It would have been like any other morning had the senders not been the US Center for Disease Control (CDC) and the Association of Immunisation Managers (AIM).The emails named him among 28 community <a href="https://www.nepalitimes.com/here-now/bhutan-refugee-to-coronavirus-care-giver/" target="_blank" rel="noopener noreferrer">health workers across the US</a> to receive the country's 2022 Immunisation Champion Award.Each year, an individual from every US state is honoured with the award. Dahal, who works at Healthy Home Care was awarded for spreading awareness and actively contributing to the vaccination campaign during the <a href="https://www.nepalitimes.com/here-now/himalayan-new-yorkers-tell-stories-of-covid-19/" target="_blank" rel="noopener noreferrer">Covid-19 pandemic</a>. He was also delivering essential materials to individuals and families in isolation at a time when anti-vax disinformation was at its peak.“The news brought me immense joy," the says the 48-year-old, who was among the <a href="https://www.nepalitimes.com/here-now/elderly-left-in-bhutan-refugee-camp/" target="_blank" rel="noopener noreferrer">100,000 Nepali speaking people</a> that Bhutan evicted in the early 1990s, and whose family spent 20 years in a refugee camp in Nepal before <a href="https://www.nepalitimes.com/opinion/who-stands-with-bhutanese-refugees-in-nepal/" target="_blank" rel="noopener noreferrer">coming to the United States in 2012</a>.Dahal has lived in Cincinnati for eight years, and chairs the city’s Nepali language and Arts Centre, which teaches Nepali to families from Bhutan and Nepal, facilitates citizenship applications, voter registration, and helps those with language difficulties. The Centre has even built a cricket ground for the Nepali community in coordination with the township.Dahal was born in Dorokha Gewog in Bhutan’s Samtse district. Around 1990, as anti-government protests heated up in Bhutan, Dahal was in 8th grade, living in a hostel of two days walk away from home at Samtse High School.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131148/637239309c7e80680e0c73c8jpeg.jpg" alt="" width="640" height="827"><figcaption>Recipients of US Immunisation Champion Award 2022.</figcaption></figure>News of the protests, reports of <a href="https://www.nepalitimes.com/opinion/bhutans-refugees-between-hope-and-despair/" target="_blank" rel="noopener noreferrer">repression and of resistance</a>, reached the school and the students were fearful of being targetted. Dahal had to flee to India from his hostel early one morning, on the pretext that his older brother was ill.“I left clad in shorts, a t-shirt and my bakkhu," recalls Dahal, who crossed the Suketi River into India trying to hide from sentries along the way. He stayed for a few months at a refugee camp in Garganda in West Bengal along with prominent dissidents from Bhutan.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131148/637239339c7e80680e0c73c9jpeg.jpg" alt="" width="862" height="594"><figcaption>Tara Dahal with mother Laxmi Dorokha Gewog in southern Bhutan before they fled their homeland.</figcaption></figure>Back home, Dahal’s escape from his hostel had increased the pressure on his family. His father was forced to do labour without pay for several months by the police. His mother, who had learnt where he was, came looking for him in India one day, having told the authorities that she was going to the market.Mother and son later joined other <a href="https://www.nepalitimes.com/here-now/ex-refugee-takes-refuge-in-music/" target="_blank" rel="noopener noreferrer">refugees from Bhutan</a> who were being transported across India to be dumped in Nepal. Back in Dorakha, Dahal's friends and neighbours were also leaving the country as the repression intensified.The rest of his family received orders of deportation if they could not present Dahal, so they too, left home, with no idea of what the future held.“Just like that, our middle-income family was stateless, and we plunged into poverty,” Dahal recalls.At the refugee camp in Nepal, Dahal passed his high school exam, started teaching other refugee children at the camp school. The bamboo huts in the camp were crowded, there was no clean drinking water and garbage piles were as high as the huts themselves. The summers were sweltering and in monsoon, the rains drenched everyone. Disease stalked the refugees, and many died.“We barely survived,” Dahal says matter-of-factly. “It was what it was.”Dahal wanted on to pursue further studies, but he had no money. So he left the camp to go to Sunsari distirct in Nepal, where he taught for a few more years. In 1997, he saved enough money to come to Kathmandu and enrolled at the Pashupati Campus while continuing to teach. His family, still at the refugee camp, relied on the money he sent back for everyday expenses and to put his siblings through school.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131148/637239369c7e80680e0c73cajpeg.jpg" alt="" width="640" height="636">Dahal eventually got married in Kathmandu, and in 2007 had a son. By that time, the refugee resettlement program had begun at camps in Jhapa and Morang. So Dahal returned to the camp with his family and began working as an Assistant Program Manager at the Refugee Women's Forum.The camp began to empty slowly, as refugee families who had spent two decades started leaving for third countries with children born in the camp. The turn for Dahal's family came in May 2011. They were resettled in Colorado, where he worked in a hotel for two years. In 2014, he moved to Cincinnatim, becoming a US citizen three years later.“A roof that didn’t leak, enough food not to go hungry, and a good education for my children,” Dahal says simply, voice thick with emotion when asked what dreams he had when the family <a href="https://www.nepalitimes.com/here-now/home-away-from-home-for-bhutan-refugees/" target="_blank" rel="noopener noreferrer">flew to America</a>.Grander dreams had withered away somewhere along the journey from that hostel in Bhutan to Ohio. “It gets hard to breathe when I remember what I had to go through while I tried to make a life as a refugee," he says.“Whenever I felt my thoughts hurtling towards the dark, I told myself that even if all else was lost, the future was still in front of m,” Dahal says. “I just hung on to that tenuous thread of hope and pushed ahead.”Now, thousands of miles away from his home in <a href="https://www.nepalitimes.com/opinion/gross-national-reconciliation-in-bhutan/" target="_blank" rel="noopener noreferrer">Bhutan</a>, Dahal remembers the unmade bed he left back in his dormitory, the books on his desk, his clothes hanging form a hook on the wall — a life suddenly cut off. He remembers his friends and relatives who were also forced to leave their homes abruptly in Dorokha, and the bustling Samtse market.His voice takes on a childlike cadence as he speaks of his family’s beloved cow Jhilku, born at the same time as his sister. When his family left home, they set all their livestock free but had left Jhilku in the care of a relative. Jhilku is long gone now, but Dahal has not forgotten her, paying tribute to her during yearly memorials to his late father.“I may be here physically, but I left my heart with the people and my home back in Bhutan,” Dahal says. “You can take a boy away from his home, but never his home away from the boy.”

