Cycling brings fond memories. Learning to take that first ride with my mother in the small alley next to home. Re-learning with my husband in the streets of Europe.
Both came as a necessity. The first because I had failed several attempts at balancing, and it was a matter of self-pride. The second because cycling was the primary mode of affordable commute for a student overseas.

I often connect cycling with life, a balance you need to learn, and once learnt can never unlearn. What a beautiful form of experience that already is.
In Kathmandu, I cycle to work each day. Family, friends and acquaintances compliment me for being so conscious of my <a href="https://nepalitimes.com/here-now/cycling-to-cop28">carbon footprint</a>. But my cycling was due to forced necessity, I just do not have the fortitude to drive in the city’s chaotic traffic.
I switched to cycling during the <a href="https://archive.nepalitimes.com/regular-columns/As-It-Happens/blockade-that-benefitted-no-one,660">2015 blockade</a>. Between daily chores at the office and home with two little girls, the struggle to join the long queues at the petrol station had tired me out.&nbsp;
One evening, my husband brought home a beautiful bicycle. I was a bit angry about buying such an expensive bike. But eight years on I am so thankful because the bicycle continues to run solid and is my best buddy on the road.

Thin traffic during the blockade gave me confidence, and although hard at first, muscle memory eventually kicked in. When the blockade was lifted after six months and fuel was plentiful again, traffic clogged the streets again.&nbsp;
Honking always troubled me, and I wished I could put a banner with bold letters on my bag: Don’t Honk. My wish was answered in 2016 when traffic police declared unnecessary honking a punishable offence.
A lot of people still warn me about the dangers of being on a bicycle on Kathmandu’s roads. That is true, they are not the safest place to be. I have had a few scrapes with bruises and aches, but that does not deter me. <a href="https://nepalitimes.com/here-now/pedalling-for-life">Cycling</a> has become a part of my life.&nbsp;
And there are people who encourage me. One traffic police officer always greeted me at the intersection I crossed every morning during my commute to work. Once a little girl asked me if it was all right for a woman to cycle. I told her I hoped someday she would be a pilot.
One night, the driver of a private car switched on the high beam so I could pedal along the potholed street in torrential rain. Strangers on the sidewalk smiled when they saw me on my bicycle.&nbsp;
However, I am aghast at the utter recklessness and impatience of motorcycle and vehicle drivers on the roads, speeding and overtaking dangerously. On a bicycle one notices such rashness even more.&nbsp;
<a href="https://nepalitimes.com/banner/downhill-all-the-way">Most of Kathmandu is a cycle city</a>. Lalitpur now has bicycle lanes and that has made it easier to negotiate for space with other traffic. Moving slowly at my own pace, I have the opportunity to see and feel the things around me, to savour the beauty (and, yes, also the ugliness and dangers) of my city.
Cycling has become a ritual, and it does not tire me at all. It has given me a perspective on life, on how one needs to keep going no matter how steep the uphill, and keep an eye on the smaller wins every day. It reminds me that I am not in competition with anyone else, and I am only challenging myself to do better each day.
All these years, cycling has given me serenity, peace of mind, and a time for self-reflection. As the cycling culture continues to grow, it is also a reminder to <a href="https://nepalitimes.com/news/re-cycling-kathmandu-is-not-so-easy">make our roads safer for everyone</a>. Fast or slow, all street users are equal.&nbsp;
Cycling teaches us to be civil and considerate of others. My right to use the road also comes with the responsibility to think for fellow citizens. And this could be small, yet meaningful contributions towards reducing my and your carbon footprint.

Pedalling as a life lesson

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d120b9c7e80680e0a98b6jpeg.jpg" alt="" width="1360" height="680"/><figcaption>Photo: PROJECT SYNDICATE</figcaption></figure>It may seem as if the world is finally taking the climate crisis seriously, judging by the number of pledges to reach “net-zero emissions.”Among the major emitters, both the <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2021/04/22/fact-sheet-president-biden-sets-2030-greenhouse-gas-pollution-reduction-target-aimed-at-creating-good-paying-union-jobs-and-securing-u-s-leadership-on-clean-energy-technologies/">United States</a> and the <a href="https://ec.europa.eu/clima/eu-action/climate-strategies-targets/2050-long-term-strategy_en">European Union</a> have promised to achieve this goal by 2050, while <a href="https://news.un.org/en/story/2020/09/1073052">China</a> intends to become carbon-neutral before 2060. Even oil giants <a href="https://www.shell.com/media/news-and-media-releases/2021/shell-accelerates-drive-for-net-zero-emissions-with-customer-first-strategy.html">Shell</a> and <a href="https://www.bp.com/en/global/corporate/news-and-insights/press-releases/bernard-looney-announces-new-ambition-for-bp.html">BP</a> plan to reach net-zero emissions by mid-century.Large tech corporations appear more ambitious still. <a href="https://sustainability.aboutamazon.com/">Amazon</a> has committed to reaching net-zero carbon dioxide emissions by 2040. <a href="https://blogs.microsoft.com/blog/2021/01/28/one-year-later-the-path-to-carbon-negative-a-progress-report-on-our-climate-moonshot/">Microsoft</a> has pledged to be “carbon negative” by 2030, and by 2050 it aims to have removed from the air all the CO2 the firm has emitted since it was founded in 1975.<a href="https://blog.google/outreach-initiatives/sustainability/our-third-decade-climate-action-realizing-carbon-free-future/">Google</a> claims to have been carbon neutral since 2007, and aims to be “carbon free” by 2030. In fact, net-zero pledges have come from all parts of the economy, including the <a href="https://www.clara.earth/meat-and-dairy-companies">meat and dairy industry</a>, aviation, <a href="https://www.clara.earth/mining">mining</a>, finance, and retail.But these seemingly ambitious goals in fact amount to yet another round of greenwashing and <a href="https://climatefalsesolutions.org/wp-content/uploads/2021/06/HOODWINKED_ThirdEdition_On-Screen_version.pdf">dangerous distractions </a>that will <a href="https://www.corporateaccountability.org/resources/the-big-con-net-zero/">delay and prevent the adoption</a> of real climate solutions. That is because <a href="https://www.realsolutions-not-netzero.org/">net zero is not really zero</a>.For starters, 2050 is almost three decades away. Making long-term net-zero pledges enables governments and businesses to avoid drastic emissions cuts now. From a climate-justice perspective in particular, mid-century is way too late.Wealthy, industrialised countries in the Global North, due to their historical emissions and current levels of wealth, have a responsibility to decarbonise much faster.Compounding the problem, many net-zero plans are not backed up by corresponding short-term and interim emissions-reductions targets, such as for 2025. Instead, the majority of countries’ nationally determined contributions under the 2015 <a href="https://unfccc.int/process-and-meetings/the-paris-agreement/the-paris-agreement">Paris climate agreement</a>, which were recently updated or reviewed, are based on a 2030 timeframe. This disregards the five-year review cycle at the heart of the Paris accord.Worse still, the inclusion of ‘net’ in climate pledges confirms that emissions will not actually decline to zero. Instead, they will supposedly be offset – to an unclear and disputable extent – by removal of CO2 from the atmosphere.Many such net-zero schemes rely excessively on natural ecosystems to remove and store atmospheric CO2. This has sparked the current hype surrounding so-called nature-based solutions. While carefully restoring natural ecosystems is crucial in addressing both the climate and the biodiversity crises, it must not serve to prolong the lifetime of polluting industries.But nature-based solutions also include <a href="https://www.cartadebelem.org.br/manifest-towards-cop-26/">proposals</a> that would transform agriculture into a large-scale emissions-mitigation opportunity associated with the soil carbon market.Net-zero plans often also rely on speculative techno-fixes to remove CO2 from the atmosphere. Climate geo-engineering technologies such as bioenergy with carbon capture and storage (BECCS) or direct air capture (DAC) are highly risky and unproven – in particular at climate-relevant scales – and could have potentially devastating consequences for people and ecosystems. Either way, ‘solutions’ like BECCS and DAC risk locking in several more decades of continued fossil-fuel production and combustion.The conversation instead needs to return to the real climate solutions that currently do not feature at high-level intergovernmental conferences. The debate should centre on a comprehensive and long-overdue transformation of our exploitative and destructive economic systems.Bringing down global greenhouse-gas (GHG) emissions to real zero requires addressing the manifold global and historical injustices that caused the climate crisis and continue to shape it.Specifically, the rights, lives, and livelihoods of indigenous peoples and local communities must be at the core of any climate solution. That means listening to these groups, and taking their practices and proposals seriously. Strengthening and securing their land rights is one of the most effective ways to protect ecosystems, biodiversity, and the climate.In addition, we need to leave fossil fuels in the ground right now. There must be no further development of these resources, and existing fossil-fuel infrastructure must be phased out as soon as possible, based on a just transition for workers and communities that depend on them.Moving away from industrial agriculture is another high priority. Over-intensive, destructive production has exhausted the Earth’s soils and ecosystems and is generating massive amounts of GHG emissions, while <a href="https://reader.elsevier.com/reader/sd/pii/S0305750X2100067X?token=D234DC7C85790B1C6085C3680B3D9762EC31269D8A103DDF5F89193FE22383D2527AE0A02EA3A619AA57BEE01E085E73&amp;originRegion=us-east-1&amp;originCreation=20211027141941">feeding only a fraction</a> of the world’s population. It is a major driver of deforestation, and the resulting destruction of ecological barriers and buffers probably <a href="https://grain.org/en/article/6418-building-a-factory-farmed-future-one-pandemic-at-a-time">contributed to the outbreak</a> of the COVID-19 pandemic.By contrast, <a href="https://agroecologyprinciple.cidse.org/">agroecology</a> offers new possibilities for socio-ecological transformation and can contribute to tackling climate change in a safe way. Net Zero is not zero

