Photo: KUNDA DIXIT</figcaption></figure>The COP26 climate jamboree ends in Glasgow on Friday, and already it looks like the best world governments are prepared to offer in terms of emission cuts is not enough to stave off an environmental catastrophe.There were a slew of national, international and multinational pledges for <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">net zero</a>, but activists fear allegations that the targets are vague and over-ambitious greenwash that they have no intention of meeting.The result could be global average temperatures soaring to up to 3oCelsius above pre-industrial levels, with catastrophic results. The <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">Himalaya will warm even faster</a>, and scientists say it could lose up to two-thirds of its remaining ice during this century.Read also: <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/" target="_blank" rel="noopener noreferrer">Nepal's greewashing in Glasgow</a>, Rashmi Baskota<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d128d9c7e80680e0a98dejpeg.jpg" alt="" width="3000" height="671"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12909c7e80680e0a98dfjpeg.jpg" alt="" width="1500" height="568"><figcaption> </figcaption></figure>On Tuesday in Glasgow, Nepal unveiled three <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/" target="_blank" rel="noopener noreferrer">ambitious targets</a>, and without waiting for others to say it, boasted that it was the ‘highest climate ambition country’.In its three-point pledge, Nepal said it would:<ul><li>Start reducing emission from 2022 and be carbon negative after 2045</li> <li>Halt deforestation and increase forest cover to 45% by 2030</li> <li>Ensure all vulnerable people are protected from climate change by 2030</li></ul>In Kathmandu, environmental activist Bhushan Tuladhar welcomed the new targets, saying they were “ambitious but doable” but one which will require a serious review of our normal development pathway.“We can’t look at the commitments as just reduction of carbon emission, but as an investment for our economy and health. Now let’s walk the talk and get to work,” Tuladhar told Nepali Times.A good start would be for the government to order that all official vehicles purchased from now on will be <a href="https://www.nepalitimes.com/latest/e-vehicles-prepare-for-post-lockdown-boom/" target="_blank" rel="noopener noreferrer">battery powered</a>, and encourage public transport operators to electrify their bus fleets and by reducing taxes and setting up charging stations, he added.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12939c7e80680e0a98e0jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12979c7e80680e0a98e1jpeg.jpg" alt="" width="1500" height="1061"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d129a9c7e80680e0a98e2jpeg.jpg" alt="" width="1500" height="1000">The pledges have been criticised as being too vague on protecting all ‘vulnerable people by 2030’ and annual reduction of emissions till net-zero by 2045 will hinge on implementation, on which Nepal has always been weak. The <a href="https://www.nepalitimes.com/latest/nepal-can-up-forest-cover-to-45-by-2030/" target="_blank" rel="noopener noreferrer">forestry target</a>, however, is seen to be achievable.The targets are also conditional upon financial support, and Nepal will require $46 billion to implement them from 2022-2030, which is 24% of national GDP, and the government can fund only about 2% of this sum.Amrit Nakarmi, an adviser at the Energy Development Council who prepared the long-term strategy report, says that Nepal is unlikely to meet the targets without climate funds.“We contribute only 0.5% of total global carbon emissions and even within that  only 30% is anthropogenic, 20% is natural and the remaining 50% is transboundary, so us reducing <a href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/" target="_blank" rel="noopener noreferrer">our carbon footprint</a> will not make much of a difference to the global climate,” explains Nakarmi.“But having said that we can replace our fossil fuel imports with clean hydroelectricity and cut our import bill,” he adds. “Electrification of the economy is urgent, and government policies should be in line with our targets and the private sector should be involved.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d129d9c7e80680e0a98e3jpeg.jpg" alt="" width="1800" height="1050"><figcaption> </figcaption></figure>Climate finance and payments for Nepal’s carbon sink from <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer">expanded forest cover</a> will take time to materialise. But experts say we should not wait for the money, and start with low-cost effective mitigation measures locally.Cooking via electricity has now become much cheaper than LPG, and many urban families have transitioned to induction stoves. But 90% of households across Nepal are hooked to only 5amp current which is only enough for lighting. If the transmission can be upgraded, Nepal could save at least Rs33 billion a year by replacing its <a href="https://www.nepalitimes.com/opinion/look-whats-cooking-in-nepal/" target="_blank" rel="noopener noreferrer">cooking gas imports</a> with electricity.Nepalis have paid nearly Rs10 billion in pollution tax for every litre of petrol or diesel at the gas stations in the last decade. This money could be used to buy  electric public buses. Increasing the petroleum excise tax could fund conversion to renewables.Nepal would also save Rs21 billion a year by reducing its petroleum import bill by just 10% if it <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener noreferrer">converted public buses to battery-operated vehicles</a> while also increasing domestic consumption of clean electricity and improving air quality. If the transport sector is electrified, experts believe net-zero by 2045 is possible.Water scientist Madhukar Upadhya believes Nepal can also increase forest cover to 45% by 2030 (from the current 37%) by controlling forest degradation due to encroachment, deforestation and reducing wildfires.But Upadhyay is puzzled by the third target on protecting vulnerable people. “We just don’t have the infrastructure, knowledge or expertise to achieve climate resilience for vulnerable people by 2030,” he asserts.“Nepal experienced extreme weather this year,<a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer"> droughts and floods destroyed crops</a>, lack of water is creating climate refugees, wildfires have become nationwide,” Upadhyay adds. “These are not just headlines anymore, we are experiencing them ourselves, what are we doing to address these challenges? Nepal has taken no action to reduce or control them.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12a09c7e80680e0a98e4jpeg.jpg" alt="" width="1200" height="900"><figcaption> </figcaption></figure>Other areas that can be cleaned up with existing technologies and local resources include industries, agriculture and waste management. The cement industry is booming in Nepal, and they are big carbon emitters. By switching to electricity, Nepal could mitigate emissions. Rice farming generates methane, which is a greenhouse gas, so converting to the System of Rice Intensification (SRI) could reduce our contribution to climate change.Kathmandu’s only <a href="https://www.nepalitimes.com/banner/a-load-of-rubbish/" target="_blank" rel="noopener noreferrer">landfill in Sisdole</a> has reached maximum capacity and an alternative site has been in talks for decades. Landfills add to methane emissions, but there has been no commitment to composting and biogas using biodegradable urban waste.After overdosing on <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/" target="_blank" rel="noopener noreferrer">climate news</a> for two weeks just to be side-lined until the next COP, we might want to recall another one of our targets, the Sustainable Development Goals (SDGs) by 2030. Half of the 17 goals in SDGs will be directly affected by the impact of climate change, and yet these initiatives are working in isolation when in fact they should coordinate and collaborate for the same goal: sustainable and just future.Says environmentalist Tuladhar: “There are two things to do right after Glasgow: explain the nitty-gritty of the commitments we made and immediately implement short-, mid- and long-term strategies to achieve them. Start with the low hanging fruit, what we can immediately do, and there are plenty of them.”

