisation.The other tactic that Oli and Dahal effectively employed was of scathing self-criticism on issues on which they expected to be censured by members. Oli’s more than two-hour-long review was a mea culpa, admitting to delays in reorganising the unified party, failure in delivery of services by the government, and unconstitutional behaviour by the same. This is a trick often employed by communist parties elsewhere when faced with severe criticism for failures. And it worked. There was no real debate on issues, and Oli managed to deflate and defuse most of the criticism of his leadership.However, the prime minister is getting physically weaker and politically more isolated. At a three-hour tête-à-tête with editors at his residence on Tuesday, Oli said he was going to get another kidney transplant soon, and exuded confidence about serving out the next three years in office. But a transplant would keep him away for at least two months, and Dahal is waiting in the wings, becoming increasingly impatient.Read also: <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/editorial/a-millennium-challenge/">A millenium challenge</a>, EditorialOli and Dahal had agreed to rotate two-and-half years each as prime minister, but Dahal agreed to let Oli to serve the full term — probably gambling on Oli’s health preventing him from doing so. Now, Dahal is stepping up the ante. He has wooed away former UML leaders like Madhav Kumar Nepal, Bam Dev Gautam and Jhalnath Khanal who are disgruntled with Oli, to his side. <a href="https://www.nepalitimes.com/editorial/a-millennium-challenge/">This block vote was seen most clearly in the MCC controversy</a>. Dahal himself did not even mention the $500 million American grant aid project in his 32-page report, although he praised the Chinese Belt and Road Initiative (BRI), criticised the <a href="https://www.nepalitimes.com/editorial/between-two-oceans/">US Indo-Pacific strategy</a>, and took the populist stance on the Lipu Lekh territorial dispute with India. However, he got his faction to oppose the MCC tooth and nail, accusing it of being a <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/">US military plan</a>. The MCC became the focus of much of the discussion at the Central Committee because Dahal remained silent on it and Oli spent so much time defending it.This exposed the rift at the top of the party, and allowed former UML leaders like Bhim Rawal make a scathing attack on the grant. In the end, the Committee decided to form a Taskforce that has to present an evaluation of the MCC by next week.Signs of the former Maoist leader Dahal starting to wield an upper hand can be seen in the revival of the proposal that Nepal's Constitution be amended to allow for the abandonment of the parliamentary system to be replaced by one with a directly-elected executive president. This has been Dahal’s long-standing wish for himself ever since the end of the conflict.There are other signs of the NCP accumulating Maoist traits. The drift towards a personality cult were clearly visible at City Hall with Oli and Dahal’s portraits on prominent display on the stage.And despite all the rhetoric about inclusion, the party made a mockery of the Constitution because the nine senior leaders on stage were all men, and mostly from a dominant caste group. <h2>10 years ago this week</h2> In a <a href="http://archive.nepalitimes.com/news.php?id=16774#.Xjv8rTIzaUk" target="_blank" rel="noopener">report aptly titled ‘Snailport’</a> by Dewan Rai and Suvayu Dev Pant (<a href="http://archive.nepalitimes.com/issue/488" target="_blank" rel="noopener">issue #488 5-11 February 2010</a>), Nepali Times looked at the congestion in Kathmandu airport on the occasion of Visit Nepal 2010. 10 years later and as we mark another Visit Nepal Year, unsurprisingly, the state of the country’s only international gateway remains the same. Excerpt:International aircraft arrivals increased by 8.41 per cent and domestic aircraft arrivals by 19.72 per cent in the first nine months of 2009 compared to the same period in 2008. Yet there have been no major additions to infrastructure. “Our airport doesn’t meet the requirements for an international airport, so it is very difficult to accommodate all the tourists,” says Amar Bahadur Shakya of the Civil Aviation Authority of Nepal (CAAN).Although the airport was designed for only 1000 passengers daily, the actual turnover today is close to 2000. Likewise, the departure lounge was designed for 350 but sees up to 1000 passengers daily. The earthquake and the Blockade also <a href="http://archive.nepalitimes.com/article/nation/tourism-is-down-but-not-out-in-nepal,2262" target="_blank" rel="noopener">hit tourism hard</a>.But Nepal is such <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/a-solid-tourism-brand-for-nepal,845" target="_blank" rel="noopener">a solid brand</a>, and such a unique tourism product, that visitor numbers are picking up again. There should also be a moratorium on <a href="https://www.nepalitimes.com/banner/new-high-way-to-dolpo/" target="_blank" rel="noopener">excavators digging roads over trekking trails</a>. The other deterrent is that Nepal is an expensive place to travel to because the <a href="https://www.nepalitimes.com/banner/high-cost-lays-aviation-low-in-nepal/" target="_blank" rel="noopener">price of aviation fuel here is double</a> that in other airports in the region.Says hotelier Yogendra Shakya: “Nepal is ideally placed to tap the vast tourism potential from India, China and Southeast Asia, and promotion should focus there first.”

