<figure><img width="1400" height="1050" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f2c9c7e80680e0b795djpeg.jpg" alt=""/><figcaption>Photo: KUNDA DIXIT</figcaption></figure>It has been four months since the <a href="https://www.un.org/en/climatechange/cop26">COP26 climate summit</a> in Glasgow during which the world’s leaders agreed to cut down carbon emissions to keep global average temperatures at well below 1.5 °Celsius.Since that conference, <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/">fossil fuel use</a> has increased again after the pandemic slowdown, planetwide heating have exceeded projected increases with the two polar regions experiencing record warm temperatures this month.    The United States and the European Union aim to reach <a href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/">carbon neutrality</a> by 2050, a target that may be brought forward because of the oil and gas price shock caused by the <a href="https://www.nepalitimes.com/here-now/ukraine-crisis-hits-nepal-economy-hard/">Ukraine war</a>.Nepal’s two neighboring countries both <a href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/">pledged to cut emissions</a> – India to net-zero by 2070, and China aiming to peak fossil fuel use before 2030 and carbon neutrality by 2060.In Glasgow, Nepal committed to start cutting carbon emissions from this year and be carbon negative by 2045, <a href="https://www.nepalitimes.com/here-now/the-cost-of-peace-in-post-conflict-countries-forest-cover/">halt deforestation and increase forest cover</a> to <a href="https://www.nepalitimes.com/latest/nepal-can-up-forest-cover-to-45-by-2030/">45% by 2030</a>, and protect all high risk groups from the impacts of climate change in eight years.Read also: <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/">Climate change is a disaster in the Nepal Himalaya</a>, Sonam Choekyi LamaThe first goal is likely to be affected by soaring oil prices due to the Ukraine war, the second to increase forest cover is achievable since Nepal already has 43% forest cover – it just needs to stop further deforestation. And the last goal has been criticised for being too vague.Nepal’s economy has been seriously impacted by the post-pandemic <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/">rise in fossil fuel use</a> which has coincided with a soaring petroleum import bill in the past month due to the Ukraine war.  Although the country committed to start reducing petroleum use by 2022, that is now not likely to happen.Nepal needs additional intermediate goals through its Nationally Determined Contributions (NDCs) to guarantee effective de-carbonisation results, says Manjeet Dhakal, of the Least Developed Countries (LDC) support team at Climate Analytics.“It is important to look at the small steps needed to achieve the long-term goals,” says Dhakal. “How that can be achieved will depend on the target that Nepal has submitted prior to 2045 because these will help us achieve the ultimate net-zero target.”The <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/">net-zero goal</a> is more like a “vision” or “a long term strategic commitment” that needs to be supplemented by specific interim targets, he explained. <figure><img width="1500" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f309c7e80680e0b795ejpeg.jpg" alt=""><figcaption> </figcaption></figure>The latest <a href="https://www.ipcc.ch/">Inter-governmental Panel on Climate Change</a> (IPCC) report in February warned that the impact of atmospheric heating was widespread, pervasive and already irreversible in places, with people and the natural world <a href="https://www.nepalitimes.com/banner/disasters-in-nepal-come-in-waves/">suffering storms, floods, droughts, wildfires and heat waves</a>.Kathmandu itself saw the <a href="https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/">highest average temperatures</a> ever recorded for March which was 5 Celsius above normal. And although the <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/">wildfires season</a> this year has not been as serious as 2021, smoke from burning forests in the Central Tarai have darkened the sky across the country this week.The Nepal Disaster Report by the Ministry of Home Affairs says 80% of the country’s population is at risk from natural and climate-induced hazards.Besides adapting to the effects of the climate breakdown, Nepal also needs to reduce its reliance on petroleum not just to lessen its carbon footprint and meet Glasgow goals, but to cut its unaffordable petroleum import bill and cut the health risk from pollution. The Swiss group IQAir last week ranked Kathmandu as the sixth most polluted capital in the world.Read also:  <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/">Nepal's greenwashing in Glasgow</a>, Rasmi BaskotaWhile progress has been made in new investment in hydropower and renewable energy giving Nepal a monsoon surplus in electricity, the country is still dependent on importing power from coal-fired thermal plants in India in the dry season.  On the bright side, experts suggest that the net-zero goal is possible if policies and regulations are implemented well in advance of the target date. Transportation makes up 20% of Nepal’s greenhouse gas emissions, and a switch to <a href="https://www.nepalitimes.com/latest/nepal-goes-electric-but-conditions-apply/">electric public transport</a> is now imperative not just to meet emission reduction targets but also to reduce urban air pollution.“There needs to be immediate action, careful planning, and coordination between various agencies of government,” says Bhushan Tuladhar, an environmental activist and board member of Sajha Yatayat which has placed a Rs3 billion order for 40 electric buses for Kathmandu, the first three of which will be delivered next month.Tuladhar says that because coordination between agencies is lacking, the environment is often not a priority. “But if immediate action and investment in clean public transportation is implemented right away, it is possible, but that is a big if,” he cautions. <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f339c7e80680e0b795fjpeg.jpg" alt=""><figcaption> </figcaption></figure>Nepal could start meeting its own NDCs by picking the lowest-hanging fruit: switching to electric buses, two-wheelers and private cars.   Radha Wagle, joint secretary at the Ministry of Forests and head of its Environment Division was in the Nepal delegation in Glasgow, admits that the country’s commitment to net zero is ambitious: “We have made strong commitments, and some of them are conditional on financial aid, capacity enhancement, implementation support, and human resources.” In its second NDC in 2020, Nepal set a target to <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/">increase sales of electric vehicles</a> to cover 90% of private passenger vehicles and 60% of public vehicles by 2030 to reduce petrol and diesel imports by nearly one-third. Nepal’s budget this year is Rs1.6 trillion but it has already imported Rs 100 billion worth of petroleum products in the past six months – 60% of all imports. With falling exports, remittances from Nepalis abroad and dropping foreign currency reserves, Nepal just cannot afford a bigger import bill. “Addressing climate change is not solving only the environmental issues,” said Dhakal, “there are a lot of economic opportunities. Shifting to clean energy makes a lot of sense. It creates jobs, cleans up the environment, and reduces imports. Tuladhar says it will be particularly important to electrify buses to reduce fuel consumption by these vehicles that travel all day, and also reduce the demand for private vehicles. "This will require more incenstives for public transport operators to purchase electric buses and infrastructure such as charging stations," he adds.  Nepal’s main advantage is that it has the potential to <a href="https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/">generate cheap hydropower</a> with which it can electrify the transport sector, replace LPG use with induction stoves. With new plants under construction, the country is expected to generate more than 3,500MW by 2030, which will exceed demand.   As an adviser to the chair of the LDC group at the <a href="https://unfccc.int/">United Nations Framework Convention on Climate Change</a> (UNFCCC) Manjeet Dhakal says Nepal’s priority must be hydropower-led growth. “Nepal is on track to graduate to middle-income status by 2025, but just one <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/">climate-related catastrophe in the Himalaya</a> could jeopardise economic growth,” he warns.  Indeed, Radha Wagle  Nepal needs international support to help communities most vulnerable to climate-induced disasters to cope. “Our main challenges are financial resources, institutional capacity, and localised climate actions, and also a strong governance system,” she says. 4 months after Glasgow, Nepal’s goals look iffy

