Since 2006, I have issued an annual Global Appeal to End Stigma and Discrimination against Persons Affected by Leprosy, supported by influential individuals and organisations around the world.Amid the coronavirus pandemic, which has shown how easily fear and anxiety about a disease can fuel prejudice, I believe this call to eliminate <a href="http://archive.nepalitimes.com/news.php?id=711#.YfYlNi2B3ow" target="_blank" rel="noopener noreferrer">stigma and discrimination</a> is more important than ever.Leprosy, also known as Hansen’s Disease, is a chronic infectious disease caused by the bacillus Mycobacterium leprae. It mainly affects the skin and peripheral nerves and is one of the oldest diseases in human history. Yet each year, around 200,000 new cases are reported globally.In Nepal, 2,304 new cases were reported in 2020 and it is one of 23 countries on the WHO’s priority list for leprosy. Most cases are found in Madhes Province bordering India.Today an effective treatment exists in the form of multidrug therapy (MDT) and with early detection and treatment, the disease can be cured without complications. But if treatment is delayed, <a href="http://archive.nepalitimes.com/news.php?id=39#.YfYl-S2B2b8" target="_blank" rel="noopener noreferrer">leprosy can cause progressive impairment</a> and lead to permanent disability.There are an estimated 3-4 million people living with some form of disability due to leprosy. This fact, together with deep-seated fears and misperceptions about this age-old disease, has subjected persons affected by leprosy and even their family members to severe discrimination, which continues to this day.Since becoming WHO Goodwill Ambassador for Leprosy Elimination in 2001, I have visited some 120 countries to see the situation for myself. This has led me to think of leprosy in terms of a motorcycle: the front wheel symbolises curing the disease, and the back wheel represents eliminating discrimination. Unless both wheels are turning together, we will not reach our ultimate goal of zero leprosy.As regards to the front wheel, efforts against the disease, including new case detection, have been badly disrupted by the spread of the novel coronavirus and efforts to prevent transmission. In 2020, the number of new cases reported was down to 37% year on year, according to the WHO, largely due to the impact of Covid-19.Concerning the rear wheel, I have worked hard to have leprosy recognised internationally as a human rights issue since the early 2000s, when I first approached the Office of the UN High Commissioner for Human Rights. One result has been the adoption in 2010 of a UN General Assembly on elimination of discrimination against <a href="http://archive.nepalitimes.com/news.php?id=15213#.YfYl_y2B2b8" target="_blank" rel="noopener noreferrer">persons affected by leprosy</a> and their family members.But the real measure of success will be when principles and guidelines accompanying the resolution are fully implemented. Because of the pandemic, however, awareness-raising efforts in many areas have stalled, and some people have found that Covid-19 is exacerbating the discrimination they already experience as persons affected by leprosy.This is why last August I launched a <a href="https://www.shf.or.jp/en/dont-forget-leprosy-campaign/" target="_blank" rel="noopener noreferrer">campaign called ‘Don't Forget Leprosy’</a> to ensure that leprosy and the needs of those affected by the disease are not overlooked, even amid the pandemic. The campaign stresses the importance of early detection and treatment, as well as the need to eliminate stigma and discrimination.The term 'don't forget' covers many things: that leprosy still exists, that people affected by leprosy and their families still face social prejudice, and that there are healthcare professionals doing their best in difficult circumstances to provide needed services.In Nepal, a country I have visited many times over the years, what has impressed me has been the strong cooperation I have found between the <a href="http://mohp.gov.np/eng/program/communicable-disease/leprosy-control-program" target="_blank" rel="noopener noreferrer">Ministry of Health and Population</a> and leprosy NGOs. They make the most of their respective strengths and complement each other’s efforts, and in this way have helped to advance measures against leprosy throughout the country.Working in partnership with the ministry’s leprosy control program, <a href="https://tlmnepal.org/blog/anandaban-hospital/" target="_blank" rel="noopener noreferrer">Anandaban Hospital</a> near Kathmandu, Lalgadh Leprosy Hospital &amp; Services Center in Janakpur and the Green Pastures Hospital in Pohkara provide both medical and social support. They provide treatment and rehabilitation, and assist with reintegration into the community.I would also like to give a mention to the leprosy center established in Surkhet with the support of the Sasakawa Health Foundation, operated with the dedicated effort of local people and contributing to community medical care.Nepal has also pioneered a <a href="https://www.nepalitimes.com/banner/new-treatment-offers-hope-for-nepals-leprosy-patients/" target="_blank" rel="noopener noreferrer">revolutionary