It was lovely to see you so excited when we dropped you off at school this morning.  My own excitement is a bit subdued due to my concern about the <a href="https://www.cdc.gov/coronavirus/2019-ncov/index.html" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.cdc.gov/coronavirus/2019-ncov/index.html&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNGMzZWmvE980EZTI4OmEgKzYj2Lxw">Covid-19 pandemic</a> surge in America. I know you will feel uncomfortable wearing that mask all day, but it is necessary to help reduce the risk for yourself and those around you. The environment and circumstances of my school days back in Bhutan were so different from your first day at school today. I was only six in 1990 when I and one of my six siblings were enrolled in the Dokap Primary School near our remote village of Indrachok in Bhutan.  My eldest brother, who never had the chance to go to school himself, carried me on his shoulders during the monsoon when the trails were slippery — 30 minutes downhill and 45 minutes uphill.  I would hold on tight with my hands wrapped around his head as he pushed his way through shrubs and bushes. I would arrive in class bleeding with leeches on my head. I had to pluck them off by sprinkling salt on them. During the monsoon, we always carried pouches of salt in our school backpacks.  At home, we did not have a table, and sat on the floor to eat. I was the youngest, and my job was to feed the family dog, टिके. Thankfully, you have an air-conditioned school bus that pulls up outside our home, ready to take you to your school, which is within easy walking distance here in North Carolina <a href="http://archive.nepalitimes.com/blogs/thebrief/2011/08/17/over-50000-butanese-refugees-resettled/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2011/08/17/over-50000-butanese-refugees-resettled/&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNHMt0z8b27M2Z1ug7TSEf8x_LJFAQ">where we are now settled.</a> In elementary school, some of the Bhutanese teachers treated me harshly. They used to beat me with sticks because I struggled to learn Dzongkha, the national language. Sometimes they made me stand on one foot with the other foot crossed over the knee.  Classmates were encouraged to laugh at me. I am glad you will be studying in a supportive environment without any such childhood trauma. In 1991, when the <a href="https://www.nepalitimes.com/opinion/who-stands-with-bhutanese-refugees-in-nepal/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/who-stands-with-bhutanese-refugees-in-nepal/&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNFwujDTI2sbF39yVH4le1KSHDgOrA">Bhutanese regime evicted the Lhjotsampa</a>, my family along with thousands of others were taken by trucks across India and forced into Nepal.  Our refugee camp was on the banks of the holy Kankai River in Jhapa where we spent the next 20 years. Many Bhutanese refugees lost their lives over the years to malaria and other diseases. Two members of our own family died, and I will tell you about them when you grow older. Later, we were moved to the <a href="https://www.nepalitimes.com/here-now/home-away-from-home-for-bhutan-refugees/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/home-away-from-home-for-bhutan-refugees/&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNEkuK3F_5c0lAvmbn_XEib0ZK-nvQ">Beldangi-II refugee camp</a> and we could attend school again. The classes were out in the open, in the shade of a large tree. Once, during a storm, a branch fell on my head and I had to rush to the health post for treatment. Corporal punishment was a part of everyday life in the classroom. The intention of the teachers towards students was not bad, it was just the way schools functioned in those days in Bhutan and in the <a href="https://www.amnestyusa.org/countries/bhutan/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.amnestyusa.org/countries/bhutan/&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNFFLz8IUijatuHD4noHwATnxLrYYA">refugee camp in Nepal</a>. Our large family lived in a bamboo hut, the roof leaked, and did not have electricity in the refugee camp. We did our homework on the floor next to kerosene lamps.  We used to have lots of homework. We had to memorise long paragraphs at home and then recite them when we were in the classroom the following day.  As a refugee child, I did not have shoes. My parents could not afford them, so I wore flip-flops to school.  Always remember that it is not what you wear on your feet that allows you to take steps in life, it is your inner determination. As a new American, you have a place to call home. You should always be grateful to this country where you were born. The United States gave your parents a chance to <a href="https://www.nytimes.com/2009/09/25/nyregion/25bhutan.html" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nytimes.com/2009/09/25/nyregion/25bhutan.html&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNHbGYOU59ClcTzQu1BBVTD4I_QUbw">build new lives</a> so that you, too, can enjoy the freedom and citizenship that was denied to us, and to many other peoples around the world today.  Freedom does not mean that you are free from obligations and responsibilities. Never take your freedom for granted. Unlike your parents when they were your age, you will have a roof over your head, you will always have enough food, health care and a sense of belonging. There may be classmates who may be having a hard time, who cannot afford lunch, or who are from refugee families trying to heal from the trauma of war. Your compassion and love will help them as they struggle to make a life in a new place. Share what you have, but do not humiliate others with pity.  Now that you are outside the home, you will probably see things from a different perspective. That is completely normal. I hope you will soon learn to take a stand if you or your friends face bullies. Be kind and generous to others.  Never discriminate against those around you because of the colour of their skin, ethnicity, creed, or any physical difference that sets them apart.  You are starting school even as the people of Afghanistan, especially women there, fear for their lives and are under threat of losing their fundamental rights. I hope you will grow up learning to become the voice of those who cannot speak up for themselves. Culturally, we in Bhutan treat teachers as our second parents. I hope you will carry on that tradition here in the US. We will continue to abide by the language rule: Nepali at home and English at school. As you grow older, I hope the situation will change in our <a href="https://archive.nepalitimes.com/article/nation/Bhutanese-refugees-resettlement-program-ending-in-2018,4121" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/nation/Bhutanese-refugees-resettlement-program-ending-in-2018,4121&amp;source=gmail&amp;ust=1630465642874000&amp;usg=AFQjCNFEbjEGZ5Dy0FSpiip7OVuAKH1cXA">motherland Bhutan</a>, so we can go back to trace our ancestral history in the forested mountains of Dagana. When we fled, I hid a plastic bag with my school supplies inside our house because my mother promised we would return home soon. Thirty years have passed, and while we were in the refugee camp in Nepal we learnt that the regime had burnt down our home in Bhutan. That plastic bag with my books must have turned into ashes.  I am sharing these stories from our past for one reason alone — I want you to know where you come from, so that you will make the best of the opportunity that has come your way.  "I will be fine," you assured us right before we dropped you off at your school today. Keep rolling, girl. It stood at the forefront of the international battle to fix the ozone hole and has shaped many key international agreements.Sadly, US positions are not always built on solid political ground at home. Twice, in the climate change process, this has led to the United States forging an agreement, only to then walk away. This happened with the 1997 Kyoto Protocol which then Vice-President Gore flew to Japan to sign in the full knowledge that a Republican dominated Senate would never ratify the deal. It happened again five years ago, with former President Obama closing that landmark deal (and John Kerry signing at the UN), only for President Trump to tear it up a few weeks later.With such a background the international community is a little nervous when a new Democrat administration takes the helm laden with robust statements and bold promises, as President-elect Biden is doing now. But, as is so often the case, the prodigal son will get the benefit of the doubt (again) and for good reason!Let’s look at what those reasons are. No-one would argue the fact that the United States are a political powerhouse and an economic superpower. This makes having the US in the climate action tent critically important. But why? Is this about political posturing, or is there something more?When the Biden administration chooses to take an ambitious lead on climate action, the world is wise to take heed. Clear signals from politicians on where the new administration plans to go, have an enormous power in the market. An example. Wind and solar energy made it to where they are today in a hostile economic environment where the playing field was everything but level.Environmental cost is not internalised and fossil fuels are still subsidised to a huge degree. What helped to push wind and solar to the current competitive strength is the hope that, in the long term, things will change and new (climate) challenges be recognised, thus creating a viable market for these technologies.If you are building things (powerplants, factories or refineries) with a technical lifetime of 40 years, you do well to think about how friendly or hostile the operating environment is likely to be over that time period. So a political statement sends strong market signals. Especially if it comes from a superpower and even more so when others are pointing in the same direction.How the market responds to political signals has ramifications around the globe. Our economy is now truly global. This means that when key market players take a course, set an standard or make demands on their suppliers, this resonates around the world. The EU agreeing auto standards with European manufactures immediately sets a trend that Japan and Korea must follow because the European market is so big. American companies like Wall Mart have hundreds of thousands of suppliers around the world. So a direction taken at a corporate HQ is delivered-on in pretty much every country on our planet. The standards the US and other major players set become imperatives, or things you choose to ignore at your own peril.Another important point is that climate action has increasingly become a race to the top that is driven by innovation. Innovators smell a climate market and they are rushing to seize the opportunities. Opportunities around electric vehicles, energy efficiency, clean technologies, low-asset business models, you name it. America has long stood at the forefront of discovery and innovation. Many of the key technologies we apply today have at least part of their roots in America. So the signals politicians send and how the corporate community responds, creates an innovation catalyst that will transform business opportunities both in the US and around the world.America’s proud history in working together with other nations, providing them with the finance, technology and capacity support they need in order to climate proof their energy systems, industry and infrastructure. Reducing emissions in the economic powerhouses of today is obviously critical. But with much of future economic growth and population increase of the future set to happen in Africa and Southeast Asia, we need to fix the future, not only the past.Five years after the Paris Climate Accord was reached, the international process is now in full implementation mode. The purpose of the negotiations will be to ensure that countries individually are delivering what they have promised and that the collective impact of their efforts is enough to keep global temperature increase below the agreed level.The United States returning to the international process at this time is critical to ensuring that especially the major players show leadership, both at home and abroad. At the end of the day, ensuring this happens is in the US’s own interest for a number of reasons. First because the US has in recent years always considered action by others, especially China, as a precondition for its own engagement. Second because bold global action will ensure all nations pull their weight toward a common goal. It was key concern because of what the election outcome meant for <a href="https://www.nepalitimes.com/latest/us-visa-rule-leaves-nepali-students-in-lurch/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/us-visa-rule-leaves-nepali-students-in-lurch/&amp;source=gmail&amp;ust=1605672375567000&amp;usg=AFQjCNESwYk7XrlbmaCtZPcDNUoEb5rZvw">immigration policies</a>.<a href="https://www.nepalitimes.com/latest/ununited-states-of-america/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/ununited-states-of-america/&amp;source=gmail&amp;ust=1605672375567000&amp;usg=AFQjCNErl8GT5h9cLJymZTecev7sb3DekQ">Donald Trump was bad news for immigrants</a>, including many Nepalis -- responsible for over 400 executive actions since he took office.“I did not care about the US election at all in 2016, but I followed the 2020 election very closely, refreshing my phone past midnight to check the results,” says 2020 Diversity Visa <a href="https://archive.nepalitimes.com/news.php?id=17620" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/news.php?id%3D17620&amp;source=gmail&amp;ust=1605672375567000&amp;usg=AFQjCNH2jo75hteDaaM_R131Rcsdnic2WQ">(DV) lottery</a> winner Archana KC, who received news about her successful DV-outcome in May 2019. But on 22 June Trump banned migration to the US.Every year, some 55,000 winners from over 14 million applicants are selected for permanent residency from underrepresented countries, including Nepal. The number of  applicants from Nepal exceeds 600,000 annually. In 2018, 4,097 Nepalis were awarded permanent residency in the US through this program (see figure).