Photos: JOY STEPHENS</figcaption></figure>Bal Bir Biswakarma from the village of Lulang at the lap of Mt Dhaulagiri in Central Nepal is a 68-year-old subsistence farmer, descendants of metal smiths who settled here centuries ago to smelt copper ore.When the copper ran out, he became a high altitude porter, summiting Mt Lhotse and even rock climbing in Wyoming in the United States. But, as Joy Stephens <a href="https://www.nepalitimes.com/banner/the-clouds-are-lifting-below-dhaulagiri/" target="_blank" rel="noopener noreferrer">writes in her travelogue</a> most of his life Bal Bir Biswakarma has been living hand-to-mouth in this Dalit village high up in the mountains.Since 2017, Lulang is a part of Dhaulagiri Municipality and elected Thamsara Pun as mayor who took the revolutionary step of moving the headquarter from the traditional power centre of Takam to Muna village to make it better accessible to the region’s indigenous and Dalit populations.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101116/637208239c7e80680e0b54cfjpeg.jpg" alt="" width="640" height="792"><figcaption> </figcaption></figure>In the past five years, villagers have begun to see improvements in healthcare, education and jobs, thanks to political devolution gained through Nepal’s new federal structure. Pun is <a href="https://www.nepalitimes.com/here-now/all-politics-is-local/" target="_blank" rel="noopener noreferrer">looking forward to fast-tracked local elections</a> on 18 May, and the chance to serve five more years.This is what federalism means in practice: giving voice to the voiceless, letting under-served communities take charge so they can better take care of themselves. Dhaulagiri Municipality is also a reminder to the squabbling political class in faraway Kathmandu, some of whom have prematurely declared federalism dead without even letting it prove its worth.Excitement about <a href="https://www.nepalitimes.com/editorial/think-nationally-vote-locally/" target="_blank" rel="noopener noreferrer">local elections</a> is already palpable across rural Nepal, but a cynical and pessimistic political class in the national capital does not want to let go of power and resources. In fact, despite a federal Constitution, political decision-making is more centralised than ever before.While the rights of <a href="https://www.nepalitimes.com/editorial/polls-in-the-time-of-pandemic/" target="_blank" rel="noopener noreferrer">local governments</a> are enshrined in the Constitution, it is not followed in the spirit with access to resources for them to actually perform.“Federalism is the sum total of everything we Nepalis have gone through, from various governing structures to the Maoist conflict, the Madhes Movement and everything in between,” explains Khimlal Devkota, recently elected to the National Assembly.“Federalism stands for stability, development and devolution and we had high expectations, expecting quick results,” he adds. “In some ways we have succeeded, people don’t have to rely on Kathmandu for everything. But the centre is still involved in everything from hydropower plants to erecting view towers.”The 2015 Constitution <a href="http://archive.nepalitimes.com/article/nation/trial-error-democracy,3713" target="_blank" rel="noopener noreferrer">devolved rights to local and sub-national governments</a>, but the necessary laws were not in place until after elections. This meant a confusing transition regarding jurisdiction which threatened to undermine past gains in areas like community forestry, public health and education.“Coordination between the governments, vertical and horizontal, is a pillar of federalism and so is functional demarcation,” says Balananda Paudel who headed the Local Bodies Restructuring Commission. “Our laws are riddled with lack of clarity in some places and elsewhere there is a problem of overlapping functions for different levels of government.”This results in a perpetual blame-game between different levels of government, and a lack of accountability. <a href="https://www.nepalitimes.com/editorial/the-f-word/" target="_blank" rel="noopener noreferrer">Federalism</a>, therefore, is still work in progress and this year’s series of elections will hopefully result in greater devolution.One of the reasons federalism got a bad name is that in the past years, it also decentralised corruption. Of the 753 local governments, one-third have elected chairs and mayors who are contractors and have awarded themselves <a href="https://www.nepalitimes.com/banner/hiding-their-head-in-the-sand/" target="_blank" rel="noopener noreferrer">sand-mining</a>, road-building and quarrying  contracts.Which is why upcoming local elections are even more important -- to reward elected municipal governments who have worked for the people with another five-year term and reject those who did not.This might also be a time to question the purpose of retaining a parallel power structure composed of the District Administrations and the Chief District Officers. Its job of issuing citizenship papers and passports allows this unelected office of centralised bureaucrats to wield extraordinary power over ordinary people.Federalism has also multiplied central-level politics by seven. Bagmati Province recently set a new record with 70 mini-ministries in Hetauda to allow the coalition to keep power. Much of the last five years were wasted in <a href="http://archive.nepalitimes.com/article/editorial/The-f-word-again,1426" target="_blank" rel="noopener noreferrer">endless debates about demarcation</a> of provincial boundaries and designating capitals. It took four years for Madhes Province to get its name, and Province 1 is still just a number.“We have made some headway in formulating laws and regulations, now we must bring it into practice, improving staffing for service delivery at local levels and promoting better coordination between and within levels by activating intergovernmental relations,” says Balananda Paudel.Just as democracy is only as effective as politicians, <a href="https://www.nepalitimes.com/opinion/federalism-rule-of-law-and-the-judiciary/" target="_blank" rel="noopener noreferrer">federalism</a> too will only function if it follows the true spirit of devolution of power and resources to the periphery. It needs political will at the centre to provide technical and financial support – something we have not seen in the last five years.Says Khimlal Devkota: “Citizens should be placed at the centre of all decision making. This can be done only by nurturing and strengthening federal practice.”