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d120e9c7e80680e0a98b7jpeg.jpg" alt="" width="1500" height="999"/><figcaption>Photo: KUNDA DIXIT</figcaption></figure>Last week, the Nepal government signed a carbon trading agreement with the Lowering Emissions by Accelerating Forest Finance (LEAF) Coalition under which the country would stand to earn Rs36 billion in the next four years for protecting its forests.The figure ‘Rs36 billion’ made headlines in Nepal, and there was widespread expectation that the country would finally be compensated for <a href="https://www.nepalitimes.com/banner/tree-mendous/" target="_blank" rel="noopener noreferrer">doubling its forest cover</a> in the past 40 years, and for setting aside 26% of its area for nature reserves.However, it does not seem to be as simple as that.“Whether Nepal will ever get the money for expanding its carbon sink, and how much we will be paid is not certain,” says Buddha Poudel of the Ministry of Environment and Forests. “And then there is the question of whether Nepal will be able to fulfil its commitment to expand our forest cover further. It is not enough to talk at the UNFCCC, it needs a lot more work.”Nepal made the commitment to the UNFCCC (United Nations Framework Convention on Climate Change) at the COP26 Climate Summit in Glasgow on 2 November. <a href="https://leafcoalition.org" target="_blank" rel="noopener noreferrer">LEAF</a> brings together 17 members, including the United States, Britain, Norway as well as 20 private companies who have pledged $1 billion for forest conservation.Industrialised countries and large corporations are under pressure in <a href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" target="_blank" rel="noopener noreferrer">Glasgow</a> to show that they are not just cutting down on their own emissions, but supporting forest expansion around the world to make up for their historical emissions.LEAF is the mechanism with which they hope to support forestry activities in low income countries. Among its private sector members are Delta Airlines, Walmart, BlackRock, AirBnB, Amazon, Nestle, Unilever, Salesforce, Bayer, Burberry, EY, Inditex, Intertek.The LEAF initiative was among a series of agreements signed in Glasgow last week to protect forests worldwide, including theWorld Leaders Summit Action on Forests &amp; Land Use agreed to by 130 world leaders. Other initiatives included a pledge by 12 countries pledged to provide $12 billion of public climate finance from 2021 to 2025 to a new <a href="https://ukcop26.org/the-global-forest-finance-pledge/" data-saferedirecturl="https://www.google.com/url?q=https://ukcop26.org/the-global-forest-finance-pledge/&amp;source=gmail&amp;ust=1636371003890000&amp;usg=AFQjCNFS3brww777z2AY3rv8bRjpAEQ-7A">Global Forest Finance Pledge</a>. There was $3 billion more pledged for protecting the Congo basin and forest-dwelling indigenous groups.The funding countries hope that this carbon trading mechanism will make up for their high per capita emissions by paying to protect carbon sinks in tropical forests around the world. The UNFCCC set up the Reducing Emissions from Deforestation and Degradation (REDD) mechanism ever since COP3 and under the Kyoto Protocol.Under the Clean Development Mechanism (CDM) Nepal benefited from funding for hydropower, improved wood burning stoves, biogas and other projects.Nepal first joined <a href="https://www.un-redd.org" target="_blank" rel="noopener noreferrer">REDD+</a> in 2009, and in 2020 signed a multi-million dollar contract with the World Bank to sell nine million metric tonnes of carbon reserves at $5 per ton.But carbon trade is a long and winding process. According to Paudel at Environemnt Ministry, to get the payment as agreed, by 2022 Nepal has to carry out seven activities and confirm that the emissions from the forest area (13 districts in the Terai, western Nepal and Bagmati province) have reduced and carbon reserves have increased compared to 2018.But the forest areas of Bara, Parsa, Nawalparasi, Rupandehi, Kapilvastu and Kailali, which have been contracted with the World Bank for carbon trading, are seeing rampant encroachment and deforestation with no efforts deployed to stop them.The forest area is shrinking further due to the <a href="https://www.nepalitimes.com/banner/nepal-must-save-nijgad-forest-to-receive-climate-funds/" target="_blank" rel="noopener noreferrer">indiscriminate construction of infrastructure</a> by the local and state governments, as well as private contractors.“There is now an increasing trend of using forest land for development projects with an approval from the federal government, this has increased encroachment and made it more difficult to stop deforestation,” says Sindhu Dhungana, former head of the REDD+ Implementation Centre.He adds: "Whether we get money or not is a different matter, but the activities we do to get money will help in our forest conservation."On the other hand, parts of Nepal saw a seven-month winter drought followed by <a href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" rel="noopener noreferrer">unprecedented forest fires</a> that burned for more than three months earlier this year. These wildfires contribute largely to the carbon footprint and are increasing every year, adding to the challenge of reducing emissions from the forest areas.Nepal as one of the countries <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/" target="_blank" rel="noopener noreferrer">most impacted by the climate crisis</a> ought to be a role model to the rest of the world by reducing emissions from the forests and increase the carbon reserves but it is looking unlikely by the passing minute.Nepal’s community forest program has won international praise for restoring the country’s tree cover but the management of the forests under the new federal structure <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer">threatens to undermine past gains</a>. As such, the Environment Ministry has recommended handing over the forests once again to the community for their sustainable management.Similarly, 30,000 hectares of the new forest should be developed across the country by planting trees on public, vacant or private land. Nepal has also agreed to manage 10,000 hectares of pro-poor forest, distribute 120,000 improved stoves to replace burning firewood, use forest area based on land use policy and reduce carbon emissions by preventing wildfires.Our officials signed the letter of intent with the LEAF Coalition but there is no roadmap on how to proceed or which steps to take. Which is why it is premature for Nepal to expect any money without concrete measures to reduce our emissions further.

Will Nepal ever be paid for saving trees?

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d120b9c7e80680e0a98b6jpeg.jpg" alt="" width="1360" height="680"/><figcaption>Photo: PROJECT SYNDICATE</figcaption></figure>It may seem as if the world is finally taking the climate crisis seriously, judging by the number of pledges to reach “net-zero emissions.”Among the major emitters, both the <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2021/04/22/fact-sheet-president-biden-sets-2030-greenhouse-gas-pollution-reduction-target-aimed-at-creating-good-paying-union-jobs-and-securing-u-s-leadership-on-clean-energy-technologies/">United States</a> and the <a href="https://ec.europa.eu/clima/eu-action/climate-strategies-targets/2050-long-term-strategy_en">European Union</a> have promised to achieve this goal by 2050, while <a href="https://news.un.org/en/story/2020/09/1073052">China</a> intends to become carbon-neutral before 2060. Even oil giants <a href="https://www.shell.com/media/news-and-media-releases/2021/shell-accelerates-drive-for-net-zero-emissions-with-customer-first-strategy.html">Shell</a> and <a href="https://www.bp.com/en/global/corporate/news-and-insights/press-releases/bernard-looney-announces-new-ambition-for-bp.html">BP</a> plan to reach net-zero emissions by mid-century.Large tech corporations appear more ambitious still. <a href="https://sustainability.aboutamazon.com/">Amazon</a> has committed to reaching net-zero carbon dioxide emissions by 2040. <a href="https://blogs.microsoft.com/blog/2021/01/28/one-year-later-the-path-to-carbon-negative-a-progress-report-on-our-climate-moonshot/">Microsoft</a> has pledged to be “carbon negative” by 2030, and by 2050 it aims to have removed from the air all the CO2 the firm has emitted since it was founded in 1975.<a href="https://blog.google/outreach-initiatives/sustainability/our-third-decade-climate-action-realizing-carbon-free-future/">Google</a> claims to have been carbon neutral since 2007, and aims to be “carbon free” by 2030. In fact, net-zero pledges have come from all parts of the economy, including the <a href="https://www.clara.earth/meat-and-dairy-companies">meat and dairy industry</a>, aviation, <a href="https://www.clara.earth/mining">mining</a>, finance, and retail.But these seemingly ambitious goals in fact amount to yet another round of greenwashing and <a href="https://climatefalsesolutions.org/wp-content/uploads/2021/06/HOODWINKED_ThirdEdition_On-Screen_version.pdf">dangerous distractions </a>that will <a href="https://www.corporateaccountability.org/resources/the-big-con-net-zero/">delay and prevent the adoption</a> of real climate solutions. That is because <a href="https://www.realsolutions-not-netzero.org/">net zero is not really zero</a>.For starters, 2050 is almost three decades away. Making long-term net-zero pledges enables governments and businesses to avoid drastic emissions cuts now. From a climate-justice perspective in particular, mid-century is way too late.Wealthy, industrialised countries in the Global North, due to their historical emissions and current levels of wealth, have a responsibility to decarbonise much faster.Compounding the problem, many net-zero plans are not backed up by corresponding short-term and interim emissions-reductions targets, such as for 2025. Instead, the majority of countries’ nationally determined contributions under the 2015 <a href="https://unfccc.int/process-and-meetings/the-paris-agreement/the-paris-agreement">Paris climate agreement</a>, which were recently updated or reviewed, are based on a 2030 timeframe. This disregards the five-year review cycle at the heart of the Paris accord.Worse still, the inclusion of ‘net’ in climate pledges confirms that emissions will not actually decline to zero. Instead, they will supposedly be offset – to an unclear and disputable extent – by removal of CO2 from the atmosphere.Many such net-zero schemes rely excessively on natural ecosystems to remove and store atmospheric CO2. This has sparked the current hype surrounding so-called nature-based solutions. While carefully restoring natural ecosystems is crucial in addressing both the climate and the biodiversity crises, it must not serve to prolong the lifetime of polluting industries.But nature-based solutions also include <a href="https://www.cartadebelem.org.br/manifest-towards-cop-26/">proposals</a> that would transform agriculture into a large-scale emissions-mitigation opportunity associated with the soil carbon market.Net-zero plans often also rely on speculative techno-fixes to remove CO2 from the atmosphere. Climate geo-engineering technologies such as bioenergy with carbon capture and storage (BECCS) or direct air capture (DAC) are highly risky and unproven – in particular at climate-relevant scales – and could have potentially devastating consequences for people and ecosystems. Either way, ‘solutions’ like BECCS and DAC risk locking in several more decades of continued fossil-fuel production and combustion.The conversation instead needs to return to the real climate solutions that currently do not feature at high-level intergovernmental conferences. The debate should centre on a comprehensive and long-overdue transformation of our exploitative and destructive economic systems.Bringing down global greenhouse-gas (GHG) emissions to real zero requires addressing the manifold global and historical injustices that caused the climate crisis and continue to shape it.Specifically, the rights, lives, and livelihoods of indigenous peoples and local communities must be at the core of any climate solution. That means listening to these groups, and taking their practices and proposals seriously. Strengthening and securing their land rights is one of the most effective ways to protect ecosystems, biodiversity, and the climate.In addition, we need to leave fossil fuels in the ground right now. There must be no further development of these resources, and existing fossil-fuel infrastructure must be phased out as soon as possible, based on a just transition for workers and communities that depend on them.Moving away from industrial agriculture is another high priority. Over-intensive, destructive production has exhausted the Earth’s soils and ecosystems and is generating massive amounts of GHG emissions, while <a href="https://reader.elsevier.com/reader/sd/pii/S0305750X2100067X?token=D234DC7C85790B1C6085C3680B3D9762EC31269D8A103DDF5F89193FE22383D2527AE0A02EA3A619AA57BEE01E085E73&amp;originRegion=us-east-1&amp;originCreation=20211027141941">feeding only a fraction</a> of the world’s population. It is a major driver of deforestation, and the resulting destruction of ecological barriers and buffers probably <a href="https://grain.org/en/article/6418-building-a-factory-farmed-future-one-pandemic-at-a-time">contributed to the outbreak</a> of the COVID-19 pandemic.By contrast, <a href="https://agroecologyprinciple.cidse.org/">agroecology</a> offers new possibilities for socio-ecological transformation and can contribute to tackling climate change in a safe way. Net Zero is not zero