All photos: PEACEINITIATIVEBHUTAN.</figcaption></figure>Bhutan’s much-touted happiness rating rests atop a bed of pain of more than 100,000 refugees evicted from their country. I know, because I am one of them.I come from a working class family that lived in Bhutan for generations, with no interest or involvement in politics. My community, known in Bhutan as Lhotshampa, traditionally lived in the south of the Himalayan country.In 1989, Bhutan conducted a national census and <a href="https://www.hrw.org/reports/2007/bhutan0507/3.htm">revoked our citizenship</a> after retroactively implementing the country’s 1985 Nationality Law. The policy of ‘national integration’ and ‘revocation of citizenship’ catalysed our community’s <a href="https://eur-lex.europa.eu/legal-content/EN-SL/TXT/?from=EN&amp;uri=CELEX:51996IP0329">large-scale exodus</a>.One night, the coal mine office at the Bhutan-India border where my father worked as a clerk was attacked and ransacked. The next day, security personnel picked up my father and severely beat him.They questioned his patriotism and nationality and tried to get him to confess to the destruction and reveal who was behind it. My father, born to a simple farming family, had no clue. After this traumatic experience, he made the hard decision to leave the country.On March 3, 1990, we were among the <a href="https://www.nepalitimes.com/opinion/bhutans-refugees-between-hope-and-despair/" target="_blank" rel="noopener noreferrer">people of Bhutan who fled the country</a> for safety. I was nine years old. We were sent to India, and from there taken in trucks to Timai, a refugee camp in eastern Nepal, where I grew up.The United States Refugee Resettlement Program helped me relocate to America in 2009. Two years later, my family joined me and we are now well settled. But together with all of us who were traumatised by statelessness, want to heal the pain of dislocation.Those who left Bhutan felt compelled by the threat to their lives, identity, culture, and language. In some cases, the state pushed them out through its crackdown on human rights and political activists, including some who were exiled and members of political parties accused of engaging in violence.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131124/6372339c9c7e80680e0c48eejpeg.jpg" alt="" width="1600" height="1200"><figcaption> </figcaption></figure>The violence has decreased over the years, but this does not mean that the threat is gone, nor that there is positive peace.  Many Lhotshampa citizens are still missing, others have been killed, and close to 50 political prisoners are serving life sentences in Bhutan’s prisons.The King recently <a href="http://www.bhutannewsnetwork.com/2022/04/six-political-prisoners-released/">released six political prisoners</a>, and commuted a life sentence.Till last year, <a href="https://www.state.gov/reports/2021-country-reports-on-human-rights-practices/bhutan/">approximately 6,300 Bhutanese refugees</a> were still languishing in two remaining refugee camps in Nepal. Many of the over 100,000 Bhutanese refugees resettled in eight western countries have not been able to return to the land of their birth with which they have an intense attachment.The Peace Initiative Bhutan started in 2020 by families who are divided between Bhutan and the countries they have been resettled in.Its goal is to end the polarisation and distrust between people back home in Bhutan and overseas. Peace Initiative Bhutan currently functions under the auspices of <a href="https://globalcitizenscircle.org/">Global Citizens Circle</a>, founded in 1974 in the USA which was formed during the Vietnam War and the Civil Rights Movement.Peace Initiative Bhutan is not interested in ‘defeating’ the government in Thimphu. We want a ‘win-win’ solution which we know will not be easy or quick. But it is possible through a sustained, holistic peace-building and reconciliation process, in which remorse, apology and forgiveness will play a critical role.The process, rooted in restorative rather than retributive justice, centres on fairness and justice which are prerequisites in addressing conflict. This was central to the Truth and Reconciliation Process in South Africa.The past years have seen a growing realisation among people in Bhutan and abroad about the futility of the conflict. The <a href="https://www.nepalitimes.com/here-now/elderly-left-in-bhutan-refugee-camp/" target="_blank" rel="noopener noreferrer">suffering of divided families</a> is underpinned by the urge to visit their birth country and meet loved ones.Western education has also led to a visible shift in the thinking amongst exiled families from Bhutan, even as new thinking is evident among politicians back home.This shift in perception and attitude makes it possible to find a pragmatic and peaceful resolution to the decades-old, seemingly intractable conflict. The disputing parties have a shared goal in making Bhutan genuinely happy and prosperous.Since the conflict, Bhutan has transitioned into a democracy with general elections every five years. It adopted its first Constitution in 2008 and established an independent judicial system. A silver lining to the conflict was also the formation of political parties who are now participating in the democratic process.According to two United Nations’ triennial reviews, 2015 and 2018, Bhutan has <a href="https://www.unescap.org/sites/default/d8files/knowledge-products/WP_20_04%20Bhutan%20Graduation_Potential%20implications%20and%20policy%20imparatives.pdf">met the criteria</a> to graduate in 2023 from the category of least developed countries (LDCs) and rise above the poverty index.Many overseas people from Bhutan are outstanding in the fields of academia, entrepreneurship and literature, yet consider themselves Bhutanese first.This provides a great opportunity for Bhutan to have an international profile on a scale greater than its physical area and 600,000 population.The diaspora wields considerable soft power to the home country, to garner international support and solidarity in Bhutan’s favour.I have spoken to many Bhutanese American business owners who want to contribute to Bhutan's economic development, its education sector, and in other fields, besides directly helping their own family members who are still in Bhutan.Many are eager for an opportunity to improve their relationship and reconcile differences with the country of birth.Bhutan is one of the few carbon-neutral countries in the world, and it has a ‘happiness' policy that is maturing, devoted to enhancing the wellbeing of its people.An opening to the Bhutanese in exile will also improve Bhutan’s ranking in the World Happiness Report, which it had a central role in establishing.Last month, 17 young Bhutanese American professionals representing Peace Initiative Bhutan and other non-profits  visited Washington D.C and called on Congress and the Biden administration to help foster peace and reconciliation in Bhutan.The delegates met with the Deputy Director South and Central Asian Affairs under the US Department of State and Director for South Asia Regional Affairs National Security Brian Luti at the White House and asked for their continued support and engagement with Bhutan.Finding common ground is crucial for conflicting parties to come to a meaningful dialogue. The common ground in this situation lies in the desire to fulfil the aspirations of genuine gross national happiness in Bhutan.Dealing with trauma means facing the fact that we have been harmed in some way. When we separate the action from the person who harmed us, we can help rehabilitate them and create new connections.We need to learn to hate the game, not the player. Or, hate the sin, not the sinner.  We are all against injustice, and there are many ways to seek justice. As Mahatma Gandhi said, "An eye for an eye makes the world go blind."Reconciliation needs collaboration. Community agencies, local organisations, religious leaders, politicians, the King of Bhutan, and businesses, all can play essential roles in this process.Combining realism with hope may help us move toward a more peaceful future. Political prisoners languish in Bhutan’s jails

