The mother of all agreements

On the face of it, there is little new in the agreement that was signed by the main political blocs on Tuesday night at Baluwatar. It was the mother of all agreements that agreed to implement past agreements. The seven-point agreement is just a rehashing and reiteration of some of the four-point, five-point, 12-point and even the 40-point agreements of the past.

But, as Pushpa Kamal Dahal said with only a hint of irony after the deal was done: "This is the beginning of a new beginning."

Indeed, the euphoric tone of some of the reaction nationwide to the deal brokered by Prime Minister Baburam Bhattarai stemmed more from a sense of desperation that after a slumberous holiday and with another Constituent Assembly deadline looming, the leaders had nothing to show Nepalis. The netas must have had the sense that the public perception of them was at a nadir. Now, they can safely extend the CA deadline again without major public backlash.

This agreement was actually negotiated and brokered during the tenure of Madhav Kumar Nepal, two prime ministers ago. So there was no reason it couldn't have been signed last year. The only argument that could be made was that Pushpa Kamal Dahal hadn't yet seen the light, and perhaps the terms of integration and compensation weren't yet "sold" to the fighters in the camps. So what happened at the Radisson on Tuesday afternoon while the tea party at Baluwatar was going full swing, was just a continuation of the Gokarna lunch with a gap of about 12 months.

We don't yet know what the fine print is on this week's agreement. But there is rumoured to be a power-sharing rider about who gets to lead the next government and when. In fact, despite all the leaks about haggling over the numbers of Maoists to be integrated and the compensation package for those opting for rehabilitations, the really contentious issue seems to have been bargaining over future leadership.

Whatever the case, we can all breathe a sigh of relief that the leaders have for the first time in a long time risen above their selfishness and partisanship to show some accountability to the people who elected them. To call it "statesmanlike", as some commentators have this week, would be hyperbole. They just did what they were supposed to do four years ago. Still, better late than never.

The next step in the mainstreaming of Maoists in Nepali must be for them to abjure violence once and for all. Baburam Bhattarai, the ideological architect of the wasteful 10-year war, made a 180 degree turnaround in New Delhi last month when he wooed the very Indian investors he said should be thrown out in his 40-point demand in 1996.

If he can do that, there is no reason his party leadership can't now say: "Our armed struggle was in response to the structural violence of the state, we have now concluded that as a duly-elected political party we don't see the need anymore to adhere to the ideology of violence."

Baburam Bhattarai and Pushpa Kamal Dahal may find it difficult to publicly admit that a war that killed 16,000 Nepais was unnecessary. But as a party that now believes in the ballot, it's about time they pledged their allegiance to non-violent pluralistic democracy. All the same, it would be nice if they could say sorry.

Every reader knows that Nepali Times supported Katwal and the MKN government in refusing to carry out integration of the PLA as required by the peace agreement.

After wasting years on pointless obstruction you pretend that it was the Maoists who opposed integration of the PLA and that the war they fought for the new Nepal you still resist was "unnecessary".

How pathetic!

if they were pressured after a year of signing 12pt agreement, we could have saved 1.5-2.5 yr. but no one listened.

It is important to know the real causes of the defeat of the Maoists' armed struggle to apply the policies that could be effective in future. Some years back, in early 2000, Baburam Bhattarai, then the father prophet of the Maoist party, after studying the situation of his terrorist group, in his analysis of the situation, although he didn't mention out rightly, one can see that

 

1. He detected the source of the decline of maoists' military influences because of vast growing mafia culture between their ranks and files. He mentioned a number of factors for postponing their armed struggle and follow the course of dialogue as a new strategy to complete the revolution but precisely this weakness of the former terrorist organization has to do with the effectiveness of persecution of terrorists inside and outside the country and social rejection that they were receiving because of their brutal acts of killings.

 

 

2. Their armed struggle was not able to correct the critical situation in which he found himself and with which he'll be unable to halt the decline of the sympathy they were receiving between poorly educated oppressed mass. So with the announcement of joint-course with the traditional parties, he self-prophesised that the military capabilities of the organization will become more recognised and thus will pave the way to their acsend to the power permanently. He knew that with the armed struggle going on it will be more difficult to determine the political situation and there will be more difficulties and hardships for the entire terrorist group, and as a result, as an ideologue of the party he will not be able to face the fierce debate on their political and military effectiveness. He was worry even about his life.

