Kathmandu's Water Day

Though it took months for the root of the illness to be identified, the virus was carried by human hosts in a highly interconnected globalised world.What would start as fever, chills, and flu-like symptoms began to lead to more severe cases of cardiac injury, respiratory failure and death. Those with pre-existing health conditions and the elderly were particularly vulnerable.The pandemic hotspots shifted from China to northern Italy, New York, then it was Brazil and the second wave that is ravaging India and Nepal. People were locked in at home for months to stop the spread, and it came at an additional cost – the rise of a mental health crisis globally.The Covid-19 pandemic has affected everyone and every aspect of our lives. The lockdowns may have helped contain the virus, but it <a href="https://www.nepalitimes.com/latest/nepal-prepares-for-economic-fallout-of-pandemic/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-prepares-for-economic-fallout-of-pandemic/&amp;source=gmail&amp;ust=1623901287419000&amp;usg=AFQjCNFNmR9X3YmCrQqNw1FBAGmfiCln2w">destabilised economies</a>, businesses went bankrupt, people lost jobs, again exacerbating the impact on mental health in societies.The coronavirus emerged because of the over-<a href="https://www.nepalitimes.com/here-now/the-nature-of-pandemics/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/the-nature-of-pandemics/&amp;source=gmail&amp;ust=1623901287419000&amp;usg=AFQjCNFdtI-md82Syn9kPX3XvQxEsytPFg">exploitation of nature</a> by a globalised mass consumption society. But the pandemic it unleashed has allowed us to think about that, and also allowed <a href="https://www.nepalitimes.com/here-now/coronavirus-shutdown-gives-nepals-nature-a-respite/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/coronavirus-shutdown-gives-nepals-nature-a-respite/&amp;source=gmail&amp;ust=1623901287419000&amp;usg=AFQjCNGjFSVplTP8JEJIO5Z3tiqLfAmkRw">nature to begin to restore itself</a>.Studies have shown that lockdowns in response to the pandemic have significantly improved the air quality in many big cities due to the shutting down of industries and fewer vehicles on the roads. From Kathmandu, the Himalaya suddenly came into view.The restrictions and lockdowns led to a decrease in economic activity, resulting in <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/&amp;source=gmail&amp;ust=1623901287419000&amp;usg=AFQjCNEYWiOv5AGc2wmkU8qJ7ukoSO2t4w">reduced air pollution</a> and emission of greenhouse gases. Ironically, while the virus was attacking the respiratory system, countermeasures taken against its spread were also <a href="https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/&amp;source=gmail&amp;ust=1623901287419000&amp;usg=AFQjCNGpVy3V8L2xvmfYCZEjNngNVn1DWg">making it easier to breathe. </a>The ban on international travel also helped reduce the emission of greenhouse gases, dramatically demonstrating the path to reducing the impact of the climate crisis: the need to cap carbon dioxide emissions.The <a href="https://www.nepalitimes.com/here-now/the-carbon-footprint-of-nepals-tourism/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/the-carbon-footprint-of-nepals-tourism/&amp;source=gmail&amp;ust=1623901287419000&amp;usg=AFQjCNHf6W5H1b9EDeZu8Y_x1BnST3siyw">collapse of tourism</a> affected the economies of countries like Nepal, but it has allowed nature to regenerate. There is less waste along the trekking trails, less garbage.Across the world, people are consuming much less than they used to. It is hard to say if this frugality will persist in the post-pandemic era, but it has set a precedent. Many of us are focusing more on our health, and have adopted better eating habits.For nearly two months now, there is also less noise pollution. Kathmandu’s streets are silent, no roar of trucks, no honking, no construction work, and few jets overhead. Persistent ambient clamour is known to affect our physiological and physical health. With less unwanted noise, the soothing sounds of nature are more audible with bird song, frogs in ponds, and even the rustle of leaves on trees. The sound of silence, and comforting natural sounds carry many mental health benefits.Cities attract people because of economic opportunities and their cosmopolitanism. The absence of people in these urban centres during the pandemic have allowed them to restore themselves organically – showing us that we have to <a href="https://www.nepalitimes.com/banner/pandemic-is-a-chance-to-rethink-development/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/pandemic-is-a-chance-to-rethink-development/&amp;source=gmail&amp;ust=1623901287419000&amp;usg=AFQjCNG6oAiPAlgzK0NmSxSIbDU0MyC4OA">tread more lightly on the environment</a>. For once, the focus has shifted from people to nature so that it has a chance to recover from years of abuse.All of this has come at a great price, no doubt, but Covid-19 has also shown us what we need to do for a sustainable lifestyle to reduce anthropogenic carbon and the burden on nature. If we focus away from the negative impact the pandemic has had on us, and redirect it to the nature around us, we see many positive outcomes that also have beneficial effects on our own lives.We have started focusing more on relationships because earlier most