<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d14a89c7e80680e0a998ajpeg.jpg" alt="" width="1500" height="1000"/><figcaption>Photos: MONIKA DEUPALA</figcaption></figure>Sakar Pudasaini, founder at <a href="https://www.karkhana.asia/" target="_blank" rel="noopener noreferrer">Karkhana</a> explores innovation, technology, education, and their social consequences in this new monthly column for Nepali Times.The recent release of the ‘<a href="https://www.washingtonpost.com/technology/2021/10/25/what-are-the-facebook-papers/" target="_blank" rel="noopener noreferrer">Facebook Papers</a>’ and public testimony by whistleblowers have drawn attention to the use of social media, specifically Facebook, as a tool of civic and <a href="https://qz.com/india/2088427/facebook-whistleblower-sophie-zhang-on-indian-democracy/" target="_blank" rel="noopener noreferrer">political</a> action.The ensuing firestorm has drawn much needed scrutiny and triggered a debate on how to regulate the social media giant. It has also made clear that the global governance of social media will deprioritise peripheral countries such as Nepal.Both technological and human resource solutions that regulate social media are unlikely to take local needs into account. Thus, it is incumbent on domestic actors to develop ‘herd immunity’ through social consensus on how they use Facebook and other social media to advance their agenda and, engage in contentious debate.Documents from Facebook whistleblowers show <a href="https://www.theverge.com/22743753/facebook-tier-list-countries-leaked-documents-content-moderation" target="_blank" rel="noopener noreferrer">that the company does not treat all countries equally</a>. Tier 0 (higher priority countries) such as the United States and India get strong content moderation that includes algorithmic monitoring and ‘war rooms’. Facebook develops technology to proactively identify misinformation, falsehood and inflammatory content in these high-priority markets.These technological tools, built to understand local languages and local patterns of social media use, are supplemented by local moderators with contextual knowledge.However, in Tier 3 countries like Nepal, Facebook appears to make no proactive effort to identify and moderate polarising content. Instead, it relies on user reporting to identify problematic content. In a Tier 0/1 country, content inciting violence could be proactively removed by algorithms or moderators. In a Tier 3 country, significant challenges would have to be overcome before such action is taken.To begin with, enough local users would have to flag the content as a problem. Then, a moderator who is unfamiliar with the local context would have to make a decision to remove the content. Even if such a scenario comes to pass, it is unlikely to happen fast enough to prevent significant harm in rapidly-evolving situations.It is therefore important that countries like Nepal develop mechanisms to fend for ourselves. The most important domestic actors that need to buy into the need for self-regulation are <a href="http://archive.nepalitimes.com/article/nation/Campaigning-in-cyberspace,864" target="_blank" rel="noopener noreferrer">political parties</a>.There are three reasons:First, disinformation, untruths and polarising propaganda are most prevalent around elections when both emotions are elevated and the stakes are high. With political power and its benefits at stake, political partisans will be more willing to cross the line from political posturing to problematic polarising messaging during these times. This is particularly relevant to Nepal, where federal and local elections are due in early 2023.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d14ab9c7e80680e0a998bjpeg.jpg" alt="" width="1400" height="934"><figcaption> </figcaption></figure>Second, political parties have the power to <a href="https://www.nepalitimes.com/opinion/indias-new-social-media-politics/" target="_blank" rel="noopener noreferrer">amplify content</a>. Political leaders have massive followings on social media, but even more importantly, parties are nation-wide networks of people that can reshare and reinforce messaging. Recent research suggests that political influence on social media works differently from traditional advertising.In traditional advertising, messaging is carried to a large number of people by a celebrity they know and trust, which is why Nepal’s MaHa Jodi seem to be selling us everything from cement to water tanks. This is thought to drive sales by positive association with the trusted figures. Political influence on social media, however, appears to be more effective when information is (re)shared in small groups of trust, rather than by a widely followed influencer.Finally, political parties have the means and skills to craft effective messages. While it is easy to blame technology for causing the problems of disinformation, we have to remember that a human hand guides it. Political parties have skilled communicators with a deep understanding of the public's moods, desires and also prejudices.At their best, these people help advance democratic discourse by effectively representing the different streams of public sentiment in the national dialogue. However, this same skill in capturing public sentiment also allows them to construct rumours, disinformation and conspiracies that capture the public imagination and go viral.It may seem fanciful to imagine that <a href="https://www.nepalitimes.com/review/nepals-new-digital-landscape/" target="_blank" rel="noopener noreferrer">political parties</a>, especially in the heat of the battle for power, can be relied on for self-regulation. Yet, there are many examples of this in Nepal. The most obvious one is the peace process that some have poetically described as leading from the ‘bullet to the ballot box’.More encouragingly, political violence, such as ‘booth capture’, have steadily declined to the point where individual incidents are rare enough to be widely noted.This suggests that there are ways to cultivate consensus by making political forces understand the self-interest. Political violence diminishes their legitimacy to rule and increases the risk to their person and cadre. Thus, it is worth trading the momentary advantage of violence in one location to ensure advantages in the exercise of national power.Social media manipulation and polarisation through disinformation have similar, perhaps even more destructive consequences. Around the world we see what political scientists McCoy and Somer call <a href="https://www.researchgate.net/publication/328538486_Toward_a_Theory_of_Pernicious_Polarization_and_How_It_Harms_Democracies_Comparative_Evidence_and_Possible_Remedies_Forthcoming_in_a_Special_Issue_of_the_Annals_of_the_American_Academy_of_Political_and" target="_blank" rel="noopener noreferrer">pernicious polarisation</a> -- an us vs them mentality where the drive to identify with your political tribe outweighs other sociopolitical considerations, the <a href="http://healthline.com/health-news/yes-some-people-are-getting-secretly-vaccinated-for-covid-19-heres-why#What-you-can-do-to-ensure-you-get-vaccinated" target="_blank" rel="noopener noreferrer">politicisation of masking and vaccination for example</a>.Pernicious polarisation fragments social and political structures so as to make nations impossible to govern, but also creates national security risks. Highly fragmented and polarised societies are primed by their own political leaders to believe disinformation and polarising propaganda are easy targets for manipulation by international powers.It is tempting to imagine there are technological solutions to technologically enabled problems. The Facebook Papers, however, make clear that countries like Nepal must not depend on faraway technological wizards to find us solutions because we are not their priority. Technological solutions, even if they can be found, will take a long time before they can be customised for the local context. Instead, we must face Facebook ourselves.While it is not possible to prevent all attempts to infect <a href="https://www.nepalitimes.com/editorial/the-message-is-the-medium/" target="_blank" rel="noopener noreferrer">the social and political system</a> through social media manipulation, a ‘herd immunity’ that protects us from the worst of it, can be achieved by building a self-regulation consensus among key actors, chief among them political parties, with the skills and resources to mount large scale manipulation campaigns.Fortunately, this is possible in the most low tech way through face-to-face conversations over countless cups of chia and many plates of samosa.Sakar Pudasaini, Founder at Karkhana, explores innovation, technology, education, and their social consequences in Makeshift, a new monthly column in the Nepali Times. All photos: NAMRATA SHARMA</figcaption></figure>The checkpoint at the India-Nepal border here has a whole range of Nepalis crossing over: innocent Nepali workers in search of jobs in India so they can support families back home, quite a few Indian workers crossing over, <a href="https://archive.nepalitimes.com/article/nation/epicentre-trafficking-migration,3256" target="_blank" rel="noopener noreferrer">Nepali girls being trafficked to India</a>, young women snared into relationships with Indians via social media, or people travelling for medical treatment in both directions.However, the <a href="https://www.nepalitimes.com/here-now/nepali-workers-returning-to-india/" target="_blank" rel="noopener noreferrer">open India-Nepal border</a> is also associated with crime and smuggling of goods, drugs, and people. The problems seem to have got worse in the past year of the pandemic, according to participants at a crossborder conference of Indian and Nepali journalists organised by the Human Rights Journalist Association in Dhangadi last week.The conference came soon after the disappearance of a young Nepali man who plunged into the swollen Mahakali as he tried to cross Nepal’s western border into India by hanging below a wire bridge. The SSB (Indian border security force) reportedly cut the wire with a hack just as the man was crossing.The man’s body has not been found. The case got high profile coverage in the Kathmandu media, putting Nepal’s new government in a tight spot, and threatening once more to sour the rocky relations between the two countries. Indian Journalist Rakesh Tiwari of the Hindustan Times in Dharchula claimed the Indian SSB would have never cut the cable on purpose while someone was crossing. “Actually, the border guards must have been trying to stop smuggling and did not know that a person was coming across on the wire,” said Tiwari. “It would not have been done intentionally, and unlike other border points, there have always been good relations between Nepal’s Darchula and Dharchula on the Indian side even during the pandemic.” Indeed, the open border between India and Nepal allows unrestricted travel in both directions, and during the pandemic checkpoints have had to deal with tens of thousands of Nepali and Indian migrant workers returning to their own countries. <figure><img width="1500" height="1122" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc429c7e80680e0a0b7bjpeg.jpg" alt=""><figcaption>The booth of the Peace and Rehabilitation Centre (PRC) stops 5-6 minors suspected of being trafficked to India at the border near Dhangadi.</figcaption></figure>Tiwari felt the death in Darchula spotlighted the border, and gave the wrong impression that there has always been tension and acrimony between people on the two sides.Although the plight of <a href="https://www.nepalitimes.com/here-now/workers-return-to-jobless-nepal/" target="_blank" rel="noopener noreferrer">Nepalis going to India</a> is often highlighted in the Kathmandu press, there are other problems that go unnoticed. For example, although many Nepalis go to India for medical treatment, there are also Indians streaming to Dhangadi Hospital for treatment. But they are now stopped by the Nepali authorities because of the pandemic.Indian journalist Mahesh Singh Bhadauria of the Dainik Jagaran Gaurifanta says this is unfortunate because Nepalis needing hospital treatment in Delhi are allowed smooth passage even during the pandemic. “It is very inhumane for the Nepali authorities to stop Indian patients from the border region seeking treatment in Dhangadi because they are often the poorest people,” Bhadauria said.Participants at the conference agreed that small problems at the India-Nepal frontier tend to get magnified by the media in both countries, and ultimately it is the <a href="https://www.nepalitimes.com/latest/lockdown-limbo-in-no-mans-land/" target="_blank" rel="noopener noreferrer">people living near the border on both sides who suffer from new rules and restrictions</a>. This is especially true during the Covid-19 crisis when the most vulnerable people are put at even more risk by overcrowding and lack of sufficient testing and quarantine facilities. It is the poorest and most distressed Nepalis who suffer: either when they are trying to leave the country for India, or returning. This pushes them even deeper into a vicious cycle of poverty.At the Indian border near here, there are again long lines of Nepali families queued up to cross over. The pandemic has heightened their desperation as they headed out to jobs in India. <figure><img width="1500" height="1122" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc469c7e80680e0a0b7cjpeg.jpg" alt=""><figcaption></figcaption></figure><img width="1500" height="1122" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc499c7e80680e0a0b7djpeg.jpg" alt=""><img width="1500" height="1122" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc4c9c7e80680e0a0b7ejpeg.jpg" alt="">Among them is a young woman carrying a baby, and she is stopped by a member of Nepali non-profit, Peace and Rehabilitation Centre (PRC), that is working to prevent human trafficking, especially of Nepali women to India.“Where are you going in India,” asked Sanjeet Singh, at the PRC booth at the Gaddachowki checkpoint one morning last week. Although she was with an infant, she looked like a minor herself.A man standing nearby answered on her behalf that they were going to Bengaluru to work. Not convinced, Singh asked for her Nepal citizenship card which she did not have. She looked like a minor.The man looked disappointed. They could very well be telling the truth, but the girl who fit the profile of someone being trafficked, and the police tried to get in touch with her parents.At the PRC booth, there is another 18-year-old girl from Dang who is accompanied by a boy from Kailali claiming to be 22, and living and working in Bengaluru. He said they wanted to get married, even though the girl was below the minimum age for marriage.The girl said she had <a href="https://archive.nepalitimes.com/article/nation/love-in-the-time-of-facebook,2021" target="_blank" rel="noopener noreferrer">met the boy on Facebook</a>, and they had been together for four years. She said at home her parents were always fighting each other, and she wanted to escape. The boy’s story was the same: they developed relationship via Facebook but it was the first time they met. He had come from Bengaluru to take her. Suspicious, the PRC booth handed the two over to the border police who called the girl’s father to come to Dhangadi to take her home to Dang. The boy is now in prison. <img width="1056" height="872" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc4f9c7e80680e0a0b7fjpeg.jpg" alt="">Another 21-year-old woman from Kailali was also accompanied by someone she called her “boyfriend” from Biratnagar. However, he had an Indian identity card, and said he had permission from her parents to take her to India to get married.The PRC team was trying to contact the girl’s parents to find out if this was true. She would be in a shelter run by the centre till both parents come, and if they agree they would be allowed to cross into India. “We have had 5-6 cases like these every day since the pandemic,” says Umesh Shiwakoti of PRC in Kailali district. “We are at the border round the clock with the police to stop human trafficking. Sometimes it is difficult to find the facts, but we try our best.”Such is the <a href="https://www.nepalitimes.com/here-now/nepali-workers-returning-to-india/" target="_blank" rel="noopener noreferrer">desperation of Nepali workers headed to India</a> that they are willing to risk being cheated by bus operators and others to find a job in an Indian city. Many have taken loans to make the trip, and have to work many months before they can pay back the debts.