In 1995, the government replaced polluting diesel three-wheelers with electric ones, and 700 of the <a href="https://www.nepalitimes.com/opinion/12-full-opinion/how-to-get-things-done-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/12-full-opinion/how-to-get-things-done-in-nepal/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNHCvZcncwin-QX5AckUaljaRos77g">Safa Tempo</a> are still running on 28 routes, serving Kathmandu’s public transport needs. However, despite these milestones in electric transportation, Nepal has not taken the leaps it could have in powering mass transit with the country’s plentiful renewable energy potential.“We missed the bus on electric buses,” says environmental expert <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEl_IlhZ7KVICnzsc-SRPKQHCTwSQ">Bhusan Tuladhar</a>. “We could have taken e-vehicles to the next level much earlier.”Indeed, the Safa Tempo now faces competition from diesel buses on trunk routes, and government policy on replacing larger diesel buses with electric ones has been erratic. Daily commuter volume in Kathmandu today now needs larger mass transit modes, but Safas are ideally suited for narrower streets of the inner city.“After the diesel three-wheelers were replaced by Safa Tempo, the government adopted a contradictory policy of promoting micro-buses,” explains Dharma Kumar Shrestha of NEVI (Nepal Electric Vehicle Industry).  <figure><img width="1435" height="1845" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd1b9c7e80680e0a0bc7jpeg.jpg" alt=""><figcaption> </figcaption></figure>Sadly, in the early 2000s, the <a href="https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEJ0EZMCfEEa7kLPULhzZRB_DGcng">trolley bus system</a> and another cargo ropeway to Hetauda were closed due to losses and mismanagement. Although private electric cable cars are coming into operation nationwide for tourism, there is still no strategic solution in sight for electrified public transportation, particularly electric buses.<a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEluSwdpWldVQB8IdEn83UBiR6-RQ">Electric vehicles</a> still have problems with carbon emission during production and battery disposal, but they will help improve the air quality and reduce Nepal’s petroleum imports which have more than doubled in the past 10 years. Some <a href="http://www.mofe.gov.np/downloadfile/E-mobility%20Assmnt%20NDC%202020_1623998131.pdf" data-saferedirecturl="https://www.google.com/url?q=http://www.mofe.gov.np/downloadfile/E-mobility%2520Assmnt%2520NDC%25202020_1623998131.pdf&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE2VntIF8kJ7PIXXcPqAHkOF4QTHQ">12%</a> percent of the greenhouse gas emissions from the energy sector in Nepal comes from transportation, with heavy vehicles like fuel-run trucks and buses being the main polluters. There are now about 6,000 battery two-wheelers, over 27 thousand electric three-wheelers, and 1,000 electric vehicles in Nepal, but this is still only 1% of the total, according to a <a href="http://www.mofe.gov.np/downloadfile/E-mobility%20Assmnt%20NDC%202020_1623998131.pdf" data-saferedirecturl="https://www.google.com/url?q=http://www.mofe.gov.np/downloadfile/E-mobility%2520Assmnt%2520NDC%25202020_1623998131.pdf&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE2VntIF8kJ7PIXXcPqAHkOF4QTHQ">Ministry of Forests and Environment report.</a> <figure><img width="1000" height="589" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd1e9c7e80680e0a0bc8jpeg.jpg" alt=""><figcaption> </figcaption></figure>“Since transportation contributes a significant amount of Nepal’s total greenhouse emissions, a shift to electric is essential to achieve the country’s goal of being carbon-neutral by 2050,” says Radha Wagle, Chief of the Climate Change Management Division under the Ministry of Forests and Environment. Electric Vehicles are initially more expensive, but in the long run not are not just less-polluting, but will also help improve Nepal’s balance of trade deficit with India. While production and battery cost of electric bus makes them more expensive than a new diesel bus of the same capacity, running costs, maintenance and repairs means that for every kilometer travelled, an electric bus will be <a href="https://www.nepjol.info/index.php/jiee/article/view/34321" data-saferedirecturl="https://www.google.com/url?q=https://www.nepjol.info/index.php/jiee/article/view/34321&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNHvg12N6jF8_nWl4dVJoCTHjzyUSQ">Rs14 cheaper to run.  </a> “The operational cost of a diesel bus is high,” says Tuladhar, who is also a board member of Sajha Yatayat, where 40% of the running cost is diesel. “If we switch to an all-electric fleet, we will have significantly lower costs that will let us provide better service. But because of the higher initial investment necessary, a government subsidy is necessary for the purchase of electric vehicles.” In this year’s budget, the <a href="https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNGOdQbO8PkEMjBfZpNw847NLJ3Q-w">government reinstated tax rebates</a> on electric vehicles which now makes their cost comparable to 4- and 2-wheelers of the same capacity. However, the capital cost of electric buses is still more than double the cost of diesel-run buses, which is why further subsidies are needed. The government can easily recoup the lost tax revenue from reduced petroleum import bills, experts say.  NEVI’s Shrestha agrees that government subsidies would inventivise buyers for electric vehicles, and also setting up charging stations across the country.  Among all registered vehicles in Nepal, nearly 80% are privately owned two-wheelers, but they contribute only 8% to total emissions from transportation. Trucks and public buses emit 57% of CO2.  The demand for electric vehicles is highly sensitive to government policies. With the taxes imposed in 2020, the import of electric vehicles in the first 5 months of the fiscal year at the start of 2021, <a href="https://www.nepalitimes.com/latest/how-much-will-electric-cars-cost-now/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/how-much-will-electric-cars-cost-now/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNFvouUWmKFkrMCzKw9Z2vqYQ76y_g">declined by 88% compared to the previous year</a>. However, sales are expected to pick up again after the tax reversal. Electric rickshaws are gaining popularity in the Tarai, with over 26,000 registered  –- making up 0.82% of all vehicles in the country. <figure><img width="1588" height="946" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd219c7e80680e0a0bc9jpeg.jpg" alt=""><figcaption> </figcaption></figure>“A transition towards e-transport will reduce our trade deficit massively and further ensure green economic growth,” says Rajan Thapa, a climate change expert. Over the past decades, successive governments have taken pro-electric policies. The National Transport Policy in 2001 was developed to make the transportation sector environmentally friendly, and the Environmentally Friendly Vehicle and Transport Policy of 2014 calls for diversifying vehicles to run on electricity, hybrid, and gas. The government also is going to open 50 charging stations across the country and announced that it is buying 300 electric buses. The second Nationally Determined Contribution (NDC) that Nepal submitted to the UN last year pledges a 200km electric railway network, increasing the total sale of private e-vehicles to cover 90% and public transport (besides three-wheelers) to 60% of imports by 2030. This is expected to reduce carbon emission by 28% and <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE3Q7u9yrExf3zy5U0L51alzQDptQ">lower pollution levels in cities</a>. “The government of Nepal is being more ambitious and committed to ensuring net-zero emissions ahead of 2050, " says Prem Kandel, secretary of the Ministry of Forests and Environment (MoFE). “We have made a long-term strategy that will provide us with evidence and policy choices to look at potential ways of reducing carbon emission. E-mobility is one of the means of achieving our ambitious target.”Diya Rijal is a communication consultant for the UK government-funded Policy and Institutions Facility.