Photos: AMIT MACHAMASI</figcaption></figure>It is that time of the year again when smog makes <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">Kathmandu’s air hazardous to health</a>. Hospitals are swamped not with Covid, but COPD (Chronic Obstructive Pulmonary Disease).Once more, there is a flurry of media headlines about the dangerous concentration of suspended particles smaller than 2.5 microns from diesel exhaust.Read also: <a href="https://www.nepalitimes.com/banner/happy-new-air/" target="_blank" rel="noopener noreferrer">Happy New Air</a>, Sonia AwalePublic awareness about air pollution is at an all-time high, the average life expectancy of Kathmandu’s residents is reduced by at least four years. Yet, nothing happens. Why?“The awareness and knowledge have not translated into corrective action,” explains environmentalist Bhushan Tuladhar. “We know about vehicle emission tests but we ignore it, open burning is bad but we don’t stop, we have the opportunity to reduce air pollution with electric mass transport but we don’t invest in it.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203009c7e80680e0b27e4jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Air pollution was directly linked to at least 42,100 deaths in Nepal in 2019. Almost half of that was due to breathing in particles smaller than 2.5 microns in diameter which can cross the air blood barrier in the lung capillaries. Most of those particles come from <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/" target="_blank" rel="noopener noreferrer">vehicle emission</a>.From 1990 to 2015, the number of vehicless in Nepal grew by 1,995,404 — most of them in Kathmandu Valley. In five years, that figure doubled to 3,987,267.This figure doesn’t include the exploding demand for cars and motorcycles after the end of the Covid second wave in mid-2021. Nepal spent Rs543 billion in importing vehicles, transport equipment and spare parts in four months from mid-July to mid-October, against Rs357 billion and Rs418 billion for the same periods in 2020 and 2019.“There has been an unexpectedly high demand for private vehicles in Nepal after the pandemic, especially two wheelers given the public’s hesitancy to use buses due to coronavirus fears,” says Dhruba Thapa of the National Automotive Dealers Association.<iframe style="border: none;" title="Total vehicles in Nepal" src="https://e.infogram.com/e0cdbfd0-0b3c-4f57-851e-7aced6e69116?src=embed" width="700" height="700" frameborder="0" scrolling="no" allowfullscreen="allowfullscreen"></iframe><a style="color: #989898!important; text-decoration: none!important;" href="https://infogram.com/e0cdbfd0-0b3c-4f57-851e-7aced6e69116" target="_blank" rel="noopener noreferrer">Total vehicles in Nepal</a><a style="color: #989898!important; text-decoration: none!important;" href="https://infogram.com" target="_blank" rel="nofollow noopener noreferrer">Infogram</a>Raju Chettri, CEO of the MAW Enterprises that imports Yamaha bikes in Nepal has a similar observation. He saw a decline in the annual sales of two wheelers from about 250,000 units to 190,000 right after the pandemic. But this year, the sales went up to 350,000 units.“There are two reasons behind this: pent-up demand and reduced use of public transport because of Covid fears,” Chettri says.There are <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener noreferrer">more than 3.1 million two-wheeers in Nepal</a>, over one million of them in Kathmandu. Motorcycle exhaust may not be as visible as diesel exhaust, but they are highly poisonous — especially when there are so many of them. Besides exacerbating respiratory diseases, the gases are carcinogenic, causing cardiovascular diseases and Alzheimer’s.The solution is to shift rapidly to <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" target="_blank" rel="noopener noreferrer">cleaner electric vehicles</a>, not just for healthier air but also to meet Nepal’s net-zero pledge in Glasgow and to reduce the country’s burgeoning petroleum import bill.“The priority has to be on electric public transport and supporting infrastructure,” says environmentalist Tuladhar. “Electric buses are more expensive than diesel ones, so the government has to help with capital, and better manage Kathmandu’s public transport.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203039c7e80680e0b27e5jpeg.jpg" alt="" width="720" height="480"><figcaption> </figcaption></figure>This week, Nepal opened its first electric charging station powered by solar panels for the Lumbini Development Trust. Similar charging stations can be set up for public and private vehicles in existing bus parks across Nepal and along highways. Sajha Yatayat which is procuring 40 electric buses is also trying to turn the former trolley bus terminal into a charging station.Shilshila Acharya of the Avni Center for Sustainability agrees that the priority should be on <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener noreferrer">electrifying public transport</a> and encouraging bicycle lanes. She says, “Replacing cars with more cars even if electric only promotes consumerism. We have to give people reliable alternatives.”Kathmandu Valley Air Quality Management Action Plan held its first implementation committee meeting this week, during which it discussed lunching of a USAID-funded project for air pollution and a forecasting system with technical support from ICIMOD.“The problem of air pollution will take some time to be solved but we have started our homework,” says Indu Joshi of the Department of Environment. “At the moment, our biggest challenge is controlling open burning.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203069c7e80680e0b27e6jpeg.jpg" alt="" width="2000" height="2625"><figcaption> </figcaption></figure>Apart from transport, garbage burning and biomass fuel for household heating and cooking are also contributors to Kathmandu’s dirty air. The problem is made worse in winter due to the <a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/" target="_blank" rel="noopener noreferrer">Valley’s topography that traps surface pollution</a> in an inversion layer.Improper <a href="https://archive.nepalitimes.com/article/nation/a-load-of-rubbish-kathmandus-garbage-problem,4039" target="_blank" rel="noopener noreferrer">solid waste management in Kathmandu</a> means locals burn garbage by the riverbanks near residential areas — while, as studies show, segregation of waste at homes can reduce the city’s garbage volume by up to 80%.There is no other problem that is so directly linked with the health and economy of the country as urban air pollution. The <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">Covid-19 lockdown in 2020</a> is proof that Kathmandu can be cleaned up, it just needs <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" target="_blank" rel="noopener noreferrer">the right leadership and the political will</a> to back it up.Says Shilashila Acharya: “Our policies on mobility and air pollution have to be people- and culture-centric, instead of focusing only on technology. We must build public pressure to force the politicians into action.”A public opinion poll in this paper just before the 2017 elections showed that a majority of Nepalis were concerned about the health impact of pollution. Since 2022 will be dominated by campaigning for the next election, this could be turned into the main criteria for candidates to win votes.

Breathing can kill you

The Nepali delegation has returned after setting ambitious targets for forestry, adaptation and net-zero.Now, the real work begins. It is time to walk the talk, so that the people of Manang and Melamchi who suffered devastating floods this monsoon do not just get relief, but are protected from future climate calamities.My own home and farm along the Melamchi <a href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/&amp;source=gmail&amp;ust=1637647216248000&amp;usg=AOvVaw1l6Qdqf2cPzviP8RzuawAE">was washed away by the freak floods of 15-16 July</a>, and there is no doubt that the severity of extreme weather has increased due to the warming trend in the Himalaya.  Despite being pitted as a ‘make-or-break’ climate summit that would set strict global targets to reduce carbon emissions by 45% from 2010 levels in the next nine years, and net-zero by 2050, to keep the warming at 1.5°, the UN conference was reduced to just a photo-op for leaders from over 140 countries and their 40,000+ delegates.Aside from their own combined carbon emissions for roundtrips to Glasgow, the leaders did not show the needed commitment to limit global heating to below 2° Celsius, let alone 1.5°. In fact, the Nationally Determined Contributions (NDC) submitted by 194 countries will bring down the warming to only 2.4°. Global carbon emission cuts are needed to prevent continental-scale wildfires, more extreme heat waves, flash-floods, glacial melt,  and mass extinctions. The summit also came short in delivering committed finance to developing countries and addressing loss and damage issues. At most, the two-week-long intense negotiations ended with the adoption of the ‘Glasgow Climate Pact,’ which was watered down with the last minute change from coal ‘phaseout’ to ‘phasedown’. But semantics aside, the explicit mention of coal reduction in the climate summit was indication that fossil fuels may finally be on their way out.Even so, the COP26 outcomes did not meet the expectations of countries like Nepal. The Nepal delegation sent a clear message about the urgency of tackling the planetary emergency, citing recent experiences of climate-induced disasters in the country, and pledged to do its bit.Developing countries failed to get desired commitments from industrialised countries about compensation for climate-induced disasters, especially on the agenda of ‘loss and damage’ which would have directly benefited Nepal.The demand of developing countries in establishing the Loss and Damage Facility to finance and support poor and vulnerable nations where climate adaptation limits are exhausted was limited to agreeing on the functions and financing arrangements for technical assistance under the Santiago Network on Loss and Damage.The failure of developed countries to jointly mobilise $100 billion per year by 2020 for climate action was met with harsh criticism prompting them to lay out the ‘Climate Finance Delivery Plan’ in meeting the previous commitment as well as pledge to double the adaptation finance by 2025.Similarly, a clear roadmap was developed to decide on a new collective quantified goal on climate finance going beyond 2025 from a floor of $100 billion per year. A work program from 2022 to 2024 to deliberate and agree on a new goal has been set up.COP26 completed the remaining elements of the Paris Agreement ‘Rulebook’ that had been pending for six years. Market and non-market rules for trading carbon credits have been agreed upon by allowing nations to meet their NDC target by offsetting through green projects in other countries. Developing countries including Nepal gain to benefit from investment in renewable energy, forest protection and other carbon reduction projects through the flow of capital and technology transfer. A levy of 5% from these projects will go to the Adaptation Fund to support adaptation actions in developing countries.Industrialised nations have committed to double adaptation finance with grant components. They have also pledged nearly $1.5 billion to the Adaptation Fund (AF), Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF). Nepal must reap benefits from these limited opportunities for its climate action.If Nepal is to benefit from any of these outcomes and international agreements, it will have to start meticulous preparation. More importantly, we need to craft a robust implementation plan with the neediest and the most vulnerable at the centre, to meet the climate targets we have committed to in the NDC and the National Adaptation Plan submitted to the UN.At the end of the day, attending international conferences and raising mountain issues will not protect local communities from the worsening impacts of the climate crisis. Post-COP26, Nepal’s real work now begins