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1d4d9c7e80680e0af3a7jpeg.jpg" alt="" width="1500" height="1125"/><figcaption>Bhutanese pro-democracy leader Tek Nath Rizal.</figcaption></figure>It has been a long time since the government of Bhutan washed its hands off the <a href="https://www.nepalitimes.com/latest/japan-award-for-bhutan-minister-opposed/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/japan-award-for-bhutan-minister-opposed/&amp;source=gmail&amp;ust=1639192504593000&amp;usg=AOvVaw3lGADWqlZQgAuLZM0rY3sr">refugees it created,</a> and their future.Most refugees who spent nearly two decades in camps in Nepal have been <a href="http://archive.nepalitimes.com/blogs/thebrief/2011/08/17/over-50000-butanese-refugees-resettled/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2011/08/17/over-50000-butanese-refugees-resettled/&amp;source=gmail&amp;ust=1639192504593000&amp;usg=AOvVaw0Nn1OZXzYkrKINo3JeyXxm">resettled in western countries</a>, but there are still about <a href="https://www.nepalitimes.com/here-now/elderly-left-in-bhutan-refugee-camp/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/elderly-left-in-bhutan-refugee-camp/&amp;source=gmail&amp;ust=1639192504593000&amp;usg=AOvVaw1k8YQSJ-ZmdcqbmD6cOM7M">7,000 of us left in Nepal</a> who are in limbo. The government of Nepal is renewing their refugee identity cards that are due to expire by mid-2022, and provide new IDs for 429 more refugees.This is a welcome decision, and a glimmer of hope in the camps in eastern Nepal. But many of these stateless people now lack a means of livelihood, and are in deep despair. It is not clear yet if Nepal will consider the plea of all Bhutan’s people here still awaiting recognition of their refugee status.Now that the governments of Bhutan and Nepal are in a more comfortable position to discuss bilateral issues, we in the refugee community expect Nepal to continue to engage the governments of Bhutan and India and the international community until the last <a href="https://www.nepalitimes.com/here-now/no-one-to-care-for-doctor-who-cared-for-everyone/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/no-one-to-care-for-doctor-who-cared-for-everyone/&amp;source=gmail&amp;ust=1639192504593000&amp;usg=AOvVaw3jeJKQi5ZzXMI0uH5RmEX8">stateless Bhutanese</a> finds a home and livelihood.If Bhutan and Nepal have an agreement on resolving the refugee issue, they should implement it promptly. If not, the two governments must together approach India — after all, <a href="http://archive.nepalitimes.com/news.php?id=18150#.YbHefy8RppT" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D18150%23.YbHefy8RppT&amp;source=gmail&amp;ust=1639192504593000&amp;usg=AOvVaw2eHvPp0hv2VPXbXJvIhT0F">the refugees were transported from Bhutan to the Nepal</a> border across Indian territory 30 years ago.It is an insult to the international justice system and insensitivity towards human suffering to keep people in the camp indefinitely. This delay in resolving the refugee problem is allowing the government in Thimphu to detain over 50 political prisoners indefinitely. Some of them have been incarcerated since 1990.I myself was tortured, physically and psychologically abused in Bhutan’s jails for over ten years. They employed mind-control mechanisms to ruin me mentally. They must be using the same techniques on the remaining prisoners, damaging their minds permanently.I have chronicled my experience in my autobiographies, especially the same methods of torture that were rampantly used by American and Soviet intelligence agencies during the cold war years. I know first hand of the pain and painful treatment of political prisoners in jails in Bhutan, locked up and isolated from the rest of the world, only taken out for menial work during harsh weather.Police arrested me during a visit here in 1989 and the Nepal government extradited me to Bhutan, labeled me a dangerous terrorist, framing me for many malicious crimes, some of which happened after my arrest and in which I had no involvement.They dragged me to court several times where they abused me physically and verbally, incarcerated me for a decade in wrongful and rigorous detention. Bhutan’s highest court finally declared me innocent. The king had announced that he would release me after the resolution of the refugee problem, in which I had no connection. This allowed them to delay my release.The Thimphu regime had labeled me a ringleader of the dissident movement. It was international outcry and continuous protests by human rights organisations that forced the Bhutan government to release me. Yet, the people who were arrested and jailed for being my followers are still behind the bars. There has been no similar international pressure to get them released.The political system of Bhutan has changed from an autocratic to democratic setup, three elections have taken place since the declaration of democracy in 2007, yet the people who asked for democratic changes in the old system are still in prison. They jailed dissidents for demanding democracy, yet absurdly, after the declaration of democracy those very people are still in detention.Representatives of the International Committee of the Red Cross (ICRC) and Amnesty International visited a few prisons in Bhutan where political prisoners are detained. The visitors had assured the captives that they would facilitate a reunion with their families upon release. Those freed have found that their families in refugee camps in Nepal have all been resettled, and there is no word on their reunions. International human rights watchdogs have now stopped visiting the prisoners.Those released from Bhutan’s jails at different times, or those without proper documents to prove Bhutanese citizenship are still languishing in the refugee camps in Nepal. They have been appealing to the government of Nepal and the <a href="https://www.unhcr.org/news/stories/2020/10/5f757f054/hardships-multiply-older-refugees-amid-covid-19-pandemic.html" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.unhcr.org/news/stories/2020/10/5f757f054/hardships-multiply-older-refugees-amid-covid-19-pandemic.html&amp;source=gmail&amp;ust=1639192504594000&amp;usg=AOvVaw0V8G6xuwWIrXeBj_NySNny">UNHCR</a> to have them <a href="http://archive.nepalitimes.com/news.php?id=19646#.YbHgNC8RppQ" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D19646%23.YbHgNC8RppQ&amp;source=gmail&amp;ust=1639192504594000&amp;usg=AOvVaw10DXTxm7g88uzWzqmM7WCr">reunited with their families</a> abroad, or be granted citizenship.The Nepal government announcement that it will issue IDs to 429 refugees has been a relief. But what is not sure is if it will also cover the Drukpa people of eastern and northern Bhutan. Besides the <a href="http://archive.nepalitimes.com/regular-columns/On-the-way-up/Nepal-lhotshampa-rohingya,1046" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/regular-columns/On-the-way-up/Nepal-lhotshampa-rohingya,1046&amp;source=gmail&amp;ust=1639192504594000&amp;usg=AOvVaw1u1WhqUUoyMHF37-9ZeWWR">Nepali-speaking Lhotsampa</a>, the Drukpa were evicted for being critical of the regime.The problem is that Nepal does not consider the Drukpa as refugees because of their ethnicity and their inability to speak Nepali. The Drukpa in the camps need special consideration to be recognised as Bhutan’s refugees too.There is also <a href="https://www.nepalitimes.com/here-now/family-separation-bhutan-style/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/family-separation-bhutan-style/&amp;source=gmail&amp;ust=1639192504594000&amp;usg=AOvVaw2GQl4PKpa5jx_Nj7m6nZJx">the issue of separated families</a>, with some resettled in the US and other western countries, some still in refugee camps in Nepal and others back in Bhutan.  