of us were too busy to find the time to do so. We have begun communicating more with family and friends. The pandemic also offers us a chance to rethink our lives, and our purpose.We have started consuming less because we realised that we do not need as much as we thought. There have been significant changes in consumer behaviour that have been good for the planet just because we use, and waste, less.The world is recovering from years of damage that we were so disrespectfully placing on the planet’s resources. In Nepal, we have seen signs of the ecosystem starting to rebalance itself. The question is whether government policies will reflect this in the coming years.It is terrible what Covid-19 has done to the world, but it has also shown us how to <a href="https://www.nepalitimes.com/banner/build-back-greener/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/build-back-greener/&amp;source=gmail&amp;ust=1623901287419000&amp;usg=AFQjCNExv5VA-LyNgHQNsiZOMwoP0Jsqgg">improve the planet’s health</a>, and with it, the human condition. We desperately want to get back to our everyday lives, but being isolated has reminded us that even if we go back to the way we lived, we have to be mindful of our impact on the planet.We can rebuild the economy, but the damage humans are inflicting on nature is irreversible. It will allow further plunder of the fragile Chure Hills for quarrying to reduce the $10 billion trade deficit with India.This tendency has seeped down to local governments which are building poorly-designed roads, view towers and concrete monuments at breakneck speed.New highways, irrigation canals, transmission lines and now new rail tracks are <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener noreferrer">slicing through national parks</a>.The most serious destruction is of the last tract of native forests in the eastern Tarai for the construction of the <a href="https://www.nepalitimes.com/banner/nepal-must-save-nijgad-forest-to-receive-climate-funds/" target="_blank" rel="noopener noreferrer">mammoth Nijgad project</a> for which Paudel set allocated money for infrastructure, international investor selection, land acquisition and site clearing.On the occasion of World Environment Day on 5 June, nine of Nepal’s development partners <a href="https://www.nepalitimes.com/latest/importance-of-ecosystems-for-people-and-the-planet/" target="_blank" rel="noopener noreferrer">issued a statement cautioning the government</a> about the project.‘It is important to ensure that decisions ... for large projects such as Nijgad Airport, are based on sound economic, financial, climate, environmental and social impact analyses in line with Nepal’s established economic, environmental and social regulations, as well as climate and other commitments,’ the statement reads.It is signed by the embassies of Australia, Britain, EU, Finland, France, Germany in Nepal as well as the Kathmandu offices of the Asian Development Bank, United Nations and World Bank in Nepal.With the monsoon approaching, there is the threat of a repeat of last year’s deadly flash floods and landslides triggered by haphazard construction of roads and embankments. These are not ‘natural disasters’ but the result of <a href="https://www.nepalitimes.com/here-now/dont-just-blame-god-for-floods-and-landslides/" target="_blank" rel="noopener noreferrer">bad engineering and unsustainable exploitation of nature</a>.“Covering everything with concrete is not development, and our development model is suicidal, the coronavirus pandemic is just the latest example of this,” explains naturalist Tirtha Bahadur Shrestha. “Even urban life needs to be integrated with natural elements like water bodies, trees, groundwater recharge.”Conservation need not be anti-development. Green policies actually boost the economy: in Nepal protecting charismatic big mammals promoted ecotourism and created jobs, <a href="https://www.nepalitimes.com/banner/tree-mendous/" target="_blank" rel="noopener noreferrer">community forests</a> yielded ecosystem services by augmenting ground water recharge, a shift to renewable energy can reduce petroleum import.Switching to <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">electric public transport and battery vehicles</a> to reduce the petroleum import bill by just 10% would save Nepal Rs21 billion a year – besides promoting domestic clean energy from hydropower, and improving air quality.“We need to link conservation with economy to drive the change, nature-friendly policies and conservation education must be at the forefront,” adds Shrestha.Yet, Nepal’s current economic model threatens the conservation successes that have earned the country international praise. By allowing logging in community forests, building dams in national parks, clearing vast tracts of forests to build <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank" rel="noopener noreferrer">Nijgad airport</a>, and destroying rivers through sand mining will undo decades of achievement.The theme of this World Environment Day on 5 June is ‘Ecosystem Restoration’, and despite lip service Nepal’s government is too distracted by politics to act on this motto.Warns Kumar Paudel: “If we do not change our ways, many more health and environmental crises await us in the near future.”