Photos: MUKESH POKHREL</figcaption></figure>Ever since the most recent Taliban takeover in Afghanistan, they had been fleeing Kandahar and <a href="https://www.nepalitimes.com/here-now/kathmandus-little-kabul/" target="_blank" rel="noopener noreferrer">Kabul to Kathmandu</a> in the hope of third-country asylum.  They have been waiting in limbo for years, and have been watching the shocking images from Kabul airport of their compatriots trying to escape the Taliban. This has dashed their hopes of ever returning to their homeland, but raised the prospect of a speedier asylum process. Humayun Shahzad, an Afghan refugee living in Kathmandu, has not been able to sleep ever since the Taliban began their <a href="https://www.nepalitimes.com/here-now/afghanistan-abandoned/" target="_blank" rel="noopener noreferrer">rapid advance across Afghanistan last month</a> that led to the collapse of the Afghan government.  “I have been watching what is happening in Afghanistan, and thinking about our friends and family still there,” says Shahzad, who has been spending sleepless nights ever since the Taliban’s rapid takeover and the collapse of the Afghan government. “On the one hand, I have had to constantly think about how I will manage to support my family without a job here in Nepal, on the other there is also the worry about what the Taliban will do to my country,” Shahzad adds.  Like dozens of other Afghan families languishing in Kathmandu, Shahzad fled first to India and then came to Kathmandu, hoping it would be easier to apply for asylum here.  <a style="font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/news.php?id=19109#.YTLJty2B3-Z" target="_blank" rel="noopener noreferrer">Taliban forces</a> had vastly weakened in the first six years after the US-occupied Afghanistan. However, the militants then began to tighten their stranglehold in and around rural Afghanan, leaving many with the choice of either following along, or escaping their harsh rule.  Shahzad was operating a successful photography business in Grishk district in Afghanistan’s Helmand province, and chose the latter. He took his family and flew to Delhi, and then to  Kathmandu in 2014. C R Ahmed had never imagined that he would one day have to flee the country that he had been born and raised in. He owned a thriving gold shop in Kandahar, and lived happily with his family through all the years of Soviet occupation, the mujahideen war, the American bombings. But when the Taliban took over for the first time more than two decades ago, he left. "The Taliban ruined Afghanistan,” says Ahmed. “They will ruin it again.” The Taliban grew out of the US-backed mujahideen fighters who drove out the Soviet military in the 1990s. They became radicalised after coming to power, and were finally banished to the fringes after the US occupied Afghanistan in 2001 following the 11 September attacks — exactly 20 years this week. The Americans retaliated against al Qaeda bases in Afghanistan, and initiated a state-building process with elections and governments that they backed. But corruption and mismanagement allowed the Taliban to regroup, conduct horrendous terrorist attacks against civilians and inflict heavy casualties on US and NATO forces. The West finally lost its will to fight, and US forces abruptly left Afghanistan, <a href="https://www.nepalitimes.com/latest/who-will-rescue-nepalis-from-afghanistan/" target="_blank" rel="noopener noreferrer">allowing the Taliban to take rapid control</a>. Provincial capitals fell one by one, as Afghan forces either surrendered or were routed.  The whole of August, the world witnessed heart-wrenching scenes of thousands of Afghans flocking to Hamid Karzai International Airport in Kabul, clinging to the undercarriage of aircrafts in an attempt to flee the return of the Taliban. At the time of their departure, American and coalition forces had evacuated more than 122,000 of their nationals, diplomats, and Afghan allies from Kabul. But not everyone made it out when the last US Air Force C-17 flew out on 31 August.  The Afghan refugees in Nepal left long before the recent upheavals, but say they escaped because they knew what was coming if the Taliban took over. Zubair Ahmed recalls the Taliban’s oppressive regime making it impossible for Afghans to continue to live in the country of their birth. "Many of us Afghans wanted to educate our children, especially our daughters, and see them go on to become doctors and professionals, but the Taliban would not allow it,” says Zubair Ahmed. “And women were not allowed to leave the house. We saw what the Taliban did 20 years ago, we know what they are capable of.” With the Taliban taking control of Afghanistan once again, the doors have all but closed on the chances of Afghans in Nepal ever returning home. But life here in Nepal, while certainly safer, has not been easy at all — especially with already meagre <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">employment opportunities drying up due to the Covid-19 pandemic</a>. <figure><img width="1100" height="610" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141144/636d00cc9c7e80680e0a35f8jpeg.jpg" alt=""><figcaption> </figcaption></figure>Murtuza Jaffrey, 37, owned and operated a welding shop in Kandahar Province, but was forced to flee his home with his family after the Taliban threatened him for doing welding jobs for the American military. When they fled Afghanistan, his family was forced to separate. Jaffrey and his four children came to Nepal via India. Meanwhile, his mother and four siblings went to Iran.For Jaffery, the years in Kathmandu have been a constant struggle for survival. <a href="https://www.nepalitimes.com/author/soniaawale/" target="_blank" rel="noopener noreferrer">The pandemic</a>, however, has made it especially difficult— he is now without a job, and has not been able to pay his rent for two months. Moreover, the Rs18,000 annual grant that the UNHCR provided for each of his children’s education has stopped in the last two years.  Like Jaffrey, Mohammad Arif Ahmadi operated a successful business in Kandahar and was contracted to install bars on the doors and windows of buildings for the Americans. “The work was good, but the Taliban would not let us live in peace, they threatened to kill me for helping the Americans,” recalls Ahmadi, who believes that Afghanistan has fallen back into the hands of “terrorists” following the Taliban victory. Unable to live in constant fear for his life, Ahmadi, his wife and four sons decided to leave Afghanistan and come to Kathmandu seven years ago. The family has been struggling to make ends meet ever since. The <a href="https://www.nepalitimes.com/banner/how-nepal-must-prepare-for-3rd-covid-wave/" target="_blank" rel="noopener noreferrer">pandemic-induced closures</a> have made it worse for the family, four of whom worked at various grill and welding shops in Kathmandu. “We do fine as long as we can find work,” says Sophika Ahmadi, “But when the jobs dry up, we are not even able to feed ourselves for the day.”For all the Afghans struggling to get through every day in Kathmandu, the journey from <a href="https://www.nepalitimes.com/banner/nepal-and-the-talibans-second-coming/" target="_blank" rel="noopener noreferrer">Afghanistan to Nepal</a> has been long and painful. A few, like Ahmadi and Jaffrey, paid traffickers as much as $2,000 for each family member to come to Nepal — a country unfamiliar to them in terms of language, culture and geography.Similarly, Humayun Shahzad came to Kathmandu after a broker he met in Delhi convinced him to move to Nepal, which he described as a beautiful country where he could find better opportunities. The broker charged Shahzad’s nine-member family $1,000 per person just to come from New Delhi to Kathmandu. They used up all their savings from selling their possessions in Afghanistan for the trip.“We had thought the price was worth it because Nepal was a faraway place, but the broker brought us here within two days,” Seven years later, his family is still here, and struggling to stay afloat.Shahzad was convinced to come to Kathmandu by brokers who assured him that the UN refugee agency UNHCR in Nepal would provide him with the necessary support. But the reality in Nepal has been vastly different, and Afghans living in Nepal believe that the UNHCR has <a href="https://www.nepalitimes.com/here-now/elderly-left-in-bhutan-refugee-camp/" target="_blank" rel="noopener noreferrer">abandoned refugees like them</a>.Now, Afghans living in Nepal have one main demand, that they be compensated for their time living in Nepal, and be resettled in third countries. Additionally, the refugees have also been imploring the Nepal government to exempt them from having to pay the fines for staying in Nepal without a visa.Without any meaningful support from UNHCR, and running out of money, the future for Afghan refugees in Nepal looks bleak.For Murtuza Jaffrey, circumstances here have worsened to the point that he is considering going back to <a href="https://www.nepalitimes.com/latest/bring-us-home-says-nepali-in-kabul/" target="_blank" rel="noopener noreferrer">Afghanistan</a>, and taking his chances with the Taliban, a sentiment he says other Afghans in Kathmandu echo.“If we return to Afghanistan, the Taliban will kill us, and that will be it,” says Jaffrey. “Here, we feel like we are dying day by day.”

Afghans in Nepal await resettlement

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141132/636cfdb39c7e80680e0a0bfcjpeg.jpg" alt="" width="3000" height="2000"/><figcaption>Photo: WWF NEPAL</figcaption></figure>As the Covid crisis pushes <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">millions of Nepalis back below the poverty line</a> affecting their nutritional status, the UK government is funding supplemental food for mothers and children affected by the monsoon and Covid-19 pandemic in Nepal.The additional £788,000 (Rs130 million) will allow the World Food Programme (WFP) to support 100,000 mothers and children with specialised nutritional supplement 'super cereal' for two months in eight districts in Province 2, Sunsari in Province 1, Jajarkot in Karnali and Kanchanpur in Far West. Mothers in target areas will also receive counselling on Covid-19 and <a href="https://www.nepalitimes.com/editorial/hunger-for-governance/" target="_blank" rel="noopener noreferrer">nutrition</a>.“Natural hazards affect marginalised communities disproportionately, including women and children. Protecting the health of the Nepali people is a top priority for the UK Government,” says Nathanael Bevan, Director of Development at the British Embassy in Kathmandu. “The UK is glad to be supporting WFP’s efforts to make sure vulnerable Nepalis, especially mothers and children, receive proper food and nutrition.”The Covid crisis has reversed Nepal’s gains in poverty reduction and <a href="https://www.nepalitimes.com/banner/nepals-epidemic-of-hunger/" target="_blank" rel="noopener noreferrer">childhood malnutrition</a> achieved in the past ten years.Children as well as pregnant and breastfeeding months in rural Nepal are among the hardest hit by the pandemic. Currently, over 15% of households in Nepal are food insecure, while around 39% of children between 6 to 23 months do not meet minimum dietary requirements.A WFP report earlier this year found that Nepal had up to 1.84 million pregnant and lactating women who were malnourished. This in turn affects the growth of their children as they receive <a href="https://www.nepalitimes.com/latest/the-pandemic-of-hunger/" target="_blank" rel="noopener noreferrer">inadequate nutrition</a> even before they are born.And as newborns they get mothers’ milk lacking in nutrition, leading to a greater risk of dying before the age of five. More than one-third of children under five face stunted growth.Many of the older children also relied on school lunches for a nutritious meals but <a href="https://www.nepalitimes.com/here-now/lessons-not-learned-from-the-pandemic/" target="_blank" rel="noopener noreferrer">prolonged school closure</a> means that they are also deprived of this.In addition to reduced food intake, children and young mothers have been <a href="https://www.nepalitimes.com/banner/children-are-collateral-damage-in-nepal-lockdown/" target="_blank" rel="noopener noreferrer">unable to access health services and immunisation facilities</a> for the better part of the last year and a half due to restrictions of the movement.“The pandemic and its socio-economic impact have put unrelenting pressure on Nepali families’ food security. Between December 2020 and June 2021, the number of households experiencing income loss has doubled – from 21 to 45% – making food increasingly out of reach for many,” says WFP Nepal Country director Jane Pearce. “This aid will enable us to reach the most vulnerable mothers and children whose lives have been made harder by Covid and now the monsoon.”Since the start of the first nationwide lockdown on 24 March 2020, and the subsequent widespread disruption to normal economic activity, Nepalis have faced increased strain on household income, directly <a href="https://www.nepalitimes.com/latest/quarter-of-nepalis-still-hungry-during-pandemic/" target="_blank" rel="noopener noreferrer">impacting their food intake</a>.In fact, they have reported increased job losses and a reduction in income over the past year and a half. While in December 2020, 5% of households reported job loss, it was nearly 14% in June 2021. Similarly, 21% of households reported a reduction in income in December 2020 while it was 45% in June 2021.But most families have received <a href="https://www.nepalitimes.com/latest/half-of-nepalis-lost-jobs-in-past-month/" target="_blank" rel="noopener noreferrer">little to no support from the government</a> to tide them over the long months of pandemic and subsequent lockdowns.Moreover, Nepal is one of the most vulnerable countries to <a href="https://www.nepalitimes.com/banner/disasters-in-nepal-come-in-waves/" target="_blank" rel="noopener noreferrer">natural calamities and the impacts of climate change</a>, tens of thousands of people are displaced by the floods and landslides every monsoon in lack of timely preparedness.A part of the contribution will also go to help WFP conduct a new round of cross-country household food security surveys. This funding is in addition to the £4.49 million (Rs678 million) WFP received from the UK Government in December 2020 towards the agency’s response to Covid-19.