treatment for leprosy wounds</a> saving money and prolonged pain for the patients. The technique called Leukocyte Platelet Rich Fibrin (LPRF) originally devised for dental surgery accelerates the healing of tissue and is now being used widely in the country to treat hard-to-heal skin lesions of diabetes and leprosy patients.Over the past 50 years we have come a long way toward our goal of a world free from leprosy and the discrimination it causes. We must not allow the progress we have made to be undone by the impact of <a href="https://www.nepalitimes.com/here-now/omnipresent-omicron-starts-to-lose-its-edge/" target="_blank" rel="noopener noreferrer">the Covid-19 pandemic</a>.Together with my annual Global Appeal and the activities that partner organisations will be carrying out for World Leprosy Day this year, I hope it will put the disease back in the spotlight and show that our work to end the medical and social problems related to leprosy is not yet done.Please add your voice to the campaign and make this a collective effort. As it is, they have very limited access to the services, education and jobs, moreover, they are also immunocompromised.”All differently-abled individuals with either their citizenship card or disability ID card are eligible for the J&amp;J vaccine. Nepal’s disabled get a shot at Covid

During late evening of the same day, some sisters from the Missionaries of Charity brought an abandoned newborn boy for treatment.The hapless infant, also with DS, was placed two beds away from ours. He did not live to see the next morning. A nurse, even while attending to my son with care, saw nothing wrong with saying that the baby was “mentally retarded”.Fast forward to early 2020. A well-established lawyer abandoned her newborn daughter, with DS, in a state-of-the-art hospital in Nepal. All counselling failed to convince a supposedly educated mind. The infant remained abandoned till a charity took her in its care.Looking after persons with disabilities involves sensitivity, hard work, some sacrifice of time and freedom, money, right education and the will to fight stigma. It is easier to abandon them instead of working to make the children self-sufficient and including them in all activities.December 3 is International Day of Persons with Disabilities, and the theme is ‘A Day for All’. Facebook and Instagram will be flooded with posts cheering the cause. And why not? It is one that calls for attention.However, when we post, do we really consider those with disabilities as an integral part of “us all”? Very few of us think of making life easier for those with special needs or disabilities, unless we know someone personally.How many of us change or adjust our daily actions in order to change ‘disability’ into ‘this ability’? Alas, only a handful of us, especially in developing countries.It is not by chance that persons with disabilities are more visible in developed countries than in developing economies. There are actually more people with disabilities in poorer parts of the world, their numbers are grossly under-reported.Disability encompasses not just those who are born with disabilities, it also includes the elderly and the injured. Yes, it can be you and me when we get injured or old. Photo: Sravasti Ghosh Dastidar</figcaption></figure>There are three main reasons why people with disabilities remain out of sight in developing countries:<ol><li>Stigma: Most physically and mentally challenged people suffer from loneliness and depression due to the stigma attached to their state. There is rampant discrimination in the way general public treats these people. Illiterate or little literate poverty-stricken parents find it difficult to understand and tend to the special needs. Often persons with disabilities are looked down on or made fun of and social acceptance becomes difficult, sometimes even for the families. Families then find it easier to hide or lock them up. There are instances of violence against them, especially against girls and women. Discrimination also surfaces in schools and workplaces where people with disabilities, of all genders, are either not understood or exploited and abused. Stigma does not stop them from getting raped. It stops them from getting social acceptance. Earning a respectable livelihood is difficult.</li> <li>Poverty and Education: Providing proper care, counselling and medical treatment, hiring trained caregivers, and even basic education is unaffordable for many parents. Although there is a legal provision for education that supports inclusive schooling, its implementation is far from satisfactory. Apart from a few schools in the cities, there are few inclusive educational institutions with trained therapists. Schools with suitable facilities are far away from villages, have limited seats, and are usually expensive. Frequently, the afflictions are identified quite late in the children’s lives. They go to regular schools where the staff and peers misunderstand them, and subject them to discrimination and ignominy. The parents then stop the children from attending school or playing with others.</li> <li>Public Infrastructure: The government’s apathy towards such persons is clearly evident in public places and transport systems that are not disabled friendly.