With nothing to do in isolation, Ghimire took to Facebook to pass the time. But his social media feed was inundated with news of people dying from the virus, photos of bodies being cremated, and posts paying tributes to loved ones lost to the contagion. Ghimire’s anxiety level rose, and his recovery suffered. “The death notices pouring in on social media and the terrifying pictures of cremations were making me really anxious,” says Ghimire. “I tried and failed to stop myself from looking at my phone, and there were no friends or relatives allowed to visit. I started getting a panic attack, and was certain my days were also numbered.” Ghimire did finally recover, but he has a word of advice to others who have tested positive, are in isolation at home or hospital: “I wished I had come across more stories about how patients were spending their time in isolation, and how people had overcome the disease. But such stories are few and far between.” Till 17 May, Nepal had recorded 464,218 confirmed cases of Covid-19 from 2.7 million PCR tests, and 345,523 have recovered from the virus. With the number of dead crossing 5,000, the fatality rate among infected people is a little above 1.3%.  Of the active cases, 94% are in home isolation. And with almost all of Nepal under full or partial lockdown, <a href="https://www.nepalitimes.com/here-now/coronavirus-and-the-world-wide-web/" target="_blank" rel="noopener noreferrer">social media has become a way to spend their time</a> for not just people who are infected, but for most Nepalis as they stay indoors.  <a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/covid-19-aids-nepals-net-spread/" target="_blank" rel="noopener noreferrer">Recent surveys</a> have shown that up to 96% have mobile phones, of which more than 60% are smartphones, and a quarter of all Nepalis say they <a href="https://www.nepalitimes.com/latest/nepal-internet-use-increases-by-35-during-lockdown/" target="_blank" rel="noopener noreferrer">use the Internet </a>every day. Covid-related content on social media is harmful not only to those infected but also to families, loved ones, and caretakers. A woman taking care of her father and grandmother in Kathmandu who were hospitalised with Covid-19 used social media to occupy her time in hospital. However, the Covid-related posts shared on her timeline made her anxious and fearful. “It is in our nature to be more drawn to negative news,” she says, “but when you find yourself in the middle of the very crisis everyone is talking about, you realise how harrowing it really is.”Ramu Ghimire of Butwal has not been on social media since he tested positive for the virus, and has been seeking out positive content available on the internet. “Your first priority has to be your own recovery. Why pay attention to what is happening in the rest of the world?” Rinan Pokhrel is in isolation with his entire family in Bhaktapur after becoming infected. “Everyone in the family has tested positive, so we spend our time together, talking to each other,” he says. “More than 98 percent of those who become infected recover from the disease, but the media only chooses to focus on those who die and keep showing funeral pyres.” Psychiatrist Ritesh Thapa has been counselling people via tele-consultations during the pandemic, and says: “I have seen patients who are well on the road to recovery who become anxious and think they are going to die after seeing news of other Covid patients dying. They expressed fears of dying from the virus after they saw pictures of mass cremations in India circulating on social media.”Thapa suggests that all Nepalis limit their social media consumption, and patients in isolation not seek Covid-related updates constantly. <a href="https://www.nepalitimes.com/latest/tackling-nepals-mental-health-pandemic/">Tackling Nepal’s mental health pandemic</a>, Matrika DevkotaHe notes that mainstream media, especially television, also needs to be more responsible and careful about the kind of news it puts out during this crisis. He adds that publishing disturbing news and images of the dead to increase their ratings and circulation will only exacerbate the anxiety that people are already experiencing. Jagannath Lamichhane, activist and presenter of the interactive YouTube Channel ‘Juggernaut Mindset’, emphasises the need to stay away from fake news and misinformation during the pandemic. “It is important to get only necessary updates from a few trusted news sources, and stay away from social media altogether.”Indeed, the worst affected are Covid-19 patients in hospital who cannot see visitors, and turn to social media on their phones only to see posts on Facebook about their own friends and relatives dying.Cheena Thapa, a journalist in Biratnagar, took a break from social media after testing positive for the virus at the end of April, only going online a week later to update those close to her about her health. Thapa says she wished she had found more positive stories to see and read as she recovered.Butuwal-based journalist D R Ghimire has been isolating at home after he tested positive for Covid. Ghimire understood when in isolation how negative news added to an already stressful environment. “After having been a journalist for three decades, I now realise how feel-good stories add value and positive energy to our lives at times like this,” he added.“It is natural for people to panic at times like this, but all this negative news just spread more fear,” the Federation of Nepalese Journalists (FNJ) notes in its <a href="http://www.fnjnepal.org/np/notice/करन-covid-19-क-दसर-लहरक-बरम-समचर-समपरषण-गरद-धयन-दनपरन-करहर" target="_blank" rel="noopener noreferrer">publication</a> ‘Things to be considered while disseminating news regarding the second wave of Covid-19’. “Let us try to understand the facts about the infection, spread awareness about prevention measures, and let everyone know that early diagnosis and treatment can save lives.”Mukesh Pokhrel is a reporter for Himal Khabarpatrika and Nepali Times, and <a href="https://www.nepalitimes.com/latest/staying-positive-to-become-negative/" target="_blank" rel="noopener noreferrer">wrote last year</a> about how negative news in the media affected him during his recovery.