The road to electric transportation in Nepal

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2929c7e80680e083eb7jpeg.jpg" alt="" width="1800" height="1050"/><figcaption>Photo: NEPAL OIL CORPORATION</figcaption></figure>The global pandemic hijacked 2020 and reset priorities, but countries now need to regroup and renew their commitment to cap global warming at well below 2°C above pre-industrial levels, as agreed in Paris in 2015.On 12 December, it will be the fifth anniversary of the signing of the landmark climate accord when 196 countries, including Nepal, will be presenting their <a href="https://climateactiontracker.org/countries/nepal/" target="_blank" rel="noopener noreferrer">Nationally Determined Contributions</a> (NDCs) to reduce the impact of the climate crisis.NDCs are voluntary commitments by countries to reduce their carbon footprints, but there are fears that a world in the throes of a Covid-19 induced economic crisis will follow through on past commitments—even as scientists warn that the earth is warming much more rapidly than forecast five years ago in Paris.The Himalaya is <a href="https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/" target="_blank" rel="noopener noreferrer">literally a hotspot</a> because the mountains are warming faster than the global average. But activists say Nepal's own 'Enhanced NDC' does not go far enough in mitigating carbon emissions, or adapting to the impact of the climate emergency.The document has been put up for public comment and is subject to revision. Its highlight is that Nepal for the first time mentions ‘net-zero emission’ as a future goal.But the document does not give a timeline to achieve it, and only says that the country will formulate 'a long-term low greenhouse gas emission development strategy' sometime next year.In the region, Bhutan has already declared itself carbon neutral—meaning its forests absorb more than the CO2 it emits. China, responsible for 28% of total annual carbon emissions, recently pledged peak emission before 2030 and attain net-zero by 2060. <a href="https://www.nepalitimes.com/banner/a-biden-presidency-climate-and-the-himalaya/" target="_blank" rel="noopener noreferrer">President-elect Joe Biden </a>as committed that the US, which contributes 15% of CO2 annually, to zero carbon emissions by 2050, as have Japan, South Korea and the UK.India, the fourth largest CO2 emitter globally, is lagging but has been investing heavily in solar power, and by setting targets to electrify railways and phasing out diesel and petroleum vehicles by 2030.Nepali activists say the country's NDC could have gone much further to set realistic firm pledges, since it is starting from such a low carbon base."We could have easily set a target of net-zero by 2050. In fact, we can achieve it by 2030 if we are really committed," says environmentalist Bhushan Tuladhar. "Our emission is negligible, we are a low-carbon economy and have much cleaner sources of energy like hydroelectricity at our disposal."In 2014, a report showed that Nepal's forest area had doubled in 25 years, and it absorbed half of Nepal's total emissions from burning fossil fuels. However, another report last year showed that carbon emission was rising faster than vegetation cover, and frequent wildfires were themselves pumping more CO2 into the atmosphere.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/ipcc-report-and-nepals-food-security/" target="_blank" rel="noopener noreferrer">Manjeet Dhakal</a>, adviser to the Least Developed Countries support group at the UN Framework Convention on Climate Change (UNFCCC) says: "I'm pretty confident we will achieve net-zero by 2050. But what is important in this discussion is that, while we may be among the smallest emitters, our emissions are increasing and forests are not absorbing CO2 as they used to."<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2959c7e80680e083eb8jpeg.jpg" alt="" width="640" height="555"><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2989c7e80680e083eb9jpeg.jpg" alt="" width="640" height="425"><figcaption> </figcaption></figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be29b9c7e80680e083ebajpeg.jpg" alt="" width="890" height="464">Nepal's annual per capita carbon emission is one of the lowest in the world at 0.29 tons. In comparison, an average American pumps 16 tons of carbon every year, and Qataris burn 37 tons. However, Nepal's per capita emission is rising significantly due to the growing import of petroleum products and thermal electricity from India.As new roads are built and more vehicles imported, Nepal's main driver of fossil fuel consumption is the transportation sector. Motorcycles account for 80% of all vehicles in Nepal, and phasing them out for battery-powered two-wheelers would significantly reduce petroleum imports.Electric public transport will need subsidies from the government and investors but it also means utilising Nepal's clean energy from hydropower and further reducing our carbon footprint. Last fiscal year, Nepal's petroleum import reached Rs200 billion— 2.2 times higher than the country's total income from exports. Imports of diesel, petrol, aviation fuel and LPG went down slightly in 2020 due to the pandemic and lockdowns.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener noreferrer">Switching to electric public transport</a> and battery vehicles to reduce the petroleum import bill by just 10% would save Rs21 billion a year. This will also clean up the air. Air pollution <a href="https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/" target="_blank" rel="noopener noreferrer">killed 41,000 people in Nepal last year</a>. This winter that risk for patients with respiratory issues is combined with Covid-19 complications.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be29d9c7e80680e083ebbjpeg.jpg" alt="" width="576" height="683"><figcaption> </figcaption></figure>Bishwo Nath Oli, Secretary at the Ministry of Forest and Environment agrees. "We plan to produce 15,000MW of clean energy by 2030 and we need a strategy so that it is properly consumed and utilised. Electrification of transport is the best way to go about it, along with electric stoves and biomass to cut emissions significantly."Nepal's Enhanced NDC has set a target of turning 25% of all private passenger vehicles sales, including two-wheelers, to electric. It also aims to make 20% of all four-wheel public transport battery-powered by 2025. Most of Nepal's three-wheel vehicles are already electric.Planners hope to increase these numbers to 90% and 60% by 2030. Similarly, in 10 years Nepal aims to develop 200km of electric rail network.But activists are sceptical. Prime Minister KP Oli had declared in 2018 that 25% of all vehicles in Nepal would be electric by 2020. However, Finance Minister Yubaraj Khatiwada <a href="https://www.nepalitimes.com/latest/why-nepal-needs-to-restore-ev-tax-subsidy/" target="_blank" rel="noopener noreferrer">scrapped tax subsidies for electric vehicles</a> in this year's budget, although his successor has restored some rebate for smaller battery-powered cars.But even if these targets are met, they are too conservative, says Bhushan Tuladhar. "Our targets are often too ambitious or too relaxed. With the new NDCs, we can see this pattern in sectors such as industry, waste and agriculture which are either too vague or too conservative," he adds.Planners have also not taken into account that the cost of electric vehicles is already at par with diesel vehicles of the same capacity, and will decline further as the price of lithium-ion batteries continues to fall. Increased affluence means more people will opt for two-wheelers and automobiles, most likely electric, especially as India and China phase out production of diesel and petrol vehicles.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be29f9c7e80680e083ebcjpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>While Nepal's voluntary commitment sets a target to reduce coal consumption and air pollution from brick and cement industries by 2030, it does not mention how, and by how much. The NDC document only says the government will 'formulate guidelines and establish mechanisms' by 2025 to monitor emissions from large industries.On the waste sector, the NDC says that by 2025, 380 million litres/day of wastewater will be treated before discharge to natural courses, and 60,000 cubic meters/year of faecal sludge will be managed. But it has targeted only 100 of Nepal's 753 municipalities for waste segregation, recycling and waste-to-energy programs by 2030.Nepal's 2016 NDC pledged to increase forest cover to 40% of the total area, and here the country exceeded the target and current forest cover stands at 44.74%. The new NDC has included more community forests, and says 60% of Nepal's area will be forest, pledging to stop deforestation of the Chure range.Similarly, intercropping, agroforestry, conservation tillage and <a href="https://www.nepalitimes.com/opinion/building-an-information-bridge-for-nepals-farmers/" target="_blank" rel="noopener noreferrer">climate-smart agricultural technologies</a> are all mentioned in the NDC, but missing conspicuously from the discussion is farm mechanisation.Nepal aims to <a href="https://www.nepalitimes.com/opinion/decentralising-hydropower/" target="_blank" rel="noopener noreferrer">increase hydroelectricity generation </a> rom the current 1,400MW to 15,000 by 2030. Of this, 5,000MW is an unconditional target, and the remainder is contingent on funding from the international community. In fact, Nepal will need $25 billion to meet its NDC targets, and most of this will be dependent on foreign aid.Manjeet Dhakal admits the targets in the new NDC may not be ambitious, but he says they are realistic. He adds: "For the longest time Nepal was the most vulnerable to climate change. But time has come for us to show our leadership and commitment to net-zero by implementing the targets set."