</li></ol><ul><li>There are laws safeguarding rights of persons with disabilities, but most do not sue for their rights. Many are not even aware of their rights, and legal cases are costly and long-drawn affairs.</li> <li>Roads, footpaths and parking lots are laid out without any consideration for those with disabilities. In fact, many roads are not even motorable. Footpaths are too high or broken even for enabled people, and too congested for easy movement of those who are blind or wheelchair-bound. Ramps are almost non-existent. A self-maneuvered wheelchair will never be able to negotiate the few steep ramps that have been hastily constructed in some areas. Some shopping malls, hotels and restaurants are becoming more mindful, but there are hardly any accessible parking lots.</li> <li>Though the public transport system of buses, trains and trams have designated seats for persons with disabilities, these are often occupied by a callous public. For most persons with disabilities, boarding and alighting from these independently, is extremely difficult.</li> <li>Public toilets are strictly for the use of non-disabled adults. Few architects ever think of how children or people with disabilities will use them.</li></ul>Where we have not been able to provide basic amenities and security to persons with disabilities, how can we celebrate ‘a day for all’? They will keep being abandoned until we resolve to correct our mindset.Educate people, in general, to be more aware of and be sensitive to the difficulties of people with para-abilities. The fear of hurting sentiments by saying something wrong stops us from talking about disabilities. We need to inculcate the courage to discuss the ailments, affordable cures and therapies.It is not wrong to have a mental or physical difficulty. It is wrong to ignore, neglect and abuse the vulnerability stemming from such a difficulty. Seven years later, even the government-owned NTV broadcasts news in sign language only once a week. The other channels don’t bother.The reason given for this is the lack of sign interpreters, and for NTV the lack of the extra camera needed to include sign narration.According to Nepal's laws, sign-language interpreters should be available not just in public offices, but also for budget speeches and discussions in Parliament. Joshi's private secretary Dinesh Shrestha also worked as an interpreter. But Parliament has not employed an interpreter after that."Even though it is not possible to provide interpretation facilities everywhere, they should be available in crucial places like hospitals, schools, and police stations," says K P Adhikari, president of National Deaf Federation Nepal.The Sign Language Interpreter Association has 60 members. But many of them have since changed their profession. "Interpreters work on a project basis. After working for more than 13 years as an interpreter, she quit. "We don't get regular work, so I could not stick to this profession. I still provide the service for free if anyone needs it," she says.Dinesh Shrestha has been working as an interpreter for 12 years, but does not have a certificate to prove his skills. Some countries require interpreters to study for two years and work for a year before being certified, but here there is disagreement about who should be responsible for certification. "There are many words for which there are no signs, and that creates difficulties when presenting news on television. The wife of Nepal’s famous Panchayat-era prime minister, she was living in Bangalore in 2002 when she wandered into a class for sign language by chance.“The room was silent, but there was a lot of animated signing going on,” Giri remembers. “They were shouting, but I could not hear them.”She had found her life’s mission: advocacy of deaf rights. And recently, she has found that this passion extends to the rights of blind people as well. This has given her a unique vantage point from which she can compare the two worlds, and understand and articulate the unique needs of their inhabitants.Read also: <a href="http://archive.nepalitimes.com/news.php?id=11537#.XiliMP4zbIU" target="_blank" rel="noopener">Sarah's children</a>Giri recalls her moment of epiphany: “I realised that I had been Deaf with a capital D, or culturally deaf. I could hear very well, but I was completely deaf to the unique language of the deaf community.” Back in Nepal, she started helping the deaf community organise art exhibitions, since the visible world is so important to those whose hearing is impaired. Every wall in Giri’s 3-storey house in Kathmandu is covered with works of deaf art — paintings that express the feelings and experiences of deaf people. In one painting, bells clang and bricks fall to one side of the canvass, while feathers float on the other, suggesting that for deaf people, loud sounds fall as gently as down.Giri says deaf people want a channel of communication with the rest of the world, but for that they need proper schools where they can learn standardised sign languages. It is best if they learn American sign too, which is quickly becoming the lingua franca for deaf people like English is for those who hear.Giri herself