Why pay attention to what is happening in the rest of the world?” Rinan Pokhrel is in isolation with his entire family in Bhaktapur after becoming infected. “Everyone in the family has tested positive, so we spend our time together, talking to each other,” he says. “More than 98 percent of those who become infected recover from the disease, but the media only chooses to focus on those who die and keep showing funeral pyres.” Psychiatrist Ritesh Thapa has been counselling people via tele-consultations during the pandemic, and says: “I have seen patients who are well on the road to recovery who become anxious and think they are going to die after seeing news of other Covid patients dying. They expressed fears of dying from the virus after they saw pictures of mass cremations in India circulating on social media.”Thapa suggests that all Nepalis limit their social media consumption, and patients in isolation not seek Covid-related updates constantly. <a href="https://www.nepalitimes.com/latest/tackling-nepals-mental-health-pandemic/">Tackling Nepal’s mental health pandemic</a>, Matrika DevkotaHe notes that mainstream media, especially television, also needs to be more responsible and careful about the kind of news it puts out during this crisis. He adds that publishing disturbing news and images of the dead to increase their ratings and circulation will only exacerbate the anxiety that people are already experiencing. Jagannath Lamichhane, activist and presenter of the interactive YouTube Channel ‘Juggernaut Mindset’, emphasises the need to stay away from fake news and misinformation during the pandemic. “It is important to get only necessary updates from a few trusted news sources, and stay away from social media altogether.”Indeed, the worst affected are Covid-19 patients in hospital who cannot see visitors, and turn to social media on their phones only to see posts on Facebook about their own friends and relatives dying.Cheena Thapa, a journalist in Biratnagar, took a break from social media after testing positive for the virus at the end of April, only going online a week later to update those close to her about her health. Thapa says she wished she had found more positive stories to see and read as she recovered.Butuwal-based journalist D R Ghimire has been isolating at home after he tested positive for Covid. Ghimire understood when in isolation how negative news added to an already stressful environment. “After having been a journalist for three decades, I now realise how feel-good stories add value and positive energy to our lives at times like this,” he added.“It is natural for people to panic at times like this, but all this negative news just spread more fear,” the Federation of Nepalese Journalists (FNJ) notes in its <a href="http://www.fnjnepal.org/np/notice/करन-covid-19-क-दसर-लहरक-बरम-समचर-समपरषण-गरद-धयन-दनपरन-करहर" target="_blank" rel="noopener noreferrer">publication</a> ‘Things to be considered while disseminating news regarding the second wave of Covid-19’. “Let us try to understand the facts about the infection, spread awareness about prevention measures, and let everyone know that early diagnosis and treatment can save lives.”Mukesh Pokhrel is a reporter for Himal Khabarpatrika and Nepali Times, and <a href="https://www.nepalitimes.com/latest/staying-positive-to-become-negative/" target="_blank" rel="noopener noreferrer">wrote last year</a> about how negative news in the media affected him during his recovery.

If you are willing to give it a shot, let us get started:BECOME A PASSWORD PROAvoid your browser’s in-built password saving and managing features. Avoid weak passwords, or re-using the same password everywhere just because it is convenient. If hackers break through your common password, they will likely get access to all your accounts at once. Use a password manager, an online application that stores your login details in an encrypted vault (under a master password) and generates complex passwords for you. Additionally, make sure your WiFi router is protected, use WPA2 security, and enable two-factor authentication for everything, even if it adds a few extra seconds to your sign-in process.Regarding fingerprint log-ins and facial recognition features, biometric authentication and biometric identification are exceptionally secure systems, but that does not make them 100% safe. If those databases are compromised, a hacker could get access to your biometric data, or they could be used for surveillance. While this data is more vulnerable than passwords, the good news is, such high-profile data is usually secured on a stronger level as well.CONTROL PRIVACY SETTINGSDisable everything in your Google ‘My Activity’ page. Do not give web platforms information such as your home address and disable location tracking if you can help it. When using social media, utilise the Privacy Settings to strengthen control. Do not befriend strangers, avoid public posts and avoid commenting on public platforms if you do not have your personal data on limited access.USE ENCRYPTED APPSUnfortunately, this means that good old SMS is not a safe way to communicate at all. Signal Messenger is gaining popularity for its privacy-focused approach, but bear in mind that WhatsApp does still have end-to-end encryption and the option to make profile pictures and status private. Studies show that most people do not bother visiting the Privacy Settings of apps they download. Sticking to the default settings of the app is common practice, which often is not the smartest, most secure way to use it.Another logical argument is that leaving WhatsApp is not the answer if you are still using Facebook Messenger, Google Hangouts and Zoom – the last of which has been dealing with security scandals while also experiencing <a href="https://www.nepalitimes.com/opinion/home-work-during-the-lockdown/" target="_blank" rel="noopener noreferrer">monumental growth in usage during the pandemic</a>. If you wish to truly make the switch, consider less popular but extremely privacy-conscious video calling platforms such as <a href="https://www.linphone.org" target="_blank" rel="noopener noreferrer">Linphone</a>, <a href="https://meet.jit.si" target="_blank" rel="noopener noreferrer">JitsiMeet</a> and <a href="https://www.mumble.info" target="_blank" rel="noopener noreferrer">Mumble</a>.PRACTICE SAFER BROWSINGChrome, Safari or Firefox store cookies to track you, so it is important to clear temporary data frequently and use Incognito mode when necessary. <a href="https://duckduckgo.com" target="_blank" rel="noopener noreferrer">DuckDuckGo</a>, a privacy-conscious browser, recently hit 100 million searches in a single day, ranking #2 in the USA, only behind Google, beating both Bing and Yahoo.DuckDuckGo’s primary advantage is its privacy features which allow users to search without personal information being collected and sold to advertisers. <a href="https://www.startpage.com" target="_blank" rel="noopener noreferrer">StartPage.com</a> gives Google results while protecting anonymity, and <a href="https://searx.me" target="_blank" rel="noopener noreferrer">Searx.me</a> is a fully open-source ‘privacy-respecting metasearch engine’ that is quickly becoming a favourite within the security community.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3419c7e80680e08f95ajpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>PROTECT YOUR PHONEEvery morning, most of us reach out for our smartphones before we even step out of bed. The smartphone is a device physically closest to us, which is why we need to keep it under strict control. Phones come with powerful sensors and data trackers that are constantly turned on, making it easy to extract data that can be shared with other tech companies.Disable Analytics and go into App Settings to ensure that each app only gets permission for what they really need to perform well. If data is not stored locally, you risk sharing all your personal information with third parties. Privacy is power