The Thimphu government still perceives family reunions as a political threat, and is not allowing them.Abandoned by Nepal and Bhutan, many of the <a href="https://www.nepalitimes.com/here-now/home-away-from-home-for-bhutan-refugees/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/home-away-from-home-for-bhutan-refugees/&amp;source=gmail&amp;ust=1639192504594000&amp;usg=AOvVaw1GfjYmr1d6smbN3pDWoP_5">families resettled abroad</a> are mentally traumatised by prolonged separation. Difficulty in adjusting to life in the West, ignorance about counseling, language issues and welfare have led many resettled Bhutanese to end their lives.The suicide rate among former refugees is tragically high, and is a neglected problem.Over 7,000 refugees in the refugee camps in Nepal <a href="https://www.nepalitimes.com/opinion/who-stands-with-bhutanese-refugees-in-nepal/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/who-stands-with-bhutanese-refugees-in-nepal/&amp;source=gmail&amp;ust=1639192504594000&amp;usg=AOvVaw0gWUgtG8Ldp0c8MJUyTsRF">await a resolution</a>. Many are determined to go back to the homes they left behind in Bhutan 30 years ago. The refugee agencies supporting them in Nepal have stopped supplies, and there is pressure to assimilate into Nepali society.This strategy of dispersing and neglecting the refugees has buried the crisis, leaving the Thimphu regime the victor and allowing it to get away with this appalling act of ethnic cleansing of its own citizens.The governments of Bhutan and India have now barbed-wired their international border. While bilateral trade with Thimphu goes on, the border wall has stopped all travel by ordinary people on both sides of the border for their livelihood. In the name of security, the Bhutan government has confined its own people in an open prison with no access to the outside world.Abandoned by international watchdogs, by the Thimphu regime and by New Delhi, Bhutan’s refugees are nevertheless encouraged by the steps taken by the Nepal government on IDs. But we also expect it to find a holistic and just solution to facilitate family reunions with relatives, and a return to Bhutan to those who wish to do so.On Human Rights Day on 10 December, we urge international rights organisations to reopen their files and ask the Thimphu government to make public the list of all political prisoners and release them promptly. Bhutan’s refugees between hope and despair

It was lovely to see you so excited when we dropped you off at school this morning.  My own excitement is a bit subdued due to my concern about the <a href="https://www.cdc.gov/coronavirus/2019-ncov/index.html" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.cdc.gov/coronavirus/2019-ncov/index.html&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNGMzZWmvE980EZTI4OmEgKzYj2Lxw">Covid-19 pandemic</a> surge in America. I know you will feel uncomfortable wearing that mask all day, but it is necessary to help reduce the risk for yourself and those around you. The environment and circumstances of my school days back in Bhutan were so different from your first day at school today. I was only six in 1990 when I and one of my six siblings were enrolled in the Dokap Primary School near our remote village of Indrachok in Bhutan.  My eldest brother, who never had the chance to go to school himself, carried me on his shoulders during the monsoon when the trails were slippery — 30 minutes downhill and 45 minutes uphill.  I would hold on tight with my hands wrapped around his head as he pushed his way through shrubs and bushes. I would arrive in class bleeding with leeches on my head. I had to pluck them off by sprinkling salt on them. During the monsoon, we always carried pouches of salt in our school backpacks.  At home, we did not have a table, and sat on the floor to eat. I was the youngest, and my job was to feed the family dog, टिके. Thankfully, you have an air-conditioned school bus that pulls up outside our home, ready to take you to your school, which is within easy walking distance here in North Carolina <a href="http://archive.nepalitimes.com/blogs/thebrief/2011/08/17/over-50000-butanese-refugees-resettled/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2011/08/17/over-50000-butanese-refugees-resettled/&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNHMt0z8b27M2Z1ug7TSEf8x_LJFAQ">where we are now settled.</a> In elementary school, some of the Bhutanese teachers treated me harshly. They used to beat me with sticks because I struggled to learn Dzongkha, the national language. Sometimes they made me stand on one foot with the other foot crossed over the knee.  Classmates were encouraged to laugh at me. I am glad you will be studying in a supportive environment without any such childhood trauma. In 1991, when the <a href="https://www.nepalitimes.com/opinion/who-stands-with-bhutanese-refugees-in-nepal/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/who-stands-with-bhutanese-refugees-in-nepal/&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNFwujDTI2sbF39yVH4le1KSHDgOrA">Bhutanese regime evicted the Lhjotsampa</a>, my family along with thousands of others were taken by trucks across India and forced into Nepal.  Our refugee camp was on the banks of the holy Kankai River in Jhapa where we spent the next 20 years. Many Bhutanese refugees lost their lives over the years to malaria and other diseases. Two members of our own family died, and I will tell you about them when you grow older. Later, we were moved to the <a href="https://www.nepalitimes.com/here-now/home-away-from-home-for-bhutan-refugees/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/home-away-from-home-for-bhutan-refugees/&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNEkuK3F_5c0lAvmbn_XEib0ZK-nvQ">Beldangi-II refugee camp</a> and we could attend school again. The classes were out in the open, in the shade of a large tree. Once, during a storm, a branch fell on my head and I had to rush to the health post for treatment. Corporal punishment was a part of everyday life in the classroom. The intention of the teachers towards students was not bad, it was just the way schools functioned in those days in Bhutan and in the <a href="https://www.amnestyusa.org/countries/bhutan/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.amnestyusa.org/countries/bhutan/&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNFFLz8IUijatuHD4noHwATnxLrYYA">refugee camp in Nepal</a>. Our large family lived in a bamboo hut, the roof leaked, and did not have electricity in the refugee camp. We did our homework on the floor next to kerosene lamps.  We used to have lots of homework. We had to memorise long paragraphs at home and then recite them when we were in the classroom the following day.  As a refugee child, I did not have shoes. My parents could not afford them, so I wore flip-flops to school.  Always remember that it is not what you wear on your feet that allows you to take steps in life, it is your inner determination. As a new American, you have a place to call home. You should always be grateful to this country where you were born. The United States gave your parents a chance to <a href="https://www.nytimes.com/2009/09/25/nyregion/25bhutan.html" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nytimes.com/2009/09/25/nyregion/25bhutan.html&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNHbGYOU59ClcTzQu1BBVTD4I_QUbw">build new lives</a> so that you, too, can enjoy the freedom and citizenship that was denied to us, and to many other peoples around the world today.  Freedom does not mean that you are free from obligations and responsibilities. Never take your freedom for granted. Unlike your parents when they were your age, you will have a roof over your head, you will always have enough food, health care and a sense of belonging. There may be classmates who may be having a hard time, who cannot afford lunch, or who are from refugee families trying to heal from the trauma of war. Your compassion and love will help them as they struggle to make a life in a new place. Share what you have, but do not humiliate others with pity.  Now that you are outside the home, you will probably see things from a different perspective. That is completely normal. I hope you will soon learn to take a stand if you or your friends face bullies. Be kind and generous to others.  Never discriminate against those around you because of the colour of their skin, ethnicity, creed, or any physical difference that sets them apart.  You are starting school even as the people of Afghanistan, especially women there, fear for their lives and are under threat of losing their fundamental rights. I hope you will grow up learning to become the voice of those who cannot speak up for themselves. Culturally, we in Bhutan treat teachers as our second parents. I hope you will carry on that tradition here in the US. We will continue to abide by the language rule: Nepali at home and English at school. Thirty years have passed, and while we were in the refugee camp in Nepal we learnt that the regime had burnt down our home in Bhutan. That plastic bag with my books must have turned into ashes.  I am sharing these stories from our past for one reason alone — I want you to know where you come from, so that you will make the best of the opportunity that has come your way.  "I will be fine," you assured us right before we dropped you off at your school today. Letter to my kindergarten daughter