All photos: ZACHARY BARTON</figcaption></figure>As a farmer and educator living in Nepal, I was not part of the dialogue at the <a href="https://www.nepalitimes.com/banner/copout-at-cop26/" target="_blank" rel="noopener noreferrer">UN climate summit (COP26)</a> that just concluded in Glasgow. None of us here were.And as world leaders, climate scientists, and corporate lobbyists return to their respective countries from Glasgow, here in the <a href="http://archive.nepalitimes.com/blogs/kundadixit/2009/12/22/look-east/">mountains of eastern Nepal</a> I myself wonder what, if anything, they have accomplished in terms of real change. And what the implications will be for ‘the rest of us’.I wonder if these state bureaucrats and business representatives are the right people to look to for guidance and innovation to address the climate catastrophe. Which voices are clearly represented at the table? And which are conspicuously absent?The Nepali delegation has already <a href="https://www.nepalitimes.com/editorial/good-cop-bad-cop/" target="_blank" rel="noopener noreferrer">returned home setting itself ambitious targets</a> and timebound pledges to achieve them. Nepalis have to cope with the impact of climate change, for which farmers here were not responsible. Yet, we are asked to implement solutions that, similarly, come from afar.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13ef9c7e80680e0a9950jpeg.jpg" alt="" width="1504" height="1000"><figcaption> </figcaption></figure>This is not to say <a href="https://www.nepalitimes.com/banner/the-greening-of-the-khumbu/" target="_blank" rel="noopener noreferrer">reforestation</a>, <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">net-zero carbon emissions</a>, and providing some level of protection and support for vulnerable populations are not important. In fact, they are precisely what Nepal (and all other countries) should be working towards to minimise the impact of climate change. The real questions are: How? Who should get it done? And on what scale?Solutions at conferences such as COP26 invariably tend to lean towards high-tech possibilities, international policy agreements, and large-scale restructuring. There is, however, another approach: small-scale, local, and grassroots <a href="https://www.nepalitimes.com/opinion/building-an-information-bridge-for-nepals-farmers/" target="_blank" rel="noopener noreferrer">agriculture</a>.While local regenerative agriculture is rarely discussed at the high table, such an approach may prove to be much more in line with Nepali culture and economy. A home-grown solution that returns political agency and <a href="https://www.nepalitimes.com/latest/save-farms-empower-farmers-nepal-citizens-appeal/" target="_blank" rel="noopener noreferrer">innovation to local people</a> on the ground.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13f29c7e80680e0a9951jpeg.jpg" alt="" width="1500" height="844"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13f59c7e80680e0a9952jpeg.jpg" alt="" width="966" height="838"><figcaption> </figcaption></figure>Agriculture has become something of a dirty word for climate activists, and with some justification. It is estimated that agriculture accounts for roughly 23% of greenhouse gas emissions worldwide. That makes it comparable to big industry, transportation and electricity production, which means it significantly contributes to climate change.But not all ‘agriculture’ is equal. <a href="https://www.nepalitimes.com/latest/nepal-part-of-un-campaign-to-reverse-nature-loss/" target="_blank" rel="noopener noreferrer">Regenerative agriculture</a> has the potential to sequester carbon from the atmosphere and redistribute it to soils where it could have various positive impacts. Unlike many other industries, agriculture has the potential to transition from being a Big Problem to a Big Solution.How we relate to land today is our most egregious lapse in judgement. Whether it is <a href="https://www.nepalitimes.com/banner/nepal-must-save-nijgad-forest-to-receive-climate-funds/" target="_blank" rel="noopener noreferrer">razing jungles</a> for timber, draining precious wetlands, overfishing sacred waters, or converting grasslands to large-scale, chemical-based agriculture, we seem to have forgotten the most basic natural law: reciprocity. We cannot extract and drill and harvest and mine with no thought of giving back.<iframe style="border: none; overflow: hidden;" src="https://www.facebook.com/plugins/post.php?href=https%3A%2F%2Fwww.facebook.com%2Fzachary.barton.75%2Fposts%2F4576351889075408&amp;show_text=false&amp;width=500" width="500" height="417" frameborder="0" scrolling="no" allowfullscreen="allowfullscreen"></iframe><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13f89c7e80680e0a9953jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Fortunately, there is a way to approach agriculture that maintains a <a href="https://archive.nepalitimes.com/news.php?id=18437#.YZkFPS8RqLc">reciprocal relationship with the local ecosystem</a>. Agroecology, to put it simply, is a farming that incorporates the principles of ecology so that agriculture becomes a means of giving back.A local jungle is a source of natural foods, medicines, fibres and energy sources, but instead of automatically clearing and putting it to the plough, we must recognise that it also cleans and conserves water, soils, regulates temperature, and provides a habitat for other living beings. And, to circle back to climate concerns, importantly, that jungles capture carbon.Managing land, under the auspices of <a href="https://agroecologyprinciple.cidse.org" target="_blank" rel="noopener noreferrer">agroecology</a>, entails revitalising a different kind of relationship with the soil. It starts with understanding the principles of ecology and how nature works. Diversity, recycling, systems thinking, interconnectivity, and that the sun is the ultimate source of energy are just a few.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13fb9c7e80680e0a9954jpeg.jpg" alt="" width="1500" height="1035"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13fe9c7e80680e0a9955jpeg.jpg" alt="" width="1500" height="1124"><figcaption> </figcaption></figure>What does that look like on a farm? A diversity of plants being grown together in what is known as a polyculture, animals moving across the landscape as happens in nature.Let’s start with the soil. We put a man on the moon 62 years ago, but we still know nothing about the world below our feet, the soil in which all life comes from. Through over ploughing, mono-cropping and the use of chemical fertilisers we have effectively killed all the life in the soil, from beneficial microbes to worms and all other life which presides there.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d14029c7e80680e0a9956jpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d14059c7e80680e0a9957jpeg.jpg" alt="" width="1500" height="1124"><figcaption> </figcaption></figure>In killing the soil, we released massive amounts of carbon into the atmosphere and compromised its ability to capture the carbon back. And in this dead soil, we grow plants which are chronically sick and are not able to ward off pests and disease. Plants are completely dependent on chemicals for their survival. We then eat these sick plants which give us <a href="https://www.nepalitimes.com/latest/food-for-thought-for-nepals-nutrition-planners/" target="_blank" rel="noopener noreferrer">little nutrition</a>, and we become sick ourselves.So, while others look to the sky for solutions, let us take a glance down at the most important ecosystem of all, the soil below our feet.  If farmers in Nepal can step up and lead the change, the politicians will come stumbling after.Zachary Barton is a permaculture designer, activist and teacher who has been living in Nepal since 2003. Agroecology, Nepal’s answer to climate change

