All corrupt

I read your editorial ("41-2=39," #85) which analyses the Judicial Commission to control corruption set up by King Gyanendra. My question is: what are we going to do if everyone is corrupt? After the Supreme Court comes with its final report after six months, there will be no one who is clean. Will they all be prosecuted? If yes, then who is going to be left to lead the country's development?