All photos: Rajani Maharjan</figcaption></figure>For decades, Dhanamaya Singh concluded each day at Aakash Bhairab Temple in Indrachok in Kathmandu’s historic heart, to sing bhajan hymns.As an unmarried elder, these evening prayers were her way of engaging with her community and were the centre of her social and ritual life. But, at the end of March, with the first government-mandated lockdown to prevent the spread of Covid-19, her daily practice was stopped abruptly. Dhanamaya has not seen a single one of her relatives since the lockdown began, and even after it was lifted has to be careful. While she previously visited them frequently for feasts and rituals days, her family is strictly adhering to social distancing practices, so she now spends most of her time alone at home. She says the isolation, though protective of her physical health, has been detrimental to her mental wellbeing.  <a href="https://www.nami.org/Blogs/NAMI-Blog/December-2016/The-Mental-Health-Benefits-of-Religion-Spiritual" data-saferedirecturl="https://www.google.com/url?q=https://www.nami.org/Blogs/NAMI-Blog/December-2016/The-Mental-Health-Benefits-of-Religion-Spiritual&amp;source=gmail&amp;ust=1605372826448000&amp;usg=AFQjCNGy1PM7H-LAzL9nOponn9G9rrlPhg">Numerous studies</a> have shown the connection between religious practice and mental health benefits. The system of beliefs, the structure, and the sense of community inherent in most religions have a largely positive impact on mental wellbeing. Regardless of the belief system, including Hinduism, Christianity, Islam, all involve rituals that help people cope with difficult life events such as the death of a loved one, lessons that arise from challenging situations, as well as regularity and predictability, all of which are highly beneficial during the uncertainty of a pandemic. Additionally, religion and spirituality create a group of people who connect over shared beliefs. The benefits of feeling a sense of belonging, a place for trusting public engagement, and social connection have been shown to reduce anxiety, depression, and other forms of mental distress. <figure><img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be10f9c7e80680e083e29jpeg.jpg" alt=""><figcaption> </figcaption></figure>While the Covid-19 pandemic has affected all aspects of religious practice in Nepal, most people, regardless of their age, gender, or social position, say that it is the change in community engagement that has had the most significant impact on their lives. While many report that they are visiting temples less frequently and have reduced the scale of their rituals, people say they are still finding a way to worship and to regain the sense of community that their typical religious practice brings. To do so, more and more residents of Kathmandu are turning to technology, some for the very first time. But can tools like Facebook, messenger apps, and even virtual reality really replace the real experience?Dhanamaya’s struggle with loneliness and the way in which the Covid-19 pandemic has impacted her mental health is not uncommon in Kathmandu Valley, across Nepal, or around the world. Since the first case of Covid-19 was <a href="https://www.thelancet.com/journals/laninf/article/PIIS1473-3099(20)30067-0/fulltext" data-saferedirecturl="https://www.google.com/url?q=https://www.thelancet.com/journals/laninf/article/PIIS1473-3099(20)30067-0/fulltext&amp;source=gmail&amp;ust=1605372826448000&amp;usg=AFQjCNGg55WQDhgR0lx9yQqWW4gYDhRhRg">recorded in Nepal</a> on 23 January, the valley has been in and out of lockdowns with varying degrees of restrictions.Although restaurants and public offices have been allowed to reopen periodically, most of the city’s temples, particularly the major ones that draw the largest crowds, have remained shuttered for over seven months.Almost every country in the world has grappled with how to manage the disease burden without causing devastating impacts to the economy, and Nepal is no different in the way it has been forced to bear this struggle. However, because Nepal’s healthcare capacity is already limited, the government of Nepal instituted even more stringent lockdown actions, particularly in Kathmandu Valley, than have been seen in many other countries, including measures such as even/odd days for vehicles, grounding domestic flights, and the complete and long-term closure of businesses. The impacts of these extend far beyond purely the economic.      For example, when Maya Dangol’s mother died a couple of months ago, she and her family struggled to conduct the death rituals due to the lockdown measures. Market closures, supply shortages, and the even/odd license plate restrictions on vehicles posed a challenge when trying to obtain all the necessary material to conduct the funeral rituals. She says her family visited the temples at four in the morning to burn wick lamps in their mother’s name to enable them to return home by six to avoid vehicle restrictions and contact with other people. <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be1119c7e80680e083e2ajpeg.jpg" alt=""><figcaption> </figcaption></figure>Despite these limitations, coronavirus cases continue to increase daily and hospitals in Kathmandu are reaching capacity, some having to turn away even serious cases due to a lack of beds and other resources. The total confirmed cases in Nepal surpassed 200,000 this week, with nearly half of them just in Kathmandu Valley. The total deaths crossed 1,202 on 13 November, with 456 of them in Kathmandu. For the past weeks, the Valley is recording an average of 60% of the daily cases detected nationwide.Public health experts say the government has failed to effectively respond to the pandemic because there was little planning or work to improve healthcare facilities before they became overwhelmed. Now some, especially underprivileged families, feel they have few options if they contract the virus. There is also concern about how the government’s response to the pandemic has impacted the way religious and cultural events have been carried out. Dhiraj, a Newa environmental scientist is worried about the impact of the lockdown on some of the major festivals and rituals, including Rato Machindranath and Bisket Jatra. “The government has prevented these festivals from taking place, but other functions are allowed to continue. Major temples like Pashupati, have been closed since the beginning of the lockdown period, while other activities remain open, like markets and shops,” he explained.“Previously, the Newa community of Kathmandu Valley was especially strong in its religious beliefs, these days this is breaking down. For the first time in a very long time, people are not observing the rituals,” said Dhiraj, adding that this was partly due to fears about disease transmission, but also partially due to government regulation.  While most of the major religious events have been canceled or carried out with highly reduced numbers, residents of Kathmandu and people across Nepal have found ways to adapt and maintain spiritual and social connections despite the difficulty the pandemic poses. Dhanamaya, the bhajan singer, exemplifies this. Although she could no longer play bhajan at the temple, Dhanamaya realised she had another outlet to share her songs and worship with the community: through social media platforms such as Facebook. It was difficult for her to embrace the technology at first, she admits, and she needed help from her young nieces and nephews to navigate the platform. But Dhanamaya says: “Now, when I have leisure time, I get dressed up as if I am going out. I then position my mobile to record myself singing and if the video is nice, I post it.” When her friends and family give positive feedback, she feels less disconnected, and inspired to continue learning and sharing.  <figure><img width="600" height="872" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be1139c7e80680e083e2bjpeg.jpg" alt=""><figcaption> </figcaption></figure>Similarly, Gyani Maharjan says she spends a most of her days on video calls and other social media platforms. Because she has high blood pressure and is therefore at a greater risk for a more serious infection if she contracts the virus, she too is limiting physical contact with others, including family. To stay healthy physically as well as mentally, she participates in a yoga class through a messenger application on her mobile. Like Dhanamaya, she says this has helped her regain a sense of community when she would otherwise be almost completely isolated. Gyani and her nine siblings changed the way they celebrated the festival season this year, but she says, this did not make them feel any less connected as a family. During recent festivals, each sibling would participate in group video calls where they would show what they had prepared for that particular day and joke with each other and laugh. Gyani said she feels less anxious and stressed when she gets to connect using these platforms and watch videos of her grandchildren. In <a href="https://restofworld.org/2020/hey-bhagwan/" data-saferedirecturl="https://www.google.com/url?q=https://restofworld.org/2020/hey-bhagwan/&amp;source=gmail&amp;ust=1605372826448000&amp;usg=AFQjCNE_XGUoyhE7Wod0TspJ2h-j-QFa-Q">India</a>, virtual reality (VR) platforms are being marketed as a way to enable people to do darshan even when they cannot physically get to the temples. This began even before the beginning of the pandemic for people who have moved out of their home state or to a foreign country, because they are elderly or ill, and for those who the major traffic jams of the Indian metropolises prevented them from visiting the temples regularly. Smartphone application downloads for VR temple experiences have increased exponentially since temples were closed in response to the spread of Covid-19. VR apps enable priests to continue to perform the rituals and maintain their livelihoods while devotees can continue to engage, though from afar.Likewise, many Americans have adopted the habit of attending virtual church from their laptops every Sunday. Even after the virus is managed and in-person worship can resume, many churches report that they will continue live streaming weekly services to accommodate those who are unable to attend the service or who prefer to worship from home.However, not everyone has embraced these changing forms of worshiping and socialising though. Baburaja Bajracharya, a priest, says he has heard that some of the Brahmin priests  are instructing people to perform puja through video calls, however, he and other Newa priests that he knows have not adopted this practice. For Baburaja and many others who are hesitant to involve technology in religious practice or who reject it outright, the experience and perceived benefits of being at a temple or in the presence of a priest during puja cannot be replicated virtually. Therefore, the benefits of this technology are largely dependent on the way they are integrated into daily lives.However, during a pandemic, many feel as though there are few other options for socialisation other than to engage on virtual platforms. This suggests that for some, the perceived benefits may end up being short-lived or unsustainable if social distancing remains necessary far into the future.  For some, though, the use of technology to conduct and share ritual, religious, and community experiences has been essential. Alok Siddhi Tuladhar, a cultural activist, says his birthday would have been a lonely and isolating day for both him and his parents if not for platforms that enable virtual connection. Because he tested Covid-19 positive, though asymptomatic, he chose to celebrate his birthday at home with only his wife and son. His elderly parents watched his wife perform the birthday puja from their house across the city over video chat. Tuladhar says he thinks “technology helped us to fill the gap that comes with social distancing when we are unable to visit each other physically.”  Although technology has helped fill that gap for some, its impact in a post-pandemic world is yet to be seen. Rajani Maharjan is an environmental anthropologist affiliated with the Small Earth Nepal (SEN), an environmental research group.Madison Wrobley is a 2019-2020 Fulbright-National Geographic Storytelling Fellow who studies water insecurity, primarily in Kathmandu Valley, and is now based in Colorado.