is fluent in Nepali, Indian and American sign languages (each of which are completely different from each other) and communicates animatedly in all three. Her husband Tulsi Giri was always supportive of her work, but she took time off from it to care for him before his death in 2018.One day after her husband passed away, Giri was walking along the Vishnumati when she heard a plaintive voice singing. “It was really strong and it touched my heart,” recalls Giri, who on following the sound to its source found the singer to be blind. Read also: <a href="https://archive.nepalitimes.com/article/from-nepali-press/dayaram-maharjan%20-making-disabled-children-more-able,2507" target="_blank" rel="noopener">More able</a>, Sajana Baral  https://www.youtube.com/watch?v=APd7QswuPN4She invited him home, and along the way described everything to him: the roads, trees and buildings outside. Giri says she learnt then that sound is as important to the blind as visuals are to deaf people.After working with people with two different types of disabilities, Giri has insights into their unique worlds. For example, the deaf have two names – one given by their parents which they may never have never heard and may not answer to, and one in sign language which they identify with. “Lighting is very important for deaf people. Something that normal people would see as mysterious dim light settings would not appeal to them, because they cannot sign and talk there,” she expalins.It is just the opposite with blind people, where light is not important, but sound and touch is. They want to be contributing members of society.Her fondest example is a recent outing to Raksha Nepal, an organisation that helps sexually exploited women, that she made with a band of musicians called Prayas, where all the musicians are blind. Bright Star was founded by a blind friend Sushil Adhikari. Gautam Pokharel, the first blind person to pass the public service commission examinations and become a Nepal Telecom officer, won the challenge. Giri speaks with pride about these men and about many activist friends within the blind community.“I admire the work of Shristi KC, who lost her eyesight late in life and now helps friends through the organisation <a href="https://www.nepalitimes.com/latest/blind-rockers-2019/" target="_blank" rel="noopener">Blind Rocks</a>," she says. "Laxmi Nepal, Sanjiya Shrestha, and Sarita Lamichane work on empowering women and help protect them from gender-based violence. This thread of sensitivity, interest in human values and spiritual quest runs right across the community,” says Giri.“The blind people often do not exercise correctly, because they cannot see how to do it. Their guides help them navigate the landscape and describe to them their surroundings. Through partners, sighted guides are also encouraged to experience new places with senses other than sight.This group was the second to visit Nepal <a href="https://www.traveleyes-international.com/" target="_blank" rel="noopener">through Traveleyes, a British holiday company</a> for blind, visually impaired and sighted travellers. Last November sighted guides described the mountains in Pokhara to their visually impaired partners, led their hands across prayer wheels <a href="https://www.nepalitimes.com/here-now/the-stupa-of-a-million-dewdrops/" target="_blank" rel="noopener">in Boudha</a>, described the solemn cremation rituals at Pashupati, helped them navigate uneven pavements and rocky staircases, lent a hand when boarding rafts in Trisuli and led them to dance circles during cultural performances in Chitwan.Suzy Hesseldon, tour manager for the trip, speaks fondly of the group’s adventures in Nepal. She says, “The trip was incredible and the visually impaired guests are absolutely inspiring. They are thrill seekers and live life to the fullest.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101120/636b71469c7e80680e0600c2jpeg.jpg" alt="" width="1500" height="1125">Blind tourists are paired with sighted guides on a rotational basis on the morning of each travel day, allowing everyone to get to know one another during the trip. Tour managers like Hesseldon give a short introduction to the day’s plans and a few tips to help the travelers as the weeks go by. But the best guides may be the <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/article/nation/No-right-of-passage,156" target="_blank" rel="noopener">visually impaired individuals</a> themselves.“All the sighted guides have to do is ask them how they would like to be assisted, and describe the stairs or landscape. It works well because all the sighted guides have to do is be the visually impaired’s eyes,” says Hesseldon.But travelling with visually impaired guests is less about sightseeing and more about a holistic sensory experience. Traveleyes, with the help of <a href="https://www.mallatravels.com/" target="_blank" rel="noopener">Malla Travel and Trek Services</a>, designed an itinerary that incorporated destinations and activities that would involve senses beyond sight.