UK aid for Nepali mothers and children

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd86b9c7e80680e092e40jpeg.jpg" alt="" width="1500" height="1000"/><figcaption>Photo: NEPALI TIMES ARCHIVE</figcaption></figure>Almost exactly two years ago, Prime Minister Oli launched an ambitious employment creation scheme, which was widely considered at the time as a potentially significant contribution to the reduction in unemployment within the country.In the budget for 2018-19, the government had allocated Rs3.1 billion for an employment ‘drive’. Two years later, the ambitious program had not provided the promised jobs, even as the need grew for employment for the many migrant workers who returned, mainly from India, last year.The scheme would provide guaranteed public sector employment for 100 days to those currently unemployed, across a dozen different sectors, including irrigation, commercial agriculture, drinking water, river control, forestry, tourism, transport infrastructure and other public works across the country.The PlanThe plan was to was to be delivered through Employment Service Centres (ESCs) to be set up in the 753 local administrative units to those registered as unemployed. Already, 2,259 candidates had been shortlisted to run the ESCs.Unemployed persons between 18 and 51 would be covered under this scheme, which would assign them jobs according to their qualifications and interest areas. Additionally, they will also receive vocational and skill-oriented training.With the implementation of the new program, each unemployed person would get a paid job for a minimum of 100 days in a fiscal year, along with a subsistence allowance worth 50 days of work. The then Minister for Labour, Employment and Social Security, <a href="https://www.nepalitimes.com/editorial/blood-sweat-and-tears/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/blood-sweat-and-tears/&amp;source=gmail&amp;ust=1615787970334000&amp;usg=AFQjCNHOgDJ2olr5zixIp8i2UKNw_OyUzA">Gokarna Bista</a>, promised that the program would be instrumental in bringing down the massive outflow of the country’s youth to foreign lands.The scheme reminded some of a similar project introduced in India under the Mahatma Gandhi National Rural Employment Guarantee Act, whereby India also aimed to guarantee 100 days of paid work annually.That program was fraught with corruption and malpractice, and although the proposal made by Oli was generally welcomed in Nepal by economists, journalists and other commentators, it was recognised that much depended on successful implementation – not something for which the government of Nepal was considered to be particularly effective.Also Arjun Kharel, researcher on labour and migration at the Centre for the Study of Labour and Mobility warned that much depended on the successful implementation of the programme and also reminded policy makers of the importance of remittances from migrants working abroad for the national economy.As regards the former warning, even PM Oli himself recognised the enormity of the task ahead. He was quoted by the media as saying: “We all need to come together for its effective implementation to ensure that there is no poverty and no unemployment in Nepal.”But he clearly had high hopes for its realisation. When he formally inaugurated the scheme at the beginning of June 2019, he promised “no Nepali will now have to go abroad looking for work as the government would provide employment to all within the country itself”.He described the Prime Minister Self-employment Programme as an illustration of the broader campaign of nation building on which he and his government was now embarked.  “Now, no one will face problems, as the government has conducted a campaign of life security for all, from children to the senior citizens ... this is a new beginning, a new campaign. Among many problems of the country, unemployment is the major one, which is directly linked with poverty. This program aims to resolve both,” Prime Minister Oli added.The <a href="https://www.nepalitimes.com/here-now/win-win-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/win-win-migration/&amp;source=gmail&amp;ust=1615787970334000&amp;usg=AFQjCNFFgkqjGOUuegnI6kad_Q3paFMD9Q">Minister for Labour, Employment and Social Security Gokarna Bista</a>, said that the government had initiated the Prime Minister Self-employment Programme with a goal of making the unemployed youth self-employed.He added that, although this program had been implemented only partially in the current fiscal year, it would be expanded throughout the country with the goal of providing jobs to at least 500,000 unemployed youths from the coming fiscal year. He said the government had designed an employment programme for both educated and uneducated people.Lawmaker and former Minister for Industry, Mahesh Basnet, said that the government had provided Rs24.6 million for the employment program in four municipalities of Bhaktapur, and added that the municipalities would mobilise the unemployed youths at the ward level in work from 16 June 2019.“The government should set up an Employment Bank and provide employment to the unemployed youth based on their qualification as per the data of unemployed youths,” he said, predicting that “employment can be given to 1.2 million youths in the agriculture sector alone, while more than 700,000 youths can be given work in the construction industry.”He reported that, already, around 750 unemployed young people in Bhaktapur had found work under this program, and that some 1,500 youths had enlisted their names in the unemployed youth list.Meantime, in April 2019 the British development agency DfID had launched a complementary four-year <a href="http://seepnepal.com/" data-saferedirecturl="https://www.google.com/url?q=http://seepnepal.com/&amp;source=gmail&amp;ust=1615787970335000&amp;usg=AFQjCNFZM6z1-e5FxiZwHdbx96g7oIgv7w">Skills for Employment Programme (SEP)</a> which was intended ‘to support the generation of new employment by working with government, employers in the private sector, training and education institutions, and youth to carry out innovative employment interventions, including skills training and job placement which provides higher wages for the individuals and increases the productivity of firms in growth sectors’.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd86f9c7e80680e092e41jpeg.jpg" alt="" width="4002" height="4002"><figcaption></figcaption></figure>It was anticipated that some 100,000 young people would be involved, and there would be a focus on women and other disadvantaged groups. The SEP would concentrate on information and communication technology, commercial agriculture, construction (hydropower), light manufacturing sectors through market-led interventions that enable job creation, increase in incomes and migration optimization.It was recognised that ‘the majority of Nepalis will remain dependent on the informal sector and migration for a long time to come, so the project will also contribute to increasing jobs, productivity and incomes in the informal sector and migrant work’.The program would, ‘harness the benefits of migration for Nepal’s work force and economic development by demonstrating several cost-effective models to increase migrants’ skills; lower financing and other costs of travelling abroad; and increase savings and investment of remittances’.The RealityWhat has happened since these program were announced? <a href="https://www.nepalitimes.com/editorial/blood-sweat-and-tears/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/blood-sweat-and-tears/&amp;source=gmail&amp;ust=1615787970335000&amp;usg=AFQjCNGTGVWQD3g8uy9E4wNIH1wXB6TcEw">Labour Minister Bista was sacked</a>, Basnet has been busy defending Prime Minister Oli from internal rivals within the ruling Nepal Communist Party (NCP). Oli himself has been engrossed in internal fire-fighting.Prime Minister Oli dissolved the Lower House on 20 December, the Supreme Court reinstated it, but another court decision annulled the unification of the NCP on 7 March. Lurching from one crisis to another, the government has had little time to concentrate on governance, job-creation and addressing the economic and public health impact of the Covid-19 crisis.There has not been any systematic evaluation of the effectiveness of the roll-out and implementation of the two employment generation programs, or any assessment of the extent to which they have achieved their ambitions.The Dfid SEP did set up a <a href="https://www.facebook.com/SkillsforEmploymentProgrammeNepal" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/SkillsforEmploymentProgrammeNepal&amp;source=gmail&amp;ust=1615787970335000&amp;usg=AFQjCNEg7h_F0TSvFDz0SaDnid4MmXv8tA">Facebook site</a>, which is still running and reporting on employment initiatives under this program. But there is no overall evaluation of its achievements and its impact on employment.In June, there were media reports that a task force formed to study the impact of Covid-19 on employment and the economy has said that the country needs to create 1.5 million jobs, more than double the target set by the government, to avoid an <a href="https://kathmandupost.com/national/2020/03/21/covid-19-pandemic-likely-to-devastate-country-s-labour-sector-as-ilo-projects-25-million-job-losses-globally" data-saferedirecturl="https://www.google.com/url?q=https://kathmandupost.com/national/2020/03/21/covid-19-pandemic-likely-to-devastate-country-s-labour-sector-as-ilo-projects-25-million-job-losses-globally&amp;source=gmail&amp;ust=1615787970335000&amp;usg=AFQjCNEcs-Hb-ATiAtOeQ3aBeZ8dvQtCxw">imminent unemployment crisis</a>. With the Covid-19 pandemic affecting the global workforce, tens of thousands of Nepali migrant workers based in various labour destination countries were expected to return home while many people within the country were thought to be likely to be put out of their jobsThe government had announced plans to create <a href="https://kathmandupost.com/national/2020/05/29/government-eyes-massive-700-000-jobs-within-the-country" data-saferedirecturl="https://www.google.com/url?q=https://kathmandupost.com/national/2020/05/29/government-eyes-massive-700-000-jobs-within-the-country&amp;source=gmail&amp;ust=1615787970335000&amp;usg=AFQjCNEL7W7xd8D3Dx0Z-kdB8CsHWtCVJA">700,000 jobs in the fiscal year 2020-21</a>. But the government’s own task force now suggested that this – even if implemented -- would not be enough to employ the workforce at home and those expected to return from abroad.“Our estimate is that we need to create 1.5 million jobs to accommodate the new workforce that joins the labour market every year, those who were planning to go abroad for jobs but were unable to because of the pandemic, and the people who lost their jobs at home and abroad,” said Ram Kumar Phuyal, coordinator of the task force and also a member of the National Planning Commission.According to the task force, around 700,000 Nepali migrant workers were estimated to return from abroad over the next year. Phuyal said 300,000 people were estimated to arrive from India and the remaining from other key labour destinations.The task force estimated that around 225,000 people were likely to return in the immediate future (June to August 2020). It noted that the government<a href="https://kathmandupost.com/national/2020/05/29/government-eyes-massive-700-000-jobs-within-the-country" data-saferedirecturl="https://www.google.com/url?q=https://kathmandupost.com/national/2020/05/29/government-eyes-massive-700-000-jobs-within-the-country&amp;source=gmail&amp;ust=1615787970335000&amp;usg=AFQjCNEL7W7xd8D3Dx0Z-kdB8CsHWtCVJA"> plans to create employment </a>through various existing programs, like the Prime Minister Employment Programme, as well as new ones.It estimated that this, if implemented, could provide as many as 700,000 jobs, but there was no indication at that point that the scheme was being effectively implemented, or indeed, implemented at all. Shankar Sharma, former vice-chairman of the National Planning Commission, commented that the government would struggle to create 700,000 new jobs in a year, let alone 1.5 million.In fact, by all accounts some 300,000 to 400,000 Nepalis previously working abroad, mainly in India, returned home during 2020 as the Covid-19 pandemic swept across India and the economy was effectively locked down.According to the World Bank, the Nepal Unemployment Rate, which was 2.85% in December 2019 (and had averaged 1.84% over the previous decade), had risen by December 2020 to 4.44%. Even as early as September-October 2020, finding insufficient and inadequate economic opportunities in Nepal on their return, tens of thousands of former migrant workers began to return to India in search of employment or other livelihoods.There is no indication that the employment programs launched in 2019 had provided anything like what was needed in the way of jobs to prevent a dramatic rise in unemployment and the return of many migrant workers to India towards the end of 2020.<a href="http://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/positive-alternatives-to-federalism,350" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/positive-alternatives-to-federalism,350&amp;source=gmail&amp;ust=1615787970335000&amp;usg=AFQjCNFOoLIXteUjx9jWZvRcPAy1dhJeIw">David Seddon</a> has undertaken research and consultancy on development issues in Nepal over several decades.