Photo: AMIT MACHAMASI</figcaption></figure>Just as the <a href="https://www.nepalitimes.com/banner/copout-at-cop26/" target="_blank" rel="noopener noreferrer">deadlocked climate summit in Glasgow</a> was being extended by a day last week, Kathmandu was once again shrouded in smoke and smog from stubble burning and industrial pollution from northern India, as well as the valley’s own vehicular emissions.Nothing could have drawn the link between <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/" target="_blank" rel="noopener noreferrer">global negotiations in Scotland</a> to save the planet from catastrophic heating, and the clear and present danger stemming from flawed policies of national governments.India was blamed for watering down the final resolution by changing ‘phaseout’ to ‘phasedown’ of coal, while rich countries like Australia, the US and others did not have to put their cash where their mouths were to make up for historical emissions.There were two Conference of Parties (COPs) going on simultaneously in Glasgow last week: one where mainly male politicians in suits protected their <a href="https://www.nepalitimes.com/latest/sino-american-impacts-climate-action/" target="_blank" rel="noopener noreferrer">national interest to negotiate</a> commas and brackets, and the other dominated by young women trying to warn world leaders that it was their future they were messing with.The toxic air covering northern India and Nepal while COP26 was taking place was a stark reminder that developing countries cannot go around hectoring industrialised countries about ‘climate justice’ when their own policies poison their air, water and soil.With winter approaching, it looks like this year’s Indo-Gangetic smog will only get worse since India does not have to ‘phaseout’ coal, and there is no mandatory timetable even for ‘phasing down’.Nepal is not doing much better. Its petroleum import bill is doubling every few years, and we do not see the political commitment to implement provisions in the updated Nationally Determined Contribution, or the Climate Ambition at the Top of the World report that was unveiled in Glasgow.Nepal was praised internationally (and also modestly patted itself in the back) for its three pledges in Glasgow: to <a href="https://www.nepalitimes.com/latest/will-nepal-ever-be-paid-for-saving-trees/" target="_blank" rel="noopener noreferrer">increase forest cover</a> to 45% by 2030, start reducing emissions to become carbon negative after 2045, and ensure climate resilience for all vulnerable people by 2030.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016114/636d137d9c7e80680e0a9925jpeg.jpg" alt="" width="3600" height="2400"><figcaption> </figcaption></figure>The forestry target is the most do-able, because Nepal’s total forest area is already at 44.74% -- we just have to make sure no more trees are cut in the next nine years. So, <a href="https://www.nepalitimes.com/banner/nepal-must-save-nijgad-forest-to-receive-climate-funds/" target="_blank" rel="noopener noreferrer">no Nijgad</a>.But we have no idea how the government expects to help all Nepalis adapt to climate impact. That goal is so vague and non-measureable as to be meaningless.And then there is the aim to be ‘net-zero’ by 2045. <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">Net-zero is an excuse</a> to keep burning fossil fuel, hoping that forests somewhere will absorb the carbon. Besides, net-zero will not protect citizens from toxic emissions car tailpipes and smokestacks.Nepal’s commitment is conditional upon financial support, and there may be a strong moral argument for ‘loss and damage’ compensation because the country only contributes 0.5% of total global greenhouse gas emissions.However, we do not have to wait for donors in order to switch from petro-energy to hydro, solar and wind. Tax rebates for <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener noreferrer">electric public transport</a>, subsidies for cooking appliances, switching industries like cement, steel and manufacturing to electricity just need political will.As we have argued here before, Nepal needs to do this not so much to avert a planetary emergency, but to save our economy from collapse, and to protect the public from breathing <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">poisonous air</a>.Every year, Kathmandu’s pollution level sets a new record. This spring, the Valley’s air quality index (AQI) <a href="https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/" target="_blank" rel="noopener noreferrer">hit nearly 700</a> because of vehicular emissions combined with wildfire smoke. This was 40 times the level deemed safe to breathe by WHO’s new guidelines. Covid patients at ICUs across the country are being replaced by people with chronic obstructive pulmonary disease (COPD).Given Nepal’s small carbon footprint, we might even attain net-zero status before 2045 because vehicles manufacturers are going electric, so we could not import diesel buses after 2030 even if we wanted to. But government policy must align with our Glasgow pledges. The on-again-off-again tax rebated on EVs in the past four years does not bode well for the future.In addition, Nepalis need help to adapt to cope with the water crisis and resulting food insecurity as well as the impact of weather-related disasters like <a href="https://www.nepalitimes.com/banner/still-chasing-the-melamchi-mirage/" target="_blank" rel="noopener noreferrer">Melamchi</a> and <a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer">Manang</a> this year.After returning from lobbying rich country delegates in Glasgow, Nepali activists and scientists should now turn their attention to putting pressure on our own government to get climate smart.Sonia Awale

Good COP, bad COP

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12c19c7e80680e0a98eejpeg.jpg" alt="" width="2500" height="1000"/><figcaption></figcaption></figure>Geopolitical and economic <a href="https://www.nepalitimes.com/opinion/sino-nepal-ties-in-the-post-afghan-era/" target="_blank" rel="noopener noreferrer">rivalry between China and the United States</a>, the world’s two largest carbon emitters, distracted delegates at the COP26 Climate Summit from finding ways to help poorer countries address the climate crisis.The needs of countries like Nepal, which are trying to adapt to <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">melting mountains</a>, erratic monsoons, droughts and floods, were therefore sidelined.With the Friday deadline looming, and ministers in closed door meetings all night, there are fears that the countries that have been least responsible for the climate crisis will continue to bear most of the burden from its impact.“In every session in Glasgow we saw China vs America,” said Harjeet Singh of Climate Action South Asia. Except for some high income countries pledging limited resources for climate adaptation, <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/" target="_blank" rel="noopener noreferrer">there was very little progress till Friday morning in Glasgow</a>.The tone for the war of words between the US and China was set by President Joe Biden’s speech to the summit on 3 November in which he slammed the Russian and Chinese leaders for skipping the conference.Indeed, even former US president Barak Obama used his speech on Thursday to target China and Russia. He said: “It was particularly discouraging to see the leaders of two of the world’s largest emitters, China and Russia, declined to even attend the proceedings … their national plans so far reflect what appears to be a dangerous lack of urgency and willingness to maintain the status quo on the part of those governments, and that’s a shame.”Although there has been an attempt to patch up differences with an unexpected announcement on Tuesday of a Sino-US agreement on climate cooperation, the overall mood here is of doom and gloom that <a href="https://www.nepalitimes.com/banner/copout-at-cop26/" target="_blank" rel="noopener noreferrer">COP26 will not yield the kind of urgent emission cuts needed</a> to keep global average temperatures below 1.5 Celsius by 2050.Obama’s statement sent sparks flying, with Chinese Foreign Ministry spokesman Wang Wenbin hitting back, saying: “Actions speak louder than words. What we need in order to deal with climate change is concrete action rather than empty words. China’s actions in response to climate change are real.”With hours to go for the closing of <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">the COP26 in Glasgow</a>, most delegates here are not optimistic that the emission cut commitments by countries with the largest carbon footprints will be enough to keep temperature rise within safe limits.Meanwhile UN General Secretary António Guterres has welcomed the joint agreement between China and the United States, calling it a step in the right direction in tackling the climate crisis. Climate experts are skeptical, however.“Similar agreements have been made between these two countries previously, this is nothing new. What matters is their implementation,” says Nabin Singh Khadka of the BBC World Service.In fact, 2015’s landmark Paris Agreement was a result of 30 rounds of talks between Obama and Chinese President Xi Jinping. But in 2020, Donald Trump withdrew the United States from the accord. This misstep only made it easier for the next big emitters, China and India, to continue with their carbon-based economies.Only a year later <a href="https://www.nepalitimes.com/banner/a-biden-presidency-climate-and-the-himalaya/" target="_blank" rel="noopener noreferrer">Biden reinducted the United States to the global pact</a> but his attempt to lead the climate action has failed with more immediate geopolitical turmoil taking precedence.The United States and China are at each other’s throat in <a href="https://www.nepalitimes.com/latest/nepal-stuck-between-rock-and-hard-place/" target="_blank" rel="noopener noreferrer">the race to the global superpower</a> and the each is trying to get as many European and Asian countries under their alliance.Less than two months ago, the US signed the ‘Aukus’ security pact with Australia and the UK. The US had previously formed the Quadrilateral Security Dialogue with Japan, India, South Korea and Australia back in 2007.China is not happy with these alliances and had been rebuffing the US’s offer in climate cooperation. The US is vocal about China needing to cut down its emissions as one of the main emitters, whereas China is of the opinion that historical emissions by developed countries should also be taken into account.The US was the biggest emitter of GHG from 1950-2005. When it emitted 19.79 million tons of GHG in 1950, China was not even in the list of emitters. It was only since 2006 that China started to overtake the US in emissions. The figure for the US in 2005 was 6.13 billion ton and for China was 5.88 billion ton. This has soared to 10.67 billion tons for China in 2020 and down to 4.71 billion tons for the US.India, Brazil, Malaysia, Indonesia among other countries are backing China in its argument. The resulting debate has further delayed the implementation of the climate agreements. Developed countries did pledge $100 billion to the Green Climate Fund in 2015 but only $70 billion has been deposited so far.Ahmed Kamruzzaman Majumdar of the Stamford University in Dhaka says the geopolitical interests of the countries are reflected in <a href="https://www.nepalitimes.com/editorial/women-and-water/" target="_blank" rel="noopener noreferrer">climate summits</a>, further endangering the health of the planet. “The United States and other developed countries are trying to get away by highlighting China’s contribution. But they also have to be serious about reducing their emissions.”Harjit Singh of the South Asia Climate Action agrees. "The US, Australia and Canada have a historic and important role in emissions but China, Phillipines, Indonesia and India where industrialistion has only recently picked up should lead with green economy,” he says.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" target="_blank" rel="noopener noreferrer">Raju Pandit</a>, a climate expert who has been participating in climate conferences from Nepal for over a decade, says that climate change is also a political and economic issue, and should be treated accordingly."We have to put the plant at the centre of our decision making. If the climate issue is not addressed and there is no cooperation, there is no alternative but to face more difficult times ahead,” he says.Least developed countries like Nepal <a href="https://www.nepalitimes.com/banner/how-the-climate-crisis-adds-to-child-marriage-in-nepal/" target="_blank" rel="noopener noreferrer">are most impacted by the climate crisis</a>. The reluctance of big economies to be held responsible has added to the problem. “We have to continue pressuring them. Compensation for loss and damage in our part of the world is a matter of justice,” adds Majumdar.In the meantime, Nepal must prepare for more extreme weather events and deploy mitigation measures available at home. Says Khadka: “We have to start working with the resources we have, we can’t just keep waiting for others to help us.”