The vultures were all lying in almost concentric circles around an animal carcass.The 69 vultures were all dead: 35 White-rumped Vultures, 31 Himalayan Griffons, two Cinereous and one Slender-billed Vulture. Of the four species, two were on the IUCN list of critically endangered birds.The death of the vultures in Nawalparasi on 20 April is a huge setback to Nepal’s successful effort to protect the birds from extinction after they started dying mysteriously in the 1990s.Nepal is <a href="https://www.nepalitimes.com/banner/nepal-is-a-model-for-vulture-conservation/" target="_blank" rel="noopener noreferrer">a role model for vulture conservation</a> internationally with local communities and nature groups here saving the birds from near extinction.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b84839c7e80680e06779bjpeg.jpg" alt="" width="900" height="490"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b84859c7e80680e06779cjpeg.jpg" alt="" width="900" height="573"><figcaption> </figcaption></figure>The White-rumped, Long-billed and Slender-billed Vultures declined by more than 99% in India and Pakistan.In Nepal, there was a 96% decline in the Slender-billed Vulture population between 1995 and 2001, and the number of White-rumped Vultures had gone down by 91%.Of the nine species of vultures found in Nepal, four are critically endangered (the Long-billed, White-rumped, Slender-billed and Golden Vultures) according to the IUCN (International Union for Conservation of Nature). The Himalayan Griffon, Hadfor and Cinereous Vultures are also on the near-endangered status.In 2003, scientists discovered that <a href="http://archive.nepalitimes.com/news.php?id=4156#.X1NJ_y0w0Wo" target="_blank" rel="noopener noreferrer">an analgesic called Diclofenac</a> used to treat sick livestock was causing the decline. The residue of the steroid in the carcasses of livestock caused kidney failure in vultures, but not other scavengers. Studies have shown that just 30ml of Diclofenac can kill as many as 800 vultures.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b84879c7e80680e06779djpeg.jpg" alt="" width="800" height="541"><figcaption> </figcaption></figure>The total number of vultures across Nepal declined from 1.6 million in the 1980s to less than 20,000 today. Moreover, only 50-75 Slender-billed Vultures are remaining in Nepal, and half the remaining 2,000 White-rumped Vultures are expected to disappear in the next ten years.In 2006, South Asian countries including Nepal <a href="http://archive.nepalitimes.com/news.php?id=10759#.YJooci2B0b1" target="_blank" rel="noopener noreferrer">banned Diclofenac</a>, and Nawalparasi district saw the opening of several ‘vulture restaurants’ that serve safe meat for vultures to feed on. Since then, Bird Conservation Nepal (BCN) has set up seven more such feeding centres in Rupandehi, Dang, Kailali, Kaski and Sunsari districts across the Tarai and foothills.The <a href="http://archive.nepalitimes.com/news.php?id=16689#.YJooay2B0b1" target="_blank" rel="noopener noreferrer">‘raptor restaurants’ are managed locally</a>, aging livestock are reared and upon their natural death the uncontaminated meat is fed to the birds. The effort saw a significant revival of the vulture population in Nepal.Investigations are continuing into the deaths of the 69 vultures last month at Palhi Multiple Campus in Ramgram Municipality of West Nawalparasi. The National Forensic Science Laboratory in Kathmandu is still trying to determine the type of poison used to kill the street dogs on which the vultures fed."Once we get the test results back from the laboratory, we will know which pesticide was used to kill the dogs and how strong it was,” says Shankar Prasad Gupta, Division Forest Officer of West Nawalparasi. “We will then proceed to stop such use in future.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b848a9c7e80680e06779ejpeg.jpg" alt="" width="1920" height="1024"><figcaption> </figcaption></figure>Nepal’s ornithologists and bird conservationists, who had worked so hard to save vultures are still in a state of shock.“It is a tremendous loss for so many of the endangered vultures to be killed in one place at one time,” says Ankit Bilas Joshi of the National Bird Conservation Association. He says that despite the Diclofenac ban, other non-steroidal drugs toxic to vultures and eagles are still being used to treat livestock.<a style="font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/news.php?id=17462#.YJoofS2B0b2" target="_blank" rel="noopener noreferrer">Vultures</a> get a bad rap, and are culturally considered repulsive for feeding on carcasses, which has added to the challenge in their conservation. But this negative perception does a disservice to their contribution to scavenging, in balancing the ecosystem and the food chain.By consuming carrion, raptors reduce the spread of disease among humans and cattle alike. When vultures nearly became extinct in the Subcontinent animal carcasses lay rotting in the fields and jungles, spreading pathogens.But the work must go on, and Nepal is developing the world’s first vulture sanctuary, stretching over 30,000sq km. Unlike other protected areas, it will not have a defined perimeter, but it will be free of Diclofenac and other chemicals.In 2008, the Nepal government also set up a vulture conservation and breeding centre in Kasara in the Chitwan National Park. A ‘Vulture Conservation Action Plan 2009-2013’ has been approved and implemented followed by a second action plan 2015-2019. Under the campaign, 74 districts (except Kathmandu, Lalitpur and Bhaktapur) have been declared Diclofenac free.