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be16e9c7e80680e083e4ajpeg.jpg" alt="" width="1616" height="950"><figcaption> </figcaption></figure>On 22 April, Trump signed a proclamation suspending migrants who pose a threat to the US labour market during the economic recovery following the pandemic, which was further extended on 22 June till the end of the year. This was bad news for the 2020 DV lottery winners, as they lose their spot if they are not vetted for and receive their visas by end of September.The DV lottery program has been one of Trump’s target programs. He has said it brings the “worst of the worst to the US”. In September, the US District Court Judge ordered the Trump administration to resume processing of DVs for 2020 winners. Prior to the ban, 12,000 diversity visas had already been issued.Taking into account Covid-19 and its impact on the State Department's visa and consular processing capacity, the judge ordered a total of 9,095 slots to be reserved past the end of 30 September deadline, but it is unsure which of the 43,000 remaining winners will fall in that group.Stranded Nepali DV winners have built an online community and joke among themselves: ‘It is ironic that DV losers will never understand the pain of DV winners.’Many have given up hope, but KC is confident it will all work out with the Biden win. “We have come this far and all the effort and energy that has gone into this will not go to waste,” she says, recalling how she had to go around with her one week old daughter to get her a passport. “But just to be on the safe side, I have also applied for the 2022 lottery.”The other Nepalis impacted by the uncertainty are <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/temporary-protection-nepalis-in-trumps-us,4067" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/Nepali-Times-Buzz/temporary-protection-nepalis-in-trumps-us,4067&amp;source=gmail&amp;ust=1605672375568000&amp;usg=AFQjCNE_VFpTUVNMdFzqGJmh7_ex6Xrj-g">Temporary Protection Status (TPS) </a>beneficiaries, a humanitarian program that allows those affected by war or disasters to temporarily live and work in the US. Over 411,000 individuals from 10 countries are eligible, including 14,549 Nepalis who benefited from the program after the 2015 earthquake. They include students and those overstaying their visas.Donald Trump has <a href="https://www.nepalitimes.com/latest/us-extends-tps-for-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/us-extends-tps-for-nepal/&amp;source=gmail&amp;ust=1605672375568000&amp;usg=AFQjCNHGKMLISrssmF0RTSzMUwm6--ITXg">tried to end this program since 2017</a>, citing countries have recovered from the natural disasters or violent conflicts that caused people to flee. He has faced a number of lawsuits including, one filed by a group of Nepalis and Hondurans. The TPS designation for Nepal is currently expected to be valid till 4 January, 2021.A recent survey by the group Adhikaar of 324 TPS Nepalis showed that 68.7% reported thinking about this issue once a day or more, 54.3% of respondents think about being deported once a day or more, and 45.9% reported thinking about how TPS would mean not being able to see their children grow up.Biden’s immigration plan includes protection of TPS from being returned to countries that are deemed unsafe, and to offer a path to citizenship to those who have been in the country for an extended period of time and built lives in the US.Ramesh is one such Nepali protected under TPS whose future hinges on these decisions. He says: “There is still a lot of uncertainty even under Biden, but we are hopeful that it will be extended given the positive signals from his campaign.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1709c7e80680e083e4bjpeg.jpg" alt="" width="1000" height="1500">Things are especially difficult for those with young children who are US citizens, because they may have to leave children behind or stay on undocumented.Another prominent policy priority for Biden is to reinstate the Dreamers Program on his first day in office, that will allow children of undocumented immigrants to remain in the country. There are only 60 Nepalis under DACA (Deferred Action for Childhood Arrivals) out of the 643,560 active ‘dreamers’. Trump’s attempts to dismantle the program in 2017 was blocked by US Supreme Court.Aalok is one of the 60 Nepali DACA recipients, who has lived in the US since he was six. “I grew up thinking I am a US citizen as my parents did a very good job of hiding this from my sister and I,” Aalok told us on the phone.But once he found out, Aalok recalls the traumatic experience because of the constant uncertainty. “I am grateful for this program, but I disliked the term dreamers because it was anything but a dream, it was a nightmare, because your identity was often used as a political bargaining tool. It was particularly difficult when I had to get into college because I could not apply for any federal and state funding, but was lucky to get a merit-based scholarship.”When the networks called Biden’s win last week, Aalok was part of the car honking and dancing celebrations in New York. He says: “It was as if the whole world was breathing a collective sigh of relief.”Joe Biden also has a positive stance on skilled-visas like the H-1B, which has been contentious under Trump. Nepalis make up only 0.4% of H1B visa holders annually, which is dominated by Indians who make up three-fourths of the visa holders.The June proclamation also suspended the H-1B and other employment related visas, and  in October the Trump administration announced further restrictions including narrowing the definition of ‘specialty occupations’ to ensure applicants have the degree specific to the job they are applying for, and increasing the salary threshold.A Nepali with highly specialised programming skills in the Nepal branch of a small software development company says that he wrote the core platform and his managers considered him irreplaceable. He was offered a position  under the L1B specialised worker visa, where his work was appreciated and he moved to a wider role.“But after two years when it was time to get my visa renewed, it was rejected as my job description was deemed different than the original one,” he says. “The lawyers have filed a green card application, and hopefully things will move quicker under the Biden administration so I can go back to the US.”Another student, an OPT intern who was working for a multi-billion dollar e-commerce retailer applied for an H1-B, had his visa rejected and had to move back to Nepal.“The application was rejected over minor points regarding my salary, even though it was above the market rate, and because my area of study was not exactly computer science even though I had the programming skills,” he says.Biden’s plans regarding skilled visas include reforming the temporary visa system to establish a wage-based allocation process so H1-B allocations are linked to prevailing wages and establish enforcement mechanisms. He also plans to expand the number of high-skilled visas, currently capped at 85,000,  and elimination of the limits on employment-based visas by country.Last year, 7,409 Nepalis got naturalised in the US whereas 10,201 received permanent residency. The top five states hosting Nepalis are Texas, New York, California, Virginia and Ohio (see figures below). Before he took on the journey, he did not know much about Donald Trump except his obsession with the wall and increased enforcement at the border that would make his journey from Mexico difficult.It did not deter him. His journey to the US took 2.5 months, which is relatively short to other migrants taking this circuitous path from Kathmandu via Dubai-Russia-Spain-Bolivia-Colombia-Panama-Honduras-Nicaragua-Guatamela-Mexico-US. The trek through the forest in Colombia was harsh when they even passed bodies of migrants who had not made it.Ramesh and his friends took along six cans of Red Bull for energy during the forest trek. “It would make us feel energized to plod for another few hours,” he recalls. Besides the dangers of the jungle, they were also robbed, had nothing to eat and survived on bananas and water.He reached Tijuana in Mexico, but soon after jumping over a wall and entering the US, he was detained. “After the torture we had gone through, we did not have much to complain about the detention centre where we were given food, hygiene kits and clothes,” Ramesh recalls.After spending