Sino-American rift impacts climate action

Photo: KUNDA DIXIT</figcaption></figure>The COP26 climate jamboree ends in Glasgow on Friday, and already it looks like the best world governments are prepared to offer in terms of emission cuts is not enough to stave off an environmental catastrophe.There were a slew of national, international and multinational pledges for <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">net zero</a>, but activists fear allegations that the targets are vague and over-ambitious greenwash that they have no intention of meeting.The result could be global average temperatures soaring to up to 3oCelsius above pre-industrial levels, with catastrophic results. Now let’s walk the talk and get to work,” Tuladhar told Nepali Times.A good start would be for the government to order that all official vehicles purchased from now on will be <a href="https://www.nepalitimes.com/latest/e-vehicles-prepare-for-post-lockdown-boom/" target="_blank" rel="noopener noreferrer">battery powered</a>, and encourage public transport operators to electrify their bus fleets and by reducing taxes and setting up charging stations, he added.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12939c7e80680e0a98e0jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12979c7e80680e0a98e1jpeg.jpg" alt="" width="1500" height="1061"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d129a9c7e80680e0a98e2jpeg.jpg" alt="" width="1500" height="1000">The pledges have been criticised as being too vague on protecting all ‘vulnerable people by 2030’ and annual reduction of emissions till net-zero by 2045 will hinge on implementation, on which Nepal has always been weak. The <a href="https://www.nepalitimes.com/latest/nepal-can-up-forest-cover-to-45-by-2030/" target="_blank" rel="noopener noreferrer">forestry target</a>, however, is seen to be achievable.The targets are also conditional upon financial support, and Nepal will require $46 billion to implement them from 2022-2030, which is 24% of national GDP, and the government can fund only about 2% of this sum.Amrit Nakarmi, an adviser at the Energy Development Council who prepared the long-term strategy report, says that Nepal is unlikely to meet the targets without climate funds.“We contribute only 0.5% of total global carbon emissions and even within that  only 30% is anthropogenic, 20% is natural and the remaining 50% is transboundary, so us reducing <a href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/" target="_blank" rel="noopener noreferrer">our carbon footprint</a> will not make much of a difference to the global climate,” explains Nakarmi.“But having said that we can replace our fossil fuel imports with clean hydroelectricity and cut our import bill,” he adds. “Electrification of the economy is urgent, and government policies should be in line with our targets and the private sector should be involved.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d129d9c7e80680e0a98e3jpeg.jpg" alt="" width="1800" height="1050"><figcaption> </figcaption></figure>Climate finance and payments for Nepal’s carbon sink from <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer">expanded forest cover</a> will take time to materialise. But experts say we should not wait for the money, and start with low-cost effective mitigation measures locally.Cooking via electricity has now become much cheaper than LPG, and many urban families have transitioned to induction stoves. But 90% of households across Nepal are hooked to only 5amp current which is only enough for lighting. If the transmission can be upgraded, Nepal could save at least Rs33 billion a year by replacing its <a href="https://www.nepalitimes.com/opinion/look-whats-cooking-in-nepal/" target="_blank" rel="noopener noreferrer">cooking gas imports</a> with electricity.Nepalis have paid nearly Rs10 billion in pollution tax for every litre of petrol or diesel at the gas stations in the last decade. This money could be used to buy  electric public buses. Increasing the petroleum excise tax could fund conversion to renewables.Nepal would also save Rs21 billion a year by reducing its petroleum import bill by just 10% if it <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener noreferrer">converted public buses to battery-operated vehicles</a> while also increasing domestic consumption of clean electricity and improving air quality. If the transport sector is electrified, experts believe net-zero by 2045 is possible.Water scientist Madhukar Upadhya believes Nepal can also increase forest cover to 45% by 2030 (from the current 37%) by controlling forest degradation due to encroachment, deforestation and reducing wildfires.But Upadhyay is puzzled by the third target on protecting vulnerable people. “We just don’t have the infrastructure, knowledge or expertise to achieve climate resilience for vulnerable people by 2030,” he asserts.“Nepal experienced extreme weather this year,<a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer"> droughts and floods destroyed crops</a>, lack of water is creating climate refugees, wildfires have become nationwide,” Upadhyay adds. “These are not just headlines anymore, we are experiencing them ourselves, what are we doing to address these challenges? Nepal has taken no action to reduce or control them.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12a09c7e80680e0a98e4jpeg.jpg" alt="" width="1200" height="900"><figcaption> </figcaption></figure>Other areas that can be cleaned up with existing technologies and local resources include industries, agriculture and waste management. The cement industry is booming in Nepal, and they are big carbon emitters. By switching to electricity, Nepal could mitigate emissions. Rice farming generates methane, which is a greenhouse gas, so converting to the System of Rice Intensification (SRI) could reduce our contribution to climate change.Kathmandu’s only <a href="https://www.nepalitimes.com/banner/a-load-of-rubbish/" target="_blank" rel="noopener noreferrer">landfill in Sisdole</a> has reached maximum capacity and an alternative site has been in talks for decades. Landfills add to methane emissions, but there has been no commitment to composting and biogas using biodegradable urban waste.After overdosing on <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/" target="_blank" rel="noopener noreferrer">climate news</a> for two weeks just to be side-lined until the next COP, we might want to recall another one of our targets, the Sustainable Development Goals (SDGs) by 2030. Half of the 17 goals in SDGs will be directly affected by the impact of climate change, and yet these initiatives are working in isolation when in fact they should coordinate and collaborate for the same goal: sustainable and just future.Says environmentalist Tuladhar: “There are two things to do right after Glasgow: explain the nitty-gritty of the commitments we made and immediately implement short-, mid- and long-term strategies to achieve them. Start with the low hanging fruit, what we can immediately do, and there are plenty of them.”