Few jobs created by Nepal employment drive

In 2019, the 2,273 Nepalis officially residing in Malta made them the fourth largest non-EU nationality on the Mediterranean island.The Honorary Consul General of Nepal in Romania, Nawa Raj Pokharel, is one of the 500 plus Nepalis who has tested positive after the onset of the pandemic. He spoke to Nepali Times from his hospital bed on Tuesday.“Workers in restaurants have been vulnerable to the economic fallout, but those working in warehousing, agriculture and construction have continued their work,” he said. “I have helped place workers who lost their jobs because of business shut-down or wanted to change employment with new employers. In 2019, Romania issued 4,324 work permits to Nepalis, many of whom are now sick because of Covid-19.A Nepali who spent two years in Qatar paid a recruiter Rs550,000 for a construction job in Romania. Although he was promised a monthly salary of up to Rs150,000, he barely makes Rs60,000 as a steel fixer at a construction site in Bucharest. Recently, he tested positive for Covid-19, and his medical expenses are being borne by his employer.“At first, I thought it was just regular flu as my job requires me to work outside in the cold,” he told us on the phone. “Manpower companies in Nepal exaggerate earnings and made us falsely believe that access to other Western European countries will be easy once we are here.”Another Nepali worker paid Rs450,000 for a job placement in Romania, and says he could not afford the recruitment cost for other Schengen countries which was up to four times higher. Although he is getting unemployment benefits, he is worried he cannot pay back the loan he took to pay recruitment cost.He says: “My eventual dream is to make it to a Schengen country.”Consul general Pokharel, however, says he advises Nepalis here not to try to cross over into Schengen area no matter how much agents try to lure them. “About a dozen Nepalis have been deported after they attempted to cross over on their way to Portugal, three of them recently,” he says. “They will be banned from entering any European country for the next five years. It is not worth it.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2869c7e80680e083eb2jpeg.jpg" alt="" width="1175" height="601">In Poland, Rita works at a call centre servicing customers in the UK and US and is lucky to be able to work from home through the pandemic.“I make less than what I made while working at a restaurant,” she says. “But I am significantly happier because the 12-14 hour shifts were physically taxing. Now, I feel more relaxed and am excited about my work.”Ramesh works in a meatpacking company in Poland which closed down for three months this year during the pandemic. Luckily, he was provided 2,080 złoty ($555) a month to pay for rent and food. He says: “That is when I saw the merit in paying regular taxes and the benefits of having strong social protection.”Most European countries are going through a second wave this winter, and cases have exceeded 16 million with 371,419 deaths. So far, Poland has seen 876,333 cases, Romania  422,852 cases, Malta 9,137, and Portugal 264,802 cases.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2889c7e80680e083eb3jpeg.jpg" alt="" width="1022" height="722">Unlike Romania, Poland is a transit country for many Nepalis who are headed into western Europe – most of them to Portugal given foreign workers can get residence and citizenship after five years. In fact, all roads in Europe seem to lead to Portugal, where there are now 16,849 Nepalis residing legally.Twenty-year-old Hari is one of them, and he also spent nine months working as a mason in Poland first before moving on. His roommate, Manab, 23 year old Nepali paid Rs1.5 million to a recruiter to get him to the Czech Republic, spend a day there and headed out to Portugal where he believes there is a clear path to citizenship and a better future.Officials records show that last year alone, 1,287 Nepalis acquired Portuguese citizenship – making them the <a href="https://sefstat.sef.pt/Docs/Rifa2019.pdf" data-saferedirecturl="https://www.google.com/url?q=https://sefstat.sef.pt/Docs/Rifa2019.pdf&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNH-PFtiSt_DjKf5MBr5tMgZMfo8SQ">ninth biggest nationality in the country</a>.The dream of a EU ‘red passport’ however comes with a price, many Nepalis have it difficult adjusting to the language, culture, and grueling hard work in a farm. The recruiter usually takes a cut, but there is not much they can do about it. Most Nepalis soon move on to Lisbon and other cities to work in restaurants and cafes. Because they are eligible for unemployment benefits, many have got 70% of their salaries for five months of the Covid-19 lockdown.In March, Portugal decided to temporarily give migrants the facilities of full citizenship so they could access health and public service, a step which has received accolades globally. The country also <a href="https://www.theportugalnews.com/news/2020-11-05/provisional-legalisation-of-246000-migrants/56546" data-saferedirecturl="https://www.google.com/url?q=https://www.theportugalnews.com/news/2020-11-05/provisional-legalisation-of-246000-migrants/56546&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNHp4gTbHiGQ8B7l8TflNKdwILbDkA">temporarily regularised the status of 246,000 migrants</a> till March 2021, among them some Nepalis.With its mild climate and opportunities in the service sector, Malta is another destination for Nepali workers who want to use it as a stopover to western Europe. However, it is not as easy to obtain citizenship in Malta compared to Portugal.Nepalis like Ram, who worked in a store in Valetta have received unemployment benefits during the pandemic. Nepalis working less than 100 hours a month are eligible to get €600 from the Maltese government.“I am here just to earn and return home,” Ram told us over the phone. “My residence card allows me to visit other Schengen countries which is a bonus, but there many other Nepalis who are just waiting to secure a future in Europe for themselves and their families, and for them ease of obtaining citizenship plays a role in country selection.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be28a9c7e80680e083eb4jpeg.jpg" alt="" width="683" height="910"><figcaption> </figcaption></figure>Ironically, Nepali workers in Romania, Portugal and Poland are filling in for nationals of those countries who have themselves migrated out. The Poland-Germany, Romania-Italy and Romania-Spain corridors are in the ten largest migration corridors globally, leading to significant worker shortages in these countries.During the pandemic <a href="https://www.theguardian.com/world/2020/apr/15/romanian-fruit-pickers-flown-uk-crisis-farming-sector-coronavirus" data-saferedirecturl="https://www.google.com/url?q=https://www.theguardian.com/world/2020/apr/15/romanian-fruit-pickers-flown-uk-crisis-farming-sector-coronavirus&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNHxZtaOX3Itj_NlB_vvHtGAirzPtw">Romanians moved westward</a> to fill worker shortages including via special agriculture worker chartered flights to the UK and <a href="https://www.nytimes.com/2020/05/18/world/europe/coronavirus-german-farms-migrant-workers-airlift.html" data-saferedirecturl="https://www.google.com/url?q=https://www.nytimes.com/2020/05/18/world/europe/coronavirus-german-farms-migrant-workers-airlift.html&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNEKLJdVi2grvYIc1QSEDB40ulb1mg">Germany</a> to pick fruits and vegetables. The worker shortage they leave behind is being filled by migrants from countries like Nepal who pay big recruitment costs for job placements, and whose ultimate dream destination also happens to be the same western European countries.Nepalis took labour approvals to migrate to 127 countries in 2019/20, of which 94% was to the Gulf and Malaysia – most of these were intermediated by private recruiters. While 747 recruiters mobilised workers to Qatar and 497 to the UAE, the number of recruiters that placed Nepali workers to Poland, Portugal, Romania and Malta were only 66, 9, 14, and 9 respectively. (See chart)<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be28d9c7e80680e083eb5jpeg.jpg" alt="" width="874" height="635"><figcaption> </figcaption></figure>“Compared to our traditional destination markets, the recruitment process for Europe is cumbersome and lengthy, while chances of visa rejection are also high for Schengen countries,” says Sujit Shrestha, General Secretary of the Nepal Association of Foreign Employment Agencies (NAFEA). “This has deterred recruiters. Workers have to travel to India for their visas, which further complicates the process and makes it costly.”Non-Schengen visas for countries like Romania and Cyprus are almost guaranteed once the documentation is complete, but it takes months. The absence of Nepali missions in these destinations deters some employers as recruiting Nepalis requires mandatory demand verification from concerned missions.Shrestha is coordinating with the Foreign Ministry and the Labour Ministry to diversify recruitment to higher earning countries with strong labour protection as a priority.He says: “There is a good case to be made to simplify the process. There are significant employment opportunities in European countries that we can benefit from, but the procedural hurdles are too many.”