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b848d9c7e80680e06779fjpeg.jpg" alt="" width="1100" height="737"><figcaption> </figcaption></figure>Collectively, these strong local and national conservation efforts had helped to improve food availability and habitat improvement leading to the vulture population either stabilising or rising in numbers. But experts say Nepal alone cannot rescue the birds from extinction.“Vultures fly long distances and because of their migratory nature, we need coordinated international conservation effort to protect these endangered species from perishing,” says ornithologist Krishna Bhusal, citing the example of a vulture with a geo-locator which last year flew from Nepal across north India to Kashmir.In the past four years, at least 31 vultures tagged with satellite tracking devices have been released to study their movements. An additional 30 wild vultures fitted with satellite trackers have been found to roam an area of 25,000 sq km in the Tarai and the foothills of the Himalaya.Vultures mate for life, they nest and rear their chicks together. However, of the nine species found in Nepal, only six build nests on trees, while the Himalayan Griffon, Hadfor and Egyptian Vultures build theirs on cliffs.

Nepal’s vultures: Between existence and extinction

Equally clear is the need for action to protect the mountains and their people from the climate crisis and support sustainable development.That is why the UK has just announced both its ambitious new climate commitments and a 10-point green growth plan, ahead of the global Climate Ambition Summit being held on Saturday, 12 December on the 5th Anniversary of the Paris declaration.We must help mountain communities cope with and recover from the Covid crisis. A prolonged monsoon has led to a poor harvest in many mountain areas this year. Health facilities are under pressure and the impacts of a cancelled climbing and trekking season have hit mountain communities the hardest.<a href="https://www.nepalitimes.com/latest/covid-climate-crises-hit-everest-region/">Covid-climate crises hit Everest region</a>, Nepali Times<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181144/636be7699c7e80680e0877fbjpeg.jpg" alt="" width="1500" height="1000">These communities were already coping with the impacts of climate change: glaciers retreating rapidly creating lakes that can flood catastrophically at any moment that will be gone by 2100 if decisive climate action is not taken now.The fragile mountain ecosystems support some of the world’s most iconic and endangered animals such as the snow leopard and the red panda, and are at risk from unsustainable development including indiscriminate road building and ecological changes. Invasive species are migrating upwards as temperatures in mountain areas increase at twice the global average.As significant as these challenges are, we must not lose sight of the climate solutions that the mountains have to offer:- Locking up carbon in mountain forests where Nepal leads the world with 45% forest cover.- Developing hydro power resources – with 190GW available from the Himalayas alone- Managing rivers to reduce floods and storing water for the dry season so that 1.6 billion people downstream from the Himalaya can reliably access water for drinking and irrigationThis is why we are working with the Climate Alliance of Himalayan Communities to take these messages to the world through events like the 5th International Sustainable Summits Conference to be held in Kathmandu in 2021.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181144/636be76d9c7e80680e0877fcjpeg.jpg" alt="" width="1500" height="1000">In addition, we need to make sure we do not miss opportunities for regional collaboration on climate issues. Our partnership with ICIMOD has helped us identify concrete ways of tackling regional climate issues such as on energy trade, water management and air pollution.The same is also true at the local level, where the UK is supporting innovations through investments of over £52.5million which will help Nepal’s local governments to adapt to climate change in the Karnali Province.The UK is also helping improve access to clean energy for mountain communities to support sustainable tourism, agricultural processing and reliable domestic use. In particular, the UK is supporting innovations that can increase investment in renewables and find new solutions – like the newly established Tourovation Hub that is developing new models for sustainable energy supply in the Himalayas.We need strong voices to take this call to tackle the climate crisis in the mountains to the world. The UK is working with the British Council to launch a campaign to support women’s leadership on climate, putting leaders who are women in the driving seat to take the call on climate action. The UK is also supporting Nepal’s Sagarmatha Dialogue. Messages