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101120/636b71499c7e80680e0600c3jpeg.jpg" alt="" width="1100" height="814">To Tony Booth, a retiree who describes himself to some degree as an “ageing hippie” and who was a sighted guide during the trip, the experience was profoundly eye-opening. He says, “When you are travelling with visually impaired people, what you can see is sometimes of less interest to them. Your other senses become much more important. You become much more aware of what you can hear, what you can smell, what you can feel. But despite the threat of collisions even while walking on pavements, the visually impaired tourists were happy to be guided by their sighted partners.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101120/636b714c9c7e80680e0600c4jpeg.jpg" alt="" width="1500" height="1000">Ajay Manandhar, who is fondly referred to as ‘AJ’ by his clients and is the in-house guide at Malla Travel, says, “This was my first time working with visually impaired tourists and I really enjoyed the concept of having sighted travellers paired with visually impaired travellers. In the context of Nepal, disabled or elderly people don’t have the chance to travel and trek but with initiatives like Traveleyes, this was made possible. The census will cost Rs4.5 billion and employ 43,000 enumerators.“Previous censuses only went down to the district level, and enumerators used two forms: a short form for every household, and a long form used on every eighth household,” says Bijay Thapa of the United Nations Population Fund (UNFPA), which is collaborating with the government on the census. “After federalism, local governments also want disaggregated data and we will have detailed information on every household.”Next year’s exercise will also count the number of old and new buildings and note whether they are residential, official, commercial or unused. It will include a community survey, one of the first in the world, to assess availability of government services, <a href="https://www.nepalitimes.com/banner/disastrous-management-in-nepal/" target="_blank" rel="noopener">disaster preparedness</a> and access to natural resources.“This will help us determine if people are making the best use of government services,” says CBS Director Dhundiraj Lamichhane. “Nepal has categorised 276 municipalities as urban, but we do not know if the resources available match the international criteria for urban municipalities. This survey will help us determine that. Activists say there are 900,000 <a href="http://archive.nepalitimes.com/article/nation/Night-and-%20Day,3145">LGBTI people in Nepal</a>, but the 2011 census showed only 1,500 so the figure was not included in the results.“This time they want more detailed questions to reflect their diversity, but we think it is better to do a separate survey,” says Lamichhane. “Various castes and ethnicities are also demanding to be included, but we will only do so if recommended by relevant government bodies.”Going by past trends and other sample surveys, experts have already projected results of the 2021. Nepal is expected to continue showing improvements on most indicators, including birth rate, population growth, health and education. However, they say some indicators, like the sex ratio and migration, may not show progress.One of the reasons Nepal’s <a href="https://www.nepalitimes.com/here-now/migrating-males-and-population-decline/">population growth rate is low is because of the absentee population</a>: 1.92 million according to the last census. And there is no reason to believe that the percentage of migrants will decrease or even stabilise in next year’s count. However, internal migration is expected to slow because of more education and employment opportunities at local levels.Nepal’s current sex ratio is 94 males per 100 females,<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151124/636a66f59c7e80680e0599b2jpeg.jpg" alt="" width="461" height="500">and the sex ratio at birth is 106 males per 100 females. This is considered normal, since there are usually slightly more male children born than females, but females tend to live longer.“Female foeticide is growing even though it is illegal. The next census may show a greater ratio of male babies born to female ones, and we estimate the sex ratio at birth to rise to 110 males to 100 females. Additionally, the national average may hide greater discrepancies in certain districts or cities where female foeticide is more rampant, and we need to watch out for that,” explains Tirtha Tamang of UNFPA.Demographic indicators like birth, fertility and death rates are all set to decrease, which means that Nepal’s population growth rate will continue to slow. The 2021 census is likely to show a wider ‘youth bulge’ in the population pyramid. Although this provides a ‘<a href="http://archive.nepalitimes.com/article/editorial/editorial-reaping-demographic-dividend,3621">demographic dividend</a>,’ with a bigger workforce that could lead to a development boom, Nepal must be able to cash in on this window of opportunity in the next 10 years. Given the current quality of governance, experts doubt it will happen.Nepal’s youth advantage will last till 2047. After that, the country will be grappling with the complications of <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/need-to-prepare-for-ageing-society,3624">an ageing society</a>. In fact, Nepal will start