Photos: XINHUA</figcaption></figure>The United Nations General Assembly is convening just six weeks ahead of the UN’s <a href="https://ukcop26.org/?utm_campaign=Hot%20News&amp;utm_medium=email&amp;_hsmi=161546698&amp;_hsenc=p2ANqtz--0Nb0aCJfKbuXurhC9tp5Brnlsgfm6CQiM_TgmpgNe1suEm2nGWaaFivokaKzWAHEc_14PGQYlPcD6oz-uLA7srNPfvw&amp;utm_content=161546698&amp;utm_source=hs_email">COP26 climate conference</a> in Glasgow, and follows a stark warning from the United Nations last week that the voluntary Nationally Determined Commitments (NDCs) by countries is not at all enough to stop cataclysmic climate collapse.
The UN collated the pledges by the world’s 191 countries and projected that the earth’s surface would be 2.7 Celsius hotter by 2100. This warning is even starker <a href="https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/">than the report to governments</a> by the Inter-governmental Panel on Climate Change (IPCC) last month that laid out a best-case scenario in which despite reduced greenhouse gas emissions, global average temperature was still set to exceed 1.5°C by the turn of the century.
This means countries must not only have more ambitious targets in their NDCs, but richer countries must do more, and giants like India and China have to wean themselves away faster from fossil fuels. What they have committed to so far is just not enough.
Some of this is the subject of a meeting of 40 world leaders in New York this week co-chaired by UN Secretary General António Guterres and British Prime Minister Boris Johnson ahead of the Glasgow Climate Summit. Guterres told the General Assembly that the world needed to reduce carbon emissions by 45% by 2030 to stabilise the climate. On Wednesday, Chinese President Xi Jinping pledged that China would stop building more coal-fired power plants abroad, the US President Joe Biden promised $11 billion to help developing countries adapt to the climate crisis.
Nepal, being one of the most vulnerable countries in world to a hotter world, the tenor of the discussion in New York this week will literally determine our future. Not only are our mountains melting in front of our eyes, but erratic weather means more floods, landslides and droughts that have dried up springs. Scientists have said that t<a href="https://www.nepalitimes.com/banner/a-biden-presidency-climate-and-the-himalaya/">he Himalaya</a> will get hotter faster than other parts of the world, and could warm by 1.8-2.2°C by the turn of the century.
Adapting to a hotter Himalaya will need money for climate resilient agriculture, lowering flood risk of glacial lakes, and help to transition to renewable energy. But when Nepal’s delegate at the General Assembly gets up to speak in New York next week to ask for more pledges for adaptation, it will carry very little moral authority if the government back home is backtracking on its own NDC commitments.
And that is what is happening. After taking one step forward with tax rebates on electric cars in this year’s budget, the government of Prime Minister Sher Bahadur Deuba has taken two steps back. This week, it slashed taxes on the import of 10 or more diesel buses by new luxury hotels to 1%. It cut by half the duty on petrol motorcycle assembly in Nepal.
The Nepal Oil Corporation (NOC) is so bloated with cash that it gets from taxing petroleum that it is investing in high rise office blocks in Kathmandu, putting up more petroleum storage facilities and planning new pipelines. The government still has pipe dreams about building a mega-airport in Nijgad. They just don’t get it.  
What Nepal should have done is slash taxes not just on battery cars, but also on electric public transport. At the moment the tax for electric or diesel buses is the same. At this rate, there is no way Nepal is going to meet its commitment to reduce its greenhouse gas emissions by 2030 and its commitment to net-zero by 2050.
In fact, the Ministry of Environment’s submission to the UN’s Framework Convention on Climate Change (UNFCCC) last month revealed that <a href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/">Nepal’s carbon footprint had doubled</a> in the past 10 years to 28,166 gigagrams of carbon dioxide (Gg CO2) annually.
Ironically, at a time when the government seems to be actively promoting diesel buses to benefit a few of the richest hotel owners in the country, and has done nothing to reduce the tax on electric buses, its NDC pledges to strengthen public transport and turn 90% of all vehicles electric by 2030.
The NDC document says that Nepal will reduce its greenhouse gas emissions by 28% by 2030 – that is laughably unlikely given the current policies in place. One arm of the government has no idea what the other is doing.
All this is critical not just because Nepal needs to do its bit to reduce its carbon emissions and to slash its ballooning petroleum import bill, but also so that the country can secure funds from the UNFCCC for adaptation measures.  
In fact, consistent delays in completing and submitting these reports to the UN has meant that much of the resources Nepal could have mobilised for climate action have lapsed.

Nepal needs to get its climate act together

<img width="1500" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141136/636cfe429c7e80680e0a0c2djpeg.jpg" alt=""/>Nepal’s per capita greenhouse gas emission may be negligible compared to industrialised countries, but it has doubled in the last seven years. This does not bode well for the country’s commitment to achieving net-zero by 2050, nor to an increased trade gap due to burgeoning petroleum imports. A mandatory report filed by the Ministry of Environment with the UN’s Framework Convention on Climate Change (UNFCCC) has put Nepal’s current emission at 28,166 gigagrams of carbon dioxide (Gg Co2) per year, up from 13,447 Gg Co2 in 2014 -- mainly due to the increasing import of petroleum from India for the transportation sector.Nepal recently handed in its <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNGikbPm_dvXKJXIL-bMy6uipdLOwA">second Nationally Determined Contributions</a> (NDC) Report, third National Communication Report and the Technology Needs Assessment Report to the UNFCCC, two years after the initial deadline had passed in 2019. The UNFCCC was drafted in May 1992 by the Intergovernmental Dialogue Committee in response to the UN General Assembly's call for an international legal framework to confront climate change. Nepal signed the Convention in June 1992, and has been a party to it since 1994. The three reports collectively outline sustainability goals and guidelines for Nepal to reduce its role in the climate crisis. The documents include strategies for social inclusion and <a href="https://www.nepalitimes.com/latest/nepali-women-doubly-burdened-by-climate-change/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepali-women-doubly-burdened-by-climate-change/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNEjQtdwiWo--eiwcZW96tHk-2RC7Q">gender empowerment relevant to climate change</a>. A risk-analysis report that includes optimisation measures to tackle the climate crisis has also been made available to policymakers. Meanwhile, the second NDC outlines Nepal’s plans to reduce its greenhouse gas emissions by 2030 and meet its commitment to net-zero by 2050 by cutting down on emissions from sectors including agriculture, forestry, land, energy, industrial, and waste management.The NDC delves further into Nepal’s commitment to strengthen its public transport network and to turn 90% of its vehicles electric by 2030, eliminating fossil fuel use and replacing it with cleaner sources would reduce greenhouse gas emissions by up to 28%. The rest comes from energy use in construction, industries and other uses.The three reports are integral for Nepal to secure UNFCCC funds to adapt to the climate crisis which has disproportionately affected the country’s <a href="https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNG2QvXasbYZkU6gO1fLSQXS1_-PtQ">maginalised communities</a> in lack of state policies on preparing for the impact of global warming. The constant delays in completing and handing over the mandatory evaluations have meant that financial assistance to Nepal for adaptation has also not met expectations. The country has only received Rs7 billion for two projects from the UNFCC’s Green Climate Fund so far.Moreover, outdated statistics get in the way of effective and relevant planning. For instance, the National Communication Report is based on data from 2011, and the Climate Change and Management Division says that the national climate change adaptation plan based on 2018 figures is underway.The natural change in climate that takes place over a significant amount of time has been overtaken by global industrialisation, widespread use of <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNH6zL0NUKfAZBDViDX6P6u0LvLSDg">fossil fuels in transportation</a> and deforestation at massive scales, all largely contributing to greenhouse gas emissions and warming of the earth’s surface.Scientists spent the past two years drafting a 4,000-page report for the UN’s Intergovernmental Panel on Climate Change (IPCC) drawing the most direct correlation to date between climate change and extreme weather around the world.A <a href="https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNFy5mdIfnH5nEN_GvKekVgA9acIQQ">summary of the report</a> was released earlier this month, which concluded that the increase in global surface temperatures will ‘exceed 2°C during the 21st century unless deep reductions in CO2 and other greenhouse gas emissions occur in the coming decades’.The IPCC report on the science behind climate change also has forecasts that will directly affect Nepal and <a href="https://www.nepalitimes.com/editorial/a-hotter-himalaya/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/a-hotter-himalaya/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNHjOO8YATEkNHSuSrRQVO07WaFcrQ">the Himalaya</a>. Although Nepal’s contribution to GHG emissions is negligible, it suffers disproportionately from the impact of the climate emergency. But because its own emissions are rising fast, Nepal will not have the ethical high ground in international negotiations calling for adaptation funding.Experts say that even a 1.5°C rise in global temperature will mean heavy precipitation and associated flooding in Nepal. At a 2°C increase, extreme weather events like floods, heatwaves, wildfires, and droughts will be more frequent and deadlier.The Himalaya is warming at 0.3-0.7°C <a href="https://www.nepalitimes.com/opinion/mountainous-regions-face-catastrophic-impacts-without-urgent-climate-action/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/mountainous-regions-face-catastrophic-impacts-without-urgent-climate-action/&amp;source=gmail&amp;ust=1630119370521000&amp;usg=AFQjCNE2bJax3zr7MIXakAGOTqErspCf-w">faster than the global average</a> due to a phenomenon called ‘Elevation Dependent Warming’. But at the current trajectory, the mountains will lose two-thirds of permanent ice by the end of 2021.Nepal’s emission may still be negligible but as one of the countries most vulnerable to the impact of climate change and extreme weather events, experts say, it must work collectively with other countries in the region to meet cut-back targets and reduce greenhouse gas emissions drastically.