two months in detention, he was released on a bond of $14,000 as he waits for his asylum case. After over five months, he was eligible to apply for his work permit and social security card. Now, he dreams of bringing his family to the US someday if he is granted asylum. Nepalis form one of the top ten nationalities receiving asylum grants. In 2019, 627 Nepalis were granted asylum, placing it in the 9th highest nationality. (See figure below)<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1799c7e80680e083e4ejpeg.jpg" alt="" width="1486" height="908"><figcaption> </figcaption></figure>“I don’t really have an opinion on Trump or Biden,” says Ramesh. “As a royalist who was vocal against politicians of the current ruling party, I often got into trouble in my village back home. I came here to earn. The good thing about US is that if you are willing to work hard, you can earn and that is all I am focused on now. And as long as I can work, it doesn’t matter who is President.”But the work authorisation that Ramesh enjoys as he waits for his asylum hearing has been targeted by Trump who issued two new rules effective August requiring asylum-seekers to wait 365 days before applying for work authorisation instead of the 150 that Ramesh got, and removing the 30 day limit for the work authorisation applications to be processed. These rules were blocked by a judge in September.Between 2010-2019, there were 4,511unauthorised Nepalis who have been apprehended.  Of them, 1,124 were deemed inadmissible, while 951 Nepalis were returned or removed. Removals involve a formal court order, whereas returns are those who voluntarily go back to Nepal.Particularly notable is the removal of 169 Nepalis in 2019, a significantly higher number than previous years. (See figure below) Biden has committed to a 100-day freeze on deportations of unauthorised foreigners in the US after he takes office.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be17b9c7e80680e083e4fjpeg.jpg" alt="" width="1542" height="1060"><figcaption> </figcaption></figure>Hari is from the same village as Ramesh, and returned last year from the US. He spent six months in a detention center, and unsuccessfully fought his case with support from a Nepali lawyer.“When they were taking me to the airport, I thought that I was being transferred to another detention center, it was a surprise when I found out I was flying home but there was no other option,” he says.While in immigration detention, Hari wrote a diary with painful details of his journey to handle his emotions, but he decided to throw it away. “The plan was to turn the diary into a book, that I wanted to title ‘My Journey to America’ to dissuade other Nepalis from repeating my mistake, but no one wanted to listen to my advice in the village,” he explains.Hari sold his house to pay back the Rs5 million loan he took for his failed journey to the US, and says he is not surprised that his journey was unsuccessful. He says: “I am not sure if having Trump as President versus Biden would have made a difference, but had I landed in another state and not Louisiana, or got a more lenient judge, I may have been released.”Surya works in a California-based law firm and specialises in asylum cases, and confirms Hari’s hunch: “To get migrants out on bail from states like Louisiana and Georgia is very difficult. California, Arizona, Nevada, Colorado and DC have it slightly easier. But it also depends on the judges.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be17f9c7e80680e083e50jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>The <a href="https://trac.syr.edu/immigration/reports/judge2020/denialrates.html" data-saferedirecturl="https://www.google.com/url?q=https://trac.syr.edu/immigration/reports/judge2020/denialrates.html&amp;source=gmail&amp;ust=1605672375568000&amp;usg=AFQjCNEb5n1geHBnQ2sbNkVzckR9nrWmJA">TRAC project</a> maintained by Syracuse University shows the variation within and across immigration courts in judge denial rates, with a judge in New York who has a denial rate of 3%, and a judge in Houston with a denial rate of 100%.TRAC data shows that the median bond amount for Nepalis was $15,000 in 2018/2019 and $12,000 in 2020. Research shows that detained immigrants from Nepal have higher odds of being granted bond, but also pay more compared to other nationalities. In 2018, 79% of the 593 detained Nepalis were released on bonds, higher than the national average of 48%.Joe Biden has big plans from legalising 11 million undocumented workers in the US to expanding the skilled visa program, from reinstating DACA to protecting TPS beneficiaries. Many of these will impact Nepalis.But a lot hinges on the two Georgia senate runoffs in January, and the health and economic crises that have taken precedence over other topics. Many Nepalis, in America and in Nepal, however, remain hopeful of a kinder America under Biden.Some names have been changed.

Nepalis hopeful about Biden presidency

Data: Johns Hopkins University</figcaption></figure>A second wave of Covid-19 cases in Europe and the explosive spread in the United States has raised the number of deaths from the pandemic in the Nepali diaspora, but experts say the toll may be higher than officially reported.
The Non-Resident Nepalese Association (NRNA) which keeps track of the impact of the pandemic among Nepalis living outside the country says new cases and fatalities have been reported in the past two weeks from United Kingdom, <a href="https://www.nepalitimes.com/latest/nepal-its-no-time-to-let-your-guard-down/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-its-no-time-to-let-your-guard-down/&amp;source=gmail&amp;ust=1605582652845000&amp;usg=AFQjCNGGUewmszI26gfH8FVNzxRXYetJUA">the Untied States</a>, Spain, Austria, the Netherlands, Denmark, the Czech Republic, Germany, India, UAE, Qatar and Saudi Arabia.
The estimated total number of Nepalis abroad who tested positive for the virus crossed 46,000 on 14 November, with 293 deaths in countries from where figures were available, NRNA said. Nepalis have tested positive in 44 countries around the world, and fatalities have been reported from 18 of them.
More than 1,000 new cases were confirmed in the past two weeks, and eight more deaths of Nepalis were reported from India alone in the past week in Chennai and Maharastra states. The largest number of new cases has been reported from Romania, where 550 have tested positive in the past two weeks taking the total infected Nepalis to 9,714. Two of them are said to be in a critical state in hospital.
There are no exact figures for the numbers of Nepali migrant workers in Romania, but 4,325 arrived in 2019 alone, and reports say Nepalis form the largest number of people applying for work permits in 2020. Most had jobs in the hotel and restaurant business which have been hit hard by the Covid-19 crisis. One report said all 22 Nepalis working in an auto company in Bucharest had tested positive.
Of the Nepalis abroad who were infected, the Association said more than 41,000 had recovered — possibly indicating that most of them were younger Nepali immigrants in Europe and the Gulf region. However, the death rate is higher in the UK, where there is a large population of elderly Nepali Gurkha pensioners and their families, as well as the <a href="https://www.nepalitimes.com/here-now/bhutan-refugee-to-coronavirus-care-giver/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/bhutan-refugee-to-coronavirus-care-giver/&amp;source=gmail&amp;ust=1605582652845000&amp;usg=AFQjCNFO0eeE7nBEdNXf2caLanSPergQ6Q">United States</a>.