losing some of its youth power about 2028, when the population over 65 will be more than 7%. The next decade is key for Nepal to use its demographic dividend to provide jobs at home and boost economic growth.Despite improvements in education, health, life expectancy and income, the country may not be in a position to make the best of its demographic dividend because of the skewed sex ratio caused by <a href="https://www.nepalitimes.com/latest/irresistible-forces-wage-differentials-and-demographic-trends/">outmigration</a>. According to a report by the National Planning Commission, the country sorely needs to invest in policies that make the best of the potential of youth.Says Lamichhane at the CBS: “If young Nepalis at the peak of their abilities <a href="https://www.nepalitimes.com/banner/migration-certificate/">continue to leave the country</a>, then Nepal will not make great strides in development. In the next decade we need policies to modernise agriculture and improve infrastructure if we want to retain our youth and have them contribute to the country.”<h2>21 of Nepal’s most endangered languages</h2>When Nepal’s last census was published in 2011, language became one of the most hotly-debated indicators. Many doubted that the census accurately reflected the status of Nepal’s languages. This time, the Language Commission is working with the Central Bureau of Statistics (CBS) to make a more comprehensive tally.The 2011 census counted 123 languages spoken in Nepal, including foreign languages like English, French, Spanish and Chinese. Also, there was a belief that many people who had forgotten their ancestral language nevertheless registered those languages as their mother tongue, leading to higher numbers of speakers of <a href="https://archive.nepalitimes.com/article/nation/Mind-your-languages,133" target="_blank" rel="noopener">endangered languages</a> registered than in reality. The Kusunda language, for example, has only two speakers left, but the census records 28.“The languages should be categorised as foreign and native to Nepal, so that we don’t count European languages as our own,” says Bharat Tripathi of the Language Commission. “Also, the last time there were only two questions asked about language: <a href="http://archive.nepalitimes.com/news.php?id=13412#.XftV_JMzaUk" target="_blank" rel="noopener">mother tongue</a> and second language. This time we want to change that to: mother tongue, second language and ancestral language.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151124/636a66f79c7e80680e0599b3jpeg.jpg" alt="" width="1500" height="947">While the CBS is still debating these suggestions, it has agreed to include six more languages newly catalogued by the Language Commission, bringing the total to 129. “We investigated Rana Tharu, Narafu, Chum, Nubri/Lharke, Poike and Serake languages in the past year. Through linguistic methodologies, we have established that they are distinct languages,” says Tripathi. “This year we have received claims from speakers of Marek Yakhya and Walung languages in Taplejung — we are in the process of investigating them.”These languages are usually spoken by very few people, and are added to the list of endangered languages. The commission has identified 37 languages spoken by fewer than 1,000 people, and placed 21 of them on that list, but there may be many more hidden among less populous communities. The commission is working to document these 21 languages by collecting their grammar, determining their alphabets, writing their language histories and documenting the available folklore.It is doubtful if all of the 129 languages will survive even till the census in June 2021. But most certainly many will be gone by the 2031 census.

As he leaned to reach out, he fell to the ground.Pun had asked for a safety strap, but his Chinese supervisor had told him: “It is just a three-storey building. You won’t die even if you fall.” The supervisor was right: Pun did not die. But his fractured spine turned left him quadriplegic.Pun was <a href="https://www.nepalitimes.com/latest/nepal-malaysia-labour-pact/">working in Malaysia</a> for three years, after spending two years in Saudi Arabia. Missing home and family, he was preparing for a return to Baglung to be with his wife and two little boys. His wife works on the family farm and looks after their livestock. She had been able to send their children to a private school with the money Pun sent home. Now, the family cannot afford it, and the boys will go to a government school.“I did not die, but what I am going through now is like dying every single day,” Pun told Nepali Times over the phone this week.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/636933dd9c7e80680e03dfc3jpeg.jpg" alt="" width="640" height="427"/><figcaption>Milan Karki's right thumb was chopped off while working at a factory in Kuala Lumpur. Photos: OM ASTHA RAI</figcaption></figure>When Kamal Khatri, 21, went to work at a rubber factory in Johor Bahru in Malaysia last year, he shared a room with an older Nepali migrant worker who had lost four of his fingers and warned him: “Be careful, those machines can swallow you alive.”Khatri was careful, but in one late night shift, his right hand was caught in a latex grinding machine and torn to shreds. It happened at 5AM, and Khatri had been on the factory floor for nine hours. He was tired and sleepy, and had reached down to pull out a rod that had got stuck in the grinder when the machine suddenly restarted.