<img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd179c7e80680e0a0bc6jpeg.jpg" alt=""/>In 1911, Nepal became the second country in Asia to install <a href="https://www.nepalitimes.com/banner/nepals-1st-hydroelectric-plant-is-a-museum-piece/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepals-1st-hydroelectric-plant-is-a-museum-piece/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNGTfe_ElDUnDBA5y1fWiNeNMmj3iw">a hydroelectric plant</a>, and was a pioneer in  electric transportation with the opening in <a href="http://archive.nepalitimes.com/news.php?id=1651#.YREMFtMzbRY" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D1651%23.YREMFtMzbRY&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNFCMXd7Cwgzp9Nvx_5uv6jjxw5VdA">1922</a> of a ropeway connecting Kathmandu to Dhorsing and <a href="https://archive.nepalitimes.com/article/business/ropeways-connecting-nepal,1749" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/business/ropeways-connecting-nepal,1749&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNFoAmTmRhO8F_jUynodP4VGdDGB2g">later to Hetauda</a>.  The Chinese gifted an <a href="https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEJ0EZMCfEEa7kLPULhzZRB_DGcng">electric trolley bus line</a> from Kathmandu to Bhaktapur in 1975, which provided valuable commuter service for nearly 30 years. In 1995, the government replaced polluting diesel three-wheelers with electric ones, and 700 of the <a href="https://www.nepalitimes.com/opinion/12-full-opinion/how-to-get-things-done-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/12-full-opinion/how-to-get-things-done-in-nepal/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNHCvZcncwin-QX5AckUaljaRos77g">Safa Tempo</a> are still running on 28 routes, serving Kathmandu’s public transport needs. However, despite these milestones in electric transportation, Nepal has not taken the leaps it could have in powering mass transit with the country’s plentiful renewable energy potential.“We missed the bus on electric buses,” says environmental expert <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEl_IlhZ7KVICnzsc-SRPKQHCTwSQ">Bhusan Tuladhar</a>. “We could have taken e-vehicles to the next level much earlier.”Indeed, the Safa Tempo now faces competition from diesel buses on trunk routes, and government policy on replacing larger diesel buses with electric ones has been erratic. Daily commuter volume in Kathmandu today now needs larger mass transit modes, but Safas are ideally suited for narrower streets of the inner city.“After the diesel three-wheelers were replaced by Safa Tempo, the government adopted a contradictory policy of promoting micro-buses,” explains Dharma Kumar Shrestha of NEVI (Nepal Electric Vehicle Industry).  <figure><img width="1435" height="1845" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd1b9c7e80680e0a0bc7jpeg.jpg" alt=""><figcaption> </figcaption></figure>Sadly, in the early 2000s, the <a href="https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEJ0EZMCfEEa7kLPULhzZRB_DGcng">trolley bus system</a> and another cargo ropeway to Hetauda were closed due to losses and mismanagement. Although private electric cable cars are coming into operation nationwide for tourism, there is still no strategic solution in sight for electrified public transportation, particularly electric buses.<a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEluSwdpWldVQB8IdEn83UBiR6-RQ">Electric vehicles</a> still have problems with carbon emission during production and battery disposal, but they will help improve the air quality and reduce Nepal’s petroleum imports which have more than doubled in the past 10 years. Some <a href="http://www.mofe.gov.np/downloadfile/E-mobility%20Assmnt%20NDC%202020_1623998131.pdf" data-saferedirecturl="https://www.google.com/url?q=http://www.mofe.gov.np/downloadfile/E-mobility%2520Assmnt%2520NDC%25202020_1623998131.pdf&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE2VntIF8kJ7PIXXcPqAHkOF4QTHQ">12%</a> percent of the greenhouse gas emissions from the energy sector in Nepal comes from transportation, with heavy vehicles like fuel-run trucks and buses being the main polluters. There are now about 6,000 battery two-wheelers, over 27 thousand electric three-wheelers, and 1,000 electric vehicles in Nepal, but this is still only 1% of the total, according to a <a href="http://www.mofe.gov.np/downloadfile/E-mobility%20Assmnt%20NDC%202020_1623998131.pdf" data-saferedirecturl="https://www.google.com/url?q=http://www.mofe.gov.np/downloadfile/E-mobility%2520Assmnt%2520NDC%25202020_1623998131.pdf&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE2VntIF8kJ7PIXXcPqAHkOF4QTHQ">Ministry of Forests and Environment report.</a> <figure><img width="1000" height="589" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd1e9c7e80680e0a0bc8jpeg.jpg" alt=""><figcaption> </figcaption></figure>“Since transportation contributes a significant amount of Nepal’s total greenhouse emissions, a shift to electric is essential to achieve the country’s goal of being carbon-neutral by 2050,” says Radha Wagle, Chief of the Climate Change Management Division under the Ministry of Forests and Environment. Electric Vehicles are initially more expensive, but in the long run not are not just less-polluting, but will also help improve Nepal’s balance of trade deficit with India. While production and battery cost of electric bus makes them more expensive than a new diesel bus of the same capacity, running costs, maintenance and repairs means that for every kilometer travelled, an electric bus will be <a href="https://www.nepjol.info/index.php/jiee/article/view/34321" data-saferedirecturl="https://www.google.com/url?q=https://www.nepjol.info/index.php/jiee/article/view/34321&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNHvg12N6jF8_nWl4dVJoCTHjzyUSQ">Rs14 cheaper to run.  </a> “The operational cost of a diesel bus is high,” says Tuladhar, who is also a board member of Sajha Yatayat, where 40% of the running cost is diesel. “If we switch to an all-electric fleet, we will have significantly lower costs that will let us provide better service. But because of the higher initial investment necessary, a government subsidy is necessary for the purchase of electric vehicles.” In this year’s budget, the <a href="https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNGOdQbO8PkEMjBfZpNw847NLJ3Q-w">government reinstated tax rebates</a> on electric vehicles which now makes their cost comparable to 4- and 2-wheelers of the same capacity. However, the capital cost of electric buses is still more than double the cost of diesel-run buses, which is why further subsidies are needed. The government can easily recoup the lost tax revenue from reduced petroleum import bills, experts say.  NEVI’s Shrestha agrees that government subsidies would inventivise buyers for electric vehicles, and also setting up charging stations across the country.  Among all registered vehicles in Nepal, nearly 80% are privately owned two-wheelers, but they contribute only 8% to total emissions from transportation. Trucks and public buses emit 57% of CO2.  The demand for electric vehicles is highly sensitive to government policies. With the taxes imposed in 2020, the import of electric vehicles in the first 5 months of the fiscal year at the start of 2021, <a href="https://www.nepalitimes.com/latest/how-much-will-electric-cars-cost-now/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/how-much-will-electric-cars-cost-now/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNFvouUWmKFkrMCzKw9Z2vqYQ76y_g">declined by 88% compared to the previous year</a>. However, sales are expected to pick up again after the tax reversal. Electric rickshaws are gaining popularity in the Tarai, with over 26,000 registered  –- making up 0.82% of all vehicles in the country. <figure><img width="1588" height="946" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd219c7e80680e0a0bc9jpeg.jpg" alt=""><figcaption> </figcaption></figure>“A transition towards e-transport will reduce our trade deficit massively and further ensure green economic growth,” says Rajan Thapa, a climate change expert. Over the past decades, successive governments have taken pro-electric policies. The National Transport Policy in 2001 was developed to make the transportation sector environmentally friendly, and the Environmentally Friendly Vehicle and Transport Policy of 2014 calls for diversifying vehicles to run on electricity, hybrid, and gas. The government also is going to open 50 charging stations across the country and announced that it is buying 300 electric buses. The second Nationally Determined Contribution (NDC) that Nepal submitted to the UN last year pledges a 200km electric railway network, increasing the total sale of private e-vehicles to cover 90% and public transport (besides three-wheelers) to 60% of imports by 2030. This is expected to reduce carbon emission by 28% and <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE3Q7u9yrExf3zy5U0L51alzQDptQ">lower pollution levels in cities</a>. “The government of Nepal is being more ambitious and committed to ensuring net-zero emissions ahead of 2050, " says Prem Kandel, secretary of the Ministry of Forests and Environment (MoFE). “We have made a long-term strategy that will provide us with evidence and policy choices to look at potential ways of reducing carbon emission. E-mobility is one of the means of achieving our ambitious target.”Diya Rijal is a communication consultant for the UK government-funded Policy and Institutions Facility.