Both of them are back in their villages in Nepal now, and attribute the early repatriation to their online outreach that drew them widespread attention.+ The Nepal Embassy in Malaysia holds <a href="2)%09https:/www.nepalitimes.com/here-now/preparing-for-nepals-returnees/">weekly Facebook sessions</a> with updates and answers to questions which are viewed by hundreds of thousands of Nepali migrants in the country.+When a video of a <a href="3)%09https:/www.nepalitimes.com/latest/nepali-guard-beaten-in-malaysia-goes-viral/">Nepali security guard getting beaten up mercilessly</a> by his supervisor in Malaysia went viral earlier this month, it drew attention of the Malaysian authorities, even though similar cases happen on a daily basis and go unnoticed.+ Soon <a href="4)%09https:/www.nepalitimes.com/latest/nepalis-caught-up-in-beirut-blast-recount-horror/">after the explosion in Beirut, Nepalis based in Lebanon</a> were quick to inform their families and each other about their safety via social media.These are just a few of recent examples where social media has played a key role in spotlighting stories of Nepali migrant communities and their families cope with this unprecedented global crisis. On the one hand, the pandemic demands isolation but on the other the Internet offers connectedness across borders.“It barely feels like we are abroad these days because we are in such close contact with frequent real-time updates,” says Yubraj, who is working in Qatar and the son of Kuma Bahadur, a 60-year-old returnee who had himself worked in Saudi Arabia in the 1990s.Yubaraj recalls growing up and writing letters to his father in longhand and mailing it by post. It would sometimes take months to get a reply.  <figure><img width="200" height="269" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914118/636ba6609c7e80680e073718jpeg.jpg" alt=""><figcaption> </figcaption></figure><figure><img width="606" height="870" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914118/636ba6619c7e80680e073719jpeg.jpg" alt=""><figcaption> </figcaption></figure>“My father tried to write at least once a month. I remember he used to be very curious about tiny  details about the condition of our farm and the livestock,” Yubaraj says. “He did not share much about his life in Saudi Arabia.”Perhaps Yubaraj’s father had nothing to say about Saudi Arabia because he never got to see much of the country. He was brought straight from the airport to the majara farm where he worked, and after a few years he was taken right back to the airport to fly back to Nepal.Yubaraj’s letters to his father were mainly messages from his younger siblings, trivia from the neighbourhood, whose water buffalo gave birth, the harvest, and updates about his studies.“There wasn’t anything new or exciting to share about our lives, and the letters were more to keep him connected to home, and to let him know we missed him,” adds Yubaraj, who went to the local post office every two weeks to see if there was a letter from his father. He used to get anxious if there was no letter for over a month.Three years after Kum Bahadur left for Saudi Arabia in the 1990s, the village got its first landline phone. One day the didi from the shop rushed to Yubaraj’s house to say there was a call. My grand-aunt spoke to my father first and broke down when she heard his voice for the first time in years.“It was an emotional moment,” Yubraj says, adding that the calls were expensive. “Phone calls were short and rare, it was just to hear each others’ voices. The details were in our letters.”Years later, in 2007, it was Yubraj’s turn to seek his fortune in Qatar. By this time, there was already a landline in his house, but calls were still expensive. So, he still wrote letters to his father, but this time their roles were reversed – his father was in Nepal and he was abroad.“I still remember the first letter I wrote to my family from Qatar,” remembers Yubraj. “I told them about my struggles in the desert heat and the stark contrast with the cool air of Lamjung. I also described to them showers did not help cool off because the water was warm no matter which knob I used.”He tried to sound positive in his letters, just like his father, so his family would not worry too much. But he also wrote to them that he could have achieved more in Nepal itself, had he been willing to work as hard as he did in Qatar. One day, Yubaraj saw his manager get a new Nokia 6300, but it took him two years to be able to save enough to afford one so he could stay in touch with his family.   <figure><img width="640" height="480" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914118/636ba6639c7e80680e07371ajpeg.jpg" alt=""><figcaption> </figcaption></figure>Kum Bahadur used to farm in a majara in Saudi Arabia, growing watermelon and camel fodder. He had never understood what a majara was until he visited Nepalis toiling in a farm in the desert.He says: “It brought tears to my eyes, thinking about how hard my father had to struggle in Saudi Arabia. We have it much easier now. At least we are in close touch.”***In his 24 years in Qatar, Kareem Bakhsh Miya has seen how advances in communication technology have changed the way migrant workers communicate with families back home.“We used to send letters or cassettes with 60 minute voice recordings to our family members,” he recalls. “I even had pen-friends all over Nepal to whom I wrote frequently. I spent a lot on postage because my letters were so heavy. As a loyal customer, the post office rewarded my family so they were able to send six months of letters for free.” <figure><img width="640" height="492" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914118/636ba6659c7e80680e07371bjpeg.jpg" alt=""><figcaption> </figcaption></figure>Phone calls were not that frequent, and the closest shop with a landline was 22km from his house in Tanahun. Miya’s family had to be notified by the shopkeeper via messengers, including drivers of mini-buses or shoppers, about the day and time when they had to come to the shop for the next call.“The calls were very expensive, and I had to make chit-chat with the shopkeeper to return the favour,” says Miya, adding that a call usually meant there was some kind of emergency. Finally, Miya was able to send home a mobile phone in 2007, after which they could call more often.“Look how times have changed,” he says, “it is more expensive to send letters now than to make video calls.”*** <figure><img width="640" height="480" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914118/636ba6689c7e80680e07371cjpeg.jpg" alt=""><figcaption> </figcaption></figure>Tilu Sharma, who also spent 16 years in Qatar used to send detailed instructions to his family about how to call someone from his labour camp who had a mobile.“We dreaded calls. For me and other Nepalis in the camp, we knew that if there was a call from home, it usually meant bad news.” <figure><img width="610" height="368" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914118/636ba66a9c7e80680e07371djpeg.jpg" alt=""><figcaption> </figcaption></figure>Tilu did not write too many letters home, but when he did, he made sure he sent regards and remembrances to  everyone in the community, without leaving anyone out. He also knew that the letter would be read and re-read aloud many times, so it was a public document and had to be simple and legible.“You didn’t just write to your parents and siblings, the letter had to include your neighbors and extended family out of respect,” recalls Tilu, who used to send letters with other Nepalis going home.*** <img width="593" height="1024" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914118/636ba66c9c7e80680e07371ejpeg.jpg" alt="">Om Thapa was in the UAE from 2001-2005 and Saudi Arabia from 2007-2016 and received the first photos of his newborn daughter by mail in the UAE. “I only got to see her for the first time when she was three. I missed a lot of her early years growing up,” says Om.Om still remembers the rush of excitement when a colleague used to walk in with a pile of envelopes, and call out the names of recipients. “There is nothing like the depth of words and emotion exchanged via letters with my wife in those days, they felt like actual conversations,” he remembers.When his second child was born, Om was working in Saudi Arabia. He remembers how the Kuala Lumpur neighbourhood of Kotaraya evolved to be ‘Little Nepal’ because Nepalis hung out there on their days off to meet in Nepali restaurants.  “Before Facebook and phones, this is where we came hoping to meet friends and exchange news from home. We received or sent letters home through acquaintances. It was also a spot to find out if there are newcomers from our villages which was always very exciting,” Bishnu remembers. “Now we have all the news from home and information about Nepal through social media.”But Bishnu misses the old days: “There was beauty in the simplicity and longing in receiving hand-written letters, meeting someone unexpectedly from your village, or the monthly phone calls that we eagerly waited for.”