“It happened so fast it took me a long time to realise that my hand was gone,” he recalls. “For months, when I had an itch or when I wanted to hold something, I would reflexively turn to my absent hand.”It has been a year since Khatri returned to his village in Bhojpur, but is still not used to being left-handed. “My aim was to look after my elderly parents, but they have to look after me,” he told us.Read also: <a href="https://www.nepalitimes.com/banner/kleptocrats-of-kathmandu-and-kualalampur/">Kleptocrats of Kathmandu and Kuala Lumpur</a>, Ramu Sapkota and Alyaa Alhadjri<iframe id="datawrapper-chart-49Q6n" style="width: 0; min-width: 100% !important;" src="//datawrapper.dwcdn.net/49Q6n/2/" height="400" frameborder="0" scrolling="no"></iframe>The Nepali media often print pictures of coffins of <a href="https://nepalitimes.atavist.com/nepalis-killed-in-the-line-of-duty">dead migrant workers</a> arriving at Kathmandu airport, and the human cost of labour migration gets much attention. But the fatalities overshadow the plight of wounded migrant workers, and their lack of support back home.Official records show that in the last ten years, 1,178 Nepali migrant workers returned home wounded. The actual number could be higher. Undocumented workers who have lost limbs are not counted, like Milan Karki whose right thumb was chopped off while working at a factory in Kuala Lumpur. He stayed back even after his contract expired.Nepal’s Foreign Employment Promotion Board provides financial help up to Rs700,000 for wounded migrant workers, depending on the severity of their disability. Since its inception a decade ago, the Board has doled out more than Rs160 million in aid to those returning with disabilities. However, for the severely wounded like Hari Pun, and those suffering mental trauma, compensation is not enough.The number of wounded migrant workers is still much less than fataities, but it has been on the rise (see chart). Experts say the fact that so many Nepali workers are being injured abroad shows systemic lapses in their pre-departure orientation.<iframe src="https://nepalitimes.carto.com/viz/e9f72fca-71e3-4391-b3c8-276d8453cbf7/embed_map" width="100%" height="520" frameborder="0" allowfullscreen="allowfullscreen"></iframe>In the past, migrant workers could easily obtain certificates after participating in pre-departure orientation on safety without attending a single class. The government now claims to have curbed this malpractice, but ensuring participation may not be sufficient. Jiwan Kumar Rai of the Board says: “We need to develop a system to examine if migrant workers have understood the basics of the pre-departure orientation.”The rising number of wounded workers also exposes Nepal’s failure to press destination countries to do more to ensure their safety. Malaysia tops the list of the riskiest destinations not only in terms of deaths, but also workplace injuries. Nearly half the Nepali workers who returned home with workplace injuries in the past decade were wounded in Malaysia. (See map above).Nepal last month signed an agreement with Malaysia to protect Nepali workers from exploitation by recruiters and employers. Labour Secretary Mahesh Prasad Dahal told Nepali Times the pact was the most progressive labour agreement Nepal has ever signed with a destination country.He said: “The agreement will enable Nepalis wounded in the work place to claim compensation from Malaysian employers.”https://youtu.be/TojFMwFGjhM<h2>I begged the nurse to poison me</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/636933e09c7e80680e03dfc4jpeg.jpg" alt="" width="640" height="427">Mithuwa Kumar Thakur, 36, was determined to escape poverty and unemployment in Nepal. So when all his construction worker friends would take a short nap after lunch break, he would practice driving a road roller in the sweltering desert of <a href="http://archive.nepalitimes.com/article/nation/nepalis-saudi-jail,3517">Saudi Arabia</a>.One hot afternoon, he lost control of the compactor, crushing his left leg below the knee. It had to be amputated.When he came to at a Saudi hospital, he wept for days, not because he was an invalid but because he realised that he was the sole breadwinner for his family. Thakur comes from Dhanusa in the eastern Tarai, the district with the highest number of migrant workers.“I was in agony, so I begged the nurse to secretly poison me to death,” he confided. “I did not want to return home without a leg.”He says he thought of killing himself, even after coming home: “I could not look at the dejected faces of my wife and growing daughters.” But after being counselled by a psycho-social expert mobilised by the Swiss government-funded Safer Migration (SaMi) project, Thakur regained his determination to live.He learnt carpentry, and now works at a local furniture factory. “Because I do not have a leg, I do not earn as much as other carpenters,” he says. “But this is just enough to feed my family.”
