Talks fail, strike begins

The Maoist-called indefinite strike began with the shutdown of transportation, educational institutes and industries on Sunday after a meeting of the three parties failed to produce a consensus.

Speaking at the rally to mark International Labour Day on Saturday, Maoist Chairman Pushpa Kamal Dahal said the people will not leave the street until the government is removed.

Prime Minister Madhav Kumar Nepal has refused to step down. Addressing the nation Saturday evening, Nepal asked the demonstrators to find a solution through compromise.

Meanwhile, news outlets have reported that Indian Prime Minister Manmohan Singh has thrown his support behind the current coalition, saying he has full confidence in Nepal’s government.

Dahal has said Indian support for the current government would be a mistake. “If India thinks that by backing Madhav Kumar Nepal, it will make everything all right; if it thinks that it now holds the command of Nepal Army and the Army will do whatever it says; and that the Maoists want to kill Nepali people, then the Indian leaders are making a mistake. We appeal to them not to make this mistake,” he said on Saturday.

    How to solve the present political crises in Nepal?

    1. Since new constitution will not be formed on time, we need to bring 1990 constitution with proper amendment. See: http://commons.wikimedia.org/wiki/User:Edeja1
    2. Form the cabinet in the leadership of the current president. One minister for each ministry and one assistant minister for each department.
    3. Representation of the political parties in the cabinet should be decided by the percentage of their representation in the current CA.
    4. Dissolve CA.
    5. Have an election for President, National Assembly (1 member per district) and House of Representative (1 member per 100,000 populations).
    6. Forget the federal structuring of the country for now.
    7. Rename the present 14 administrative zones into new administrative zones without changing the district boundaries: Mahakali, Karnali, Magar, Gurung, Tamang, Newar, Kirat, Limbu, Tharu, Lumbini, Bhojpura, Mithila and Kochila.
    8. Keep only the ministries of Foreign, Defense, Home and Finance in Kathmandu. Move the rest of the ministries to Doti, Surkhet, Pokhara, and Dhankuta.

    Ghumi phiri Rumjataar!! If the same lot could not do the job in two years is it reasonable to assume that a new lot will do any better? Better to analyse why it could not be done and then come up with solutions.

    1. After the deadline for writing the constituion is over on 28 May, DELCARE THAT PAY AND PERKS of ALL CA members will be stopped thereafter.

    2. I second the steps 6 to 8 as proposed by Shree Shrestha above.

    3. All the ministers must be those who are not the CA members or those who have not been ministers in the past but have proven experience in the area of their portfolio. This way, you get the fresh blood.

    4. Head of the government should be called Chief Advisor, instead of PM.

    How to get a new constitution?
    I agree with Nepalichhoro; norpay nor perks for all CA members.
    Should take example on how popes of roman catholic church were sometimes elected:
    put all CA members in a place, nor food nor permissionto leave until the job is done and maybe they ‘ll get motivation and find agreement to fulfill their duty towards nepali people who acknowledged them with their trust.