Many Nepalis in countries like the UK, <a href="https://www.nepalitimes.com/here-now/himalayan-new-yorkers-tell-stories-of-covid-19/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/himalayan-new-yorkers-tell-stories-of-covid-19/&amp;source=gmail&amp;ust=1605582652845000&amp;usg=AFQjCNED7YXzDUecpSHZ22qaLSzxnl4XnQ">US</a> and Israel are also <a href="https://www.nepalitimes.com/here-now/overseas-nepalis-on-the-covid-19-frontlines/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/overseas-nepalis-on-the-covid-19-frontlines/&amp;source=gmail&amp;ust=1605582652846000&amp;usg=AFQjCNGsbjaQRwTJZuwsyoYH8EL2TSa5kg">at the frontlines </a>as caregivers or medical personnel, or work in jobs which require public interaction, and where they are at high risk.
“Nepalis abroad should take care during family gatherings, they should keep a distance and wear masks at all times,” says NRNA’s Health Committee coordinator, Sanjeeb Sapkota. 
Meanwhile in Nepal, the number of infected crossed 200,000 last week, even though the recovery rate is at 82% and 169,000 people are not infected any more. The total fatalities in Nepal increased by 6 on Sunday to reach 1,202.
Of the new infections, 807 were in Kathmandu Valley, and Saturday saw 1,477 testing positive. The numbers are slightly slower than the daily average for the past two weeks because testing clinics were closed for the Tihar holidays over the weekend.
Among those hospitalised with Covid-19 is Govinda KC, the activist surgeon who has for the past four years staged 19 hunger strikes demanding that the government reform medical education and make health care more accessible and affordable. Ironically, KC has been admitted to Teaching Hospital, where he has been treated in ICU in a critical state during his fasts.
The total number of active cases in Kathmandu is now 15,237, Bhaktapur has 1,252 and Lalitpur 2,315. Most are in home isolation, either because they have mild symptoms, because there are not enough beds in hospitals in the Valley, or because they cannot afford being admitted. 
On Sunday, 1,477 new cases were detected out of 6,476 PCR tests carried out, while 2,798 have made recoveries.

Nepali diaspora hit by Covid surge

Deservedly. Faith in the substance of character and decency, ethics, integrity and sincerity of purpose for public service, true patriotism and dignity in the office of our highest house is rekindled. Hopefully, we have exorcised the demons of negativity that saturated our daily air these torturous four years. Many might attribute the dismantling of what once was America to Donald Trump’s election, but, truth be told, this has been in the making for quite some time.The long-standing problems plaguing the US system of governance and its economy, along with its growing social injustice and inequality have all exploded into plain view because of Covid and, more specifically, because of the way that the federal government led by the president’s team has mishandled the pandemic and its devastating impacts.Political indecision, conflicting messages (mixed with disinformation and falsehoods), a blatant lack of empathy for the dying and unemployed, the absence of tangible concrete planning for all Americans that might have reassured the public – all were on display day after day during the White House briefings and subsequent follow-up tweets that only exacerbated fears, resentment and confusion.If it hadn’t been for governors and mayors, the country might have fallen into full-fledged chaos.At the height of the pandemic in April, urban dwellers realised in the most concrete way possible that they were entirely dependent on essential workers that included nurses and doctors, ambulance drivers, firefighters, the police, post office workers, but also the delivery personnel that kept their refrigerators and pantries full of food to weather the storm.These people maintained the flow of the most vital goods and services that were once taken for granted. The culmination of this disfunction and the outbreak of anger has now led to riots all across America.People – most of them young and passionate (older ones who have been activists their entire lives have been more careful because of their vulnerability to the virus) – are demonstrating with conviction. They see the inequality that has engulfed America; they have witnessed the millions lining up for food while farmers – who once supplied markets and restaurants – are now destroying their surplus production, unable to switch the direction of their supply chains.Americans can no longer ignore the fact that public schools were not able to immediately close at the start of the pandemic because millions of children relied on free school meals to eat each day. The rich lamented quarantining in their estates, while the poor struggled with unemployment, employment with high-risk exposure to Covid, and months of quarantining in difficult surroundings.One cannot begin to cover all the revelations that Covid has made public. Now years of unresolved racial tensions and a society that has learned to rely on force as the principal instrument to ensure peace and order is outraged. Hundreds of thousands of Americans are taking to the streets day after day to voice their objections to a system that is broken on every conceivable level.Importantly, the disintegration of the image of America in the eyes of the world is especially painful, particularly for those who have stood with America, believed in the American dream of opportunity and excellence, in the right to free speech, and in the progressiveness that social mobility ensured. Moreover, it is particularly troubling as this is happening during a period of significant global power realignments.That the United States has been recoiling from world affairs and will continue to do so has been evident for quite some time. What is now highly problematic is the realisation that this no longer constitutes a temporary retreat.While Trump’s disregard for positive global engagement dealt the death blow to the world order created after WWII, countries across the globe can no longer look to the United States as a place for inspiration, hope, freedom, norms and values. It is a country that will for years need to turn inward to solve its long-standing problems, and the ensuing period is likely not only to be fraught but violent.What might such developments mean for the rest of the world and for the global order? How and by whom will the power vacuum be filled?There are those who have long lamented the inequality in global affairs as traditional industrial powers that have included the US, Europe and Japan asserted themselves as exclusive drivers of global engagement, finance and trade. To them, the demise of American hegemony and all it has meant on different levels and for different people across the world might actually be a good thing. It may, in fact, help democratise multilateralism and lead to truer partnerships among the developed and the developing world.Caution, however, is warranted in optimistically embracing this sort of narrative. On the one hand, unimaginable as it may seem to many American scholars, analysts and policymakers, clearly a world in which the United States is no longer the guarantor of a post-World War II order is already in the making.China has indicated that it would like to lead the developing world through comprehensive partnerships, regional multilateral institutions, new trade corridors and connectivity as envisioned by the Belt and Road Initiative. And of course there is the European Union that has for years been underestimated because it has often failed to act with one voice and one resolve.For Europeans, the unraveling of the United States poses an existential threat. The US has been its closest ally and its greatest trading partner. Americans and Europeans shared liberal and democratic norms and values, and until the beginning of the 21st century were, more often than not, on the same page vis-a-vis the global order.This is no longer the case and because it is not it requires a dramatic recalibration by the EU during a particularly difficult time. There were extra tourists in Nepal at this time because of the spring trekking season, and Visit Nepal Year 2020.Nepal tourism Board and the Civil Aviation Authority of Nepal are coordinating the flights to evacuate the tourists.There are said to be 120 foreign trekkers and climbers stuck in Lukla because they could not get down from the mountains before the lockdown, and flights were cancelled. Some of them were stranded in Jomsom after flights were stopped and were brought down from Jomsom by bus. There are said to be another 70 tourists still in Jomsom. There also said to be other European nationals, Korean and Brazilian tourists in Pokhara. The British and Australian embassies have also issued appeals on social media asking their nationals to provide contact information for a possible evacuation in the coming days. The US embassy in Kathmandu has also reached out to Americans in Nepal saying it is working on evacuation flights, and will notify them about when it will happen.There an additional 28 Indian pilgrims who were on their way to Muktinath who have been stuck in Pokhara, and NTB is trying to send them by bus to India.