The road to electric transportation in Nepal

<img width="1094" height="395" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3549c7e80680e096648jpeg.jpg" alt=""/>Even the most optimistic scenario is that it will take at least <a href="https://www.nepalitimes.com/latest/nepal-tourism-may-take-5-years-to-recover/" target="_blank" rel="noopener noreferrer">five years for Nepal’s travel industry to recover</a> from the pandemic impact. However, the country has an opportunity for a ‘<a href="https://www.nepalitimes.com/banner/pandemic-is-a-chance-to-rethink-development/" target="_blank" rel="noopener noreferrer">better normal</a>’ and to evolve a tourism model that does not damage nature and heritage, but rather enhance them-- a clean industry that is environmentally and socially sustainable.The pandemic has shown that many journeys may actually not be necessary at all, and when they do travel, passengers are now more aware about their carbon footprint. “Low carbon footprint tourism that benefits the maximum number of local businesses is the only way forward,” maintains Shilshila Acharya of the <a href="https://www.himalayanclimate.org" target="_blank" rel="noopener noreferrer">Himalayan Climate Initiative</a> (HCI).International aviation accounts for 2.5% of global CO2 emissions. At a first glance, this may look insignificant but its impact is disproportionate across the world and more acute in the Himalaya.Moreover, the 2015 Paris Agreement does not include other greenhouse gases from aviation. International air travel is not counted within any country’s emission targets either. The <a href="https://www.icao.int" target="_blank" rel="noopener noreferrer">International Civil Aviation Organisation</a> (ICAO) has adopted the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) requiring member states to voluntarily offset carbon starting this year. This may mean individual passengers will not have to offset themselves, but the additional cost of carbon credits might trickle down to air fares. An average tourist flying to Lukla from London via the Gulf burns nearly 3 tonnes of carbon. On treks, LPG for cooking and fuel for jeep rides add up. While airlines wait to switch to biofuels, there are alternatives like carbon offsetting which allow passengers to compensate for the CO2 by paying for projects around the world that reduce the buildup of greenhouse gases in the atmosphere. Passengers calculate the carbon they burn on a trip, and buy equivalent credits from organisations working on projects such as biogas, reforestation, hydropower, water treatment or solar energy.“It would be ideal if Nepal could offer a locally-based offset system, for example through community forestry or social impact projects so tourists could increase the benefits of their trip to Nepal,” says Robin Boustead, promoter of the Great Himalayan Trail, who is researching the effect of climate change in Sagarmatha National Park (read box, below).“Such a program could become a significant point of difference for Nepal and put tourism and the climate agenda in the spotlight, especially as the Himalaya are suffering so much.”<a href="https://www.nepalitimes.com/here-now/tourism-aviation-and-carbon/">Tourism, aviation and carbon</a>, Sanghamitra SubbaAt the moment the government’s Alternative Energy promotion Centre (AEPC) is the only Nepali entity that offers carbon credits, mostly in biogas, micro-hydro and wind energy, with buyers and rates already fixed.Pre-Covid, voluntary offsetting internationally was at an all-time high with a 140-fold increase between 2008-2018 and 430 million tonnes of emission reductions generated worldwide. The demand for voluntary offsets has grown exponentially, often leading to oversupply of carbon credits in countries like India and China.Companies claiming to be green often buy cheap credits, which is why is it crucial to check a project is certified. Some experts say offsetting does not tackle the root of the problem, which is wasteful consumption. They say the priority must be to reduce emissions at source, and not try to assuage one’s guilt by buying offsets. Buying carbon credits should go hand-in-hand with a domestic reduction strategy, they add.“For a landlocked and tourism-dependent country like Nepal, carefully selected and accounted for carbon offsets in aviation in the absence of low carbon travel can be a good option, at least in the short-term,” says carbon finance expert Rastraraj Bhandari. “But air travel is only one aspect of green tourism. There is domestic transport that needs to transition away from fossil-fuel and the energy-intensive hotel industry that can make strides by reducing its carbon footprint.”Even though Nepal boasts that it has maintained 40% of its area under forest cover, and has targets for switching to renewable energy, there are contradictory activities like haphazard road-building, sand mining on rivers, as well ecologically disastrous projects like Nijgad airport. “We might not be able to do much regarding international aviation, but we can improve and then electrify mass transport, build cycling lanes, push electric vehicles and save billions,” says energy expert Manjeet Dhakal. “This will help tourists and locals alike, and also reduce air pollution.” <a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/tourism-that-treads-lightly-on-the-land/" target="_blank" rel="noopener noreferrer">Green tourism</a> is a holistic approach that takes into account all forms of transportation, fuel for cooking and heating, accommodation, and food sources. A packet of pasta flown from Europe has a much greater footprint than a plate of dal bhat.Promoting community-based initiatives such as homestays in the plains, mid-hills and mountains that depend on locally grown products will also generate jobs at home for youth. Shilshila Acharya’s non-profit is preparing to clean up Lhotse, Pumori, Ama Dablam, Dhaulagiri and Makalu in a campaign led by the Nepal Army to bring down 35 tonnes of waste this spring.She says, “What the pandemic has taught us is not to depend solely on international visitors. 		A passenger on a London-Lukla roundtrip via Kathmandu burns 2.9 tonnes of CO2 on average. But that is just an estimate, it is not easy to calculate the exact footprint of one’s travels. There are multiple online tools developed by organisations like <a href="https://www.wwfnepal.org" target="_blank" rel="noopener noreferrer">WWF</a>,  <a href="https://www.nature.org/en-us/" target="_blank" rel="noopener noreferrer">The Nature Conservancy</a> and the <a href="https://www.epa.gov" target="_blank" rel="noopener noreferrer">US EPA</a> and companies that offer offsets also calculate footprint and suggest carbon credit projects best suited to buyers. But the figures are often not consistent. A report in 2019 by the <a href="https://www.unwto.org" target="_blank" rel="noopener noreferrer">World Tourism Organisation</a> (UNWTO) projected that transport-related emissions from tourism are expected to increase to 5.3% of all anthropogenic CO2 in the next 10 years.But following the pandemic and increased awareness about low-carbon travel, emissions per passenger/km is expected to decline. In Nepal, for example, tourism post-pandemic is expected to be even more nature and adventure-based as companies here respond to international demand. In a report on the impact of climate change in the Sagarmatha National Park, Robin Boustead of Great Himalayan Trail counted  40-100 flights a day to Lukla during the peak climbing season. He then calculated that a Viking Air Twin Otter that carries up to 16 passengers and three crew had a fuel burn rate of 500kg/hour. This means every passenger is responsible for 135kg of fuel on a return flight from Kathmandu to Lukla. “Aviation fuel has a CO2 emission factor of 3.1, so this equates to 418.5kg of CO2 per passenger,” he says.Over 95% of tourists who visit the Khumbu fly to and from Lukla from Kathmandu, so in 2019 tourists contributed at least 22,000 tonnes of CO2, the report estimated.On top of that, there were 70-100 mostly Airbus HP350 helicopter flights to higher valleys every day carrying cargo or passengers (mountaineers, sightseers and medical evacuations). This translated into additional 4,000 tonnes of CO2 just in Khumbu alone.  Says Boustead: “Without any monitoring or evaluation of CO2 emissions, nor offsetting programs within Nepal, these results suggest that tourism is a significant contributor to greenhouse gas emissions.”