COPOUT at COP26

<img width="640" height="481" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12869c7e80680e0a98dcjpeg.jpg" alt=""/>Youth climate activist Greta Thunberg calls COP26 in Glasgow the ‘Global North Greenwashing Festival.’ But it is also developing countries like Nepal that are using the occasion to make wild promises they are not serious about.
As a country that has taken a lead in championing the mountain agenda at climate summits, <a href="https://uk.nepalembassy.gov.np/statement-by-the-rt-hon-prime-minister-sher-bahadur-deuba-at-the-world-leaders-summit-during-the-26th-conference-of-parties-cop-26/" target="_blank" rel="noopener noreferrer">Nepal</a> put forth three targets this week:
<ul><li>Remain 'cumulatively net zero carbon’ from 2022-2045' and become carbon negative after that. </li>
<li>Halt deforestation and increase forest cover to 45% by 2030</li>
<li>Ensure all vulnerable people are protected from climate change by 2030</li>
</ul>Individually and collectively, these targets do not mean anything. What is more, the Nepali delegation commended itself as the ‘highest climate ambition country’. Even if that was true, it would be for someone else to say that, not us.
The <a href="https://www.nepalitimes.com/latest/nepal-can-up-forest-cover-to-45-by-2030/" target="_blank" rel="noopener noreferrer">forestry target</a> is more realistic: increasing the current 37% forest cover to 45% in the next nine years is attainable. But how can Nepal justify clearing the last tract of native tropical forest in the eastern Tarai that is a migration corridor for wild elephants by building a white elephant <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank" rel="noopener noreferrer">airport at Nijgad</a>?

Other infrastructure projects are undermining the success of community forestry, and Nepal is still reluctant in allowing private capital into climate action, and consequently the inclusion of private sector project developers.
Consumption and a throwaway plastic culture is growing in Nepal, recycling is almost non-existent, domestic aviation is flying high, and petroleum import is <a href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/" target="_blank" rel="noopener noreferrer">doubling</a> every few years.  Black carbon deposits from factories, vehicles and cooking are accelerating Himalayan melting and exacerbating a public health crisis from pollution. 
And the third point about Nepal’s claim that it will ensure all vulnerable people are ‘protected from climate change by 2030’ has dumbfounded most experts I have spoken to. How exactly are we going to protect them in the next nine years, from what? And what is the criteria by which we can judge that they have been ‘protected’?   
A footnote in Nepal’s press statement in Glasgow is that these targets are conditional upon financial support and Nepal’s goal to raise Rs250 billion. Oops. Given Nepal’s history of unwillingness to allow the flow of private capital into climate projects, this is very unlikely.
As COP26 host, the UK has gone into overdrive with media hype about the successes: the Global Methane Pledge, Glasgow Leaders’ Declaration on Forest and Land Use.
Every day brings forth a new declaration. Countries are picking up on this convenient way to make pledges they know they will not have to fulfill on reducing carbon emissions.  From Saudi Arabia to Israel, India to China, ‘net-zero’ has become the next big thing.

As a youth environmentalist, I am appalled by <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/" target="_blank" rel="noopener noreferrer">empty and reckless promises</a> being made at this make-or-break conference -- our last chance to save the planet from heating that will lead to societal upheaval, mass extinction, overflowing oceans and other calamities. 
While some see these commitments as a welcome sign that leaders are committed to transitioning to a carbon neutral world and implementing the Paris Agreement, the reality is different.
We need to phase out all fossil fuels by 2030 if we are to cap global temperature rise to 1.5. But national emission reduction ambitions do not reflect this. The fossil fuel lobby is prominently present in Glasgow, and national delegates have turned net-zero into political sloganeering, while ignoring the roadmap on net-zero put forth by the International Energy Agency. 
Climate change is a political agenda, but it is also a technical one. Ensuring a just and affordable transition to net-zero requires a global overhaul of the energy system while adopting a cross-sectional and integrated approach to addressing poverty. 
Sadly, COP26 presidency seems to have forgotten or completely ignored this. The newfound energy in enhancing climate ambition has dwarfed the real agenda of climate negotiations. Britain, as the cradle of the industrial revolution, has made dramatic national cutbacks, and wants desperately for Glasgow to deliver meaningful and realistic targets.

But negotiations on Article 6 are still contested and it seems unlikely that the Paris Rulebook will be adopted. Coal financing continues, negotiations on public climate finance and the $100bn target has not materialised.
Civil society plays a crucial role in ensuring climate action, ambition, and accountability. But twisting the truth about Nepal, and creating illusions is detrimental to action on climate that we must start taking. Inviting civil society to Glasgow and pretending to listen to them is a scam.
It is working: climate activists on Facebook are lauding the COP Presidency for helping Nepal make a bold pledge on an ambitious sets of targets. And when there is so much doom and gloom, even critics do not seem to want to speak against this ray of hope. 
This is not a COP to feel good about yourselves. It is not a COP to pawn our youth climate activists in <a href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" target="_blank" rel="noopener noreferrer">Glasgow</a> to create the illusion of inclusion. It is not a COP for industrialised countries to now pin the blame for the climate crisis on the developing world, without putting their money where their mouths are.  
The hearts of the delegates in Glasgow may be in the right place, but their actions are not. This is not your COP. It is my future, so stop messing with it.