10,000 tourists stuck in Nepal being evacuated

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101140/636b75829c7e80680e0623f2jpeg.jpg" alt="" width="2048" height="1365"/>Nepal’s Communist Party leaders must take note of two events that unfolded in India this week: <a href="https://www.bbc.com/news/world-south-asia-51638345" target="_blank" rel="noopener">the roaring welcome to US President Donald Trump</a> and the ongoing communal riots in Delhi’s northeastern suburb.That the Narendra Modi government was able to put up a great two-day show to woo Trump, who repeatedly praised Modi and said “America loves India” has been somewhat overshadowed by the violence that has claimed over 20 lives in Delhi.The two events depict contrasting pictures: one of a new emerging India eager to engage with superpowers, even taking lead in issues of international concern. And the other of an India engulfed in violence between some Hindus and Muslims. The ruling BJP and Modi, supported by the right-wing groups like RSS and VHP, find themselves in the vortex of this violence.Trump reached India on Monday and along with Modi addressed the ‘Namaste Trump’ rally in Ahmedabad’s Motera Stadium, the largest cricket stadium in the world, attended by over 100,000 people. The two presented their visions for the next phase of Indo-US strategic partnership.Although the much-awaited trade deal did not happen, the two sides pulled together a $3billion military deal, sought commitments to fight terrorism, narco-terrorism and organised crime and signed three MoUs in the health and oil sectors. Trump even discussed the importance of a secure 5G network in India, ahead of trials involving China’s Huawei which he said must be “a tool for freedom, progress, prosperity, not a conduit for suppression and censorship”.Important for Nepal to note is their dialogue in security cooperation. Besides reiterating that the two countries will work to combat “radical Islamic terrorism” which will dearly affect the functioning of SAARC, Trump praised the military cooperation and said that the US and India, along with Japan and Australia, should work together for security of the Indo-Pacific region as the Quad (Quadrilateral Security Dialogue) grouping.The diplomatic and military arrangements of the Quad are widely viewed as a response to the rapidly increasing economic and military power of China in the region. Sandwiched and landlocked between India and China, Nepal will have to <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/" target="_blank" rel="noopener">balance its relations between China and a US-backed India</a>.As it is, a $500 million US-funded <a href="https://www.nepalitimes.com/latest/mcc-row-damages-nepals-credibility/" target="_blank" rel="noopener">Millennium Challenge Corporation</a> (MCC) deal to improve Nepal’s connectivity <a href="https://www.nepalitimes.com/editorial/a-millennium-challenge/" target="_blank" rel="noopener">is in limbo</a> because of opposition from a faction of the ruling Communist Party that sees it as a part of the American Indo-Pacific Strategy. Parliamentary ratification of the project has been delayed.The MCC is viewed with much interest by India’s civil society and academia lately, and is seen as a direct counter to China’s Belt Road Initiative (BRI). Sections of the Nepali establishment views India as an obstructionist power, and are trying to develop closer ties with China.But India is finding more grounds of convergence with the US, which now views South Asia as a vital part of its <a href="https://www.nepalitimes.com/editorial/between-two-oceans/" target="_blank" rel="noopener">Indo-Pacific Strategy</a>. Smaller countries in India’s periphery are bound to be trapped in this rivalry. With pressing domestic concerns at home over opposition to <a href="https://www.nepalitimes.com/latest/indian-nepalis-alarmed-by-citizenship-amendment-bill/" target="_blank" rel="noopener">the Constitution Amendment Act (CAA) India </a>may play silent and quiet diplomacy leaving the US and China to compete for influence in India’s neighborhood.Trump and Modi are said to have discussed developments in South Asia at length during this visit, meaning they will collaborate and closely consult each other on regional matters. Nepal must gear up to deal with a more forceful America in the near future even when it is already grappling with <a href="https://www.nepalitimes.com/banner/what-is-xi-jinpings-big-surprise/" target="_blank" rel="noopener">a dominant China</a>.It is in India’s advantage if the US temporarily fills the vacuum in Nepal, which New Delhi feels is its traditional sphere of influence. The Modi-Trump equation seen in Gujarat and Delhi this week speaks volumes of their friendship and desire to foster closer ties between the world’s oldest and largest democracies. They piled them high in the courtyard, and set them alight.A few days later, the boy decided to escape the army’s dragnet and without even returning home he went down to the border, where the Indian security forces were packing other Bhutanese like him into trucks and dumping them in eastern Nepal.Thousands of refugees from Bhutan lived under plastic sheets by the side of the Kankai River in Jhapa. Many fainted from trauma, culture shock and homesickness. Some were resolutely refusing to move, but he tried to convince them that being a citizen of a foreign country, rather than a refugee, could help them return to Bhutan one day. Many third-generation Bhutanese are now studying in the world’s top universities.Rai has always been interested in music, often taking his small band house-to-house during Dasain and Tihar in Nepal, performing songs of longing for home in Bhutan. Villagers used to give them rice, gundruk and vegetables, which the refugees cooked in the camps by the dusty river banks.“We were always hungry, but we had to eat to live. Ex-refugee takes refuge in music

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The three realised they shared the same dream, and over the past five years have travelled across Nepal to research their menu, collecting ingredients and ideas from homestays, food carts, and nature. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Midway along the stretch of the ancient trade route between Tibet and India lies the Kel Tol neighbourhood. The name is derived from the original Koligrām, and it is believed the Koli people, who were originally from Rāmagrām in present-day southern Nepal near the Indian border, settled here. The Koli were the maternal ancestors of none other than the Buddha. Kel Tol is famous for the Buddhist monastic complex of Kanak Chaitya Mahāvihar, featuring the majestic two-tiered gilded temple of the white god Karunāmaya.&nbsp; This elaborately decorated courtyard is a bustling centre of the Vajrayāna sect of Buddhism, practised widely by the indigenous Newā people of Kathmandu Valley. Karunāmaya, also known as Ārya Avalokiteshwor, is defined in great detail in the 1st century CE Buddhist text Sadharmapundarikā where he liberates all sentient beings from suffering. He helps rid the eight external fears metaphorically equated with their equivalent internal states of mind: lions (pride), wild elephants (ignorance), fire (anger), snakes (jealousy), floods (attachment), imprisonment (miserliness), thieves (wrong views) and cannibals (doubt).