from both initiatives will reach next year’s COP26 in Glasgow.Finally, as we wait to hear Nepal’s climate ambition at the Climate Ambition Summit on Saturday, we want to reconfirm the UK's commitment to supporting Nepal’s efforts to undertake a green recovery from the Covid pandemic and to take up a regional leadership role on climate action. Equally clear is the need for action to protect the mountains and their people from the climate crisis and support sustainable development.That is why the UK has just announced both its ambitious new climate commitments and a 10-point green growth plan, ahead of the global Climate Ambition Summit being held on Saturday, 12 December on the 5th Anniversary of the Paris declaration.We must help mountain communities cope with and recover from the Covid crisis. A prolonged monsoon has led to a poor harvest in many mountain areas this year. Health facilities are under pressure and the impacts of a cancelled climbing and trekking season have hit mountain communities the hardest.<a href="https://www.nepalitimes.com/latest/covid-climate-crises-hit-everest-region/">Covid-climate crises hit Everest region</a>, Nepali Times<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109191116/636bee6d4b0ad905ca02ef44jpeg.jpg" alt="" width="1500" height="1000">These communities were already coping with the impacts of climate change: glaciers retreating rapidly creating lakes that can flood catastrophically at any moment that will be gone by 2100 if decisive climate action is not taken now.The fragile mountain ecosystems support some of the world’s most iconic and endangered animals such as the snow leopard and the red panda, and are at risk from unsustainable development including indiscriminate road building and ecological changes. Invasive species are migrating upwards as temperatures in mountain areas increase at twice the global average.As significant as these challenges are, we must not lose sight of the climate solutions that the mountains have to offer:- Locking up carbon in mountain forests where Nepal leads the world with 45% forest cover.- Developing hydro power resources – with 190GW available from the Himalayas alone- Managing rivers to reduce floods and storing water for the dry season so that 1.6 billion people downstream from the Himalaya can reliably access water for drinking and irrigationThis is why we are working with the Climate Alliance of Himalayan Communities to take these messages to the world through events like the 5th International Sustainable Summits Conference to be held in Kathmandu in 2021.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109191116/636bee704b0ad905ca02ef45jpeg.jpg" alt="" width="1500" height="1000">In addition, we need to make sure we do not miss opportunities for regional collaboration on climate issues. Our partnership with ICIMOD has helped us identify concrete ways of tackling regional climate issues such as on energy trade, water management and air pollution.The same is also true at the local level, where the UK is supporting innovations through investments of over £52.5million which will help Nepal’s local governments to adapt to climate change in the Karnali Province.The UK is also helping improve access to clean energy for mountain communities to support sustainable tourism, agricultural processing and reliable domestic use. In particular, the UK is supporting innovations that can increase investment in renewables and find new solutions – like the newly established Tourovation Hub that is developing new models for sustainable energy supply in the Himalayas.We need strong voices to take this call to tackle the climate crisis in the mountains to the world. The UK is working with the British Council to launch a campaign to support women’s leadership on climate, putting leaders who are women in the driving seat to take the call on climate action. The UK is also supporting Nepal’s Sagarmatha Dialogue. Messages from both initiatives will reach next year’s COP26 in Glasgow.Finally, as we wait to hear Nepal’s climate ambition at the Climate Ambition Summit on Saturday, we want to reconfirm the UK's commitment to supporting Nepal’s efforts to undertake a green recovery from the Covid pandemic and to take up a regional leadership role on climate action. Climate change has lowered the water table and dried natural springs, the <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">snowline has receded across the Himalaya</a>, and <a href="https://www.nepalitimes.com/opinion/climate-for-change/the-great-himalayan-thaw/" target="_blank" rel="noopener">glaciers are retreating dramatically</a>.The shortage of water is already <a href="https://nepalitimes.atavist.com/high-and-dry-upper-mustang" target="_blank" rel="noopener">forcing entire villages to relocate</a>, and the situation is expected to worsen in the next few decades as the dry season flow from snow-fed rivers declines because little ice remains to melt.Nepalis have been migrating for centuries to escape <a href="https://www.nepalitimes.com/banner/nepals-great-income-divide/" target="_blank" rel="noopener">poverty</a>, indebtedness and monsoon failures. But <a href="https://nepalitimes.atavist.com/recharging-the-mountains-" target="_blank" rel="noopener">people in