Blueprint for a net-zero Nepal

And as winter sets in, industrial and vehicular pollution will be trapped by inversion across the Indo-Ganetic plains and ultimately reduce the reflectivity of Himalayan ice cover.Air pollution was already decreasing the average lifespan of tens of millions of people in north India by 3.7 years. It killed <a href="https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/" target="_blank" rel="noopener noreferrer">42,100 people in Nepal last year</a> alone, studies show, and this winter that risk for patients with respiratory issues is combined with Covid-19 complications.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0e79c7e80680e083e1bjpeg.jpg" alt="" width="1200" height="675"><figcaption> </figcaption></figure>The causes and solutions of air pollution and climate change <a href="https://www.nepalitimes.com/opinion/one-atmosphere/" target="_blank" rel="noopener noreferrer">are intricately interconnected</a>, both largely affected by human activities over time and space. In fact, short-lived pollutants like black carbon, ozone and other gases exacerbate global warming.“Dark coloured pollutants such as soot particles from diesel and forest fires absorb sunlight and warm up the air at the altitude at which they are located,” explained atmospheric scientist Arnico Panday. “If they warm the air near snow or ice surfaces they can contribute to melting. And when dark particles, including windblown desert dust, settle on snowfields or glaciers they can darken the surfaces and melt the snow and ice. <a href="http://archive.nepalitimes.com/article/nation/reducing-black-carbon-in-the-himalayas,2031" target="_blank" rel="noopener noreferrer">Certain air pollutants</a> therefore accelerate glacier melt in the Himalaya.”Even though a Biden presidency has given some hope for climate activists in the Himalaya, they point out that China has overtaken the United States, responsible for 28% of total carbon emissions in 2018. Carbon emissions in China and India are growing at a faster rate than in North America, and the two countries already contribute 37% of global greenhouse gases annually.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0ea9c7e80680e083e1cjpeg.jpg" alt="" width="1884" height="1250"><figcaption> </figcaption></figure>So, while a greener America will help, the real action to slow Himalayan melting <a href="http://archive.nepalitimes.com/news.php?id=19368" target="_blank" rel="noopener noreferrer">will have to come from the immediate region</a>. The good news is there are already proven <a href="http://archive.nepalitimes.com/article/nation/brick-factories-still-using-old-polluting-technology,2078" target="_blank" rel="noopener noreferrer">clean technologies for brick kilns</a>, cement industries, solar and hydro here in Nepal and in South Asia. Governments need to incentivise these, provide subsidies, and investors need to back them up.“Air pollution has never made it to the priority of our politicians, their mentality of focusing on short-terms gains like tax revenue over long-term gains can’t be changed,” says <a href="https://www.nepalitimes.com/latest/ipcc-report-and-nepals-food-security/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/ipcc-report-and-nepals-food-security/&amp;source=gmail&amp;ust=1605077751622000&amp;usg=AFQjCNGQzD9EPDBRXFun8S0H0x_qaZ-bbg">Manjeet Dhakal</a>, adviser to the Least Developed Countries support group at the UN Framework Convention on Climate Change (UNFCCC).He adds: “We must deploy our own young population to lobby and take part in climate action. What happens in the United States, whether international funds will be available will only help temporarily. We must cut emissions at source, educate our own people about the cost of the climate crisis, and provide alternatives.”

