As Prime Minister Madhav Kumar Nepal intensified consultations with political parties to extend the tenure of the CA, which has been non-functional for four months now and expires on 28 May, Maoist Chairman Pushpa Kamal Dahal appeared to be giving ground in the interest of breaking the protracted political deadlock.

Addressing a gathering of intellectuals at the Yak & Yeti on Wednesday, Dahal said his party was open to discussion on the conditions put forward by the government. "We are ready to keep the combatants under the supervision of the Special Committee and conclude the integration and rehabilitation process within four months before UNMIN's term expires," he said.

Dahal also said his party was ready to dismantle the YCL within four days, return confiscated private property, form a Truth and Reconciliation Commission to look into cases of disappearances, and resolve disputes in constitution writing. Apparently, the ball is now firmly in the government's court.

Not so fast, warns TU professor of political science Kapil Shrestha. "This was a stage-managed show, with certain intellectuals hand-picked to speak, to whom Prachanda could make promises. The Maoists are not sincere or trustworthy, and the government will not feel pressured in any way."

But though Madhav Nepal is still resisting the Maoist demand for a national unity government before integration, he should keep in mind that he will need a two-thirds majority even to amend the Interim Constitution to extend the CA.

This means the government will have to compromise with the Maoists at some point, whether it desires to continue in power or announce fresh elections. The latter is highly unlikely of course, and everyone seems agreed on the need for CA extension.

What is holding up a deal then, despite repeated assurances on the part of politicians that a deal is imminent?

The non-Maoist parties believe the constitution cannot be written under the shadow of the gun, that is, the PLA. This is why they have consistently advocated for integration at the earliest. "We should be assured that the Maoist party is detached from its combatants," says UML leader Pradeep Gyawali. "Everything they have done so far, including their contributions to constitution writing, indicates that the Maoists still want to establish an authoritarian people's republic."

NC leader Ram Saran Mahat, who is also on the Special Committee on PLA integration, agrees. "The integration process should be started for our satisfaction," he says. "The Maoists should be divested of arms and armaments first, then we can discuss the issues, including the formation of a new government."

In fact the deadline for the integration process passed on the watch of the Maoist-led government. This has convinced the other parties that the Maoists are not serious about relinquishing their hold on the PLA.

For their part, the Maoists have been given ample room to suspect the intentions of the political parties. Defence Minister Bidhya Bhandari declared that the Nepal Army was not beholden to the decisions of the special committee, and Deputy Prime Minister Sujata Koirala too spoke out against federalism, which the Maoists hold dear.

Maoist nominee CA member Hari Roka emphasises that the PLA is the foundation on which the Maoist party and its achievements rest. "So it is only natural that the Maoists will try to keep the PLA or secure the best possible deal for them in terms of integration and rehabilitation," he says.

But Roka also notes the Maoists have realised nothing will happen on this count as long as they are not in government. They will have realised now that street protests are not enough to propel them into power. Thus their apparently newfound flexibility on the conditions laid out by the other political parties. Believe them or not, this may be one promise the Maoists will want to keep.

 It is hightime the ICPN(Maoist) should come forward and assure the people that they are no longer for establishing an authritarian people,s republic . Certainly everyone seems agreed that a CA extension would be better if it can actually write a constitution. But if it cannot, why is it "highly unlikely" that a new assembly would be elected on the expiry of the old one?

The only alternative would be military rule (whether or not called "Presidential rule"), which means civil war.

Since everybody (sane) agrees that is not an option could somebody please explain why elections are "highly unlikely"?

Everybody knows that the COAS flatly rejected any democratization of the Nepal Army and integration of the two armies and that Prachanda resigned rather than going along with the other parties acceptance of a military veto on the peace process. What is the point of pretending otherwise. Does the author hope to convince himself?

Don't feel ashamed to declare that you are one of the spoke person of the Maoists.

Who wants election? The Maoists??? After being slapped by the people to the extent that they had to call off strike??? Don't expose yourself to the extent that people are forced to say,"Arthur has no cloths". If the Maoists had the courage to face the people, they would not have called off the strike. No body is going to believe that suddenly Maoists realized that people were suffering because of the strike.

Mr. Arthur, dDon't try to be master of the masters. Dahal was forced to agree that the strike backfired to the extent that they had to apologies and agreed to all the terms and condition put forward by NC and UML so that they could be in the government as the dominant power. Why?
Without being in the government, they can't work for people? they can't start dialogues with other parties? Constitution can't be written? Peace can't be achieved?

For them NO. Because without being at the helm of the government, they can't do all those in their terms. They can't force others to comply with their stand. It is not the people. It is the power to Dahal and co. That is what matters. Without power, they can't plunder Nepal as they had been doing and intend to do.

The problem lies with hypocrats such as Mr. Arthur and soft liners such as Baburam. These people just believe that money and power can do anything in the world. They are no more than little Gyanendra. The only difference is that they are not born to royal families but in ordinary huts. But great dictators and ruthless killers are 100% born in such huts.

From the prespective of ordinary citizen; regrettably I must say Nepal had wasted two good years.  We general public sincerely voted for politicians to write new constitution.  But what did our great politicians did in two years? nothing!  601 CA members never been productive and cost effective at all.  They only spent TAX PAYERS money on allowances and foreign visits.  Politicians are responsible for making Nepal poor and poor.

The worste part is that they are still talking about extension of time.  Who will pay allowances to CA members?  I strongly feel it is pure misuse of authority.  What is concern department doing about it?

General public have lost trust on politicians.  Nepalese general public can't wait beyond given time and can't see resources being used unjustifiably.  Only solution now is to go for PRESIDENTIAL RULE, write new constitution and conduct election.

Any length of extension will not materialise anything neither security nor political stability.  Simple reason being all those so called leaders are same and change their tone evey day!  Regrettably throwing blames from one to another just would not work.  In order to solve issues politicians have to agree on road map to follow.  Our political parties are like drunken individuals dancing on their own way.  This way nothing will improve for another 60 years!!!!!!

Unified CPN (Maoist) cadres are said to be demanding donation from local activists of Nepali Congress, CPN (UML) including businessmen in Kavre district saying that they didn't participate in the indefinite general strike called by their party a little over a week ago.

CPN (UML) district member Ishwori Paudel informed at a press conference organized in Banepa on Sunday that Maoist cadres in letters have demanded voluntary donation from Rs 25,000 to Rs 100,000 from 14 activists of his party saying that it is for its 'final war'.

The UML also made public a letter signed by Bichhod, the Maoist area secretary, which reads, "Today, we are standing at the threshold of a
decisive moment that will determine our fate and future. There is a threat to the republic established by the Nepali people from the Constituent Assembly. In this context, you are requested to provide voluntary donation to contribute to our campaign for creating a beautiful Nepal, which will shatter all anti-revolutionary conspiracies."