rural mountainous</a> and coastal areas have not been able to adapt to these changes, forcing them to move,” explained climate expert Manjeet Dhakal, who is in Madrid for the United Nations climate summit, COP25, citing the example of pastoralists relocating in Mustang district because of prolonged drought.Scientists have had to revise estimates of the rate of global warming because the impact is being felt much earlier than expected, with <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener">heat waves</a>, larger forest fires, more intense storms, unseasonal blizzards and extreme rainfall events. The past decade was the hottest ever on record, Europe saw its hottest ever June this year, sub-Saharan Africa experienced unprecedented drought, while Cyclone Fani triggered the evacuation and displacement of 3.5 million people in Bangladesh and India in May.Here in Nepal, over 80,000 people were infected with <a href="https://www.nepalitimes.com/banner/mosquitoes-move-up-mountains-as-the-earth-warms/" target="_blank" rel="noopener">dengue this monsoon</a> in an unprecedented outbreak that scientists said was exacerbated by a warming climate. Bara district recorded <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">a rare tornado</a> that killed 80 people, and razed villages. <a href="https://www.nepalitimes.com/editorial/flood-of-recrimination/">Floods in the Tarai</a> are <a href="https://www.nepalitimes.com/banner/nepal-villages-learn-to-cope-with-climate-crisis/">getting worse every year</a>.“There are many reasons for people to migrate, but the additional stress from the risks of increased floods and droughts, or changes in farming or water supply, may just push people’s decision past the tipping point,” said David Molden, director of the International Centre for Integrated Mountain Development (ICIMOD). “For others, there may be no choice but to migrate if a water source is lost, or the damage from floods or droughts is too great.”Read also: <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" target="_blank" rel="noopener">The Third Pole is warming faster than expected</a>, Kunda Dixit<a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">Terrifying assessment of a Himalayan melting</a>, Kunda Dixit Migration usually begins as a temporary response, but many people have had to relocate permanently or have been displaced. Millions of climate refugees are moving across borders. Human mobility of any kind in the face of the changing climate will have an enduring impact on societies and economies.“When some members of a family migrate, the country’s dependence on remittance will increase. When entire families migrate, the country will lose a major portion of its labour force. Eventually, dependence on remittance and a shrinking labour force will inhibit the economy,” said Dhakal.As far back as 1990, the Inter-governmental Panel on Climate Change (IPCC) warned that the single greatest impact of <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/" target="_blank" rel="noopener">climate change</a> would be on human migration. Now, experts are saying there may be 200 million climate refugees worldwide by 2050. By then, 42 million Bangladeshis and 36 million people in coastal India will have to relocate because of rising sea levels.A recent Oxfam report named climate change-fuelled disasters as the number one driver of internal displacement over the last decade, having forced more than 20 million people to leave their homes annually.Read also:<a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">Climate climax</a>, Editorial<a href="https://www.nepalitimes.com/editorial/climate-damage/" target="_blank" rel="noopener">Climate damage</a>, Editorial“If the current development pathway and governance persists, human mobility upheaval will have huge humanitarian and social costs. We in Nepal may not remain immune to this disruption even though we are landlocked,” says water expert Ajaya Dixit.Following the 2015 Paris Agreement, the executive committee of the Warsaw International Mechanism established a task force on displacement to develop recommendations to avert, minimise and address displacement due to climate change. Agencies, including the International Organisation for Migration, are building support for the second phase of the task force in <a href="https://www.nepalitimes.com/latest/clock-starts-ticking-at-cop-25/" target="_blank" rel="noopener">Madrid this week</a>.Climate migration is also being discussed in 25 panels and events at COP25. With a rising backlash against migrants and refugees worldwide, it is likely that climate change impacts will cascade, stretching institutional capacity and governance and increasing the cost of adaptation. As displaced people move onto other people’s land, political confrontation and conflict between native populations and migrants can result.Governments represented in Madrid need to devise policies not just to reduce emissions, but to deal with the political, cultural and economic fallout of climate migration.Says Dixit: “The <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">climate crisis</a> poses an existential threat. Let us hope human ingenuity and collective wisdom will prevail to begin much needed transformative action.”