All photos: MUKESH POKHREL</figcaption></figure>Thirty years after they were <a href="https://www.nepalitimes.com/latest/japan-award-for-bhutan-minister-opposed/">driven out of Bhutan</a>, and after spending all that time in camps in eastern Nepal, elderly refugees are by themselves and hope to see their homeland one last time.Dambar Kumari Khatiwada and her husband Kharka Bahadur wait away their days at the Sanischare Refugee Camp just as they have for the past three decades in the same bamboo shed, but now without their two daughters and a son who have been resettled in the United States.“Our children are in the US, but we did not want to go and adapt to a completely new culture again, we want to see our motherland one last time before we die,” says Dambar Kumari. “But we did not realise how difficult it would be for the family to be separated like this.”The couple are among more than 100,000 Nepali-speakers who were <a href="http://archive.nepalitimes.com/news.php?id=18150#.YN1-Ny8RoWr">driven out of Bhutan </a>in 1990-91, transported across India and driven into Nepal. Most of them were <a href="http://archive.nepalitimes.com/blogs/thebrief/2011/08/17/over-50000-butanese-refugees-resettled/">resettled in eight countries</a> around the world, nearly <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/camps-for-Bhutanese-refugees-are-emptying-but-some-want-to-return-home,2748">96,000 of them</a> in the United States. But there are still <a href="https://www.nepalitimes.com/here-now/no-one-to-care-for-doctor-who-cared-for-everyone/">7,000 refugees left in two camps</a> in Nepal, most of them elderly.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfbc99c7e80680e0a0b50jpeg.jpg" alt="" width="1500" height="686"><figcaption> </figcaption></figure>Liladhar Acharya is now 75 and all by himself in Beldangi Refugee Camp in Jhapa after his two sons, five daughters and wife all took up the offer to be resettled in America five years ago.“It would have been good if at least one of them had stayed behind, and they tried to convince me to also leave, but I am not going anywhere. Bhutan threw us out, but I still love my country, and I am waiting to go back,” says Acharya, who has preserved receipts of property tax his father and grandfathers paid to the Bhutanese state as proof of citizenship.Dhamala Prasad Adhikari was 40 when his family was forced out of its homestead in southern Bhutan in 1990. His wife, two sons and two daughters also decided to resettle in the US. To stave off loneliness and depression, Adhikari keeps himself busy tending a small garden outside his hut in Beldangi Camp.“I keep myself busy so thoughts don’t play in my head,” he says. “It is a tragedy that our family is on different continents.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfbcc9c7e80680e0a0b51jpeg.jpg" alt="" width="277" height="462"><figcaption> </figcaption></figure>Of the 1,400 families still in Beldangi, many are elderly refugees whose families have left. They all complain of loneliness and mental stress, but say that it is most difficult when they fall ill and the family is not around to take care of them.Last year, when 58-year-old Mekh Tamang got sick, he was too weak to even cook for himself, and went hungry for days. His wife, two sons and a daughter are in America, and another son in Canada.“This is the life in the camps, everyone is gone, and even if you fall sick you are by yourself,” Tamang says.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfbce9c7e80680e0a0b52jpeg.jpg" alt="" width="1500" height="811"><figcaption> </figcaption></figure>One of them is Bhim Bahadur Gurung, whose mother, father, brother, sister, wife and children are all in the US. He is 50, and we found him bed-ridden on the porch of his hut in the humid heat of the Tarai. “There is no one to even bring me water,” he sighed. “If I die, there will be no one at my funeral.”Bhim Poudel and his handicapped son are the only two members of another family still in camp. Both were infected with Covid-19, Poudel is in intensive care at the BP Institute of Health Sciences in Dharan. His son died last week, but he has not been told yet. There was no one at his son’s cremation.Many of the elderly complain that their families abroad have forgotten them. They have their own lives now, and most of them rarely call. Families blame their elderly relatives for refusing to leave the refugee camps with them.“They never phone, and even when I call they rarely pick up,” says Bhim Gurung. “Maybe they are all busy.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfbd19c7e80680e0a0b53jpeg.jpg" alt="" width="1500" height="682"><figcaption> </figcaption></figure>Now that support from the <a href="https://www.unhcr.org/news/stories/2020/10/5f757f054/hardships-multiply-older-refugees-amid-covid-19-pandemic.html">United Nations High Commission for Refugees (UNHCR)</a> and others are winding down, the fate of the remaining refugees hangs in the balance. Bhutan has shown no interest in taking them back, the Nepal government has also abandoned them, and they depend on charities.The International Welfare and Support Foundation of America has built a senior citizen home in Sanischare which is already caring for 95 elderly refugees, and another is being set up in Beldangi.“We are registering them, and will take care of the seniors who do not have family here,” says Ram Baniya of the Foundation. “At least they will have each other when they spend time together at the shelters.”

<figure><img width="1430" height="872" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06329c7e80680e0a5f4djpeg.jpg" alt=""/><figcaption></figcaption></figure>A group of European, Nepali and Bhutanese personalities have sent an <a href="https://www.petitions.net/vaccines_to_himalayas" data-saferedirecturl="https://www.google.com/url?q=https://www.petitions.net/vaccines_to_himalayas&amp;source=gmail&amp;ust=1625660311215000&amp;usg=AFQjCNEuu109cz_uT0mzvuFORxCpVo-70A">open letter</a> to the European Commission, asking it to allow member states to send surplus vaccines directly to Nepal and Bhutan, by-passing delays through COVAX.
EU member states have millions of doses of excess vaccines, but donations or transfers of these surplus doses are severely constrained by the <a href="https://www.nepalitimes.com/here-now/aid-pours-into-nepal-but-where-be-vaccines/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/aid-pours-into-nepal-but-where-be-vaccines/&amp;source=gmail&amp;ust=1625660311215000&amp;usg=AFQjCNEOGELikZJFPj6cPmuERuwgR5_tDA">contracts between EU, member states and vaccine manufacturers. </a>
‘We appeal to European Commission to facilitate a mechanism which would allow member states to transfer vaccines bilaterally to other countries or enable member states to target their vaccine contributions multilaterally to the countries where it is most urgently needed,’ the appeal states. 
Millions of people in Nepal and Bhutan are in urgent need of Covid-19 vaccines, especially AstraZeneca, in order to vaccinate their citizens with second doses. Nepal needs 1.4 million doses immediately for people above 65 years who got their first doses, and are still waiting for their second jabs because India banned the export of Covishield AZ. 
Nepal has not even got an additional 1 million doses<a href="https://www.nepalitimes.com/banner/anger-grows-in-nepal-over-covid-vaccine-delays/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/anger-grows-in-nepal-over-covid-vaccine-delays/&amp;source=gmail&amp;ust=1625660311215000&amp;usg=AFQjCNG91MGxSlsuyUqVeeU6-wQZv9jkrg"> it already paid Serum Institute of India for</a>, and needs a further 20 million doses for the rest of its population. Nepal government is buying 4 million doses of VeroCell from SinoPharm in China and the first of the weekly shipments will start arriving on Thursday. 