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c.jpg" data-media-id="editor_0" data-image-id="20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c" data-rendition-name="original" width="1338" height="2000" loading="lazy" alt="Seto Machhindranath"> </figure>  In the Pancha Rakshyā Sutra, a Buddhist scripture from 200 CE, Ārya Avalokiteshwor was counted among the eight major deities. Followers of the Brāhminical god Shiva worship Ārya Avalokiteshwor as Seto Machhindranāth. For Shaivites, Machhindranāth is the Indian saint who founded the Nāth cult in the 10th century CE. He is the guru of saint Gorakhnāth. During the reign of Yakshya Malla (1428–1482 CE), a beautiful image of Ārya Avalokiteshwor was dug up by a farmer in present-day Jamal, which was then a cultivated area outside the city. The farmer, known as a Jamami (meaning the one from Jamal) took the image home for safekeeping. That night, Ārya Avalokiteshwor appeared in the farmer’s dream and told him that the proper place for him to reside is at the confluence of two rivers. The nearest confluence was at present-day Wongha (Indrachok) and the image was installed in the Kanak Chaitya Mahāvihar complex in Kel Tol near Wongha. This made it easier for city residents to pay homage to Ārya Avalokiteshwor and spread compassion. Soon, the deity came to be revered highly as Jamaleshwor, the one found in Jamal. Eventually, the name got corrupted, as happens often in Nepāl Bhāsā, to Janabahā Dyo. The courtyard where his temple is located is now popularly known as Janabahā.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e.jpg" data-media-id="editor_1" data-image-id="20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e" data-rendition-name="original" width="2500" height="1668" loading="lazy" alt="Seto Machhindranath"> </figure>  The gilded temple of Janabahā Dyo, first built in the early 16th century CE, is adorned with wooden and metal artefacts that symbolise 108 forms of Ārya Avalokiteshwor. It stands out as the most decorated temple of its kind in Kathmandu. Today, Janabahā is a living heritage site where many ancient customs and rituals are widely practised as per Vajrayāna Buddhist tradition. Devotees throng the Janabahā Dyo shrine for daily worship and to receive Karunāmaya’s blessings. Being the compassionate one, Ārya Avalokiteshwor goes around town every year in his tall wooden chariot to allow sick and physically disabled devotees to pay homage to him from the comfort of their homes. One could say it is a door-to-door visit by the Compassionate One.&nbsp; For the pragmatic minded, the chariot festival is an annual renewal of communal harmony, validation of our ancient mathematical supremacy and demonstration of the need to keep practical skills alive, including the craft of building earthquake resilient houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c.jpg" data-media-id="editor_2" data-image-id="20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  The Janabahā Dyo chariot is pulled from Jamal, where his image was found by the farmer, through the historic heart of Kathmandu in a gala parade every year. The procession, accompanied by folk music ensembles and revellers, starts on the eighth day of the bright half of the month of Chaitra, and lasts up to a week (ending on Saturday this year). Hundreds of devotees pull the chariot along the streets as a way of expressing their gratitude to lord Karunāmaya for blessing them with compassion and well-being. Purna Ratna Vajrāchārya is an ordained priest who belongs to the clan responsible for taking care of Janabahā Dyo. He has been studying the design and architecture of the chariot for the past 40 years, and overseeing its construction for the past 15. He has learnt that the engineering principles of building the chariot are based on the mathematical system in which Buddhism is taught. For example, 365 pieces of wood are used in the chariot, each representing a day of the year. Each of the four wheels consist of 25 pieces of wood, totalling 100, representing completeness or fulfilment. The height and length of the chariot is 32 arm’s length (hāt in Sanskrit), 14.8m. The number 32 represents the maximum number of auspicious and physical qualities one could possess to be considered an outstanding human being.&nbsp; Says Vajrācharya, “Observing how the chariot is built helps one learn the fundamental pillars of the Buddha’s teachings, and find an easier path to Nirvana.” The structural design of the nearly 15m wooden chariot is not only awe-inspiring but also gravity-defying. It leverages the pliancy of the materials used in its construction -- flexible joints tied with cane soaked in water for several days. The precise proportions of the chariot ensure great manoeuverability in the narrow streets along the route of the chariot procession that include some 90° bends, without colliding into houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_9f5c2943f5d6b3f0010d3d5213697549945e87a6f7d3d8cbadd69f0dea6c6e2c.jpg" data-media-id="editor_5" data-image-id="20240418130432_9f5c2943f5d6b3f0010d3d5213697549945e87a6f7d3d8cbadd69f0dea6c6e2c" data-rendition-name="original" width="2500" height="3750" loading="lazy" alt="Seto Machhindranath"> </figure>  Driving and steering the chariot with brute muscle power of the mirthful crowd is a seemingly impossible task. But this has been achieved year after year, despite the fact that the devotees who tug wildly at the ropes lassoed to the two front wheels, are most likely in high-spirits (pun intended). Sanjay Manandhar, a US-based technology entrepreneur, recounts how his high school physics teacher from Canada asked his students to go observe the locals build the chariots of Karunāmaya if they were interested in becoming engineers in the future.&nbsp; “That made no sense to me then, but, after all these decades, I now see clearly how the structural design of the chariot, adopted early on by our ancestors is full of earthquake-resilient properties that need to be applied in building houses in an earthquake-prone zone like Nepal,” says Manandhar. A highlight of the chariot festival is that human goddess Kumari makes an appearance at the final destination in Lagan, usually on the third day. This is only one of the 13 times that people get to see the Kumari outside her temple abode.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_08aa39f3f004a212b33c60a2840d6013110de15dd34a0288f699dd5fda8957ab.jpg" data-media-id="editor_6" data-image-id="20240418130432_08aa39f3f004a212b33c60a2840d6013110de15dd34a0288f699dd5fda8957ab" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  On the last day of the festival (Saturday), the image of lord Karunāmaya is carried on a palanquin by priests from Janabahā in a gala procession and brought back to his permanent residence at the temple in Kel Tol.&nbsp; The chariot festival is thought to have started during the reign of King Pratap Malla of Kantipur in the 17th century CE. For close to four centuries, the construction of the chariot and its operation has proven to be a phenomenal engineering feat, and the people’s faith in divinity means the tradition is alive.&nbsp; The essence of the colourful rituals and the religious beliefs of this ancient chariot festival is now all but lost. The logic, technology and practicality must be brought back to light, as they reflect the high civilisation and wisdom of our ancestors that we can leverage in modern times and into the future. &nbsp; Alok Tuladhar is a culture and heritage documentarian.