From letters to landlines, phones to Facebook

The couple talked regularly over the internet, exchanging sexually suggestive messages and intimate pictures. Rama was blindsided when she found out months later that those pictures and conversations had been sent to her relatives’ phones from fake accounts on <a href="https://www.nepalitimes.com/banner/facebook-nation/" target="_blank" rel="noopener">Facebook</a> and as links to pornographic websites.Asmita, a 12-grader from Lalitpur, had been talking to Facebook user Sanjiv. The two had never met face to face. At Sanjiv’s request, she had sent him a nude picture of herself, but one picture did not suffice. He began blackmailing Asmita for videos, threatening to leak her picture unless she complied. Her picture ended up on porn sites, which put her under extreme mental stress.Thirteen-year-old Rabina from Dhankuta was sent a nude picture with her face morphed onto it by someone she had been talking to on Facebook. She was then coerced into sending back similar pictures of herself. She was asked also to show her genitals to the camera. Later, she was told that nude pictures of her would be made public if she did not pay $5,000.All four women went to the Nepal Police, who tracked down Raju’s address in Sydney, and in Asmita's, Rabina’s and Rekha's cases traced the Internet Protocol (IP) addresses of the offending Facebook users to Bangladesh, India and Canada respectively. In all four cases the police contacted law enforcement and perpetrators, but failed to get a response. The suspects were never caught.<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/swipe-right-for-extortion-online-safety,4133" target="_blank" rel="noopener">Extortion,</a> blackmail and illegal sharing of private images and videos on social media as well as the sale of such visual content to porn sites have become more prevalent as the number of Facebook users in Nepal approaches 9 million. The lack of media literacy in the population means most young people are unfamiliar with privacy settings, and naive about sharing personal images. This leaves them vulnerable to sexual predators not just from their immediate environments but from all over the world.Experts say Nepal’s cybersecurity policies and laws like the <a href="http://archive.nepalitimes.com/blogs/thebrief/page/99/" target="_blank" rel="noopener">Electronic Transaction Act 2007</a> are not applicable in the context of cyberspace at present. However, Rishiram Tiwari, joint secretary at the Ministry of Information, claims that the draft Information and Technology Bill addresses cyber-related concerns that the Electronic Transaction Act failed to.For its part, the National Cyber Security Policy 2007 does not clearly define laws or have set guidelines for investigating transnational crimes. According to the Metropolitan Crime Division, almost 20% of cybercrime complaints are transnational, and countries like Nepal are hotbeds for extortion, blackmail and breach of privacy.“Social Media Operators and Internet Service Providers who are not based in Nepal are not legally obliged to provide the police with any information,’’ says cyberlaw expert Baburam Aryal. “Because the authorities cannot access important details about the crime, they cannot build an ironclad case.”Police spokesperson DIG Sailesh Thapa Chhetri points out the difficulty of investigating cybercrimes that occur beyond our borders: “The challenge is that we have not been able to coordinate with Interpol due to time constraints and lack of personnel.”Through such coordination, parties involved in transnational crimes are usually brought under investigation through an international letter of request. But the success of this exercise depends on the diplomatic relationship between countries involved. It is possible to seek the extradition of criminals who operate across borders, but this requires bilateral extradition agreements.Advocate Aryal says developed countries use international diplomatic networks to address cross-border cybercrime. In response to the transnational nature of crimes involving cyberspace, the Council of Europe agreed on the Budapest Convention in 2001. The treaty aims to combat cyber-related crime through cooperation while recognising the different legal and technological landscapes across countries. The treaty has been ratified by 64 countries, but Japan and Sri Lanka are the only two countries from Asia to have done so.Advocate Sanjiv Ghimire states that treaties like these will make <a href="http://archive.nepalitimes.com/news.php?id=4937#.XkUZcjIzbIU" target="_blank" rel="noopener">cyber laws</a> less complex and help the international community follow a common legal policy regarding cybercrime. He says: “It is time for Nepal to take the initiative to either make treaties like these or ratify ones that already exist to protect our citizens.”(Some names have been changed.)

Crossborder cybercrime and punishment

He was one of the main drivers of the democratisation of the UML party, always speaking out in support of human rights, press freedom and pluralism.Whether it was to oppose Maoist violence during the conflict, or its anti-democratic behaviour after 2006, Oli was the outspoken one in the party. During constitution drafting, his was the loudest voice against ethnicity-based federalism, and later against the Indian blockade. After he became prime minister, he moved  the anti-money laundering office, the Revenue Investigation Department and National Investigation Bureau under the PMO.His administration has taken one step after another to introduce bills that go against everything he has stood for: the <a href="https://www.nepalitimes.com/banner/culture-revolution/">Guthi Bill</a>, <a href="https://www.nepalitimes.com/banner/long-shadows/" target="_blank" rel="noopener">Media Council Bill</a>, <a href="https://www.nepalitimes.com/editorial/nepals-human-rights-act/">Human Rights</a> Bill, among others. But after <a href="https://www.nepalitimes.com/editorial/own-worst-enemy/" target="_blank" rel="noopener">strong protests</a> on the streets and media, the government was forced to withdraw those bills.However, the controversial <a href="https://www.nepalitimes.com/here-now/spooking-nepalis-by-snooping-on-them/" target="_blank" rel="noopener">Special Services Bill</a> will allow investigation agencies to eavesdrop on citizens and tap phones without court order. (<a href="https://www.nepalitimes.com/editorial/rule-by-law/" target="_blank" rel="noopener">See editorial</a>)  This bill is against the Constitution, and the way it has been voted on without taking into account amendments and changes suggested by stakeholders, is undemocratic as well.Both bills are delayed because the winter session itself has had to be pushed back by the deadlock over the choice of the new speaker to replace <a href="https://www.nepalitimes.com/banner/the-rise-and-fall-of-comrade-mahara/" target="_blank" rel="noopener">Krishna Bahadur Mahara</a>. Parliament is a casualty in the <a href="https://www.nepalitimes.com/here-now/which-way-nepali-politics-in-2020/" target="_blank" rel="noopener">power struggle at the top of the ruling NCP</a> between Oli and his co-chair Pushpa Kamal Dahal, which is also affecting ratification of the <a href="https://www.nepalitimes.com/editorial/a-millennium-challenge/" target="_blank" rel="noopener">Millennium Challenge Corporation</a> (MCC) project and other legislation.Oli’s attempts to ram though the laws shows that he is increasingly on the defensive, and wants to strengthen his grip on power. Asks one NCP Central Committee member: “Oli is being criticised more from within his own party more than from the opposition. So who is he trying to defend himself from?”