Europe now favoured destination for Nepalis

The health impact of the virus may pale in comparison to <a href="https://www.nepalitimes.com/latest/nepal-plans-to-revive-economy-hit-by-covid-19/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-plans-to-revive-economy-hit-by-covid-19/&amp;source=gmail&amp;ust=1598352647267000&amp;usg=AFQjCNHZ73Q3ug57-h3IKB7NUBfuqD8LyQ">long-term damage</a> to the country from a prolonged lockdown that enters its sixth month today.It is difficult to make predictions on how Nepal’s economy will fare till the end of the year because that will depend on how the virus behaves. But all indications are of that SARS-CoV-2 is here to stay, and that it will resurface with added virulence in winter.On 21 July when Finance Minister Yubaraj Khatiwada triumphantly announced that the pandemic in Nepal had peaked, and the <a href="https://www.nepalitimes.com/latest/nepal-ends-covid-19-lockdown/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-ends-covid-19-lockdown/&amp;source=gmail&amp;ust=1598352647268000&amp;usg=AFQjCNEfmOWpPyfs0PHIzdD4yHmecUC6hg">lockdown had been lifted</a>, traders, businesses and industries were cautiously optimistic. But since then there has been a surge, with cases and fatalities more than doubling in the past three weeks.Aside from essential food and other items, business transactions are down by more than half since 24 March when the restrictions were first announced. Even when the lockdown was eased last month, the people’s purchasing capacity had gone down and businesses did not really pick up.The Rastra Bank estimates that it will take at least nine months after the lockdown is fully lifted for the economy to come back to previous levels. This means Nepal is not going to see a recovery this fiscal year. The central bank says 22.5% of those employed in the country have lost their jobs in the past five months of lockdown.The central bank expects Nepal’s economic growth rate to plunge from 6.9% last year to less than 1% this year. But the World Bank is even more pessimistic, it says the growth rate may even go into negative 2.8% if the crisis continues.“Everything is at a complete standstill, there are no transactions taking place except people buying food from day to day,” says Shekhar Golchha of the Federation of Nepalese Chambers of Commerce and Industries (FNCCI). “The question is how long before businesses run out of cash to pay salaries, and families run out of savings.”Factories along the Itahari-Biratnagar and Simara-Birganj corridors have been hardest hit not just by the plunge in demand but because workers who had returned from India after 21 July started falling sick.One of those hit was Jagadamba Steels, whose Sahil Agrawal says: “The sale of steel rods had picked up somewhat after the lockdown was lifted, but after workers tested positive, the local administration closed the factories. Now, with the lockdown everything is closed.”Even worse hit is the tourism and <a href="https://www.nepalitimes.com/latest/domestic-flights-need-to-resume-so-the-economy-can-take-off/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/domestic-flights-need-to-resume-so-the-economy-can-take-off/&amp;source=gmail&amp;ust=1598352647268000&amp;usg=AFQjCNHQz5xiYmnvrrNu2XXeOqvI6eqyXQ">aviation sector</a> where revenue is zero for the past five months. Banks had given loans worth Rs1.1 trillion for hotels and restaurants, and had lent Rs40 billion to the transport sector. They are not in a position to replay even the interest, let alone the capital.Imports are down 20%, from Rs1.7 trillion in the first half of last year compared to only Rs85 billion in the same period this year. That should be good news, but it means the <a href="https://www.nepalitimes.com/latest/nepal-unveils-covid-19-budget/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-unveils-covid-19-budget/&amp;source=gmail&amp;ust=1598352647268000&amp;usg=AFQjCNEHmYyroAVpq5ZVmt1E9zdYH6duUQ">government’s tax revenue</a> has gone down by more than half.The middle class has been hit hardest with incomes falling. Of the 923,000 registered businesses in Nepal, nearly all are small and medium enterprises employing less than ten people. As a result, house and property transactions have gone down by half last month compared to the same period in 2019.“Except for mobile phones, motorcycles, fast moving consumer goods, nothing else is moving,” says Golchha. “Even when they do shop consumers are buying cheaper items, which is an indicator of a drastic fall in income.”Even the sale of alcohol products are down by up to 80%. Bhat Bhateni Supermarket’s Panu Poudel says turnover in the nationwide chain had picked up after 21 July, but was still down by a third, but now it is back to zero again.But the real barometer of just how bad the crisis is can be felt in the banking sector where on the one hand liquidity is overflowing because of reduction in loan disbursement, but collection has also shrunk because of defaults. The print editions of the Nepali language press in the past month are full of bank notices for auctions of collateral property. However, even if the property is up for auction, they may be no buyers.In the whole of July-August the banks collected Rs34 trillion in loan repayments, but they lent only Rs28 billion. “The reason is that it is difficult enough just to survive for businesses, and they are in no position to take a loan to invest,” says businessman Pashupati Murarka.The government had told borrowers they had a grace period till December to repay bank loans without being put on the defaulters’ black list, but it is looking like even that is being optimistic.One ray of hope for businesses was that public spending would increase in the run up to Dasain, which this year falls at the end of October. But most businessmen have given up on a Dasain-Tihar revival this year. Car sales used to go up at this time, but the Nepal Automobile Dealers’ Association has cancelled its annual auto show, and its chair Krishna Dulal says: “This year we are just trying to get by, there is no hope for sales.”With revenue down, the government will be forced to borrow. But the state borrowing already makes up 37% equivalent of the GDP, and it could go up to 51% by the end of this fiscal year. Economist Govinda Bahadur Thapa says the government may run out of money if the current trend continues. He says: “We have brought the economy to a standstill to save lives, but we need to save the economy as well. It is a very difficult balance.”Former finance secretary Rameshore Khanal is not as pessimistic. Although he does not discount the seriousness of the crisis, he thinks what could save Nepal is that it is still largely a subsistence economy and families have coping mechanisms to get by in times of extreme hardships. Sapkota is now married to another Nepali who runs the Shiva Mahal restaurant in Naha, speaks fluent Japanese and is at university studying to be an English teacher.She was working in a travel agency in Kathmandu, but decided to take the leap to pursue her studies 4,000km away. “At first I cried a lot, was homesick and did not want to leave my parents,” recalls Sapkota. “I did not know when I would be back.”The <a href="https://archive.nepalitimes.com/article/nation/nepalis-from-chitwan-to-chidoya,4110">number of Nepalis in Japan has grown</a> 10-fold in the last ten years to at <a href="https://www.japantimes.co.jp/news/2017/02/21/national/social-issues/migrants-exploiting-refugee-applicant-loophole-work-labor-scarce-japan/#.XX9uQfAza72">least 80,000 today</a>, and many of them have decided to settle in Okinawa, which is warmer and more relaxed than the main islands of Japan. Nepalis make up the biggest proportion of foreign workers in Okinawa at 24.6% -- followed by Vietnam (16.4%) and the Philippines (12.5%).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141120/636a57db9c7e80680e054805jpeg.jpg" alt="" width="5833" height="3889"><figcaption> </figcaption></figure>Nepali students like to come to Okinawa because they are allowed to work part-time for up to 28 hours a week during school term, much longer than in Australia, another popular destination for Nepalis. It costs nearly 1,256,000 yen ($11,500) a year to do a two-year course at a Japanese language school. Many Nepali students have to work to pay off the loans they took to come here. Even if they work the full 28 hours, many still struggle financially given the 800 yen ($7.4) hourly wage, and risk deportation to take multiple jobs.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141120/636a57eb9c7e80680e054809jpeg.jpg" alt="" width="6000" height="3691"><figcaption> </figcaption></figure>After 6pm, instead of driving south to his home in Itoman City, Laxman Ojha heads in the opposite direction to Urasoe, where he attends a karate class in a dojo three days a week. Why Nepalis are flocking to Okinawa