Similarly, Bhutan has inoculated most of its eligible population of 500,000 with Covishield AZ from Serum Institute India, but only with their first doses. 
Some European countries like Denmark, Norway and the Czech Republic have excess AZ vaccines which they want to send to Nepal and Bhutan directly, but they are constrained by legal agreements to go through the EU and COVAX.
However, WHO’s COVAX facility has also not been able to dispatch promised vaccines to Nepal, Bhutan and other developing countries because it had sourced it from Serum Institute India. COVAX has only sent 835,000 of the 2.26 million it promised before India stopped its export. 
Nepali officials disclosed this week that 1.5 million doses of Johnson &amp; Johnson vaccines from the United States through COVAX would be delivered later this month.
The open letter states: ‘While COVAX is a fair mechanism of vaccine distribution among the low and mid income countries, its prioritisation is not taking into account the receiving country's actual situation amid Covid-19 pandemic, its specific vaccination needs and its vaccine administration preparedness. Ability to direct at least part of the available supplies to the places where the vaccines are currently most needed would overcome these shortcomings.’ 
Despite the urgency of second doses, the COVAX mechanism prioritises countries by population and not by the current pandemic situation. The open letter argues that European countries have stockpiles of vaccines that are nearing expiry, and the European Commission could expedite shipments if it facilitated direct transfer of doses from EU member states.  
It also says that by denying the requests by Bhutan and Nepal for direct vaccine donations, EU is ‘damaging its international image ... and reinforces the EU’s stereotypical image as bureaucratic, inflexible and alienated’. 
It says failure to respond to the urgent requests from Nepal would hurt the EU because other vaccine manufacturing countries ‘are successfully using vaccine diplomacy to increase their soft-power’. 
Signatories of this open letter are known personalities from EU countries, Nepal and Bhutan. This includes members of European Parliament Tomáš Zdechovský and Kateřina Konečná, academics Françoise Pommaret and Karma Phuntsho, former under secretary general of the United Nations<a href="https://www.nepalitimes.com/opinion/hope-hyperbole-and-hypocrisy-of-covax/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/hope-hyperbole-and-hypocrisy-of-covax/&amp;source=gmail&amp;ust=1625660311216000&amp;usg=AFQjCNHDSyw9q0gS0XWMLZzZS82mvNgKcg"> Kul Chandra Gautam from Nepal, </a>artists, mountaineers, activists, public health workers and others. 
Other prominent Nepalis include writers Manjushree Thapa and Budhhisagar, as well as former Miss Nepals Malvika Subba and Srinkhala Khatiwoda.
The open letter idea was initiated by a group of Czechs with close ties with the Himalaya who sent an earlier open letter to the Czech Government calling on it to gift its surplus vaccines to Nepal and Bhutan. 
“In subsequent unofficial consultations, it became clear, that Czech Government is not at a liberty to donate or sell its excess doses of AstraZeneca vaccine due to the constraints of the contract between EU, Czechs and the vaccine manufacturer,” explained photographer Michal Thoma, one of those behind the initiative. “It also became apparent that the same situation applies for other EU countries which purchased vaccines through the EU vaccine procurement mechanism.”
So Thoma teamed up with Věra Exnerová, the Nepal Country Director of humanitarian organisation People in Need, mountaineer Jan Tráva and filmmaker Petr Horký to write to the European Commission with other Nepalis and Bhutanese.
On 1 July, Denmark announced that it would donate 250,000 vaccines to Bhutan. However, it is understood that these grants still need to be facilitated by the EU. 
Says Thoma: “The European Commission should stand up to its responsibility so that the EU can fight the pandemic not only within its borders but everywhere else around the world.”

Open Letter to the European Commission to facilitate direct transfers of excess Covid-19 vaccines from EU member states to the countries with most urgent needs, namely Nepal and Bhutan 
Dear Commission President von der Leyen, 
We would like to bring to your attention the pressing issue of excess vaccines which were purchased by the member states through the centralized EU vaccine acquisition mechanism. Many of these vaccines, such as Vaxzervia produced by AstraZeneca, are not being administered or their use in most EU member states is substantially restricted. As a result, millions of doses are now idly awaiting other allocation. 
Many foreign governments, namely Bhutan and Nepal, asked for donation or purchase of excess vaccines from EU member states. Many public initiatives in EU member states also appealed to their respective governments to facilitate transfer of excess vaccines to Nepal and Bhutan or other mid and low income countries. 
However, EU member states are not in liberty to donate the surplus vaccines directly due to the legal constraints of the contracts between vaccine manufacturers, member states and EU. 
We, an informal group of people with close relationship to the Himalayas, namely Bhutan and Nepal, are nonetheless convinced that these countries, currently affected by regional outbreak of Delta variant, would be best helped by direct vaccine donations. Nepal and Bhutan urgently need almost two millions doses of AstraZeneca vaccine in order to administer second rounds to its citizens. Unfortunately, it has been reported by the media that WHO’s COVAX facility asked Nepal and Bhutan to request doses from other vaccine manufacturers. This may cause delays and complications for rapid response to fight against Covid-19 pandemic in these countries.
We thus appeal to European Commission to facilitate a mechanism which would allow member states to transfer vaccines bilaterally to other countries or enable member states to target their vaccine contributions multilaterally to the countries where it is most urgently needed. 
The reasons for above are as follows: 
<ol><li>While COVAX is a fair mechanism of vaccine distribution among the low and mid income countries, its prioritization is not taking into account the receiving country's actual situation amid Covid-19 pandemic, its specific vaccination needs and its vaccine administration preparedness. Ability to direct at least part of the available</li>

supplies to the places where the vaccines are currently most needed would 
overcome these shortcomings. 2. By denying the foreign government requests for direct vaccine donations, EU 
member countries and the EU itself is damaging its international image. At the same time, other vaccine manufacturing countries are successfully using vaccine diplomacy to increase their soft-power and will certainly yield from that in the future. 
<ol start="3"><li>Inability to react positively to the appeals of member states’ citizens to donate vaccines to countries in urgent need reinforces the EU’s stereotypical image as bureaucratic, inflexible and alienated. Allowing member states and its people to decide on how to distribute the excess of vaccines would counteract such feelings among EU citizens.</li>
<li>The USA just recently decided to distribute its excess vaccines partly through COVAX and partly bilaterally according to US foreign policy prioritization. We believe that this is an example to follow.</li>
</ol>On top of that, many EU member states will soon have vast caches of soon to expire vaccines for which there will be no recipients among the EU citizens. In such a case, European Commission should pave the way for the member states for the swift transfers of such expiring doses to the third countries which are ready to receive and administer such supplies in the short time. 
We would like to request you to consider the above points thoroughly. We have full faith and hope in the European Commission's ability to make the right decisions that would be taking into account a global responsibility of the EU as well as the international relations priorities and wishes of EU citizens.