A Biden presidency, climate and the Himalaya

Photo: Alton Byers </figcaption></figure>For centuries, the Himalaya served as any icy frontier between empires, but even though because of connectivity it is no longer a barrier, the world’s highest mountain range has become a climate and geopolitical hotspot.  Recent violent clashes between <a href="https://www.nepalitimes.com/opinion/view-of-galwan-from-bhutan/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/view-of-galwan-from-bhutan/&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNG8qOkbL2dIG8GwiLLNh-Rt1h9TZg">India and China in Ladakh</a> and a border dispute between <a href="https://www.nepalitimes.com/latest/the-india-nepal-china-geopolitical-tri-junction/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/the-india-nepal-china-geopolitical-tri-junction/&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNFOURe45bg-1w-KkKyE_j6zluaz3A">India and Nepal</a> over a Himalayan valley have added to existing hostility between India and Pakistan as well as friction between <a href="https://archive.nepalitimes.com/regular-columns/Connecting-dots/Middle-ground-in-Doklam-the-Himalayan-war,1004" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/regular-columns/Connecting-dots/Middle-ground-in-Doklam-the-Himalayan-war,1004&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNHyCCggHqvDEwKjgw3KPYIGEE7Qaw">China and Bhutan over Doklam</a>. This comes on top of a climate emergency that is melting Asia’s water tower, the source of most the region’s big rivers on which 2 billion people downstream depend. Last week’s <a href="https://www.nepalitimes.com/editorial/covid-19-and-the-new-great-game/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/covid-19-and-the-new-great-game/&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNG4zo-RxjyjXuRcmBMVX-_cr1ePRA">BECA pact between India and the United States</a> is seen by many as a military alliance aimed at containing China, which makes their already ecologically fragile Himalayan border a strategic frontline in a new Cold War.“The geopolitical strain across the Himalaya is taking attention away from climate change that will cause a future water crisis across South and Southeast Asia and China, which in turn will increase interstate tension even more,” predicted <a href="https://nyuad.nyu.edu/en/academics/divisions/arts-and-humanities/faculty/sophia-kalantzakos.html" data-saferedirecturl="https://www.google.com/url?q=https://nyuad.nyu.edu/en/academics/divisions/arts-and-humanities/faculty/sophia-kalantzakos.html&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNGm5jiqJYYNV9gmd6q7CyG_EyXgLQ">Sophia Kalantzakos</a>, a professor at New York University Abu Dhabi at last week’s virtual conference, ‘<a href="https://www.himalayanwaterproject.org/conference" data-saferedirecturl="https://www.google.com/url?q=https://www.himalayanwaterproject.org/conference&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNGp0Mz0OiqzLy2o7k2iVU0Qz0vqIw">The Himalayas: Geopolitics and Ecology of Melting Mountains</a>’, that brought together academics and researchers from around the world.Himalayan rivers and weather patterns do not respect borders, but experts said, governments make plans only up to the point where the rivers reach their national boundary and no further.  “Recent tensions between India and China, India and Pakistan, and even India and Nepal mean that there is <a href="https://www.nepalitimes.com/latest/himalayan-rivalry-impacts-climate-science/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/himalayan-rivalry-impacts-climate-science/&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNFEhMy4Y7P1TVm486W54I6sZ2Pt6Q">even less chance of cooperation</a> between countries in the Himalaya,” said <a href="https://www.orfonline.org/people-expert/jayanta-bandyopadhyay/" data-saferedirecturl="https://www.google.com/url?q=https://www.orfonline.org/people-expert/jayanta-bandyopadhyay/&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNED77Wit_tjOD-JCdXOVFne5n1Eyw">Jayanta Bandyopadhyay</a>, who has worked on eco-system based governance of rivers in India for 35 years.Other speakers in the virtual panels warned that while modern connectivity had made the Himalaya less of a physical barrier, that had also given the mountainous border between states a new strategic importance. Development of infrastructure had therefore become a matter of national security with competing schemes like <a href="https://www.nepalitimes.com/latest/chinas-bri-will-ride-out-the-pandemic/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/chinas-bri-will-ride-out-the-pandemic/&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNFaJX019rST0sIe5vdGWekV-9laSQ">China’s BRI</a> and the <a href="https://www.nepalitimes.com/editorial/knowing-whats-good-for-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/knowing-whats-good-for-nepal/&amp;source=gmail&amp;ust=1604448211075000&amp;usg=AFQjCNF7VHlAnlbhnwPeA0UWW-ySMWOTGA">American MCC.</a>“The Himalaya is no longer the natural barrier it once was, it is a now a contested border. Byers showed repeat photography using Swiss mountaineer <a href="https://www.nepalitimes.com/banner/living-below-nepals-melting-mountains/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/living-below-nepals-melting-mountains/&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNGAqkR6W2diGKXBPWBP3ARE9USl5A">Fritz Müller’s</a> hotographs of the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/khumbu-then-and-now-global-warming-climate-change,4017" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/Nepali-Times-Buzz/khumbu-then-and-now-global-warming-climate-change,4017&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNEam1y5KELMBk6A2qUtaA7T9n1erw">Khumbu Glacier</a> from 1956, and comparing it with recent ones he had taken to reveal the loss in ice mass. “The concern about these lakes is the amount of water they hold,” he said. “<a href="https://www.nepalitimes.com/banner/living-below-nepals-melting-mountains/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/living-below-nepals-melting-mountains/&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNGAqkR6W2diGKXBPWBP3ARE9USl5A">Imja Lake</a> has about 80 million m3 of water, and the concern is that if this is released suddenly it can result in a <a href="https://archive.nepalitimes.com/news.php?id=18418" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/news.php?id%3D18418&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNHeegGz59Y2ZRK3-UA7matrj05-Zw">glacier lake outburst flood</a>, unleashing enormous devastation downstream.”   Reducing the risk posed by glacial lakes means lowering their water levels, but that is expensive business, Byers said. Many of these lakes also drain into rivers that flow into another country, for instance from China to India, or from China to Nepal so there has to be <a href="https://www.nepalitimes.com/here-now/nepals-glacial-lakes-in-danger-of-bursting/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepals-glacial-lakes-in-danger-of-bursting/&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNGeKCQuevSmIe8hc2omHnQlDY4o8A">inter-state cooperation in mitigating the danger.</a> “We have an international order that is not fit for the purpose of confronting the climate emergency,” added <a href="https://scholars.latrobe.edu.au/display/rgamble" data-saferedirecturl="https://www.google.com/url?q=https://scholars.latrobe.edu.au/display/rgamble&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNGSheWK-7mf51U5dh4zwume6IzH9w">Ruth Gamble</a>, environmental and cultural historian of the Himalaya. “There’s no system, no imperative to look after rivers. We have states looking after their own interests, own territory, own securitisation and they don’t match with each other.” The virtual conference on 29-30 October was organised by faculty and alumni from New York University Abu Dhabi in collaboration with the <a href="https://www.google.com/search?client=safari&amp;rls=en&amp;q=Rachel+Carson+Center&amp;ie=UTF-8&amp;oe=UTF-8" data-saferedirecturl="https://www.google.com/url?q=https://www.google.com/search?client%3Dsafari%26rls%3Den%26q%3DRachel%2BCarson%2BCenter%26ie%3DUTF-8%26oe%3DUTF-8&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNHVN_pgcb_QmWHeSnz6hdCInzONzw">Rachel Carson Center</a>, LMU Munich. The group is also running the interdisciplinary research initiative, <a href="https://www.himalayanwaterproject.org/" data-saferedirecturl="https://www.google.com/url?q=https://www.himalayanwaterproject.org/&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNEWbNj3Y_zCWEnR-HY6ohd3_CySzA">Geopolitics and Ecology of Himalayan Water. </a> Panels also looked at the non-human Himalaya and the region’s rich, but threatened, biodiversity. <a href="https://nyuad.nyu.edu/en/academics/divisions/arts-and-humanities/faculty/charles-siebert.html" data-saferedirecturl="https://www.google.com/url?q=https://nyuad.nyu.edu/en/academics/divisions/arts-and-humanities/faculty/charles-siebert.html&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNFwowBzrzU_ruEib6C1mw-oylEw8w">Charles Siebert</a>, an author who has written extensively about wild elephants, said that despite the deaths and disruptions, the Covid-19 pandemic had forced people to take nature seriously again. “The virus is forcing a human retreat, maybe there is something positive about this forced pause,” he said. While the Himalaya may be a shared home for people, wildlife conservationists stressed that the mountains do not actually belong to anyone.  As <a href="https://research-repository.uwa.edu.au/en/persons/alexander-davis" data-saferedirecturl="https://www.google.com/url?q=https://research-repository.uwa.edu.au/en/persons/alexander-davis&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNGdwUPTKJCu93U7cJIhDpQTPKkMjw">Alex Davis</a>, professor at The University of Western Australia put it, “The earth is an actor in this conflict. The mountains are alive. The challenge is to protect biodiversity of the Himalaya while addressing human needs.”  Nepali mountaineer and activist <a href="http://archive.nepalitimes.com/news.php?id=19459#.X6AtRy8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D19459%23.X6AtRy8RoWo&amp;source=gmail&amp;ust=1604448211076000&amp;usg=AFQjCNH7Tnt7SYSLFb0tmsUoKLrUigwCfA">Shailee Basn</a>et agreed. After climbing Mt Everest and the seven highest peaks in all seven continents, she said evidence of the impact of global warming could be seen everywhere – from the Andes to the Caucuses, from the Rockies to the Himalaya.  She added: “When I was in the mountains, I really felt for the first time in my life, that there is no distinction between me and nature. Photo: KUNDA DIXIT</figcaption></figure>New research timed for the <a href="https://www.nepalitimes.com/latest/clock-starts-ticking-at-cop-25/" target="_blank" rel="noopener">UN Climate Summit in Madrid</a> this week shows that 1.9 billion people worldwide could be imperiled by a shortage of water caused by rapidly melting ice on mountain ranges like the Himalaya.Scientists assessed 78 mountain glacier–based sources of rivers and ranked them for the first time in order of their importance to downstream populations. The mountains are called ‘water towers’ because they store water in the form of ice, which melt when glaciers transport them to warmer lower altitudes.But with <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">the climate crisis</a>, the snowline is rapidly receding up the mountains, and glaciers are losing ice at a faster rate than previously forecast. This means there will be less and less ice to melt in spring, reducing the dry season flow of rivers. A major report titled <a href="https://link.springer.com/book/10.1007%2F978-3-319-92288-1">Hindu Kush Himalaya Assessment: Climate Change, Sustainability and People</a> put together by the Kathmandu-based International Centre for Integrated Mountain Development (<a href="http://www.icimod.org/">ICIMOD</a>) earlier this year states that even in the best-case scenario, the Himalayan mountains will lose more than one-third of their ice by the end of the century. Photos: KUNDA DIXIT</figcaption></figure>The scientists urge world governments to develop crossborder mountain-specific conservation and <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/">climate change adaptation policies and strategies</a> to safeguard both ecosystems and people downstream.The Indus River that starts in Tibet and flows across India into Pakistan is top on the list of water systems most at risk from the melting mountains, according to the report. The <a href="http://archive.nepalitimes.com/page/living-through-the-himalayan-thaw">Himalayan mountains</a> at the source of the Indus and its tributaries in Afghanistan, China, India and Pakistan are the most vulnerable to climate change.The southern Andes, the Rocky Mountains, the European Alps and 78 other water towers across the planet are at risk of global heating. But <a href="https://nepalitimes.atavist.com/recharging-the-mountains-" target="_blank" rel="noopener">people in rural mountainous</a> and coastal areas have not been able to adapt to these changes, forcing them to move,” explained climate expert Manjeet Dhakal, who is in Madrid for the United Nations climate summit, COP25, citing the example of pastoralists relocating in Mustang district because of prolonged drought.Scientists have had to revise estimates of the rate of global warming because the impact is being felt much earlier than expected, with <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener">heat waves</a>, larger forest fires, more intense storms, unseasonal blizzards and extreme rainfall events. The past decade was the hottest ever on record, Europe saw its hottest ever June this year, sub-Saharan Africa experienced unprecedented drought, while Cyclone Fani triggered the evacuation and displacement of 3.5 million people in Bangladesh and India in May.Here in Nepal, over 80,000 people were infected with <a href="https://www.nepalitimes.com/banner/mosquitoes-move-up-mountains-as-the-earth-warms/" target="_blank" rel="noopener">dengue this monsoon</a> in an unprecedented outbreak that scientists said was exacerbated by a warming climate. Millions of climate refugees are moving across borders. Human mobility of any kind in the face of the changing climate will have an enduring impact on societies and economies.“When some members of a family migrate, the country’s dependence on remittance will increase. When entire families migrate, the country will lose a major portion of its labour force. Eventually, dependence on remittance and a shrinking labour force will inhibit the economy,” said Dhakal.As far back as 1990, the Inter-governmental Panel on Climate Change (IPCC) warned that the single greatest impact of <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/" target="_blank" rel="noopener">climate change</a> would be on human migration. Now, experts are saying there may be 200 million climate refugees worldwide by 2050. We in Nepal may not remain immune to this disruption even though we are landlocked,” says water expert Ajaya Dixit.Following the 2015 Paris Agreement, the executive committee of the Warsaw International Mechanism established a task force on displacement to develop recommendations to avert, minimise and address displacement due to climate change. Agencies, including the International Organisation for Migration, are building support for the second phase of the task force in <a href="https://www.nepalitimes.com/latest/clock-starts-ticking-at-cop-25/" target="_blank" rel="noopener">Madrid this week</a>.Climate migration is also being discussed in 25 panels and events at COP25. With a rising backlash against migrants and refugees worldwide, it is likely that climate change impacts will cascade, stretching institutional capacity and governance and increasing the cost of adaptation. As displaced people move onto other people’s land, political confrontation and conflict between native populations and migrants can result.Governments represented in Madrid need to devise policies not just to reduce emissions, but to deal with the political, cultural and economic fallout of climate migration.Says Dixit: “The <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">climate crisis</a> poses an existential threat. Let us hope human ingenuity and collective wisdom will prevail to begin much needed transformative action.”