No freedom after expression

There is an uproar in social media and <a href="https://www.nepalitimes.com/latest/ifj-asks-nepal-to-revoke-media-gag/" target="_blank" rel="noopener">journalists have been speaking out</a>, but the government is using its numerical might in Parliament <a href="https://www.nepalitimes.com/banner/suppressed/" target="_blank" rel="noopener">to pass bills that blatantly flout</a> constitutional guarantees of basic individual freedoms.Read also: <a href="https://www.nepalitimes.com/?p=38663&amp;preview_nonce=77341ce79f&amp;preview=true" target="_blank" rel="noopener">No freedom after expression</a>, Kiran nepal2019 saw <a href="https://www.nepalitimes.com/opinion/creeping-control-over-the-press-in-nepal/" target="_blank" rel="noopener">censorship in installments</a>, and it started with a revision of <a href="https://www.nepalitimes.com/banner/strongman-rule/" target="_blank" rel="noopener">the Penal Code</a> that criminalised ridicule, satire, <a href="https://www.nepalitimes.com/from-the-nepali-press/press-freedom-must-be-defended-by-its-maximum-application/" target="_blank" rel="noopener">photoshopped images of politicians</a>, and even banned reporters publishing personal information of public figures. <a href="https://www.nepalitimes.com/latest/nepal-undermining-free-expression-hrw/" target="_blank" rel="noopener">The Media Council Bill</a>, a brainchild of Information Minister Gokul Banskota, sought to criminalise free speech on vague grounds.The latest attack is the Information Technology Bill which was passed by a Parliament committee this week, and is sure to be voted through when the winter session begins. It has hefty fines and jail terms for any content deemed ‘offensive or demeaning’ -- infringement of Clause 83 is a fine of Rs1 million and/or jail term of up to five years, and any content that violates Clause 94 (ridicule and hate speech) carries a fine of Rs1.5 million and/or 5 years in jail. 'Since the definition of defamation is so broad, this law will have a dampening effect on free expression, and foster self-censorship.'Indeed, what constitutes objectionable content is intentionally so broadly defined that anyone can be hauled in for any online post at any time. There is even a new directive against satire painted in the backs of trucks. The government has not even waited for this Act to be passed to arbitrarily put people behind bars for Facebook posts, <a href="https://www.nepalitimes.com/opinion/nepal-has-press-freedom-but-no-freedom-after-press/" target="_blank" rel="noopener">YouTube satire</a>, or beat up someone for posting a video that painted an unflattering image of the Tourism Minister.For formality’s sake, the bill was put to debate in the parliamentary committee, and the opposition Nepali Congress did push several amendments, none of which were accepted by NCP lawmakers. Now, the arithmetic of the full House means that the IT Act is sure to become law. Under the new law, internet service providers will be liable for content of users, and global platforms like Facebook, Twitter and TikTok would be required to register in Nepal.Other provisions of the IT bill would <a href="https://www.nepalitimes.com/here-now/spooking-nepalis-by-snooping-on-them/" target="_blank" rel="noopener">allow the state to snoop on anyone’s data</a>, tap phones and intercept emails. Politicians want their privacy protected from media, but do not respect the individual’s right to privacy.The ruling NCP seems to have decided that it can pressure the press by withholding advertising, making media moguls beholden to it for business, and tightening regulation.For example, the NCP-affiliated Press Organisation surprised many by being inaugurated this week at the prime minister’s residence, where journalists took oaths to follow the party line on socialism. More than 90% of Nepalis now <a href="https://www.nepalitimes.com/editorial/new-news/" target="_blank" rel="noopener">have mobile phones</a>, half of them are smart phones, and this proportion is growing. The Internet has become synonymous with Facebook as almost everyone with a smartphone has an account on that platform.Why is Nepal’s kakistocracy in such a tearing hurry to pass this bill when much more urgent legislation on federalism and other laws languish in Parliament? Journalists and citizens may not be arrested right away, but clearly the intention is detention. This is not rule of law, but a draconian rule by law.<h2>10 years ago this week</h2>Ten years ago Nepali Times marked the end of a year and a decade of war, and tried to be hopeful about the future. As feared, the 2010-2019 was a lost decade. The first (nearly) 500 issues of this newspaper coincided with a period of great transformation. Guerrillas went from the bullet to the ballot and emerged as the single largest party, and the most inclusive assembly in our country's history was elected. Nepal became a model for non-violent political change: a case study that proved revolutions don't necessarily have to be bloody. Imagine how much more progress we would have made if there had been a stable political climate and a more accountable government committed to basic needs. Rule by law

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The three realised they shared the same dream, and over the past five years have travelled across Nepal to research their menu, collecting ingredients and ideas from homestays, food carts, and nature. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Midway along the stretch of the ancient trade route between Tibet and India lies the Kel Tol neighbourhood. The name is derived from the original Koligrām, and it is believed the Koli people, who were originally from Rāmagrām in present-day southern Nepal near the Indian border, settled here. The Koli were the maternal ancestors of none other than the Buddha. Kel Tol is famous for the Buddhist monastic complex of Kanak Chaitya Mahāvihar, featuring the majestic two-tiered gilded temple of the white god Karunāmaya.&nbsp; This elaborately decorated courtyard is a bustling centre of the Vajrayāna sect of Buddhism, practised widely by the indigenous Newā people of Kathmandu Valley. Karunāmaya, also known as Ārya Avalokiteshwor, is defined in great detail in the 1st century CE Buddhist text Sadharmapundarikā where he liberates all sentient beings from suffering. He helps rid the eight external fears metaphorically equated with their equivalent internal states of mind: lions (pride), wild elephants (ignorance), fire (anger), snakes (jealousy), floods (attachment), imprisonment (miserliness), thieves (wrong views) and cannibals (doubt).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c.jpg" data-media-id="editor_0" data-image-id="20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c" data-rendition-name="original" width="1338" height="2000" loading="lazy" alt="Seto Machhindranath"> </figure>  In the Pancha Rakshyā Sutra, a Buddhist scripture from 200 CE, Ārya Avalokiteshwor was counted among the eight major deities. Followers of the Brāhminical god Shiva worship Ārya Avalokiteshwor as Seto Machhindranāth. For Shaivites, Machhindranāth is the Indian saint who founded the Nāth cult in the 10th century CE. He is the guru of saint Gorakhnāth. During the reign of Yakshya Malla (1428–1482 CE), a beautiful image of Ārya Avalokiteshwor was dug up by a farmer in present-day Jamal, which was then a cultivated area outside the city. The farmer, known as a Jamami (meaning the one from Jamal) took the image home for safekeeping. That night, Ārya Avalokiteshwor appeared in the farmer’s dream and told him that the proper place for him to reside is at the confluence of two rivers. The nearest confluence was at present-day Wongha (Indrachok) and the image was installed in the Kanak Chaitya Mahāvihar complex in Kel Tol near Wongha. This made it easier for city residents to pay homage to Ārya Avalokiteshwor and spread compassion. Soon, the deity came to be revered highly as Jamaleshwor, the one found in Jamal. Eventually, the name got corrupted, as happens often in Nepāl Bhāsā, to Janabahā Dyo. The courtyard where his temple is located is now popularly known as Janabahā.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e.jpg" data-media-id="editor_1" data-image-id="20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e" data-rendition-name="original" width="2500" height="1668" loading="lazy" alt="Seto Machhindranath"> </figure>  The gilded temple of Janabahā Dyo, first built in the early 16th century CE, is adorned with wooden and metal artefacts that symbolise 108 forms of Ārya Avalokiteshwor. It stands out as the most decorated temple of its kind in Kathmandu. Today, Janabahā is a living heritage site where many ancient customs and rituals are widely practised as per Vajrayāna Buddhist tradition. Devotees throng the Janabahā Dyo shrine for daily worship and to receive Karunāmaya’s blessings. Being the compassionate one, Ārya Avalokiteshwor goes around town every year in his tall wooden chariot to allow sick and physically disabled devotees to pay homage to him from the comfort of their homes. One could say it is a door-to-door visit by the Compassionate One.&nbsp; For the pragmatic minded, the chariot festival is an annual renewal of communal harmony, validation of our ancient mathematical supremacy and demonstration of the need to keep practical skills alive, including the craft of building earthquake resilient houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c.jpg" data-media-id="editor_2" data-image-id="20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  The Janabahā Dyo chariot is pulled from Jamal, where his image was found by the farmer, through the historic heart of Kathmandu in a gala parade every year. The procession, accompanied by folk music ensembles and revellers, starts on the eighth day of the bright half of the month of Chaitra, and lasts up to a week (ending on Saturday this year). Hundreds of devotees pull the chariot along the streets as a way of expressing their gratitude to lord Karunāmaya for blessing them with compassion and well-being. Purna Ratna Vajrāchārya is an ordained priest who belongs to the clan responsible for taking care of Janabahā Dyo. He has been studying the design and architecture of the chariot for the past 40 years, and overseeing its construction for the past 15. He has learnt that the engineering principles of building the chariot are based on the mathematical system in which Buddhism is taught. For example, 365 pieces of wood are used in the chariot, each representing a day of the year. Each of the four wheels consist of 25 pieces of wood, totalling 100, representing completeness or fulfilment. The height and length of the chariot is 32 arm’s length (hāt in Sanskrit), 14.8m. The number 32 represents the maximum number of auspicious and physical qualities one could possess to be considered an outstanding human being.&nbsp; Says Vajrācharya, “Observing how the chariot is built helps one learn the fundamental pillars of the Buddha’s teachings, and find an easier path to Nirvana.” The structural design of the nearly 15m wooden chariot is not only awe-inspiring but also gravity-defying. It leverages the pliancy of the materials used in its construction -- flexible joints tied with cane soaked in water for several days. The precise proportions of the chariot ensure great manoeuverability in the narrow streets along the route of the chariot procession that include some 90° bends, without colliding into houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_9f5c2943f5d6b3f0010d3d5213697549945e87a6f7d3d8cbadd69f0dea6c6e2c.jpg" data-media-id="editor_5" data-image-id="20240418130432_9f5c2943f5d6b3f0010d3d5213697549945e87a6f7d3d8cbadd69f0dea6c6e2c" data-rendition-name="original" width="2500" height="3750" loading="lazy" alt="Seto Machhindranath"> </figure>  Driving and steering the chariot with brute muscle power of the mirthful crowd is a seemingly impossible task. But this has been achieved year after year, despite the fact that the devotees who tug wildly at the ropes lassoed to the two front wheels, are most likely in high-spirits (pun intended). Sanjay Manandhar, a US-based technology entrepreneur, recounts how his high school physics teacher from Canada asked his students to go observe the locals build the chariots of Karunāmaya if they were interested in becoming engineers in the future.&nbsp; “That made no sense to me then, but, after all these decades, I now see clearly how the structural design of the chariot, adopted early on by our ancestors is full of earthquake-resilient properties that need to be applied in building houses in an earthquake-prone zone like Nepal,” says Manandhar. A highlight of the chariot festival is that human goddess Kumari makes an appearance at the final destination in Lagan, usually on the third day. For close to four centuries, the construction of the chariot and its operation has proven to be a phenomenal engineering feat, and the people’s faith in divinity means the tradition is alive.&nbsp; The essence of the colourful rituals and the religious beliefs of this ancient chariot festival is now all but lost. The logic, technology and practicality must be brought back to light, as they reflect the high civilisation and wisdom of our ancestors that we can leverage in modern times and into the future. &nbsp; Alok Tuladhar is a culture and heritage documentarian.