Nepal-Bhutan vaccine appeal to European Commission

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015114/636d05b59c7e80680e0a5f21jpeg.jpg" alt="" width="1451" height="852"/><figcaption>King Palden Thondup Namgyal, the last Chogyal (monarch) of Sikkim with his wife Hope Cooke.</figcaption></figure>Nearly half-a-century after the overthrow of Palden Thondup Namgyal, the 12th and last Chogyal of Sikkim and India’s formal annexation of the tiny kingdom, the ghost of Sikkim still haunts neighbouring Himalayan states.Till today, there are frequent dark references by media commentators to New Delhi’s plans for the ‘Sikkimisation’ of Nepal as well.Sikkim was the smallest of the three Himalayan kingdoms, sandwiched between Nepal and Bhutan to the west and east, and between China and India in the north and south. Its location magnified tiny Sikkim’s strategic importance.Although it was a sovereign country, after Indian independence in 1947, Sikkim (like Bhutan) had ceded to New Delhi authority over three important state affairs: defence, foreign relations and communication.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015114/636d05b89c7e80680e0a5f22jpeg.jpg" alt="" width="1682" height="809">After the British left India, under a treaty signed on 12 December, 1950 Jawaharlal Nehru gave Sikkim a special protectorate status, maintaining the kingdom’s independence under the Chogyal, the king.However, the Chogyal began to show an increasing desire to chart an independent course in foreign relations for his country. When Indira Gandhi became prime minister of India in 1966, she showed little patience for the Chogyal’s authority, and even less tolerance for Sikkim’s desire for increased independence.Internal political turmoil in Sikkim eventually gave India the pretext to wrest power from the Chogyal and install its own administrative head to rule the country in 1973. The Chogyal wanted to renegotiate the 1950 Treaty between Sikkim and India, and made attempts to establish independent foreign relations.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015114/636d05bb9c7e80680e0a5f23jpeg.jpg" alt="" width="1263" height="705"><figcaption> </figcaption></figure>Indira Gandhi was especially suspicious of the Chogyal’s American-born wife, Hope Cooke, and the influence she had on him. She was suspicious of Sikkim’s unusually large new embassy building in New Delhi’s diplomatic quarter.Then, in March 1975, the Chogyal and Queen Hope traveled to Kathmandu to attend King Birendra’s coronation, and even met Chinese and Pakistani leaders who were also attending.Moreover, while in Kathmandu, the Chogyal gave a press conference all but denouncing India as a hurdle in Sikkim’s attempts to raise its international stature. The Chogyal instantly became even more of India’s bête noire.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015114/636d05be9c7e80680e0a5f24jpeg.jpg" alt="" width="1048" height="1221">The Chogyal’s desire to break out of India’s influence was audacious, but the king may not have been a smart enough statesman or politician to challenge such a powerful neighbour. At a time when he needed public support within Sikkim to stand up to India, he made no effort to end his political discrimination against the Sikkimese of ethnic Nepali origin.This political alienation of Nepali-speakers, who then made up 75% of the population, proved to be fatally costly not only for this throne, but also for his kingdom.The Chogyal had internal political problems to deal with, and there was pressure building up for greater democracy. Several political organisations, especially the Sikkim National Congress led by Kazi Lhendup Dorji and Sikkim Janata Congress, had widespread support from Sikkimese Nepalis.The two parties demanded political freedom and preferred to put emphasis on the country’s development, in contrast to the Chogyal’s desire to break out of India’s traditional role as Sikkim’s master, especially in foreign affairs. In the eyes of the Nepali-speaking Sikkimese, the Chogyal was an unpopular autocratic ruler who wanted to disenfranchise them.Three days after the Chogyal returned to Gangtok from Kathmandu, the Indian Army surrounded his palace on 9 April 1975. New Delhi then carefully stage-managed a referendum to let the Sikkimese people decide whether the country should remain independent, or to be assimilated into India. The result was a foregone conclusion.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d05c09c7e80680e0a5f25jpeg.jpg" alt="" width="550" height="788">Ironically, Sikkim’s ethnic Nepali majority voted overwhelmingly in favour of Sikkim’s assimilation with India rather than endure what they saw as the Chogyal’s ethnic discrimination. The reign of King Palden Thondup Namgyal, the Chogyal, came to an end and Sikkim became India’s 22nd state on April 26, 1975.Kazi Lhendup Dorji became the first Chief Minister of the new Indian state of Sikkim. For Nepalis in Nepal, however, India’s stage-managed annexation evoked deep-seated fears that New Delhi could plan something similar.Unlike Nepalis in Sikkim, Nepalis in Kathmandu staged street demonstrations against India, calling the referendum a charade. To this day, politicians in Nepal perceived to be close to New Delhi swiftly earn the ‘Lhendup Dorji’ label in the media.Big BrotherIndia has loomed large right through recent Nepali history: the end of Rana rule, the Panchayat period and Nepal’s own referendum on the monarchy in 1980, the Indian blockade of 1990 and the subsequent People’s Movement, on to the India-brokered 12-point agreement to end the Maoist conflict in 2006, the new constitution and another five-month blockade by India in 2015.Nepali politicians have found India-bashing to be a potent tool during elections to drum up nationalist support. And India has often obliged by behaving like Big Brother.After the first Constituent Assembly abolished Nepal’s monarchy in 2008, there were murmurs of India’s ‘grand design’. These voices grew louder when Nepal’s first Vice President Parmananda Jha, a member of the Madhesi Janadhikar Forum (MJF) took his oath of office in Hindi.The MJF itself emerged as a credible political force, a power-broker and king-maker, and there was widespread belief in Kathmandu that it was New Delhi’s pawn. India was accused of using Nepal’s Madhesi population, just as it had used Nepali-speakers to foment unrest in Sikkim half-a-century earlier.The activities of successive Indian ambassadors after 2006 were minutely followed by the media, which reported on their actual and fictitious meetings with Nepali politicians. The envoys appeared to have direct access to parlours of politicians in breach of diplomatic norms, and the press had a field day covering what it saw as New Delhi’s meddling.Given Nepal’s overwhelming economic dependence on India, and the history of New Delhi’s heavy-handedness in its neighbourhood, paranoia about Indian intentions is understandable. But it is a bit of a stretch to fan fears of an imminent ‘Sikkimisation’ of Nepal.Nepal’s modern foreign policy history is starkly different from the Chogyal’s Sikkim, and the country’s geostrategic situation has much stronger stock value than Sikkim ever did. Nepal’s shares a substantially longer border with India and China’s Tibetan Autonomous Region, providing both neighbouring countries to the north and the south a strategic geopolitical buffer.The very fact that a neutral Nepal allows both China and India not to have to deploy the kind of military presence as they have amassed eyeball-to-eyeball in Arunachal Pradesh and Ladakh means huge savings in money, men and matériel.On the other hand, Sikkim’s much smaller size did not give it that advantage. Its location astride India’s ‘Chicken Neck’ corridor between Nepal and Bangladesh had made Sikkim too strategic for its own good because of the proximity of China’s Chumbi Valley.In Nepal, suspicion and paranoia about India takes flights of fancy – especially among those living north of the Chure-Bhavar line. To some extent, given India’s looming