Nepal must prepare for climate migration

We will call it COP25 for short. After riots engulfed Santiago in Chile, the venue was shifted to Madrid — just as well because that reduced the <a href="https://www.nepalitimes.com/latest/the-carbon-footprint-of-tourism/" target="_blank" rel="noopener">carbon footprint</a> of the gathering.COP25 comes at a time when scientists have warned that the <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/" target="_blank" rel="noopener">goals of the Paris Agreement of 2015 are outdated</a>, and the targets for <a href="https://www.nepalitimes.com/opinion/decarbonise-now/" target="_blank" rel="noopener">curbing carbon emissions</a> need to be revised. The CO2 concentration in the atmosphere crossed 408 parts per million last week — several orders of magnitude higher than before the industrial revolution, when it never rose above 300.Just to put it in perspective, all the changes we see happening around the world due to global warming have been set off by a temperature rise of only 1oC since human society started <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener">burning fossil fuels</a> like coal. Yet, in the best-case scenario global average temperature is set to rise by at least 2oC in the next 30 years.In its Emissions Gap Report 2019 last week, the United Nations Environment Program (UNEP) warned that countries need to cut greenhouse gas emissions by 7.6% a year between 2020 and 2030 in order to <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">cap temperature increase at 1.5oC</a>, as agreed in Paris. But the US has pulled out of the Paris Agreement, and major emitters of carbon dioxide have not reduced their emissions as agreed. Environmental activists are holding a parallel ‘Social Summit for Climate’ to pressure governments to not backtrack on commitments. Yet, conspicuous by their absence in Madrid are US President Donald Trump, Russia’s Vladimir Putin, Indian Prime Minister Narendra Modi, Chinese President Xi Jinping and Brazil’s Jair Bolsonaro. Together they represent more than half the total emissions of greenhouse gases worldwide today.Scientists have painted an apocalyptic picture of what will happen if the world fails to act. Rising global temperatures will lead to <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener">heat stress</a>, falling <a href="https://www.nepalitimes.com/latest/ipcc-report-and-nepals-food-security/" target="_blank" rel="noopener">food production</a>, continental-scale forest fires, <a href="https://www.nepalitimes.com/opinion/climate-for-change/the-great-himalayan-thaw/" target="_blank" rel="noopener">receding icecaps</a> and rising sea levels. All these slow-onset disasters will have an impact on food production and human habitation, forcing tens of millions to relocate. The climate crisis is already leading indirectly to political instability and conflict, which in turn adds to migration pressure.Aside from all the other changes like <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener">mass extinction of species</a> and collapse of natural ecosystems, it is migration that will have the most profound impact on human society. Some of these challenges are supposed to be discussed this week in Madrid, as delegations deliberate on the nexus between <a href="https://www.nepalitimes.com/here-now/the-waste-land/" target="_blank" rel="noopener">climate and migration</a>. However, this is the first time they will be migrating because of human-induced changes to the climate.People migrate due to sudden disasters like cyclones, floods, wildfires or droughts. But they will also <a href="https://nepalitimes.atavist.com/high-and-dry-upper-mustang" target="_blank" rel="noopener">relocate because of slow-onset changes</a> like sea-level rise and erratic rainfall patterns. The lesson of the past two years is that slow-onset is not so slow anymore.The world has reached a tipping point, where small quantitative changes have created larger non-linear irreversible movement of people. This poses huge implications for politics and security.People are <a href="https://nepalitimes.atavist.com/recharging-the-mountains-" target="_blank" rel="noopener">leaving the mountains</a> due to landslides and floods, drylands because of water stress and coastal areas due to sea-level rise. Their destinations are overcrowded urban areas where they are even more vulnerable. MIGRATION  MITIGATION

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The three realised they shared the same dream, and over the past five years have travelled across Nepal to research their menu, collecting ingredients and ideas from homestays, food carts, and nature. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Midway along the stretch of the ancient trade route between Tibet and India lies the Kel Tol neighbourhood. The name is derived from the original Koligrām, and it is believed the Koli people, who were originally from Rāmagrām in present-day southern Nepal near the Indian border, settled here. The Koli were the maternal ancestors of none other than the Buddha. Kel Tol is famous for the Buddhist monastic complex of Kanak Chaitya Mahāvihar, featuring the majestic two-tiered gilded temple of the white god Karunāmaya.&nbsp; This elaborately decorated courtyard is a bustling centre of the Vajrayāna sect of Buddhism, practised widely by the indigenous Newā people of Kathmandu Valley. Karunāmaya, also known as Ārya Avalokiteshwor, is defined in great detail in the 1st century CE Buddhist text Sadharmapundarikā where he liberates all sentient beings from suffering. He helps rid the eight external fears metaphorically equated with their equivalent internal states of mind: lions (pride), wild elephants (ignorance), fire (anger), snakes (jealousy), floods (attachment), imprisonment (miserliness), thieves (wrong views) and cannibals (doubt).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c.jpg" data-media-id="editor_0" data-image-id="20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c" data-rendition-name="original" width="1338" height="2000" loading="lazy" alt="Seto Machhindranath"> </figure>  In the Pancha Rakshyā Sutra, a Buddhist scripture from 200 CE, Ārya Avalokiteshwor was counted among the eight major deities. Followers of the Brāhminical god Shiva worship Ārya Avalokiteshwor as Seto Machhindranāth. For Shaivites, Machhindranāth is the Indian saint who founded the Nāth cult in the 10th century CE. He is the guru of saint Gorakhnāth. During the reign of Yakshya Malla (1428–1482 CE), a beautiful image of Ārya Avalokiteshwor was dug up by a farmer in present-day Jamal, which was then a cultivated area outside the city. The farmer, known as a Jamami (meaning the one from Jamal) took the image home for safekeeping. That night, Ārya Avalokiteshwor appeared in the farmer’s dream and told him that the proper place for him to reside is at the confluence of two rivers. The nearest confluence was at present-day Wongha (Indrachok) and the image was installed in the Kanak Chaitya Mahāvihar complex in Kel Tol near Wongha. This made it easier for city residents to pay homage to Ārya Avalokiteshwor and spread compassion. Soon, the deity came to be revered highly as Jamaleshwor, the one found in Jamal. Eventually, the name got corrupted, as happens often in Nepāl Bhāsā, to Janabahā Dyo. The courtyard where his temple is located is now popularly known as Janabahā.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e.jpg" data-media-id="editor_1" data-image-id="20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e" data-rendition-name="original" width="2500" height="1668" loading="lazy" alt="Seto Machhindranath"> </figure>  The gilded temple of Janabahā Dyo, first built in the early 16th century CE, is adorned with wooden and metal artefacts that symbolise 108 forms of Ārya Avalokiteshwor. It stands out as the most decorated temple of its kind in Kathmandu. Today, Janabahā is a living heritage site where many ancient customs and rituals are widely practised as per Vajrayāna Buddhist tradition. Devotees throng the Janabahā Dyo shrine for daily worship and to receive Karunāmaya’s blessings. Being the compassionate one, Ārya Avalokiteshwor goes around town every year in his tall wooden chariot to allow sick and physically disabled devotees to pay homage to him from the comfort of their homes. One could say it is a door-to-door visit by the Compassionate One.&nbsp; For the pragmatic minded, the chariot festival is an annual renewal of communal harmony, validation of our ancient mathematical supremacy and demonstration of the need to keep practical skills alive, including the craft of building earthquake resilient houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c.jpg" data-media-id="editor_2" data-image-id="20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  The Janabahā Dyo chariot is pulled from Jamal, where his image was found by the farmer, through the historic heart of Kathmandu in a gala parade every year. The procession, accompanied by folk music ensembles and revellers, starts on the eighth day of the bright half of the month of Chaitra, and lasts up to a week (ending on Saturday this year). Hundreds of devotees pull the chariot along the streets as a way of expressing their gratitude to lord Karunāmaya for blessing them with compassion and well-being. Purna Ratna Vajrāchārya is an ordained priest who belongs to the clan responsible for taking care of Janabahā Dyo. He has been studying the design and architecture of the chariot for the past 40 years, and overseeing its construction for the past 15. He has learnt that the engineering principles of building the chariot are based on the mathematical system in which Buddhism is taught. For example, 365 pieces of wood are used in the chariot, each representing a day of the year. Each of the four wheels consist of 25 pieces of wood, totalling 100, representing completeness or fulfilment. The height and length of the chariot is 32 arm’s length (hāt in Sanskrit), 14.8m. The number 32 represents the maximum number of auspicious and physical qualities one could possess to be considered an outstanding human being.&nbsp; Says Vajrācharya, “Observing how the chariot is built helps one learn the fundamental pillars of the Buddha’s teachings, and find an easier path to Nirvana.” The structural design of the nearly 15m wooden chariot is not only awe-inspiring but also gravity-defying. It leverages the pliancy of the materials used in its construction -- flexible joints tied with cane soaked in water for several days. The precise proportions of the chariot ensure great manoeuverability in the narrow streets along the route of the chariot procession that include some 90° bends, without colliding into houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_9f5c2943f5d6b3f0010d3d5213697549945e87a6f7d3d8cbadd69f0dea6c6e2c.jpg" data-media-id="editor_5" data-image-id="20240418130432_9f5c2943f5d6b3f0010d3d5213697549945e87a6f7d3d8cbadd69f0dea6c6e2c" data-rendition-name="original" width="2500" height="3750" loading="lazy" alt="Seto Machhindranath"> </figure>  Driving and steering the chariot with brute muscle power of the mirthful crowd is a seemingly impossible task. But this has been achieved year after year, despite the fact that the devotees who tug wildly at the ropes lassoed to the two front wheels, are most likely in high-spirits (pun intended). Sanjay Manandhar, a US-based technology entrepreneur, recounts how his high school physics teacher from Canada asked his students to go observe the locals build the chariots of Karunāmaya if they were interested in becoming engineers in the future.&nbsp; “That made no sense to me then, but, after all these decades, I now see clearly how the structural design of the chariot, adopted early on by our ancestors is full of earthquake-resilient properties that need to be applied in building houses in an earthquake-prone zone like Nepal,” says Manandhar. A highlight of the chariot festival is that human goddess Kumari makes an appearance at the final destination in Lagan, usually on the third day. For close to four centuries, the construction of the chariot and its operation has proven to be a phenomenal engineering feat, and the people’s faith in divinity means the tradition is alive.&nbsp; The essence of the colourful rituals and the religious beliefs of this ancient chariot festival is now all but lost. The logic, technology and practicality must be brought back to light, as they reflect the high civilisation and wisdom of our ancestors that we can leverage in modern times and into the future. &nbsp; Alok Tuladhar is a culture and heritage documentarian.