The carbon footprint of Nepal’s tourism

Photo: Bikram Rai</figcaption></figure>Developing countries are usually late-comers in adapting to advanced technologies, but new innovations like battery-powered cars give countries like Nepal the chance to leapfrog to clean and green energy.Nepal has been kept back by poor and limited education, low levels of industrialisation and bad governance. However, this actually puts the country in a position to catch up through the adoption of new technologies.Especially when it comes to energy and the environment, Nepal does not need to reinvent the wheel. It just has to build on past policies that have worked – like the community forestry program, manage hydropower to generate surplus electricity, and restore tax subsidies for electric vehicles.When Sajha Yatayat introduced <a href="https://en.setopati.com/market/132700">five new BYD electric buses </a>in 2018, there was great optimism that Nepal was on the right path. Prime Minister K P Oli himself inaugurated those buses by riding them into Singha Darbar, and announced that 20% of vehicles in country would be electric in two years time. Well, it is now 2020 and instead of promoting EVs, this year’s budget has withdrawn the tax breaks for battery-powered cars.Nepal needs to foster a new climate for investment in green technologies with a paradigm shift in reducing the technology gap. One such paradigm shift had been the tax concessions on electric vehicles, but Finance Minister Yuvaraj Khatiwada’s budget raised <a href="https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/">excise tax by 40% with another 60% of custom duty</a> and put a question mark on the government’s commitments to its own sustainability goals.There are two compelling reasons to support EV growth: controlling air pollution and cutting petroleum imports. <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/">An estimated 35,000 people die annually</a> from pollution emitted by fuel-driven vehicles. Nearly <a href="https://oec.world/en/profile/country/npl">15% of Nepal’s total imports</a> is for petroleum making it Nepal’s number one item of import.According to <a href="https://gggi.org/site/assets/uploads/2020/02/GGGI_Nepal_Investment-Projects-for-Electric-Mobility_Final.pdf">Global Green Growth Institute</a>, proposed new 6.8GW of hydropower projects will give Nepal excess electricity supply in next few years. Electrifying the transportation sector will allow <a href="https://www.nepalitimes.com/latest/nepals-chance-to-green-its-budget/">proper utilisation of domestic resources</a>, and enable  new innovative business strategies for energy sufficiency.To benefit from both aspects, the government needs proactive subsidies to encourage the adoption of electric vehicles. This not only helps in low-cost access to electric vehicles, but also create the environment to <a href="https://gggi.org/site/assets/uploads/2020/02/GGGI_Nepal_Investment-Projects-for-Electric-Mobility_Final.pdf">build an electric mobility ecosystem</a> for sustainable growth.China provides a good example. Its economic development formula starts with local experimentation of reform initiatives, which then can be replicated at the national level.Back in 1998, China’s first phase of EV development actually happened on a small scale across 12 major cities.For the next 10 years, the focus was given to battery production and setting up of necessary infrastructure which then got integrated into the national plan. Subsequently, after 2008, <a href="https://www.researchgate.net/publication/321869464_Electric_mobility_and_the_quest_for_automobile_industry_upgrading_in_China">conventional fossil consuming motorcycles were banned</a> across 16 major cities, and government promoted preferential treatment and subsidies including purchase tax waiver, trade barrier removal and infrastructure subsidy that expanded pilot initiative from 12 to 88 major cities.Since then, <a href="https://thediplomat.com/2020/05/can-chinas-electric-car-industry-weather-the-covid-19-storm/">450 new EV manufacturers</a> have been registered in China, including giant  oligopolies like BYD which have taken the global lead in electric vehicles. For the past three decades, EV sales have seen an increasing trend in China and they are projected to reach <a href="https://www.chinadialogue.net/article/show/single/en/11405-Can-China-electrify-all-new-passenger-cars-by-2-3-">price parity with petrol</a> and diesel by 2030.The <a href="https://about.bnef.com/blog/battery-pack-prices-fall-as-market-ramps-up-with-market-average-at-156-kwh-in-2019/">87% drop</a> in battery prices worldwide between 2010 to 2019 will also reduce the price of electric vehicles and make them more competitive vis-à-vis fossil cars.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141132/636bac0a9c7e80680e077f0fjpeg.jpg" alt="" width="1086" height="672">For Nepal, this means electric vehicles will gradually replace petrol and diesel vehicles whether we like it or not. It is better to stay ahead of the curve and actively promote battery-powered cars now so that Nepal gets an early-bird advantage from reduced imports, improved air quality and better public health.As the Saudi Arabian Oil Minister <a href="https://www.economist.com/leaders/2003/10/23/the-end-of-the-oil-age">Seikh Zaki Yamani once said: </a>‘The stone age did not end for the lack of stones, and the oil age will end long before the world runs out of oil.’ Despite the global importance of alternative energy, Finance Minister Khatiwada’s  argument that an increase in imports of electric vehicles would drain the economy does not hold much water. Being a one-time import, EVs replace up-front cost of petrol cars, but reduce the long-term running cost by cutting the use of <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/">imported fuel.</a>Similarly, the argument that only high-end vehicles were imported in large numbers fails to take into account that cheaper Indian and Chinese electric cars and e-scooters like <a href="https://www.nepalitimes.com/banner/electri-city-cars/">Niu and Terra Eco</a> had begun to replace petrol-powered scooters. Instead of raising taxes, Khatiwada should have should have been given incentives for <a href="https://english.khabarhub.com/2020/18/105016/#.Xurj2Xw2GrQ.twitter">entry-level or mid-range EVs</a> and electric buses which cater to local needs, reduce other costs and promotes sustainability.Germany subsidised solar power and China subsidised electric vehicles more because they made economic sense, than just because of their ecological benefits. Why Nepal needs to restore EV tax subsidy