presence and its actions in the past, the fear is justified.But for the most part, this unfettered obsession about Nepal being swallowed up by India distracts attention from the real danger – New Delhi’s unspoken expectation of subservience from landlocked Nepal. Even though Indian politicians and diplomats may not articulate it so clearly, India’s rowdy media is obsessed about ungrateful Nepalis always on the verge of selling themselves off to China.On the other hand, the single-minded preoccupation of Nepalis that we are about to be ‘Sikkimised’ comes from our own deep-seated sense of insecurity, magnifying and perpetuating it. This is not only unlikely, but also unfortunate and misdirected.Nepal never had the quasi-sovereign status that Sikkim had. It has always vigorously sought to establish independent foreign relations with other countries, establishing foreign missions, embassies and consulates.Diplomatic relations between Nepal’s kingdoms and the Chinese empire go back to the 7th century, when they first exchanged emissaries. Nepal is the only country with a consulate in Lhasa. Modern China after Mao’s revolution annexed Tibet just as India subsumed Sikkim. But although Chinese imperial regimes sometimes sought to bring Nepal under their sphere of influence, Beijing never attempted to ‘Tibetise’ Nepal.However, this is not to say that New Delhi and Beijing have no interest in Nepal, and both will leave Kathmandu to its own devices. They have tried, and will keep trying, to exert influence in Nepal for their own national and strategic interests.China may be comfortable with the status quo as long as Nepal is not a launch pad for Tibetan nationalism, while India will try to maintain the sphere of influence that it inherited from the British. The 1950 Indo-Nepal Treaty, widely seen in Nepal to be unequal, is an example of New Delhi’s attempt to maintain its dominance.The 1950 Treaty of Peace and Friendship signed on 31 July 1950 by a newly-independent India with the Rana regime was skewed in some respects. For example, it requires Nepal to consult with India prior to importing weapons from other countries, a clause that was used to impose the blockade in 1980 when Nepal sourced anti-aircraft guns from China.The Treaty was an encroachment on Nepal’s sovereignty, and is at the root of much of the persisting anti-India sentiment in Nepal. It tends to crop up in the manifesto of just about every political party in Nepal at election time, including the Maoists’ 40-point demand before the start of the conflict in 1996.However, Nepalis have to recognise that the 1950 Treaty also gave Nepal what Sikkim never had. Article 1 explicitly provided that ‘there shall be everlasting peace and friendship between the Government of India and the Government of Nepal. The two Governments agree mutually to acknowledge and respect the complete sovereignty, territorial integrity and independence of each other.’At least in letter and spirit, if not in action, India was bound by the Treaty to maintain peace with Nepal and not play the role of an aggressor. More importantly, India explicitly acknowledged 70 years ago that Nepal was an independent, sovereign country and that it respected its territorial integrity.Unless a Nepal government attempts to undermine India’s territorial integrity on its own, or by tilting too far towards China or Pakistan, New Delhi will have no reason to ‘Sikkimise’ Nepal. Besides, there are an estimated 60,000 Nepali nationals, apart from Indians of Nepali descent, enlisted in the Indian Army.Some Nepali analysts tend to exaggerate the parallels between Sikkim and Nepal, and this serves no purpose except to fan the paranoia. Nepal’s foreign policy may be mishandled from time to time, but it is distinctly independent. We have only ourselves to blame when it does not work, for example, with the failure of our vaccine diplomacy at the moment.Regionally, despite the signing of the 1950 Treaty with India, Nepal has strategically charted an equidistance with India and China. New Delhi diplomats tend to scoff at the word ‘equidistance’, but it has stood Nepal in good stead in keeping both giant neighbours at arm’s length.The policy is derived from King Mahendra’s attempt to establish warm relations with China. His son, King Birendra, took the policy forward with his Nepal as a Zone of Peace (ZOP) proposal, a not-so-subtle attempt to tell the world that Nepal wanted to wriggle out of India’s sphere of influence.Over 100 countries endorsed Nepal as a ZOP, with the notable exception of India. While it signaled to the world Nepal’s foreign policy aspiration, King Birendra’s proposal did not do much to keep India off Nepal’s back. By 1990, widespread street protests forced King Birendra to abolish the Panchayat system and turn himself into a constitutional monarch from an absolute one.Prior to the invasion and formal annexation of Tibet by China in 1950, India considered Tibet, not Nepal, as its strategic buffer with China. When the Chinese invaded Tibet, India needed Nepal not only as an ally but also to serve as the next buffer line against China.The Treaty of 1950 was a clear and distinct move by India to transform Nepal into a 900-km long frontier wall with China to protect its densely-populated Gangetic Plains of Uttar Pradesh, Bihar and West Bengal.This means that if India annexes Nepal, it will have to be on the frontlines with an economically and militarily ascendant China across the mountains. Why would India want to do that?Naturally, New Delhi would prefer to preserve and extend its influence in Kathmandu. After the bruising blockade in 2015, the Indian mission is not engaged in overt influence-peddling, preferring a more low-key approach. This does not mean it has lost interest, New Delhi possibly now sees a politically stable Nepal being more in its interest than its policy of ‘controlled instability’.It is now up to the Nepali people and their political leaders to be careful not to provide a motivation to rouse the Indian tiger with needless provocation to be an aggressive, expansionist force. Nepal must realise that its sovereignty is strengthened by domestic stability.The kind of perpetual infighting and disunity that has characterised Nepali politics especially in the past two years, only undermines our independent status. Even the Chinese, who usually left Nepal’s political parties to sort out their own problems, had to step in when infighting within the NCP last year ultimately split the party.Learning from the 2015 Madhes Movement and blockade, Nepal’s politicians should not allow Tarai politics to be a pretext for future Indian meddling. For this, Nepal must be a much more inclusive state, mindful of devolving political decision-making to neglected and marginalised groups. This ensures long-term stability, and cannot be seen as something that ‘disturbs communal harmony’.Externally, Nepal should show restraint when ultra-nationalist pressure groups bring up the reclamation of Nepal’s historical territory ceded to British India in 1816. However strong our claim to Limpiyadhura, it is too sensitive an issue for Nepal’s political factions to use as nationalist ammunition against each other.As long as Nepal seeks mutually respectful bilateral relations with India and China that builds on its own internal stability, it can play a positive role at a time of global polarisation and increased regional tension.Nepal must live its policy of peaceful coexistence, be a peace-keeper in areas of conflict, and move forward as a confident nation, once and for all shedding its fear of Sikkim’s ghost.Ajay Pradhan is an expatriate Nepali living in Vancouver who works for the Government of Canada as senior policy advisor for treaty negotiations and reconciliation on comprehensive land claims. <img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d05c39c7e80680e0a5f26jpeg.jpg" alt="" width="79" height="109">

The Nepali team gained a quick lead with a goal scored by Abhishek Rijal in the 16th minute of the game but Bhutan drew before half-time.