In the run-up to the third Nepal Investment Summit this weekend, there have been seminars, conferences and workshops where the discourse has revolved around the economy and the investment climate.
The consensus that Nepal needs foreign direct investments (FDI) to grow was repeated, and the familiar litany of reasons about why it has not been able to was discussed.&nbsp;
Policy advocates and regulators have understood that the lack of urgency is compounded by procedural inconsistencies, on top of the already deficient investment environment in the country.
It is a welcome change from what used to be flippantly accepting matters as given. There now seems to be a sense of urgency, with procedural inconsistencies and lack of harmonisation between various Acts and regulations openly discussed.&nbsp;
Government stakeholders also appear more willing to learn and attempt to be part of the solution. Whatever policy changes have been introduced in the past have been piecemeal and address the few rather than the entire industry. This left dual regulatory approaches aimed at similar players.&nbsp;

This time, unlike in the past two Summits, the government seems to be committed to amending 9 Acts, a positive step towards showing commitment to change. However, the deadline to do so during the winter session of Parliament is over. The option mooted has been to have it passed through ordinance, a lesser appealing step; albeit, a positive one moving forward.&nbsp;
To attract FDI in a competitive global market means that Nepal has to demonstrate that it is serious about bringing in investments with a more consultative and collaborative approach with investors. A departure from procedural to a result-oriented focus is needed.&nbsp;
To put issues in perspective, Nepal needs US$20 billion in investments to meet the UN’s Sustainable Development Goals (SDG) targets by 2030. If net-zero decarbonisation targets are to be met by 2045, another US$7 billion will be required annually.&nbsp;
Looking at our investment history and poor government capital expenditure, the gap is long and wide. In fiscal year 2022-23 Nepal booked a lamentable ~$59 million in FDI (equity). Nepal is in fact the lowest market in South Asia for FDI with 0.3% of the regional average.&nbsp;
What is it that we can do to fill the gap?&nbsp;
First, we need to move away from the notion that Nepal only needs large investments. This has proven to be a mistake, and time series data have proven that smaller investments, in aggregate, make a larger impact on economies.&nbsp;

We talk about an ‘enabling environment’ but without the right tools. We place restrictions on interest on debt ceiling (SOFR +5.5), without risk premium adjustments, we do not have an active secondary market for bond trading, nor do we have a yield curve, an integral part of the bond market, which is inhibiting us from tapping into the trillion dollar green bond market.&nbsp;
In order to attract green financing, Nepal needs to develop its bond market. Sovereign risk rating has been mooted and was expected to be operationalised before the Investment Summit.&nbsp;
However, to be rated in an adverse economic environment could further deteriorate investment potential due to a lesser-than-expected rating.&nbsp;
Hedging is another instrument that needs further research on. A commercial bank last year showcased the first risk-hedging mechanism for an investment of $8 million. This can be the beginning to expand on its modality. &nbsp;
Subordinated debt instruments have been introduced, but on a special nod basis, this now needs to be institutionalised as it is the most applicable form of investment after equity in a market that has volatile forex reserves.&nbsp;

Viability Gap Funding has been introduced by multilateral development agencies implemented in solar installations. It is a tool to incentivise the private sector to invest in projects that are not financially lucrative initially, but have potential for profitability in the long run. This needs to be scaled up and replicated in sectors like infrastructure, where returns may not be immediate.
Moving forward, to attract FDI, Nepal needs to tap into the funds that are available for the growth of small and medium enterprises (SMEs) and climate change. Alternative investments such as Private Equity Venture Capital (PEVC) have been around in a structured manner in Nepal for nearly a decade now.
These funds have blended finance components and have attracted climate funding as well. PEVC is a new asset class and can address the issues of penetrating into SME financing by incorporating environment, social and governance issues into their investment process.&nbsp;
SMEs are the backbone of any economy, PEVC comes with the ability not only to scale up the enterprise with risk capital, but with the ability to bring technical knowhow to enhance not only the enterprise but also the entrepreneur.&nbsp;

A differentiator from all other forms of financing available till date in Nepal. Blended finance is a way of de-risking investments, especially in frontier markets. Business Oxygen (BO2) is an example of blended finance with subordinated debt investments of IFC (World Bank Group) taking the lead and Climate Investment Funds along with FCDO as co-investors.&nbsp;
On a larger scale, the 216MW Upper Trisuli 1 is another example of blended finance with IFC, a Korean consortium and local investments. So far, we see that development finance Institutions have been taking the lead in Nepal as their risk appetite is greater than commercial investors and they are eager to help develop the financial markets.&nbsp;
In order to be sustainable, we need to step on this and attract commercial capital from all over the world. To do this there has to be political will to make that pivot.&nbsp;
Instead of being a means to an end, the two previous Investment Summits turned out to be intermittent and cosmetic, providing hardly any results. The third one’s success will depend on how the event will be implemented as a platform for continuous marketing for the country and facilitation for investors in future.&nbsp;
Nepal has outdone many countries in its macro-economic indicators, with sound forex reserves and a stellar history of debt payments to its creditors. This story needs to be propagated along with the drive for change to attract potential investors.