In the run-up to the third Nepal Investment Summit this weekend, there have been seminars, conferences and workshops where the discourse has revolved around the economy and the investment climate.
The consensus that Nepal needs foreign direct investments (FDI) to grow was repeated, and the familiar litany of reasons about why it has not been able to was discussed.&nbsp;
Policy advocates and regulators have understood that the lack of urgency is compounded by procedural inconsistencies, on top of the already deficient investment environment in the country.
It is a welcome change from what used to be flippantly accepting matters as given. There now seems to be a sense of urgency, with procedural inconsistencies and lack of harmonisation between various Acts and regulations openly discussed.&nbsp;
Government stakeholders also appear more willing to learn and attempt to be part of the solution. Whatever policy changes have been introduced in the past have been piecemeal and address the few rather than the entire industry. This left dual regulatory approaches aimed at similar players.&nbsp;

This time, unlike in the past two Summits, the government seems to be committed to amending 9 Acts, a positive step towards showing commitment to change. However, the deadline to do so during the winter session of Parliament is over. The option mooted has been to have it passed through ordinance, a lesser appealing step; albeit, a positive one moving forward.&nbsp;
To attract FDI in a competitive global market means that Nepal has to demonstrate that it is serious about bringing in investments with a more consultative and collaborative approach with investors. A departure from procedural to a result-oriented focus is needed.&nbsp;
To put issues in perspective, Nepal needs US$20 billion in investments to meet the UN’s Sustainable Development Goals (SDG) targets by 2030. If net-zero decarbonisation targets are to be met by 2045, another US$7 billion will be required annually.&nbsp;
Looking at our investment history and poor government capital expenditure, the gap is long and wide. In fiscal year 2022-23 Nepal booked a lamentable ~$59 million in FDI (equity). Nepal is in fact the lowest market in South Asia for FDI with 0.3% of the regional average.&nbsp;
What is it that we can do to fill the gap?&nbsp;
First, we need to move away from the notion that Nepal only needs large investments. This has proven to be a mistake, and time series data have proven that smaller investments, in aggregate, make a larger impact on economies.&nbsp;

We talk about an ‘enabling environment’ but without the right tools. We place restrictions on interest on debt ceiling (SOFR +5.5), without risk premium adjustments, we do not have an active secondary market for bond trading, nor do we have a yield curve, an integral part of the bond market, which is inhibiting us from tapping into the trillion dollar green bond market.&nbsp;
In order to attract green financing, Nepal needs to develop its bond market. Sovereign risk rating has been mooted and was expected to be operationalised before the Investment Summit.&nbsp;
However, to be rated in an adverse economic environment could further deteriorate investment potential due to a lesser-than-expected rating.&nbsp;
Hedging is another instrument that needs further research on. A commercial bank last year showcased the first risk-hedging mechanism for an investment of $8 million. This can be the beginning to expand on its modality. &nbsp;
Subordinated debt instruments have been introduced, but on a special nod basis, this now needs to be institutionalised as it is the most applicable form of investment after equity in a market that has volatile forex reserves.&nbsp;

Viability Gap Funding has been introduced by multilateral development agencies implemented in solar installations. It is a tool to incentivise the private sector to invest in projects that are not financially lucrative initially, but have potential for profitability in the long run. This needs to be scaled up and replicated in sectors like infrastructure, where returns may not be immediate.
Moving forward, to attract FDI, Nepal needs to tap into the funds that are available for the growth of small and medium enterprises (SMEs) and climate change. Alternative investments such as Private Equity Venture Capital (PEVC) have been around in a structured manner in Nepal for nearly a decade now.
These funds have blended finance components and have attracted climate funding as well. PEVC is a new asset class and can address the issues of penetrating into SME financing by incorporating environment, social and governance issues into their investment process.&nbsp;
SMEs are the backbone of any economy, PEVC comes with the ability not only to scale up the enterprise with risk capital, but with the ability to bring technical knowhow to enhance not only the enterprise but also the entrepreneur.&nbsp;

A differentiator from all other forms of financing available till date in Nepal. Blended finance is a way of de-risking investments, especially in frontier markets. Business Oxygen (BO2) is an example of blended finance with subordinated debt investments of IFC (World Bank Group) taking the lead and Climate Investment Funds along with FCDO as co-investors.&nbsp;
On a larger scale, the 216MW Upper Trisuli 1 is another example of blended finance with IFC, a Korean consortium and local investments. So far, we see that development finance Institutions have been taking the lead in Nepal as their risk appetite is greater than commercial investors and they are eager to help develop the financial markets.&nbsp;
In order to be sustainable, we need to step on this and attract commercial capital from all over the world. To do this there has to be political will to make that pivot.&nbsp;
Instead of being a means to an end, the two previous Investment Summits turned out to be intermittent and cosmetic, providing hardly any results. The third one’s success will depend on how the event will be implemented as a platform for continuous marketing for the country and facilitation for investors in future.&nbsp;
Nepal has outdone many countries in its macro-economic indicators, with sound forex reserves and a stellar history of debt payments to its creditors. This story needs to be propagated along with the drive for change to attract potential investors.