(Why would anyone spoil a new year’s holiday and travel all the way at such short notice?)</li> <li><a href="https://www.nepalitimes.com/here-now/unusual-appointment-extraordinary-tasks/" target="_blank" rel="noopener">Minister of Tourism Yogesh Bhattarai</a> travelled to Australia to launch the campaign in the middle of a national fire emergency.</li> <li>Bhattarai then announced that Nepali workers travelling abroad would mandatorily have to wear Visit Nepal caps and t-shirts. Everyone ignored this edict.</li> <li>Nepal Tourism Board lost its chief at the start of VNY 2020.</li> <li>There should be a revenue target, not a target of 2 million visitors.</li> <li>The <a href="https://archive.nepalitimes.com/article/nation/Air-jam,4196" target="_blank" rel="noopener">only aerial gateway to Nepal is a disgrace</a>. It seems purpose-built for maximum inconvenience, with an incomprehensible visa-on-arrival process and an excruciating queue at the <a href="https://www.nepalitimes.com/opinion/metal-free-ass/" target="_blank" rel="noopener">‘metal free’ x-ray</a>.</li> <li>Nepal sells itself for cheap, but it is an expensive destination to get to mainly because of the <a href="https://www.nepalitimes.com/banner/high-cost-lays-aviation-low-in-nepal/" target="_blank" rel="noopener">high cost of aviation fuel</a> which airlines are compelled to pass on to passengers.</li></ul>The miracle is that despite everything we do to dissuade them, visitors still come to Nepal. The trekking trails need to be preserved and cleared of <a href="https://www.nepalitimes.com/from-the-nepali-press/a-plastic-republic/" target="_blank" rel="noopener">plastic garbage</a>, it has to be convenient and safe to get to the hinterland, and visitors should be encouraged to spend their money where it is needed the most — in the villages through which they hike.There is the idea that only Kathmandu, <a href="https://www.nepalitimes.com/banner/pokhara-nepals-new-aviation-gateway/">Pokhara</a>, <a href="https://www.nepalitimes.com/here-now/u-thant-kenzo-tange-and-the-buddhas-birthplace/" target="_blank" rel="noopener">Lumbini</a> and <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/">Chitwan</a> are Nepal’s tourist attractions. There is  fundamental ignorance among policymakers about what a tourist is looking for in Nepal — they do not come here to be extorted every step of the way with two-tier pricing for tickets for museums to domestic airlines.In the past, the Maoist insurgency, a decade of political instability with frequent shutdowns (hotel vans still carry ‘Tourist Only’ on windshields as a relic from that era), the earthquake and the Blockade could have been blamed for <a href="http://archive.nepalitimes.com/article/nation/tourism-is-down-but-not-out-in-nepal,2262" target="_blank" rel="noopener">low visitor numbers</a>. We have no more excuses. Nepal now is a vibrant democracy with a strong government.Publicity within the country for Visit Nepal 2020 must be channeled to making people aware about cleanliness, maintaining infrastructure, reducing bureaucratic red tape, and streamlining procedures to make visitors’ stay as convenient as possible by treating them really as gods, not as wallets.Only then will tourism once again be a strong pillar of the economy. The industry that once contributed 22% to the national GDP now contributes only 4%. Tourism income can help Nepal redress it growing trade gap.Nepal’s location is ideal for tourism. We need to expand the <a href="https://www.nepalitimes.com/banner/keeping-nepal-airlines-airworthy/" target="_blank" rel="noopener">country’s national airline</a>, spread its network and rebuild the Nepal brand.<h2>10 years ago this week</h2>The Nepali Times edition of <a href="http://archive.nepalitimes.com/issue/484" target="_blank" rel="noopener">#484</a> from 8-14 January 2010 ten years ago was full of revelation of a fallout between Pushpa Kamal Dahal and Baburam Bhattarai.