The Nepal Communist Party (NCP) government that promised ‘Prosperous Nepal, Happy Nepalis’ and ‘Zero Tolerance of Corruption’ is seen to not be walking its talk. Public disdain for politicians and their parties has never been greater.There appears to be a correlation between widespread media coverage of the executive, legislature and judiciary being under the control of vested interest groups and the public’s negative perception. For example, when asked if they trusted President Bidya Devi Bhandari’s office, only 7.8% said yes while 14.6% said they did not trust it at all. This is likely due to press coverage of profligacy of her office, and frequent traffic snarls caused by presidential motorcades.The survey results, carried out by <a href="http://www.sharecast.org.np/" target="_blank" rel="noopener">Sharecast Initiative</a> Nepal among a sample size of 4,129 respondents in 42 districts, reveal that disillusionment is greatest in areas and among groups with greater access to the mainstream press and social media. <img width="1400" height="326" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121140/636a406e9c7e80680e04a61djpeg.jpg" alt="">While most of the results indicate growing public dissatisfaction with the government, 41% agreed that the country was headed in the right direction, while 27% felt it was going the wrong way. This is a slight decline compared to last year’s Sharecast survey, when 43% of respondents felt the country was on the right track.This result corresponds with findings of A Survey of the Nepali People, carried out by Inter Disciplinary Analysts and Kathmandu University among a much larger sample size (7,056) in 73 districts in 2018. That poll showed that overall 51% of the people felt the country was headed the right way.Responses to the question broken down by province are identical in the Sharecast and KU/IDA surveys even though they were taken a year apart.The highest percentage of those who think the country is headed in the wrong direction is in Province 3 (34%), while 4.9% of respondents in Far-Western Province say Nepal is on the right track.It is not unusual that Province 3 is so cynical, since it includes Kathmandu Valley, whose citizens are most exposed to media reporting of corruption and the lack of accountability. Residents of the Far-Western Province and Province 2, by contrast, still seem to hope that things will get better. And among ethnic groups, the Newa population seems to be the most cynical about where the nation is headed.The Sharecast survey also shows that the Nepali people were at best apathetic and at worst negative about the work of the federal government in the past year. Only 4.2% were satisfied, 35% were dissatisfied and nearly 61% said they were neither satisfied nor dissatisfied.The greatest discontent about the conduct of the federal government in Kathmandu is in Far-Western Province – indicating that despite devolution people living in the periphery still feel neglected. But even the centre is not impressed with the centre. Most respondents in Province 3 had a dim view of the federal government’s functioning.Amid allegations that political power today is centralised among advisers in the Prime Minister’s Office (PMO), the level of distrust of the PMO (16.2%) was much higher than those who trusted it (10%), with 36% rating it ‘so-so’.The national Parliament also suffers a trust deficit, with more than a quarter of respondents saying they lack faith in the federal legislature.  Only 7% said they trusted Parliament, while 43% were ambivalent.Views of the track records of local governments and municipalities are also not encouraging. More than a quarter of respondents were ‘completely dissatisfied’ with their work, and only 7.4% were pleased. This figure has gone up: in last year’s survey 38% said they did not trust the parties. Nationwide, leaders of parties do not fare much better: 54% of respondents did not trust them, and it was a whopping 63.4% in Province 3.In a wakeup call for journalists, a full 47.2% said they did not have much faith in the media. Politically-slanted content and the over-commercialisation of the media appear to be behind this. Lawyers fared even worse, with 63% saying they don’t trust them much. But the most untrustworthy profession seems to be contractors, with 57% saying they do not trust them. It was administered in January-February 2019 through face-to-face interviews among 4,129 respondents in 42 randomly selected districts spread over seven provinces. Data was collected using mobile devices with ONA software, indicated by grey dots in map (above). Respondents were 18 years or above, residing in the same household for at least 6 months. All data is weighed back to the Nepal Census 2011 and data quality-control measures were employed. <img width="1280" height="769" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121140/636a40759c7e80680e04a621jpeg.jpg" alt="">Social IndicatorsThe Sharecast Initiative Survey conducted in January also included questions about socio-economic development and migration.The most encouraging sign is that the government's emphasis over the past decades on rural electrification, water and sanitation appears to have yielded results. Of the 4,129 individuals surveyed in 42 districts, 94% had electricity, 95% had latrines and 74% (which is still low) had a drinking water supply. However, it is a sign of development that 75% now live near some kind of road, while 70% of Nepalis seem to use LPG for cooking.With four million Nepalis working outside the country at any given time (half of them in India) responses to survey questions on migration and remittance show just how dramatically society is changing.A quarter of respondents had a household member working abroad, highest in Muslim (36%) or Hill Dalit (34%) families. Tarai Caste and Tharu households had the fewest members abroad. The proportion of families with at least one member working abroad was highest in Far-Western Province.Asked how overseas workers sent money home, most now use bank transfer (48%) while a third still use the informal hundi channel, while only 1% say they send money home with friends. Province 6 tops the rest in bank transfers — 81%.Asked to name the top three items that they spend remittance money on, 60% say they use it to buy food, 42% for clothing, 36% for medical treatment and 35% for children’s education. Those with substantial resources of their own prefer to invest in sectors providing more reliable returns, such as real estate, hotels and restaurants in urban areas, commerce and trade.Where larger investments are made for the longer-term, for example in infrastructure or aviation, it is usually only when lucrative government contracts are involved, providing direct or indirect benefits of various kinds (including <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/from-the-nepali-press/melamchi-delayed-by-government-extortion/">illegitimate arrangements</a>).Nepal remains a largely rentier capitalist economy, rather than one in which capital investment in production generates real and sustainable growth, promoting and encouraging enterprise and creating jobs.The government and the state could assist by better regulation and also by cutting red tape, effective control of rampant corruption (even inside an anti-corruption watchdog like the <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/blogs/thebrief/2016/10/16/who-is-afraid-of-the-ciaa/">CIAA</a>) and by the promotion of investment in medium and long-term productive activity.One way this can be done is through effective public works programs. These have been successful in many countries and have also proved their worth in Nepal. They could be adopted on a much larger scale by both federal and provincial governments seeking rapid development and job creation.The construction of ‘green roads’ using labour rather than capital-intensive machinery by the Rural Access Programme (RAP) among others, has shown to effectively contribute to infrastructure development while creating employment.Recently, Prime Minister Oli launched a new <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/social-insecurity/">Employment Program</a> ensuring a minimum of 100 days of wage-employment a year to those registered in the scheme. Registered persons will be entitled to 100 days in paid employment, and if this cannot be delivered they can get a subsistence allowance worth half of the amount to be paid to those employed under the scheme.An Employment Service Centre (ESC) will be established in each of the 753 local authorities and employment coordinators will be deployed at all centres, to record, through an Employment Management Information System, all those who are unemployed and seeking a job. These will act as ‘job centres’ at the level of the urban or rural municipality and will indicate employment opportunities within the locality as well as providing 100 days employment or subsistence.The Ministry of Labour and Social Security has identified 13 categories, but there is no reason why the jobs available should be limited to those areas. The proposed scheme appears to be confined to ‘government projects’, but the ESC should be able to gather information on all employment opportunities in the private and public sectors and provide