Photo: KUNDA DIXIT</figcaption></figure>Prime Minister Sher Bahadur Deuba announced at COP26 last week that Nepal would increase forest cover to 45% of its area by 2030 when he along with the leaders of 124 countries signed the Glasgow Leaders’ Declaration on Forests and Land Use pledging to halt and reverse forest loss and land degradation.Presently just over 37% of Nepal's area is covered in forest, and the country's successful track record in <a href="https://www.nepalitimes.com/latest/will-nepal-ever-be-paid-for-saving-trees/" target="_blank" rel="noopener noreferrer">reversing deforestation and championing community-based forestry</a> makes this an area where Nepal can leverage its past experience to achieve the new target in the next nine years.Killian Dumont and Rastraraj Bhandari spoke with Giri Raj Panta, a Forest Officer at the Sub-division Forest Office in Bardaghat, Nawalparasi West, about the opportunities, needs and challenges of forest conservation and water management in Nepal in light of the new targets.Nepali Times: How did your career in community forestry begin?  <figure><img width="300" height="300" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12269c7e80680e0a98bfjpeg.jpg" alt=""><figcaption></figcaption></figure>Giri Raj Panta: I grew up on a farm surrounded by trees and nature, and as I got older I was exposed to the movement for community forestry in Nepal. This inspired me to get into natural resource management as a career.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer">Community forestry</a> was just beginning when I was a young civil servant. I was initially stationed in Gulmi district, and my job was to just plant trees. Soon, I was sent to lead the forest department in the adjoining district of Baglung after their forest ranger was ousted for being corrupt.The working environment there was very hostile, and to address this issue, I worked extensively with the local stakeholders, developed user groups to listen to the needs of the villagers, and started distributing seedlings for free. This was a need-based, people-centric development model that ran counter to the more traditional forest-centric development in Nepal. But it was the right path forward for community forestry.Over the course of my career, I have helped <a href="https://www.nepalitimes.com/latest/catching-children-young-in-green-schools/" target="_blank" rel="noopener noreferrer">plant thousands of tree saplings</a>, and I’m proud to see that these seedlings have now grown into lush forests across the country. That’s what I love about forests and this work. It is fascinating how quickly the trees you planted with your own hands grow into vast forests which will live for hundreds of years.What was the key to Nepal’s success in community forestry?When I first started out, <a href="https://www.nepalitimes.com/from-the-nepali-press/taking-away-forests-from-communities/" target="_blank" rel="noopener noreferrer">community forestry</a> had a lot of support from international development partners and included a participatory and bottom-up approach by the local people crucial for those relying on forests for their livelihood.At that time, some deforestation was inevitable because many people relied on trees for fuel and income. But times have changed, and alternative fuel sources are available at cheaper prices now. Society relies more on electricity than firewood, and the government has also come up with stronger policies to regulate timber.Collaborative forest management approaches like forest watchers, fencing, rotational grazing and awareness campaigns are efficient, while <a href="https://www.nepalitimes.com/banner/tree-mendous/" target="_blank" rel="noopener noreferrer">migration from rural to urban areas has eased pressure on Nepal’s forests</a>. The pledge by Prime Minister Deuba at COP26 is very promising, and we need to adopt an integrated approach for sustainable forest management. <figure><img width="426" height="320" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12289c7e80680e0a98c0jpeg.jpg" alt=""><figcaption>Tree samplings in Bardghat, Nepa.</figcaption></figure>What are some of the second generation problems community forestry is facing in Nepal now?Deforestation is declining and there is now a clear vision for what we must do to protect our forests. But there are still improvements to be made. The bureaucratic process, for example, is difficult to understand, slow and complicated.In the past, the Division Forest Office controlled monitoring and accountability, but now it is in the hands of the courts which involves more actors and allows for corruption. Moreover, the courts sometimes interpret forest laws differently, and the confusion on whether forestry or criminal law should take precedence opens a major loophole for those who wish to exploit our natural resources unsustainably.Similarly, policies are not well-designed to manage privately owned forests. Not all clauses in the regulations are equally implemented in all regions. And there is no assurance that policies are implemented in the way they were designed. Too many rules and regulations can be confusing and contradictory.What can we do to resolve these issues and meet the 2030 target?We can start by creating a clear roadmap that lays out the roles and responsibilities of all stakeholders. We need to streamline the legal process for holding <a href="http://archive.nepalitimes.com/news.php?id=17226#.YYohQ2BByUk" target="_blank" rel="noopener noreferrer">illegal fellers and timber poachers</a> accountable. The current process is cumbersome, costly and unreliable.As for privately owned forest, what we need for the owners is incentive, not just command and control. I hope that the target to achieve the 45% forest cover also includes privately owned forests in Nepal.In addition, it is also important to operationalise and liquidate forestry credit, and explore innovative performance-based financial products. This way, we can establish financial incentives to protect the forests and meet the target set at Glasgow.In March 2021, the Government of Nepal and the World Bank signed the Emission Reductions Payment Agreement for the Emission Reductions Program in the Tarai Arc Landscape which is a good example in this context. <figure><img width="480" height="361" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12299c7e80680e0a98c1jpeg.jpg" alt=""><figcaption>Forestry Training Program conducted in Nawalparasi district. </figcaption></figure>Forestry is linked to water security in Nepal. What kind of approach do we need to reduce the impact of climate crisis?Forestry, watershed management, and <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener noreferrer">biodiversity conservation</a> are all interlinked in a delicate ecosystem. Deforestation leads to soil erosion, which leads to increased dangers of landslides and floods. Ponds and rivers are the lifeblood of forests, and the roots of trees -- including soil-binder species such as shrubs, ground flora -- prevent the rivers from carrying away the soil.When trees die out, there is a decline in water sources. This is because forests help recharge springs, which in turn provide drinking water for wildlife and humans. The effects are visible even in weather patterns and seasonal droughts.Though there is a growing understanding of the need for an integrated approach to forest management and <a href="https://www.nepalitimes.com/editorial/women-and-water/" target="_blank" rel="noopener noreferrer">water security in Nepal</a>, the process remains ad-hoc. We need a more institutionalised approach to bringing these two crucial conservation goals together, as one cannot be achieved without the other. The forestry target pledged at COP26 is an opportunity look at these two issues carefully and take joint action.

Nepal can up forest cover to 45% by 2030

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The three realised they shared the same dream, and over the past five years have travelled across Nepal to research their menu, collecting ingredients and ideas from homestays, food carts, and nature. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Midway along the stretch of the ancient trade route between Tibet and India lies the Kel Tol neighbourhood. The name is derived from the original Koligrām, and it is believed the Koli people, who were originally from Rāmagrām in present-day southern Nepal near the Indian border, settled here. The Koli were the maternal ancestors of none other than the Buddha. Kel Tol is famous for the Buddhist monastic complex of Kanak Chaitya Mahāvihar, featuring the majestic two-tiered gilded temple of the white god Karunāmaya.&nbsp; This elaborately decorated courtyard is a bustling centre of the Vajrayāna sect of Buddhism, practised widely by the indigenous Newā people of Kathmandu Valley. Karunāmaya, also known as Ārya Avalokiteshwor, is defined in great detail in the 1st century CE Buddhist text Sadharmapundarikā where he liberates all sentient beings from suffering. He helps rid the eight external fears metaphorically equated with their equivalent internal states of mind: lions (pride), wild elephants (ignorance), fire (anger), snakes (jealousy), floods (attachment), imprisonment (miserliness), thieves (wrong views) and cannibals (doubt).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c.jpg" data-media-id="editor_0" data-image-id="20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c" data-rendition-name="original" width="1338" height="2000" loading="lazy" alt="Seto Machhindranath"> </figure>  In the Pancha Rakshyā Sutra, a Buddhist scripture from 200 CE, Ārya Avalokiteshwor was counted among the eight major deities. Followers of the Brāhminical god Shiva worship Ārya Avalokiteshwor as Seto Machhindranāth. For Shaivites, Machhindranāth is the Indian saint who founded the Nāth cult in the 10th century CE. He is the guru of saint Gorakhnāth. During the reign of Yakshya Malla (1428–1482 CE), a beautiful image of Ārya Avalokiteshwor was dug up by a farmer in present-day Jamal, which was then a cultivated area outside the city. The farmer, known as a Jamami (meaning the one from Jamal) took the image home for safekeeping. That night, Ārya Avalokiteshwor appeared in the farmer’s dream and told him that the proper place for him to reside is at the confluence of two rivers. The nearest confluence was at present-day Wongha (Indrachok) and the image was installed in the Kanak Chaitya Mahāvihar complex in Kel Tol near Wongha. This made it easier for city residents to pay homage to Ārya Avalokiteshwor and spread compassion. Soon, the deity came to be revered highly as Jamaleshwor, the one found in Jamal. Eventually, the name got corrupted, as happens often in Nepāl Bhāsā, to Janabahā Dyo. The courtyard where his temple is located is now popularly known as Janabahā.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e.jpg" data-media-id="editor_1" data-image-id="20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e" data-rendition-name="original" width="2500" height="1668" loading="lazy" alt="Seto Machhindranath"> </figure>  The gilded temple of Janabahā Dyo, first built in the early 16th century CE, is adorned with wooden and metal artefacts that symbolise 108 forms of Ārya Avalokiteshwor. It stands out as the most decorated temple of its kind in Kathmandu. Today, Janabahā is a living heritage site where many ancient customs and rituals are widely practised as per Vajrayāna Buddhist tradition. Devotees throng the Janabahā Dyo shrine for daily worship and to receive Karunāmaya’s blessings. Being the compassionate one, Ārya Avalokiteshwor goes around town every year in his tall wooden chariot to allow sick and physically disabled devotees to pay homage to him from the comfort of their homes. One could say it is a door-to-door visit by the Compassionate One.&nbsp; For the pragmatic minded, the chariot festival is an annual renewal of communal harmony, validation of our ancient mathematical supremacy and demonstration of the need to keep practical skills alive, including the craft of building earthquake resilient houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c.jpg" data-media-id="editor_2" data-image-id="20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  The Janabahā Dyo chariot is pulled from Jamal, where his image was found by the farmer, through the historic heart of Kathmandu in a gala parade every year. The procession, accompanied by folk music ensembles and revellers, starts on the eighth day of the bright half of the month of Chaitra, and lasts up to a week (ending on Saturday this year). Hundreds of devotees pull the chariot along the streets as a way of expressing their gratitude to lord Karunāmaya for blessing them with compassion and well-being. Purna Ratna Vajrāchārya is an ordained priest who belongs to the clan responsible for taking care of Janabahā Dyo. He has been studying the design and architecture of the chariot for the past 40 years, and overseeing its construction for the past 15. He has learnt that the engineering principles of building the chariot are based on the mathematical system in which Buddhism is taught. For example, 365 pieces of wood are used in the chariot, each representing a day of the year. Each of the four wheels consist of 25 pieces of wood, totalling 100, representing completeness or fulfilment. The height and length of the chariot is 32 arm’s length (hāt in Sanskrit), 14.8m. The number 32 represents the maximum number of auspicious and physical qualities one could possess to be considered an outstanding human being.&nbsp; Says Vajrācharya, “Observing how the chariot is built helps one learn the fundamental pillars of the Buddha’s teachings, and find an easier path to Nirvana.” The structural design of the nearly 15m wooden chariot is not only awe-inspiring but also gravity-defying. It leverages the pliancy of the materials used in its construction -- flexible joints tied with cane soaked in water for several days. The precise proportions of the chariot ensure great manoeuverability in the narrow streets along the route of the chariot procession that include some 90° bends, without colliding into houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_9f5c2943f5d6b3f0010d3d5213697549945e87a6f7d3d8cbadd69f0dea6c6e2c.jpg" data-media-id="editor_5" data-image-id="20240418130432_9f5c2943f5d6b3f0010d3d5213697549945e87a6f7d3d8cbadd69f0dea6c6e2c" data-rendition-name="original" width="2500" height="3750" loading="lazy" alt="Seto Machhindranath"> </figure>  Driving and steering the chariot with brute muscle power of the mirthful crowd is a seemingly impossible task. But this has been achieved year after year, despite the fact that the devotees who tug wildly at the ropes lassoed to the two front wheels, are most likely in high-spirits (pun intended). Sanjay Manandhar, a US-based technology entrepreneur, recounts how his high school physics teacher from Canada asked his students to go observe the locals build the chariots of Karunāmaya if they were interested in becoming engineers in the future.&nbsp; “That made no sense to me then, but, after all these decades, I now see clearly how the structural design of the chariot, adopted early on by our ancestors is full of earthquake-resilient properties that need to be applied in building houses in an earthquake-prone zone like Nepal,” says Manandhar. A highlight of the chariot festival is that human goddess Kumari makes an appearance at the final destination in Lagan, usually on the third day. This is only one of the 13 times that people get to see the Kumari outside her temple abode.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_08aa39f3f004a212b33c60a2840d6013110de15dd34a0288f699dd5fda8957ab.jpg" data-media-id="editor_6" data-image-id="20240418130432_08aa39f3f004a212b33c60a2840d6013110de15dd34a0288f699dd5fda8957ab" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  On the last day of the festival (Saturday), the image of lord Karunāmaya is carried on a palanquin by priests from Janabahā in a gala procession and brought back to his permanent residence at the temple in Kel Tol.&nbsp; The chariot festival is thought to have started during the reign of King Pratap Malla of Kantipur in the 17th century CE. For close to four centuries, the construction of the chariot and its operation has proven to be a phenomenal engineering feat, and the people’s faith in divinity means the tradition is alive.&nbsp; The essence of the colourful rituals and the religious beliefs of this ancient chariot festival is now all but lost. The logic, technology and practicality must be brought back to light, as they reflect the high civilisation and wisdom of our ancestors that we can leverage in modern times and into the future. &nbsp; Alok Tuladhar is a culture and heritage documentarian.