 

 

3. Now that the Maoists has announced the permanent dissolution of PLA through which they were able to spread their terrorist activities between the mass of remote villages, there begins to appear people who wants to capitalize on that victory over violence. The leader of the Maoists party �Prachanda- is the first who wants to hang the medal, but his chief merit is the attempt to mask the historical failure of their terrorist struggle. Still others want to present the 7 points agreement as a result of the dialogue that was initiated in name of peace process by GPK, instead of crediting the success to the firm policy that was applied after the overwhelming failure in CA elections that the NC and the UML had to suffer. And there are those who attribute the recent agreement reached to Indian establishment who in recent times have accompanied the chief ideologue of terrorist methods �Baburam Bhattarai-.

 

 

4. The Maoists' faction led by Baidhya, however, is not telling lies to itself about what are the real causes of failure of their so long desired armed struggle. A recent document of 10 points with which they are dissenting, gives us an overview of how the ultra left-wing nationalism of the Maoists and their armed struggle line, due to the influence of on-going political process and integration, has been immersed in a general weakening.  Their enemy(we who denounce the use of violence) has got the victory with the bet: ballets or bullets.

 

All the same, it would be nice if they could say sorry.

You are pleading them to ask sorry and abjure the violence once for all, right when they are enmeshed in a show of demonstrating who is more revolutionary but what I ask is even easier: 

IT IS ENOUGH WITH RECOGNISING THE DAMAGE THAT THEY DID TO NEPAL AND NEPALI PEOPLE BECAUSE OF THEIR ARMED STRUGGLE.

At last they have finalised and accepted the peace agreement.

Learning points.

1. The Maoist cadres and commanders got so fed up in their camps, they jumped at the chance of earning  between 600,000 - 900,000 rupees, therefore ditching their communist credentials to the distain of Baidya group etc, adopting lusty capitalism instead.


So ultimately accepting defeat in the Insurgency by being paid off instead...

2. the 6,5000 maoist cadres to be inducted into a new security force involved in border securty etc, and commanded by The Nepal Army, where 65% of this new force are from existing security government personel will definately put the maoist pla cadres in a subservent minority.


So lets see what will happen now...

Questions.

1. Will the Maoists hand in all of their weapons , especially sophisticated ones massed during the inusrgency that they have not declared, or will they hold onto hidden cards still.

2. After PLA are disbanded, will YCL be disbanded next, or at least lose their bite.


Hopefully peace will prevail,  freedom of speech, freedom to go about your work or buisiness without fear or intimidation, and free and fair elections.

History of Nepali Political parties shows, they become lions when supported by India and turn into mice when the Indian support is withdrawn. Attributing actions to the leaders of the Nepalis is like attributing actions to puppets. It is nice to live with delusions, I guess.

I want to know what prompted them to rise above their selfishness. Prashant Jha wrote an excellent review on this. Its a shame but that did not give me the impression of being "unselfish". It does not even give the impression of being well thought out either. It simply appears to be another ad-hoc arrangement for another ad-hoc extension of the CA. But that's just me.


8. PROMISE BEFORE POSIBILITIES

.....People elected them...Did you elect them Soni?

Your intuation is right.It is exactly what it is ,another ad-hoc for another ad-hoc extention due to busy schedule of Dahal .We already know it constitution writing won't be finished by 30th of November as Mr.Bhattarai already has spoken of probable one month .I am actually not surprised,this is a common characteristic of all politicians in Nepal and not only politicians.Do things in a last minute,never have time to think it through or discuss with anyone.So no wonder,we make decisions just because we have to make them or just agree with someone,less hassle.Those two projects,BIPPA and  LUMBINI are the focus of the day,not integration,consitution as integration and constitution writing can happen only after succesful push through of these projects ,as you know,government has no money.Mr.Bhattarai has given already orders to push through promises on integration and bill for constitution amendment,however,it can not go ahead due to no cash,so there are all the other paper work clearences before green light as usual ,promise before posibilities and we nepalis are accepting that ,everything will be done,just let's first receive money,but again it is just a scenario for you and me to see,the real scenario is developing in Mr.Dahal's and Bhattarai's parlours.

Nine (or whatever) lakhs in cash and being housed and fed for a few years?

Not very revolutionary.

I wonder if we will be able to see the audited accounts of the money spent on these killers.

There's a challenge for NT. NT is for transparency are they not?

Moist cadres has political license for assassination (PLA), is approved by all concern.Future will show the true color.Creamy layer of politicians all will be beneficiaries Why and what short of transparency expect from them? past 15 years not enough to judge them ?