this information in real time to job-seekers and prospective employees.In this way it could contribute not only to employment but also to social security for the unemployed and their families, and to local development. It is a scheme to be welcomed as a bold initiative, long overdue.Of course, this remains a scheme in theory, yet to be put into practice. And if it is like so many other paper schemes proposed by successive governments over the years, it will be yet another <a href="https://www.nepalitimes.com/editorial/communist-capital/">deception</a> perpetrated on the Nepali people.One problem is deploying and supporting the human and technical resources required for the scheme. Will local authorities be able to fund the ESC and the personnel needed to staff it and operate it effectively? Will the IT required to establish and maintain a data base on both job opportunities and job seekers be made available and will it be properly serviced?Identifying and verifying candidates for the scheme also cannot be another gravy train for local party cadres and their families or for local elites, otherwise it will not help the jobless and the poor. A significant proportion of Nepal’s population remains below the poverty line, and they should benefit from this scheme.We should welcome this proposal for a pioneering scheme, which has the potential to benefit not only the unemployed, but also the wider local population, and if it takes off, the economy of Nepal at local, provincial and national levels.David Seddon is Director of Critical Faculty, author and co-author of many publications on Nepal, and currently writing a three-part book on ‘Nepal and the Great War’.

Removing poverty with jobs

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The three realised they shared the same dream, and over the past five years have travelled across Nepal to research their menu, collecting ingredients and ideas from homestays, food carts, and nature. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Midway along the stretch of the ancient trade route between Tibet and India lies the Kel Tol neighbourhood. The name is derived from the original Koligrām, and it is believed the Koli people, who were originally from Rāmagrām in present-day southern Nepal near the Indian border, settled here. The Koli were the maternal ancestors of none other than the Buddha. Kel Tol is famous for the Buddhist monastic complex of Kanak Chaitya Mahāvihar, featuring the majestic two-tiered gilded temple of the white god Karunāmaya.&nbsp; This elaborately decorated courtyard is a bustling centre of the Vajrayāna sect of Buddhism, practised widely by the indigenous Newā people of Kathmandu Valley. Karunāmaya, also known as Ārya Avalokiteshwor, is defined in great detail in the 1st century CE Buddhist text Sadharmapundarikā where he liberates all sentient beings from suffering. He helps rid the eight external fears metaphorically equated with their equivalent internal states of mind: lions (pride), wild elephants (ignorance), fire (anger), snakes (jealousy), floods (attachment), imprisonment (miserliness), thieves (wrong views) and cannibals (doubt).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c.jpg" data-media-id="editor_0" data-image-id="20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c" data-rendition-name="original" width="1338" height="2000" loading="lazy" alt="Seto Machhindranath"> </figure>  In the Pancha Rakshyā Sutra, a Buddhist scripture from 200 CE, Ārya Avalokiteshwor was counted among the eight major deities. Followers of the Brāhminical god Shiva worship Ārya Avalokiteshwor as Seto Machhindranāth. For Shaivites, Machhindranāth is the Indian saint who founded the Nāth cult in the 10th century CE. He is the guru of saint Gorakhnāth. During the reign of Yakshya Malla (1428–1482 CE), a beautiful image of Ārya Avalokiteshwor was dug up by a farmer in present-day Jamal, which was then a cultivated area outside the city. The farmer, known as a Jamami (meaning the one from Jamal) took the image home for safekeeping. That night, Ārya Avalokiteshwor appeared in the farmer’s dream and told him that the proper place for him to reside is at the confluence of two rivers. The nearest confluence was at present-day Wongha (Indrachok) and the image was installed in the Kanak Chaitya Mahāvihar complex in Kel Tol near Wongha. This made it easier for city residents to pay homage to Ārya Avalokiteshwor and spread compassion. Soon, the deity came to be revered highly as Jamaleshwor, the one found in Jamal. Eventually, the name got corrupted, as happens often in Nepāl Bhāsā, to Janabahā Dyo. The courtyard where his temple is located is now popularly known as Janabahā.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e.jpg" data-media-id="editor_1" data-image-id="20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e" data-rendition-name="original" width="2500" height="1668" loading="lazy" alt="Seto Machhindranath"> </figure>  The gilded temple of Janabahā Dyo, first built in the early 16th century CE, is adorned with wooden and metal artefacts that symbolise 108 forms of Ārya Avalokiteshwor. It stands out as the most decorated temple of its kind in Kathmandu. Today, Janabahā is a living heritage site where many ancient customs and rituals are widely practised as per Vajrayāna Buddhist tradition. Devotees throng the Janabahā Dyo shrine for daily worship and to receive Karunāmaya’s blessings. Being the compassionate one, Ārya Avalokiteshwor goes around town every year in his tall wooden chariot to allow sick and physically disabled devotees to pay homage to him from the comfort of their homes. One could say it is a door-to-door visit by the Compassionate One.&nbsp; For the pragmatic minded, the chariot festival is an annual renewal of communal harmony, validation of our ancient mathematical supremacy and demonstration of the need to keep practical skills alive, including the craft of building earthquake resilient houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c.jpg" data-media-id="editor_2" data-image-id="20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  The Janabahā Dyo chariot is pulled from Jamal, where his image was found by the farmer, through the historic heart of Kathmandu in a gala parade every year. The procession, accompanied by folk music ensembles and revellers, starts on the eighth day of the bright half of the month of Chaitra, and lasts up to a week (ending on Saturday this year). Hundreds of devotees pull the chariot along the streets as a way of expressing their gratitude to lord Karunāmaya for blessing them with compassion and well-being. Purna Ratna Vajrāchārya is an ordained priest who belongs to the clan responsible for taking care of Janabahā Dyo. He has been studying the design and architecture of the chariot for the past 40 years, and overseeing its construction for the past 15. He has learnt that the engineering principles of building the chariot are based on the mathematical system in which Buddhism is taught. For example, 365 pieces of wood are used in the chariot, each representing a day of the year. Each of the four wheels consist of 25 pieces of wood, totalling 100, representing completeness or fulfilment. The height and length of the chariot is 32 arm’s length (hāt in Sanskrit), 14.8m. The number 32 represents the maximum number of auspicious and physical qualities one could possess to be considered an outstanding human being.&nbsp; Says Vajrācharya, “Observing how the chariot is built helps one learn the fundamental pillars of the Buddha’s teachings, and find an easier path to Nirvana.” The structural design of the nearly 15m wooden chariot is not only awe-inspiring but also gravity-defying. It leverages the pliancy of the materials used in its construction -- flexible joints tied with cane soaked in water for several days. But this has been achieved year after year, despite the fact that the devotees who tug wildly at the ropes lassoed to the two front wheels, are most likely in high-spirits (pun intended). Sanjay Manandhar, a US-based technology entrepreneur, recounts how his high school physics teacher from Canada asked his students to go observe the locals build the chariots of Karunāmaya if they were interested in becoming engineers in the future.&nbsp; “That made no sense to me then, but, after all these decades, I now see clearly how the structural design of the chariot, adopted early on by our ancestors is full of earthquake-resilient properties that need to be applied in building houses in an earthquake-prone zone like Nepal,” says Manandhar. A highlight of the chariot festival is that human goddess Kumari makes an appearance at the final destination in Lagan, usually on the third day. For close to four centuries, the construction of the chariot and its operation has proven to be a phenomenal engineering feat, and the people’s faith in divinity means the tradition is alive.&nbsp; The essence of the colourful rituals and the religious beliefs of this ancient chariot festival is now all but lost. The logic, technology and practicality must be brought back to light, as they reflect the high civilisation and wisdom of our ancestors that we can leverage in modern times and into the future. &nbsp; Alok Tuladhar is a culture and heritage documentarian.