The latest clashes threaten to derail cooperation on climate change between two countries that have the world's biggest carbon footprints.</figcaption></figure>One of the casualties of the strain in relations between India and China will be the cooperation between the two of the world’s most populous countries on the climate crisis.After the <a href="https://www.nepalitimes.com/opinion/view-of-galwan-from-bhutan/" target="_blank" rel="noopener noreferrer">violent clash on Galwan Valley in Ladakh</a> on 15 June that left at least 20 Indian soldiers dead, the two countries have been taking tit-for-tat economic action against each other. The latest was India’s ban on 50 Chinese apps, including TikTok which had at least 125 million users in India.After a brief period in the 1950s of ‘Hindi-Chini Bhai Bhai’ bilateral bonhomie under Mao Zedong and Jawaharlal Nehru, things have not been the same. There is economic competition and there have been major border confrontations since the 1962 Himalayan war.Under Prime Minister Narendra Modi and President Xi Jinping, Sino-Indian relations had actually improved with the two leaders having met multiple times since Modi came to power in India in 2014.Modi’s visit to Xian in 2015 saw a breakthrough in bilateral relations, with the <a href="https://urldefense.proofpoint.com/v2/url?u=https-3A__southasianvoices.org_india-2Dand-2Dchina-2Dfrom-2Dpolitical-2Ddifferences-2Dto-2Deconomic-2Dsimilarities_&amp;d=DwMFaQ&amp;c=slrrB7dE8n7gBJbeO0g-IQ&amp;r=7k-SLurfVGd6ue7b1xrHgg&amp;m=H9GhrTj_2jGmOawKuU1gRp-_CL6hWK9-HdamIhGuL_o&amp;s=zEqnZMnVgge9Vp_ANwzx7Kxt-8J4K-RkMaX1KTy1ypE&amp;e=">signing</a> of 24 agreements ranging from economic and infrastructure development and military co-operation. Among the agreements signed were the ‘Memorandum of Understanding on Co-operation in Ocean Sciences, Climate Change and Cryosphere’ and the ‘MoU on Co-operation in Earthquake Science and Engineering.But even while the two sides seem to have taken measures to de-escalate tensions along their disputed border, a new cold war has set in over the Himalaya just a time when the mountain range is thawing because of the impact of climate change.The International Centre for Integrated Mountain Development (ICIMOD) in its ‘<a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">Himalayan Assessment</a>’ last year said that one-third of the ice on the Himalaya would be gone by 2050 and two-thirds by the end of the century if measures are not taken to cut global emissions.Although the specific details of the Xian MoUs between India and China are not available, they were taken as positive signs in that both countries recognise the climate crisis to be a pressing challenge in the region in the coming years. It was also an indirect acknowledgement of the fact that the two countries together produce one-third of global greenhouse gas emissions – China 28% and India 7%.But both countries also share common climate vulnerabilities such as depleting water resources, weather extremes resulting in floods and droughts, extreme heat stress, and rising sea levels. Ironically, the very mountainous border both are fighting over is also Asia’s water tower, and <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" target="_blank" rel="noopener noreferrer">Himalayan glaciers</a> are the source of major rivers in India, China, and the rest of Asia.The China–India agreements on climate change were perhaps the strongest agreements and bilateral networks between the two countries and provide a salient case study on what the future of collaboration between China and India could look like.In 2001, the United States withdrew from the Kyoto Protocol, much like its withdrawal from the Paris Climate Agreement in 2016. Both led to a vacuum in international climate governance. With help from the European Union, China and India negotiated through the BASIC Group (Brazil, South Africa, India, and China) to come up with a joint climate agenda.Before the <a href="https://urldefense.proofpoint.com/v2/url?u=http-3A__archive.nepalitimes.com_news.php-3Fid-3D16428&amp;d=DwMFaQ&amp;c=slrrB7dE8n7gBJbeO0g-IQ&amp;r=7k-SLurfVGd6ue7b1xrHgg&amp;m=H9GhrTj_2jGmOawKuU1gRp-_CL6hWK9-HdamIhGuL_o&amp;s=GefS1VCcGSBnLD_CrmPlX43Y1MuRNDwnJ9XNz2-f8UY&amp;e=">Conference of Parties (COP15) negotiations in Copenhagen</a>, China and India took early steps to develop more coordination within the group to come up with a common position that would serve their national interests. In 2009, the two countries <a href="https://urldefense.proofpoint.com/v2/url?u=https-3A__www.tandfonline.com_doi_abs_10.1080_10220461.2011.622945&amp;d=DwMFaQ&amp;c=slrrB7dE8n7gBJbeO0g-IQ&amp;r=7k-SLurfVGd6ue7b1xrHgg&amp;m=H9GhrTj_2jGmOawKuU1gRp-_CL6hWK9-HdamIhGuL_o&amp;s=_Ldw6R-NfoiWh_1NZaJWbnuqa1TeaSk5fLOvkGIVJZ4&amp;e=">met</a> in Beijing to sign an agreement to coordinate their approach to climate negotiations.In Copenhagen in 2009, the BASIC Group got a boost by being recognised as a negotiation group of emerging economies. Its members were hailed for salvaging the conference by brokering the Copenhagen Accord with the United States at the very last minute despite criticism of leading a non-transparent and exclusionary decision-making process.However, tensions soon emerged within the BASIC group. While India was praised for the newfound role of a mediator, China was seen as a bully in climate negotiations by the international community. The two countries also differed their own positions on points like emissions reduction targets and peaking of emissions.Things started going downhill after that. In 2014, President Xi signed a joint climate agreement with then President Obama which formalised the rift between India and China. As a response to China’s joint agreement with the US, Prime Minister Modi <a href="https://urldefense.proofpoint.com/v2/url?u=https-3A__economictimes.indiatimes.com_news_politics-2Dand-2Dnation_obama-2Din-2Dindia-2Dpm-2Dnarendra-2Dmodi-2Dbarack-2Dobama-2Dstrike-2Dalliance-2Don-2Dclimate-2Dchange-2Dair-2Dpollution-2Drenewable-2Denergy-2Dfocus-2Dareas_articleshow_46016108.cms-3Ffrom-3Dmdr&amp;d=DwMFaQ&amp;c=slrrB7dE8n7gBJbeO0g-IQ&amp;r=7k-SLurfVGd6ue7b1xrHgg&amp;m=H9GhrTj_2jGmOawKuU1gRp-_CL6hWK9-HdamIhGuL_o&amp;s=jOu4w8J5xVH_d7OkpM_aZ2oTh9lQd4MHEv-A6rKTxi4&amp;e=">said</a>: “India will not be arm-twisted into climate action going against its national interest just on account of other countries.”Although China and India presently do not have any official alliance on climate, they continue to share large carbon emissions profiles, vulnerabilities to climate change, and the common interest for energy-resilience.The energy sector in both countries is following similar trajectories. China is the largest greenhouse gas emitter in the world, with India at number 3 behind the United States. China’s carbon emission from the energy sector is expected to decline after peaking in 2030, while India is taking action to curb coal consumption and the associated problem of air pollution. The two countries also have a shared interest in reducing their dependence on imported fossil fuels and to promote national energy security.To do so, solar energy has emerged as a key interest in both countries. China is now the largest manufacturer of solar systems in the world. India has also <a href="https://urldefense.proofpoint.com/v2/url?u=https-3A__onlinelibrary.wiley.com_doi_abs_10.1111_1758-2D5899.12550&amp;d=DwMFaQ&amp;c=slrrB7dE8n7gBJbeO0g-IQ&amp;r=7k-SLurfVGd6ue7b1xrHgg&amp;m=H9GhrTj_2jGmOawKuU1gRp-_CL6hWK9-HdamIhGuL_o&amp;s=mkdMtvidoqWthvwS-Qgk7P3_bl8sCeFwW-RNi76U5Ls&amp;e=">pursued</a> policies promoting initiatives like the International Solar Alliance, and to drive down the costs of solar power and increase its share in the energy grid.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141132/636babe79c7e80680e077f02jpeg.jpg" alt="" width="1047" height="627">China is India’s second-largest trading partner, and building an alliance to promote the diffusion of technology across both countries and to learn from each other brings a win-win situation for both countries. Right climate for India-China talks on climate change