Kathmandu’s gravity-defying chariot festival

In the run-up to the third Nepal Investment Summit this weekend, there have been seminars, conferences and workshops where the discourse has revolved around the economy and the investment climate.
The consensus that Nepal needs foreign direct investments (FDI) to grow was repeated, and the familiar litany of reasons about why it has not been able to was discussed.&nbsp;
Policy advocates and regulators have understood that the lack of urgency is compounded by procedural inconsistencies, on top of the already deficient investment environment in the country.
It is a welcome change from what used to be flippantly accepting matters as given. There now seems to be a sense of urgency, with procedural inconsistencies and lack of harmonisation between various Acts and regulations openly discussed.&nbsp;
Government stakeholders also appear more willing to learn and attempt to be part of the solution. Whatever policy changes have been introduced in the past have been piecemeal and address the few rather than the entire industry. This left dual regulatory approaches aimed at similar players.&nbsp;

This time, unlike in the past two Summits, the government seems to be committed to amending 9 Acts, a positive step towards showing commitment to change. However, the deadline to do so during the winter session of Parliament is over. The option mooted has been to have it passed through ordinance, a lesser appealing step; albeit, a positive one moving forward.&nbsp;
To attract FDI in a competitive global market means that Nepal has to demonstrate that it is serious about bringing in investments with a more consultative and collaborative approach with investors. A departure from procedural to a result-oriented focus is needed.&nbsp;
To put issues in perspective, Nepal needs US$20 billion in investments to meet the UN’s Sustainable Development Goals (SDG) targets by 2030. If net-zero decarbonisation targets are to be met by 2045, another US$7 billion will be required annually.&nbsp;
Looking at our investment history and poor government capital expenditure, the gap is long and wide. In fiscal year 2022-23 Nepal booked a lamentable ~$59 million in FDI (equity). Nepal is in fact the lowest market in South Asia for FDI with 0.3% of the regional average.&nbsp;
What is it that we can do to fill the gap?&nbsp;
First, we need to move away from the notion that Nepal only needs large investments. This has proven to be a mistake, and time series data have proven that smaller investments, in aggregate, make a larger impact on economies.&nbsp;

We talk about an ‘enabling environment’ but without the right tools. We place restrictions on interest on debt ceiling (SOFR +5.5), without risk premium adjustments, we do not have an active secondary market for bond trading, nor do we have a yield curve, an integral part of the bond market, which is inhibiting us from tapping into the trillion dollar green bond market.&nbsp;
In order to attract green financing, Nepal needs to develop its bond market. Sovereign risk rating has been mooted and was expected to be operationalised before the Investment Summit.&nbsp;
However, to be rated in an adverse economic environment could further deteriorate investment potential due to a lesser-than-expected rating.&nbsp;
Hedging is another instrument that needs further research on. A commercial bank last year showcased the first risk-hedging mechanism for an investment of $8 million. This can be the beginning to expand on its modality. &nbsp;
Subordinated debt instruments have been introduced, but on a special nod basis, this now needs to be institutionalised as it is the most applicable form of investment after equity in a market that has volatile forex reserves.&nbsp;

Viability Gap Funding has been introduced by multilateral development agencies implemented in solar installations. It is a tool to incentivise the private sector to invest in projects that are not financially lucrative initially, but have potential for profitability in the long run. This needs to be scaled up and replicated in sectors like infrastructure, where returns may not be immediate.
Moving forward, to attract FDI, Nepal needs to tap into the funds that are available for the growth of small and medium enterprises (SMEs) and climate change. Alternative investments such as Private Equity Venture Capital (PEVC) have been around in a structured manner in Nepal for nearly a decade now.
These funds have blended finance components and have attracted climate funding as well. PEVC is a new asset class and can address the issues of penetrating into SME financing by incorporating environment, social and governance issues into their investment process.&nbsp;
SMEs are the backbone of any economy, PEVC comes with the ability not only to scale up the enterprise with risk capital, but with the ability to bring technical knowhow to enhance not only the enterprise but also the entrepreneur.&nbsp;

A differentiator from all other forms of financing available till date in Nepal. Blended finance is a way of de-risking investments, especially in frontier markets. Business Oxygen (BO2) is an example of blended finance with subordinated debt investments of IFC (World Bank Group) taking the lead and Climate Investment Funds along with FCDO as co-investors.&nbsp;
On a larger scale, the 216MW Upper Trisuli 1 is another example of blended finance with IFC, a Korean consortium and local investments. So far, we see that development finance Institutions have been taking the lead in Nepal as their risk appetite is greater than commercial investors and they are eager to help develop the financial markets.&nbsp;
In order to be sustainable, we need to step on this and attract commercial capital from all over the world. To do this there has to be political will to make that pivot.&nbsp;
Instead of being a means to an end, the two previous Investment Summits turned out to be intermittent and cosmetic, providing hardly any results. The third one’s success will depend on how the event will be implemented as a platform for continuous marketing for the country and facilitation for investors in future.&nbsp;
Nepal has outdone many countries in its macro-economic indicators, with sound forex reserves and a stellar history of debt payments to its creditors. This story needs to be propagated along with the drive for change to attract potential investors.