Kathmandu’s gravity-defying chariot festival

In the run-up to the third Nepal Investment Summit this weekend, there have been seminars, conferences and workshops where the discourse has revolved around the economy and the investment climate.
The consensus that Nepal needs foreign direct investments (FDI) to grow was repeated, and the familiar litany of reasons about why it has not been able to was discussed.&nbsp;
Policy advocates and regulators have understood that the lack of urgency is compounded by procedural inconsistencies, on top of the already deficient investment environment in the country.
It is a welcome change from what used to be flippantly accepting matters as given. There now seems to be a sense of urgency, with procedural inconsistencies and lack of harmonisation between various Acts and regulations openly discussed.&nbsp;
Government stakeholders also appear more willing to learn and attempt to be part of the solution. Whatever policy changes have been introduced in the past have been piecemeal and address the few rather than the entire industry. This left dual regulatory approaches aimed at similar players.&nbsp;

This time, unlike in the past two Summits, the government seems to be committed to amending 9 Acts, a positive step towards showing commitment to change. However, the deadline to do so during the winter session of Parliament is over. The option mooted has been to have it passed through ordinance, a lesser appealing step; albeit, a positive one moving forward.&nbsp;
To attract FDI in a competitive global market means that Nepal has to demonstrate that it is serious about bringing in investments with a more consultative and collaborative approach with investors. A departure from procedural to a result-oriented focus is needed.&nbsp;
To put issues in perspective, Nepal needs US$20 billion in investments to meet the UN’s Sustainable Development Goals (SDG) targets by 2030. If net-zero decarbonisation targets are to be met by 2045, another US$7 billion will be required annually.&nbsp;
Looking at our investment history and poor government capital expenditure, the gap is long and wide. In fiscal year 2022-23 Nepal booked a lamentable ~$59 million in FDI (equity). Nepal is in fact the lowest market in South Asia for FDI with 0.3% of the regional average.&nbsp;
What is it that we can do to fill the gap?&nbsp;
First, we need to move away from the notion that Nepal only needs large investments. This has proven to be a mistake, and time series data have proven that smaller investments, in aggregate, make a larger impact on economies.&nbsp;

We talk about an ‘enabling environment’ but without the right tools. We place restrictions on interest on debt ceiling (SOFR +5.5), without risk premium adjustments, we do not have an active secondary market for bond trading, nor do we have a yield curve, an integral part of the bond market, which is inhibiting us from tapping into the trillion dollar green bond market.&nbsp;
In order to attract green financing, Nepal needs to develop its bond market. Sovereign risk rating has been mooted and was expected to be operationalised before the Investment Summit.&nbsp;
However, to be rated in an adverse economic environment could further deteriorate investment potential due to a lesser-than-expected rating.&nbsp;
Hedging is another instrument that needs further research on. A commercial bank last year showcased the first risk-hedging mechanism for an investment of $8 million. This can be the beginning to expand on its modality. &nbsp;
Subordinated debt instruments have been introduced, but on a special nod basis, this now needs to be institutionalised as it is the most applicable form of investment after equity in a market that has volatile forex reserves.&nbsp;

Viability Gap Funding has been introduced by multilateral development agencies implemented in solar installations. It is a tool to incentivise the private sector to invest in projects that are not financially lucrative initially, but have potential for profitability in the long run. This needs to be scaled up and replicated in sectors like infrastructure, where returns may not be immediate.
Moving forward, to attract FDI, Nepal needs to tap into the funds that are available for the growth of small and medium enterprises (SMEs) and climate change. Alternative investments such as Private Equity Venture Capital (PEVC) have been around in a structured manner in Nepal for nearly a decade now.
These funds have blended finance components and have attracted climate funding as well. PEVC is a new asset class and can address the issues of penetrating into SME financing by incorporating environment, social and governance issues into their investment process.&nbsp;
SMEs are the backbone of any economy, PEVC comes with the ability not only to scale up the enterprise with risk capital, but with the ability to bring technical knowhow to enhance not only the enterprise but also the entrepreneur.&nbsp;

A differentiator from all other forms of financing available till date in Nepal. Blended finance is a way of de-risking investments, especially in frontier markets. Business Oxygen (BO2) is an example of blended finance with subordinated debt investments of IFC (World Bank Group) taking the lead and Climate Investment Funds along with FCDO as co-investors.&nbsp;
On a larger scale, the 216MW Upper Trisuli 1 is another example of blended finance with IFC, a Korean consortium and local investments. So far, we see that development finance Institutions have been taking the lead in Nepal as their risk appetite is greater than commercial investors and they are eager to help develop the financial markets.&nbsp;
In order to be sustainable, we need to step on this and attract commercial capital from all over the world. To do this there has to be political will to make that pivot.&nbsp;
Instead of being a means to an end, the two previous Investment Summits turned out to be intermittent and cosmetic, providing hardly any results. The third one’s success will depend on how the event will be implemented as a platform for continuous marketing for the country and facilitation for investors in future.&nbsp;
Nepal has outdone many countries in its macro-economic indicators, with sound forex reserves and a stellar history of debt payments to its creditors. This story needs to be propagated along with the drive for change to attract potential investors.