And that is the first thing frequent visitors to Kathmandu notice at <a href="https://www.nepalitimes.com/opinion/kathmandu-airport-is-nepal-in-a-microcosm/" target="_blank" rel="noopener">the airport</a>: the shining new floor of the arrival concourse and various gold-plated, hand-crafted figures at the base of the escalators.It shows that with just a small effort, we can improve the state of the state. Tourism provides the incentive for positive actions in the past, and will help us do much more as we enter Visit Nepal 2020 when the country is <a href="https://archive.nepalitimes.com/article/nation/bringing-in-two-miilion-tourists,3551" target="_blank" rel="noopener">hoping to double the number of visitors</a>.Tourism can also be attributed to creating jobs, lifting people out of poverty, helping save endangered species and their habitats, letting income percolate down to remote areas, and helping heritage conservation in a big way.With politics more stable, and <a href="https://www.nepalitimes.com/here-now/how-they-kept-nepal-in-the-dark-ages/" target="_blank" rel="noopener">power outages behind us</a>, Kathmandu Valley’s <a href="https://www.nepalitimes.com/opinion/nepal-by-night/" target="_blank" rel="noopener">World Heritage Sites are lit for nighttime visitors</a>. Horticulture farms producing organic food, art and crafts studios and workshops, chefs and hospitality staff, are all doing better. More and more hotels with better amenities give the sector the much needed competition that will focus on better quality of services. Tourism is good for Nepal, contributing up to 10% of the GDP according to one estimate.As disposable income increases, more Nepali families are opting to travel and spend. These ‘domestic tourists’ on average spend more than the ‘budget tourists’ who came to Nepal because it is often sold as a cheap destination. Hotels that would deny rooms and services to Nepalis now prefer them.Campaigns that call on people to travel within Nepal first, and then <a href="https://www.nepalitimes.com/banner/where-are-you-going-this-dasain/" target="_blank" rel="noopener">venture out into the world</a>. (‘Pahila Desh, Ani Bidesh) are helping. The governor of Nepal Rastra Bank recently lamented that Nepali ‘tourists’ took Rs90 billion worth of foreign currency out of Nepal as compared to Rs74 billion brought in by foreigners.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151124/636a673f9c7e80680e0599cajpeg.jpg" alt="" width="1400" height="933"><figcaption> </figcaption></figure>Some say Nepalis, who used to save money, buy gold or land, are now spending more because of the near death experience during the 2015 earthquake. Religious sites like Manakamana were always popular, but now with increased mobility and spare change, Nepali pilgrims throng far flung temples. A foreign visitor asks where two million tourists will stay when millions of Nepalis are travelling. Good point.Thirty years ago the trend was globalisation, and now there is a definite move towards localisation. <a href="https://www.nepalitimes.com/here-now/tourism-aviation-and-carbon/" target="_blank" rel="noopener">Climate awareness has actually resulted in a drop in air travel</a> in some European countries. Local restaurants with local drinks are doing better than those offering imported ones. Thakali restaurants used to be confined to the Mugling-Pokhara corridor, now they are everywhere. Textiles, handicrafts, building materials, design elements, food, fruits, sweets,yogurt, spices, tea, coffee, are all doing well because people want to try local.Conversations these days are often dominated by, “Have you been to this amazing restaurant at Lakeside in Pokhara?” The social media is helping because friends and influencers post photos of Nepal’s most exotic places. Schools, colleges and businesses are going further afield within Nepal for field trips.Nepal has <a href="https://archive.nepalitimes.com/regular-columns/half-full/re-imagining-tourism-in%20nepal,1103" target="_blank" rel="noopener">two neighbors that have the highest number of outbound travelers in the world</a>, and it is growing. These markets have special needs and may not match traditional North America or European clientele. Food, shopping, pilgrimage, corporate retreats, meetings, medical checkups, banking, ease of travel could be some of the reasons they may visit Nepal. With these giant markets next door, all we need to do is tailor-make our promotional campaigns in their language, and to suit their tastes.To be sure, we will have to monitor alcohol, gambling and prostitution. We need <a href="https://www.nepalitimes.com/opinion/guiding-nepals-tourism-industry/" target="_blank" rel="noopener">staff trained</a> with better language skills and safety standards and paid and treated with respect. Flight and vehicle safety need to be regularly upgraded.The travel trade is changing, and the tourism entrepreneur has to be proactive. As the Visit Nepal slogan declares, visitors are looking for a lifetime experience and not a mediocre trip. We have the challenge to offer an experience that is distinctly different than China, India and Bhutan – but that does not mean visitors want to rough it out. We have to move towards carbon neutral tourism that contributes to <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Conservation-and-tourism-Chitwan-National-Park,2957" target="_blank" rel="noopener">conservation of nature and heritage</a>. And: we have to stop selling poverty and volunteer tourism.Let us not make it sound like the tourist is doing us a favor by coming here. Let them come because they want to, because Nepal is special. Make sure you visit Nepal in 2020

The past decade was the hottest ever on record, Europe saw its hottest ever June this year, sub-Saharan Africa experienced unprecedented drought, while Cyclone Fani triggered the evacuation and displacement of 3.5 million people in Bangladesh and India in May.Here in Nepal, over 80,000 people were infected with <a href="https://www.nepalitimes.com/banner/mosquitoes-move-up-mountains-as-the-earth-warms/" target="_blank" rel="noopener">dengue this monsoon</a> in an unprecedented outbreak that scientists said was exacerbated by a warming climate. Millions of climate refugees are moving across borders. Human mobility of any kind in the face of the changing climate will have an enduring impact on societies and economies.“When some members of a family migrate, the country’s dependence on remittance will increase. When entire families migrate, the country will lose a major portion of its labour force. Eventually, dependence on remittance and a shrinking labour force will inhibit the economy,” said Dhakal.As far back as 1990, the Inter-governmental Panel on Climate Change (IPCC) warned that the single greatest impact of <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/" target="_blank" rel="noopener">climate change</a> would be on human migration. Now, experts are saying there may be 200 million climate refugees worldwide by 2050. We in Nepal may not remain immune to this disruption even though we are landlocked,” says water expert Ajaya Dixit.Following the 2015 Paris Agreement, the executive committee of the Warsaw International Mechanism established a task force on displacement to develop recommendations to avert, minimise and address displacement due to climate change. Agencies, including the International Organisation for Migration, are building support for the second phase of the task force in <a href="https://www.nepalitimes.com/latest/clock-starts-ticking-at-cop-25/" target="_blank" rel="noopener">Madrid this week</a>.Climate migration is also being discussed in 25 panels and events at COP25. With a rising backlash against migrants and refugees worldwide, it is likely that climate change impacts will cascade, stretching institutional capacity and governance and increasing the cost of adaptation. As displaced people move onto other people’s land, political confrontation and conflict between native populations and migrants can result.Governments represented in Madrid need to devise policies not just to reduce emissions, but to deal with the political, cultural and economic fallout of climate migration.Says Dixit: “The <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">climate crisis</a> poses an existential threat. Let us hope human ingenuity and collective wisdom will prevail to begin much needed transformative action.”