In the run-up to the third Nepal Investment Summit this weekend, there have been seminars, conferences and workshops where the discourse has revolved around the economy and the investment climate.
The consensus that Nepal needs foreign direct investments (FDI) to grow was repeated, and the familiar litany of reasons about why it has not been able to was discussed.&nbsp;
Policy advocates and regulators have understood that the lack of urgency is compounded by procedural inconsistencies, on top of the already deficient investment environment in the country.
It is a welcome change from what used to be flippantly accepting matters as given. There now seems to be a sense of urgency, with procedural inconsistencies and lack of harmonisation between various Acts and regulations openly discussed.&nbsp;
Government stakeholders also appear more willing to learn and attempt to be part of the solution. Whatever policy changes have been introduced in the past have been piecemeal and address the few rather than the entire industry. This left dual regulatory approaches aimed at similar players.&nbsp;

This time, unlike in the past two Summits, the government seems to be committed to amending 9 Acts, a positive step towards showing commitment to change. However, the deadline to do so during the winter session of Parliament is over. The option mooted has been to have it passed through ordinance, a lesser appealing step; albeit, a positive one moving forward.&nbsp;
To attract FDI in a competitive global market means that Nepal has to demonstrate that it is serious about bringing in investments with a more consultative and collaborative approach with investors. A departure from procedural to a result-oriented focus is needed.&nbsp;
To put issues in perspective, Nepal needs US$20 billion in investments to meet the UN’s Sustainable Development Goals (SDG) targets by 2030. If net-zero decarbonisation targets are to be met by 2045, another US$7 billion will be required annually.&nbsp;
Looking at our investment history and poor government capital expenditure, the gap is long and wide. In fiscal year 2022-23 Nepal booked a lamentable ~$59 million in FDI (equity). Nepal is in fact the lowest market in South Asia for FDI with 0.3% of the regional average.&nbsp;
What is it that we can do to fill the gap?&nbsp;
First, we need to move away from the notion that Nepal only needs large investments. This has proven to be a mistake, and time series data have proven that smaller investments, in aggregate, make a larger impact on economies.&nbsp;

We talk about an ‘enabling environment’ but without the right tools. We place restrictions on interest on debt ceiling (SOFR +5.5), without risk premium adjustments, we do not have an active secondary market for bond trading, nor do we have a yield curve, an integral part of the bond market, which is inhibiting us from tapping into the trillion dollar green bond market.&nbsp;
In order to attract green financing, Nepal needs to develop its bond market. Sovereign risk rating has been mooted and was expected to be operationalised before the Investment Summit.&nbsp;
However, to be rated in an adverse economic environment could further deteriorate investment potential due to a lesser-than-expected rating.&nbsp;
Hedging is another instrument that needs further research on. A commercial bank last year showcased the first risk-hedging mechanism for an investment of $8 million. This can be the beginning to expand on its modality. &nbsp;
Subordinated debt instruments have been introduced, but on a special nod basis, this now needs to be institutionalised as it is the most applicable form of investment after equity in a market that has volatile forex reserves.&nbsp;

Viability Gap Funding has been introduced by multilateral development agencies implemented in solar installations. It is a tool to incentivise the private sector to invest in projects that are not financially lucrative initially, but have potential for profitability in the long run. This needs to be scaled up and replicated in sectors like infrastructure, where returns may not be immediate.
Moving forward, to attract FDI, Nepal needs to tap into the funds that are available for the growth of small and medium enterprises (SMEs) and climate change. Alternative investments such as Private Equity Venture Capital (PEVC) have been around in a structured manner in Nepal for nearly a decade now.
These funds have blended finance components and have attracted climate funding as well. PEVC is a new asset class and can address the issues of penetrating into SME financing by incorporating environment, social and governance issues into their investment process.&nbsp;
SMEs are the backbone of any economy, PEVC comes with the ability not only to scale up the enterprise with risk capital, but with the ability to bring technical knowhow to enhance not only the enterprise but also the entrepreneur.&nbsp;

A differentiator from all other forms of financing available till date in Nepal. Blended finance is a way of de-risking investments, especially in frontier markets. Business Oxygen (BO2) is an example of blended finance with subordinated debt investments of IFC (World Bank Group) taking the lead and Climate Investment Funds along with FCDO as co-investors.&nbsp;
On a larger scale, the 216MW Upper Trisuli 1 is another example of blended finance with IFC, a Korean consortium and local investments. So far, we see that development finance Institutions have been taking the lead in Nepal as their risk appetite is greater than commercial investors and they are eager to help develop the financial markets.&nbsp;
In order to be sustainable, we need to step on this and attract commercial capital from all over the world. To do this there has to be political will to make that pivot.&nbsp;
Instead of being a means to an end, the two previous Investment Summits turned out to be intermittent and cosmetic, providing hardly any results. The third one’s success will depend on how the event will be implemented as a platform for continuous marketing for the country and facilitation for investors in future.&nbsp;
Nepal has outdone many countries in its macro-economic indicators, with sound forex reserves and a stellar history of debt payments to its creditors. This story needs to be propagated along with the drive for change to attract potential investors.