Nepal must prepare for climate migration

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The three realised they shared the same dream, and over the past five years have travelled across Nepal to research their menu, collecting ingredients and ideas from homestays, food carts, and nature. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Midway along the stretch of the ancient trade route between Tibet and India lies the Kel Tol neighbourhood. The name is derived from the original Koligrām, and it is believed the Koli people, who were originally from Rāmagrām in present-day southern Nepal near the Indian border, settled here. The Koli were the maternal ancestors of none other than the Buddha. Kel Tol is famous for the Buddhist monastic complex of Kanak Chaitya Mahāvihar, featuring the majestic two-tiered gilded temple of the white god Karunāmaya.&nbsp; This elaborately decorated courtyard is a bustling centre of the Vajrayāna sect of Buddhism, practised widely by the indigenous Newā people of Kathmandu Valley. Karunāmaya, also known as Ārya Avalokiteshwor, is defined in great detail in the 1st century CE Buddhist text Sadharmapundarikā where he liberates all sentient beings from suffering. He helps rid the eight external fears metaphorically equated with their equivalent internal states of mind: lions (pride), wild elephants (ignorance), fire (anger), snakes (jealousy), floods (attachment), imprisonment (miserliness), thieves (wrong views) and cannibals (doubt).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c.jpg" data-media-id="editor_0" data-image-id="20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c" data-rendition-name="original" width="1338" height="2000" loading="lazy" alt="Seto Machhindranath"> </figure>  In the Pancha Rakshyā Sutra, a Buddhist scripture from 200 CE, Ārya Avalokiteshwor was counted among the eight major deities. Followers of the Brāhminical god Shiva worship Ārya Avalokiteshwor as Seto Machhindranāth. For Shaivites, Machhindranāth is the Indian saint who founded the Nāth cult in the 10th century CE. He is the guru of saint Gorakhnāth. During the reign of Yakshya Malla (1428–1482 CE), a beautiful image of Ārya Avalokiteshwor was dug up by a farmer in present-day Jamal, which was then a cultivated area outside the city. The farmer, known as a Jamami (meaning the one from Jamal) took the image home for safekeeping. That night, Ārya Avalokiteshwor appeared in the farmer’s dream and told him that the proper place for him to reside is at the confluence of two rivers. The nearest confluence was at present-day Wongha (Indrachok) and the image was installed in the Kanak Chaitya Mahāvihar complex in Kel Tol near Wongha. This made it easier for city residents to pay homage to Ārya Avalokiteshwor and spread compassion. Soon, the deity came to be revered highly as Jamaleshwor, the one found in Jamal. Eventually, the name got corrupted, as happens often in Nepāl Bhāsā, to Janabahā Dyo. The courtyard where his temple is located is now popularly known as Janabahā.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e.jpg" data-media-id="editor_1" data-image-id="20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e" data-rendition-name="original" width="2500" height="1668" loading="lazy" alt="Seto Machhindranath"> </figure>  The gilded temple of Janabahā Dyo, first built in the early 16th century CE, is adorned with wooden and metal artefacts that symbolise 108 forms of Ārya Avalokiteshwor. It stands out as the most decorated temple of its kind in Kathmandu. Today, Janabahā is a living heritage site where many ancient customs and rituals are widely practised as per Vajrayāna Buddhist tradition. Devotees throng the Janabahā Dyo shrine for daily worship and to receive Karunāmaya’s blessings. Being the compassionate one, Ārya Avalokiteshwor goes around town every year in his tall wooden chariot to allow sick and physically disabled devotees to pay homage to him from the comfort of their homes. One could say it is a door-to-door visit by the Compassionate One.&nbsp; For the pragmatic minded, the chariot festival is an annual renewal of communal harmony, validation of our ancient mathematical supremacy and demonstration of the need to keep practical skills alive, including the craft of building earthquake resilient houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c.jpg" data-media-id="editor_2" data-image-id="20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  The Janabahā Dyo chariot is pulled from Jamal, where his image was found by the farmer, through the historic heart of Kathmandu in a gala parade every year. The procession, accompanied by folk music ensembles and revellers, starts on the eighth day of the bright half of the month of Chaitra, and lasts up to a week (ending on Saturday this year). Hundreds of devotees pull the chariot along the streets as a way of expressing their gratitude to lord Karunāmaya for blessing them with compassion and well-being. Purna Ratna Vajrāchārya is an ordained priest who belongs to the clan responsible for taking care of Janabahā Dyo. He has been studying the design and architecture of the chariot for the past 40 years, and overseeing its construction for the past 15. He has learnt that the engineering principles of building the chariot are based on the mathematical system in which Buddhism is taught. For example, 365 pieces of wood are used in the chariot, each representing a day of the year. Each of the four wheels consist of 25 pieces of wood, totalling 100, representing completeness or fulfilment. The height and length of the chariot is 32 arm’s length (hāt in Sanskrit), 14.8m. The number 32 represents the maximum number of auspicious and physical qualities one could possess to be considered an outstanding human being.&nbsp; Says Vajrācharya, “Observing how the chariot is built helps one learn the fundamental pillars of the Buddha’s teachings, and find an easier path to Nirvana.” The structural design of the nearly 15m wooden chariot is not only awe-inspiring but also gravity-defying. It leverages the pliancy of the materials used in its construction -- flexible joints tied with cane soaked in water for several days. But this has been achieved year after year, despite the fact that the devotees who tug wildly at the ropes lassoed to the two front wheels, are most likely in high-spirits (pun intended). Sanjay Manandhar, a US-based technology entrepreneur, recounts how his high school physics teacher from Canada asked his students to go observe the locals build the chariots of Karunāmaya if they were interested in becoming engineers in the future.&nbsp; “That made no sense to me then, but, after all these decades, I now see clearly how the structural design of the chariot, adopted early on by our ancestors is full of earthquake-resilient properties that need to be applied in building houses in an earthquake-prone zone like Nepal,” says Manandhar. A highlight of the chariot festival is that human goddess Kumari makes an appearance at the final destination in Lagan, usually on the third day. For close to four centuries, the construction of the chariot and its operation has proven to be a phenomenal engineering feat, and the people’s faith in divinity means the tradition is alive.&nbsp; The essence of the colourful rituals and the religious beliefs of this ancient chariot festival is now all but lost. The logic, technology and practicality must be brought back to light, as they reflect the high civilisation and wisdom of our ancestors that we can leverage in modern times and into the future. &nbsp; Alok Tuladhar is a culture and heritage documentarian.

In the run-up to the third Nepal Investment Summit this weekend, there have been seminars, conferences and workshops where the discourse has revolved around the economy and the investment climate.
The consensus that Nepal needs foreign direct investments (FDI) to grow was repeated, and the familiar litany of reasons about why it has not been able to was discussed.&nbsp;
Policy advocates and regulators have understood that the lack of urgency is compounded by procedural inconsistencies, on top of the already deficient investment environment in the country.
It is a welcome change from what used to be flippantly accepting matters as given. There now seems to be a sense of urgency, with procedural inconsistencies and lack of harmonisation between various Acts and regulations openly discussed.&nbsp;
Government stakeholders also appear more willing to learn and attempt to be part of the solution. Whatever policy changes have been introduced in the past have been piecemeal and address the few rather than the entire industry. This left dual regulatory approaches aimed at similar players.&nbsp;

This time, unlike in the past two Summits, the government seems to be committed to amending 9 Acts, a positive step towards showing commitment to change. However, the deadline to do so during the winter session of Parliament is over. The option mooted has been to have it passed through ordinance, a lesser appealing step; albeit, a positive one moving forward.&nbsp;
To attract FDI in a competitive global market means that Nepal has to demonstrate that it is serious about bringing in investments with a more consultative and collaborative approach with investors. A departure from procedural to a result-oriented focus is needed.&nbsp;
To put issues in perspective, Nepal needs US$20 billion in investments to meet the UN’s Sustainable Development Goals (SDG) targets by 2030. If net-zero decarbonisation targets are to be met by 2045, another US$7 billion will be required annually.&nbsp;
Looking at our investment history and poor government capital expenditure, the gap is long and wide. In fiscal year 2022-23 Nepal booked a lamentable ~$59 million in FDI (equity). Nepal is in fact the lowest market in South Asia for FDI with 0.3% of the regional average.&nbsp;
What is it that we can do to fill the gap?&nbsp;
First, we need to move away from the notion that Nepal only needs large investments. This has proven to be a mistake, and time series data have proven that smaller investments, in aggregate, make a larger impact on economies.&nbsp;

We talk about an ‘enabling environment’ but without the right tools. We place restrictions on interest on debt ceiling (SOFR +5.5), without risk premium adjustments, we do not have an active secondary market for bond trading, nor do we have a yield curve, an integral part of the bond market, which is inhibiting us from tapping into the trillion dollar green bond market.&nbsp;
In order to attract green financing, Nepal needs to develop its bond market. Sovereign risk rating has been mooted and was expected to be operationalised before the Investment Summit.&nbsp;
However, to be rated in an adverse economic environment could further deteriorate investment potential due to a lesser-than-expected rating.&nbsp;
Hedging is another instrument that needs further research on. A commercial bank last year showcased the first risk-hedging mechanism for an investment of $8 million. This can be the beginning to expand on its modality. &nbsp;
Subordinated debt instruments have been introduced, but on a special nod basis, this now needs to be institutionalised as it is the most applicable form of investment after equity in a market that has volatile forex reserves.&nbsp;

Viability Gap Funding has been introduced by multilateral development agencies implemented in solar installations. It is a tool to incentivise the private sector to invest in projects that are not financially lucrative initially, but have potential for profitability in the long run. This needs to be scaled up and replicated in sectors like infrastructure, where returns may not be immediate.
Moving forward, to attract FDI, Nepal needs to tap into the funds that are available for the growth of small and medium enterprises (SMEs) and climate change. Alternative investments such as Private Equity Venture Capital (PEVC) have been around in a structured manner in Nepal for nearly a decade now.
These funds have blended finance components and have attracted climate funding as well. PEVC is a new asset class and can address the issues of penetrating into SME financing by incorporating environment, social and governance issues into their investment process.&nbsp;
SMEs are the backbone of any economy, PEVC comes with the ability not only to scale up the enterprise with risk capital, but with the ability to bring technical knowhow to enhance not only the enterprise but also the entrepreneur.&nbsp;

A differentiator from all other forms of financing available till date in Nepal. Blended finance is a way of de-risking investments, especially in frontier markets. Business Oxygen (BO2) is an example of blended finance with subordinated debt investments of IFC (World Bank Group) taking the lead and Climate Investment Funds along with FCDO as co-investors.&nbsp;
On a larger scale, the 216MW Upper Trisuli 1 is another example of blended finance with IFC, a Korean consortium and local investments. So far, we see that development finance Institutions have been taking the lead in Nepal as their risk appetite is greater than commercial investors and they are eager to help develop the financial markets.&nbsp;
In order to be sustainable, we need to step on this and attract commercial capital from all over the world. To do this there has to be political will to make that pivot.&nbsp;
Instead of being a means to an end, the two previous Investment Summits turned out to be intermittent and cosmetic, providing hardly any results. The third one’s success will depend on how the event will be implemented as a platform for continuous marketing for the country and facilitation for investors in future.&nbsp;
Nepal has outdone many countries in its macro-economic indicators, with sound forex reserves and a stellar history of debt payments to its creditors. This story needs to be propagated along with the drive for change to attract potential investors.
